The naval diplomacy is an important instrument in foreign policy to maintain maritime security and protect national interests at sea. This problematic focuses on actual matters that influence the behavior of other countries through naval presence, actions and communications. Maritime security includes protection against non-traditional threats such as piracy, terrorism, smuggling, as well as enforcement of maritime law and international agreements. Cooperation between countries in naval diplomacy is very important to overcome cross-border maritime security threats. Cooperation mechanisms include joint military exercises, intelligence information sharing, and maritime law enforcement. The navy plays an important role in ensuring maritime security through security patrols, search and rescue operations, and diplomatic support. In the context of maritime security, naval diplomacy emphasizes the importance of cooperation between countries and the efforts made by navies to counter threats at sea. This cooperation includes joint military exercises, sharing intelligence information, and maritime law enforcement. Therefore, this is an effective instrument in maintaining maritime security and stability in the world's maritime strategic areas. The research methodology used includes a literature review accompanied by a survey to collect qualitative data on perceptions and related practices. It is hoped that this research can provide alternative actual decisions on how to identify opportunities and challenges faced in the sea sector in facing increasingly complex and dynamic maritime threats, as well as provide relevant recommendations for policy makers and practitioners. Diplomasi angkatan laut sebagai instrumen penting dalam kebijakan luar negeri untuk menjaga keamanan maritim dan melindungi kepentingan nasional di laut. Problematika ini berfokus pada hal-hal aktual yang mempengaruhi perilaku negara lain melalui kehadiran, tindakan, dan komunikasi angkatan laut. Keamanan maritim mencakup perlindungan terhadap ancaman non-tradisional seperti pembajakan, terorisme, penyelundupan, serta penegakan hukum maritim dan perjanjian internasional. Kerja sama antar negara dalam diplomasi angkatan laut sangat penting untuk mengatasi ancaman keamanan maritim lintas batas. Mekanisme kerja sama termasuk latihan militer bersama, berbagi informasi intelijen, dan penegakan hukum maritim. Angkatan laut memainkan peran penting dalam memastikan keamanan maritim melalui patroli keamanan, operasi pencarian dan penyelamatan, dan dukungan diplomatik. Dalam konteks keamanan maritim, diplomasi angkatan laut menekankan pentingnya kerjasama antar negara dan upaya yang dilakukan angkatan laut untuk melawan ancaman di laut. Kerja sama ini meliputi latihan militer bersama, berbagi informasi intelijen, dan penegakan hukum maritim. Oleh karena itu, hal ini menjadi instrumen yang efektif dalam menjaga keamanan dan stabilitas maritim di kawasan strategis maritim dunia. This study aims to explore collaborative models of interagency cooperation and governance reforms in maritime security in post-reform Indonesia to safeguard maritime sovereignty. Using a qualitative descriptive approach, data were collected through interviews with government officials, academics, and maritime security practitioners, as well as from policy documents and related literature. The results indicate that Indonesia faces challenges such as border disputes, illegal fishing, and increased piracy. Collaborative models like Task Force 115, which involves the Navy, Ministry of Marine Affairs and Fisheries, Maritime Security Agency, Water Police, and Attorney General's Office, have successfully enhanced coordination and law enforcement effectiveness in maritime security, particularly in operations against illegal vessels, contributing to more efficient law enforcement and government budget savings. However, challenges such as leadership changes and interagency coordination remain. The study emphasizes the need for maritime governance reforms to improve synergy among government agencies through the simplification of agency structures, strengthening cross-sectoral cooperation, and leveraging technology for operational efficiency. These measures are expected to optimize the management of Indonesia's maritime resources and ensure sustainable maritime security in the future. This research contributes new insights into the implementation of interagency collaboration models and the challenges of maritime security governance reforms in Indonesia. Penelitian ini bertujuan mengeksplorasi model kolaboratif kerjasama lintas lembaga dan reformasi tata kelola keamanan maritim di Indonesia pasca reformasi untuk menjaga kedaulatan maritim. Menggunakan pendekatan deskriptif kualitatif, data dikumpulkan melalui wawancara dengan pejabat pemerintah, akademisi, praktisi di bidang keamanan maritim, serta dari dokumen kebijakan dan literatur terkait. Hasil menunjukkan bahwa Indonesia menghadapi tantangan seperti sengketa perbatasan, penangkapan ikan ilegal, dan aktivitas perompakan laut. Model kolaborasi seperti Satgas 115 yang melibatkan TNI AL, KKP, BAKAMLA, POLAIR, dan Kejaksaan Agung telah berhasil meningkatkan koordinasi dan efektivitas penegakan hukum maritim, terutama dalam operasi penindakan terhadap kapal ilegal yang berkontribusi pada efisiensi penegakan hukum dan penghematan anggaran pemerintah. Namun, tantangan perubahan kepemimpinan dan koordinasi antar-lembaga tetap ada. Penelitian ini menekankan perlunya reformasi tata kelola maritim untuk meningkatkan sinergi antar lembaga pemerintah melalui penyederhanaan struktur lembaga, penguatan kerjasama lintas sektoral, dan penggunaan teknologi untuk efisiensi operasional. Langkah-langkah ini diharapkan mengoptimalkan pengelolaan sumber daya maritim dan memastikan keamanan laut yang berkelanjutan di masa depan. Penelitian ini memberikan kontribusi baru dalam pemahaman tentang implementasi model kolaborasi antar-lembaga dan tantangan reformasi tata kelola keamanan maritim di Indonesia.

