Abstract:
This case study used a technology readiness level (TRL), market attractiveness level (MAL), and customer readiness level (CRL) to measure the prospect of promising products. The TRL, MAL, and CRL were measured using Delphi methods. A TRL is composed of basic research as well as experimental, prototype, practical, and commercial stages. A market attractiveness level is made up of global market size, global market growth rate, and government policy suitability. A customer readiness level was measured using consumer preference. The promising products were mainly selected as information communication and software related products. Among the technologies and products announced by domestic and foreign organizations, products suitable for research and development tasks of small and medium-sized enterprises were selected. The results of this case study are expected to be committed for the enhancement of the success rate of commercialization for small and medium-sized enterprises by being dedicated to the R&D planning of small and medium-sized enterprises in the ICT (Information and Communication Technology)/SW (Software)) field and proposing a direction to pursue the business. The purpose of this paper is to propose an approach to measure the prospect of promising products by using three levels: TRL, MAL, and CRL, which are measured using Delphi methods. This approach aims to enhance the success rate of commercialization for small and medium-sized enterprises (SMEs).

Abstract:
This paper presents the main findings of a survey conducted to evaluate the e-business readiness of small and medium enterprises in Jordan. A questionnaire was administered in the late 2011 to 200 SME operating in different economical sectors in the country. The survey aimed at analyzing the e-business readiness of these organizations by exploring three levels of analysis: the status of the ICT infrastructure, a general assessment of ICT competencies in businesses, an analysis of needs for training and an evaluation of the maturity of the market and the surrounded environment. The results show that the ICT, mainly used for administrative and commercial purposes, is considered as an investment. Its budget is allocated most of the time towards upgrading, creating new services and maintenance. They suggest a strong adoption of basic ICT, such as personnel computers, Internet access, and Web site. Exploitation of these technologies has been marked by the improvements in work organization, time saving and cost reduction. However, most of the SMEs faced problems in training employees, implementation costs and lack of maturity of the market. At the national level, the results show that more maturity is needed in the technical, business, and legal infrastructure.

The methodological principles of assessing the level of technology readiness for transfer from universities to the business environment are developed, in particular: a model and a set of tools for evaluating the readiness of technologies for transfer, a method for evaluating the level of technology readiness for transfer on the basis of the theory of reliability of hierarchically branched systems. The development is aimed at shortening the term of technology withdrawal into the market and its distribution on it; increasing the efficiency of technology commercialization; to become the basis for substantiating the investment indicators of technology projects. Methodical development was tested on the example of the technology of the means of personal passive optically stimulated luminescence (OSL) dosimetry of ionizing radiation (IR). The methodological principles for assessing the level of technology readiness for transfer are intended for use by specialists of technology transfer centers at higher education institutions or similar entities, auditors, technology appraisers, institutional level managers in the field of innovation development, etc.

Universities are considered as a source of open innovations by producing new technology. The innovations need to be tested in licensed laboratories in order to create certified products if they are to be commercialized to the market. Many universities have established laboratories that provide testing services to society and act as a revenue-generating source. Universitas Sebelas Maret (UNS) owns an accredited center laboratory that provides testing services to external parties. In addition, the university owns other laboratories in several faculties to conduct academic activities and research and yet provide testing services, but have not been accredited. Therefore, the laboratories have the potential to be developed as part of the testing service business to support the incubation process of new technology and provide testing services. In this article, we chose UNS, one of the universities in Indonesia, to develop a framework of readiness level measurement instrument, to evaluate the readiness and to suggest improvements for laboratories to achieve accreditation. A framework of laboratory readiness measurement was developed using integration of management approach and laboratory approach. Descriptive statistics were used to create a radar chart to determine the readiness level. Based on findings and evidence analysis, we proposed improvement planning using ISO 17025 and management concept.

The current reality of the business world, commands that economists and especially accountants include in their daily routine contemporary and advanced information systems with which it is considered necessary that economists and accountants be familiar and well trained. IT knowledge and skills are increasingly important for graduates to enter the accounting job market. Over the last years, the persistent discrepancy between IT skills provided by job candidates and expectations of employers has triggered many scholars and research centers to focus on the graduate skills gap. The lack of education of business schools comprises an obstacle to the normalization of new circumstances as there is no defined standard of necessary knowledge and the appropriate lessons learning technologies are not included in the curriculum. The purpose of this paper is to investigate the influence of graduates’ IT knowledge on their perceived readiness to enter the accounting job market. A self-administered survey conducted and a sample of 363 questionnaires was gathered for the purpose of the study. Principal components analysis supported four components of IT tools which were used in hierarchical regression analysis as determinants of the perceived work readiness of graduates. During the analysis satisfaction with the teaching and learning processes were taken into consideration as well as the type of the institution graduates attend. Research findings indicate that educators must give attention to specific accounting IT tools and applications so as to enhance graduates’ level of knowledge. Satisfaction with learning and teaching experience and the type of institution are important causal elements for graduates’ work-readiness.

Abstract:
This research aims to substantiate the impact of using open innovation (OI) in the energy sector in readiness to implement artificial intelligence (AI) technologies and their effectiveness. The empirical method was proposed to determine the readiness level of OI for the implementation of AI technologies by comparing Russian and French energy companies. Readiness level indicators of companies for AI implementation using the Fibonacci sequence, Student’s t-test, and the method of fuzzy sets were empirically determined. The integrated readiness indicator for AI implementation by companies was calculated using the method of fuzzy sets and expressed through variance, allowing for these significant factors. Russian companies are at a low level of developmental readiness to implement AI, which is in contrast to companies operating in a developed market where the determining factor is the AI technology cost. The example of the innovative business model “Energy-as-a-Service” shows the synergistic effects of OI use and AI technology introduction. This paper is novel because it seeks to contribute to the current debate in the literature, justifying the position that energy companies that have in the past actively applied the concept of open innovation in business, are the most competitive and most efficient in implementing AI technologies.

