Abstract:
The purpose of this research was to examine the topical Management Information System (MIS) issues of the day to determine which are most important along with the factors contributing to their importance. Two professional societies from the greater Vancouver area were surveyed to obtain the MIS practitioners' opinions as to the most important issues. The respondents predominantly held managerial positions while the organizations comprised a wide cross section of sizes and industries. Data management, planning and integrating technologies were the top rated issues as seen by the aggregation of respondents. A factor analysis identified five higher level issues. An analysis was also performed to determine if importance was related to the demographic variables of company size, industry, respondent position and innovator category. Comparisons were made with previous research with the main trend being the increased importance placed on technical or application system issues versus management issues.

Abstract:
Thesis (MTech (Information Technology))--Cape Technikon, 2001.
Management information systems can be defined as information systems using formalised procedures to provide managers at all levels, in all functions, with appropriate information from all relevant sources, to enable them to make timely and effective decisions for which they are responsible. There is, and continues to be, an awareness in society that accurate and timely information is a vital resource of any organisation, and that an effective management information system is a means of providing the needed information. Many top management people are finding that information is a source of competitive power. It gives them the ability to out-manoeuvre their rivals at critical times, especially when introducing new products. Effective management information systems allow the decisionmaker (i.e .. the ll;)Ul:lger) to combine his or her subjective experience with computerised objective output to produce meaningful information for decision making (Thierauf, 1984:22). Managers must also learn how to state their wishes with precision. Management information systems (MIS) produce only what is asked, which may not be at all what is required. For effective use of information technology, managers must be able to define their information requirements as well as understand computer capabilities and limitations (Hussain and Hussain, 1995:8). The primary objective of this research was to establish the impact of utilising management information systcn»: (MIS) and applying information technology on the success of manufacturing industries. The other aim of the study was to investigate the extent of utilising management information systems and applying information technology in these industries. The study focused on medium- and large-scale chemical manufacturing companies in the Cape Metropole area that have operated for at least the past five years.

Bali, Rajeev Kumar. "Successful technology management : cultural and organisational dimensions of MIS implementation in SMEs." Thesis, Sheffield Hallam University, 1999. http://shura.shu.ac.uk/4053/.

Full text
Abstract:
The aim of this thesis is to provide an original interpretative rationale of the role and effect of culture which may influence the development of a modern Small to Medium sized Enterprise (SME). Substantively, the research is two-fold: firstly, to examine organisational culture and, secondly, its relationship with IT implementations, specifically computer-based Management Information Systems (MIS). An extensive literature review has revealed a lack of synthesis between organisational culture and computer-based implementations, particularly in the SME environment. The research uses an approach based on ethnographic methods from qualitative research within inductivist confines. A thirty-month ethnographic study at a small engineering firm, verified and validated by triangulation techniques, has been used to form a Conceptual Model for successful MIS implementation. This new Model has been validated in several, unconnected, external organisations. The main case-study is supported by smaller studies which has provided a holistic (and therefore more realistic) view of the complexity of organisational culture. It is emphasised that achieving a change in organisational culture is a deeply political and turbulent process. Due regard must be given to managerial, cultural, organisational, human, technical, psychological and political issues. The research takes full account of these factors and discusses the importance of core competency, both from the organisation and its actors, to facilitate and realise effective cultural change. The Model proposed is one methodology for implementation in organisations with cultural and organisational difficulties. Due to the intricacies and complexity of culture, the implementation strategy is potentially a lengthy process. Contributions are made to knowledge in a number of different arenas. Firstly, a contribution is made in the area of IT change management by proposing a new Model for MIS implementation. The Model is given credibility having been verified and validated at several external organisations. Secondly, a contribution is made in the area of organisational theory as the SME focus provides this vital sector of the business community with additional, pertinent, information when undergoing IT implementations. Finally, the research contributes to knowledge in the area of research methodology as the novel combination of diverse paradigms has resulted in a new research approach for use in the SME environment.

