Wolf, Graf Esther 1971. "Using HSPF to evaluate stormwater Best Management Practices in the Charles River Watershed." Thesis, Massachusetts Institute of Technology, 1999. http://hdl.handle.net/1721.1/9718.

This thesis describes how the hydrologic computer model HSPF was used to model hydrologic and sediment transport in the Charles River Watershed and subsequently to evaluate stormwater management practices in the watershed. The thesis briefly describes the problem of stormwater pollution. It discusses U.S. federal laws, regulations and programs that are intended to address the issue, and then focuses on the state of Massachusetts. The Massachusetts Department of Environmental Protection (DEP) has recently issued Stormwater Management Standards, which are used as guidelines by Conservation Commissions throughout the state, and which will soon become part of the Code of Massachusetts Regulations, DEP's Stormwater Management Standards require the use of any number of Best Management Practices (BMPs) that will reduce the average annual load of total suspended solids (TSS) in stormwater by 80%. This thesis briefly describes some common BMPs and discusses the validity of using TSS as a target pollutant. The thesis then describes in detail how the HSPF computer model was calibrated to predict sediment washoff and transport in the Charles River Watershed. It, then shows how the model was used to test the effectiveness of DEP's Stormwater Management Standards. The Standards were applied to the town of Franklin in the lower part of the watershed by changing the land use in the town in order to simulate development. The solids load from this new development was then reduced by 80%. According to the model predictions, if the Standards are applied only to the part of the watershed that falls under the jurisdiction of the law, then there might be little improvement seen in the river, However, if the standards arc applied wherever development occurs in the town, there may be noticeable improvement in tho levels of TSS concentration in the Charles River.

Using your institution's content management system to distribute a module on the library's resources creates an effective venue for reaching students. Our goal was to get the word out about our resources and teach our students a few techniques about searching by using our institution's course management system. We created a Desire2Learn (D2L) module for release to all faculty consisting of short films and documents about the library as well as websites of interest. If the professor decides to incorporate the module into their course site, it becomes part of the course's class content. We are currently monitoring 67 courses.

Abstract:

Abstract:
This doctoral thesis is about a family company in Reunion in the 19th and 20th century from its birth to 1990. The Isautier family developed their business around the sugar cane industry (sugar cane and rum). In 1918, Alfred Isautier bought the distillery, one of the oldest in the island, from the family, purchased new lands and founded his own business “Etablissements Alfred Isautier”. In the early fifties (1950), his sons started new business strategies owing to the resources of the island, and its recently acquired status of “département”. Later in the seventies, because of the crisis, the company went through a major restructuring based on rum industry. This work demonstrates the importance and influence of the company on the local economic trend and its social consequences. The “Etablissements Isautier” had a great ability in facing the insularity and the international situation, the survival and continuity of the family business issuing from the numerous strategies developed by the company

Abstract:
The traditional electricity market provides a vertical monopolistic structure in a certain area which owns and operates generation, transmission and power supply. In the early 90"s the deregulation of the power supply market in UK took place. This process has now been repeated in many countries around the world. Although different approaches are adopted during the deregulation process, a similar vein can be found in those markets: all of those vertical monopolistic markets have generally been separated into four parts: generation, transmission, distribution and supply. Nowadays competitive markets have been set up in generation and supply sectors but due to the unique characteristic of transmission network, whose investment needs huge cost and high risk, the transmission sector is to remain in the mode the natural monopoly. Consequently each country or each area only has one transmission company to operate the transmission services. As the deregulated generation and supply markets are free open access, markets participants not only can trade electrical energy within their local supply areas but they also can trade power between different areas for more benefits. This type of transaction is not restricted to power companies in one country and can well be between a power company in one country with another power company in another country which may not be of immediate neighbour. As a result, these transactions are transported in more than one transmission network. Because this situation rarely exists in traditional markets, transmission owners have not yet come to a common consensus on an acceptable charging tariff to collect transmission fees. Currently several wheeling charging methods for cross-border trading are proposed to resolve this problem but their performances cannot completely fulfil the basic requirement of transparency and fair expectation. This thesis introduces a method to address the allocation problem of wheeling charges in cross-border trading. This proposed method calculates short-term and long-term wheeling charges respectively and allocates wheeling charges by referring to the location of each transmission line. More importantly, this method is able to provide a transparent and fair allocation result to market participants. The proposed method is illustrated in a 7 bus system and the IEEE 118 bus system. In the case study of the IEEE 118 bus system, three scenarios are set up to test the performance of allocating wheeling charges between two areas and three areas respectively. This thesis has also discussed new challenges of congestion management due to cross-border trading. In addition, an approach of congestion management for the proposed charging method is introduced.

