Abstract:
Automotive sales industries and businesses are businesses that have a great contribution to economic growth in the country. Competition in the automotive sales business is also getting higher so it requires the need for the right business strategy to survive and grow. Most of these automotive businesses have utilized Information Technology (IT) to support their operations. However, the capability in planning, managing and implementing Information Systems and Information Technology (SI/IT) that is linked to the company's business strategy has not been fully implemented. Therefore, Strategic Planning of Information Systems is currently one of the keys in achieving the company's goals that must be aligned with the business strategy set by the company. The role of SI/IT should not only be an operational automation tool but more than that as an organizational key enabler. The study was conducted for modeling SI/IT strategy plan based on Hyundai's business strategy using Ward & Peppard methodology, analysis with SWOT, Value Chain, Five Force which then mapped into Critical Succes Factor to obtain possible SI/IT strategies. Persaingan pada bisnis penjualan otomotif juga makin tinggi sehingga membutuhkan kebutuhan strategi bisnis yang tepat untuk bertahan dan tumbuh berkembang. Sebagian besar bisnis otomotif ini telah memanfaatkan Teknologi Informasi (TI) untuk menunjang operasionalnya. Namun kemampuan dalam perencanaan, pengelolaan serta implementasi Sistem Informasi dan Teknologi Informasi (SI/TI) yang dihubungkan dengan strategi bisnis perusahaan masih belum diterapkan sepenuhnya. Untuk itu Perencanaan Strategis Sistem Informasi saat ini merupakan salah satu kunci dalam pencapaian sasaran perusahaan yang harus diselaraskan dengan strategi bisnis yang ditetapkan oleh perusahaan. Peranan SI/TI yang ada sebaiknya tidak hanya sebagai alat otomasi operasional namun lebih dari itu sebagai key enabler organisasi. Kajian yang dilakukan untuk pemodelan rencana strategi SI/TI berdasar strategi bisnis Hyundai dengan menggunakan metodologi Ward & Peppard, analisis dengan SWOT, Value Chain, Five Force yang kemudian dipetakan ke dalam Critical Succes Factor untuk mendapatkan strategi-strategi SI/TI yang memungkinkan. <p>ABSTRACT<br />Cluster model in fisheries industry base on leading commodity is a policies initiated by the Ministry of Fisheries and Marine Affairs to promote the accelerated development of marine and fisheries sector. Palabuhanratu is one of the areas designated as fisheries industry cluster development. The successful development of the program needs to be evaluated by measurable indicators. This study aims to formulate strategic goals as a measure of the success of the development model of capture fisheries industrial clusters in Palabuhanratu. SWOT analysis and balanced scorecard are used to formulate a strategy and a benchmark for the success of the program. The study states that the strategic objectives of capture fisheries industry cluster development in Palabuhanratu should be able to synergize the interests of actors and interests among sectors in order to create industries competitiveness and productiveness. Factors of successinclude8 strategic targets with 17 benchmarks are covered in 4 perspectives: customer and stakeholder perspective, financial, internal business and institutional perspective. Palabuhanratu merupakan salah satu lokasi yang ditetapkan sebagai kawasan pengembangan kluster industri perikanan tangkap. Keberhasilan pengembangan program perlu dievaluasi melalui indikator yang terukur. Penelitian ini bertujuan untuk memformulasikan sasaran strategis sebagai tolok ukur keberhasilan pengembangan model kluster industri perikanan tangkap di Palabuhanratu. Analisis SWOT dan balanced scorecard digunakan untuk merumuskan strategi dan tolok ukur keberhasilan program. Hasil penelitian menyatakan bahwa sasaran strategis pengembangan kluster industri perikanan tangkap di Palabuhanratu harus dapat mensinergikan kepentingan para pelaku dan kepentingan antar sektor untuk dapat menciptakan industri yang memiliki daya saing dan produktif. Faktor keberhasilan mencakup 8 sasaran strategis, dengan 17 tolok ukur keberhasilan yang tercakup dalam 4 perspektif yaitu perpektif pelanggan dan stakeholder, keuangan, bisnis internal dan perspektif kelembagaan. Abstract:
The potential of resources and the development of environmental services have not been utilized optimally so that an effort to integrate management in terms of ecology and economy based on tourism fish farming is needed. The research to analyse suitability and carryng capacity as well as to formulate the strategy and development priority for marine fisheries tourism of floating cage. This research was conducted on November 2017 to February 2018 at Amahai coastal water. Primary data was collected through direct observation at 10 stations while secondary data was obtained from literature. Suitability was analysed by using region suitability matrix while carrying capacity was calculated based on PPLKPL-KLH/FPIK-IPB. Arrangement of strategic factors was based on SWOT matrix and then analysed by using TOWS while priority of development strategy was analysed by using Analytical Hierarchy Process. The result showed that all stations were suitable for marine fisheries tourirsm of floating cage with the percentage ranged from 95.09% (stations 6, 8, 9) to 100% (stations 1-5, 7, 10). However, based on carrying capacity, there were only six groups of floating cage with total area of 0.45 ha for each group. There were 14 strategies and nine priorities to develop marine fisheries tourism of floating cage in the region of Amahai. Tujuan penelitian yaitu menganalisis kesesuaian kawasan, daya dukung kawasan, serta menformulasikan strategi dan prioritas pengembangan untuk kawasan minawisata bahari kategori KJA di Negeri Amahai. Penelitian ini berlangsung pada bulan November 2017-Februari 2018 di pesisir Negeri Amahai. Pengumpulan data berupa data primer dan data sekunder. Analisis data untuk kesesuaian menggunakan matriks kesesuaian kawasan minawisata bahari kategori KJA, sedangkan perhitungan daya dukung merujuk pada PPLKPL-KLH/FPIK-IPB. Penyusunan faktor-faktor strategis menggunakan matriks SWOT, kemudian dianalisis dengan TOWS, sedangkan untuk menyusun prioritas strategi pengembangan menggunakan analisis AHP. Hasil perhitungan menunjukkan bahwa nilai indeks kesesuaian minawisata bahari kategori KJA pada stasiun 1 sampai 5,7 dan 10 sebesar 100% (sesuai), sedangkan pada stasiun 6, 8, dan 9 sebesar 95,09% (sesuai). Berdasarkan daya dukung kawasan minawisata bahari kategori KJA diperoleh sebanyak 6 kelompok dengan areal 0,45 ha. Terdapat 14 strategi dan 9 prioritas untuk mengembangkan kawasan minawisata bahari kategori KJA di Negeri Amahai.