This article analyzes environmental security in the sphere of sea navigation, safety of navigation and tourism on the Adriatic Sea, bearing in mind that keeping marine environment healthy is one of fundamental factors of today’s national and international security. Likewise, secure underwater environment strengthens public security from hazards deriving from seafloor caused by human negligence and environmental degradation – by disposing and submerging dangerous goods in particular. The article focuses on the underwater environment mapping by using bathymetric charts where “dangerous underwater objects” would be recorded. Furthermore, it concentrates on the latest underwater technology (Autonomous Underwater Vehicles) able to detect and digitally record the object’s position, georeferencing it in coordinates. At the same time, the article aims at raising the awareness of marine environment protection and conservation, as well as the realization of the UN Environment Program.

As the maritime industry continues to digitalize in pursuit of efficiency and connectivity, it increasingly opens itself up to growing cyber threats, which may very seriously hamper operations, cause huge financial losses, or even result in environmental disasters. Specifically, this paper investigates the important aspects of maritime cybersecurity about protecting infrastructure from cyber threats. The paper points to the weaknesses brought about by the integration of IT and OT systems in the maritime sector, illustrated with high-profile incidents like the NotPetya attack on Maersk and the cyber breach at the Port of Antwerp, and calls for the establishment of sound cybersecurity frameworks in maritime operations. Advanced threat detection systems, network segmentation, data encryption, and human factors all play key roles in mitigating such risks. The paper concludes by calling for industry-wide collaboration in implementing good practices to ensure that global supply chains and the wider economy are safe and secure from the threat of cyber-attacks.

[Purpose] The threat of cyber-attacks is very acute. The purpose of this paper is to examine the need of the amendment of rules of international law required for the cyber resilient enterprise. [Methodology] This paper proposes a novel approach investigating whether the amendment of rules of international law is required for the cyber resilient enterprise. The methodology of international legal research and analysis of data is applied. [Findings] The analyses in this paper show the impact of the cyber security on the shipping industry. The proposals of documents on cyber security and recommendations for maritime cyber risk management are discussed. [Practical Implications] This study is useful for practitioners to consider and evaluate the cyber security. This study is useful for graduate students as well. [Originality] Although some research is being conducted in this area, maritime cybersecurity has not been deeply investigated. This paper presents a detailed analysis of legal documents and research published in international studies on the law of cyber security for maritime industry highlighting security problems and challenges.

