Abstract:

This case study explored the use of Labor Management Partnerships in the government sector through the Partnership to Achieve Comprehensive Equity (PACE), a partnership between Metro, a division of King County government and Amalgamated Transit Union, Local 587 (ATU). The study examined the partnership’s influence on organizational outcomes and the manner in which the partnership functioned and sustained itself, as well as the challenges and obstacles that threatened both the partnership and outcomes. Two key findings emerged from this study. First, partnerships are supported by flexible structures and practices that foster relationship-building through dialogue and co-learning. Second, partnerships must confront contextual challenges, such as changes in leadership and organizational resistance that threaten their viability. As this case study illustrates, it is the community’s ability to establish strong and dynamic relationships that ensures members are respected, empowered, and engaged in the partnership’s outcomes.

ENGLISH ABSTRACT: Decentralisation is a growing phenomenon worldwide. However, the detail of its implementation determines whether desired objectives are achieved or not. The thesis extensively interrogates this concept from economic, philosophical and political theoretical perspectives, with emphasis on the economic rationale. An international perspective has also been utilised for informing the investigation. Reference is made, in this regard, to both federal and unitary states of the developed and developing world. Botswana, a unitary and developing African country, has been found to be facing more or less the same challenges that undermine the desired benefits of fiscal decentralisation in all developing countries. However, political maturity (which is a prerequisite for decentralisation reforms) - a predictably stable commodity in Botswana -sets it apart from most other developing, if not all, African countries. With regards to decentralisation, a number of considerations framed the analysis. Firstly, the established consecutive approach to Botswana 's centralised economic planning and management has been found to be counter-productive to the financial decentralisation process. This has resulted in an over-regulated local public sector that is not conducive for taking stock of local initiative and being innovative in local affairs, mainly due to an ambiguous institutional framework. Secondly, an ad hoc financial transfer mechanism, that is neither stable nor predictable, clearly undermines integrated financial management and strategic fiscal planning at municipal level. Thirdly, a one-size-fits-all approach to the assignment of expenditure responsibilities to all municipalities, small and large, as well as urban and rural, serves as another constraint. Finally, a lack of stable and buoyant sources of own revenues, as well as inadequate capacity to utilise fully the already existing internal revenues, has created grant economies that survive on a principle of beggar-thyneighbour to actualise their mandates. This? in turn undermines their? significance for the electorates at local level who turn to the national government even for minor local issues that should be addressed within the areas of local jurisdiction.The thesis concludes with recommendations regarding a redesign of the institutional framework, intergovernmental financial transfers, expenditure assignments and generation of internal revenue. It is critically important that the Government of Botswana should develop a strong policy framework, build a strong consensus within the political and bureaucratic circles and coordinate and integrate these reforms through strong capacity-building mechanisms at local governments. Finally, the capacity of the national government to monitor the process cannot be overemphasised. That is, the decentralisation process should initially be centralised with gradual decentralisation processes to allow for flexibility well aware of the fact that decentralisation structures are always in transition.

