Abstract:
The article considers the problems of migration processes regulation at the level of regions of Russia. There is made an analysis of regional development programs with the position of migration processes. The article proves that the main attention is paid to migration legislation, programs attracting migrants from the CIS countries, issues of adaptation of migrants, employment quotas for migrant workers, etc. Meanwhile, insufficient attention is paid to the problem of internal interregional migration, youth migration, migration of population competitive on the labor market. This jeopardizes the question of implementation of the strategic regional development programs. It proves the necessity of development of migration policy in the region, as a separate document (program) aimed at creating conditions for the stabilization of migration processes. In the article the author substantiates the following conclusions. Work on regulation of migration processes is carried out mainly in the framework of the program documents of the Federal level. A significant number of Russian regions have a negative migration balance, indicating the formation of uncontrolled migration flows, and the outflow is not compensated by involvement of migrants from CIS countries. Migration accumulates a range of economic, social, political and cultural aspects of life in the region. The article also substantiates the necessity of regional programs for migration management. It is noted that the development of such programs is possible in different contexts: in the framework of programs of social policy implementation (migration as an element of social relations and processes); programs of personnel policy (migration as a factor of securing labor resources); in the framework of an integrated program to improve the quality of life of the population.

Abstract:
The article analyzes the migration situation in Russia and the relevant results in accordance with the Concept of state migration policy of the Russian Federation for the period till 2025. Successful work of the Federal Migration Service is shown. However, Presidential Decree No. 156 of 5 April 2016 “On the improvement of public administration in the sphere of control over the circulation of narcotic drugs, psychotropic substances and their precursors and in the sphere of migration” the Federal Migration Service was abolished, and its functions were fully transferred to the Ministry of Internal Affairs of Russia. The author notes that for an absolute community of experts and specialists in the field of population migration, this decision was an unexpected. The author analyzes the situation of institution support for the state migration policy and prospects for further development. Particular attention is paid to the process of establishing institutional support for the state migration policy of Russia.

Abstract:
This article analyses theoretical bases of the migration process on the basis of national and foreigner scientists` contemplative thoughts, moreover, author`s proposals and recommendations on the improvement of theoretical sides of migration are expounded. In particular, the article analyzes the statistics of regulation of migration processes and the views of scientists on such concepts as migration, illegal migration, migration process, internal and external migration. The author emphasizes that the concept of migration is interconnected with the concepts of “illegal migration”, “migration management”, “mechanisms of migration regulation” and “activities related to migration processes” based on scientific, theoretical and legal norms. The article also discusses the views of scientists on migration in order to improve the scientific and theoretical basis for regulating migration processes. The final part of the article gives the author's definition of the concepts of “migration”, “illegal migration”, “migration process” and "migration control”, which serve to strengthen the theoretical and legal foundations of migration.

Abstract:
Based on the provisions of migrants’ aspirations/abilities model, it is offered to use the main elements of migration scheme to examine non-migration mechanism. A scheme of migration action is presented on the basis of migration factors analysis. In addition to taking into account migration factors the authors offer to estimate factors having impact on non-migrants, that is, the population not participating in migration processes. Revealing the reasons for population "immobility" can expand the list of possible measures and tools to regulate migration activity or population immobility. It is suggested to extend the scheme of the migration mechanism based on the typology of non-migrants, including voluntary and obedient non-migrants. Voluntary and obedient non-migrants are groups of people who do not want to migrate. These groups are connected with "needs" block in the scheme of migration process mechanism. Although their needs do not pass to "migration conditions" block. The scheme of migration action mechanism corresponds to the scheme of migration inaction for two groups of the above non-migrants. The difference is in the result and namely in the lack of migration. The suggested approach for estimating the factors of migration and non-migration can be relevant to analyze the situation in regions with high migration activity, as well as in the regions with a declining outflow of population.

Abstract:
The article analyzes the migration situation taking into account the social and economic development of the Russian Federation. The statistical data on labor migration, illegal migration, as well as indicators of demographic development and the labor market have been adduced. The forecast of changing the demographic situation has been considered. The main trends in the distribution of foreign workers taking into account the professional-qualification structure have been revealed. The authors stated the growing role of migration in the formation of labor potential and its placement in the country’s territory. The main legal instrument in the sphere of migration, according to authors, is the Concept of the State Migration Policy of the Russian Federation for the period 2019-2025, approved by the President of the Russian Federation, which defines the goals, principles, tasks, main directions and mechanisms for implementing the state migration policy of the Russian Federation. The implementation of the Concept activities will improve the migration legislation, using labor market tools related to determining the needs of the Russian economy for foreign workers, simplifying the entry, exit and stay of qualified foreign specialists, entrepreneurs and investors, and the development of educational and academic migration. Improving the mechanisms for foreign citizens to work on the basis of patents from Russian individuals, to facilitate the territorial mobility of Russian citizens are important aspects of the state migration policy. First of all, economic trends in the management of the state migration policy should be aimed at a balanced distribution of labor resources in the territory of the Russian Federation. Special attention has been paid to the international cooperation in the migration field. Attention has been paid to international treaties, aimed at the implementation of labor activity of migrants, the suppression of illegal migration, as well as international treaties on readmission. The prospects of effective management of migration processes in the Russian Federation on the basis of interaction of various levels of power have been determined.