The marine sector works to lessen risks to marine security, both deliberate and inadvertent, by proactive processes, inspection, and oversight. Furthermore, as the marine business expands and the industry changes, training, enforcement, and vigilance must stay current with growth and technological advancements threat opportunities. Since 9/11, defending the marine sector against similar risks, such as terrorism has received more attention dangers, both at sea and in ports. Numerous domestic and global groups have been founded to aid in the development of policies aimed at enhancing maritime safety. Considering the importance of the maritime sector and the challenge of vetting the massive amount of goods that enter the country, it is essential to take all necessary action to minimise malicious misuse of power. Since the crew as a whole is responsible for ensuring security, it is crucial that businesses train and educate their employees to make it more likely that their vessels will avoid security concerns. This study uses a qualitative descriptive research method by providing a systematic description. , descriptions, schemes and studies that are realistic and accurate about Indonesia's role in maintaining maritime security in the ASEAN region. The Vision of the Poros Maritim Dunia which emphasizes sovereignty over the sea emphasizes that the state is present at sea supported by adequate capacity to guarantee Indonesia's maritime interests. Seeing the geostrategic reality that Indonesia's maritime sovereignty area is the largest part of the sea area of Southeast Asia, then ceteris paribus if Indonesia's maritime security is strategically a prerequisite for maritime security. in Southeast Asia as a whole. Indonesia's presence in taking on a role in ASEAN is relevant for the development of Indonesia's maritime posture.

The Makassar Strait is an Indonesian maritime territory that has an important function not only for Indonesia, but also for other countries that use the Makassar Strait as their sea transportation route. The urgency of the security of the Makassar Strait itself is also driven by the plan to move the Indonesian Capital City to the Nusantara Capital City in East Kalimantan, more precisely in the Penajam Paser Utara Regency and Kutai Kartanegara Regency. This study will use the concept of maritime security according to Chris Rahman as the basis for research on Indonesia's strategy in securing the Makassar Strait. By using qualitative research methods, the author will focus on collecting data through literature studies, to answer the research question "what is Indonesia's defense strategy in securing the Makassar Strait in 2019-2024?". Using the concept of maritime security from Chris Rahman, this study found several efforts that have been made by Indonesia in securing the Makassar Strait, in accordance with the 5 approaches introduced by Chris Rahman regarding maritime security, namely (1) security of the sea itself; (2) Ocean Governance; (3) maritime border protection; (4) military activities; (5) security regulation of the maritime transportation system.

The Sulu Sea, one of Indonesia's seas located in the strategic area of ALKI II (Indonesian Archipelagic Sea Lane), directly borders Malaysia and the Philippines. As a busy trade route, the sea is also vulnerable to threats such as maritime piracy. This research aims to see Indonesia's maritime security strategy in the Sulu Sea over maritime piracy cases in the area during 2016. In this research, the writer uses the Maritime Security concept proposed by Chris Rahman to explain Indonesia's maritime security strategy in the Sulu Sea. The author using three variables, including (1) security of the sea itself: conservation and protection; (2) ocean governance; (3) maritime border protection; (4) military activities at sea, and (5) security regulation of the transport marine system in their correlation with each other. The author then concludes that out of five variables, only two are suitable and effective for implementing piracies in the Sulu Sea, namely maritime border protection and military activities at sea.

This study examines the maritime security strategies adopted by Nigerian government to ensure maximum security in the Nigeria maritime domain. The study looked at maritime security as the preventive and responsive actions to guard against threats and intended illegitimate acts in Nigeria. It tries to evaluate maritime security strategy and operational performance under the Fourth Republic. The study relies on secondary data with leverage on content analysis by examining literature concerning maritime security strategy and operational performance in the fourth republic through search for publicly available material and literature. The study engaged Routine Activity theory which explained that crime is the aftermath of combined result of three indispensable elements; motivated offender, suitable targets and the absence of capable guardians. The study revealed that Nigerian maritime security has a direct bearing on the State’s capacity to secure its national assets from attack. The study also discovered that the threats, and the inability of the Gulf of Guinea countries to adequately manage their maritime security have led to a call for regional approaches and external support to enhance Security in the Maritime environment. The study reveals that there is yet no national maritime policy which would capture the elements of maritime security. The study submitted that the protracted process of considering a Bill for maritime security apparently is a pointer to the lukewarm attitude towards the subject which confirms the need for political commitment to maritime security matters. The study recommends an urgent review of the existing maritime security architecture and increased investment to secure port facilities, maritime assets and the entire maritime domain.