<p>Kebijakan pembangunan kemandirian dalam budidaya perikanan dan membangun kemandirian pulau-pulau kecil merupakan kebijakan program Kementerian Kelautan dan Perikanan dalam mendukung poros maritim nasional. Pulau Sebatik di Kabupaten Nunukan memiliki potensi sumberdaya pesisir dan laut cukup besar untuk dikembangkan diantaranya potensi pengembangan budidaya laut, terutama budidaya rumput laut. Penelitian ini bertujuan untuk mengevaluasi kondisi dan langkah-langkah strategis pengembangan budidaya rumput laut di Pulau Sebatik, Kabupaten Nunukan Provinsi Kalimantan Utara. Data dan informasi dikumpulkan melalui media diskusi (Focus Group Discussion/FGD), kunjungan ke lokasi pengembangan budidaya rumput laut, dan data sekunder. Data dianalisis secara deskriptif dengan memberikan opsi-opsi kebijakan pengembangan budidaya rumput laut. Pengembangan budidaya rumput laut di Kabupaten Nunukan cukup berkembang dengan pusat kawasan pengembangannya di Kecamatan Nunukan Selatan. Kappaphycus alvarezii (cottonii) merupakan jenis yang umumnya dibudidayakan dengan metode longline. Dalam tulisan ini, potensi, permasalahan, dan strategi pengembangan budidaya rumput laut yang teridentifikasi di lokasi penelitian dibahas secara komprehensif.</p><p>Policy on aquaculture development in the small and the most outer islands is a strategic program from Ministry of Marine Affair and Fisheries to support national maritime shaft. Sebatik Island in Nunukan Regency has a large potential of coastal and marine resources to be developed include the development of marine aquaculture, especially seaweed culture. This study aimed to evaluate condition and strategic steps in the development of seaweed aquaculture in Sebatik Island, Nunukan Regency North Kalimantan Province. Data and information collected through Focus Group Discussion (FGD), field visit to seaweed aquaculture areas, and secondary data. Data were analyzed descriptively by presenting policy options for seaweed aquaculture development. Marine aquaculture especillay seaweed culture was well developed in Nunukan Regency, which was mainly concentrated in South Nunukan. Kappaphycus alvarezii (cottonii) is the main species cultivated in this region by using long line method. In this paper, the potential, problems and development strategy of seaweed cultivation were identified and discussed comprehensively.</p>

Abstract This article seeks to analyze the factors constraining the development of strategic marine emerging industries and the deficiencies in China’s strategic marine emerging industry development policies. Learn from the successful experiences of overseas strategic marine emerging industry development policies. We will study and construct a policy framework for the development of strategic marine emerging industries in the new era, guided by the scientific concept of development and enhanced by the capacity of independent innovation. Provide policy recommendations for actively promoting the development of strategic marine emerging industries. At the same time, it provides theoretical and methodological reference for the formulation and implementation of China’s strategic marine emerging industry policies. On the basis of reviewing relevant theories of industrial policy, this article first defines China’s strategic emerging industries and clarifies the connotation of China’s strategic marine emerging industry development policies. Then, the paper conducts detailed analysis on the development policies of strategic marine emerging industries at home and abroad, and summarizes the experience of overseas strategic development policies for marine emerging industries. Finally, combining the above-mentioned comprehensive analysis, with the guidance of the scientific concept of development, the development strategy and concrete development policy of China’s strategic emerging industries in the ocean are proposed.