In the conditions of the financial system destabilization in Ukraine, caused by such negative phenomenaas military actions in the East, the economic downturn, political and financial crises, population disappointment inthe institution of power and loss of the people’s confidence in power structures and so on, market mechanisms arenot able to ensure the restoration of the national financial market and to encourage its professional participantsto use mechanisms of protection their own assets and the assets of their clients from external and internal threatsactively. State interference in the functioning of financial institutions is necessary, especially for those of their types,whose bankruptcy may have fatal consequences for the welfare of the population and cause the liquidation ofeconomic entities of the domestic economy. Among them are: banks, insurance companies, credit unions, andother institutions of credit co-operation, investment companies, in particular, joint investment institutions (unit andcorporate investment funds), non-state pension funds, leasing, factoring, and other financial companies, pawns,etc. Therefore, it is expedient to consider the possibility of the influence of state regulators in financial servicesmarkets on the state of their participants’ economic security. However, the study of the realities of the financialmarket of Ukraine development has made it possible to assert that for a number of financial institutions, the conceptof economic security is something abstract, and the understanding by their top management the importanceof economic security management, taking into account the negative market trends, is completely absent.So, the purpose of this study is to diagnose the level of financial institutions preparedness for the implementationof economic security management into their common system of management. The high level of financial marketparticipants’ readiness for safe-oriented management will allow regulators to rapidly implement in their practicea list of recommendations that will minimize the threat of bankruptcy and liquidation of domestic financialinstitutions. Methodology. In the process of preparing a scientific article, a great number of literary sources wasconsidered. Some of them were developed using the method of theoretical generalization and the monographicmethod. The theoretical results presented in the research materials were obtained on the basis of the study ofworks of such scientists as Amadae S. M., Baily M. N., Elliott D. J., Ismail Z., Johnson K. N., Mirtchev A., Nelson J. A.,Raczkowski K., Schneider F., Sidek Z. M., Ula M., Whalen C. J., Wierzbicka E., Yong J. To confirm the reliability of thescientific results presented in the article, the authors used the Delphi method and expert evaluation. The list ofindicators for assessing the level of financial institutions readiness for the implementation of a mechanism formanaging economic security in the following five areas is formed. These areas are: the availability and conditionof the economic security system, the state of information and analytical support for the adoption of managementdecisions in the field of economic security, the state of intellectual and personnel management provision ofeconomic security, reserves of financial support of economic security, the level of external influence on the stateof economic security (state regulation and supervision). In May 2018, representatives of the top management ofvarious types of financial institutions, scientists, researchers, and analysts who were interested in the issues ofeconomic security management of the financial sector were interviewed. Their answers were analysed and the levelof readiness for managing the economic security of the most common types of financial institutions in the financialmarket of Ukraine was determined. Using the graphical method, the obtained scientific results are presented ina convenient and understandable form for the perception of all interested persons. Results of the survey. The necessityof carrying out diagnostics of the readiness to manage economic security at the level of state regulatory bodies andat the level of top management of financial institutions in the near future is substantiated. A large-scale analytical work was carried out on determining the parameters of financial institutions readiness for the continuous and professional economic security management, which should be carried out with the use of a systematic approach. Based on expert opinions, a preliminary assessment of the various types of financial intermediaries’ readiness to integrate security-oriented management into the financial institutions’ common management system was made. Practical implications. The proposed methodological approach for assessing the level of financial institutions readiness to manage their own economic security should be used by the state regulators of the financial market, in particular, by the National Bank of Ukraine and the National Commission, which performs state regulation in the field of financial services markets, to monitor the activities of professional financial market participants in order to conduct advisory and consultative work with their owners and managers, as well as for the development of strategic guidelines for the provision of the state financial security. It is desirable to implement into the practical activities of financial intermediaries our proposals for increasing the readiness for implementation of the economic security management mechanism in the existing systems of management. Value/originality. For the first time, a scoring methodology was prepared for assessing the level of financial institutions readiness for the implementation of economic security management as an independent direction of management, and not as one of the tasks of other types of their management activity. At the theoretical level, the substantive interpretation of the notion of the readiness of financial institutions to manage their own economic security is proposed. The reasons for the impossibility of the modern financial institutions to manage their own economic security effectively are identified, and a few suggestions to minimize their number in the near future were made.

This study is to assess developers' market readiness to green construction including their ideas on green construction, their understanding of current green building policies, their awareness and familiarity with green building and related industries, and the barriers they are facing for implementing green building projects. By eleven face-to-face semi-structured interviews with locally-based developers, the study finds that the Green Building Market in Hong Kong is basically ready in technology level. However, the motivation for green development is confined to commercial buildings for lease. Legislation is agreed by developers as an effective motivator to green building development. An effective mechanism to provide incentives for market players to adopt green voluntarily is explored in this paper. Expedited permits and density bonus are thought to be major incentives.

The ICTs sector in Albania has marked some considerable progress with the market liberalization, the expansion of the Internet use, the improvements in e-government services and in the policy framework (EC, Progress Report 2012; NSDI, Draft, 2014-2020). The ICTs companies operate mainly at the domestic level, but there are growing efforts to gain better recognition at the regional and international level. The ICTs companies operating in Tirana are mainly registered as SMEs and work in the local market. This paper explores the level of smart business in the ICTs sector in Albania by looking in particular at the current level, future trends and underpinning reasons for the smart business development. The paper provides a framework analysis for smart business as outlined in the survey of literature and explores its contextualization in the ICT sector in Albania by looking at the readiness of the sector to develop smart business. The paper adopts a quantitative methodology and uses both primary and secondary data. The primary data are collected through online structured survey of the ICTs sector in Albania and the secondary data include reports, articles and studies on the ICTs market in Albania.

