RÉSUMÉLes objectifs de cette étude étaient de comparer la participation selon les moyens de transport utilisés, et d’estimer l’association entre le transport, les facteurs personnels et environnementaux avec la participation chez les personnes âgées habitant dans la communauté. Les participants incluaient 90 adultes âgés de 65 ans et plus (moyenne d’âge = 76.3 ans ; ET = 7.7). Ils étaient classifiés selon le moyen de transport utilisé le plus souvent: conducteur, passager, transport en commun, marche, ou transport adapté/taxi. La participation a été mesuré avec le « Craig Handicap Assessment and Reporting Technique (CHART) » et le « Nottingham Leisure Questionnaire (NLQ) ». Somme toute, les résultats ont indiqué que les conducteurs, utilisateurs de transport en commun et ceux qui utilisaient la marche avaient des niveaux de participation plus élevés comparativement aux passagers et utilisateurs de transport adapté/taxi. Cette étude suggère que les cliniciens devraient considérer l’utilisation du transport chez les personnes âgées afin d’encourager et de maximiser leur participation.

Résumé Peu de recherches traitent de la mobilité quotidienne des adolescents en lien avec les caractéristiques du milieu résidentiel et la localisation du milieu scolaire. Cette étude qualitative analyse les pratiques de déplacements de 30 adolescents résidant dans la périphérie de la communauté métropolitaine de Québec, ainsi que les significations qui leur sont attachées. Les résultats confirment une mobilité quotidienne dépendante de l’accompagnement automobile par les parents, mais aussi de l’autobus scolaire. En effet, les longues distances à parcourir dues à la dispersion sur le territoire des commerces, des équipements et des services excluent presque systématiquement le recours à la marche et au vélo utilitaires, alors que l’absence ou l’inefficacité du service décourage le recours au transport en commun. Les conséquences potentielles de cette mobilité dépendante sur le développement et les habitudes de vie des adolescents sont discutées en conclusion, en lien avec des pistes additionnelles de recherche.

En 1966, deux nouveaux médias littéraires sont créés: d'abord, La Quinzaine littéraire de Maurice Nadeau et François Erval paraît pour la première fois le 15 mars; ensuite, le Magazine littéraire est édité début novembre sous l'impulsion de Guy Sitbon et François Bott. Ces deux instruments médiatiques émergent alors qu'un nouveau contexte intellectuel se dessine: les théories du texte secouent le monde littéraire des années 1960 tandis qu'une profonde transformation de l'enseignement supérieur est en marche. Notre article propose une réflexion sur l'inscription de La Quinzaine et du Magazine dans un système médiatique commun et met au jour les singularités des deux objets de presse. La conquête d'un territoire médiatique déjà occupé par d'autres périodiques littéraires relève de stratégies éditoriales et démarches intellectuelles différentes selon qu'il s'agit de La Quinzaine ou du Magazine. Nous nous sommes également intéressée aux relations qui se nouent entre ces deux périodiques et les milieux éditorial et culturel français.

Les instruments juridiques necessaires a la mise en place du marcher commun de la radiodiffusion existent. Ce marche fut constitue avec desdecennies de retard sur l'objectif fixe des 1957 par le traite cee. Ce nouveau marche commun est special. Le particularisme tient au caractere culturel de la matiere et au controle que les etats entendent conserver sur la television. Trois domaines sont etudies. Dans le cadre de l'acces au marche de la radiodiffusion, apres avoir examine l'environnement conventionnel international, il s'est agi de s'interroger sur les libertes communautaires et la radiodiffusion. Le second axe d'etude est relatif aux activites de radiodiffusion. Y sont observees la reglementation de l'activite et la politique audiovisuelle d'accompagnement. Le dernier mouvement concerne la mise en concurrence des radiodiffuseurs. Apres avoir defini le cadre concurrenciel de la radiodiffusion, deux domaines sont examines, la question du financement de la radiodiffusion et celle du comportement concurrentiel des radiodiffuseurs
The legal instruments necessary to the setting up of the broadcasting common market do exist. This market was established decades later than the goal already formulated in the eec treaty of 1957. This new common market is particular. Its specificity results from the cultural nature of the subject and the control that the states want to keep over television. Three fields are studied. In the case of the access to the broadcasting market, after examining the conventional international environment, it was necessary to wonder about community liberties and broadcasting. The second part of this study is related to broadcasting activities. The regulation of this activity and the associated audiovisual policy are pointed out there. The last part concerns the competition between broadcasters. After defining the competitive aspect of broadcasting, two themes are examined : the question of broadcasting financing and that of broadcasters' competitive behaviour

