Abstract:
The aim of this paper is to identify the risks that need to be addressed when holding fine art, determine which are perceived as being the most important, and whether the risk perception is influenced by demographic variables such as age, educational background, and field of occupation. To identify the risks and evaluate the risk perception, we used a purposely designed questionnaire and sent it via various sources of communication systems and applications to individuals knowledgeable on fine arts. Findings revealed that, generally, art deterioration, art fraud, and art theft are the three main highlighted risks, with art deterioration considered in the high-risk range. In terms of risk perception, forgery is the biggest concern. On the other hand, considerations of the investment value of art lessened perceived risk exposure. Furthermore, the study has shown that certain risk perceptions were influenced by the participants’ demographic variables. Both the identified risks and risk perception considerations analyzed within this study provide us with insights as to what needs to be considered when offering fine art insurance, particularly when it comes to which risks that are perceived as being the most pressing by potential policyholders, and how these perceptions vary according to individual demographics variables as noted above.

In this article Frank Camilleri discusses the historical and professional links between Ingemar Lindh and Jerzy Grotowski, with a specific focus on the nature and implications of their separate work on physical action. Lindh's practice, particularly his research on the ‘disinterested act’, is read in the context of Grotowski's ‘doing’ in Art as Vehicle. The individual work of the two practitioners on vocal and vibration techniques is seen as integral to their research on physical action. Frank Camilleri is Senior Lecturer in Drama and Theatre Studies at the University of Kent and Artistic Director of Icarus Performance Project (Malta). He served as Academic Coordinator of Theatre Studies at the University of Malta from 2004 to 2008, and in 2007 co-founded Icarus Publishing Enterprise with Odin Teatret and the Grotowski Institute.

Malta has currently attracted numerous non-natives who consider the island conducive for business, investment and work. To enhance their working and living experience in Malta, several foreigners are learning Maltese as a second language (ML2), which could be challenging to learn, especially its grammar, if second language (L2) learners do not know Arabic. Furthermore, ML2 is a new subject with a lack of research in its pedagogical approaches. Second language acquisition (SLA) can be quite challenging for adults. Various evidence-based interventions including the use of art and music have been used to enhance SLA. Art and music play an important role in SLA, such as stimulating communication in L2, memorising new words and enhancing comprehension skills. The purpose of this study is to explore the impact of using music and art to enhance adults’ success in ML2. A qualitative methodology with convenience sampling was used to select 37 adult learners of ML2 who took part in a one-on-one interview via Zoom. The interviews were analysed, and the study results revealed that the use of art and music could contribute significantly in enhancing an adult learner’s academic achievement in ML2, whereas according to the participants, art and music are not currently used in ML2 courses. Therefore, the study recommends the use of art and music in both traditional and online classes to enhance adult learners’ academic achievement in ML2.

Revelations, apparitions, voices, stigmata and ecstasies were extraordinary phenomena and profoundly emotional, in which God was perceived as communicating with human beings through bodily phenomena. It was up to churchmen to regulate and control divine intervention in daily life and separate truth from deceit. But attempting to fulfil this pastoral duty was a complicated matter. Were these experiences authentic, really proceeding from God or were they illusions of the devil, the deceiver par excellence and able to capture human trust? Furthermore, besides the devil’s deceit, might there not also be an element of human simulation or ‘false sanctity’, that is, a mixture of lies and hypocrisy? This was the art of the actor, who makes the audience believe what is untrue. Hypocrites have one sole aim: to obtain praise and fame through the exercise of sham virtues.

Vendar pa so trendi v zadnjih desetletjih pokazali izrazite spremembe v starih vzorcih, tako da namesto povratnih migrantov in naseljevanja britanskih izseljencev sedaj prevladujejo selitveni tokovi iz Evrope in podsaharske Afrike, zlasti po vključitvi Malte v Evropsko unijo leta 2004. Članek preučuje količine vključenih v te tokove, spreminjajočo se prostorsko razmestitev izhodiščnih držav ter spreminjajoče se starostne strukture priseljencev v zadnjih dveh desetletjih. Da bi zagotovili zanesljivost podatkov, so bili uporabljeni podatki zaporednih popisov prebivalstva in stanovanj, ki jih je zbral Državni statistični urad Malte. Glavni ugotovitvi prispevka sta spreminjajoča se starostna struktura priseljencev ter njihove regionalne porazdelitve na Malti. Ker je Malta najmanjša država v EU in ima eno najvišjih gostot prebivalstva na svetu, je bila obravnavana tudi problematika gostote priseljencev. Pokaže se, da je gostota priseljenega prebivalstva na Malti tako visoka kot gostote vsega prebivalstva v nekaterih evropskih državah.