This paper identifies factors affecting the assimilation of electronic commerce in Ghana and the solutions that Ghanaian firms have developed. Drawing from the elements of two electronic commerce readiness frameworks, the study analyzes the readiness of Ghana to support the conduct of electronic commerce at the firm-level. The study covers the government, technology, market and culture readiness factors. Findings suggest that social networks, managerial capabilities and government commitment have an attendant effect on adoption and use of tangible resources like electronic commerce applications. The findings imply that future research and practitioner efforts should focus on developing a broader perspective to address electronic commerce challenges encompassing issues like how firms can advance to more complex forms of e-commerce after initial e-commerce adoption.

Abstract:
The article explores the interrelation between the main factors of national economy competitiveness on the basis of logical and correlation analysis of the data on 144 countries presented in The Global Competitiveness Report issued by the World Economic Forum. The analysis of the strength and nature of the relations between the factors gives grounds to assume that institutions, infrastructure, higher education and training are core problems; goods market efficiency, technological readiness are key problems; business sophistication and innovation are resulting problems. The analysis shows that the competitiveness indicators of other BRICS countries which are better than Russian ones, are achieved not due to any remarkable progress in economic policy, but owing to the lack of serious failures typical for Russian economy. For instance, the high level of Russian infrastructure, macroeconomic stability, sizes of home market and some other indicators come to nothing because of extremely low level of Russian institutions, market efficiency, financial market, and business sophistication. As a result, other BRICS countries' progress, which is not so remarkable itself, gives much better cumulative result in comparison with Russian breakthrough, which cannot be accomplished in the environment that is unfavorable for it. With the view of Russian economy competitiveness and innovation upgrade, firstly, it is essential to increase the quality of Russian institutions (the necessity of reforms is indubitable: Russia occupies the 133d place in the world in accordance with the quality of its institutions), to improve the infrastructure, higher education and training. The advancement in solving these problems will facilitate the situation or solve the large part of the problems of goods market efficiency and improve the existing technological readiness. The increasing of the goods market quality and the improvement of technological readiness will, in their turn, upgrade business sophistication and innovations. The proposed approach gives ground to claim that the reforms need to be made in the sequence described above. The upgrade of Russian companies’ business sophistication and their innovation will be to a great extent the result of the solution of the mentioned problems.

Abstract:
Industry 4.0 is related to major changes, particularly in production. As such changes might have major implications for the labour market; the paper focuses on the assumptions of the human capital and its preparedness for Industry 4.0 in the Czech Republic. The findings are based on EUROSTAT, MEYS, OECD, ISCED, CZSO, and WEF. Based on such data, twelve indicators were selected and described in the results. Subsequently, the correlation analysis was carried out, using the data of the Czech Republic in order to estimate which indicators are related and thus to obtain a more detailed view of areas that need to be improved. The level of computer skills in the Czech Republic are increasing. Internet connection is around 80%. The share of technical workers in the Czech Republic is in the range of 30–40%. In terms of expenditure on education, the Czech Republic belongs to the countries of the eastern region. The number of graduates of technical professions managed to catch up with the development of the European Union (EU). In terms of employment in High-tech and Medium-high-tech areas, the Czech Republic is one of the leaders in the EU. Czech students have great potential in basic computer skills.

This paper discussed the demonstration experiences from an EU funded H2020 project called “Demand Response in Blocks of Buildings” (DR-BOB). The project developed a Demand Response solution and demonstrated that solution at four blocks-of-buildings sites. Based on a comparative analysis of qualitative results from four pilot sites at which the DR BOB solution was demonstrated, we present key lessons that are relevant to consider when initiating demand response at the level of blocks-of-buildings. What has become clear is that organisational (including user-related) conditions are highly relevant—but understudied—for successful DR at a BOB. In order to reflect this finding, we present a framework to assess three key readiness levels of blocks-of-buildings (BOB) for demand response (DR) in which organisational readiness is included—next to physical, technological and market readiness.

Abstract:
Background and Purpose: In Lao PDR, young people have been striving to earn higher degrees, especially in economics or business administration, in the hope of having more opportunities to be employed in the public sector. Meanwhile, they also assume a high risk of unemployment, since the government intends to limit the number of approved civil servants. As labor demand is smaller than labor supply, there will be labor surplus and, even worse, the labor market is moving away from its equilibrium. This raises the questions of why young people aspire to work in the government and how they react to this phenomenon. Methodology: This research study involved a field survey which collected data from final year undergraduate students studying in the faculties of economics and business administration using a crosssectional questionnaire. The survey was conducted from June to August 2018. A descriptive analysis was employed to identify determinants of education and career decisions together with level of career readiness. Findings: The research findings from a sample of 571 undergraduate students, majoring in economics and business administration at four public universities in 2018, revealed that the most influential factors affecting career preference are job security and prestige. As competition among government applicants increases, they seem not to be well-prepared in terms of employability skills. Contributions: These research findings will be useful for the improvement of national policies relating to education and labor market development that aim to alleviate labor market inefficiency. Nowadays, many companies are increasingly turning to open innovation (OI) to generate new business opportunities through the utilization of knowledge, and technology with the external parties. Various researchers and practitioners are paying attention to the development of OI readiness evaluation tools for assessing innovation capabilities in their business activities. However, methods of these evaluation tool are capability-oriented and relatively little attention has been paid to considering mindset and behavior intersect in OI activities at organizational level. In this article, attempts to fill this gap are made by examining organizations' readiness for OI adoption. Particular attention is given to what thinking toward OI, what behavior toward OI, and how mindset affects their behavior for OI adoption in the market and technology activities. The goal is to understand how these understanding can enhance effectiveness for implementing OI activities in the organizations, especially technology-intensive enterprises.