Abstract:
The Marine Strategy Framework Directive adopted in 2008 aims to achieve Good Environmental Status (GES) of the EU’s marine waters by 2020 and to protect the resource base upon which marinerelated economic and social activities depend. To that end each Member State is required to develop its Marine Strategy, keep it up-to-date and have it reviewed every 6 years. The Republic of Croatia has by mid-2019 not adopted its national strategic document. The paper analyses the chronology, content of EU official country reports on marine environment, possible obstacles in adoption procedure and presents proposal for more efficient approach to protecting the Adriatic Sea. Marine spatial planning is also considered key instrument for managing the conflicts resulting from the increasing utilization and industrialization of the world’s seas and oceans. The process of national marine policy adoption should be made more clear and transparent to general public which is at the same time the public concerned, and to expert community. Strategic vision can only be built on knowledge, education and awareness of wider public.

It used a multi criteria analysis technique consisting of absolute policies, scoring/weighting, and agreement of the parties. The results of the analysis of marine space pattern for national strategic and important value consisted of public areas (tourism, ports, fisheries ports,and energy management) and conservation areas including marine conservation areas for coastal and small Islands, and Komodo National Park which are the core of the National Strategic Area, and the SeaLanes. The analysis of national important and strategic values suggested marine spatial planning that aims to: (i) develop protection and conservation of the Komodo National Park and marine conservationareas; and (ii) establish competitive region based on management of sustainable marine resources and tourism for the welfare of the community. Sebagai responden dipilih sejumlah 100 orang wisatawan dan 100 orang masyarakat dipilih dari empat objek yaitu Pantai Mutun, Pantai Klara, Pantai Sari Ringgung dan Pulau Pahawang. Data dikumpulkan dengan melakukan wawancara dan observasi. Analisis potensi dan daya tarik wisata alam menggunakan pedoman Analisis Daerah Operasi–Objek dan Daya tarik Wisata Alam (ADO-ODTWA). Analisis SWOT digunakan untuk menentukan strategi pengembangan ekowisata dan AHP untuk menentukan tingkat priorotas strategi pengembangan ekowisata. Hasil penelitian adalah bahwa Kecamatan Padang Cermin Kabupaten Pesawaran memiliki potensi yang sangat sesuai untuk pengembangan ekowisata bahari dan disetujui masyarakat setempat. Persepsi wisatawan terhadap potensi objek ekowisata bahari dari aspek ketersediaan fasilitas dan sarana prasarana penunjang masih rendah. Beberapa prioritas strategi pengembangan ekowisata bahari telah dibahas pada aspek ekologi sosial, dan ekonomi. The research objectives are to identify the potential of existing marine tourism attractions, finding out the perceptions of tourists and public participation in the development of ecotourism from social, economic and environmental aspects, and to formulate a marine ecotourism development strategy that is in accordance with the potential of marine tourism attractions and its market potential. As respondents, 100 tourists were selected and 100 people were selected from four objects, namely Mutun Beach, Klara Beach, Sari Rutut Beach and Pahawang Island. Data collecting was conducted using interview and observation. Data was collected by interview and observation. Analysis potential and attractive ecotourism used the orientation of operation area analysis object and motivation ecotourism. SWOT analysis was used to determine development strategy of ecotourism and AHP is used to determine the priority level of ecotourism development strategy. The result showed that Padang Cermin District, Pesawaran Regency, has a very suitable potential for the development of marine ecotourism and has been approved by the local community. The perception of tourists about the potential objects of marine ecotourism from the aspect of the availability of supporting facilities and infrastructure is still low. Several priority strategies for developing marine ecotourism have been discussed in the aspects of social and economic ecology.

As Namibia implements the strategy of expanding its ports to achieve the strategic goal of becoming the regional logistics hub of choice, a clear and urgent need exists to upskill pilots. To that end, this article examines the Namibian law on pilotage in three areas: (i) the master– pilot relationship; (ii) the vicarious liability for pilot error; and (iii) the standards of training and certification of pilots. It does so having regard to case law, best practices of leading maritime nations and international standards. The article ends by recommending the urgent revision of the primary legislation and the regulations that govern the Namibian Ports Authority.