At the time of postmodern deconstruction in thinking about aesthetic education, the concept of prof. Irena Wojnar on the integration of art with daily life is still valid. In the 1980s and 1990s, the legitimacy of prof. Wojnar’s theory were our studies of amateur artistic teams from youth vocational schools in Gorzów Wielkopolski, Lublin, Kraków, Andrychów, Koronowo, Kołobrzeg. Despite various profiles of the schools such as: mining, metallurgy, medicine, gastronomy, railway, amateur creativity was developed within the three following stages: (1) social meetings functioning instrumentally; (2) workshops enhancing the autonomy of art; (3) formation of a lifestyle that shapes the hierarchy of values. The integration of art with daily life is not limited to the past: Młodzi i teatr (‘Youth and the Theatre’) report prepared by the Malta Festival Foundation in Poznań (2013) shows its usefulness in the educational practice. Together with defining the typology of audience and the conditions for dissemination of the theatre, it emphasises the need for a broader cultural participation in the debate on art creation within the new social environment.

There's a popular meme that my archaeology friends have been circulating on social media lately: a picture of Giorgio Tsoukalos, a producer of the popular History Channel show Ancient Aliens, overlaid with the caption “I'm not saying it was aliens, but it was aliens.” The caption is a play on Tsoukalos's and others’ claims that the archaeological and historical record contains ample evidence for alien visits to earth in antiquity. To wit, past episodes of the show have suggested that Kachinas, Egyptian hieroglyphics, and indigenous rock art depict aliens; that much of the monumental art and architecture of ancient Mesoamerica, South America, Near East, Easter Island (of course), Malta, and elsewhere represents the genius of extraterrestrial visitors; that Mayan kings were not really people but alien overlords; that extraterrestrials were responsible for the demise of many civilizations—if not the dinosaurs, too—and so on.

Abstract:
The fortified city of Valletta, founded in 1566 by the Knights of Malta, is one of the few Renaissance ideal cities to be built. Planned from the beginning and constructed on virgin ground, it follows a rigid gridiron scheme designed by the Italian architect Francesco Laparelli da Cortona (1521-1570) that is an exemplar of Neoplatonic planning principles of the age of humanism and constitutes a model of modern urban design. Although the founding and development of the city has been well investigated historically, the formal essence of its urban design has not yet been examined satisfactorily from an architectural perspective. While the executed plan has been interpreted until now as an imperfect materialization of one of the four known preparatory drawings by Laparelli, in this article I suggest the possibility that the town built is a further evolutionary step in a fully traceable design process based on a coherent system of trigonometric proportions. In addition to the physical evidence of the city's current digital terrain model, the method of design proposed here is largely supported not only by sixteenth-century architectural theory (as advanced by Albrecht Dürer, Sebastiano Serlio, and Pietro Cataneo) but also historically by a group of new Florentine towns founded in the late Middle Ages that exhibit the same compositional principles.