Abstract:
The globalization of migration processes is one of the characteristics of the modern world economy, which, in turn, affects the socio-cultural and political climate of individual countries and entire regions of the world. At the same time, it is believed that the globalization of migration flows is due to the liberalization of flows of goods and capital and population density. The preservation of migration processes is not just a quantitative increase in the number of permanent migrants, as well as sending and receiving countries. This phenomenon has had a serious impact on the development of modern migration policy at the global, international level. There is an agreement on the requirements for migrant workers, no matter how quickly some of them would be able to adapt. On the other hand, working conditions and personnel management procedures are unconventional and at the same time unified. Global processes in this area actually lead to the fact that the actual borders of states cease to have their primary importance. This is obvious both for the host country ‒ the country of origin, citizenship and natural nationality of the migrant worker, in accordance with the requirements for skills and general qualifications in a certain field, and for the immigrant himself ‒ provided employment and residence in the country in accordance with what he planned to achieve.

A presente tese trata o problema do reescalonamento de processos durante a execução da aplicação, oferecendo rebalanceamento dinâmico de carga entre os recursos disponíveis. Uma vez que os cenários da computação distribuída envolvem cada vez mais recursos e aplicações dinâmicas, a carga é uma medida variável e um mapeamento inicial processos-recursos pode não permanecer eficiente no decorrer do tempo. O estado dos recursos e da rede podem variar no decorrer da aplicação, bem como a quantidade de processamento e a interação entre os processos. Consequentemente, o remapeamento de processos para novos recursos é pertinente para aumentar o uso dos recursos e minimizar o tempo de execução da aplicação. Nesse contexto, essa tese de doutorado apresenta um modelo de reescalonamento chamado MigBSP, o qual controla a migração de processos de aplicações BSP (Bulk Synchronous Parallel). O modelo de aplicação BSP foi adotado visto que torna a programação paralela mais fácil e é muito comum nos cenários de desenvolvimento de aplicações científicas. Considerando o escopo de aplicações BSP, as novas idéias de MigBSP são em número de três: (i) combinação de três métricas - Memória, Computação e Comunicação - em uma outra escala com o intuito de medir o Potencial de Migração de cada processo BSP; (ii) emprego de um Padrão de Computação e outro Padrão de Comunicação para controlar a regularidade dos processos e; (iii) adatação eficiente na freqüência do lançamento do reescalonamento de processos. A infra-estrutura de máquina paralela considera sistemas distribuídos heterogêneos (diferentes velocidades de processador e de rede). Os processos podem passar mensagens entre si e a máquina paralela pode agregar redes locais e clusters. O modelo de reescalonamento provê um formalismo matemático para decidir as seguintes questões: (i) Quando lançar o reescalonamento dos processos; (ii) Quais processos são candidatos a migração e; (iii) Para onde os processos selecionados serão migrados. A técnica de simulação foi usada para validar MigBSP. Além do próprio MigBSP, três aplicações científicas foram foram desenvolvidas e executadas usando o simulador Simgrid. Os resultados mostraram que MigBSP oferece oportunidade de ganhar desempenho sem alterações no código fonte da aplicação. MigBSP torna possível ganhos de desempenho na casa de 20%, bem como produz uma baixa sobrecarga quando migrações são inviáveis. Sua sobrecarga média ficou abaixo de 8% do tempo de execução normal da aplicação. Essa taxa foi obtida desabilitando quaisquer migrações indicadas por MigBSP. Os resultados mostraram que a união das métricas consideradas é uma boa solução para o controle de migração de processos. Além disso, eles revelaram que as adaptações desenvolvidas na freqüência do reescalonamento são cruciais para tornar a execução de MigBSP viável, principalmente em ambientes desbalanceados.<br>This thesis treats the processes rescheduling problem during application runtime, offering dynamic load rebalancing among the available resources. Since most distributed computing scenarios involve more and more resources and dynamic applications, the load is a variable measure and an initial processes-processors deployment may not remain efficient with time. The resources and the network states can vary during application execution, as well as the amount of processing and the interactions among the processes. Consequently, the remapping of processes to new processors is pertinent to improve resource utilization and to minimize application execution time. In this context, this thesis presents a rescheduling model called MigBSP, which controls the processes migration of BSP (Bulk Synchronous Parallel) applications. BSP application model was adopted because it turns parallel programming easier and is very common in scientific applications development scenarios. Considering the scope of BSP applications, the novel ideas of MigBSP are threefold: (i) combination of three metrics - Memory, Computation and Communication - in a scalar one in order to measure the potential of migration of each BSP process; (ii) employment of both Computation and Communication Patterns to control processes’ regularity and; (iii) efficient adaptation regarding the periodicity to launch processes rescheduling. In our infrastructure, we are considering heterogeneous (different processor and network speed) distributed systems. The processes can pass messages among themselves and the parallel machine can gather local area networks and clusters. The proposed model provides a mathematical formalism to decide the following questions about load (BSP processes) balancing: (i) When to launch the processes rescheduling; (ii) Which processes will be candidates for migration and; (iii) Where to put the processes that will be migrated actually. We used the simulation technique to validate MigBSP. Besides MigBSP, three scientific application were developed and executed using Simgrid simulator. In general, the results showed that MigBSP offers an opportunity to get performance in an effortless manner to the programmer since its does not need modification on application code. MigBSP makes possible gains of performance up to 20% as well as produces a low overhead when migrations do not take place. Its mean overhead is lower than 8% of the normal application execution time. This rate was obtained disabling any processes migration indicated by MigBSP. The results show that the union of considered metrics is a good solution to control processes migration. Moreover, they revealed that the developed adaptations are crucial to turn MigBSP execution viable, mainly on unbalanced environments.