The major purpose of this study was to determine the extent of effectiveness of learning employability skills at university level. This research intends to study the impact of the syllabus in developing fresh graduates’ knowledge and skills required for self-marketing as well as to determine their level of career readiness. It also aims to evaluate the degree of usefulness of the Employability Skills Development module among fresh graduates of the National University of Science and Technology, College of Engineering in the Sultanate of Oman. The research design used in this study is descriptive as the results obtained are presented as inferred from the analysis. The study was conducted in NUST College of Engineering. Data collection for this study was done by administering a questionnaire to fresh graduates. Simple random sampling method was used. The raw data was tabulated and the percentages were calculated for each questionnaire item along the five response options besides the overall percentages were also computed for each dimension. The sample size was 134 fresh graduates, covering both male and female fresh graduates from different engineering specialisations. The data was collected using simple random sampling method. A questionnaire consisting of 20 items was developed by the researchers to collect data. The questionnaire had three dimensions; namely self- assessment, job search techniques and self-marketing tools. The results strongly confirm the effectiveness of the ESD module with an overall 89.55% of students expressing their confidence in facing career challenges. The results show a clear indication of career readiness through the three dimensions namely self-assessment, job search techniques, and self-marketing tools. Eightyone percent of the students were equipped with skills to make winning moves in the modern day competitive job market. Students found the ESD module useful in increasing their career readiness. It confirms the usefulness of having such kind of training at university level and likewise applauds the effectiveness of the module.

The interview data is transcribed, coded and analysed using the qualitative data analysis programme QSR N6.FindingsThe paper found a number of barriers and challenges related risk perception, knowledge deficits, trust, firm size, and organisational readiness that moderate the adoption and usage of e‐markets in the sectors.Research limitations/implicationsThere is unequal representation of buyer and supplier organisations between the two e‐market sectors. However, the case material enabled the research question to be answered and did not compromise the aims of the research.Practical implicationsThe case material presented in the paper can help academic researchers, managers, practitioners and other professionals better understand the barriers that impinge on e‐market adoption and find practical ways to mitigate those barriers.Originality/valueRecently, research on the barriers and challenges to e‐markets has been largely anecdotal and patchy with a paucity of studies noting factors that are likely to be conducive to e‐markets success. Abstract:
The purpose of this research is to construct fuzzy expert system to estimate an integral degree of market concentration by fuzzy-logical approach. The methodological basis of the study consists of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. Fuzzy Inference is introduced for the integrated indicator construction. Two indicators are chosen as input variables. The first indicator, CR, is a level of concentration ratio. The second indicator, HHI, is the Herfindahl-Hirschman index. Output variable, MC indicator, means a degree of market concentration. Both input and output variables are transformed to fuzziness through the construction of membership function. The function type and parameters are substantiated and “bell”-shaped membership function to describe uncertainty of the values falling under normal distribution is chosen. The quantity of fuzzy sets at every input is considered z=3 and the quantity of input variables is considered ω=2. To achieve completeness of the model, the quantity of logic rules is considered r=3²=9. To calculate a degree of market concentration, Mamdani fuzzy conclusion is applied. Defuzzification is engaged to calculate value of the output variable which is MC indicator to mean a degree of market concentration and therefore readiness to implement the innovation strategy for enterprises active in innovation. To estimate a degree of market concentration, the fuzzy expert system given allows for engagement of different indicators due to fuzzy logic methodology which considers fuzziness of the input and output variables. The construction of an integral indicator for assessing the state of economic competition in order to establish the feasibility of identifying operators and providers with a significant market advantage will improve the assessment of the state of economic competition in the market in the telecommunications services market in Ukraine.

Industry 4.0 has changed the way we live, work and interact, creating new opportunities and challenges. To deal with these challenges, SMEs need an application that can integrate and automate SME business processes. Small and Medium Enterprises are very important for Indonesia’s economic growth. The 2016 economic census conducted by the Central Bureau of Statistics stated the rapid economic growth among MSMEs. The more rapid growth of the market, the greater the competition in the market coupled with the current digital era. The study was conducted to measure the readiness of small and medium enterprises in the Bogor area that are engaged in fashion for Cloud ERP adoption. Readiness measurement is done by the Net Ready method which has four variables, namely: Leadership, Governance, Competencies, Technology. The Net Ready method further assesses the readiness to the level of the organization and the results of measurements which each have different value contributions. Governance provides the biggest contribution in the assessment of Net Ready which has a score of 1.06. Competencies provide the second largest contribution which has a score of 0.77. Technology provides the third largest contribution which has a value of 0.72. Leadership makes the smallest contribution in this study which has a score of 0.58, lack of management awareness of integrated information systems to make new business strategies. The total score obtained from the summary of each variable total score produces a value of 3.12. The total score can be categorized as Bogor region SMEs engaged in fashion, quite ready to adopt Cloud ERP.

Purpose This paper aims to present an off-site construction (OSC) readiness maturity model for assessing the readiness of offsite construction companies in the Indian construction sector. Design/methodology/approach The research was conducted in three stages. The first stage consisted of a detailed literature review to document 17 different variables affecting the OSC adoption in India. In Stage 2, 15 semi-structured interviews were carried out where the participants were asked to refine those variables for the Indian context and define what would be different levels of attainment. In the third stage, another set of 5 semi-structure interviews was performed to validate the maturity levels and definitions. Findings A three-level OSC readiness maturity model is presented for discussion. This describes 17 variables at different levels of maturity. Practical Implications The proposed OSC readiness maturity model guides construction practitioners in India through a structured process to enable them to assess their OSC readiness in the market. This assessment enables them to evaluate and benchmark their processes through the strategic and operational phases. The maturity model also identifies the areas of concern and the scope for further development or change to secure the optimal advantage of OSC methods. Originality/value The research produced a model to assess the readiness of OSC adoption in the Indian construction sector. Although the model has been applied to the Indian construction sector, it can easily be modified to accommodate other OSM contexts.