Mamand, Abdilkarim. "How do management information systems (MIS) support learning in further education colleges (FE)?" Thesis, University of Greenwich, 2012. http://gala.gre.ac.uk/11985/.

Full text
Abstract:
This research investigated the ways in which Management Information Systems (MIS) support learning in FE colleges, based on an analysis of data deriving from respondents in three colleges. The study has adopted Weick’s (1995) theory of Interpretive Sensemaking (SM) as an underpinning theory to explore teacher and managerial responses to discourses of using data to inform decisions. The study is qualitative in nature and uses interviews, documents, and participant observation data, to understand and explain social phenomena. A case study methodology is used in this study as it provides an opportunity for in depth analysis of the role of MIS using various sources and methods of investigation. Two methods of data collection are used. The first data collection method used in this study is documentary collation and analysis. The document sources include sets of policy and procedure texts. The documentary analysis also includes the internal reports generated by MIS software or provided by MIS staff on schedule. The second method of data collection employed in the study is interviews. The interviews data collected are from one to one semi structured interviews and focus groups. In total 60 members of staff were interviewed from which 20 participants were interviewed in focus groups. The study suggests that the main providers of data come from MIS services in colleges. MIS provide tools to make the data available for practitioners to use on a daily basis to support learning. The study suggests that there are some barriers which do not help practitioners to use the data effectively in order to improve learning in FE colleges. This study reveals a number of recommendations for FE colleges to embrace to improve the use of data in decision making and learning: easy access to data, data integration, good communication, professional development, collaboration, motivation to use data, available support in place, purpose to use data, data quality, useful and user friendly software tools, and ownership of data. Additionally two original frameworks have been evolved, a framework for effective MIS in FE colleges and a framework for steps to improve the effective use of data in support of education and learning. Both frameworks can be adopted and implemented easily in FE colleges and can enable educators to support learning and monitor success and achievements effectively.

Abstract:

Nasseef, Omar A. "The usage of MIS applications to raise the efficiency and performance of the telecommunications services in the Kingdom of Saudi Arabia." Thesis, University of Newcastle Upon Tyne, 2002. http://hdl.handle.net/10443/2179.