Предметом кваліфікаційної роботи є визначення напрямків удосконалення управління трудовими ресурсами в Україні з урахуванням впливу на них демографічних та міграційних процесів. У дослідженні застосовувались такі методи: міждисциплінарний, логічного узагальнення, аналіз, синтез та узагальнення, компаративного аналізу, економіко-статистичного, структурного та економіко-математичного моделювання та прогнозування. Наукова новизна кваліфікаційної роботи обумовлена тим, що в роботі вперше досліджено взаємний вплив демографічних та міграційних процесів на управління трудовими ресурсами України та визначено актуальні методи подолання відтоку робочої сили за кордон. Практична значущість отриманих результатів полягає в можливості реалізації розроблених рекомендацій щодо подолання негативних демографічних тенденцій в Україні та відтоку робочої сили за кордон з метою удосконалення управління трудовими ресурсами в Україні.<br>The purpose of the qualification work is to study the impact of demographic and migration processes on the management of labor resources in Ukraine. The object of the qualification work is to determine the impact of demographic and migration processes on the management of labor resources in Ukraine. The subject of the qualification work is to determine areas for improving the management of labor resources in Ukraine, taking into account the impact of demographic and migration processes. The following methods were used in the study: interdisciplinary, logical generalization, analysis, synthesis and generalization, comparative analysis, economic-statistical, structural and economic-mathematical modeling and forecasting. The scientific novelty of the qualification work is due to the fact that for the first time the mutual influence of demographic and migration processes on the management of labor resources of Ukraine is studied and the actual methods of overcoming the outflow of labor abroad are identified. The practical significance of the obtained results lies in the possibility of implementing the developed recommendations for overcoming the negative demographic trends in Ukraine and the outflow of labor abroad in order to improve the management of labor resources in Ukraine.

Abstract:
The Swedish Migration Agency has, through the years, received criticism regarding its management and assessments of different cases. One of these critiques has been towards the Agency’s management of asylum seekers claiming to have converted as a refugee claim. Therefore, this thesis aims to strengthen the Agency’s management of these cases. Using the critisism made against the Swedish Migration Agency, I suggested recommendation and amendments to the Agency’s established guidelines. The findings in this thesis showed extensive criticism towards the Agency’s usage of religious knowledge tests to assess the genuineness of a conversion. The critic also argues that the Agency lacks religious understanding and that the Agency should focus on identity, community, and faith in a higher power. The analysis presented a need to address religion, the conversion process, and the role of the Agency’s personnel in the guideline.