Herbal medicine agro-industry has experienced ups and downs in its development, the movement back to nature makes herbal medicine agro-industry has developed quite rapidly. This study aimed to determine the structure and factors that influence and determine the strategy of herbal medicine agro-industry development in East Java. The method used was OLS (Ordinary Least Square) and Backward method using secondary data, as well as the concentration ratio and PCM (Price Cost Margin) proxy. The results showed that the industrial market structure was tight oligopoly with an average concentration ratio of 76.22%. Influencing factors were market concentration, barriers to market entry, a value of efficiency and number of companies, while the strategy developed was to streamline raw material costs by implementing multiple supplier policies

Management of marine ecotourism in its development requires a specific strategy. Pantai Selat Baru, Kabupaten Bengkalis. This study aims to identify the natural, socio-economic and cultural potential of Pantai Selat Baru and to formulate the development to develop the Selat Baru area as a marine ecotourism area. This survey has been conducted with field observation techniques, and interviews using a questionnaire that has been tested for validity and reliability before being distributed to respondents. The results showed that Pantai Selat Baru could be developed through the concept of ecotourism. Visitors can see marine biota and types of animals and mangrove plants around the tourist attraction. The number of marine ecotourism tourists reaches 4,000-5,000 visitors per month. However, since the Covid-19 pandemic thenumberof tourists visiting has only reached 2,000-3,000 people in 2020. The strategy for developing Marine Ecotourism Area in Selat Baru Bengkalis: Is that providing supporting facilities for marine ecotourism and maintaining supporting facilities; Increasing supervision of environmental sustainability and the condition of marine ecotourism Selat Baru beach; Increasing local community participation through socialization and training activities to support the development of Selat Baru marine ecotourism.

Abstract. This study aims to identify the significant factors in the development of marine tourism in Karampuang Island and its development strategy. This research uses quantitative and qualitative approaches. To determine the factors that have a significant effect on the development of the Karampuang Island Marine Tourism Object, the chi square analysis tool is used, while the analysis SWOT is used to formulate a strategy for the development of the Karampuang Island Marine Tourism Object. Based on the results of the Chi-Square test, it is found that the variables of tourism support facilities, safety and comfort, and accessibility do not have a significant effect on the development of the Karampuang Island Marine Tourism Object, while the variables of tourist attraction and information and promotion are the most significant factors. The strategy for developing the Karampuang Island Marine Tourism Object is improving tourism facilities and infrastructure, increasing the role of the government and private sector, increasing tourism information and promotion, improving the quality of human resources (HR), utilizing the potential of tourist attractions, and environmental preservation. Abstrak. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor apa saja yang signifikan dalam pengenbangan wisata bahari pulau Karampuang serta strategi pengembangannya. Penelitian ini menggunakan pendekatan kuantitatif dan kualitatif (deskriptif). Untuk mengetahui faktor yang berpengaruh signifikan terhadap pengembangan Obyek Wisata Bahari Pulau Karampuang digunakan alat analisis chi kuadrat (chi square), sedangkan analisis (SWOT) digunakan untuk merumuskan strategi pengembangan Obyek Wisata Bahari Pulau Karampuang. Berdasarkan hasil uji Chi-Square diperoleh bahwa variabel sarana penunjang wisata, keamanan dan kenyamanan, serta aksesibilitas tidak berpengaruh signifikan terhadap pengembangan Obyek Wisata Bahari Pulau Karampuang, sedangkan variabel daya tarik wisata dan informasi dan promosi merupakan faktor yang paling berpengaruh signifikan. Adapun startegi pengembangan Obyek Wisata Bahari Pulau Karampuang adalah meningkatkan sarana dan prasarana parwisata, peningkatan peran pemerintah dan swasta, peningkatan informasi dan promosi wisata, peningkatan kualitas sumber daya manusia (SDM), memanfaatkan potensi dayatarik objek wisata, serta pelestarian lingkungan.

Oleh sebab itu, penelitian mengenai strategi pengembangan perikanan cakalang di Kabupaten Lombok Timur berdasarkan kondisi perikanan cakalang di daerah tersebut perlu dilakukan. Penelitian ini bertujuan untuk merumuskan strategi pengembangan perikanan cakalang di Kabupaten Lombok Timur. Metodologi yan digunakan pada penelitian ini adalah analisis deskriptif dan analisis SWOT. Having understood the disadvantages of traditional marine development mode, the sustainable development mode, which makes overall planning of land and sea and endorses equal importance to both development and protection, is attracting more and more attentions from coastal regions. To formulate the right orientation of marine development, this thesis attempts to apply SWOT-AHP method, a combination of qualitative and quantitative analysis, into strategy formulation. And, by introducing revision coefficient, this thesis modifies the current quantitative calculation methods. Finally, a SWOT-AHP analysis system of sustainable marine development plan has been constructed. In the study of Shantou marine development, strength, weakness, opportunity and threat factors have been listed through symposium and data analysis; attribution and impacts of these factors are calculated from experts’ evaluation. Based on these scores, a strategic quadrilateral is built, which could directly reflect the orientation of Shantou marine development. According to the analysis results, we can see that the advantage of Shantou marine development is obvious. Shantou should take growth strategy to make better use of its strength and opportunity factors; and transform its development mode from the traditional overexploitation to a sustainable one, which highly emphasizes on protecting marine ecological services and achieving the equilibrium of both ecological civilization and economic growth.