L'objet de cette recherche est de montrer, au travers d'une approche a la fois theorique et empirique, comment la dynamique des interdependances economiques globales defait les synergies locales ou regionales de developpement, par trois principaux processus : la transnationalisation des firmes, l'echange intra-branche et l'echange international. Notre etude de la theorie pure du commerce international nous permet de relever les insuffisances des fondements traditionnels ou recents des specialisations internationales et de proposer de nouveaux concepts et outils d'analyse plus adaptes a la dynamique et a la nature du commerce entre nations, en general, et aux economies ouest africaines, en particulier. Plus qu'un ensemble de filieres de production (dipp), l'economie mondiale se presente comme une chaine de reseaux de processus de production circulaires ininterrompus. Sur ces divisions internationales des processus productifs circulaires (dippc), il y a une bipolarisation entre la hierarchisation des avantages comparatifs et le nivea u de developpement economique des pays commercants. Nos etudes empiriques mettent en evidence les liens etroits existant entre cette bipolarisation et les gains a l'echange des nations co-echangistes. Ainsi, plus un pays se situe en aval d'une dipp plus ses productions nettes tendent a etre positives. Les pays ouest africains etant, pour la plupart, situes au debut des divisions internationales des processus productifs circulaires et en deca de leur segment "se" de specialisation productive efficace, leurs strategies de developpement ne peuvent conduire qu'a des resultats sous-optimaux. Finalement, conscient du fait qu'un desequilibre dans les differents facteurs fixateurs des activites de production et de consommation dans l'espace mondial ne peut conduire vers un optimum spatial, nous concluons que, seule une action volontaire de rupture provisoire et partielle des itnerdependances economiques globales par la creation d'une veritable synergie regionale, est en mesure d'arreter ou de limiter la degenerescence des avantages comparatifs ouest africains
The aim of this paper is to show, through an approach, at the same time theoretical and empirical, how the dynamic of global economic interdependencies are undoing local or regional synergies of development, by three main processes the firm's transnationalization, the intra-branch exchanges and the international trade. Our study of the pure theory of international trade enables us to point out the inadequacies in traditional or recent foundations of international specializations and to suggest the new concepts and tools of analysis more fitted to the dynamic and the nature of the trade between nations, broadly speaking, and to west african economies, especially. More t han a set of production channels, the world economy appears as a shackles system of circular uninterrupted processes of productions. On these international segmentations of productive processes, there's a dichotomy in the grading of comparative advantages and the level of economic development of trading countries. Our empirical studies bring to the fore the tight links between the dichotomy and the exchange profits of trading countries. Thus, a country is more situated on the downstream side of international segementations of productive processes, moreover its algebraic sums of productions stretch to be positive. As most west african countries are situated at the beginnings of international segmentations of productive processes and at this side of their segment "se" of effective productive specialization, their development strategies are logically leading to non-optimal results. Finally conscious of the fact that an imbalance in the different fixer factors of production or consumption activities in the world space can't lead to spacial optimum, we conclude that only a voluntary action of temporary and partial break-up of global economic interdependencies by the creation of a real regional synergy can stop or bound the degenerat ion of west african comparative advantages