Maritime security cooperation is a strategic approach engaged by the Malaysian government that involves a bilateral agreement with the United States (US), including the various agencies and organizations. The involvement with maritime security is due to the emergence of serious Non-Traditional Security (NTS) threats over the Malaysian waterways (Straits of Malacca, the South China Sea and the Sulu Sea in Eastern Sabah). The bilateral security cooperation aims to overcome the Malaysian government’s gaps and limitations to govern its waterways. A qualitative method was used in this research to explain the implication of the US-Malaysia maritime security cooperation towards Malaysia’s national security, specifically in the maritime domain, from 2010 until 2021. This research has three objectives, namely; 1) to investigate maritime security issues and challenges; 2) to identify the importance of the US Malaysia maritime security cooperation; 3) to analyze the implications of security cooperation towards Malaysia’s national security. The national security concept was used in this research to support the maritime security collaboration between the US and Malaysia. This study found that Malaysia faces challenges and constraints from obsolescence, lack of maritime assets, and weaknesses in enforcing maritime laws, mainly dealing with increasing traditional and non-traditional security threats. Second, Malaysia can reduce the gap in the governance of maritime routes through bilateral security cooperation with the US. Third, Malaysia can maintain the peace and security of its maritime routes and improve and strengthen bilateral cooperation with the US through various stages, especially economic recovery in the post-pandemic era of COVID-19.

The existence of digital transformation in the development of the world, makes the maritime industry increasingly rely on technology to carry out navigation, communication, and logistics intermediaries. As the maritime industry continues to adopt digitalization and adapt, the need for strategy as well as strengthening cybersecurity becomes critical for the country. The increase in cybercrime and its vulnerabilities should make Indonesia more aggressively address or anticipate this problem. Although it is proven that indonesia in its initiation of a cybersecurity strategy has increased, Indonesia is seen as still lacking to show the nation's commitment in terms of cyber security, when compared to data from NCIS (National Cyber security Index) from 2016-2023 Indonesia is still far below its neighbor, Malaysia, which is also a maritime country. Through a qualitative approach, this article aims to explain the urgency of cybersecurity in the maritime sector, highlighting challenges and solutions to protect ships, ports, and maritime infrastructure from cyber threats in Indonesia.

The ultimate goal of good maritime governance development should include the strength of the Navy as the most important supporting element and the implementation of maritime security training and education for Indonesian maritime society. This study aims to analyze the efforts of the Joko Widodo (Jokowi) administration in addressing maritime security issues through the implemented maritime security training and education programs. The research method used is qualitative descriptive by using secondary data from a literature review and interpretation found in previous journal articles, with data collection techniques through literature study. The study results indicate that addressing maritime security issues requires hard and soft efforts from the government, including implementing maritime security training and education programs for Indonesian maritime society and integrating maritime security education into the national education curriculum.