Abstract:
Malta, a small island in the middle of the Mediterranean is extremely rich in its Prehistoric archaeological heritage. Local and also foreign artists were and continue to be fascinated and influenced by prehistoric art during the course of their careers. This thesis demonstrates the ways in which contemporary artists interpret Neolithic symbolism, particularly the images of Neolithic Goddesses found in various temples on the islands. The well preserved state of the Maltese Temples and their artefacts, and their beauty, still stimulate the imagination of artists to create works of art that show not only their personal reflections, but also their 'collective' psychic qualities. My methodological approach is to employ Jungian theory and contemporary theories of Primitivism to analyse such these works of art. I explore the reasons why artists are still interested in recreating symbols of the past. My general line of argument in the thesis is that some contemporary artists have a strong desire to recapture what they see as the 'spiritual perception of nature' that seems to be lacking at the present time. Through personal and collective symbols artists can be seen to be creating a new vocabulary which might act as a healing agent to relieve society from its persisting ills. The particular facets of this work and issues arising within practices relating to Malta's Neolithic past are explored through a number of case studies, examining closely the works of some well-known artists (local and foreign), such as Neville Ferry, Eva-Gesine Wegner, Sina Farrugia, Louis, Casha, and Jean Busutil Zalcski.

Le chevalier de l’Ordre de Malte est à la fois un religieux et un militaire, formé aux arts de la guerre sur terre comme en mer. La « Religion », l’Ordre de Saint-Jean de Jérusalem, possède de nombreux biens sur le territoire français, lui conférant la particularité d’être un véritable État dans l’État. L’Ordre répartit ses possessions en Langue, dont la Langue de Provence couvrant la France méridionale constitue sa première fondation historique. Les chevaliers sont alors tenus de passer des commandes artistiques pour embellir ces biens qu’ils administrent. Certains font à cet égard figure d’esthètes en s’intéressant de près aux cercles artistiques locaux, que ceux-ci soient académiques ou non. Réalisée à partir des grands exemples connus en Langue de Provence, cette étude consiste d’abord à analyser et à définir, selon une approche sociologique, les pratiques de la commande artistique des chevaliers. Dans un second et troisième temps, il s’agit plusspécifiquement de saisir les enjeux iconographiques et stylistiques des réalisations. Enfin, les systèmes d’échanges artistiques entre Malte et la Langue de Provence sont observés. Ceux-ci témoignent du rôle des chevaliers dans l’émergence de nouvelles représentations concernant leur Ordre et son île. A knight of the Order of Malta was both a monastic and a soldier trained in the arts of land and sea warfare. The “Religion” – the Order of Saint John of Jerusalem – owned much property in France, thereby earning the quality of State within a State. The Order divided its possessions into Langues, of which the Langue of Provence covering southern France was aninitial foundation. The knights had the duty to commission works of art to embellish the properties they governed. Some of them showed true aestheticism and took great interest in local artistic circles, academic or otherwise. This paper starts by taking some well-known works in the Langue of Provence to analyse and describe the practice of artistic commission by the knights from a sociological standpoint. It goes on go discuss more specifically the iconographic and stylistic features of the works and then examines the systems of art exchanges between Malta and the Langue of Provence which highlight the part played by the knights in the development of new representations of their Order and its island. The thesis aims to gain insight into the underlying mechanisms at work in the practice of patronage and their impact on artistic output as a whole

Abstract:
The purpose of the doctoral thesis is to demonstrate the role of the Hospitaller knights of the Order of St John as art patrons and collectors, and the extent to which works of art enabled internal relations between the Grand Masters of the Order and Hospitaller knights, and the extent to which art also enabled external relations with other entities and states through the language of gifts, bequests and cultural identity. The study will enable an understanding of the development of the Order's art patronage and the growth of Hospitaller art collections, from the late sixteenth century to the early eighteenth century. These dates encompass the first commissions given to artists to embellish the magistral palace and the Conventual church in the 1570s, and the growth of a magistral art collection under successive Grand Masters. The research will also aim to situate Hospitaller art patronage and collecting within the broader history of art collecting in Europe, by highlighting factors that were specific to the institutional character of the Order of St John and the vows of poverty, chastity and obedience taken by Hospitaller knights. The thesis will be informed by archival research on Hospitaller inventories. It will also build on studies that have been conducted on the Order's art patronage, and on the history of individual artists in Malta such as Caravaggio and Mattia Preti, as well as on research on the broader history of art collecting.