The information system can be useful if the system is works successfully. This research aim to formulate a strategic plan for the successful implementation of management information systems of data processing fisheries resources surveillance. Elements of the system on strategy was condected by using interpretative structural modeling (ISM), which is a strategic planning technique. The results show for the implementation of the model, there are seven elements of the system that need to be considered. Seven elements of the system with each sub element key, namely Directorat General PSDKP as affected sectors, support policies / regulations, conflict of interest between units echelon 1, up date data licensing continuity and fixed information technology (IT) expert. The results of the research carried out that Pulau Tunda as a marine tourism attraction in Serang Regency has the power in the form of underwater natural potential that is different from other islands in Serang Regency, besides Tunda Island has a considerable opportunity for increasing tourism needs and locations that tend to strategic. However, Pulau Tunda has weaknesses in the quality of human resources as well as low tourism support facilities and garbage that has not been managed properly. Tulisan ini didasarkan pada hasil mail survey dari 67 pelabuhan perikanan dan studi mendalam pada 9 (sembilan) pelabuhan perikanan. Tujuan dari tulisan ini adalah untuk menilai kesiapan pelabuhan perikanan dalam melaksanakan program minapolitan dari aspek sosial ekonomi dan menganalisis strategi pelaksanaan program pembangunan pada kawasan minapolitan. Tujuan pertama diperoleh dengan teknik pembobotan berdasarkan 6 (enam) pilar minapolitan, tujuan kedua diperolehdengan analisis SWOT. Hasil analisis data menunjukkan: 5 (lima) pelabuhan perikanan masuk dalam kategori mandiri, 20 pelabuhan perikanan masuk dalam kategori maju, 22 pelabuhan perikanan masuk dalam kategori pemula dan 8 (delapan) pelabuhan perikanan masuk dalam kategori perintis. Pelaksanaan program minapolitan harus dikonsentrasikan pada pelabuhan perikanan mandiri dan pelabuhan perikanan maju. Strategi pengembangan minapolitan pada pelabuhan perikanan katagori mandiri adalah strategi ST (Strengths-Threats). Strategi ini dilakukan dengan memobilisasi infrastruktur yang ada, diikuti dengan berbagai inovasi kebijakan untuk mengendalikan ancaman agar tujuan program minapolitan dapat terwujud. Pada pelabuhan perikanan maju didorong dengan strategi SO (Strengths-Opportunities). Strategi SO dilakukan melalui peningkatan kerjasama dengan Pemda untuk memperbaiki kualitas infrastruktur pelabuhan perikanan. Pengembangan program minapolitan kedepan harus dilakukan dengan konsep klasterisasi pelabuhan perikanan, untuk menghindari persaingan tidak sehat antara pelabuhan perikanan.Title: The Development Strategy of Marine Fisheries in “Minapolitan” Areas.Minapolitan known as one of the marine and fisheries development program in order to stimulate the economic growth in the fisheries areas. The article assesses the United Kingdom’s (uk) legal framework for offshore wind development in light of policy statements of uk Governments that exploitation of this resource should not compromise marine ecosystem functionality. The first part examines the reliance placed on strategic environmental assessment and on permitting for projects to identify and address impacts. It finds that inadequate use has been made of these potentially effective legal tools for preventing ecologically damaging development. The second part considers whether legal requirements for marine spatial planning (Marine and Coastal Access Act 2009) and for improving the condition of Europe’s marine ecosystems (Marine Strategy Framework Directive) bolster the strength of the legal framework for controlling sea uses. It finds encouragement in their holistic approach to regulating the impacts of marine activities, but concludes that they fall short of what would be required to prevent the expansion of the offshore wind sector from causing ecological harm.

There have been numerous anthropogenic-driven changes to our planet in the last half-century. One of the most evident changes is the ubiquity and abundance of litter in the marine environment. The EU Marine Strategy Framework Directive (MSFD, 2008/56/EC) establishes a framework within which EU Member States shall take action to achieve or maintain good environmental status (GES) of their marine waters by 2020. GES is based on 11 qualitative descriptors as listed in Annex I of the MSFD. Descriptor 10 (D 10) concerns marine litter. As a follow-up to the related Commission Decision on criteria and methodological standards (2010/477/EU) in which 56 indicators for the achievement of GES are proposed, the EC Directorate-General for the Environment, on the request of the European Marine Directors, established a Technical Subgroup on Marine Litter (TSG ML) under the Working Group on GES. The role of TSG ML is to support Member States through providing scientific and technical background for the implementation of MSFD requirements with regard to D 10. Started in 2011, TSG ML provides technical recommendations for the implementation of the MSFD requirements for marine litter. It summarizes the available information on monitoring approaches and considers how GES and environmental targets could be defined with the aim of preventing further inputs of litter to, and reducing its total amount in, the marine environment. It also identifies research needs, priorities and strategies in support of the implementation of D 10. The work of TSG ML also focuses on the specification of monitoring methods through the development of monitoring protocols for litter in the different marine compartments, and for microplastics and litter in biota. Further consideration is being given to monitoring strategies in general and associated costs. Other priorities include the identification of sources of marine litter and a better understanding of the harm caused by marine litter.