The prospects and aspirations in Kenya"s maritime domain are today facing complex and highly dynamic traditional and non-traditional maritime security threats that portend a direct consequence to Kenya"s national security. The threats of terrorism and the upsurge of piracy in the Western Indian Ocean region led to the Kenyan government"s reaction to the maritime asymmetric threats. These reactions became the onset of Kenya"s significant engagement in maritime security issues. The adopted maritime responses were reactive in posture, which engendered the establishment and restructuring of several maritime security organizations and training to deal with the threats manifestation in Kenya"s maritime domain. However, the implementation of these maritime security frameworks and responses continue to face challenges, making them tend to be not so much effective in dealing with the maritime threats in Kenya"s maritime jurisdiction. This study sought to find out how are maritime policies and strategies shaping the maritime threats in Kenya. Primary data was collected through key informant interviews with academics, maritime security experts and government officials; both retired and serving. Secondary data was also sourced from relevant publications and media reports. The data obtained were analyzed using content and thematic analysis techniques. The study established that the absence of a strategic national security policy and a national maritime security strategy puts the national interests at stake and under consistent threats that engenders reactive responses among the national security agencies. This has also impacted on regional maritime security cooperation resulting in limited coordination towards common maritime interests, hence an enabler to the multifaceted maritime threats and crimes that went on unabated. There is need to identify the gaps in capacity and centre on strengthening local mechanisms in dealing with maritime security by ameliorating the vulnerabilities, which comes by formulating pragmatic policies and strategy that engenders bilateral, regional and multilateral engagement as key in the maritime governance.

The emergence of new types of maritime vessels, such as autonomous vessels, dependent entirely on information and communication technologies used for passengers, cargo and baggage transportation, requires legal regulation of relations in this area. Therefore, ensuring cybersecurity in maritime transport and the need to adopt appropriate legal norms, standards and measures at both the international and national levels to manage maritime cyber risks are considered one of the most relevant topics for maritime transport. There is no single, systematic integrated approach, unification of requirements and rules in cybersecurity’s sphere of maritime transport [15]. In this regard, the authors analyze the issues of ensuring cybersecurity in maritime transport, the legal basis of security: some international documents and national legal acts, regulating cybersecurity in maritime transport, will be considered, as well as the main question of how they are able to meet modern requirements for ensuring cybersecurity in maritime transport.

The security environment of the South China Sea has been disrupted as China strengthens its efforts at maritime ambition. The recent security situation in the Asia-Pacific, particularly the South China Sea, is characterised by arms building and balancing against China. It raises the possibility of conflict. For securing stability and peace, it is time to bring multilateralism back in, since a multilateral security framework contributes to taking the edge off power politics. However, there is no reliable multilateral framework to deal with the declining maritime security environment. This article highlights the lack of a multilateral framework and suggests an eclectic approach to multilateralism for securing the Asia-Pacific maritime order.

Responding to this situation, India and Japan, as regional powers, decided to work together. Following a speech by Prime Minister Shinzo Abe in 2007, India and Japan met about maritime security. Following Abe's re-election as Prime Minister in 2012, Japan expanded it's security scope and began seeing India as an important security partner. At the same time, Prime Minister Narendra Modi's 'Act East' policy pushed India to take a more proactive role in the eastern region, including Japan. India and Japan then aligned their strategic policies to strengthen maritime cooperation. This article explains the implementation of Indian-Japanese maritime cooperation in balancing China in the Indo-Pacific.</p><p><strong>Bahasa Abstrak:</strong> Di abad ke-21, keadaan keamanan Indo-Pasifik mengalami perubahan yang pesat, terutama dikarenakan oleh ekspansi maritim China dan melemahnya pengaruh Amerika Serikat di kawasan. Meresponi situasi ini, India dan Jepang sebagai kekuatan kawasan memutuskan untuk bekerja sama. This thesis aims to discuss the interests of the United States in Indonesia's maritime security sector, the role of the United States in the Indonesian maritime security sector, and Indonesia's considerations in establishing cooperation with the United States. The purpose of this thesis is to provide a comparison of the role of the United States in the Indonesian maritime sector in the period of Susilo Bambang Yudhoyono II and Joko Widodo I. Following the theory of neoclassical-realism and neo-realism International Relations is the product of states’ national interest and this includes Indonesian interest in cooperation. This research uses a qualitative approach and descriptive and comparative methods with data collection techniques through literature study and online search. The thesis finds an increase in the role of the United States in strengthening Indonesia's maritime security in 2009-2019 after the presence of the Global Maritime Fulcrum policy. This increase is accommodated by and is based on the pursuit of the national interests of each party.</p><p><strong>BAHASA INDONESIA ABSTRAK: </strong>Keamanan maritim merupakan salah satu isu yang dianggap penting oleh Amerika Serikat. Peranan Amerika Serikat dalam sektor maritim merupakan salah satu upaya pemenuhan kepentingan nasional negara. The theoretical approach employed invokes the ‘EU as neo-medieval empire’ (Bull 1977: 254-255; Rennger 2006; Zielonka 2006). By this account, the main objectives of EU maritime strategy are stability and encouragement of globalised maritime trade flows to be achieved using the classic instruments of ‘soft maritime security’. While replete with great possibilities, the EU’s maritime security strategy is likely to be a relatively weak maritime security regime, which suffers from a number of important limits.