Die desentralisasiekonsep word in hierdie tesis grondig ondersoek vanuit 'n ekonomiese, filosofiese, sowel as politieke perspektief. Die rol van ekonomiese beginsels in die desentralisasieproses geniet spesiale verwysing. Om die ondersoek so omvattend moontlik te maak is internasionale bronne geraadpleeg, afkomstig vanuit sowel federale as unitere state asook uit ontwikkelde en ontwikkelende lande. Botswana, 'n ontwikkelende Afrika land met 'n unitere staatsvorm, ondervind uitdagings wat, soos in enige ander ontwikkelende land, die voordele van fiskale desentralisasie ondermyn. Politieke volwassenheid en stabiliteit is van die voorvereistes waaraan 'n staatsbestel moet voldoen om desentralisasie suksesvol toe te pas. Gelukkig skiet Botswana in die opsig geensins tekort nie, inteendeel, dit is juis hierdie eienskap wat hom van die meeste - indien nie alle ander - Afrikalande onderskei. Heelwat oorweging is geskenk aan die bepalende faktore rondom desentralisasie. Botswana se gevestigde gesentraliseerde ekonomiese beplanning- en bestuurstelsel is gei'dentifiseer as die belangrikste teenproduktiewe struikelblok wat die finansiele desentralisasieproses ontspoor. Kenmerkend van 'n sentralistiese institusionele raamwerk is 'n oorgereguleerde plaaslike openbare sektor wat nie die skep van eie inisiatief en ondernemende bestuur bevorder of ag op die belangrikheid daarvan slaan nie. Tweede in belangrikheid is 'n onstabiele, ad hoc finansiele oordragmeganisme waarop daar nie peil getrek kan word nie en wat pogings om gei'ntegreerde finansiele bestuurspraktyke en strategiese fiskale beplanning op munisipale vlak te vestig, belemmer. Die derde hindernis is die owerhede se onwilligheid om te besef dat daar geen pasklare benadering bestaan wat by al die uiteenlopende tipes (in terme van grootte en ligging, plattelands tot stedelik) plaaslike besture verantwoordelik bestedingspraktyke sal vestig nie. Laastens is 'n wydlopende gebrek aan stabiele en lewenskragtige, eie inkomstebronne, sowel as onvoldoende kapasiteit om reeds beskikbare, interne belastinginkomste doeltreffend aan te wend, nadelig vir plaaslike regering. Pogings om te verseker dat 'n eie plaaslike raad so 'n groot as moontlike toekenning uit die staatskas ontvang, veroorsaak dat aanliggende rade dan nie hulle regmatige deel ontvang nie. Plaaslike rade se oormatige afhanklikheid van die sentrale regering vir finansiele oorlewing, ondermyn die legitimiteit van plaaslike politici. Laasgenoemde soek gewoon te maklik die oplossing vir 'n plaaslike probleem by die sentrale regering, eerder as om dit self aan te durf Die tesis sluit met aanbevelings oor 'n herontwerpte institusionele raamwerk wat kan lei tot sinvoller finansiele tussenregeringsoordragte, taakgedrewe uitgawes en die skepping van eie, interne belastingbron. Dit is van kritieke belang dat die regering van Botswana 'n stewige beleidsraamwerk ontwikkel en dan konsensus daaroor verkry tussen die politici en burokrasie. Die integrasie en ko-ordinasie van hierdie hervormings kan slegs geskied indien dit gepaard gaan met lewenskragtige kapasiteitsontwikkeling op plaaslike bestuursvlak. Die sentrale regering sal egter eweneens eie kundigheid moet ontwikkel om die proses te monitor, want die desentralisasieproses sal aanvanklik vanaf die middelpunt geskied en geleidelik uitkring. Dit sal buigsaamheid en begrip verg omdat desentralisasie in wese voortdurende oorgang impliseer.

Government to Government (G2G) partnerships between countries in the BRICS partnerships have significantly increased and with it, the need for more effective strategic management and operational coordination but also for evidence-based decision-making. In this process, improved KM, as well as M&E of outcomes and impacts has become prominent and essential requirements for evidence-based decision-making. The Millennium Development Goals (MDGs) emphasise the need for a global partnership for development with a focus on a new development paradigm that emphasise results, partnership, coordination, and accountability (Picciotto, 2002:3). Subsequently, the 2030 Agenda for Sustainable Development further strengthened the importance of the global partnership in the implementation of the Sustainable Development Goals (SDGs), recognises that the implementation of the SDGs is a challenge for governments and therefore seeks to strengthen the global partnership by calling upon all stakeholders to take part in implementing the SDGs. In this context, the study investigated the need for knowledge management (KM) as well as Monitoring & Evaluation (M&E) systems in G2G partnerships such as the partnership of Shandong China (PRC) and the Western Cape Government (WCG) in South Africa. This study focused on the sport management aspects of such a partnership, although such systems may also be relevant to economic, tourism and other partnerships programmes. The research investigation focused on the relevance of KM and M&E systems in sport management on G2G partnerships, as well as the possible benefits of such systems. Readiness Assessments for the establishment of KM and M&E systems were conducted with respect to the Shandong -Western Cape Government (WCG) in PRC and South Africa. The research methodology consisted of a qualitative approach and a case study was developed of the Sport Exchange Programme (SEP) as a component of the partnership between Shandong PRC and Western Cape Government (WCG) South Africa. The research included a desktop study of primary documentation including the formal agreements, Memorandum of understanding (MoU), regulations and programme annual reports, semi-structured interviews with officials and public sector managers of both governments in PRC and South Africa, as well as focus group discussion, interviews with specialists and experts were also conducted.