Abstract:

DeSando, Michael Duke. "Universal Programmable Battery Charger with Optional Battery Management System." DigitalCommons@CalPoly, 2015. https://digitalcommons.calpoly.edu/theses/1409.

Full text
Abstract:
This report demonstrates improvements made in battery charging and battery management technology through the design of a universal programmable battery charger with optional battery management system attachment. This charger offers improvements in charge efficiency and unique battery charging algorithms to charge a variety of battery chemistries with variety of power requirements. Improvements in efficiency result from a synchronous Buck Controller topology as compared to previous universal chargers that use asynchronous Buck-Boost Converter topologies. This battery charger also surpasses current universal battery chargers by offering different charge modes for different battery chemistries. Charge modes provide the user an option between extending the life of the battery by selecting a mode with a slower, less stressful charge rate or a shorter charge time with a fast, more stressful charging mode. The user can also choose a charge mode in which the battery charges to full capacity, resulting in maximum runtime or a less than full capacity, which puts less stress on the battery thus extending the lifetime. Ultimately, this system permits weighing the performance tradeoff of battery lifetime and charge time. The optional battery management system attachment offers more precise monitoring of each cell and cell balancing for Li-Ion batteries. This further enhances the performance of the charger when integrated, but is not necessary for charger operation. The battery charger consists of three subcircuits: A microcontroller unit, a power stage, and a current sensing circuit. A C2000 Piccolo F28069 microcontroller controls a LM5117 Buck Controller by injecting a pulse-width modulated signal into the feedback node controlling the output of the buck to set a constant current or constant voltage thus creating a programmable battery charger. The pulse-width modulated signal changes according to charge algorithms created in software for specific battery chemistries and charge requirements. An analog-to-digital converter on the microcontroller monitors battery voltage by using a voltage divider and an INA169 current shunt monitor, which outputs a voltage corresponding to the charge current to another analog-to-digital converter on the microcontroller, monitors the charge current. This allows the charger program to maintain correct and safe charging conditions for each charge mode in addition to measuring output power. Lights on the microcontroller display a real-time status to the user of which portion of the charge profile the charger is in. A solid red light means the charger is in the constant current portion of the charge profile. A blinking red light means the charger is in the constant voltage portion. No red light means the battery charger finished and the battery is currently charged above nominal voltage. The battery charger works with the battery management system in the next section to provide ultimate battery charging and managing capabilities. The battery management system consists of two subcircuits: A microcontroller and a battery monitoring circuit. The MSP430FR5969 microcontroller unit communicates with BQ76PL536 battery management integrated circuits to create a battery management system that monitors data such as cell voltage, pack voltage, pack temperature, state of charge, fault statuses, alert statuses, and a variety of other useful cell parameters. This data displays on a liquid crystal display screen through different menu options. The user scrolls through the menus using a capacitive touch slider on the microcontroller unit and selects a given option using the option select button. A cell balance mode allows the user to check the balance of the cells and allows cell balancing if the cells differ by more than a set threshold.

The elaboration and publication of company codes of ethics have multiplied in the last two decades. This is a new practice in french enterprises. It's corresponds to their convergence of many recent phenomena which affect the companies' environment as well as their development. The object of this study is to establish links between the implication of codes of ethics and their effects on managers. It relies on the analysis of the contents as a body of forty codes, the analysis of ethical procedures and on partially-directed interviews with a diverse range of managers. This study shows that the efficiency of an ethical code depends as much on its contents as on the process involved in its construction

Zhang, Wei. "Energy Management System in DC Future Home." Thesis, Virginia Tech, 2015. http://hdl.handle.net/10919/56489.