The insular nature of the Maltese archipelago provides a unique opportunity to explore trade and cultural change from the Neolithic to the Bronze Ages in the central Mediterranean. I hypothesize that, during the period in which the Maltese islands were experiencing a form of isolation—owing either to their distance from Sicily and other populated regions, to the collective formation of an inwardly-focused culture, or to a combination of these factors—it is unlikely that pottery played a significant role as either an import or export in the archipelago’s exchange relationships with other communities in the central Mediterranean. I accordingly propose that ceramics were only significant in the interaction networks between Malta and its neighbors during periods when the archipelago was culturally connected to Sicily. Except for a limited number of archaeometric studies (Barone et al. 2015; Molitor 1988; Mommsen et al. 2006), analysis of similarities among ceramic wares produced in Malta and elsewhere that allow archaeologists to draw conclusions about the nature of Malta’s connectivity to other communities has been based on macroscopic observation. The present study builds on the few archaeometric studies by determining the provenance of ceramic samples based on their trace elemental composition. Included in this study were both clay samples and ceramic artifacts representing each of Malta’s chronological phases from the Neolithic to the Bronze Ages. Specifically, in order to address the question of the role that pottery played in the prehistoric trade of the Maltese islands, 392 Maltese ceramic sherds were analyzed using a Bruker III-V handheld portable X-ray fluorescence device, which revealed the relative abundance of six trace elements, namely thorium, rubidium, strontium, yttrium, zirconium, and niobium. The trace elemental composition of the Maltese pottery was compared with that of 18 Sicilian ceramic sherds and clay samples from both Malta and Sicily. The results of this research support my hypothesis in part, suggesting that neither ceramics nor raw clay materials played a significant role in overseas trade during Malta’s period of cultural isolation, which extended from the Ġgantija phase to the end of the Tarxien phase. On the other hand, ceramics played a more active role in Malta’s interaction networks during periods of connectivity with Sicily, for instance in the Neolithic Age. This study also provides the first chemical evidence that Malta exported pottery to Sicily during the Bronze Age and that Malta’s contact with Mycenaeans was indirect in nature. The findings presented here thus contribute to understanding Malta’s role in trade and interaction networks from the Neolithic to the Bronze Ages and point to new approaches to exploring the cultural change that becomes apparent in the Maltese Temple Period.

The main theme of the thesis are surface mines in northern Bohemia, the Most. Grasping the subject is moving mainly in personal as well as social aspects. The basis for practical thesis served theoretical thesis. Exploring the phenomenon of a block of flats in theoretical thesis led to turn to the topic of the panel surface mines. At first glance unrelated topics, however, contains an important connection. The coal industry forms an essential part of the development of the current form of North Bohemia, a form of large prefabricated housing. Interest in the originality of the construction in the settlements led to this issue. The work consists of several authentic records and materials from surface mines in Bílina processed in painting and video.

Este trabalho é um ponto de encontro entre dois artistas nova-iorquinos da segunda metade do século XX: Gordon Matta-Clark (Nova York, 1943-1978) e Félix González-Torres (Guaimaro, Cuba, 1957-Nova York, 1996) através de obras que se propõem como uma contradição nos termos: propriedades sem bem, ou a possibilidade de possuir um objeto materialmente inexistente. O primeiro, Gordon Matta-Clark, com a obra Propriedades Reais: Bens Fictícios, consistente na compra e registros fotográficos de bens imobiliários que, tendo seus limites marcados nas escrituras e nos mapas, não apresentam fronteiras perceptíveis no espaço físico. O segundo, Félix González-Torres com obras que encontram sua origem em Certificados de Autenticidade / Propriedade de objetos a ser manifestados, isto é, construídos pelo dono da peça ou por aquele que pedir emprestado o direito de montá-la. Propriedades sem bem que -- enxergadas por Matta-Clark na década de 70, e construídas por González-Torres na década de 90 --, abrem um leque de questionamentos sobre temas básicos de uma sociedade baseada no intercâmbio e na acumulação. A saber, a burocracia, o valor de troca e a noção de propriedade que, mais do que consistir em um objeto a ser possuído, consiste em um convênio a ser respeitado. Pacto ancorado em um complexo andaime econômico e legal, de números e de letras, que os dois artistas, desde cantos diferentes, percorrem até suas últimas consequências. Este texto é a história desse percurso.
This work is a meeting point between two artists of the second half of the twentieth century: Gordon Matta-Clark (New York, 1943-1978) and Felix Gonzalez-Torres (Guaimaro, Cuba, 1957-New York, 1996). The connection is established through works that are proposed as a contradiction in terms: properties without physical goods, or the possibility of owning one thing that does not exist in a material way. The first, Gordon Matta-Clark, with the work Reality Properties: Fake Estates, consists of the purchase and photographical registers of real estates, with their boundaries, marked in the deeds and maps, shows no discernible physical space. The second, Félix González-Torres, with works that find their origin in Certificates of Authenticity / Property of objects to be manifested, that is, built by the owner of the piece or by the one who borrows the right to assemble it. Properties without goods that - sighted by Matta-Clark in the 70s and constructed by González-Torres in the 90s - opens a range of questions about basic themes of a society founded on exchange and accumulation. Specifically: bureaucracy, exchange value and the notion of property that consists of more than an object to be possessed, a covenant to be respected. Covenant deals anchored on a complex economic and legal structure -numbers and letters- that both artists explore to the ultimate consequences. This text is the story of that exploration.