Abstract:
This study is a contribution to the ongoing debate concerning the role and involvement of foreign donor entities in the processes of transforming and creating viable and sustainable municipal entities in South Africa. The discussion particularly focuses on the relationship between the donor community and the Department of Provincial and Local Government (DPLG) and how this relationship has been nurtured, coordinated and managed. The study acknowledges the challenges pertaining to local government transformation and the role and mandate assigned to the DPLG by the South African Constitution and the Presidential Coordinating Council (PCC) for it to facilitate the creation of developmental local government. In discussing this, consideration is given to capacity and resource constraints within the Department, which necessitate that it collaborates closely with other stakeholders, particularly donors, in seeking to augment its resource base and capacity. The Department's lack of capacity is further complicated by the various pieces of legislation, which have a serious bearing on how municipalities have to work - irrespective of their capacity and resources limitations. The research also focuses on how this relationship, between the DPLG and foreign aid donors working in the local government sector, is coordinated and managed. From evidence gathered and interviews conducted, the conclusion is drawn that there is much room for the DPLG to improve and strategically focus its interaction with donors as informed by its mandate and strategic priorities. Proposals, which entail development of donor management guidelines, setting up of a donor coordination unit within DPLG, the improvement of the understanding of donor work politics and modalities among DPLG officials, etc., are made.

This study assessed the role of the Public Service Commission (PSC) in the public service grievance investigations in South Africa, with the intention of finding a feasible approach for constructing and attending to fair and just grievance procedure. This study also sought to investigate the effectiveness of the methods used by the PSC employee grievances with the intention of recommending an appropriate approach in dealing with grievances. The PSC, as a Constitutional oversight body, may be charged with responsibilities to assess if the public service deals with grievances of employees, but fail to assess itself. It is studies like this that mirror how the PSC assesses employee grievances in the public service and whether it succeeds in advancing effectively and effective on that.

This thesis presents the analysis of how the social relations shape the situation ofwaste management in developing countries. The towns of Somanya and Agormanya,which are both located in the Eastern Region of Ghana, have been selected as casestudies for this thesis. Qualitative research methods were applied to collect theinformation during the fieldwork. The thesis applies different social science concepts,such as the concept of community, gender relations, corruption and space, to analyzethe social relations among the actors within waste management in the two study areas.The thesis aims to look at waste management from a new perspective and seeks tofind better solutions to deal with the waste situation in developing countries.The results obtained from the empirical work presents the relationships of differentactors in the private space and in the public domain. Relationships between membersof the family are analyzed through concepts of gender and cultural structure withinthe private space. Social relations in the public space involve several actors, such astraditional leaders, local officers, the church community and private companies. Theconcepts of state, community and decentralization are applied to explain how theactors relate to each other in waste management.

Abstract:
This study seeks to generate a model that will give rise to improved working relations between the management of the Eastern Cape Provincial Legislature and NEHAWU. In the community of the Eastern Cape Provincial Legislature there are perceptions that management and NEHAWU do not trust each other. Based on the above, the main aim of the study therefore is to investigate the truth or falsehood of the perceptions mentioned above and to generate a model. As Punch (1993:37) explains, the researcher provides the hypothesis which is the predicted answer to the research question or problem identified in the study. The formulated hypothesis in this study is that “the application of a model to improve working relations will result in improved working relations between management of the Eastern Cape Provincial Legislature and NEHAWU”. Findings revealed in the answers received from respondents prove the accuracy of the hypothesis. The methodological framework used in this investigation is the qualitative research. Winberg (1997:411) states that in using the qualitative research approach, the researcher looks at people within a specific context. An appropriate research design selected for this research project is the empirical study that utilises the primary data sourced through a survey. A v survey has been conducted targeting different respondents in the legislature community. Findings reveal that in order to improve working relations an enabling environment in the ECPL should be created. Effective and user friendly systems and standard operating procedures should be put in place. Findings also reveal that interaction between management and the union takes place mainly around bargaining issues. Managament and NEHAWU do not trust each other and as a result of that relations are poor. Again, findings reveal a strong support by management and NEHAWU for the development of a “model to improve relations between management of the Eastern Cape Provincial Legislature and NEHAWU”. After analysing and interpreting the findings, the study recommends a model that will help improve working relations between management and NEHAWU. The proposed integrated model deals with institutional strategy that is informed by national policies and legislations, structure (inclusive of MPLs, management and the labour union), systems and standard operating procedures and cultural re-invigoration. Central to this model is an effort to build a team with a common purpose. The model recognises the importance of inter-relation and inter-dependency of its various elements in order to build a successful organization and to cultivate good corporate governance.