L'union europeenne dispose du 4eme reseau de voies navigables du monde. Ce reseau s'organise principalement autour de l'axe rhenan qui, a lui seul assure plus de la moitie du trafic. Les pays du benelux et l'allemagne recourent largement a ce mode. Leur reseau a grand gabarit est parfaitement interconnecte a celui de l'union et connait une constante expansion comme l'atteste l'ouverture de la liaison rhin-main-danube. Il vit egalement en osmose avec les grands ports de la northern range dont il est l'auxiliaire. Il n'en est pas de meme du reseau francais constitue en realite de plusieurs reseaux fragmentes aux flottes captives hormis celle de la moselle et du rhin. La france tourne le dos a l'europe et souffre de l'absence de grandes liaisons inter-bassins d'autant plus que les voies existantes manquent d'homogeneite. Il n'est pas surprenant que le trafic decline. Devant l'inaction de la commission europeenne, le parlement europeen en mai 1985 la contraignit a s'engager dans une politique d'harmonisation et d'homogeneisation du reseau. The european waterway system is the fourth in the world. Inland waterways, rivers and canals are vital economic arteries connecting land locked countries to main ports, european union and the world. Despite competition from railways and trucks, union's waterways carry some 9. 5% of all goods trafic, a half of it being shipped up and down the rhine river, the principal inland waterway system. Besides the rhine system, the european connected waterway includes three other major waterways: the west-east systems, the north-south system and the south-east system. The rhine-main-danube links northern europe to the black sea. This connexion opens new markets for east and west alike. The dutch, the germans and the belgians pay attention to their waterways. The dutchwaterways convey 54. 4% of all goods traffic. France's share is only 4% | among the reasons for franc's sinking feeling : canals and rivers are neither wide nordeep enough. Cette thèse s’inscrit dans le champ de l’aménagement urbain orienté vers le transport collectif (TC). Elle focalise sur deux contextes culturels différents, celui de la République tchèque et celui de la France, au sein desquels, néanmoins, les enjeux de promouvoir les TC sont partagés aujourd’hui, dans le cadre de la recherche d’un développement urbain durable. A l’échelle de quartier urbain, le travail s’intéresse, à part la densité et la mixité urbaine, plus particulièrement à des caractéristiques de l’accessibilité piétonne aux stations. A cette fin, des démarches originales d’appréciation qualitative et quantitative sont proposées. Les points forts et les points faibles marqués dans chacun des contextes ainsi que les potentiels de transférabilité réciproque de bonnes pratiques sont enfin considérés
My work explores transit-oriented development within two different cultures, France and the Czech Republic, which nevertheless have significant factors in common with regard to the goal of promoting the modal share of mass transit from a sustainable urban development perspective. Besides the basic urban variables, such as density and functional mix, our work attempts to explore characteristics of pedestrian accessibility, all these at the neighbourhood scale around the stations. For the appreciation, original qualitative and quantitative approach to the appreciation are proposed. The strengths and weaknesses on each side and the potential for reciprocal transfer of best-practices are finally considered

Cette these etudie l'influence sur l'information revelee par les prix de l'aptitude des agents a coordonner leurs decisions. La coordination (ou son echec) resulte d'un apprentissage divinatoire consistant en l'elimination iteree des strategies dominees, c'est-a-dire en l'exploitation par chaque agent de la connaissance commune (tout le monde sait x, tout le monde sait que tout le monde sait jc, etc. ) de la rationalite de tous et de l'economie. Il s'agit donc dans une economie d'echanges a une periode, de l'application d'une hypothese de rationalite individuelle portee a sa limite. L'apprentissage divinatoire repose sur un raisonnement strategique dans un jeu d'exces de demande, et pas sur un tatonnement progressif ni sur l'accumulation d'observations. Il reussit lorsqu'une seule solution est compatible avec la double hypothese de connaissance commune. Cette solution est alors par construction un equilibre a anticipations rationnelles (ear) qui est l'equilibre traditionnel dans le cadre concurrentiel en information asymetrique. La reussite de la coordination definit ainsi un critere de robustesse d'un ear qui s'ajoute aux critiques existantes de l'ear. En particulier, les solutions de l'apprentissage s'apparentent a des variantes de l'ear et sa reussite suppose l'existence d'un fondement strategique de l'ear, dont on sait bien qu'il n'existe pas toujours dans le jeu d'exces de demande. Apres un rappel des principaux resultats du modele d'ear, on montre, dans deux modeles simples d'echange d'un actif risque possedant un unique ear, que l'apprentissage reussit si et seulement si tous les agents ont une information privee "de meilleure qualite" que celle revelee par le prix de l'ear. Ces conditions donnent une justification theorique a l'influence sur l'information revelee par les prix de la confiance des agents dans leur information privee et de la sensibilite de leur demande a leur anticipation de la demande agregee
This thesis studies the influence on the information revealed by prices of agents'abilities to coordinate their decisions. Coordination (or its failure) results from an eductive learning consisting in iterated deletion of dominated strategies, i. E. The use by every agent of a common knowledge assumption (everyone knows x, everyone knows every one knows x, etc. ) of everyone's rationality and of economy. This is, in a one period exchange economy, application of an individual rationality hypothesis pushed to its limit. Eductive learning relies on strategic reasoning in an excess demand game and neither on a progressive tatonnement nor on accumulation of observations. It is successful whenever a unique solution is compatible with the common knowledge hypothesis. This solution is then by definition of the learning process a rational expectations equilibrium (ree) that is the traditional equilibrium in a competitive framework with asymmetric information. Coordination's success defines a robustness criterion for ree that contributes to existing ree criticisms. In particular, the solutions of learning look like some ree alternative definitions and its success requires existence of strategic foundations of ree, that is well known not always to exist in an excess demand game. After reviewing the main results in the ree model, one shows, in two simple models of exchange of one risky asset possessing a unique ree, that learning is successful if and only if every agent has a private information of "greater quality" than the one revealed by ree prices. These conditions give a theoretical justification for the influence on information revealed by prices of confidence in private information and of demand's sensitivity to expected aggregate demand