Resumo: O presente estudo objetivou: desnudar, desvelar, desvendar e desventrar a multiplicidade de encontros na composição da obrARtese e (elevado à enésima potência). A composição partiu de 19 canções de minha autoria, gravadas em CD, que se tornaram disparadoras de textos, fotografias, colagens, diagramação, microdocumentário; todos reunidos em uma mala artesanal. Trata-se de um livro de artista-educador, que narra sua trajetória por esses dois universos. O trabalho, inicialmente autobiográfico, torna-se autobiografemático. O processo e a finalização do trabalho ampliaram e potencializaram encontros alegres. Alguns intercessores: Gilles Deleuze, Félix Guattari, Nise da Silveira, Espinosa, Cecíla de Almeida Salles, Silvio Gallo, Paola Zordan
Abstract: Purpose of the present study: undress, disclose, unveil and disembowel the multiplicity of encounters in the composition of the obrARtese e (raised to the enésima power). The composition originated from the 19 songs composed by myself, all of them recorded in CD, which became the starters of texts, photographs, pasting, diagramming, micro documentary; all of them bound in an artisanal bag. It is a book by an educator-artist, which reports his trajectory through these two universes. The work, autobiographical initially, becomes autobiographematical. The work process and finalization increased and strengthened cheerful encounters. Par l'analyse des tableaux et de sa propre théorie de 1938 à 1948 nous proposons une nouvelle exégèse de l'oeuvre de Roberto Matta Echaurren. Cette période se déroule principalement à New York devenue la nouvelle capitale de l'art. Un contexte particulier d'inquietude par rapport au destin de l'humanité et à la fois d'une grande prospérité économique précisaient les bases de la grande période de l'École de NewYork. Les écrits des notables critiques d'art de l'époque et le passage brusque à une nouvelle iconographie, de la part de Matta, nous montrent deux manifestations opposées de l'art. D'une part, une esthétique d'autosatisfaction et de l'autre, l'art engagé.

Abstract:
Abstract This chapter analyses social security benefits for migrants in Malta. Since the early years of the millennium, levels of immigration to Malta have increased sharply among both European Union (EU) nationals and third-country nationals. Malta’s accession to the EU, and its booming economy in recent years, has attracted a steadily rising number of EU nationals, while numbers of asylum seekers and other third-country nationals meeting labour shortages in Malta have also risen steadily. The chapter considers the conditions of migrants’ access to unemployment, healthcare, family benefits, pensions and guaranteed minimum resources. In the case of EU nationals, since 2004 they have been entitled to benefits on the same terms as Maltese nationals, except for social assistance which they cannot claim, at least in the first three months of their stay and the subsequent job search period. The case is more complex for third-country nationals whose eligibility differs according to whether they are long-term residents, refugees, asylum-seekers or in Malta on the basis of an employment licence. It is hoped that the recently introduced Integration Strategy may help provide a pathway to equal treatment of migrants who make Malta their home.