Однією з умов розбудови Української правової держави на сучасному етапі розвитку є визначення напрямів міграційної політики та вдосконалення системи державного управління міграційними процесами відповідно до міжнародних стандартів у сфері реалізації прав людини і громадянина. Особливого значення набувають події, які негативно вплинули на соціально – економічний розвиток держави та стали підґрунтям для перегляду міграційної політики держави, а також надали підстав для реформування системи органів державного управління та подолання проґалин в діяльності відповідних органів. Одним з таких органів є Державна міграційна служба України. Відповідно до Положення «Про державну міграційну службу України» Державна міграційна служба України є центральним органом виконавчої влади, діяльність якого спрямовується і координується Кабінетом Міністрів України через Міністра внутрішніх справ України. Держана міграційна служба України входить до системи органів виконавчої влади та утворюється для реалізації державної політики у сферах міграції (імміграції та еміграції), у тому числі протидії нелегальній (незаконній) міграції, громадянства, реєстрації фізичних осіб, біженців та інших визначених законодавством категорій мігрантів. Правова основа діяльності Державної міграційної служби України знаходиться на стадії формування й відповідно вимагає внесення певних змін, доповнень у існуючі нормативно – правові акти та прийняття нових. Слід зауважити, що на шляху розвитку та оптимізації діяльності Державної міграційної служби України існує ряд проблемних питань, які потребують вирішення, однією з таких є визначення адміністративно – правових засад діяльності Державної міграційної служби України. Les espaces ruraux ivoiriens, et particulièrement ceux du centre et de l'ouest-forestier, tel que le pays Bété où j'ai mené mes enquêtes, présentent une caractéristique notable : ils accueillent plus de migrants qu'ils n'en fournissent, et ces migrants sont majoritairement des jeunes hommes. La Côte d'Ivoire est en effet marquée, depuis la fin des années 1970, par un fort processus migratoire dit de « retour à la terre », qui n'est bien souvent qu'un retour au village. Il concerne aujourd'hui des jeunes ressortissants autochtones de la zone forestière, qui viennent s'installer dans leurs villages d'origine avec l'espoir d'un mieux vivre pour certains, ou comme une solution de pis-aller pour d'autres. Ce processus migratoire est généralement interprété comme une conséquence de la précarité urbaine et comme l'une des causes de l'aggravation de la crise socio-foncière dans le pays. Cette thèse propose un autre regard sur ce phénomène en l'appréhendant sous l'angle des dynamiques économiques et politiques provoquées par ces jeunes, porteurs d'une idéologie de la « modernité », alors qu'ils cherchent à s'émanciper de leurs aînés et à créer de nouvelles formes de solidarité. Ces ambitions s'accompagnent de deux processus concomitants dont l'analyse constitue le cœur de ce travail : l'autonomisation de la jeunesse comme catégorie politique d'une part et l'individualisation de certains jeunes au sein de cette catégorie d'autre part. Cette thèse apporte ainsi un éclairage sur deux processus rarement analysés dans les villages, alors qu'ils sont bien documentés en ville. Elle permet plus largement d'apporter des éléments de compréhension sur les mutations contemporaines que connaissent les zones rurales en Côte d'Ivoire<br>Ivorian rural areas, particularly those in the centre and the west - like the Bété land, where I conducted my field works - have a notable feature: they host more migrants than they provide, and these migrants are mostly young people. Since the late 1970s, the country has been marked by a strong migratory process known as "return to the land", which is often only a return to the village. Today, it concerns young indigenous peoples of the forest zone, who come to settle in their paternal villages with the hope of a better life for some, or as a solution of second-best for others. This migratory process is generally interpreted as a consequence of urban precariousness and as one of the causes of the aggravation of the socio-land crisis in the country This PhD thesis offers a different perspective on this phenomenon by apprehending it under the way of the economic and political dynamics provoked by these young people. They carrying an ideology of "modernity", as they seek to emancipate themselves from their elders and to create new forms of solidarity. These ambitions are accompanied by two concomitant processes whose analysis constitutes the heart of this work: the empowerment of youth as a political category on the one hand and the individualisation of certain young people within this category on the other hand. This PhD thesis thus sheds light on two processes rarely analysed in the villages, while they are well documented in urban area. It thus provides insights into the contemporary changes in rural areas in Côte d'Ivoire

Esse movimento foi determinante para a constituição de empresas de pequeno porte especializadas em desembaraço do trabalhador estrangeiro no Brasil (migração laboral). Em especial, o presente estudo analisa uma dessas empresas, no sentido de oferecer uma análise diagnóstica e propostas de melhoria para o seu processo-chave – legalização do trabalhador estrangeiro no Brasil. O estudo está suportado por uma revisão de literatura fundamentada na legislação vigente e em livros, artigos e publicações científicas que relacionam as Técnicas de Mapeamento de Processos e MASP – Metodologia de Análise de Solução de Problemas. Como resultados obtidos, o mapeamento do processo foi realizado, as etapas do processo foram modificadas e algumas foram acrescentadas, o que possibilitou melhorias no ambiente de trabalho e a solução do problema apontado, o atraso para a legalização do trabalhador estrangeiro no Brasil. Desta forma, esta pesquisa pode contribuir para o avanço da publicação de trabalhos neste segmento e sugerir possíveis soluções para melhorar o desempenho destas empresas no Brasil.<br>The announcement of the discovery of Pre-Salt layer in Brazil made different nationalities workers be recruited to act in national territory. This movement was crucial for the establishment of small companies specialized in the foreign worker resourcefulness in Brazil (labor migration). In particular, this study examines one of these companies, in order to provide a diagnostic analysis and improvement proposals for its key process - legalization of foreign workers in Brazil. The study is supported by a literature review based on the current legislation and in books, articles and scientific publications relating the Process Mapping Techniques and MASP - Methodology for Analysis and Problem Solution. As results, process mapping was conducted, the process steps have been modified and some were added, which enabled improvements in the work environment and the solution of the identified problem, the delay for the legalization of foreign workers in Brazil. Thus, this research can contribute to the advancement of publishing work in this field and suggest possible solutions to improve the performance of these companies in Brazil.