Full text
Abstract:
Making electricity grids smarter and facilitating them with integration of renewable energy sources (RES) and energy storage are fairly accepted as the necessary steps to achieve a sustainable and secure power industry. To enable Net-zero energy and optimize power management for future homes or buildings, DC electric distribution systems (DC Nano-grid) find feasibility and simplicity for integrating renewable energy sources and energy storage. However, integrating the sources and loads in a simple, robust and smart way is still challenging. High voltage lithium-ion battery should be seriously considered concerning the overcharge/over-discharge risk. Dissipative cell equalization and its performance are studied. Non-dissipative equalization methods are reviewed using an energy flow chart. Typical charging schemes and the related over-charge risk are illustrated. A Lithium-ion battery charging profile based on VCell_Max/Min monitoring is proposed and validated with experimental results in an 8.4kW bidirectional battery charger for DC future home. For the DC future home emulator testbed, a grid interface converter, i.e. energy control center (ECC) converter, is reviewed with functions identification. A PV system with different configurations is compared to further expand the common MPPT region, and a DC-DC converter is designed as the interface between PV panels and DC bus, facilitating maximum power point tracking (MPPT) as well as fulfill the system energy management requirement. An 8.4kW multi-phase bidirectional battery charger with Si IGBT in DCM operation is designed to achieve high efficiency and to be the interface converter between lithium-ion battery and DC bus, enhancing the battery system management as well as increasing the system reliability. To integrate all the sources and loads in a simple, reliable and smart way, this thesis proposes a distributed droop control method and smart energy management strategy to enhance the Net-zero electric energy cost. All of the control strategies are applied to the DC future home with interactions among the energy control center (ECC), renewable energy sources, energy storage and load within a day/24 hours. System level energy management control strategies for Net-zero electric energy cost are examined and illustrated. A 10kW future home emulator testbed is built and introduced for concepts validation.

Abstract:
Ecological planning relies on a keen awareness of relationships between biophysical and social processes, then uses this knowledge for decision making in accommodating for human needs. The value of this planning process allows for design intervention while also ensuring a sustained use of the landscape, with these insights blending skill and artistry into place-making. In the 1960s, environmental concerns galvanized a generation of landscape architects who first codified ecological planning as a rationale for decisions with environmental stewardship. While this is the accepted canon, in the early 20th century during a period of experimentation and exploration, the Olmsted Brothers landscape architecture firm was using ecological principles as foundations for landscape architecture practice. This thesis challenges current discourse and accepted history, presenting evidence that the Olmsted Brothers' work in the 1920s predated many modern ecological theories and applications, and is an important addition to the historiography of ecological planning. This thesis largely focuses on Frederick Law Olmsted, Jr. as the central historical figure, offering a more in-depth understanding of the evolution of the firm, and fills the gap of the Olmsted legacy. As the children of Frederick Law Olmsted, Sr., Frederick Law Olmsted, Jr. (1870-1957) along with his brother John Charles Olmsted (1852-1920) co-founded the Olmsted Brothers and created one of the most prolific landscape architecture practices, developing projects in all aspects of landscape design. The Olmsted Brothers' work in California accounts for over 200 projects, and ranks among the highest number of their 5000 designs developed in the United States. In the early 20th century, the city of Los Angeles offered significant ecological, cultural, and technological challenges for the firm, with the city's unbridled urbanization and proliferate use of water and automobility. Rich in solutions, the firm's built and proposed designs over the course of 20 years revealed the discipline of landscape architecture in its richest and most scalar form. From small scale gardens, residential communities, park and parkway systems, to open space and watershed planning, the Olmsted Brothers created public spaces that worked in relationship to the ecology of the region during a critical juncture in the history of regional planning in Southern California. A range of methods were utilized in this thesis. Primary data provided both qualitative and quantitative material for study and was extracted from letters, reports and writing, drawings, photos, plans and maps. Over 20,000 primary documents, written by the firm's principals, provided the basis for analysis, and in a new way, this thesis interprets not only the written documents, but related construction documents developed from 1914 - 1931. As part of its data collection, an original contribution of this study is a comprehensive corpus of Olmsted Brothers source material from their work in Los Angeles. Methodologies sought to modify these documents into a spatial understanding of their work through digital analysis and re-creation of designs. The Olmsted Brothers' design solutions provide insights into today's ongoing concerns about water management, sustainable urban planning, and multifunctional landscapes. Their design proposals solved multiple problems with the design, accounting for not only vast geography, but complex cultural and natural systems within it. The value of their ideas reflects landscape architecture solutions as hybrid, dynamic, and strategic, offering 21st century practitioners paradigms in an ever-changing ecology.

