This chapter questions that framing as it identifies neoliberal reason with the aim to replace robust democracy and social justice with authoritarian liberalism, traditional morality, and, of course, unregulated markets. The article considers the course and results of the campaign on commercial grain procurement in 1922/23 in the USSR. It was found out that the supply of grain this year exceeded the demand. The state was preparing for commercial purchases, establishing a number of large procurement organizations in the summer of 1922.
