Full textThe plots studied in southern Mali are distributed in the Dioforongo forest (Segou). This work has been to define the consequences of participatory maintenance by populations and forest rangers. We firstly made socio-economic surveys about the use of species and test the knowledge of population on the forest and the project. We secondly estimated the effects of lumbering practice on the woody and herbaceous vegetation. The results obtained are concerned with the weak integration of local lumbering community into project conceptualisation. Stump resprouts production is good. However, cutting at higher levels ameliorates the survival and growth of resprouts. The minimal periodicity of cutting for firewood production is six years. The behaviour of some very appreciated species (Combretum nigricans, C. Micranthum, C. Glutinosum and Anogeissus leiocarpus) is analysed

Full textThe nomads of north Mali a long time refused the policy of the colonial state then of the Malian state that considers the settling process as the basis of their integration and development. The current process results from two major facts that strongly affected the functioning and the structuration of social and economical life of nomads. It acts on the one hand, of the harmful effects of the dryness of 1984 and on the other hand, on the realization, following the intervention of NGO and the development projects, of many socio-economic infrastructures to accompany peace in an area weakened by the rebellion by the nineties. If settling process is justified by a socio-economic requirement, environmental reality constrains to the mobility maintenance, guarantees development of the breeding which remains still the system of production dominating and most viable. But, the priority of the socio-economic development compared to the environmental question puts doubtlessly risks for the future of the nomads. This future also will have to do facing the uncertainties of the recurring insecurity and the large building sites of development, in fact the dam of Taoussa as well as exploration and the possible oil exploitation

Full textSince independence, in 1960, Mali, in its Northern part, (the three administrative regions: Timbuktu, Gao and Kidal), has faced on going insecurity, across the vast Sahara desert. The Tuareg community, deeply rooted in their nomadic culture, have long dreamt of forming an independent state in the border area between Mali, Niger and Algeria. The Malian state has always opposed their irredentist claim, which counters national unityand territorial integrity. From 1990 to 2010, the process to implement peace agreements was punctuated by actions of rebels. From abroad, the French weeklies provide incomplete and biased information about this security phenomenon. Most of the time,this media coverage ignores daily realities, peace and development actions, and favourssecurity developments, attacks and reprisals between rebels and regular army. In such circumstances, it is of utmost importance for the medias to give all available information. Through my research, I thus intend to high light the gap between the coverage by the French weeklies of the conflict in the North of Mali and the ground realities, from 1990 and 2010

Full textSeveral studies on the primary production of Sahelian rangelands that are dominated by annual herbaceous indicate large spatial heterogeneity and high inter-annual variations in production associated with changes in rainfall distribution mediated by run-off redistribution itself mostly bound to soil type. In Sahel, most of the forage production occurs during the rainy season, which lasts three to four months. The management of the stock of fodder which is the main nutrition resource for livestock during the long dry season requires a good knowledge of its seasonal dynamics under the combined effects of climate and grazing pressure. This thesis aims to study the impact of climate variability on the dynamics of the pastoral resources of the Gourma in the North-East of Malian Sahel and to assess the impact of resources variations on animal production. The approach used is based on a joint seasonal monitoring of vegetation and stocking rate. It combines an analytical study and the modeling of the dynamics of forage resources in response to rainfall distribution and stocking rate. The thesis is composed of four studies. The first is a sensitivity analysis of forage production to the intra-seasonal distribution of rainfall. The second study evaluates the impact of domestic ruminants grazing on standing straw and litter disappearance rates during the dry season. The third study addresses the same question by modeling the dynamics of fodder resources during the season depending on the livestock grazing pressure. The fourth and last study evaluates the breeding productivity of the herds and the sustainability of Gourma pastoralism. The results highlight the low productivity of pastoral breeding despite an overall under-utilization of the forage stock in the dry-season. They indicate that in the Sahelian pastoral systems with rangelands producing less than 2000 kg DM ha-1 on average, and very limited use of supplementary feeds in the late dry season, livestock suffer of nutritional stress in the late dry and early wet season, as revealed by residual masses of straws and litter tilling less than 10 % of rangeland yield at the end of the rainy season