Abstract:
This thesis entails the design and fabrication of a smartphone charger that is powered by a bicycle dynamo hub. In addition to the design and validation of the charger prototype, this thesis involves the testing and characterization of the dynamo hub power source, the design and construction of specialized test equipment, and the design and prototyping of a handlebar-mounted case for the smartphone and charging electronics. With the intention of making the device a commercial product, price, aesthetics, and marketability are of importance to the design. An appropriate description of the charger circuit is a microcontroller-based energy management system, tailored to meet strict power demands of current smartphones. The system incorporates a switched-mode power supply, lithium polymer battery, microcontroller, and specialized protection circuitry. Prototype testing confirms that the circuit meets the charging requirements of the smartphone at bicycle speeds ranging from 7 miles per hour to as high as 55 miles per hour.

Gottberg, Annika. "Producer responsibility for WEEE as a driver of ecodesign: Case studies of business responses to producer responsibility charges." Thesis, Cranfield University, 2003. http://hdl.handle.net/1826/745.

Full text
Abstract:
Due to potential environmental, resource and health problems associated with waste, waste minimisation is a prioritised waste management strategy in many countries. Producer responsibility policies promote waste minimisation by stipulating separate collection and recycling of particular waste streams. In addition, a purpose of the policy is to encourage product development that reduces waste generation and improves recyclability. It is sometimes assumed that the financial responsibility assigned to producers for collection and recycling of their end-of-life products will instigate waste minimising product development in order to reduce costs. However, this view has also been contested. Following the adoption of the WEEE Directive (2002/96/EC) all EU member states have to implement producer responsibility for WEEE. Taking a qualitative multiple case study approach, this study explores company responses to the costs of existing national producer responsibility policies for WEEE in relation product development. The purpose is to inform policy-making on the effectiveness of producer responsibility charges in achieving waste minimising product development. The study comprises both large companies and SMEs in the lighting equipments sector. It also includes companies in EU member states without producer responsibility for WEEE in order to see if there are any differences in waste-minimising product design among countries and if national policies have an impact beyond national borders. Economic principles and previous research findings on ecodesign make up the analytical framework for the study. Quantitative data on cost-benefits of ecodesign and waste minimisation achievements were scarce. However, the company responses show that the costs imposed on the producers by the WEEE policy have had little effect on product development so far. The costs can generally be transferred to customers via product prices. The price increases were generally small and without any negative effects on competitiveness. Other drivers such as bans on certain substances, environmental industry product declarations, commercial advantages including direct customer demands from for instance public procurers, are more effective.

The Solvency II regime came into force on 1 January 2016. Several rules are being implemented in the insurance sector to achieve the harmonization of procedures and techniques among undertakings, while developing a risk-based culture into insurance business activities and strategic decisions. All undertakings must calculate the capital requirements according to the risks that they are exposed through the use of a standard formula that, as the name suggests, is the same to every insurance company in the market. However, this formula does not always reflect the true risk profile of insurance companies. An undertaking can prove that the standard formula is not adequately reflecting their risk exposure and therefore, calculate their own undertaking specific parameters, subject to supervisory approval. During the first phase of implementation, insurer's main concern is to satisfy the regulatory requirements, but in a further phase, companies will focus in the optimization of their risk calculation, monitoring and analysis of their risk exposure to take the best management decisions. The main goal of this work is to calculate the company specific volatility parameters and to study the impacts of their use in the required capital charges. To do so, it was applied the Quadratic Variance Model to Non Similar to Life Techniques Health premium and reserve risk of a health line of business.