Abstract:

The study seeks to investigate the perceived lack of coordination, integration, and coherence among units of government as related to eGovernment. The nature of the study is qualitative with a focus on the use of eGovernment in the public sector and whether it can facilitate intergovernmental forums business processes in an effective and efficient manner. The scope of the study is confined to the intergovernmental fiscal system but focused on eGovernment, intergovernmental relations, and cooperative governance. The primary objective of the study is to explore the use of eGovernment whether it can facilitate, coordinate, and integrate intergovernmental relations. Some studies portray that there are challenges in the coordination of intergovernmental forums which have resulted into a disintegration of services. The study further investigates options that could mitigate these challenges through acknowledging the effective application of ICTs (eGovernment) in government services. The study has found that South Africa has a functioning system of intergovernmental which are not effectively coordinated in terms of engaging each other in matters of mutual interest. On the other hand, eGovernment promised to bring about cohesion and transparency when they are effectively employed. The study revealed that the application of eGovernment in the intergovernmental forums has the capability to improve their operations, respond to its ineffective coordination and improve delivery of services. In a nutshell, the study has found that there is a need for a radical planning outlook that recognises proper utilization of eGovernment in the intergovernmental forums to promote cooperative governance.

Abstract:
This dissertation is about the in/stability over time of a contract-based inter-organizational relationship (IOR) which existed mostly under conditions of government monopsony (MG). The MG consisted of the institutional arrangements between the NHS and Higher Education sectors in England for the provision of education for the NHS non-medical professional workforce. The IOR was between the NHS education buyer (the ‘GM’) and Middlesex University (MU). An agent-centred historical institutionalism was used as the overall approach in the inquiry. The main components of the approach were resource dependence theory, concepts of historical dependence, and events in the IOR and its institutional and organizational environments. A multi-dimensional concept of IOR in/stability from the standpoints of the GM and MU which was grounded in the practices of the IOR was constructed. The inquiry traced the origins and subsequent development of the MG and the in/stability of the IOR over an 18 year period, 1995 - 2013. The main findings of the inquiry were: (1) The IOR originated in, and continued to exist mostly under conditions of MG (2) The IOR became less stable over time from the standpoint of MU; reductions in IOR stability occurred in dimensions of risk relating to the future performance of the IOR (3) Instability and threatened instability in the IOR were brought about mostly by the exercise of power by the GM and by the power dependence responses of MU. The thesis developed in the dissertation is that instability and threatened instability in the IOR were due mostly to a power imbalance in the IOR, in favour of the GM, between the GM and MU. The source of that power imbalance was a combination of: • The resource dependency of MU on the IOR • The conditions of MG and bilateral monopoly under which the IOR existed. The dissertation is concluded with a critique of MG as a technique for public sector management. Recommendations are made for new NHS-HE inter-sector and IOR arrangements to be established which take account of power imbalances and relations of mutual dependence between stakeholders. Recommendations for further research are also made.

This study is a contribution to the literature on South Africa's foreign policy since 2000-2004. It provides a theoretical framework within which South Africa's foreign policy should be understood. It attempts to explain the contradictions that have been apparent in South Africa's foreign policy by looking at the constraints inherent in South Africa's position as an emerging middle power. It argues that South Africa's pluralist inclinations are constrained by Africa's evolving multilateral forums and that South Africa's preference for such undermines the realization and achievement of her foreign policy principles and goals. It also argues that as a realist middle power, South Africa is constrained the ambivalence shown by the region towards her exercising leadership in the region. This is due to South Africa's history of destruction in Southern Africa in the 1980's. South Africa's quiet diplomacy towards Zimbabwe provides the focal point for the study. The study argues that it is not the case that South Africa is not concerned with human rights abuses in Zimbabwe. Instead, this concern has been expressed in ways that do not tarnish South Africa's own image in Africa. This has been done by engaging Zimbabweans through multilateral forums. This study concludes that this strategy failed to bring about resolution to the Zimbabwean crisis.