Abstract:
There are different kinds of requirements on an information system. Of particular concern to this study are non-functional requirements (NFRs). These are aspects of a system. independent of any technical capabilities that it may have, which form a series of constraints on how a system will actually perform, and of which an organisation must take account in order to achieve success. This thesis studies non-functional requirements with particular reference to those that support an organisation in the process of structural change. Particular attention is paid to those non-functional requirements that will be constraints that hinder the performance and efficiency of any organisation if they are not fully understood and incorporated into the new information system. The way in which such non-functional requirements should be handled is illustrated by an extensive case study of the main provider of telecommunications services in Saudi Arabia. The researcher first took an interest in the Saudi telecommunications industry as a result of the recent moves to transform the country's telecommunications service from the traditional structure to a new system by the introduction of privatisation. The new modified system is called the Saudi Telecom Company (STC), though it is at present still under the effective control of the Saudi Ministry of Post, Telephone and Telegraph (MoPTT), the previous telecommunications service provider. The Saudi telecommunications service has been a monopoly managed through traditional public management systems, typically influenced by a dominant bureaucracy. The researcher's concern has been to study and describe the current management, structure, and operations (in particular the information systems) of the MoPTT in order to identifY key issues and potential areas for development which will help the MoPTT, as the STC, to offer a quality telecommunications service in the new competitive market. The researcher sets the telecommunications industry in Saudi Arabia in its national context by providing the political, cultural and economic background to the Kingdom of Saudi Arabia. This is of particular importance in view of the significance discovered by his study of non-technical environmental factors in the performance of the telecommunications service in the country. Using a combination of the qualitative and quantitative research approaches, the researcher examined the literature relevant to his topic and undertook a fieldtrip to Saudi Arabia, when he conferred extensively with MoPTI management and staff, observed MoPTI structures and operations, and consulted other experts in telecommunications. Reflection on the literature along with extensive fieldtrip consultation and observation reveal that a full account of the operations and potential of the Saudi telecommunications system cannot be provided by a consideration of its technical functions and processes alone. Due recognition must be given to the peculiarly Saudi setting of the service, and in particular attention must be paid to non-functional aspects, such requirements and constraints related to the environment in which the system has to operate. Culturally related non-functional requirements are of particular interest, and the case of Internet access in Saudi Arabia is examined, since it provides an especially good example of a non-functional requirement which is undergoing change, while still acting as a constraint on telecommunications usage. The case is related to a new conception of Saudisation, whereby Saudi personnel are no longer simply taking over and imitating western skills, but where they are providing Saudi solutions to Saudi questions. Using information gathered largely during his fieldtrip, the researcher provides a comprehensive description and discussion of the current MoPTT business areas, organisational structures, and information systems. Not only the commercial and technical features of these operations are examined, but also the extent to which they succeed in fulfilling or operating within the non-functional requirements and constraints, especially those of particularly Saudi origin, imposed upon them. Where appropriate, potential new approaches and directions for the MoPTI in relation to handling issues are indicated. Employing techniques developed by Dr. Michael Porter of Harvard University, an analysis has been provided of the of the MoPTI's enterprise strategy, since it is this which ultimately drives all the operations of the MoPTI, and upon which the MoPTI's telecommunications service will depend for commercial success in the new postprivatisation market. Based upon this analysis, the researcher has put forward explicit operational, managerial, and business proposals which should allow the MoPTT to seize the opportunities offered by privatisation, and to achieve success in both the domestic and the international telecommunications market. The researcher has felt able to identifY a number of specific factors within the MoPTr which might receive particular attention for revision and improvement, as they impact on all MoPTT operations and are of critical importance for its commercial success. These areas are strategic planning, marketing, training, customer relations, an integrated information system, and workforce management. As a result of his investigation into the operations of the MoPTT the researcher has been able to identify a new approach to the future of telecommunications in Saudi Arabia. He has designed an information architecture within which the MoPTT information systems might operate, and which takes full account of the role of non-functional aspects in the degree of success of such a complex operation. He offers a comprehensive description of the basis, operational details, and advantages of the implementation of this architecture for the MoPTT's information system operations. The particular benefits of Saudisation are stressed. It became clear during the research that the concept of Saudisation simply as the taking over and imitation of tasks previously carried out by non-Saudis (because they had the training and experience) was now inadequate. Saudisation has now to be understood as a cultural as well as a technical or business transformation, a dynamic concept relating both to enduring Saudi cultural values and to changing social attitudes and practices. Indeed this concept of Saudisation would repay further investigation as a suitable topic for future academic research, and the researcher makes this recommendation. He does so principally because the traditional understanding of the concept now seems inadequate and therefore a factor likely to inlnbit the truly indigenous development industry and services within Saudi Arabia.

Abstract:
Information system’s impact on organization’s effectiveness is a well-researched scientific area and has over the years grown exponentially. Information systems exist in order to intensify the information flow within an organization, at all levels, specifically to allow set of data to reach the designated person, in the right format, and at the right time, generating a positive and beneficial contribution to the organization. This qualitative thesis aims to investigate two different implementations of information systems and its result on the respective organization’s effectiveness. The thesis uses three factors, Time-saving, Workload, and System Reliability, to distinguish users’ perceptions and experience with the system and how they affect the organization’s effectiveness. An interpretative method is used, due to the paradigm’s focus on social constructions and human interpretations to explain reality. In total were seven (7) interviews conducted, three at Organization A, and four at Organization B.  The result of the findings shows that the implementation of a new MIS (Management Information System) has a greater impact on an organization’s effectiveness, compared to an older system that gets updated and add-ons. However, when comparing the first versions of the older MIS with the latest, the findings showed a large improvement in all factors as well. Although, the responses highlighted that there are still several problems that need to be fixed in the older MIS in order for it to reach a better level of satisfaction by its users, but also to achieve better effectiveness. Additionally, the result showed that within Organization B, which utilizes the older system, there were external- and internal factors that were not affected by the MIS, that dictated, to an extent, the workload and if time could be spared.  The thesis helps researchers and organizations alike to better understand the importance of a well-adapted MIS, in terms of the organization's goals, and the importance of increased recognition from the user organization when a system should be discontinued. Furthermore, this thesis helps us to better understand the result of two of the most common IS implementations. The implementation of information systems is challenging for organizations since most are put into place without a practical- and efficient implementation strategy, focusing on wrong critical factors. By comparing differences between different implementation of management information systems, focusing on how the chosen approach affects the effectiveness in each organization, a better grasp, and understanding of an area that lacks research and attention is highlighted.