L'Afrique doit vivre au rythme de la mondialisation, sinon, dit-on, elle courrait le risque de se marginaliser, alors qu'elle dispose des outils pour cette adaptation. A cet effet, elle doit lutter contre la fragmentation de ses marchés et se construire des espaces régionaux supranationaux. Dans cette optique, l'intégration économique a été choisie par les Etats de l'Afrique de l'Ouest comme une voie de développement, car le cadre d'un marché unifié permet d'éliminer les rentes monopolistiques. Les Etats africains engagés dans ce processus d'intégration dépassent le cadre restreint de leurs marchés confinés, en vue de la création d'un espace commun de libre concurrence. Toutefois, le jeu de cette libre concurrence peut être faussé par certaines pratiques anticoncurrentielles, qu'il faut donc réglementer. L'avènement d'un environnement concurrentiel, principal objectif des organisations d'intégration ouest-africaines que sont l'UEMOA et la CEDEAO, ne sera donc possible qu'au moyen de règles conduisant à une concurrence effective. L'effectivité d'un droit communautaire de la concurrence dépendra essentiellement de sa mise en œuvre et de sa cohérence avec le cadre économique dans lequel s'exerce la liberté de concurrence, c'est-à-dire le Marché commun. Par la mise en œuvre d'une politique de concurrence et la mise en place de politiques économiques efficaces pour le fonctionnement du Marché commun, l'Afrique de l'Ouest parviendra au développent économique. La thèse met en évidence la nécessaire interaction entre l'efficience du Marché commun et la politique régionale de concurrence en Afrique de l'Ouest, à travers les instruments de construction du Marché et les instruments de la protection de la concurrence
Africa should live in the frame of globalization. Otherwise it could be pushed off despite it owns proper tools for such an adaptation. Africa should wrestle against markets segmentations and built up supranational economic areas. In this aim economical integration, has been set up by western African countries as a way for development, in as the frame of a single markets allows elimination of monopolies. African states involved in this integration process overcome the restricted areas in the view to create a free competition space. Nevertheless, this free competition might be disturbed by anti-competition practices, to be regulated. Coming to a competitive surrounding, main target for West African unions (such as UEMOA and CEDEAO), won't be affordable apart from adopting rules leading to a true competition. Effectiveness of community competition law will be mainly linked to its implementation and its cohesion with the economical frame where is applied the free competition i.e the common market. Western Africa will reach economic development by setting up a competition policy and economical efficient policy. The thesis underlines the necessary interaction between un efficient common market and original competitions policy in western Africa thru legal instruments for building up the markets and competition protection

AbstractLike many other countries, the Netherlands shut down large parts of economic and social life in the spring of 2020 in response to the COVID-19 pandemic. Between late March and early May, schools and childcare facilities as well as restaurants, cafes, and bars were shut down; contact-related occupations were closed; gatherings were prohibited; and employees were advised to work from home as much as possible. While these regulations represented a sharp cut in individuals’ personal lives, they were more relaxed in the Netherlands than in many other European countries. At the same time, the Netherlands has enacted large-scale economic relief programs.This chapter gives an overview of how labor supply and well-being have changed in the Netherlands in the early stage of the COVID-19 pandemic. We show that changes in the labor market have affected different groups of people differently and we discuss reasons for these differences. In addition, we illustrate how the consequences of the lockdown have altered the well-being of Dutch workers.

Allegedly, it concerns a man who is placed in isolation in the Elisabeth-Tweesteden hospital in Tilburg.This is where the story of our book starts. The hospital mentioned by the minister is hardly a kilometer away from our university, Tilburg University. Things now start to develop quickly. During several weeks, the region of Tilburg becomes the “Corona Capital” of the Netherlands in terms of the number of people infected. On March 18, Minister Bruno Bruins collapses due to exhaustion during a debate in the Government’s House of Representatives. The following day, he resigns and soon after is temporarily replaced by a politician of a party that is not part of the current political coalition. Two days earlier, the country had gone into a lockdown after a historical speech of Dutch Prime Minister Mark Rutte.