This article studies competitive bidding by strategic investors to buy enterprises that are being privatized through sealed-bid auctions. The bidders use a real options approach to enterprise valuation that accounts for asset quality given their private information. It is shown that the optimal bidding strategy under first-price sealed-bid auctions defines a Bayesian Nash equilibrium in which each strategic investor bids only a fraction of its prior valuation and competition decreases the bidder's profit margin. The greater the transparency and information disclosure on asset quality, the higher the seller's expected receipts will be.

AbstractRadiocarbon ages from Southampton Island (Canada) provide new chronological control on the deglaciation of Foxe Channel and northern Hudson Bay, a strategic area for understanding the demise of a marine-based portion of the Laurentide Ice Sheet. A regional marine reservoir age of 630 ± 45 yr and a reservoir offset (ΔR) of 263 ± 48 yr were calculated from two early to mid-Holocene terrestrial/marine radiocarbon age pairs. These values are consistent with corrections based on early 20th century mollusks suggesting that following deglaciation the oceanic conditions controlling the regional reservoir effect rapidly became similar to those of modern times. However, our ΔR value is 352 ± 52 yr less than another correction from eastern Foxe Basin, which may be affected by 14 C dilution from carbonate rocks. Our ΔR value is used to calibrate new marine radiocarbon ages which help further develop the deglaciation history of Southampton Island, especially along the north coast where deglaciation of Foxe Channel appears to have been completed by 8100–7800 cal yr BP (2σ). This provides key chronological constraints on the development of a long marine ice margin in southern Foxe Basin prior to the final breakup of the Foxe ice dome.

Floating wetland islands (FWI) are considered nature-based solutions with great potential to promote several ecosystem services, such as biodiversity and water quality enhancement through phytoremediation processes. To our knowledge, the present work is the first to scientifically document the in-situ establishment of an FWI in a seawater port marina. The establishment and performance of a cork floating platform with a polyculture (Sarcocornia perennis, Juncus maritimus, Phragmites australis, Halimione portulacoides, Spartina maritima, Limonium vulgare) was evaluated. The diversity of organisms present in the FWI was undertaken based on the macrofauna assessment, taking into consideration marine water characterization, with a focus on hydrocarbons. Microbial communities were assessed based on metabarcoding approach to study 16S rRNA gene from environmental DNA retrieved from biofilm (from the planting media), marine biofouling (from the submerged platform) and surface marina water. S. perennis was the species with the highest survival rate and growth. The structure of the microbial community showed clear differences between those established in the FWI and those in the surrounding water, showing the presence of some bacterial groups that can be relevant for bioremediation processes (e.g., Saprospiraceae family). Concerning the macrofauna analysis, Mytilus sp. was the predominant taxa. To be of relevance, total petroleum hydrocarbons were detected at the marina up to ca. 6 mg/L. This study gives new insights into broadening FWI application to the saline environments of port marinas and to supporting a management strategy to promote several ecosystem services such biodiversity, species habitat, water quality enhancement and added aesthetic value to the marina landscape.

The paper considers the strategic directions of legal support for the spatial development of the Arctic ecological zone of the Russian Federation. It is proved that a key principle of the development of the Arctic is the principle of preservation and the balance between economic activity, human presence and conservation of the environment. Therefore, the existing strategic planning documents defining strategic guidelines for spatial development of the Arctic zone of the Russian Federation shall be brought into compliance with the basic documents of state strategic planning in the field of environmental protection and ecological safety, as well as in national, economic, and other types of security. The authors substantiate the conclusion that it is necessary to develop and adopt a separate strategy for marine (aquatic) spatial development, which contains key types of economic specialization in relation to individual water areas, promising marine reference zones of economic growth, as well as the main directions for environmental protection and ensuring environmental safety. According to the authors, the implementation of the tasks specified in the strategy of the Arctic zone of the Russian Federation, it is necessary to determine the status of the whole Arctic zone of the Russian Federation (strategic, environmental, economic, social, etc.), and, given the special international and national status of the Arctic, its special position as a testing ground for ideas and environmental-economic investments, to develop and adopt the basic law "On environmental Arctic zone of the Russian Federation" or to integrate environmental requirements into the project of the Federal law "On the development of the Arctic zone of the Russian Federation".

