Abstract:
Hoffman Square, Driehoek Neighbourhood Park and Old Regional Park are public spaces in Mangaung. Henri Lefebvre’s The Production of Space and Elements of Rhythmanalysis are explored in the analysis of these public spaces’ organised representations, representational uses and rhythmic spatial practices. This article found that: (1) public spaces in Mangaung are lived spaces that are regularly appropriated by inhabitants whose unpoliced social practices of vandalism and littering—along with the harsh regional climate—deteriorate the physical quality of the public spaces, secreting environmental incivility in the public spaces; (2) cyclical rhythms of night and day times have a practical impact on the spatial practices of each public space in spite of their design and location. For example, day-time entails high and rapid levels of public space uses while night-time diffuses these dynamics significantly; and (3) Mangaung’s spatial plans encourage the liberal uses of its public spaces however, it fails to enforce its by-laws to curb experienced physical decay of, and environmental incivility in, the public spaces. This increases the vulnerability of its public spaces to external shocks—emanating from nature and society—thus depriving the public spaces of an opportunity to be perceived as alternatives for urban regeneration and local economic revitalisation.

Abstract:
Informal settlements are mushrooming in Mangaung. The essential questions are what the implications of the Christian Gospel in this situation facing inhabitants of informal settlements in Mangaung are, and how the Gospel can inspire people living in dire circumstances to strive for the fullness of life. The needs of people should be determined first. Listening to people living in informal settlements is essential. Settlements in Mangaung were approached and qualitative research was conducted. The Gospel gives an encompassing and holistic answer to people’s needs. All aspects, from the basic need for daily bread to the expectation of a new future, are relevant. Evangelism and humble service should be part of those bringing the Gospel to people living in informal settlements. A relation with Christ is all-important in inspiring a person to experience the fullness of life. The total person should, however, be brought to Christ to experience a full relationship with Him. In order to inspire, the Gospel should be brought by emphasising the glory of Christ so that the person can indeed hear and experience it, and be redeemed of and by Christ.

Asset-building policies are used worldwide to reduce state welfare commitments. In the Global South, including South Africa, asset-based housing development is thought to help reduce poverty. This study investigated asset building and homeownership in a sample of South Africa’s emerging black middle class. Interviews with 244 black middle-class households in Mangaung revealed asset value creation and heavy dependence on mortgage finance. Levels of mortgage default were low, although households with recently secured mortgages struggled to pay them off. We found little evidence that property-owning is helping these households to move out of poverty. Their ability to afford mortgage loans appeared to be directly related to their own efforts and human capital. Very few had considered downsizing as an option, possibly because ownership of a house has social value, for passing on to the next generation. Asset building was still in its early stages and, because these households had been denied equal opportunities and barred from homeownership by the apartheid regime, very few intergenerational transfers had yet occurred.

African family life in South Africa’s post-apartheid context is shaped by the socio-political history of the country. Despite various attempts to address the remnants of poverty, unequal distribution of resources and the lack of livelihood services still exist. African families from resource poor areas of townships in South Africa are still faced with poverty and deprivation. Black African women, often with minimum schooling, suffer the most from these scourges. This article aims to explore the everyday life narratives of precarity at various levels and the manner in which women from Mangaung Township in Bloemfontein cope with this. They talk about the fragile relationships within the family, about the gendered dynamics of the household, and about the importance of support networks.

Abstract:
Youth-centered health services have become a global practice and South Africa is no exception. This paper describes a project conducted in Mangaung in 2018 using cultural consensus modeling. We conducted 25 interviews and used a combination of hermeneutics, phenomenology theory, and thematic analysis. Our research found that girls in our sample have confidentiality concerns associated with the stigma of attending a clinic and cannot talk openly about sex and HIV. Themes related to negative experiences included the lack of confidentiality, the stigma of HIV, the lack of professional neutrality, failure to understand adolescents, poor service, systemic problems (long queues), and administrative problems. Positive themes included believing that clinics could help prevent pregnancy, provide information, create a safe space, and help with moral support. Moreover, some interviewees reported that services were good and that they provided products and support that were not available from home. However, many said they had to attend public clinics because they could not afford private alternatives. Some said the clinics offered a safe space and staff have positive attitudes. In the absence of discussions about sex at home, the clinics ultimately perform an important function, but systemic problems remain. More can be done by schools and households to reduce the stigma associated with sex and HIV.