Abstract:
This thesis has two purposes. The first is to investigate the motivation for household migration - in particular, the associations between the different reasons for moving and the characteristics of owner-occupier movers in Scotland, their houses and the distances they travel. The second is to investigate the extent to which the migration decision is a longitudinal one, and from this longitudinal analysis to highlight the extent of latent migration. Little longitudinal research has previously been carried out on the migration decision. The thesis uses two recent, large-scale and under-utilised data sources to investigate each of these issues. Firstly, the associations with motivations for migration are investigated using the 'Migration and Housing Choice Survey' (MHCS) which contains information from 10,010 households. The advantage of this cross-sectional source lies in its provision of detailed information on motivations at a national level of coverage. The large-scale, national coverage makes it possible to investigate many types of migration flow. This advantage is not shared by any other British research into motivations for migration and only three other data sets elsewhere. Secondly, the extent to which the decision to n-iigrate is part of an on-going process is investigated using the 'British Household Panel Survey' (BBPS). This new and under-exploited source of migration data contains longitudinal information from 10,264 individuals in the first wave and holds approximately this sample size through each of the following four waves. This thesis makes four key contributions to knowledge. The first three are based on the detailed and systematic analysis of the reasons for residential migration behaviour of owner-occupiersin Scotland,u sing the MHCS. Firstly, the reasonsf or moving, as suggestedb y previously small-scaler esearch,h ave been confirmed by this large-scale data set. Secondly, this thesis has extended - and in some cases refuted - the findings of previous researchb y investigatingt he bivariate associationsb etween each of the reasons for moving and each possible explanatory variables (these being characteristicso f migrants, of their home and of the distancest hey move). This has been investigated using much wider selection of reasons for moving and of characteristicsth an hasb eenp reviouslyd one. Thirdly, this thesish as shown that lifecycle stage exerts a considerable amount of influence on the reasons given for moving, whilst still operating in conjunction with other variables, such as distance moved and housing features. The MIHCS can, for the first time, enable research into the connection between the factors influencing migration flows and the factors influencing motivations for migration. Fourthly, this thesis has investigated how migration decisions and preference for migration relate over time, using longitudinal data (the BHPS). This has shown that a considerable amount of latent mobility is present in Britain, and even more importantly, has identified the characteristics of the latent migrants and frequent movers. In addition, this thesis has offered some methodological pointers for future migration research. Overall, the use of these two important but under-utilised data sets, the MECS and the BBPS, have enabled analyses to be undertaken that are unique in the history of nýgration research. V

AbstractThis chapter lays out the conceptual and analytical frameworks for my analysis and embeds it in the existing literature on the internalisation of immigration control and the role of implementing actors and their everyday practices. It starts with a critical discussion of ‘migration management’ and the limits of state control over contemporary migration. After conceptualising contemporary migrant irregularity and what I call the micro-management of it, I develop the theoretical and conceptual framework of my study, which combines a critical understanding of internal bordering processes with Foucauldian conceptualisations of power and governmentality as well as crucial insights from organisation studies. At the end of the chapter I explain my analytical framework and its application in detail.

AbstractSuburbanisation as a global phenomenon has presented multifaceted patterns of evolution and transformation in various contexts. Migrant settlements in suburban spaces just add more complexities to suburbia by bringing diverse demographics, (inter)cultural practices, new built forms, and new meanings of space and community. These migrant spaces challenge conventional suburban socio-spatial organisations of land, infrastructure, and resources as well as suburban governance, planning, and design. The manifestations of migrant suburbs where diversity and urban growth are juxtaposed inevitably present profound implications for governments, practitioners, and academics in a myriad of ways, such as changing land uses and physical forms (e.g. neighbourhood characters), competing claims for space and rights to the city (e.g. who has the access), and increasing awareness of equity and social inclusion (e.g. who belongs to and in the community). This chapter draws on the migration-related suburbanisation processes in different contexts and applies the theory of the production of space to cast light upon the narratives of everyday suburban life, diversity management, growth and development, policy and governance, and socio-spatial (in)equity and (in)justice.