Full textWhen decentralization came to the Sahel in the 90s, and with the experienced gained after repeated droughts impacting their countries, information systems for planning development actions were implemented at various levels. But, according to the communities, these tools implemented at the local level for land planning, both for data collection and using the information system thus obtained, fell short of expectations and remain in the exclusive hands of decision-makers and technicians.Yet, when the expertise of the people is taken into account, including geographic information,data collecting is made easier and can help build tools tailored to the participation and negotiation between the various operators and program economic projects, which requires an approach based on the analysis and participative management of geographical management based on the expertise of these peoples.This thesis aims to be a support for local operators in the Sahel region when implementinglocal development plans and empower them by allowing a larger say in the decision making process. The aim is to contribute to a sound natural resources management by the development of management plans in the various areas, through a participative management of local geographical information and by mobilizing local expertise and knowhow.The question is how to define local development plans with the Sahel peoples, each with its own socio-economic specificity (pastoralists, agro-pastoralists, farmers, public figures, state officials ...) and to integrate their expertise, including their spatial expertise, in the developments of planning tools for economic development programmes.The results of the Southern Mali experience was an opportunity to take stock of the progress in the decentralization process, of the difficulties in having local peoples participate in decision making, of local development approaches and the vast expertise of the communities. These results offer prospects for the local development of specific communities in the Sahel, giving them planning tools based on a well-balanced participative management of local geographic expertise

Full textLong appeared as a ‘’good student’’ of African continent, as a model of democracy – with a religious life free of violence, which blends harmoniously orthodox religious, heretics and non-Muslims – the year 2012 marked a turning point in the history of Mali. Thanks to the crisis, the segmentation of Malian Islam, although having peacefully exercised previously, will manifest in an unprecedented violence, with arms. Revealing, both, the limits of democracy, the withering away of the state, some critical social ills, significant shortcomings in the governance, the crisis of the year 2012 also unveiled new types of connections, linking the Islamic sphere to the politic. These links are dominated by the omnipresence, Islamic influence in the political sphere. Religious movements derive their influence from their ability to express and produce policy, combined with their strong anchor near to the population, through significant social works. This Islamic dynamic in the Malian political public space, will be exploited by the political elites, making Muslim elites partners, particularly in election periods

Full textSeries of hydrodynamic and morphological readings have been carried out on the beaches of Malo-Les Bains and Calais Hoverport between 2004 and 2007. These readings have been backed up with monthly topometric surveys in order to understand the morphodynamic behaviour of two macrotidal beaches, which stand out in the area because of their relative stability despite an ever-rising sea level. Malo-Les Bains is heavily anthropised – it is set against a dam and is protected by a breakwater. The latter is responsible for ridges and runnels, which contrast with the rest of the area because of the smooth aspect of this morphology. Calais-Hoverport is a typical accreting beach. It has a vast sandy platform with convex ridges and runnels on the seaside and accreting dunes on the eastside. The hydrodynamic readings we carried out led to an analysis of swells and medium currents and how their behaviour was influenced by weather conditions. Like other local beaches, the prevailing easterly current may be forced to change to the opposite direction under certain weather conditions. However, we highlighted features that are specific to our two sites such as stronger currents and swelles behind the breakwater, especially with westerly currents, or, in the case of Calais-Hoverport, currents oscillating between West at the top and bottom of the tide and East the rest of the time. We have also tried to evaluate the theoretical speed of currents required to move sediments. Our calculations show that only longshore currents are able to generate such currents for a significant time. In Malo-Les Bains, these easterly currents, with a N to NW forcing might reach their maximal speed towards the W. The same forcing phenomenon occurs in Calais, where those currents can only head East. Various topometric readings enabled us to establish the morphological changes to the beach determined by the weather and swell. It appears that both the building up and destruction of ridges are linked to strong energy conditions