The objective of this research was to formulate a strategy for managing maritime ecotourism in the era of industrial revolution 4.0 in the city of Manado. The study was conducted at the coastal areas of the mainland of Manado City and Bunaken Island for 3 months, February - May 2019. The research method was a survey with descriptive analysis and SWOT. The results of the study obtained 4 strategy formulations (key success factors) in the context of managing maritime ecotourism in the industrial revolution era 4.0 in the city of Manado, namely: 1) Increasing law enforcement in the field of marine ecotourism, waste management on land and sea, 2) Awareness of the community environmental hygiene both on land and sea, 3) Empowering biodiversity resources of coral reefs, seagrass beds and mangroves in the park for developing marine maritime ecotourism through digital applications, and 4) managing and developing resorts, coastal culinary attractions, points of diving spots, and tourism ports. The results of the SWOT curve show the condition of marine ecotourism in the city of Manado in quadrant 2, namely a situation where the threat to the development of marine ecotourism is more dominant than opportunity, but there are strengths of tourism organizations that can be relied on. Stakeholders are expected to be able to improve performance so that quadrant 2 conditions change to quadrant 1, which is to support an aggressive strategy: a very good situation because of the power that is used to seize profitable opportunities. Hasil kurva SWOT memperlihatkan kondisi ekowisata bahari Kota Manado berada dalam kuadran 2, yaitu situasi dimana ancaman terhadap pengembangan ekowisata bahari lebih dominan dibandingkan peluang, namun ada kekuatan organisasi kepariwisataan yang dapat diandalkan. In the lexical and stylistic strategies, there are somewords referring to marine and work, distinguishing Jokowi from the former presidents andcreating his image as the incarnation of President Soekarno. In the pronominal strategy,Jokowi tries to turn the structure upside down and to blur the meanings of the pronounssaya, kami, kita, and rakyat in order to stimulate the unity. This paper analyzes the situation of vocational training providing human resources for developing marine economy in Tra Vinh Province. Accordingly, theimplementation of vocational training development strategy is a prompt solution to create a technical competence labor force in rural and fishing areas, which contributes to the marine economic labor market. The research results show that the effective use of financial resources from the projects, along with the strategic and synchronized investment in vocational training for rural people, fishermen of Tra Vinh Province. Thereby, the paper proposes some solutions to take advantage of favorable conditions, overcome difficulties, combine various forms of training, and coordinate with many domestic and external agencies, organizations for developing vocational training associated with the development of marine economy in order to meet the requirements of the international integration context nowadays.

Title (Bahasa Indonesia): Strategi alternatif untuk pengelolaan wisata bahari di Pulau Bunaken, Taman Nasional Bunaken, Sulawesi Utara, Indonesia The coral reefs of Bunaken Island is one of the attractions of the dive tourism, which has a diversity of marine life and the uniqueness of the objects for divers. To maintain its sustainability, it is necessary to study alternative management strategies of the reefs. This study aimed to describe and evaluate the current conditions in the management of marine tourism in Bunaken Island through formal and informal institutional analysis, and formulate alternative strategies as one of the priority strategies in the management of marine tourism of Bunaken Island. Alternative management strategies were analyzed using SWOT, while collecting data was carried out through field surveys using a questionnaire for visitors, communities, and stakeholder or industry-related tourism. Results of the study recommended that an alternative strategy for the management of Bunaken Island attractions should include: 1) increasing the active participation and involvement of local communities in the management of marine tourism destinations; 2) address the problem of garbage and cleanliness of the area; and 3) optimize the promotion of Bunaken Island adequately as the best maritime destination in the world. Terumbu karang di Pulau Bunaken merupakan salah satu objek wisata selam yang terkenal, di mana memiliki keanekaragaman biota laut dan keunikan panorama obyek penyelamannya. Untuk menjaga kelestariannya, maka perlu dikaji alternatif strategi pengelolaannya agar keberadaannya sebagai salah satu destinasi wisata yang penting bisa berkelanjutan. Penelitian ini bertujuan untuk mendeskripsikan dan mengevaluasi kondisi terkini dalam pengelolaan wisata baharí di Pulau Bunaken secara formal dan nonformal institusional; dan menyusun alternatif strategi sebagai salah satu prioritas strategi pengelolaan wisata baharí di Pulau Bunaken. Alternatif strategi pengelolaan dianalisis menggunakan SWOT, sedangkan pengambilan data melalui survei lapangan dengan menggunakan kuesioner pada pengunjung, masyarakat, dan stakeholder atau industri pariwisata terkait. Hasil penelitian merekomendasikan bahwa alternatif kebijakan untuk pengelolaan objek wisata di Pulau Bunaken meliputi: 1) meningkatkan peran aktif dan pelibatan masyarakat setempat dalam pengelolaan destinasi wisata bahari; 2) mengatasi masalah sampah dan kebersihan kawasan; dan 3) mengoptimalkan kembali promosi Pulau Bunaken secara memadai sebagai destinasi wisata bahari terbaik di dunia.

Scholars of the Vietnam War contend that the U.S. had two distinct strategic options for fighting the war: attrition and pacification. While the overall American commander, General William Westmoreland, embraced attrition through search-and-destroy, the Marine Corps favored pacification. Critics of Westmoreland have contended that pacification, which entailed protecting the South Vietnamese and winning over their hearts-and-minds, was a better approach that could have brought about a successful outcome to the war. The recent declassification of Marine Corps records requires us to reappraise what pacification actually involved however. These records demonstrate that the Marine Corps believed a successful pacification strategy in Vietnam demanded a substantial expansion of the war into North Vietnam and bordering states and a multi-decade commitment of U.S. forces to Southeast Asia. Ultimately, the Marine Corps approach did not differ substantially from Westmoreland’s and was no more likely a means of achieving victory within the limitations stipulated by the Johnson Administration.

