In response to an outbreak of disease of public health importance, a city, county, or state health department can request field epidemiologic assistance from the next higher level public health agency. In the United States, the highest level public health agency is the Centers for Disease Control and Prevention. To ensure smooth communications, planning, and execution of an epidemiologic field investigation, as well as to maintain good relationships from the initiation of the investigation to the final report, several operational aspects should be addressed. Key elements of operationalizing an epidemiologic field investigation include the following: 1) initial request and communications between inviters and invitees and a formal invitation for assistance from an authorized official; 2) clarification of the investigation’s main objectives and roles and responsibilities of those involved; 3) preparation of the field team for departure; 4) initial in-person meeting of the field team with local health officials and collaborators to review and update the situation, review local resources and primary points of contact, and identify a local public information officer; 5) management of field team activities with lists of necessary tasks for team members and frequent communications within the team, between team leader and senior supervisor, and between team and local officials; 6) in-person debriefing meeting with preliminary findings and recommendations by field team before departure; and 7) drafting of the final report with full findings and recommendations. Field investigations will proceed more smoothly and productively if both inviters and invitees adequately address key operational aspects before, during, and after the investigation.

Most estimators are trained with, and are used to, manual and Computer-Aided Design and Drafting (CADD) two dimensional (2D) drawings. The spatio-temporal limitations of these designs complicate information management, estimators’ judgments, speed and accuracy. In addition, conventional estimating practices also need to cater to the nuances of diverse standard methods of measurements (SMM) and unstable market conditions. Building Information Modeling (BIM) promises major improvements that overcome the limitations of conventional 2D methods in both design and construction processes. It provides platforms for value integration, robust information sources, simultaneous access to design database, automated quantification, project visualization and simulation, among others capabilities. These capabilities facilitate accuracy, objective risk assessment, comprehensive information management and early integration of cost management principles during design. Arguably, the uptake of Information Technology (IT) in construction is increasing and this discipline-specific study on BIM highlights its considerable potential for improving professional service delivery. Consequently, the integration of BIM and process driven Computer-Aided Estimating (CAE) tools and applications provide robust opportunities for process improvement in Architectural, Engineering, Construction and Facilities Management (AECFM) industries. As part of a research initiative, this chapter reviews the impacts of BIM on cost estimating procedures. In a bid to develop a conceptual framework for underpinning BIM-propelled changes in estimating practice, CAE applications are categorized and compared. Moreover, some features for producing automated quantities from BIMs are compared with provisions of SMM used by estimators. The research concludes with recommendations about the capacity of BIM to revolutionize construction procurement and systems.

In past decades, for developing a site, engineers used the process of creating a scale model in order to determine their behaviour and to sketch the details collected manually using the drafting process, which behaves as a referring material during the construction of structures. Due to the boom in technology and limitations in drafting, the drawings have been digitized using computer-aided design (CAD) software as a two-dimensional structure (2D). Currently, these drawings are detailed as a three-dimensional structure (3D) that is briefly noted as 3D modelling. Three-dimensional site modelling is an active area that is involved in research and development of models in several fields that has been originated from the scale modelling. In this chapter, the topic 3D site modelling in civil engineering is discussed. First of all, the basic concepts of scale modelling, architectural modelling, and structural modelling are discussed. Then the concept of virtual-based 3D site modelling, its importance, benefits, and steps involved in site modelling are briefed.

This chapter examines how political interests in Mindanao and in Manila have made it difficult to resolve the territorial cleavage in southern Philippines, even though the 1987 Constitution envisioned Muslim autonomy within the unitary republic. It first provides a historical background on the Muslim insurgency in Mindanao, led by the Moro National Liberation Front (MNLF) and later, the Moro Islamic Liberation Front (MILF). It also considers the 1976 Tripoli agreement signed under martial law, the drafting of the 1987 Constitution, and the creation of the Autonomous Region of Muslim Mindanao in 1989. It goes on to describe the period of constitutional engagement and more specifically, the “constitutional moment” for resolving the Mindanao question that began in mid-2010. Finally, it analyzes the outcome of the peace talks between the government and the Moro insurgents, along with some of significant the lessons that can be drawn from the experience.