Abstract This chapter delves into the complexities of the Bangladeshi construction workforce in Singapore, illustrating how their labour and mobility are intricately managed within the city-state’s rapid urban development framework. It emphasises the broader concept of (im)mobility, showing that the labour process extends beyond physical construction sites and is intertwined with the sociopolitical mechanisms that regulate migrant workers’ movements and lives in Singapore. By employing a mixed-methods approach, the study unveils the nuanced experiences of Bangladeshi workers, addressing the temporality of migration regimes, spatial constraints within the urban environment, and the management of time to enforce productivity. The analysis highlights the paradoxical nature of migrant labourers’ existence: while they are essential for Singapore’s urban expansion, they remain marginalised and transient within its socioeconomic landscape. The chapter argues that understanding the (im)mobility politics of these workers is key to unpacking the complexities of labour migration and the urban transformation in global cities like Singapore.

AbstractThis chapter summarises the findings of the book and provides concluding remarks. The summary is supplemented with a table encompassing the whole structure of the EU policy framing process. It revisits how security logics intertwined and influenced each other within the whole EU frame-narrative produced in response to the “migration crisis”, exactly indicating points of convergence and divergence in the securitisation process. It discusses how broadly understood risk, reflected in risk management and resilience, has dominated the EU frame-narrative on the “migration crisis” but at the same time did not eliminate other logics from the framing process. Human security, and “exceptionality” proved to be important elements of securitisation, serving different purposes and stimulating the process in different ways and to different ends.

Abstract A high-capacity treatment plant filters, disinfects and de-oxygenates seawater to both control corrosion through a massive and aging pipeline network and to meet oil reservoir injection (water flooding) specifications. A Corrosion Management Program (CMP) was developed and implemented to address inter-related corrosion challenges of water quality and pipeline integrity management. The CMP provides decision support by seeking to estimate the cost of corrosion management for water treatment compared to the economics associated with risk and reliability. Using costs vs. benefits measures, as well as Key Performance Indicators (KPI's), the organization can monitor the CMP and ensure that it “holds water” in a safe, efficient and responsible manner. Legacy corrosion-related dispersed efforts included coating, cathodic protection and periodic inspection. The residuals of injected oxidizing and non-oxidizing biocides were monitored, and bacteria populations were enumerated. Moreover, corrosion coupons were in place in the pipeline network. The Corrosion Management Program was established to streamline these efforts in a comprehensive view. The CMP focused on communication and data management to monitor and report plant integrity windows and KPI dashboards. A more detailed corrosion assessment was mandated by the CMP. It revised the fluid sampling plan, reviewed laboratory practices and processes and specified online monitors of water treatment parameters. Moreover, the CMP outlined upgrading the corrosion coupon program and linking bacteria enumeration to biocide performance. These programs ensured relevant, representative, and reliable data is managed for technical analysis and communicated for management decision-making. Within water quality management, the CMP clarified the interdependence between disinfection, mechanical and chemical de-oxygenation processes and equipment performance. Furthermore, the CMP improved the disinfection process by both oxidizing and non-oxidizing biocides. The biocide treatment was revamped, with improvements to HSE impact, efficacy, equipment performance, and injection location and frequency philosophies. Within pipeline integrity management, the CMP encouraged transition to non-metallic piping and pipelines, with a strategy developed and major strides in implementation already underway. There remain challenges which the CMP emphasized to seek collaboration and develop solutions. The challenging link between water quality and pipeline integrity has been to prevent sand migration from filters and to subsequently clean the pipeline network. The network is composed of internally coated pipelines with a series of diameter reductions in the absence of launchers and receivers. The CMP encourages to explore scrapers which can clean these pipelines without damaging coating, as well as to perform In-Line Inspection (ILI) with accurate results. The CMP identifies corrosion challenges and explores the relation between them and the various operation functions. It has been designed for practical operation management actions. Each action is scoped to facilitate smooth implementation, clear tracking of performance and accounting for benefits against costs. The program also gives structure to develop technical talent and pursue solutions, including industry collaborations. This ensured that the CMP continues to evolve and always “holds water”.

Today, the world is facing major migration crises, especially in regions like the Middle East and Europe. These crises not only affect the regions where they occur, but have global consequences, including the Balkans and the Republic of Serbia. The security challenges, threats and risks these migrations bring require careful planning and response. In the research of this work, different methodologies were used, including inductive and deductive reasoning, as well as content analysis. It is important to continue to investigate these processes in order to better understand their causes and consequences and develop effective strategies to manage them.