Abstract:
This thesis examines, on the basis of gender, the issues surrounding the occurrence of conflict as it is experienced by ministers of the Church of Scotland working as the only person, ordained to Word and Sacrament, in their parish. The investigation used both quantitative and qualitative instruments to gather data from a sample of 123 females and 770 males out of a population of 123 females and 1042 males. The instruments were posted together in a single mailing in order to preserve the anonymity of the respondents. The survey data identified in particular the high percentage of respondents who claimed some experience of conflict in their present or immediate past Charge; the level of that conflict as assessed by the respondents using the range developed by Leas and Kittlaus, and the time in the parish before conflict occurred. The research also highlighted a general lack of any formal training in conflict management. The qualitative data served to highlight the wide range of issues, which have been identified as conflict generators within congregations of the Church of Scotland. The data indicates the range of conflict encounters experienced by both males and females based on the Leas and Kittlaus' theory of five levels of conflict intensity. Nine case studies have also been examined in-depth. They include one male and one female for Leas and Kittlaus' levels one to four. There is also one male at level five but no female equivalent as no respondent identified herself as being in this category. The data from the two instruments has allowed ten conclusions with accompanying recommendations, which are to be made to the Church of Scotland. Of these conclusions and recommendations, one of the most significant is the proposal to appoint a Ministry Adviser to every minister entering a new parish, irrespective of age and seniority, as a mechanism to assist with conflict avoidance. In addition, a number of areas of possible future research have been identified on this and related topics.

Abstract:
The increasing levels of renewable generation and the electrification of transport and heating as parts of the movement towards low-carbon energy systems to cope with climate change will place significant challenges on the electricity system to facilitate the way towards future low carbon energy systems in a cost effective way and ensure secure power delivery. New solutions and higher levels of flexibility are required than currently exist in order to reduce the integration costs of low carbon generation and demand technologies. Price-based demand response in residential sector is considered as one of these potential solutions. However, a certain level of automation is required to reduce both the uncertainty in the consumer response and the complexity for consumers to react to the price signal. This thesis presents a comprehensive and general residential optimization-based Automated Demand Response (ADR). The modelling of home appliances has been extensively developed to include all the classifications proposed in the literature, namely, deferrable and thermal in addition to new groups of critical and fully curtailable loads. The operations of the appliances are controlled in response to dynamic price signals to reduce the consumer’s electricity bill whilst minimizing the daily volume of curtailed energy and therefore considering the user’s comfort level. To avoid shifting most portion of consumer demand towards the least price intervals, which could create network issues due to loss of diversity, higher prices are applied when the consumer’s demand goes beyond a power threshold level. The arising mixed integer nonlinear optimization problem is solved in an iterative manner rolling throughout the day to follow the changes in the anticipated price signals and the variations in the controller inputs while information is updated. The results from different case studies show the effectiveness of the proposed controller to minimize the household’s daily electricity bill while preserving comfort level as well as preventing creation of new least-price peaks. This thesis also proposes a two-stage distribution-planning framework to assess the benefits of the proposed ADR models in response to a location-specific time of use Distribution Use of Systems Charge (DUoSC) on the required investments to connect future low-carbon technologies. The network investments and the satisfaction of consumers in terms of energy curtailment are both quantified. The first stage aims to generate location-specific time of use price signals for all users in the network, which represents their contributions in future network investments due to congestion and security constraints. The second stage relates to a group of ADR controllers at residential premises that aims to minimise the daily energy payment whilst maximising consumer comfort in response to the corresponding price signal produced from the first stage.