Introduction. Correctional facilities house large number of inmates who are at high risk of developing tuberculosis (TB); however factors associated with TB among inmates at Mangaung Correctional Centre have not been studied.Study Population and Methods. We undertook a case control study and reviewed a total of 1140 medical records of inmates treated for TB between 2009 and 2010. Cases were selected randomly from the medical records of inmates who were treated. Data collected were analysed using STATA version 12.0 and determinants of TB were evaluated using multiple logistic regression analyses. Factors withP<0.05were considered significant.Results. Prevalence of TB was 8.8% and 52% of inmates with TB were aged 31–40 years; 58% of the TB cases were HIV positive and 34% of them had CD4 cell count 350 cells/mm3. Factors associated with TB among inmates were HIV coinfection (OR: 4.2; 95% CI: 2.64–7.00); previous history of TB disease (OR: 3.58; 95% CI: 2.25–5.70); and smoking (OR: 2.1; 95% CI: 1.16–3.81).Conclusion. Interventions to improve TB detection such as regular screening of inmates with such factors need to be reinforced to control transmission of TB among inmates and the community.

AbstractThis paper examines Mangaung’s economic development initiatives against the background of the latest literature on secondary cities, with a specific emphasis on the 20-year period that has elapsed since the dawn of the postapartheid era. Although some of the plans aim to reverse apartheid planning it is argued that these plans are being hampered by the fact that they tend to focus on a local “buzz” option, and run counter to historical pathways for the city. Moreover, they do not take the value of an increasing knowledge economy into account, and they fail to contextualise the city’s development and future prospects in terms of its regional role. The paper identifies a number of pathways that build on history and include options for ensuring active participation in an increasing knowledge economy. Our contention is that the regional role of the city remains one of the key assets with a view to building future economic development pathways. Finally, a number of research themes are identified.

Abstract:
The sociocultural theory of learning acknowledges parents as integral role players in the process of their children’s learning. As in many other parts of the world, when South African schools moved to remote online learning due to the COVID-19 pandemic, teachers became increasingly dependent on the agency of parents. Using an interpretivist lens and a qualitative approach, this study probes the experiences of Foundation Phase teachers in South Africa’s Mangaung Municipality in their interaction with parents in 2020, during the pandemic lockdowns. The findings point to the following challenges during the pandemic, as perceived by the teachers: difficulty in communicating with parents; difficulty in working with parents to support learning; and insufficient parental commitment. The findings also point to shortfalls in respect of three dynamics—collaboration, feedback, and trust—as being central to the perceived challenges. The study concludes with a call for improved relations between Foundation Phase parents in teachers, regardless of whether the teaching and learning are occurring remotely or in-person, in order to optimise the sociocultural dynamics at play in children’s schooling.

Traditional and Western medicine are both commonplace in South Africa, and are often consulted in conjunction with each other. The article aims to fill critical knowledge gaps in understanding how women as caregivers decide on medication when experiencing illness in the home. In order to achieve valid and rich in-depth understanding about the types of medicine that individuals opt for, a narrative study was conducted. The research participants are women from Bloemfontein’s townships. Analysis of the participants’ narratives suggests that there are social-economic, traditional, and cultural trajectories associated with negotiating medical treatment. The findings indicate that the context in which individuals give meaning to, diagnose, and treat illness influences their remedial choices. Accordingly, many individuals constantly shift between different types of remedies, as they believe that they yield different, but unique possibilities and solutions.

Q fever is a neglected zoonosis in South Africa, causing significant losses in livestock and game animals through reproductive disorders. However, there are limited studies on the extent of Coxiella burnetii infections in livestock in South Africa. Further, there is also lack of knowledge about the types of C. burnetii strains that are currently circulating in the country. Therefore, a cross-sectional, abattoir-based study was conducted to determine the seroprevalence of C. burnetii and associated risk factors, and to characterize C. burnetii strains from slaughter livestock at red meat abattoirs in Gauteng, South Africa. Of the 507 animals tested, 6.9% (95% CI: 4.9–9.5%) were positive for antibodies against C. burnetii. The seroprevalence was 9.4% (31/331) in cattle, 4.3% (3/69) in sheep, and 0.9% (1/107) in pigs. Out of the 63 tissue samples from 35 seropositive animals including material from two sheep aborted fetuses from Mangaung district (Free State province), 12.7% (8/63) tested positive by IS1111 PCR. Genotyping of the eight PCR-positive tissues from eight animals by MLVA revealed two novel genotypes, not available in Coxiella MLVA databases. It is concluded that slaughter animals pose a risk of exposing abattoir and farm workers to C. burnetii in South Africa.