Abstract:
Thesis ( M. Tech. (Business Administration )) - Central University of Technology, Free State, 2014
Fast and secure public service delivery is not only a necessity, but a compulsory endeavour. However, it is close to impossible to achieve such objectives without the use of Information Technology (IT). It is correspondingly important to find proper sustainability frameworks of technology. Organisations do not only need technology for efficient public service; the constant upgrading of systems and cautious migration to the newest IT developments is also equally indispensable in today’s dynamic technological world. Conversely, countries in Africa are always lagging behind in technological progresses. Such deficiencies have been identified in the passport processing of Lesotho and South Africa, where to unequal extents, problems related to systems of passport production have contributed to delays and have become fertile grounds for corrupt practices. The study seeks to identify the main impediments in the adoption of Management Information Systems (MIS) for passport processing. Furthermore, the study explores the impact MIS might have in attempting to combat long queues and to avoid long waiting periods – from application to issuance of passports to citizens. The reasonable time frame between passport application and issuance, and specific passport management systems, have been extensively discussed along with various strategies that have been adopted by some of the world’s first movers in modern passport management technologies. In all cases and stages of this research, Lesotho and South Africa are compared. The research approach of the study was descriptive and explorative in nature. As a quantitative design, a structured questionnaire was used to solicit responses in Lesotho and South Africa. It was established that both Lesotho and South Africa have somewhat similar problems – although, to a greater extent, Lesotho needs much more urgent attention. Although the processes of South Africa need to be improved, the Republic releases a passport much faster and more efficiently than Lesotho. Economic issues are also revealed by the study as unavoidable factors that always affect technological developments in Africa. The study reveals that the latest MIS for passport processing has facilitated modern, automated border-control systems and resultant e-passports that incorporate more biometric information of citizens to passports – thanks to modern RFID technologies. One can anticipate that this study will provide simple, affordable and secure IT solutions for passport processing. Key words: Information Technology (IT); Management Information Systems (MIS); E-Government; E-Passport; Biometrics; and RFID.

Abstract:
With rapid growth in technical and social sector, the amount of data produced and retrieved has grown exponentially. Hence, there is a dire need for a management information system (MIS) to manage and structure such data. This study was initiated to learn about the problems and needs of the employees of a truck manufacturer organisation while working for long duration projects. The information about processes and tasks is available but in an unstructured manner through excel spreadsheets which makes it difficult for users to retrieve required information during crucial times. An information system in the form of a dashboard was designed and proposed to overcome the problems faced by users. This study focuses on evaluating the user experience of employees while retrieving desired information about the procedures using both dashboard and excel spreadsheets. To investigate the work structure and problems of employees, interviews were conducted. The results were analysed and a dashboard solution was proposed and developed with real time data. With employees coordination, few usability tests were conducted and the feedback was recorded for future work. According to the study results, the efficiency of employees can be increased and the decision making can be improved using MIS. With better retrieval techniques user experience was also enhanced. The interactive visualisations of dashboard attracted users and was used efficiently for providing tons of information about procedures to be followed.