Human capital is the ultimate resource of the twenty-first century. The new generations of labour force often possess competences highly valued at the labour market (IT skills, flexibility, innovation, risk taking, etc). Developed countries generally have a compelling demand for skilled labour due to shortages on their labour markets. Therefore, the movement of skilled workers outlines one of the most outstanding features of current patterns of international migration. From the second half of 20th century Serbia is well known for labour migration processes. Nowadays the phenomenon of brain drain is widespread, as significant number of highly educated, competent and innovative young people leave Serbia. Among the Serbian juvenility there is a strong desire to emigrate. The main factors influencing the decision about leaving the home country are economic factors and the quality of life. Factors which effect the decision to stay are social-emotional factors, solved housing, patriotism and sense of belonging. Youth migration have serious negative effects on the home country – it means a financial loss due to the investment in education, deficit of skilled labour force, depopulation etc. The aim of this paper is to give a literature review on the youth migration and to analyse the attitudes of young people about moving and working abroad based on field studies realized in Serbia in 2018 and 2023.

Streams can be challenging systems to manage due to their dynamic nature and complex feedbacks between hydrologic, geomorphic, and biological processes that operate over a range of timescales. Stream-riparian ecosystems, also known as riverscapes or river corridors, are affected by events ranging from single storms to large-scale landscape disturbances such as wildfires and landslides. Understanding riverscape dynamics is necessary for identifying potential causes of their degradation, appropriate management actions, and potential restoration strategies. Developing appropriate expectations requires a conceptual understanding of how riverscape conditions and processes vary across the watershed. However, effective interpretation of riverscapes often requires specific expertise related to landscape processes and fluvial geomorphology. This report presents core fluvial geomorphic concepts and develops a reach type classification for riverscapes across Great Basin National Park (GRBA). We begin by identifying landscape factors and basic fluvial geomorphic principles needed to interpret stream forms and processes in GRBA, differentiating the physical characteristics of stream reaches and the processes that maintain them. The report then describes the forms and dynamics of seven different reach types in GRBA. We relied on a combination of remotely sensed data and field observations to categorize GRBA streams. We identify and describe attributes and dominant processes shaping each reach type. Many GRBA streams are found in steep valleys with coarse substrates. These streams have low sensitivity to disturbances, meaning that they are resistant to change. GRBA also supports a limited number of lower-gradient reaches with finer substrates that are more sensitive to disturbances. GRBA streams have variable degrees of confinement, affecting their capacity for lateral adjustment through channel migration or activation of alternative parallel channels. Large wood is important in creating habitat features and influencing stream dynamics throughout GRBA, although the specific processes and habitats influenced by wood vary across reach types. Glacial history and modern hillslope processes are also important features of current stream processes in GRBA, causing the stream reaches in broader valleys to have unusually low sensitivity to disturbance and allowing them to resist disruption to core fluvial processes. This document provides more of an introductory framework and conceptual foundation, rather than serving as a complete how-to manual for managing park streams. Any specific management questions encountered in the future are likely to require more focused investigation. Our goal is that this document will further build a foundation that leads to wise interpretations, expectations, and decisions regarding river management in GRBA.

This working paper examines cases of non-EU countries with complex governance structures that, like the European Union, have difficulties coordinating their joined-up policies in the areas of security, intelligence and defence. Its first part discusses the challenges of joined-up action for the European Union's external action, with a focus on coherence. The second part analyses cases of policy responses in Brazil, the United States and Turkey. It describes and discusses how these countries’ governments deal with coordination and implementation problems in the areas of migration management (Brazil and Turkey) and artificial intelligence (United States). Each case study sheds light on the country’s specific policy challenges, the strategies used to address these issues, and the possible lessons learned. The third part summarises the main takeaways from each case study and reflects on their adaptability to the EU's external action. Lessons can be drawn from Brazil’s Operation Acolhida as a civil-military and inter-ministerial initiative to tackle a high migratory influx, from the creation of the United States’ Joint Artificial Intelligence Center and the country’s mainstreaming of artificial intelligence in security and defence areas, and from Turkey’s continuous learning process in migration policies and the establishment of the country’s Migration Board. In conclusion, the paper argues that solutions to inter-agency coordination and coherence problems can be found without large institutional or treaty changes and that policy recommendations should consider innovative solutions to improve European Union joined-up external action.