The main question that this paper seeks to explore is: What contextual factors and conditions are contributing to the present higher education environment in Malta? To address this question, the author conducts a systematic study by examining the changing context of higher education from a legislative, economic and political perspective. The aim of this paper is to outline the determining influences that are shaping Malta’s higher education context.The research methods employed in this paper are mainly two: the first method involves the analysis of documents and data published in international academic journals and local reports. Statistics published by the National Commission for Further and Higher Education (NCFHE) and the National Statistics Office (NSO) were the main sources of local Maltese statistics. The second research method involves national and institutional data that was specifically requested by the author and that was never published before. NCFHE, the University of Malta (UM) and Malta College for Arts, Science and Technology (MCAST) were asked to provide data in order to present a comparative analysis by comparing local data with what has been published internationally. UM and MCAST are the two main public Maltese higher education institutions. In all instances headcount data is presented.

This paper is a small-scale research study done by the author. It seeks to find the perceptions of students attending an alternative learning centre,with an emphasis on vocational education, with regards to their learning. This study is situated on the island of Malta and the five students interviewed currently attend this school, which opened in 2014, and is the only one of its kind on the island. The main results obtained are that, on the whole, the students are happy to attend this school. They drew comparisons between their school life in the previous four years of secondary education in the mainstream college and in the alternative learning centre. They enjoyed the lessons because they were learning the subjects that they wanted to learn, they enjoyed the small class size,and the individual attention. They felt part of a big family and appreciated the fact that the teachers genuinely cared for them. They also mentioned things that should be improved, like more resources for the classrooms and a major renovation of the school building. The conclusion drawn here is that while the students are happy, care must be taken so that the concerns raised are addressed.

The COVID - 19 pandemic that swept the world in 2020 and the reactions of state authorities to it are unparalleled events in modern history. In order to protect public health, states have limited a number of fundamental human rights that individuals have in accordance with national constitutions and international conventions. The focus of this paper is the right of access to abortion in the Member States of the European Union. In Europe, the situation with regard to the recognition of women's right to abortion is quite clear. All member states of the European Union, with the exception of Poland and Malta, recognize the rather liberal right of a woman to have an abortion in a certain period of time after conception. However, Malta and Poland, as members of the European Union, since abortion is seen as a service, must not hinder the travel of women abroad to have an abortion, nor restrict information on the provision of abortion services in other countries. In 2020, a pandemic highlighted all the weaknesses of this regime by preventing women from traveling to more liberal countries to perform abortions, thus calling into question their right to choose and protect their sexual and reproductive rights. This is not only the case in Poland and Malta, but also in countries that recognize the right to abortion but make it conditional on certain non-medical conditions, such as compulsory counselling; and the mandatory time period between applying for and performing an abortion; in situations present in certain countries where the problem of a woman exercising the right to abortion is a large number of doctors who do not provide this service based on their right to conscience. The paper is divided into three parts. The aim of the first part of the paper is to consider all the legal difficulties that women face in accessing abortion during the COVID -19 pandemic, restrictions that affect the protection of their dignity, right to life, privacy and right to equality. In the second part of the paper particular attention will be paid to the illiberal tendencies present in this period in some countries of Central and Eastern Europe, especially Poland. In the third part of the paper, emphasis will be put on the situation in Malta where there is a complete ban on abortion even in the case when the life of a pregnant woman is in danger.

Didžiausių sunkumų kyla dėl duomenų tuštumų ar per didelio atstumo tarp matuojamųjų punktų. Palydovinė, skrydžio ar laivais atliekami gra-vimetriniai matavimai taikomi jūrų, vandenynų sunkio laukui nustatyti, tačiau ežerų ar kitų regioninių vandens telkinių gravimetriniams matavimas jie yra nepraktiški dėl savo kainos ar skiriamosios gebos (tikslumo). Šiame straipsnyje anali-zuojamas antžeminis sunkio lauko nustatymo metodas ant užšalusio ežero, kuriame ledas juda dėl vėjuotų sąlygų. Per pastaruosius trejus metus Lietuvoje buvo atliktos kelios gravimetrinių matavimų kampanijos ant ledu padengtų ežerų, marių ir tvenkinių. Šių matavimų užduotis – užpildyti sunkio lauko duomenų spragas Lietuvos teritorijoje. Aliekant mata-vimus buvo stebėtas vėjo greitis matavimų metu, įvertintas ledo storis, vandens gylis ir specialia įranga stebėtas ledo vib-ravimas. Daugybė veiksnių turi įtakos gravimetriniams matavimams ant ledu padengtų vandens telkinių, Juos būtina kuo tiksliau įvertinti, eliminuoti matavimų klaidas, sudaryti tikslesnių gravimetrinių matavimų metodiką.