The Vaccines & Diagnostics (V&D) division of Novartis recently developed a global automation strategy that highlights the need to implement a manufacturing execution system (MES). Benefits of an MES (electronic production records) include enhancing the compliance position of the organization, reducing production delays, and improving process flexibility; however, implementing an MES at global manufacturing sites presents unique logistical challenges that need to be overcome. The goal of this thesis is to investigate cold chain management as an expanded functionality for an MES. The thesis attempts to identify best practices for the strategic implementation of an MES in the management of cold chain vaccine products. While the concepts presented in this thesis are in the context of managing the cold chain for vaccine products, the best practices can be applied to a variety of cold chain management scenarios. In order to generate best practice recommendations for the strategic implementation of a cold chain management MES, a thorough understanding of the manufacturing process will need to be acquired. The first tool used to gain this understanding was value-stream mapping (VSM). VSM provided some insight into the current paper-based cold chain management system; however, the tool was not applicable for understanding the flow of information generated within the cold chain management system. Another tool was used to enable the organization to focus on the data generated by a process, the information product map (IP-Map). Current-state IP-Maps of the cold chain at the Rosia, Italy, site were generated and numerous areas for improving the data quality were identified. Future-state IP-Maps of the cold chain at the Rosia, Italy, site were generated to demonstrate how the implementation of a cold chain MES could improve the shortcomings of the current system. The future-state IP-Maps were based on underlying assumptions that directly lead to recommendations for the cold chain MES implementation. First, a unit of measurement smaller than lot size must be selected for tracking material data in the MES. Second, data capture technology for material entering or leaving cold storage must be integrated with the MES.

Abstract:
Patient’s mobility throughout his lifetime leaves a trial of information scattered in laboratories, clinical institutes, primary care units, and other hospitals. Hence, the medical history of a patient is valuable when subjected to special healthcare units or undergoes home-care/personal-care in elderly stage cases. Despite the rhetoric about patient-centred care, few attempts were made to measure and improve in this arena. In this thesis, we will describe and implement a high-level view of a Patient Centric information management, deploying at a preliminary stage, the use of Agent Technologies and Grid Computing. Thus, developing and proposing an infrastructure that allows us to monitor and survey the patient, from the doctor’s point of view, and investigate a Persona, from the patients’ side, that functions and collaborates among different medical information structures. The Persona will attempt to interconnect all the major agents (human and software), and realize a distributed grid info-structure that directly affect the patient, therefore, revealing an adequate and cost-effective solution for most critical information needs. The results comprehended in the literature survey, consolidating Healthcare Information Management with emerged intelligent Multi-Agent System Technologies (MAS) and Grid Computing; intends to provide a solid basis for further advancements and assessments in this field, by bridging and proposing a framework between the home-care sector and the flexible agent architecture throughout the healthcare domain.

Abstract:
Information System development involves various activities; the process of developing information systems is considered to be the production of a series of documents. The information derived from the activities of the life cycle needs to be stored in a way that will facilitate the carrying out of subsequent activities. That is, information must be stored with a consistent, semantically rich, flexible, and efficient structure that will make it accessible for use by various tools employed in carrying out the development process. In this research, knowledge base management system (KBMS) to manage the information created by the information system development process was designed and implemented. Several contemporary popular knowledge representation schemes can be managed conveniently by this KBMS, which utilized efficient database techniques to facilitate fast retrieval and traversal of the underlying semantic inheritance net and frame knowledge structure. Inference and logic deduction capability was made a part of the static knowledge structure to further extend the functionality of the KBMS. Furthermore, a specially designed relational database management system was implemented and interfaced with the KBMS to alleviate the possibility of a storage saturation problem and to facilitate the storage of detailed exclusive information of terms defined in the knowledge base. Models that are applicable to various information system development activities were identified and stored in the knowledge base. The aggregation of those models is, in fact, a conceptual non-procedural language that provides a concise descriptive framework to help the user gather and manage information derived from various activities during the information system development process. The knowledge base, the language, and several knowledge-base related tools were used by more than seventy graduate students in a case study for a system analysis and design course. An information system methodology specifically tailored for this knowledge base supported environment was proposed and applied in a simplified case to illustrate the process of how a database-centered information system can be derived from the initial strategic planning phase. The methodology explored and made use of the storage structure of the closely coupled knowledge base and database. Finally, future research direction was identified.