Abstract:
Cloud computing is a promising technology enabling IT resources reservation and utilization on a pay-as-you-go manner. In addition to the traditional computing resources, cloud tenants expect compete networking of their dedicated resources to easily deploy network functions and services. They need to manage an entire Virtual Network (VN) or infrastructure. Thus, Cloud providers should deploy dynamic and adaptive resource provisioning solutions to allocate virtual networks that reflect the time-varying needs of Cloud-hosted applications. Prior work on virtual network resource provisioning only focused on the problem of mapping the virtual nodes and links composing a virtual network request to the substrate network nodes and paths, known as the Virtual network embedding (VNE) problem. Little attention was paid to the resource management of the allocated resources to continuously meet the varying demands of embedded virtual networks and to ensure efficient substrate resource utilization. The aim of this thesis is to enable dynamic and preventive virtual network resources provisioning to deal with demand fluctuation during the virtual network lifetime, and to enhance the substrate resources usage. To reach these goals, the thesis proposes adaptive resource allocation algorithms for evolving virtual network requests. We adress the extension of an embedded virtual node requiring more resources and consider the substrate network profitability. We also deal with the bandwidth demand variation in embedded virtual links. We first provide a heuristic algorithm to deal with virtual nodes demand fluctuation. The work is extended by designing a preventive re-configuration scheme to enhance substrate network profitability. Finally, a distributed, local-view and parallel framework was devised to handle embedded virtual links bandwidth fluctuations. The approach is composed of a controller and three algorithms running in each substrate node in a distributed and parallel manner. The framework is based on the self-stabilization approach, and can manage various forms of bandwidth demand variations simultaneously

Abstract:
High demands on mobile networks provide a fresh opportunity to migrate towardsmulti-tier deployments, denoted as heterogeneous network (HetNet), involving a mix of cell types and radio access technologies working together seamlessly. In this context, network optimisation functionalities such as load balancing have to be properly engineered so that HetNet benefit are fully exploited. This dissertation aims to develop tractable frameworks to model and analyze load balancing dynamics while incorporating the heterogeneous nature of cellular networks. In this context we investigate and analyze a class of load balancingstrategies, namely adaptive handover based load balancing strategies. These latter were firstly studied under the general heading of stochastic networks using independent and homogeneous Poisson point processes based network model. We propose a baseline model to characterize rate coverage and handover signalling in K-tier HetNet with a general maximum power based cell association and adaptive handover strategies. Tiers differ in terms of deployment density and cells characteristics (i.e. transmit power, bandwidth, and path loss exponent). One of the main outcomes is demonstrating the impact of offloading traffic from macro- to small-tier. This impact was studied in terms of rate coverage and HO signalling. Results show that enhancement in rate coverage is penalized by HO signalling overhead. Then appropriate algorithms of LB based adaptive HO are designed and their performance is evaluated by means of extensive system level simulations. These latter are conducted in 3GPP defined scenarios, including representation of mobility procedures in both connectedstate. Simulation results show that the proposed LB algorithms ensure performance enhancement in terms of network throughput, packet loss ratio, fairness and HO signalling

Abstract:

We are researching the implications of animal assisted therapy within a social care facility in an attempt to respond to the legal and managerial controversies surrounding the scheme. Our research is part of a societal trend towards recognizing the citizen rights of dependent elderly people, and in particular their social and cultural rights. We are studying important questions relating to the power of ageing people to make their own decisions about their lives. That is our main aim in researching the use of companion animals, which may be a revealing tool when used in an institutional setting. We will begin our work by discussing the practical and theoretical implications of the plan to introduce a trained dog into a nursing home for dependent elderly people. We will first discuss the issues related to the knowledge and understanding of the users which will be highlighted through animal assisted therapy (1st part). Secondly, we will develop the managerial implications related to the implementation of this idea in an institutional framework and the possibility of introducing a new space for reflection and the construction of meaning (2rd part). These elements will be used to develop specifications for the animal assisted therapy project

Abstract:
Research questions: How should the supply chain within Micropower and Ecotec be coordinated in order to minimize the costs and keep a high customer service level?  1. What kinds of activities take place within the supply chain of Micropower and Ecotec and how are they coordinated? 2. What kinds of wastes can be identified and why do they occur? 3. What should be done in order to minimize these wastes?  Purpose: The overall purpose is to improve the coordination of the supply chain between the two facilities to minimize the airfreight without affecting the customer service level. The first objective is to define what kinds of activities take place within the supply chain and how they are coordinated with each other to identify the wastes. It will then be investigated why they occur. Finally, suggestions and solutions will be formulated to eliminate these wastes. Considering the expansion phase of the case company, the purpose of this thesis also covers general learnings for future supply chain setups with offshore subsidiaries.