Recognising that practices to support these activities that foster 21st century learning should ideally start during their student years, the authors explored eportfolios as a valuable learning device for on-going personal and professional development for fostering students’lifelong learning and enhancing continuous personal and professional development. This paper describes the critical success factors for successful implementation of the Google Sites Practice eportfolio embedded in the three-year BSc(Hons) Nursing Programme in Malta. Evidence-based practice of successful eportfolio implementors was examined and their methods adapted to ensure the initiative had a sound foundation and fit for purpose.The authors argue that to be successful, eportfolio implementation must primarily be strategic, holistic, supported and have senior management buy-in and secondarily, have a robust tool, good pedagogy, and skilled and enthusiastic staff. Robotic systems, working together as a team, are becoming valuable players in different real-world applications, from disaster response to warehouse fulfillment services. Centralized solutions to coordinating multi-robot teams often suffer from poor scalability and vulnerability to communication disruptions. This paper develops a decentralized multi-agent task allocation (Dec-MATA) algorithm for multi-robot applications. The task planning problem is posed as a maximum-weighted matching of a bipartite graph, the solution of which using the blossom algorithm allows each robot to autonomously identify the optimal sequence of tasks it should undertake. The graph weights are determined based on a soft clustering process, which also plays a problem decomposition role seeking to reduce the complexity of the individual-agents’ task assignment problems. To evaluate the new Dec-MATA algorithm, a series of case studies (of varying complexity) are performed, with tasks being distributed randomly over an observable 2D environment. A centralized approach, based on a state-of-the-art MILP formulation of the multi-Traveling Salesman problem is used for comparative analysis. While getting within 7–28% of the optimal cost obtained by the centralized algorithm, the Dec-MATA algorithm is found to be 1–3 orders of magnitude faster and minimally sensitive to task-to-robot ratios unlike the centralized algorithm.

The International Health Regulations (2005) are legally binding on 196 States Parties, Including all WHO Member States. The IHR aims to keep the world informed about public health risks, through committing all signatories to cooperate together in combating any future “illness or medical condition, irrespective of origin or source, that presents or could present significant harm to humans.” Under IHR, countries agreed to strengthen their public health capacities and notify the WHO of any such illness in their populations. The WHO would be the centralized body for all countries facing a health threat, with the power to declare a “public health emergency of international concern,” issue recommendations, and work with countries to tackle a crisis. Although, with the sudden and rapid spread of COVID-19 in the world, many countries varied in implementing the WHO guidelines and health recommendations. While some countries followed the WHO guidelines, others imposed travel restrictions against the WHO’s recommendations. Some refused to share their data with the organization. Others banned the export of medical equipment, even in the face of global shortages. The UN Compliance Research group will focus during the current cycle on analyzing the compliance of the WHO member states to the organizations guidelines during the COVID-19 pandemic.

Abstract:
SO277 OMAX served two scientific projects. The objectives of the first project, SMART, were to develop multi-disciplinary methodologies to detect, quantify, and model offshore groundwater reservoirs in regions dominated by carbonate geology such as the Mediterranean Sea. To this end we acquired controlled-source electromagnetic, seismic, hydroacoustic, geochemical, seafloor imagery data off Malta. Preliminary evaluation of the geophysical data show that there are resisitivity anomalies that may represent offshore freshwater aquifers. The absence of evidence for offshore springs means that these aquifers would be confined and that it will be difficult to use them in a sustainable manner. The objective of the second project, MAPACT-ETNA, is to monitor the flank of Etna volcano on Sicily which is slowly deforming seaward. Here, we deployed six seafloor geodesy stations and six ocean bottom seismometers for long-term observation (1-3 years). In addition, we mapped the seafloor off Mt. Etna and off the island of Stromboli to constrain the geological processes that control volcanic flank stability.

