Abstract:
The purpose of this paper is to help records and information management professionals of organisations for both the public and private sector to understand the role good records keeping brings to the attainment of open government. This paper complements open government through the application of a records management perspective to an analysis of the records management practices. Conversely, the study adopted a mixed methods approach to collect data from the Ministry of Local Government and Rural Development (MLGRD) that consisted of purposively sampled respondents. The target population consisted of 54 respondents. Forty-five questionnaires were distributed, with 33 successfully completed and returned to the researcher. Similarly, nine Heads of Departments (HoDs) were scheduled for interviews and only five interviews successfully continued as planned, and the study included appropriate documents for analysis. The study’s findings showed that there is a lack of good records management overall at the MLGRD, which emanated from unskilled records management staff. Similarly, the study identified MLGRD staff manning the records management division to being incapable of managing digital records. Furthermore, the findings revealed that there is no proper infrastructure to manage digital records and that there is no records management policy to be used to guide on good records keeping practices. Based on the findings, the study, among others, it is recommended that the records management staff of the MLGRD should be upskilled to have records management competencies, especially in digital records keeping, and that the MLGRD should acquire ICT infrastructure to support good digital records keeping practices.

Abstract:
Gender mainstreaming in the water sector in Malawi was analyzed using the Mzimba Integrated Rural Water Supply and Sanitation (IRWSS) project as a case in point. Information required for the study was obtained through interviews, administering a set of questionnaires and data collecting from existing documents. The results show that women in decision-making positions at head office of the Ministry responsible for water affairs only constitute about 11.1%. Assessment of the budget allocations has revealed that previously no budgetary allocations were made for gender issues, and that since the 2006/07 fiscal year about US$14,286 was allocated for gender mainstreaming. Women's involvement in local governance institutions and project activities in Mzimba is generally high. Most local water committees have 60% women and 40% men, whereas participation in project activities is highly rated at 97.2%. To improve gender balance, the Ministry responsible for water has to work with stakeholders in the education sector. Besides, great disparities still exist between men's and women's participation in water projects at a local level (97.2% for women) and a person's socioeconomic position greatly affects their inclusion in the local governance structures. Addressing these issues would, therefore, result in better gender integration in the water sector.

The result Lembang Nonongan has natural and cultural potency to develop, the local Government and communities cooperate to enhance, and the obstacles needed to train and educate about tourism, marketing management, and tourism package.

Abstract:
This study assessed e-records readiness at Karonga District Council (KDC) as one of the local government authorities in Malawi. The study employed a descriptive survey design where a survey questionnaire was used to collect data. Altogether, 56 staff were sampled randomly and purposively. The staff comprised principal officers, records clerks, ICT personnel and other action officers. The study revealed that e-records readiness at KDC was low and evolving as evident by the presence of e-record products and technologies, which were largely inadequate and obsolete. The study also established that there was inadequate and poor adherence to policies, standards and procedures for e-records management practices. Furthermore, responsibilities for e-records management were not clear. There was no established records management programme. Therefore, the study recommends the development of e-records management policy; recruitment of more staff; regular training in e-records products and other emerging technologies; mobilization of more resources required for management of records; and increasing awareness of the role of records management. This should be supported by the top management at the District Council and the Ministry of Local Government at large.

This paper examines the effects of Territorial Reform on the maintenance of national and rural roads and makes recommendations regarding the implementation of maintenance under the new organisational structure. The background and logic behind those recommendations is elaborated in the body of the paper through summarising the principal actions and policies required to be adopted in order to achieve a proper standards of road maintenance under the new territorial strategy system of local government. It is important to recognise that the roads which will fall under the responsibility of the new bodies are just a part of the overall road system. They should not be considered in isolation and in some respects it is desirable that national policies and standards be adopted which will cover the whole of the road system. In these areas it is important that policy development take place in the context of cooperation between the various responsible institutions, primarily Ministry of Transport, Ministry of Local Issues, Albanian Roads Authority( ARA), Albanian Development Fund (ADF) and the new local government authorities, the LGA s.

The Indian government initiated a number of rural development initiatives, such as providing enough infrastructure and road amenities, safeguarding public health, empowering women, raising living standards, etc. The Members of Parliament Local Area Development Scheme (MPLADS), one of the initiatives, was inaugurated on December 23, 1993. It was governed by the Ministry of Rural Development until December 1994, when it was reassigned to the Ministry of Statistics and Program Implementation. Examining the fund utilization pattern in the study area is the main goal of the current study. Studying the economic circumstances of the sample respondents in the research area is the second objective. Moreover, to gauge how satisfied the sample respondents were with the subject of the study. The research reveals that the sample respondents had poor lack of knowledge above field level observation. There is no question that the public and MPs have a poor connection as discussed above. At the same time, it was demonstrated how fully utilizing MPLADS monies has a good influence (directly and indirectly) in numerous locations.