Abstract:

In the era of digitalization, clinical trials have often been left behind in adoption of automation and cost-efficiency offered by computerized systems. Poor implementations, lack of technical experience, and inertia caused by overlapping old and new procedures have failed to prove the business value of data management systems. This has led into settling for inadequate tools for data management, leaving many studies struggling with traditional approaches involving heavy paper usage further complicating the management and drastically slowing preparations for final analysis. This Master’s Thesis presents Genesis, a web-based clinical data management system development for the LIRA-study, which will take place in Finland and Sweden. Genesis has been developed to address the aforementioned obstacles with adopting information technology solutions in an agile manner with the integration of security concerns. Furthermore, Genesis has been designed to offer the long term value through reusability in terms of effortless portability for upcoming studies and interconnectability with web-enabled legacy system and handheld devices via a uniform interface. In addition to representing the design, implementation and evaluation of Genesis, the future prospects of Genesis are discussed, noting the preliminary interest of utilizing Genesis in additional studies, including the world’s largest type-1 diabetes study

Abstract:
As the usage of both BIM (Building Information Modelling) and 3D-GIS (Three-Dimensional Geographic Information Systems) has increased within the field of urban development and construction, so has the interest in connecting these two tools.  One possibility of integration is the potential of visualising BIM models together with other spatial data in 3D. Another is to be able to perform spatial 3D analyses on the models. Both of these can be achieved through use of GIS software. This study explores how integration of BIM and GIS could look. The goal was to perform typical GIS analyses in 3D on BIM models. Previous research points towards some success within the field through use of the indicated standard format for each tool – IFC (Industry Foundation Classes) for BIM and CityGML (City Geographic Markup Language) for GIS. Transformation between the formats took place through use of the BIM software Revit, the transformation tool FME and the GIS software ArcGIS. A couple of reviewed applications of GIS analyses were chosen for testing on the converted models – indoor network analysis, visibility analysis and spatial analysis for 3D buildings. The input data in the study was several BIM models, both models created for real-life usage and others that only function as sample data within the different software. From the results of the practical work it can be concluded that a simple, automated and full-scale integration does not seem to be within reach quite yet. Most transformations between IFC and CityGML failed to some extent, especially the more detailed and complex ones. In some test cases, the file could not be imported into ArcGIS and in others geometries were missing or existing even though they should not. There were also examples where geometries had been moved during the process. As a consequence of these problems, most analyses failed or did not give meaningful results. A few of the original analyses did give positive results. Combining (flawed) CityGML models with other spatial data for visualisation purposes worked rather well. Both the shadow volume and sightline analyses did also get reasonable results which indicates that there might be a future for those applications. The obstacles for a full-scale integration identified during the work were divided into four different categories. The first is BIM usage and routines where created models need to be of high quality if the final results are to be correct. The second are problems concerning the level of detail, especially the lack of common definitions for the amount of details and information. The third category concerns the connection between local and global coordinate systems where a solution in form of updates to IFC might already be in place. The fourth, and largest, category contains those surrounding the different formats and software used. Here, focus should lie on the transformation between IFC and CityGML. There are plenty of possible, future, work concerning these different problems. There is also potential in developing own tools for integration or performing different analyses than those chosen for this thesis.

Abstract:
The Rockfall Management System developed for Tennessee DOT (TennRMS)integrates a customized rockfall risk rating system, web-based GIS application, and rockfall database to provide a robust single interface for interacting with rock slope information. The system should prove to be a valuable tool for the proactive management of rock slopes. The most important use of the system will be to identify and prioritizing rock slopes with the greatest potential for rockfall in order to provide decision makers with all the necessary information they need to plan remediation efforts. Over time, TennRMS can be used to track costs and effectiveness of different remediation methods used on problem rock slopes. Three papers have been developed for publication in peer reviewed journals. The papers describe the work done in support of developing Tennessee's Rockfall Management System (TennRMS) and its components. The system can be described by its conceptual framework and actual implemented components. Asset management incorporating risk & decision analysis and knowledge management makes up the conceptual framework. The system components include a field data collection system using PDA's, a rockfall database and a web-based GIS interface. The papers articulate the development and implementation of the various components and to provide a detailed review of rockfall management systems as implemented over the past 15 years.