These technologies are related to processes such as customer use of banking applications, remote payments, planning, lending and financing, trade and investment, insurance, security, regulatory operations and communications between financial market participants and customers.Such financial sector processes as fintech, regtech, investtech, creditech, inshurtech, cybertech, opertech, robotech, analytech, which reflect the digital aspect of the traditional processes of this market segment, have been described in the article. The article includes materials obtained in the course of the OECD’s work over the past few years on a number of related topics, including “Innovation in financial services”, “Digitalization and Finance”, which complements the study with additional relevant materials of international level. Technological innovations in the field of finance have been considered and their impact on the processes listed above has been evaluated. A detailed description of each of the nine processes contains the rationale and examples of the use of digital technologies, as well as the degree of integration and impact on these processes. The relevance of this topic is due to the fact that today there are no publications in domestic and foreign sources on the identification, analysis and evaluation of factors that affect the financial sector of the economy due to the lack of statistical and analytical information. The market demand formation depends on the organic products perception and consumer preferences of potential buyers. Potential organic production research questions in Ukraine with an estimation of buyers consumption readiness of production are actual. These problens raise issues that need to be addressed. The reseafch evaluates the Ukrainian organic market development, identifies current trends in organic production with its capabilities in domestic and foreign markets, assesses the main donors of organic movement for the country, reveals the consumer demand formation for products through analysis of main motives and incentives, the organic products perception level by Ukrainian consumers and the influence strength on the demand formation. The methodological approach substantiates the selected problems of product consumption and ways to solve them through the economic and management theories applications, dialectical method, abstract method – logical analysis, critical thinking, systematization and formalization method, survey, expert assessments, method of logical analysis, forecasting. The methods application allowed assessing the organic products market and its operators, to identify segments, to model their behavior with an emphasis on strengthening consumer motivation. Purpose The purpose of this paper is to use a unique set of measures from Holmes et al. (2013) to clarify the relationship between entrepreneurial readiness and entrepreneurial behaviours across countries and determine whether formal institutions moderate this relationship. Design/methodology/approach This paper uses data collected by the Global Entrepreneurship Monitor, the Index of Economic Freedom, Political Risk Services, and the Freedom House and Political Constraint Index to test a theoretical model. A multilevel analysis is performed based on set of 377,356 observations from 51 countries spanning eight years (2001-2008). Findings The results suggest that entrepreneurial readiness has a strong relationship with entrepreneurial behaviour (as measured by entrepreneurial entry and opportunity-based entrepreneurship) and that this relationship strengthens with increases in political democracy (PD), government regulations (GR), financial capital availability (FCA) and market liquidity (ML). Research limitations/implications The study is based on Holmes et al.’s (2013) institutions that are most important for society, uses satisfactory sample size and multi-level modelling. However, many more institutional conditions that remain to be considered might affect entrepreneurial activities. Practical implications For policy-makers, the results show that PD, GR, FCA and ML correlate favourably with entrepreneurial behaviour when individuals have a high level of entrepreneurial readiness. Policy-makers should introduce policies that provide a secure environment to individuals to start their own ventures. Originality/value The current study is among the first to examine the three dimensions of formal institutions—political, regulatory, and economic institutions—in a single study. Using the three dimensions, the study explains theoretically and examines empirically the effect of individual-level entrepreneurial readiness on entrepreneurial behaviour.

In today’s job market, computer skills are part of the prerequisites for many jobs. In this paper, we report on a study of readiness to work with computers (the dependent variable) among unemployed women (N=54) after participating in a unique, web-supported training focused on computer skills and empowerment. Overall, the level of participants’ readiness to work with computers was much higher at the end of the course than it was at its begin-ning. During the analysis, we explored associations between this variable and variables from four categories: log-based (describing the online activity); computer literacy and experience; job-seeking motivation and practice; and training satisfaction. Only two variables were associated with the dependent variable: knowledge post-test duration and satisfaction with content. After building a prediction model for the dependent variable, another log-based variable was highlighted: total number of actions in the course website along the course. Overall, our analyses shed light on the predominance of log-based variables over variables from other categories. These findings might hint at the need of developing new assessment tools for learners and trainees that take into consideration human-computer interaction when measuring self-efficacy variables.

Activists within education and family-policy circles are debating two questions: Is the overall availability of preschools and child-care centers sufficient, and is supply distributed equitably? These issues grow more salient as demands on an already fragile preschool “system” intensify: Head Start spending has climbed, rising interest in “school readiness” prompts concern over preschool distribution and quality, and welfare reform will boost enrollment pressure. We report on two studies that employ differing levels of analysis to better understand the distribution of preschool availability. Study 1 examines distribution among 100 counties nationwide, revealing clear inequalities in availability associated with county wealth and demographic features. Study 2 analyzes zip-code-level data for Massachusetts, showing more similar levels of supply in low-income and affluent neighborhoods. In between we find lower availability in working-class and some middle-income communities. Together, the two studies show that the degree of distributional equity varies among states and locales, conditioned by levels of household income, parental education, family structure, and the surrounding policy environment. Assertive government action has yielded progress toward distributional equity. Carefully targeted efforts to reduce access inequality also would conserve resources to help improve preschool quality.