This paper analyzes the current situation of Kien Giang’s marine economic development in the process of international integration. Based on the analysis, the authors propose some strategic measures for implementing the goals of marine economic development and enriched income from harvesting the sea, which are: optimizing marine industry structure; strengthening the exploration of and forecast about ocean resources; promoting a comprehensive management of marine economy; and increasing the investment in marine infrastructure and marine environmental protection. From the analyzes and explanations about the Kien Giang’s marine economic development, the author has proposed suitable solutions to contribute to the fast and sustainable development of the marine economy in Kien Giang.

Marine economy include economic activities taking place on the sea and is directly related to the exploitation of the sea in the coastal strip of land. Vietnam is a maritime country with strategic position advantages for both the region and the world. Therefore, the marine economy has become a part of the national economy and significantly contributed to the national economic development strategy. During the revolutionary leadership process, the Communist Party of Vietnam has been aware of the important role of the marine economy in the overall economy, sovereignty protection, especially during the comprehensive reform period of the country. In order to provide an systematic review of the developing process of the thinking and reasoning of the Party on the marine economic development during the reform period, this article analyzes the Party's view on marine economic development through the congresses from 1986 up to now. On that basis, the article also mentions the Party's viewpoint on some solutions for a sustainable development of the Vietnam’s marine economy during the period of accelerating industrialization, modernization and international integration such as communicating, raising social awareness, constantly improving institutions and policies, planning, and promoting the development of science, technology and marine human resources so as to create a breakthrough for sustainable development of the marine economy.

This research was held on November 2018 until January 2019 at Nirwana Beach and Lakeba Beach Betoambari sub-district Bau Bau City. Determination of the research location was determined intentionally (purposive sampling) by considering the potential possessed of Nirwana Beach and Lakeba Beach. Nirwana Beach and Lakeba Beach have physical and non-physical potential to be developed as a marine tourism area. The type and source of research data is a combination of quantitative and qualitative descriptions. The data used in the research are primary data and secondary data. Analysis of determining stakeholder perceptions, that is by conducting direct interviews with related parties. Calculations for weighting perception data values using a Likert scale. From the results of the weighting that obtained, then a SWOT analysis was carried out to form a strategy for tourism policy in order to develop marine tourism in Nirwana Beach and Lakeba Beach Betoambari sub-district Bau Bau City. The results of the research show that stakeholder perceptions for the development of maritime tourism from the social, economic, ecological, infrastructure and legal, institutional and policy dimensions are agree strongly and agree. The strategy of building a good cooperative relation between the regional goverment and the local community towards the development of marine tourism object areas. Investmentstrtaegy between government and private parties. There needs to be a Regional Regulation that regulates the management of marine tourism. Carry out counseling about the importance of environmental sustainability and sustainability of aquatic resources.

This work focuses on the marine territory of Uruguay and, its objective is to synthesize the information on the set of sectors involved, to facilitate the analysis and integrated management, according to the principles of Marine Spatial Planning (MSP). It is organized in two main axes. First, presents the results of a consultation to the institutions involved on the possibilities of development in Uruguay of different institutional designs of MSP present in the international experience. In addition, resumes the information available on the Uruguayan marine space, including its jurisdictional limits, the areas of interest for ecological and heritage conservation, and the situation of each of the uses of the marine space, with the norms that regulate them. For each use, its deployment in the marine space was mapped in order to analyze its interaction patterns and its relationship with the different marine environments. The final section presents conclusions on the challenges that result from these patterns of dispersion and interaction, and from the institutional context.

Data yang digunakan dalam penelitian ini meliputi data primer dan data sekunder. Teknik Rapid Rural Apraisal digunakan dalam penelitian ini. Keberagaman sumber daya alam pesisir dan laut dapat menjadi salah satu daya tarik wisata baru di Pantai Depok. Salah satunya adalah dengan pengolahan produk hasil kelautan. Produk tersebut perlu dimaksimalkan agar produk tersebut memiliki nilai tambah dan nilai jual yang tinggi. This paper discusses about economics adaptation strategies among Bugis’s fishermen in Batulawang, Kemujan, Karimunjawa. This region status has been changed since 1980s as a Marine Nature Reserve, and later became a National Park in the 1990s, it has led to significant changes socially and economically. A zonning enforcement conducted by the Karimunjawa National Park has been affected on gaining access of economic and livelihoods, it is forced people to adapt. There are several forms of economic adaptation strategies are executed, the faithful in fishing activity by modifying fishing gear and run the new economic activities related to the potential marine tourism in the region.