Abstract:
Abstract This study is about the effectiveness of wastewater treatment technologies in two treatment plants at Mangaung Municipality in South Africa. The removal of FOG, nitrogen and phosphorus is an important component of wastewater treatment. Therefore, the study aims at investigating the effectiveness of the two treatment technologies (biological trickling filter and activated sludge) in the wastewater treatment plants studied. Grab samples of the influent and effluent of the North East Wastewater Treatment Plant (NEWTP) and the Bloemspruit Wastewater Treatment Plant (BWTP) were collected per week over a period of five months. The laboratory analysis of FOG followed the description of the Environmental Protection Agency (EPA) 1664B. Hexane extraction and gravimetry-PBM method was used in the analysis. Nitrates were analysed using a SOP Chem 005 Spectroquant Nitrate test while phosphates were analysed using a Spectroquant Prove spectrophotometer in the laboratory. The results showed that the trickling filter from BWTP removed FOG by 61.36% while the activated sludge from NEWTP removed FOG by 52.81% which showed that the both of the two treatment technologies work the same and are ineffective in the removal of FOG. However, the nitrates and phosphates present in the effluent were found to be within the effluent discharge standards.

Notwithstanding the low OH content, FTIR analysis of selected sampleshas provided considerable information on short-range order in these Mn3+-rich amphiboles, and shows that Li is associated with occupied A sites and is linked to the oxo-component at the O(3) site. Comparative analysis of all available data allows us to: (1) further improveour understanding of the crystal-chemistry of these very peculiar compositions of the oxo-amphibole group; and (2) calculate reliable site-populations. The proposed limited compositional variability has been confirmed. The two amphiboles have completely different arrangements of CR3+cations. In oxo-mangani-leakeites, those CR3+ cations related to the oxocomponent occur at the M (1) site, whereas those CR3+ cations related to the leakeite charge-arrangement occur at the M (2) site. In mangano-mangani-ungarettiite,all CR3+ cations order at the M (1) and M (3) sites, and local bond-valence requirements are satisfied by the presence of Mn3+, which assumes a strongly distorted coordination due to its degenerate eg electronic state. Therefore,the inverse patterns observed for both cation-ordering and deformation of the octahedra are incompatible with solid-solution between these two species that coexist at the Hoskins mine.

AbstractObjectiveTo determine the nutritional status and household resources of preschool children.DesignA cross-sectional survey.SettingTwo informal settlement areas, Joe Slovo (JS) and JB Mafora (JBM) in Mangaung, near Bloemfontein, South Africa.SubjectsPreschool children (<72 months) of a randomly selected sample of households in JS (experimental) (n = 162) and JBM (control) (n = 186) were included. Standard methods were used to obtain household and care-giver particulars, weight and height measurements, blood and stool samples, and 24-hour dietary recalls.ResultsBreast-feeding and dietary intake in the two areas were nearly similar; breast-feeding was continued for 12 months and longer. Although the children's total protein intake was sufficient, their energy intake was low. A low median intake of micronutrients prevailed, including iron, zinc, calcium, niacin, riboflavin, thiamine and vitamins C, B6, A and D. The prevalence of being underweight (JS = 19.8%; JBM = 18.8%), stunted (JS = 29%; JBM = 21.5%) and wasted (JS = 6.5%; JBM = 3.7%) were fairly similar in both areas, as well as the prevalence of marginal vitamin A deficiency, anaemia, iron deficiency and parasite infestations. No significant associations could be found between household and nutritional status indicators, probably due to the small number of well-nourished children and the generally poor household situation of the participants.ConclusionsThe generally poor nutritional status and environmental conditions emphasize the urgency of intervention for these children.