A modern enterprise must be ready for any changes that may arise under the influence of both internal and external influences, including uncertain ones. It must be able to get out of this unfavorable situation as quickly as possible. The proposed study is to confirm the hypothesis of the relationship between the level of uncertainty and the performance of an enterprise based on the use of the preventive preparedness regime. The work solves the following tasks: assessment of the level of uncertainty of the external environment, selected as an indicator of entropy; a methodology for choosing the financial and economic indicators of an enterprise for the formation of a preventive readiness mode is proposed; the existence of a relationship between the level of uncertainty and indicators of the preventive readiness regime has been empirically confirmed. The authors propose a variant of the enterprise’s transition to a state of so-called “maximum readiness”, in which it will feel “comfortable”. The concept of enterprise management in a situation of external uncertainty is presented. In accordance with this approach, the results of the analysis of financial, economic and social indicators of economically significant automobile enterprises located in various regions of Russia, included in the list of backbone and influencing the development of the region, have been investigated. The selected indicators were considered from the point of view of the possibility of applying to them the state of the maximum readiness mode in conditions of uncertainty, which provides an adaptive state of the enterprise and, accordingly, will allow maintaining and even increasing its position in the market in the presence of uncertainties. The proposed concept can be recommended to all firms and enterprises with an innovative focus since they are more susceptible to the adverse effects of uncertainties.

We studied the state of military-industrial complex enterprises and assessed their actual diversification and the degree of readiness to produce goods that are exportable and/or in demand in the civilian sector. The paper considers both the practical and theoretical problem investigation level and outlines approaches to ensuring a gradual development process concerning production diversification strategies for a mechanical engineering enterprise that belongs to the military-industrial complex. We estimated production flexibility and its diversification potential. We substantiated the difference and assessed the flexibility contribution of various types of economic activity in the enterprise. We looked into the connection between activity types (government order work and work in the open market) and the enterprise production system. We propose a structural model for the information system of the enterprise production system. We investigated a preliminary approach to developing diversification strategies for military-industrial complex enterprises. We propose changes to the Berry Index that specify the position of the enterprise. We considered an approach to estimating diversification readiness using the Berry Index and the altered Berry Index. We constructed a matrix for estimating the enterprise diversification readiness. We highlight the main problems that enterprises should solve to ensure successful production diversification

Transport activities are among the major contributors of greenhouse gas emissions and the resulting global climate crisis. Despite some efforts in shifting from internal combustion engines to electric motors, the global market share of electric vehicles (EVs) is very low—about 1%. This figure even goes as low as 0.4% for some developed countries—e.g., Australia. There is a growing, but still limited, number of studies investigating the key factors affecting the uptake of EVs. Additionally, there is no regional analysis in late-moving countries, which would provide knowledge for a better understanding why some countries are falling behind in the EV market. This paper focuses on Australia as a late mover in the EV market and generates insights into a regional analysis of key factors affecting the uptake of EVs. The unit of analysis for this study is determined as the states and territories of Australia. The methodologic approach of the study includes a descriptive analysis of publicly accessible fast and slow charging stations in Australia, the distribution of renewable energy, as well as electric vehicle sales in Australia, along with further factors relating to differences in income and education and subsidies for EVs from the government. The findings of the study reveal that (a) EV uptake conditions is an emerging research topic; (b) renewable energy, EV subsidies, charging stations, income, and education do generally favor EV sales in Australia; (c) the Australian Capital Territory has the highest readiness level among all the Australian states and territories; and (d) future research should be conducted on a local government level to capture the local readiness levels accurately. The study findings inform policymakers, car manufacturers, the energy sector, and scholars on the critical success factors for the uptake of EVs in Australia.

Thus, there is a need to critically rethink the past, improve its achievements and enrich it with the best examples of world science and practice. This will allow us to learn the signs of imbalance between supply and demand in the labor market, to determine the prospects for the development of theory and methods of vocational guidance for children, youth and adults in Ukraine. In modern conditions of socio-cultural development, the relevant qualities of a young person are not only the general educational level, but also the level of culture, socio-psychological competence, ability to think critically, the presence of their own point of view on social processes and problems. School graduates face the problem of choosing a way to prepare for a future profession. Often vocational training in an institution is chosen at random. Half of school graduates are immediately employed without special training and therefore professional career prospects. Modern technologies of career guidance work are designed to provide conditions for a person to realize his attitude to himself as a subject of professional work and behavior, which aims to independently search for professions taking into account their own interests and capabilities, and then the labor market. The purpose of the article is a theoretical analysis of the scientific problem of socio-psychological readiness of high school students to enter higher education institutions, the disclosure of the problem of professional self-determination of the individual in market processes. This study aims at quantifying the determinants of Vietnam’s potential exports to the EU, taking agricultural commodities as a case study. In order to achieve this, we employed a stochastic frontier analysis to estimate Vietnam’s potential agricultural exports, and a system GMM approach to analyze the determinants of the estimated potential agricultural exports of Vietnam. The results showed that Vietnam’s potential agricultural exports to the EU have been high and on an upward trend. In addition, factors such as financial market development, trade freedom, technological readiness, and labor freedom have positive impacts on Vietnam’s potential agricultural exports to the EU. Measures to improve the financial market development, remove trade barriers, increase technological capability, and promote labour freedom are strongly suggested in order to enable Vietnam’s agricultural exports to attain its maximum level.

This article examines the characteristic features of the concept of "competitiveness" of the region. The key methods for assessing competitiveness, their advantages and disadvantages are considered. The factors influencing the competitiveness of the region are analyzed, the main directions of increasing the competitiveness are formed. The conceptual approaches of scientists-economists on the development of the competitive market space in the region are formulated (in comparison). An overview of the dynamics of the level of competitiveness of the federal districts of the Russian Federation in the production of electricity and raw materials for the period from 2008 to 2019 is presented. A brief comparison of the assessment of the state of the competitive environment in Russia using data from the reports of the analytical center under the Government of the Russian Federation for 2016 and 2020 is given. In 2020, a typical representative of the sample looks like this: the owner of his own business (68%), the age of this business is more than 5 years (77.8%), the target markets for it are the markets of individual Russian regions or municipalities (62%) or the market The Russian Federation as a whole (33%). The market model of competition that has developed in the country (including in a separate region) forms the state and determines the further development of the competitive space in the economic sphere of both the region and the country as a whole. The article examines the factors on which the situation of the competitive environment of the region depends. The subsequent development of the competitive market space in the region will be influenced by both positive and negative factors. The task of the state in this case is to ensure the competitive potential of the region, that is, its readiness for normal competition and stable functioning of a specific competitive market environment.