As a result of the refugee reception crisis in 2015 the advocacy for increasing resettlement numbers in the overall refugee protection framework has gained momentum, as has research on resettlement to the EU. While the UNHCR purports resettlement as a durable solution for the international protection of refugees, resettlement programmes to the European Union are seen as a pillar of the external dimension of the EU’s asylum and migration policies and management. This paper presents and discusses the literature regarding the value transmissions taking place within these programmes. It reviews literature on the European resettlement process – ranging from the selection of refugees to be resettled, the information and training they receive prior to travelling to their new country of residence, their reception upon arrival, their placement and dispersal in the receiving state, as well as programs of private and community sponsorship. The literature shows that even if resettlement can be considered an external dimension of European migration policy, this process does not end at the border. Rather, resettlement entails particular forms of reception, placement and dispersal as well as integration practices that refugees are confronted with once they arrive in their resettlement country. These practices should thus be understood in the context of the resettlement regime as a whole. In this paper we map out where and how values (here understood as ideas about how something should be) and norms (expectations or rules that are socially enforced) are transmitted within this regime. ‘Value transmission’ is here understood in a broad sense, taking into account the values that are directly transmitted through information and education programmes, as well as those informing practices and actors’ decisions. Identifying how norms and values figure in the resettlement regime aid us in further understanding decision making processes, policy making, and the on-the-ground work of practitioners that influence refugees’ lives. An important finding in this literature review is that vulnerability is a central notion in international refugee protection, and even more so in resettlement. Ideas and practices regarding vulnerability are, throughout the resettlement regime, in continuous tension with those of security, integration, and of refugees’ own agency. The literature review and our discussion serve as a point of departure for developing further investigations into the external dimension of value transmission, which in turn can add insights into the role of norms and values in the making and un-making of (external) boundaries/borders.

The Southeast Coast Network (SECN) stream habitat monitoring protocol collects data to give park resource managers insight into the status of and trends in stream and near-channel habitat conditions. Streams chosen for assessment were specifically targeted for management interest or to provide a context for similar-sized stream(s) within the park. This report describes the status and trends of in-stream and riparian habitat conditions in 13 wadeable stream reaches at Chattahoochee River National Recreation Area (CHAT) between two survey periods (2017 and 2021). In-stream habitats were primarily characterized by high-energy conditions, dominated by riffles and runs. A decline in pool habitat was observed in many reaches, reducing habitat complexity and limiting aquatic organism diversity. Additionally, fine sediment deposition was noted in several reaches, which negatively impacts aquatic life and water quality. Large woody debris (LWD) played a crucial role in creating diverse habitats and stabilizing streambanks. However, LWD dynamics, including recruitment and retention, varied among reaches. Geomorphic processes, such as bank erosion, channel incision, and knickpoint migration, were evident in many reaches. These processes were linked to historical land use practices and ongoing disturbances, such as urbanization and altered hydrology. All the monitored stream reaches are recovering from a legacy of poor land use and responding to varying amounts of impervious surface cover in their watersheds. The streams at Chattahoochee River National Recreation Area display characteristics of streams in Stage III (widening via bank slumping) or Stage IV (aggradation and planform adjustment) of stream evolution (Schumm et al. 1984) as they work to establish a new equilibrium following the above-mentioned land use impacts. Management concerns included trail erosion, mass wasting, infrastructure damage from treefalls, and sediment delivery from adjacent hillslopes. Trail erosion can degrade visitor experiences and increase maintenance costs. Treefalls have contributed entire trees to one stream channel, and while LWD is beneficial for habitat, entire mature trees may pose risks to downstream infrastructure, particularly if mobilized during high-flow events. Sediment delivery from hillslope upstream erosion can degrade water quality, smother benthic organisms, and fill in pools. Continued monitoring and potential management interventions, such as LWD placement, bank stabilization, and sediment source control, may be necessary to mitigate these issues and maintain the ecological integrity of these valuable stream ecosystems. Further research on flow regime and macroinvertebrate community structure is necessary to better understand how these streams and associated habitat are changing through time.

This product is based on a set of policy recommendations that provides practical guidance on intervention proposals to those with political responsibilities in governance on migration management and policies for integration and social inclusion, as well as to policy makers in the governance of training in Higher Education (University) at all levels. This is intended to promote the development of practical strategies that allow overcoming the obstacles encountered by migrant women during the integration process, favoring the construction of institutions, administrations and, ultimately, more inclusive societies. The content presented in this book proposes recommendations and intervention proposals oriented to practice to: - Improve Higher Education study plans by promoting the training of students as future active protagonists who are aware of social interventions. This will promote equity, diversity and the integration of migrant women. - Strengthen cooperation and creation of networks between academic organizations, the third sector and public administrations that are responsible for promoting the integration and inclusion of migrant women. - Promote dialogue and the exchange of knowledge to, firstly, raise awareness of human mobility and gender in Europe and, secondly, promote the participation and social, labor and civic integration of the migrant population.