To understand attitudes about voting in Kenya, this study examines Kenyan voters’ feelings of freedom to vote according to their own will and without pressure. More specifically it seeks to determine the extent to which these feelings are affected by 1) perception of corruption, 2) levels of trust in the government, 3) fear of political violence and intimidation, and 4) ethnic identity. Rational choice theory and an insideroutsider perspective are applied to examine the issue from a theoretical framework. Previous research conducted in relation to voting behavior and perception of corruption, trust in government, and ethnicity, among other things, are considered. This study uses secondary data collected by the Afrobarometer in 2008, and bivaraite and multivariatea nalysis are employed. Logistic regression models are used to examine the extent to which certain variables explain feelings of freedom to vote according to personal preference. The results from the logistic regression analyses show that both trust in government and fear of being subject to political violence and intimidation affect Kenyan voters’ feelings of freedom to vote according to their personal preference. These results support two hypotheses. First, Kenyan voters will feel freer to vote according to their own preference as their levels of trust in the government increase. Second, Kenyan voters’ feelings of freedom to vote will be negatively associated with fear of being subject to political violence and intimidation.

This study sought to understand how Non-Governmental Organisations (NGOs) in the Western Cape use social media to communicate with their stakeholders (from a dialogic, interactive and relational perspective). The secondary objective of the study was to explore how social media are being integrated into organisations‟ stakeholder relations management strategies in order to nurture and sustain relations. The literature review explores the relationship between social media and public relations as well as stakeholder relationship approach. The theoretical frame of the study is derived from Grunig and Hunt‟s (1984) two-way symmetrical model and Freire‟s (1970) dialogical communication. This is predominantly a qualitative study employing a two-stage design consisting of in-depth interviews and qualitative content analysis. The findings of the research revealed that the sampled NGOs are using social media in different ways to build and sustain stakeholder relations. NGOs are communicating dialogically and in a two-way manner with their stakeholders. They are using social media to pursue their strategic goals which centre on the creation of public value. The study also revealed that NGOs have integrated social media into their communication strategies. Social media platforms present an immediate and real-time contact point for NGOs and other social media users. They are used to communicate, nurture and sustain stakeholders' relations. It is also clear that social media are allowing stakeholders to connect online (establishing relationships). This creates dialogue online between NGOs and their stakeholders. The study proposes a working model of integrating social media within the ambit of NGOs communication strategies. The findings of this research show that social media channels are useful tools, however, a higher level of intelligent creator-generated input is needed to stimulate and steer conversations about desired topics, as well as monitor any user-generated content and comments. In terms of recommendations, this study argues that for social media to work there is need for integration of the management of online conversations and strategic communication

Although reputation management has historically been restricted to companies or other organisational entities, countries are also increasingly concerned with their reputation relative to other countries and have started to actively measure and manage that reputation1. Over the past years, the Republic of South Africa has begun to professionally streamline its own reputation management activities, specifically by establishing the International Marketing Committee (IMC) in August 2000. South African Tourism, the media division of the South African diplomatic sector and even South African Airways are other reputation management vehicles that have been working toward emanating a comprehensive marketing and communication message from South Africa to other countries. The basis of good reputation management is to first measure such reputation2. It is also important to know what aspects are the main drivers of such reputation. Using the content of specific German newspapers as data body, this study determines the drivers of South Africa’s media reputation in Germany. In order to accurately set the scene for an analysis of South Africa’s reputation, a thorough situation analysis on the country is conducted. This situation analysis forms the backbone for the methodology used further on to investigate the drivers of South Africa’s reputation in specific German media. To this end, a large part of the situation analysis looks at South Africa in terms of Germany and a study is conducted on the relationship between Germany and South Africa as well as the potential stakeholders of South Africa’s media reputation in Germany. It is also important to know what current efforts in terms of reputation management are. After studying the history of South Africa’s reputation management activities, members of today’s reputation management vehicles are interviewed and an overview of South African reputation management efforts currently active in Germany is provided. The reputation management activities of other countries are briefly explored and specifically the lessons from other countries’ efforts are highlighted. Subsequently, the reputational dimensions that positively or negatively drive South Africa’s reputation in specific German media are determined. To this end, a content analysis is conducted on the seven German national daily newspapers, Börsen- Zeitung, Die Welt, Frankfurter Allgemeine Zeitung, Frankfurter Rundschau, Financial Times Deutschland, Handelsblatt and Süddeutsche Zeitung3 over a period of 20 months. The findings made culminate in suggestions for South Africa’s future reputation management activities in Germany.