Abstract:

Abstract:
The Smart Grids are the combination of electrical networks and new information and communication technologies. They deal with a change of paradigms that are the insertion of distributed generation and the development of new forms of consumption, such as electric vehicles and prosumers. These changes induce many constraints on networks both aging and historically not sized for this context. This thesis studies the impact of these paradigms on the rules for electrical distribution networks planning. A first tool using an adapted simulated annealing algorithm and methods from graph theory was developed to size the networks at low cost, according to the usual rules for planning. Secondly, a methodology combining a Monte Carlo approach and the construction of annual load profiles was proposed to analyze the impact of distributed generation and electric vehicles in an environment subject to uncertainties. The third stage of the work was to implement advanced distribution automations as an alternative to reinforcement, which is very expensive. This part is focused on demand side management. Finally, a new operational planning combining the previous developed tools was created to move towards the planning of the Smart Grids

Schmidt, Jadon. "The potential impact of diving charges on the demand for diving and the diving industry in the Aliwal Shoal Marine Protected Area: a pilot study." Thesis, Rhodes University, 2011. http://hdl.handle.net/10962/d1003877.

Abstract:
This research is presented in three sections. Section 1 presents the research report in an Academic Paper format. Section 2 provides a comprehensive literature review and Section 3 describes the research methodology and methods employed. Sustainable management of natural resources is a global imperative. It is particularly significant in a country like South Africa that is blessed with an abundance of biological diversity but faces many socio economic challenges that are associated with developing nations. Toward addressing these issues, diver permit fees were implemented in South Africa in 2005, making it a legal requirement for all scuba divers undertaking a dive in a Marine Protected Area (MPA) to purchase a permit. This pilot study is the first attempt since the inception of the dive permit fees to determine their impact on the demand for diving and the diving industry in the Aliwal Shoal MPA, one of the premier dive destinations in the country. In order to address key questions, qualitative data was gathered during interviews with 12 dive operators active in the MPA and 28 divers that utilised the operators to dive. In addition, independent quantitative data on the number of dive boat launches during the past 20 years was used in conjunction with mean paying diver data obtained from the operators to ascertain the demand for diving at the Aliwal Shoal during the past two decades. Results indicate that were no significant differences (at the 5% level of significance) between paying divers during 2005 compared to 2004 and 2006 [H =.1923366, N= 36, p =0.9083]. Paying diver data for the period 2000 - 2004 were compared to 2005 - 2010 and no significant differences were found at the 5% level of significance (U= 2040, Npost = 72, Npre= 60, p = 0.584981). Diver interviews revealed that only 36% of divers had paid for a permit, representing a loss of R7 438 499 during the past five years, enough to support the current budget of the MPA for 10.6 years. Operator interviews revealed that alternative destinations, economic climate and local competition had the most impact on their businesses, with permit fees having no impact on the 50% of the operators’ businesses. Operators also reported that there was little or no enforcement of the permit fees, 9 of the operators indicated that there has been no improvement in the MPA or its management since the inception of the fees and all were dissatisfied with the current management MPA. Operators and divers complained about the current purchasing and handling practices associated with the permits. Despite offering a world class diving opportunity, the dive operators currently have no incentive to enforce the permit system and due to price pressure in the local market, and have adopted a mute stance on diver permits. Consequently, there has been no significant impact on the demand for diving since the inception of the permits in 2005. The initial hypothesis that the increased costs to divers as a result of the permits would drive down the demand for diving is therefore rejected. If the permits are more strictly enforced, it is likely that more divers may seek alternative destinations due to the perception of poor value as a result of the Sappi Saiccor effluent discharge, existence of shark nets and poor management, in accordance with existing literature. The resultant decrease in demand will be detrimental to the diving industry at Aliwal Shoal. The second hypothesis, that the costs associated with the better enforcement of the MPA regulations-in terms of impacts on the diving industry- might outweigh the benefits, is therefore accepted. All the results produced by this study suggest that authorities may have been too enthusiastic to have all the boxes ticked in order to meet deadlines for international targets for marine conservation and paid little or no attention to lessons learnt from MPAs globally. Every negative aspect highlighted by existing international literature as symptomatic of MPA failure is occurring at Aliwal Shoal MPA, albatrossing it with “paper park” status. Due to the size and scope of this study, the results should be interpreted with caution and not be utilised to guide policy but rather encourage further research.