Financial independence is an important factor in socio-economic development, especially in rural areas. Rural gminas (communities), mainly located peripherally to larger urban centers, have significantly lower revenue potential. This also means a lower level of financial independence of rural gminas, which in turn can be a barrier in multifunctional rural development. This issue is a priority for the European Union. The main objective of this article is a synthetic assessment of the level of financial independence of rural gminas in the Wielkopolskie voivodship in 2013. The basis of information studies, using the method TOPSIS (Technique for Order Preference by Similarity is an Ideal Solution) to assess the financial condition of municipalities, were data from the Central Statistical Office (Local Data Bank — Public finances for 2013) and Ministry of Finance (Indicators for assessing the financial position of local government units in 2011—2013).

Abstract Local Economic Development (LED) is the main anchor through which economic development is achieved by building entrepreneurial capacities and improving opportunities for economic growth and citizens’ quality of life, especially in rural settlements. In Ghana, the implementation of LED is under the Ministry of Local Government, Decentralization and Rural Development (MLDGRD) through the Metropolitan, Municipal, and District Assemblies (MMDAs) at the local level. The implementation of LED contributes significantly to Ghana’s economic growth, business creation, and employment generation. LED is therefore identified as essential to sustainable development and poverty reduction in rural settlements in Ghana. However, the challenges of poor implementation of the LED policy are financial constraints to implement LED activities at the local level, performance action of Public-Private Partnership (PPP) towards LED, and limited exploration of the sanitation value chain LED efforts at the local level. The poor capacity of small-medium micro enterprises (SMMEs) and smallholder farmers have often affected the successful implementation of LED activities at the local level. Hence, this paper seeks to identify the determinants for resilience in Local Economic Development in Ghana. The paper further provides an overview of the LED challenges in Ghana. Finally, this paper recommends appropriate theoretical frameworks that integrate the determinants for the resilience of Local Economic Development to address the identified challenges of LED, leading to poverty reduction in Ghana.

Chiefs in Malawi have traditionally been part of the government machinery since colonial days and continue to play a crucial role in development administration even more so in decentralized structures. They are able upon to mobilize communities in rural areas to initiate and implement community development projects with minimal supervision. Malawi Social Action Fund 1 (MASAF 1) project management approach, which centered on community ownership of projects and registered enormous successes, is a case in proof of this. However, distribution of power and roles between chiefs and local government authorities in view of decentralization demand more research and policy debate if chiefs are to be effectively utilized and for the decentralization process to work effectively. Whilst the local authorities derive their power from the control of 5% of revenue collected in the districts, which they are allocated, chiefs derive theirs from the legitimacy they have over their subjects for being in constant touch with the community.<br>Development Studies<br>M.A. Social Science (Development Studies)

AbstractGrand Apartheid in South Africa created ten ‘homelands’, each of which had a capital city. These capitals became places of power and symbolism. The apartheid government allocated large subsidies to support industrial development in these capitals, through the regional industrial development programme. Phuthaditjhaba became the capital of the QwaQwa homeland, with a parliament building, houses for chief ministers, and public spaces and buildings named after leaders. However, with the incorporation of QwaQwa into South Africa after the transition to a democratic government, Phuthaditjhaba lost its capital status. Despite one statue being removed, most of its public places named after homeland leaders remained. Today, Phuthaditjhaba is part of the Maluti-a-Phofung Local Municipality and stands to benefit from funding from the intermediate city support programme. However, poor financial management, political infighting and allegations of corruption are preventing it from accessing these funds. City planners would do better to focus on Phuthaditjhaba’s regional services function and the sustainable development role in the mountainous context and promote rural development.

The mobile phone technology is an important tool to enhance farmers’ access to better paying agricultural markets. The study reports the results of a household study in Mwanza, Dedza and Mzimba Districts of Malawi. The study assesses drivers of adoption of mobile phone technology for agricultural marketing by smallholder farmers. The study used regression techniques to identify drivers and extent of mobile phone use. Results show that use is positively affected by literacy, distance to local market, land size, current value of assets, crop income, and region variations but negatively influenced by access to electricity. Intensity of use is conditioned by gender, participation in agricultural projects, ownership of a mobile phone, current asset value, distance to nearest public phone services, and region variations. Asset endowment plays a critical role in enhancing adoption of mobile phone technology. Gender disparities significantly affect adoption as most women have limited access to assets. The study suggests the need to improve farmers’ access to mobile phones for agricultural marketing. It recommends that government, in collaboration with mobile network operators, should reduce calling tariffs to enhance use, gender disparities in accessing assets should be minimised, and investment in supporting infrastructure must be enhanced.