The Western Australian State Government’s local government reform programme, initiated in February 2009, provides the context for this research. Nedlands, a local government in Perth’s western suburbs, resolved to participate in this reform programme and signed a Regional Transition Group Agreement with Subiaco local government in August 2010. The purpose of the Regional Transition Group was to prepare a business plan to investigate the potential benefits and viability of a Nedlands and Subiaco amalgamation. Whilst the local government of Nedlands is currently investigating the more operational and technical aspects of local government reform in the merger feasibility study, this research focused on employee readiness, more intangible but no less important. The difficulties of achieving success with organisational change initiatives are well documented. A number of models of planned organisational change have been developed to address these difficulties and support successful change and are outlined. This research highlights the value of the first phase of planned change, namely readiness for change, where organizational members are prepared for and become supporters of change. It also highlights the importance of change communication with respect to developing employee readiness. Definitions and some of the dimensions of ‘readiness for change’ are outlined. The five dimensions of readiness for change - discrepancy, appropriateness, principal support, efficacy and valence - provide the ‘lens’ through which readiness for change at Nedlands is explored. From this perspective, the documentation communicating local government reform at Nedlands was analysed. These dimensions were also used to ascertain, from the perspective of the Nedlands' managers, their level of readiness and the readiness of the employees of Nedlands for local government reform. The findings suggest that Nedlands local government has not consciously planned to ‘ready’ employees for local government reform. A number of management recommendations are made to strengthen the change readiness message communicated by the Nedlands local government and to support the development of the Nedlands employees’ readiness for change.

This study explored the relationship between management and the union in an Eastern Cape Public Sector Department. The study employed both qualitative and quantitative research tools to collect information from the respondents, who gave a view on their experiences of what the relationship is, and how it could be improved. The sample consisted of members of management and union executives, across employment levels. Both statistical and thematic analysis were used to analyse data from questionnaires and semi-structured interviews. The literature review defined the concept of trade unionism, management and trade union relationship in the workplace, and different frames of reference of the labour relations system. From the literature review it is noted that management and union relationships are more of a formal arrangement in the workplace; as such government, has developed tools to assist in this regard. Although that is not the case in the Department it is noted that the informal arrangement in the relationship between management and union is ‘working’ to some extent. Quality and sustainability of that, however, is questionable. The findings indicate that most members of management acknowledge the existence of the relationship between management and the union, but they are dissatisfied, as most members are not part of the engagements with the union. They are also of the view that it is in favour of the union. Unions on the other hand, view the existing relationship as working in favour of one union instead of the union collective. The union which finds favour is satisfied, and the other is not. It is recommended that the management and union engagement be formalized in order for the Department to work with unions in a more structured, professional manner, which would be inclusive of other members of management who feel left out. Not only that, but management would also be able to engage with the union as a collective, and not as an individual union.

This dissertation investigates how actors without the means of state power can affect the behavior of warring parties in order to end civil conflicts. Drawing on the intervention and mediation literature, I propose a theoretical framework that presents causal mechanisms for various forms of non-state conflict management to contribute to conflict resolution. The research distinguishes between direct mediation, capacity-building, and problem-solving approaches, and analyzes the approaches’ potential contributions to shorter wars and more sustainable peace. On the one hand, non-state actors can be substitutes for governmental or inter-governmental mediators. They derive legitimacy from long-standing relations with the conflict parties, and their claims to neutrality are more believable than those of powerful states with strong national interests. Further, a confidential and deliberate process can lead to more stable agreements. On the other hand, NGOs and others can prepare or enhance ongoing high-level negotiations by giving parties the tools they need to engage with each other constructively, and by improving attitudes and changing perceptions. The data collected for this dissertation allows me to test hypotheses for the sample of African internal conflicts (1990-2010) with econometric means. Results confirm that non-state conflict management is a significant precursor to high-level mediation. I find further that conflict dyads that experience non-state conflict management in one year are significantly more likely to end in the following year. Unofficial diplomacy is significantly related to lower conflict severity, as well as to a more stable post-conflict peace. The findings challenge the common assumption that governments are the only actors in international relations that matter. In fact, non-state actors make important contributions to conflict resolution, and conflict parties as well as governmental mediators should consider cooperating with them in their search for peace.