Abstract:
In order to manage the content of multimedia data, the content must be annotated. Although any user-defined annotation is acceptable, it is preferable if systems agree on the same annotation format. MPEG-7 is a widely accepted standard for multimedia content annotation. However, in MPEG-7, semantically identical metadata can be represented in multiple ways due to lack of precise semantics in its XML-based syntax. Unfortunately this prevents metadata interoperability. To overcome this problem, MPEG-7 standard is translated into an ontology. In this thesis, MPEG-7 ontology is used on top and the given user-defined ontologies are attached to the MPEG-7 ontology via a user friendly interface, thus building MPEG-7 based ontologies automatically. Our proposed system is an ontology-based multimedia information management framework due to its modular architecture, ease of integrating with domain specific ontologies naturally and automatic harmonization of MPEG-7 ontology and domain-specific ontologies. Integration with domain specific ontologies is carried out by enabling import of domain ontologies via a user-friendly interface which makes the system independent of application domains.

Abstract:
Successful quality management systems proceeding and continual development, that determine systems maturity, is not self-contained phenomenon. Persuading for quality management systems maturity, organization must create suitable conditions for that. Organization must determine maturity factors and tend for these factors suitable impact to quality management system. Information factors are ascribable to factors, that determinate quality management systems maturity. But still now, the whole of information factors is not institutionalized sustaining by information since theoretical base. Characteristics of these information factors are defined insufficiently too. Defined uncertainty direct, why organizations can’t create suitable conditions for quality management systems maturity. These problems incite the research purpose – indicate the whole of informational factors, that impact quality management systems maturity, and clarify theirs influence to system development.

Abstract:
Three-tiered enterprise GIS architecture offers a robust, efficient, and secure mechanism as a potential revolution to disaster management systems. This paper addresses the severe limitations of existing disaster management systems and proposes an integrated management information system as an alternative. The value of such a 3-tiered enterprise GIS is its ability to function as reliable and efficient system during a disaster. Issues related to data storage, handling, timely distribution of processing power, efficient retrieval and dissemination of information, and data security against unauthorized access have to addressed using the state-of-the-art technology. Recent advancements in (1) standardized data specification, (2) middleware services, and (3) web-enabled distributed computing provide key resources to design and implement a tool of unprecedented flexibility and capacity for disaster management. This paper presents the critical details of such a system.

ENGLISH ABSTRACT: In the last decade, the use of computers has proliferated the industrial arena in South Africa. Due to frequent changes in computer programs and developments in the computing field, users have often been adversely affected. Users experience problems with computer programs that are not user friendly. Usability is about satisfying the user needs by allowing the user to accomplish their goals quickly, efficiently and easily. Thus it is crucial that industries invest in computer programs that offer optimum usability. In this research an attempt is made to provide a framework for methodology that can be used to test and evaluate usability in the Transwerk Risk Management Information System, that is Computer Assisted Risk Management Systems (CARMS). I first consider the difference between unusable and usable programs. Usability properties are then identified including properties enhancing effectiveness, efficiency, flexibility, laemability and attitude of the computer program. The CARMS components or modules and users were identified. Usability problems were identified that cause the users to be selective and discouraged to use other components of CARMS. To further verified and address the usability problems identified, the whole program needs to be tested and evaluated. The methodology was laid for how to do usability testing and evaluation in computer program that are currently in use like CARMS. Benefits and limitations of testing and evaluating usability were detailed in this research. It is recommended that, testing and evaluating usability should be done to prevent errors, dissatisfaction and to improve usability of the CARMS program.
