This chapter details the collaboration scenario of the University libraries of Makerere University in Uganda and the University of Bergen in Norway for over a decade. This chapter highlights the multiplier effect of the collaboration leading to new partners at the University of Juba in South Sudan, the East African School of Library and Information Science (EASLIS) at Makerere and the Norwegian School of Librarianship. The new partners implemented the Juba University Library Automation Project (JULAP) funded by the Norwegian Ministry of Foreign Affairs. JULAP aimed to rebuild the Juba University Library closed due to 1985 war. The project includes library automation, training and sponsoring young Sudanese for a Bachelor’s degree in Librarianship at EASLIS. Staff training is conducted by EASLIS, while the practical component was handled by previously trained Makerere University Library staff. Activities, challenges faced and addressed, achievements and future plans of the project are outlined.

Makerere University archives are kept in Makerere University Library (Maklib) but their utilisation is limited. This chapter reports the findings of a study that analysed the types of archives in Maklib and the extent of their utilisation. A mixed method approach of a questionnaire, observation, and documents analysis was used. The data obtained was analysed as descriptive statistics. The population of the study included 302 Maklib users who visited the Africana Special Collection Section between May and June 2017. The findings revealed that the scope of the archives collection is limited in time and content, few users, limited publicity of existing records, deplorable state of the paper records, and long waiting time for the information to be provided. Recommendations include widening the collection, digitisation of the archives, further development of human resources capacity, and initiation of outreach programmes to boost the archives visibility and attract users.

The study was carried out to explore the experiences of frontline library staff and users during the COVID-19 pandemic. With the unprecedented nature of the pandemic, institutions, including universities, have found means of staying afloat through the use of technology to offer services virtually. Makerere University rolled out an emergency program for online, distance, and e-learning, and the library has been supporting learning and research, since March 2020. The chapter sought to find out the experiences of library staff at the forefront and users in order to understand how online information services can be enhanced and retooled to support eLearning. Structured telephone interviews were conducted, and findings show virtual services that have been rendered to staff, students, and researchers as well as challenges. Challenges included equipment, poor infrastructure, and data costs. The university has signed up with major service providers to alleviate some of the handicaps to learners' virtual experiences.

Libraries play an important role in development of human kind, especially in the development of readership among the users. In particular, the development of ICTs has opened up new horizons for the creation, storage, access, distribution, and presentation that has significantly imparted and dramatically changed the fabric of the library user habits. It remains a challenge, however, to most of the libraries regarding which acquisitions models would be adequate for the user’s needs. This chapter attempts to analyse the changing user habits and library acquisition trends and their contribution to the readership development within the ICT environments in developing countries. The chapter attempts to assess how academic libraries, with examples of Makerere University Library, have applied the library acquisition models to address the changing user habits and their implications. The chapter gives strategies for readership development to meet the socio-economic demands of the society.