Facing increasingly complex policy issues and diminishing citizen satisfaction with government and service performance, managing the quality of citizen relationship management has become a main challenge for public managers. Solutions to complex policy problems of service performance and low level of citizen participation often must be developed by encouraging citizens to make their voices heard through the various participation mechanisms. Reflecting on this need, the municipal governments in the U.S. have developed centralized customer systems for citizen relationship management. 311 centralized customer system (named 311 in this study) has the functions of citizen-initiated contact, service-coproduction, and transaction, and many local governments launch 311 to maintain or enhance their relationship with the public. Using 311 is an easy and free technically for citizens, but ensuring some degree of citizen engagement and citizens’ 311 use has been challenging for local public managers of municipalities. Despite calls for the importance of 311 in the service and information delivery process, fair treatment and access to use of governmental information, citizen participation, government responsiveness, and citizen satisfaction, to the best of our understanding, no empirical studies explore citizens’ 311 behaviors in the micro and individual level in the field of public administration. This dissertation provides a comprehensive understanding of the 311 centralized customer system, helps local public managers know citizens’ perceived perspectives toward the operation of 311, and assists these managers to develop an effective 311 system in municipalities. The dissertation’s main purpose is to clarify the importance of 311 to citizen relationship management and provide insights into citizens’ 311 use behaviors. More specifically, this dissertation tries to answers the following questions: a. Why do citizens use 311? Do the various groups of the population access and use 311 in San Francisco equally? If not, what factors influence the citizens’ 311 citizen-initiated contact behaviors? b. Why do citizens choose the 311 digital channel to contact with local governments? c. Why do citizens use 311 frequently? This dissertation will address these questions and draws on data from the 2011 citizen survey of City of San Francisco to explore citizens’ 311 use behaviors by examining them from citizens’ perspectives. The main arguments of each question listed above are: 1. 311 citizen-initiated contact is different from traditional citizen-initiated contact, and exposure to governmental-ICT environment, gender, income, and race are the factors influencing 311 citizen-initiated contact. 2. The digital divide, including the social side of the digital divide and access-side of the digital divide, influences citizens’ 311 channel choice. 3. Citizens’ technology acceptance, citizen satisfaction, and frequent use of public services influence the frequency of citizens’ 311 use.

CSR may be a means of dealing with human rights abuses and negative environmental and socio-economic impacts associated with mining in developing nations. Little research has been published on how "host" and "home" governments can help make CSR initiatives in this industry more effective. This study obtained perspectives on their roles through a study of the academic and secondary literature on CSR and its application in exploration and mining. Four literature case studies of exploration projects and mines in Peru (Tambogrande, Tintaya, Rio Blanco, and Antamina) were followed up with field studies of the Rio Blanco project and Antamina mine through interviews with community members, authorities at various levels of government, NGOs and industry representatives. The study showed the effect of mining cycle stage and regional differences on dynamics, power relations, and perspectives; and the importance of governments as players. It presents a list of options for their action.

The strategic conception of the communication is an approach in constant evolution, which according to the kind of organization acquires particular aspects. This research describes the communication management of 49 local governments in the Province of Lima and Callao in Peru, analyzed from the strategic communication perspective, starting with the analysis of the documents that establish their institutional policy and the appreciations from direct sources. The context is studied taking into account that these organizations, being public institutions, are subject to specific conditions, which define the communicative dimension supported by setting goals and objectives oriented to encourage good relationships with the diverse audience and with the vision of ensuring the transparency and the access to the information by all the citizens; in this context the organizational policies and guidelines, as well as the performance and responsibilities of the persons in charge of managing the communication areas, play a fundamental role, therefore considering the communication management from strategy requires a distinguishing approach which makes sure that the process develops efficiently. This study brings conclusions that help to understand the current situation and also to recognise opportunities of improvement in this specific scenario.