Full textOver the past years, the cities of the Arab world attended a spread of shopping centers. At the same time and from the year 1990, period of the reconstruction of Lebanon after the Lebanese war, the commercial landscape of Beirut has undergone profound changes with the introduction of the large international distribution and the multiplication of national and international franchises scattered throughout the city and its extensions. Here, the phenomenon is not new to the Lebanon, but the extent that it is currently taking and its generalization to any space of the agglomeration of Beyrouth, alter the business landscape. New commercial structures coexist with existing structures. Thus, the commercial geography becomes increasingly multifaceted and complex, especially with the current emergence of major commercial complexes of large scale and new typology. Trade in proximity is jostled and challenged by the advent of the great especially food distribution in Lebanon. The problem emerges from these mutations occur around shopping malls constituting poles of attraction especially, in the absence of urban planning for their implementation and the policy of encouraging investment for the projects of construction and reconstruction adopted by the Lebanese Government after the Lebanese war. Given this situation, this phenomenon prompts us to wonder about the mutations of the trade, their spatial, economic and social influence their causes and their effects on the urban environment. What are the logics that are behind these mutations? What is their scope on the existing trade and new trade? The problem emerges from the transformations that occur in the commercial landscape and will be processed through the different logical, spatial, economic, social,..., urban that underlie them, questioning their dimensions in each type of trade and the scope of the "large" trade and the “small” ( Le “grand” et le “petit” commerce)

ABSTRACT Following the vigorous development of Information and Internet technology, the Electronic Mail (e-mail) has grow up rapidly, no matter in personal or enterprise. The advantages of electronic mail (e-mail) system, like the lower threshold to establish, lower cost and timeless implement, therefore enterprise has regarded it as the infrastructure of information technology. This research attempt to discuss that the relationship between the characteristic of email system, individual perception of the e-mail system and the actual e-mail behavior to increase employee’s performance and decrease the total cost of e-mail infrastructure. This research integrated “Theory of Planned Behavior” and “Information System Success Model”, to explore the relationship between the constructs. The results show that “service quality” will influence “attitude toward behavior”, the others variables;“system quality” and “Information quality” have no influence. Besides, we had verified that “system characteristic” had influenced ”norm” and “perceived behavioral control”. About the influence of “attitude toward behavior”、 “norm” and ”perceived behavioral control” to ”behavioral intension”. We had verified the influences except the “perceived behavioral control”. Besides, to verify the theory of departed scholar, we expect to assist enterprise in understanding the importance of e-mail system and increase efficiency by investing proper resource. Moreover, remind enterprise to respected that establish and advertise the rules and to execute the policy exactly, in order to ensure the information security.

The purposes of the study were to understand the experiences and challenges that male caregivers went through when taking care their kids with rare diseases, and the social support they obtained. This research method is narrative study. The subjects of this study are three male caregivers who have kids with rare diseases. The research findings are as follows: 1.The three male givers are fathers in the family. They take care of their children with positive spirit. The family members understand their situation and are considerate, providing a strong family bond. Even though these fathers have experienced bad experiences from outsiders' attitudes toward their families, they are not impacted by the mistreatments nor do they have thoughts of payback. Despite receiving criticism from hecklers, the fathers have not lost their love for their children; and, they encounter the situation with positive attitudes. They participates in the activities provided by Taiwan Foundation for Rare Disorders(TFRD) and obtain their support from other members. They want their kids to cherish what they have and not just feel sorry for themselves. 2.When pressure arises from complications, these fathers deal with the pressure positively without resorting to negative thoughts of anger or hopelessness. They face the problems encountered, adjust themselves in order to provide the best care for their kids. 3.Frustration can still set in for these fathers despite have the best of intentions. They gain their resilience through taking care of their kids. The key to their resilience is empowering themselves through the process of finding resources and obtaining knowledge concerning their children’s diseases. 4.The three families participate in the activities provided by TFRD. TFRD is very important to them. Their social life is focusing on TFRD. The members of TFRD exchange their experiences of taking care children and receive support from each other. Lastly, the researcher makes some comments on the limits of the study and some suggestions for future studies.