Seaborne trade is an important component of world trade by which, Indonesia’s water becomes very important and vital in contributing to the world economy. Notwithstanding the strategic meaning of Indonesian water to the World, Indonesian water is still the full responsibility of Indonesia. Indonesia has made substantial and sustained efforts to maintain the safety and security of its sea lanes of communication by updating paper charts, installing navigational aids, broadcasting maritime hazards and weather forecasts, and patrolling certain areas. These efforts show that Indonesia, somewhat, has undertaken its obligations in taking care of the international community interests. Nevertheless, user states and other ships which use chokepoints within Indonesia’ water and derive significant benefits within sometimes do not realize as such. Therefore, this article on the results of normative research aims to explain the need to increase maritime security cooperation as a precondition for achieving the common goals of countries that utilize Indonesian waters and surrounding countries as a route of transportation, trade, cultural exchange, science and civilization.

AbstractIMO has, as an integral part of its mandate, the duty to make travel and transport by sea as safe as possible. In the wake of the tragic events of 11 September 2001 in the United States of America, the 22nd Session of the Assembly of the International Maritime Organization (IMO), which met at the Organization's London headquarters in November 2001, adopted Resolution A.924(22) on the "Review of Measures and Procedures to Prevent Acts of Terrorism which Threaten the Security of Passengers and Crews and the Safety of Ships". Since then a number of meetings of the Maritime Safety Committee (MSC) and its Working Group on maritime security were held and new maritime security regulations were developed. These mandatory provisions are detailed in the new Chapter XI-2 of the SOLAS Convention and the new International Ship and Port Facility Security (ISPS) Code, which was subsequently adopted by a Diplomatic Conference on Maritime Security, held at the IMO headquarters in London from 9-13 December 2002, for formal entry into force on 1 July 2004 (if deemed accepted on 1 January 2004). In addition, a Memorandum of Understanding (MoU) has been signed between the World Customs Organization (WCO) and the IMO in July 2001 to ensure closer co-operation. In addition to the work that the International Labour Organization (ILO) is undertaking regarding the development of a new seafarers' Identity Document, further co-operation is also anticipated in a Joint ILO/IMO Working Group to develop a comprehensive regulatory framework for the security of all port areas.

Since China put forward the "Maritime community with a shared future" initiative, it gradually strengths national strategic planning and layout in the field of maritime security. The large area of maritime contiguity shared by China and the ASEAN countries calls for the close partnership in each others maritime security cooperation. This thesis mainly aims to study how maritime security cooperation between China and ASEAN countries can be carried out under the "Maritime community with a shared future" initiative, what obstacles exist, and how to optimize cooperation plans in the future. On the basis of existing case studies of maritime security cooperation between China and ASEAN countries, the research firstly summarized the trends of maritime security cooperation between the two sides, and then confirmed that the establishment of "Maritime community with a shared future" initiative has led maritime security cooperation between China and ASEAN into a new age, especially in the in-depth cooperation in the field of traditional maritime security and the expansion of cooperation in the field of non-traditional maritime security. The results are of great practical significance: they are conducive to deepening the maritime security interaction between China and ASEAN countries, as well as stabilizing the security environment in Southeast Asian seas.