Chapter 3 shows how the institutionalization of movement goals can sometimes look like a process of social movement absorption. In the late 1990s and early 2000s, the MST’s local educational practices in areas of agrarian reform evolved into a national proposal for an alternative educational approach in the entire Brazilian countryside. This proposal, which became known as Educação do Campo (Education of the Countryside), was explicitly linked to an alternative vision for rural development. Between 2004 and 2012 this educational proposal was implemented in the Ministry of Education (MEC) through several laws, an office, and a series of programs. However, the MEC’s hierarchical organization, focus on best practices, and need to rapidly expand its educational programs undermined the MST’s ability to participate—even with a federal government historically aligned with the movement. During this period, agribusiness groups also began to embrace Educação do Campo, leading to a watering down of the original proposal.

In Latvia, the employment of persons with disability is two times lower than the European Union average, which indicates a marked social and income inequality in the country, as well as the dependence of such persons on national and local government support. One of the solutions for increasing the employment of people with disability is social entrepreneurship. In Latvia, 28% of a total of 189 social enterprises are work integration social enterprises, which mostly employ persons with disability. The research aims to examine the experience of work integration social enterprises in Latvia. To achieve the aim, the research performed a case study of three work integration social enterprises. It was found that the main goal of all the enterprises was to integrate people with disability into the labour market through their training and skills development. The main challenges of employing the target group were their insufficient level of education and poor professional skills, as well as the need to adapt the working environment and equipment. Depending on the degree and kind of disability, the workloads for such persons are also adapted. National, local government and other available support instruments for social enterprises are used to expand their operation, the most important of which are the grants administered by the Ministry of Welfare and the finance institution Altum, as well as a tax credit – a lower employer mandatory state social insurance contribution rate if employing people with disability

Along with the tremendous rise of Cambodia's construction sector, Cambodians, particularly those living in cities and rural tourism destinations today, embrace the rising influx of new architectural styles. This aspect has an impact on the value of Khmer architectural and urban aesthetics. Furthermore, the construction of buildings in rural tourist destinations in Cambodia has been considerably influenced by modern architectural features, such as the development of hotels, guesthouses, and resorts. This article's research on the construction of buildings in rural tourism resorts in the Kingdom of Cambodia reveals that the majority of these architectural structures are not motivated to incorporate or showcase Khmer architectural styles. Instead, it emphasizes modern and blended foreign styles that lead to a loss of national identity. Those resorts, on the other hand, do not follow the ideals of sustainable development, causing environmental damage and building structures that are unsuitable for Cambodia's tropical environment.Recognizing that tourism and architecture are inextricably linked and play a significant role in fostering Khmer identity through architectural inspiration in rural tourism as well as tourism promotion. Through field research and literature review, the tourism market in Cambodia will be strengthened as a result of the quick development and continual improvement of the country's tourism industry, while also promoting the effective growth and development of the national economy and allowing other aspects of the country to advance and develop. According to the Ministry of Tourism of the Kingdom of Cambodia's study, "The Planning of Tourism Development 2012 to 2020," which focused particularly on Cambodia's cultural and natural tourism resources. Furthermore, in terms of the Cambodian people's living choices, in recent years, individuals have been engaged in many types of commercial operations, particularly tourism activities, with a good momentum of development. Simultaneously with the continued development and promotion of tourist resorts and hotels, such as those in the Kingdom's sea areas, mountains, and rural regions, other cultural regions will be developed as tourism attractions.Currently, the number of tourists in Cambodia is significantly decreased due to the COVID-19 pandemic. However, with an enthusiastic attitude, the Cambodian government aims to promote the development of local tour destinations for each district through creative tourism services in rural areas with the involvement of various partners including private sectors, foreign investors, and from all levels of the government institutions. Andung Tek commune in the Botum Sakor district is facing various problems such as deforestation and overdevelopment that have become more and more harmful to the environment and local people. The paper seeks to address these problems and come up with potential solutions to solve the problems. Additionally, to answer the problems, the project in this article also established long-term planning methods such as disaster prevention, human resource development, and promoting attractive advantage tourism. As a result, uses a housing model with a unique Khmer housing architectural style include interaction design objectives, and home structure and landscape design to promote sustainable development in the areas and to transform the area into an attractive tourist destination for both locals and foreigners.