Abstract:
Women are the pillars of every healthy society. Numerous socio-cultural practices, especially patriarchy and religion in African communities deprive women of equality and justice across all sectors of society. However, younger and educated generations seem to adopt a different attitude. This paper explores the impact of South African culture and the work-life balance (WLB) of women in managerial positions since the democracy’s inception. A survey based on elements of three complementary theories: the role of congruity, feminism and cultural dimension theories was used to collect data from 187 women in leadership positions in the Mangaung metropolitan municipality in the Free State province of South Africa giving a 75% return rate. A factor analysis was conducted to determine the loading of items. The reliability of instruments using the Cronbach alpha value was reported at 0.87. Results reveal that 47.1% bemoan cultural tendencies at work. Furthermore, 35.7% opined that the choice between adoption and conceiving children is non-negotiable, despite pressing work demands and 34.3% agreed that culture makes them feel guilty if they give their work preference over their family life. Crafting human resource strategies that advocate for ‘gender equality or sensitivity’ and harmonise the work-life balance of female staff in order to enhance their performance in a sustainable way is long overdue and needs to be prioritized by any South African organizations.

Background: According to the World Health Organization (WHO), malnutrition can be linked to 45% of deaths in children under the age of five years. The Integrated Nutrition Programme (INP) was introduced in 1994 to address malnutrition in South Africa. There had been no systematic evaluation of how well clinics perform regarding nutritional services. Malnutrition rates worsened in the Free State from 3.9% in 2009 to 10.7% in 2013. This study aimed to assess the effectiveness of the INP Supplementary Feeding Programme in primary healthcare facilities in the Mangaung University of the Free State Community Partnership Project, known as MUCPP, catchment area of Bloemfontein, Free State, in children aged six months to five years. Methods: This was a retrospective, descriptive cohort study. All children between six months and five years entering the feeding scheme between July 2014 and June 2015 at the MUCPP, which is the hub of the feeding scheme, and three primary healthcare clinics were included. Data were collected from September to November 2015 from the INP registers and captured on dataextraction forms. Results: In total, 730 children were included in the study, 38.8% at risk for malnutrition and 61.2% malnourished. Most of the children (80.7%) stopped attending before change was seen. Only 14.1% exited the INP successfully with a normal weight for age and 3.0% deteriorated despite nutrition interventions. Of all children with one or more follow-up visits, 50.4% (119/236) improved from severe malnutrition to underweight or exited at target weight. Conclusions: The follow-up of the children and the monitoring and implementation of the INP are inadequate. There is some evidence that children who attend the INP regularly benefit from the programme. The sectional title industry has been a part of the property landscape in South Africa for almost half a century, and plays a profound role in addressing the housing problem in the country. Stakeholders such as owners and investors in sectional title property are in most cases not directly involved in the management thereof, and place reliance on the audited annual financial statements of bodies corporate for decision-making purposes. Although the industry seems to be highly regulated, the legislation regarding accounting and auditing of sectional title property is vague and ambiguous. Furthermore, there are no industry-specific auditing and accounting standards to guide accounting and auditing practitioners in performing their work and industry financial benchmarks are not readily available. In addition, financial pressure on sectional title schemes is often very high due to the fact that some owners exercise unrealistic pressure to keep monthly levies as low as possible. Very little academic research has been undertaken on the sectional title industry in South Africa from an accounting and auditing perspective. The aim of this article is threefold: Firstly, to discuss the findings of a literature review on uncertainties, ambiguity and confusing aspects in legislation regarding the audit of sectional title property that may cause or increase the audit expectation gap. Secondly, to discuss the empirical findings of accountancy-related aspects of a sample of body corporate financial statements and accompanying audit reports, in order to identify current benchmarks, challenges, trends, deficiencies in reporting and possible norms for the sectional title industry. Specific reference will be made to the difference between the bodies corporate in the Mangaung and Matjhabeng areas. Thirdly, practical recommendations will be made on possibilities of closing the expectation gap, and further research opportunities in this regard will be discussed.

PurposeThe purpose of this paper is to examine the moderating effect of networking ties on the relationship between customer orientation and firm performance.Design/methodology/approachThis study adopted a survey approach to collect data from 251 respondents in the Mangaung Metropolitan Municipality in the Free State province, South Africa. Scales for data collection were operationalised from prior studies. A hierarchical regression analysis was used to examine the moderating effect of networking ties on the relationship between customer orientation and firm performance.FindingsThe results showed that customer orientation had a significant positive association with firm performance, thus supporting the existing calls for examining the unique contributions of customer orientation to firm performance. Furthermore, this study hypothesised that business, political, and social network ties positively moderated this association. However, the results showed that only business and social network ties had a positive and significant moderating effect, with the influence of customer orientation on firm performance being more pronounced for firms with high as opposed to low business and social network ties. Nevertheless, all the three types of network ties showed a positive and significant direct relationship with firm performance, thus supporting the consolidated literature on the positive impact of network ties on firm performance.Practical implicationsThe practical implications are twofold. First, it encourages business owners to develop a customer-oriented approach as a key strategic objective in their pursuit for optimal business performance. Second, business owners and managers should increasingly exploit their business and social network ties to accumulate vital resources for effectively exploiting their customer-oriented capabilities as a means to improve their performance.Originality/valueEven though customer orientation is a valuable internal strategic capability, its benefit on firm performance might be limited in small and medium enterprises (SMEs) when the businesses are unable to respond quickly to customer needs. This is more common when the SME is faced with resource limitations required for exploiting the new market opportunities. However, this study showed that SMEs can mitigate this issue by depending on their business and social network ties for valuable resources to effectively exploit opportunities that emerge from identified customer needs.