Foreign direct investments present a valuable source of national competitiveness as they have attributes of capital flows provide knowledge and technology transfer from one country to target country. In this paper are used variables defined by World Economic Forum which construct Global Competitiveness Index for assessing competitiveness of the country. The purpose of the research is to examine does the national competitiveness increase enhance the level of FDI flows in transition Western Balkan economies that are not yet full members of European Union. The findings claim that larger increase in FDI per capita stocks in majority analyzed countries would have if making infrastructure more competitiveness, accelerate their technological readiness and improve innovation while certain countries should work on health and primary education and higher education and training. According to the results, there is no correlation between FDI flows and macroeconomic environment, institutions, development of financial markets, good market efficiency, labor market efficiency and business sophistication. Applying benchmark method, it is established the most competitive WB country as benchmark value for other transition countries in its neighborhood for enhancing their competitiveness, specially in the regional market. Also, it is obtained what if analysis to detect potential rise of FDI per capita stocks as a consequence of potential changes in some competitiveness variables. It is also calculated the potential increase in FDI/capita due to similar changes in different competitiveness variables.

The paper deals with the development of a system of criteria and indicators for the formation and development of the market for reused agricultural machinery (MRUAM) in order to optimize the structure and use of the machine and tractor fl eet. It is noted that the machine and tractor fl eet used in Russian agricultural sector is 35…40% undersupplied with the most demanded agricultural machinery. About 60% of regional farms are focused on purchasing equipment on the reused machinery market based on its technical readiness and cost not exceeding 60…65% of the cost of the new products. The modern concept describing the development of the domestic market for agricultural machinery and the methodology for the MRUAM formation are presented. The authors list the main tasks for the MRUAM formation and present the information and functional structure of MRUAM. Over 3-4 years to come, systemic development of MRUAM in the agricultural sector of Russia will raise the level of technical readiness of agricultural machines by 5…7% and increase the agricultural machinery and tractor fl eet by 50…55 thousand tractors, 10…12 thousand grain harvesters and 3…3.5 thousand forage harvesters. The MRUAM formation in the agricultural sector of Russia, in addition to increasing the size of the machine and tractor fl eet, will signifi cantly strengthen the engineering and technical system of the agricultural sector. Agricultural producers will get the opportunity to simplify the procedure for fi nding prospective suppliers and consumers of agricultural machinery, as well as to formulate real prices for used resources and provide guarantees for completing transactions to the MRUAM participants.

Stable reproduction of resources in the labor market, as well as their adaptation to current trends, largely depend on the awareness of potential employees of their capabilities and prospects. Such views are formed already at the initial stages of mastering the profession - in obtaining higher education. These representations are an important indicator especially in the context of the transformation of the higher education system, in particular in connection with the updated GEF HE. In this article, the authors consider approaches to studying the youth labor market and focus their attention on issues of professional self-determination and gaining experience in labor activity. Based on the focus group study, the authors disclose the expectations and self-assessments of students regarding their professional prospects in the labor market. Researchers identify specific features of selfassessment of professional perspectives depending on the course of study, on the level of professional education and other factors. As it turned out, undergrads tend to assess the degree of their readiness to enter the labor market rather high, but nevertheless feel undefined. According to the students, frequent short-term internships in specific enterprises could increase their confidence and expand the prospects for successful employment. At the same time, students are more focused on working in specific organizations than actually on professional self-actualization.

In the context of the of the study, the motivational component determines the formation of motives for innovation as a pledge of self-realization and self-development of undergraduates; interest in innovation as an important source of professional needs, personal growth, a strong interest in creativity and more. In the article the level of the personality-motivational criterion is: conscious attitude of future masters of elementary education to innovative activity; formation of motives for professional self-improvement and self-development; stable orientation on humanistic values in pedagogical innovative activity; formation of professionally significant personality traits; the need for innovation; formation of creative potential; professional mobility. Introduction.Training a competitive specialist at the level of a master program is an important educational goal. The problem of the continuity of educational levels as a condition for the quality of graduate training is debatable, because the focus of such discussions is often around the methodological components of the educational program, rather than the conceptual guidelines for professional growth. The aim of the research was to study the level of studentsʼ readiness to follow master degree programs in the field of special (defectological) education. Materials and Methods. The research constitutes a theoretical analysis of the problem of readiness of defectology students to pursue the master degree level of education. In the course of empirical research, the results of a questionnaire and self-assessment were used. The survey included 68 master degree students of 4 master degree programs. Statistical processing of the results was carried out using the Statistica 10.0 software package for the Windows. Results. The authors found that the target guidelines for the reconstruction of the professional training of master students in the field of special (defectological) education is a set of expected knowledge, skills, and abilities from the standpoint of modern requirements and social need for the activities of a specialist in the changing conditions of education, upbringing and development of children with disabilities; the designing of a master program requires the actualization of theoretical and methodological training, taking into account its extrapolation to the level of implementation of applied professional competencies in accordance with the modern needs of society and the dynamics of the educational labor market. Discussion and Conclusion. The results obtained facilitate the development of professional training of master students in the field of special (defectological) education and allow us to consider theoretical and methodological readiness to pursue a master course in terms of continuity of educational tasks and the continuity of educational levels that make up the fundamental principles for the preparation of a competitive graduate.