Digital Empowerment Foundation (DEF) has been making use of many innovative methods and technologies to democratize innovation, upskill, build resilience and foster lifelong learning in rural India with a special focus on marginalized communities. We would like to showcase some of our innovations here. // START: A digital learning and Media &amp; Information Literacy (MIL) toolkit, designed exclusively for first-generation technology users to promote digital inclusion and fight information poverty. It is a 45-hour digital learning curriculum that covers 30 topics ranging from basics of computers, use of applications, MIL and online security and safety, among others. The pedagogy for START focuses on hands-on training and workshops in rural and tribal communities through activities and gamification of topics. // GOAL (Going Online as Leaders): A program to connect urban volunteers with rural women online to provide them guidance and support in digital skills to bridge the information gap. This technology-enabled mentorship program was adopted by the Ministry of Tribal Affairs, Government of India and is now being replicated in several states. The data comparing baseline and endline show that beneficiaries of GOAL show higher interest in pursuing higher education, greater self-confidence, improved communication skills and aspiration to become changemakers. // Digital Sarthak: This program demonstrates how digital literacy through the community network model can be an important strategy to achieve a replicable model of local economic development. 100 rural women were trained to further train 500 women-led Community Development Organizations (CDOs) and 10000 rural women entrepreneurs in the first stage. The program placed women in active roles in the information eco-system that further improved their confidence and capacity. // SkillBot: A self-learning chatbot built on the free and open-source Telegram platform. Telegram provides free backend technical support and chatbot feature. SkillBot was developed by DEF and Commonwealth of Learning to teach digital literacy, financial literacy, citizen services and data management to rural youth and artisans. SkillBot is multilingual and employs tutorial lessons, audio graphics, infographics, flashcards, interactive quizzes and activities for teaching. Skil Bot thus provides an accessible, easy to understand platform for skilling. // Maker's Space is an initiative where physical centres equipped with STEM learning and digital skilling tools are created in DEF’s community information centres at the remotest locations. Maker's Space facilitates an unstructured learning space supported by digital/STEM tools that allow children and youth, especially persons with disabilities, to take ownership of their learning and create innovative solutions for their communities.

Abstract:
From 1962 Lancashire, in England, became the focus of a major renewal scheme: the creation of a ‘super-city’ for 500,000 people. The last and largest New Town designated under the 1965 Act, Central Lancashire New Town (CLNT) differed from other New Towns. Although influenced by the ideals and example of Garden City model, its master plan followed new and proposed infrastructure to connect the sub-region’s poly-centricity. By unifying and expanding existing towns and settlements it aimed to generate prosperity on a sub-regional scale using the New Towns Act, rather than creating a single new self-sufficient urban development. CLNT’s scale, poly-centricity and theoretical growth made it unique compared to other new town typologies and, although not realised, its planning can be traced across Lancashire’s urban and rural landscape by communication networks and city-scale public and civic buildings. With reference to diagrams for the British New Towns of Hook, Milton Keynes and Civilia, this paper will contextualize and evaluate CLNT’s theoretical layout and its proposed expansion based on interdependent townships, districts and ‘localities’. The paper will conclude by comparing CLNT’s theoretical diagram with its proposed application and adaptation to the sub-region’s topographical physical setting. Abstract:
The case of Mzuzu illustrates how secondary cities, where revenues are often incredibly low and capacity is minimal, can innovate and lead the way on municipal finance reform. Mzuzu is Malawi’s third largest city. The focus of this case study is a simple and fit-for capacity property valuation system that increased realised revenues seven-fold between 2013 and 2018:1 The Revenue Mobilisation Programme (REMOP). Although the programme was initially seen to be a success, several serious misgivings continue to inhibit further progress. These centre on legal barriers in the current property valuation process in Malawi. More broadly, issues such as revenue pilferage, lack of capacity for financial anagement, land ownership disputes between spheres of government, and national rural bias continue to prevent Mzuzu from achieving a sustainable financial position. For development partners, the example of Mzuzu provides a stark reminder of the vital importance of widespread stakeholder engagement and caution for legal obstacles in order to achieve sustainable project success. It also illustrates the potential of using smaller cities, with more flexibility and somewhat strong incentives for reform, as a useful starting point to trial new revenue enhancement innovations. The Development Fund for Local Authorities (DFLA), a special entity set up for small and low-cost loans to local governments in Malawi, also presents an interesting model for further exploration. By helping local authorities through the process of lending, they are building local government creditworthiness and enabling them to develop systems for future debt finance. Malawi’s cities, being some of the poorest in the world and in a country with relatively low level of urbanisation, are still at the beginning of the development curve. This early stage brings numerous challenges that are yet to be faced as well as an enormous opportunity to learn from the mistakes and successes of other cities in similar contexts. The cities are still at the critical juncture where they can invest in the urban infrastructure essential for livability and productivity before mass settlement takes place.