This study examines the maritime security strategies adopted by Nigerian government to ensure maximum security in the Nigeria maritime domain. The study looked at maritime security as the preventive and responsive actions to guard against threats and intended illegitimate acts in Nigeria. It tries to evaluate maritime security strategy and operational performance under the Fourth Republic. The study relies on secondary data with leverage on content analysis by examining literature concerning maritime security strategy and operational performance in the fourth republic through search for publicly available material and literature. The study engaged Routine Activity theory which explained that crime is the aftermath of combined result of three indispensable elements; motivated offender, suitable targets and the absence of capable guardians. The study revealed that Nigerian maritime security has a direct bearing on the State’s capacity to secure its national assets from attack. The study also discovered that the threats, and the inability of the Gulf of Guinea countries to adequately manage their maritime security have led to a call for regional approaches and external support to enhance Security in the Maritime environment. The study reveals that there is yet no national maritime policy which would capture the elements of maritime security. The study submitted that the protracted process of considering a Bill for maritime security apparently is a pointer to the lukewarm attitude towards the subject which confirms the need for political commitment to maritime security matters. The study recommends an urgent review of the existing maritime security architecture and increased investment to secure port facilities, maritime assets and the entire maritime domain.

Having demonstrated the validity of the international law principles that safeguard international peace and security in maritime area, the research reveals a changing list of the threats to international peace and security, which now encompasses activities and situations at sea, including terrorism, sea piracy and armed robbery against ships, proliferation of weapons of mass destruction, etc. A maritime space safe from such kind of threats generally means maritime security. Thus, a great part of the threats to maritime security are or may constitute threats to international peace and security, subject to their recognition as such threats by the United Nations Security Council in its resolutions. Usually such threats also pose risk to maritime safety (safety at sea, safety of navigation, ships, crew and passengers); however, any threat to maritime safety does not necessarily endanger maritime security or amount to the threat to international peace and security.

The concept of maritime security is related to maritime issues related to national security of the countries. Maritime security implies protection of a nation’s sovereignty at sea. Owing to expanded scope, it now encompasses maritime terrorism, marine pollution, illegal fishing, natural disasters, maritime safety and smuggling of drugs, arms and ammunitions. In the present scenario, Maritime security is a buzzword in International Relations. Thus, this paper is attempted to focus on the challenges of maritime security arrangements and the strategies to address the challenges. The challenges such as environmental degradation, maritime terrorism, illegal trafficking and oceanic disasters were analysed in the paper.

This article explains Indonesia's maritime diplomacy in the ADMM-Plus Experts' Working Group (EWG) on Maritime Security in 2023. This research aims to explore the significance of Indonesia's participation in this multilateral forum, with a focus on Indonesia's national interests. The research method used is qualitative with an internet-based research and document-based research approach and is supported by the concepts of maritime diplomacy and foreign policy. The research results show that Indonesia's participation in the ADMM-Plus EWG aim to strengthen Indonesia's identity as the world's maritime axis and promote international norms that support maritime peace and security in the Asia-Pacific region. This reflects the importance of Indonesia's maritime diplomacy as an instrument to achieve national and international strategic goals as well as Indonesia's contribution in the context of regional and global maritime security.

Japan and the Philippines are countries rich in history, culture, and natural wealth closely tied to the sea. Japan has engaged in maritime diplomacy with the Philippines in the realm of security. Maritime security cooperation between the two nations forms the foundation for collaboration in the management of marine resources, cultural exchanges, economics, and maritime security. The objective of this research is to examine the impacts that can result from Japan-Philippines cooperation on Japan's maritime security. This research employs a mixed-methodology to elucidate the scope and impacts stemming from Japan-Philippines cooperation on Japan's maritime security. The research findings demonstrate that the impact of Japan-Philippines cooperation on maritime security provides critical access and plays a vital role in strengthening regional security in the area. Success in achieving assured maritime security conditions has positive effects on Japan in various sectors, especially in the trade sector. This leads to an increase in trust and facilitates smooth trade activities in the maritime region due to guaranteed maritime security. This approach reflects Japan's commitment to being more proactive in upholding global maritime security and collaborating with its regional partners to achieve shared prosperity and peace in the region and the world.