Abstract:
Australia was one of nine countries and economies to participate in the 2018 TALIS-PISA link study, together with Cuidad Autónoma de Buenos Aires (Argentina), Colombia, the Czech Republic, Denmark, Georgia, Malta, Turkey and Viet Nam. This study involved coordinating the samples of schools that participated in the Program of International Student Assessment (PISA, a study of the performance of 15-year-old students) and the Teaching and Learning International Survey (TALIS, a study that surveys teachers and principals in lower secondary schools) in 2018. A sample of teachers from schools that were selected to participate in PISA were invited to respond to the TALIS survey. TALIS data provides information regarding the background, beliefs and practices of lower secondary teachers and principals, and PISA data delivers insights into the background characteristics and cognitive and non-cognitive skills of 15-year-old students. Linking these data offers an internationally comparable dataset combining information on key education stakeholders. This report presents results of analyses of the relationships between teacher and school factors and student outcomes, such as performance on the PISA assessment, expectations for further study and experiences of school life. Results for Australia are presented alongside those of the average (mean) across all countries and economies that participated in the TALIS-PISA link study for comparison, but the focus remains on what relationships were significant among Australian students.

Abstract:
Modelación numérica de derrames de crudo y concepto del problema inverso. Aplicación de la modelación numérica a la solución de problemas ambientales de la Ciénaga Grande de Santa Marta. Diagnóstico Ambiental del Archipiélago Islas del Rosario, como fundamento para su ordenamiento territorial. Caracterización geomorfológica de la franja litoral del Departamento del Atlántico - Caribe colombiano. La Dirección General Marítima a través de sus dos Centros de Investigación localizados en Cartagena y Tumaco, desarrolla investigación científica marina con una tradición de más de dos décadas y aportes significativos al conocimiento descriptivo de las aguas oceánicas del Caribe y del Pacífico, a sus litorales y zonas costeras. Es tal vez esta materia en la que mayores resultados tangibles se han obtenido en los últimos años, no solamente al existir una tradición y experiencia amplia- mente reconocidas nacional e internacionalmente, sino porque contamos con un recurso humano idóneo, calificado, ta nto a bordo de las unidades oceanográficas como en tierra y con un extraordinario sentido de pertenencia. Considerando que las plataformas de investigación son esenciales para el fortalecimiento de la capacidad operativa e investigativa de la Armada Nacional y la Dirección General Marítima, se desarrolla desde 1999, el proyecto de reparaciones mayores de los buques oceanográficos ARC Malpelo y ARC Providencia, que debe terminar en el 2001. La Agenda para la Colombia del siglo XXI, publicada por COLCIENCIAS, nos indica que se han promulgado los planes estratégicos preparados en los siete programas Nacionales de Innovación y Desarrollo Tecnológico. En este contexto la Dirección General Marítima formuló su Agenda Científica que identificó cuatro Programas para ser desarrollados en el período 2000-2010: Oceanografía Operacional, Protección del Medio Marino, Zona Costera e Hidrografía. La estrategias regionales de ciencia y tecnología cobran entonces, especial relevancia. Es en el espacio regional, y en el de las necesidades locales, que se puede buscar una más clara articulación entre los programas nacionales y los requerimientos de desarrollo del país. Con el lema: Colombia dos Mares, una Patria, el presente Anuario Científico,en su primera edición pretende consolidar en un solo volumen, resultados de investigaciones adelantadas en los dos Centros y que por lo tanto ameritan su divulgación y difusión, dentro de la estrategia institucional de comunicación para dar a conocer los avances de la investigación desarrollada, así como la toma de conciencia sobre el problema ambiental, la degradación de la zona costera y su situación particular de riesgo en la región del Pacífico, el rol principal de los océanos y el clima, la explotación de recursos oceánicos vivos y no vivos y la necesidad de sostenibilidad en su utilización.