This study aims to determine the level of readiness of the Batik Tulis Small and Medium Industry in Sidoarjo district in implementing One Village One Product (OVOP) by mapping the assessment criteria based on the Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE) matrices, as a first step in conducting analysis using the Strengths, Weakness, Opportunities, and Threats (SWOT) method. OVOP is a way to develop the potential of an area that was pioneered by Dr. Morihiko Hiramatsu has succeeded in alleviating poverty in Japan's Oita Prefecture through the Japan External Trade Organization (JETRO) by motivating the economies of several developing countries albeit under different names. Base on the identification of the performance of 30 small and medium industries (SMI) spread across 5 batik centers, it can be seen that the level of readiness is 81%. The results of the 82 evaluation criteria means that the product quality is good and has been classified as 4 star even though the marketing area is only in the country. So that the value still needs to be increased on several indicators (A). Aspects of Production, Product and Community Development, (B). Marketing Aspects and Product History, (C). Aspects of Product Type, Quality, and Market Opportunities. Of the 25 indicators of OVOP product assessment for the batik category, when mapped in the IFE matrix, 8 are seen as strengths and 4 of weakness, while in the EFE matrix, 7 of opportunity and 6 of threats are seen.

Ever increasing performance demands in a rapidly evolving smart phone market have led to a need for higher density interconnections linking memory components with logic devices in a standard package on package (PoP) configuration. While existing solutions present a technological roadblock at 350–400μm PoP pitch, new Bond Via Array (BVA™) technology provides a cost effective and scalable alternative that can achieve 240μm and below pitch values while utilizing conventional wirebond package assembly processes and tools. BVA is a high density, ultra-fine pitch package-on-package (PoP) interconnect solution that enables more than 1000 high aspect ratio connections between memory and processor components in a standard outline PoP. This increase significantly improves PoP capability and correspondingly provides increased bandwidth for the next generation of mobile devices. Here we discuss the 1020 IO BVA demonstration test vehicle, associated manufacturing process details, reliability performance and bi-level socket hardware developed to test these wire bond based novel interconnects. Furthermore the overall high volume manufacturing (HVM) readiness state of this technology for PoP applications will be described. The 1020 IO BVA prototype features 5 rows of vertical interconnects at 0.24mm pitch within an industry standard 14 x14mm package footprint. Although BVA interconnects were primarily developed for PoP packages, they offer many benefits over traditional vertical interconnects and can be implemented in a variety of other applications.

The agriculture could be characterized as the economic activity which production and economic results are unpredictable and unstable because of climate change, market volatility. Vast and growing risk of farming induces to look after the ways to manage it. European Union, aiming to reduce risks in agricultural activities, proposes to create mutual funds as new measures for farmers not only to protect the production, but the income losses too. Lithuania intends to implement these measures, therefore it is very important not only to analyse the experience of other countries but also to know the opinion of Lithuanian farmers' community. The aim of the research is to examine the attitudes of Lithuanian farmers due to participation in creation of mutual funds. Using the method of force field the semi structured questionnaire was developed, it was sent to 46 leaders of farmer’s organizations affiliated to The Chamber of Agriculture of the Republic of Lithuania, 22 replies were received. The research results confirmed farmers’ attitudes, that the risk management tools, associated with creation of mutual funds are necessary and relevant in Lithuanian case, but their current level of awareness impels uncertainty and unpreparedness.

This work focuses on the analysis of recent developments and future trends of organic substrates and 2.5D interposers. In the sub 10 μm line/width space, substrate manufacturers are pushing towards traditionally foundry level Si processing dimensions. Latest R&D shows organic substrates with L/S capability down to 2/2 μm. Organic substrates and 2.5D interposers can be in many cases separated in two different groups, however certain solutions propose a combination of the two, such as embedded interposers or fine extension layers of organic substrates acting as interposers. These substrate and interposer architectural solutions are analyzed. Furthermore, organic processing options and latest feature sizes are discussed. Dielectric build up material options with low dielectric constant (Dk) and low tangent loss (Df) are analyzed and their expected thermo-mechanical property trends presented, including the coefficient of thermal expansion (CTE), Young's modulus (E) and glass transition temperature (Tg). Coreless substrates and their advantages, disadvantages, industry readiness and future development are also addressed. Furthermore, 2.5D interposer options are analyzed by type of material: Si, glass and organic. A qualitative and quantitative comparison of their features and market status is done and their future development is extrapolated. Final conclusions are made on the sub 10 μm line/width advanced substrate application space and the market interaction of organic substrates and 2.5D interposers

Abstract:
Developed countries are racing to propose new concept of technology revolution that will bring more benefit to human life. In industrial level, the concept of industry 4.0 has been introduced and applied by most developed countries. Meanwhile, the developing countries are preparing themselves to adopt this new concept and increase their competitiveness in the global market. Indonesia is not excluded from this euphoria. However a lack of regional economic study becomes barrier, especially the readiness of Indonesia to adopt industry 4.0 remains a big question. This study aims to provide a descriptive analysis of Indonesia readiness for industry 4.0 based on its economic and information communication and technology (ICT) development at provincial level. Data visualization and regional economic portfolio matrix analysis method were employed to analyze secondary data from various valid and reliable sources. Jakarta, East Java, West Java, Central Java, Riau, Banten, South Sulawesi and East Kalimantan becomes the most promising provinces with gross regional domestic product and ICT development index above average. Meanwhile, North Sumatra has gross regional domestic product above the average but ICT development index below the average. Reversely, provinces like West Sumatra, South Kalimantan, North Sulawesi, West Papua, Bali, Riau Islands, Yogyakarta and North Kalimantan have ICT development index above the average but gross regional domestic product below the average. The other provinces out of those that are already mentioned still need to spend more effort to increase its economic performance and ICT development within their region.