Istraživana je opskrbljenost, odnosno količina mikroelemenata: bakar, bor, mangan i cink u tlu, a u lišću jabuka: bakar, bor, mangan, cink i molibden u pet voćnjaka na području Slavonije i Baranje. U voćnjacima podignutim na tlima: lesivirano tipično, smeđe lesivirano, lesivirani pseudoglej na lesu, fluvijalno livadsko tlo i aluvijalno mineralno ne karbonatno, uzgojene su u gustom sklopu u obliku vretenastog grma sorte: Golden Delicious, Fuji, Jonaprinc, i Jonagold supra na podlozi M 9. Sorte jabuka su u dobi pune rodnosti, a postigle su dobru vegetativnu razvijenost. U voćnjacima se provodi intenzivna pomotehnika, agrotehnika i natapanje. Ustanovljeno je da je u svim voćnjacima, odnosno istraživanim tlima do dubine od 0-40 cm, razina bora, odnosno opskrbljenost borom vrlo niska do niska. Količine mangana kreće se u skupini bogate opskrbljenosti, osim u fluvijo livadskom tlu gdje je opskrbljenost niska. Količine bakra i cinka kreću se u skupini dobre opskrbljenosti u lesiviranom pseudogleju na lesu, aluvijalno mineralnom nekarbonatnom i fluvijo livadskom tlu. Opskrbljenost bakrom umjerena je u tipičnom lesiviranom i fluvijo livadskom tlu. Opskrbljenost cinkom niska je u smeđe lesiviranom tlu, a umjerena u fluvijo livadskom tlu. Lišće svih sorti jabuka u voćnjacima, na istraživanim tlima, dobro je opskrbljeno: bakrom, cinkom, manganom i molibdenom, a slabo do srednje borom.

Purpose Social innovation (SI) remains a latent area in the South African local government (LG) sphere despite its growing use in public-sector service delivery globally. This paper aims to investigate the use of SI in the service delivery of LG through a comparison between the City of Ghent (CoG) (Belgium) and the Mangaung Metropolitan Municipality (MMM) (South Africa). Design/methodology/approach Through a comparative case study approach, qualitative research methods were used to both collect and analyze the data. Data collection instruments included document analysis (naturally occurring data), semi-structured interviews (generated data) and focus group discussions (generated data). Findings Although LG is obliged to collaborate with citizens, various factors influence citizens’ ability to make contributions, even when platforms are created. Collaborative initiatives aid in the realization of collective development visions and enhance citizen participation in a more responsive and inclusive approach to service delivery. Collaborations would require citizens and LG officials to be empowered by finding new ways of working together, as well as developing skills. Practical implications Citizens’ participation when SI is used to enhance service delivery should be meticulously planned. Co-producing services require a conducive internal organizational context that advances citizen participation in the governance and decision-making of service delivery, which is likewise optimal for enhancing the use of SI during the respective co-production service delivery stages. Achieving a conducive internal organizational context is influenced by the role of LG officials and politicians in understanding the value proposition of participation in service delivery to citizens. This value proposition is crucial to building and establishing a trust relationship between citizens, LG officials and politicians. Finally, consensus concerning the concept of SI and its use and implementation is important to ensure its consistent use and application by a municipality, and thus calls for further in-depth investigation. Originality/value SI is a nascent area for which the discourse is still under development, and it is a concept that is often the subject of debate in literature. This paper is justified by the fact that the use of SI in the South African LG sphere lags behind the growing use thereof in public-sector service delivery by LGs globally. In addition, the study presents novel insights regarding similarities and differences in the use of SI through a comparison between two LGs, namely, the MMM and the CoG.