AbstractNursing homes aim to provide person-centered care and recognize residents as unique individuals with their own histories, life goals, and preferences. The life expectancy of nursing home residents is rather limited. Nursing homes have been hit hard by COVID-19 because of an increased risk of death and a total nursing home lockdown from March 19 until the end of May 2020. Although social relationships are a basic human need and the fulfillment of social needs is essential for both physical and mental health, nursing home residents were no longer allowed to meet their loved ones. This decision was taken without involving residents and their loved ones and without considering the psychosocial impact of such measures for residents and their loved ones. When visitors were again allowed in the nursing homes, this was valued highly. To enable decent decision-making, we call both the government and nursing homes to involve residents and their families in decision-making. It is essential to know how residents weigh the risk of a COVID-19 infection and the possible implication of them opposing social isolation. We have to adapt to a new common and need to stop talking about residents and their loved ones and start talking with them.

The Qatari marine environment is endangered due to high industrial expansion and anthropogenic pressure over the last few decades. The presence of common contaminants such as total petroleum hydrocarbons (TPHs) and polycyclic aromatic hydrocarbons (PAHs) is a threat to the marine environment. The aim of this study is to determine the environmental threats and risks posed by organic contaminants to Qatar’s marine environment using pearl oyster ‘Pinctada Radiata’ as the indicator study organism. The samples (marine sediment, seawater, and oysters) were collected four times within two years in different seasons from the four sites (Simaisma, Al Khor, Umm Bab, and Al Wakra), on March 2017, December 2017, May 2018, and November 2018. A total of 144 samples were analyzed, 48 samples of seawater, 48 samples of sediment and 48 samples of oysters. Levels of organic contaminants (TPHs and PAHs) were quantified in seawater, marine sediment and oyster tissues (P. radiata). In addition, the TOC and particle sizes were measured in abiotic matrices as well as the temperature, salinity, and pH of seawater in the study areas. Overall, the organic contaminants (TPHs and PAHs) were more readily detected in oyster tissue samples than marine sediment and seawater samples collected from the same areas. The surface seawater samples showed negligible levels of PAHs, while TPHs were ranged from 1.164 to 271.77 μg/L. The concentration of TPHs and PAHs in surface marine sediment were ranged between (75.02 -1751.82) and (4.25 - 36.73) μg/kg dry weight respectively. In oyster tissue samples, the level of TPHs was ranged from 633.33 to 6666.67 μg/kg dry weight, with the highest concentrations measured in Simaisma, while PAHs concentration showed an extreme variation from 25.90 to 2244.03μg/kg dry weight. The present study could, however, provide useful background information for further investigations to understand the presence of organic contaminants in Qatar’s marine environment.

The aim of this paper was to analyze the degree of fragmentation of the checkerboard of land ownership to determine a priority ranking of areas intended for land consolidation in the commune of Białaczów, the Łódz Province (Voivodeship). For a village to be qualified for land consolidation, according to the Act of 26 March 1982 on the Consolidation and Exchange of Land (Official Journal of Laws of 2003, no 178, item 1749, as amended), more than 50% of land owner signatures have to be obtained. On the other hand, the guiding principle for the qualification of a village for a land merger, within the framework of a consolidation program, is that the highest percentage of owners accede to the program. A common obstacle to collecting signatures from landowners is that some of them live outside the village concerned (non-resident owners). The aim of this article was to identify those villages in which land consolidation was an urgent priority.

To help determine the measurable impact of counterterrorism laws on humanitarian action, the Counterterrorism and Humanitarian Engagement (CHE) Project at the Harvard Law School Program on International Law and Armed Conflict collected data from humanitarian actors demonstrating the impact (or lack thereof) of counterterrorism laws and regulations on humanitarian organizations and their work. The Pilot Empirical Survey Study on the Impact of Counterterrorism Measures on Humanitarian Action (by Jessica S. Burniske and Naz K. Modirzadeh, March 2017) captures the resulting initial attempt at a pilot empirical study in this domain. Modirzadeh wrote a Comment on the Study (March 2017). That Comment raises considerations for states and donors, for humanitarian organizations, and for researchers.

While terrestrial and geological storage would be governed under the framework of national property rights, marine storage implies that carbon is transferred from one global common, the atmosphere, to another global common, the ocean, in particular if storage exceeds beyond coastal applications. This paper investigates the option of carbon dioxide removal (CDR) and storage in different (marine) reservoir types in an analytic climate-economy model, and derives implications for optimal mitigation efforts and CDR deployment. We show that the introduction of CDR lowers net energy input and net emissions over the entire time path. Furthermore, CDR affects the Social Cost of Carbon (SCC) via changes in total economic output but leaves the analytic structure of the SCC unchanged. In the first years after CDR becomes available the SCC is lower and in later years it is higher compared to a standard climate-economy model. Carbon dioxide emissions are first higher and then lower relative to a world without CDR. The paper provides the basis for the analysis of decentralized and potentially non-cooperative CDR policies.
