Abstract:
In the modern theories in the science of International Relations, the traditional pillar of the school of Realism that considered the state as the only actor in the international scene, actor who took every decision in a monolithic and rational way, taking into consideration only the national interest, has now been rejected. The metaphor of the "black box", indicative of this monolithic way of operation and the rejection of every non-state, but also intra-state and out-of-state actor, even if it was valid once, has definitely been weakened by the events of the post-cold war era, and especially with the advent of globalization. New parameters have been inserted in the process of foreign policy formulation and politicians (and all those responsible for a country‘s foreign policy) have to take them into consideration.

Abstract:
Abstract This study aims to research mass media communication and multipolar relationships in public diplomacy by using announcement of China Air Defense Identification Zone (CADIZ) in November 2013 as a case. Based on importance of mass mediated public diplomacy, to examine wording and message structure, language analysis program of semantic and ego network is applied. In addition, considering the environment of Korean media, newspapers from democratic and conservative are selected. The CADIZ issue takes place in Northeast Asian region but reactions and the relations of the USA are mainly dealt with. The USA is closely connected to China and Korea and has an important influence as a consultant in the given situation. Moreover, Korean media keep monitoring Japan’s response to refer Korea’s response strategy. Semantic and ego network seem to be powerful when analyzing international conflicts. This research shows that international relationship can be a significant asset to public diplomacy. In short, analyzing multipolar relations seems essential to understand construction of related countries and seek to solve diplomatic conflicts.

In general, the mass media has a specific tendency for reporting international coverage of the political events. In short, the media has a major role in the international political communication. Active involvement of the media have spawned the term “media diplomacy”, the mass media as a channel in a diplomatic mission of a state against another state. As “media diplomacy”, the mass media not only report diplomatic events, but also act as negosiator.Related to the media diplomacy that the media as one of the actors in the dynamic system of international relations. Indonesia’s position in the system of international relations greatly influenced the mass media actors.AbstrakDalam politik internasional, media massa bukan hanya sumber informasi politik, tetapi juga kerap menjadi pendorong terjadinya perubahan politik. Secara umum media massa memiliki kecenderungan--kecenderungan tertentu dalam melakukan liputan pada peristiwa politik internasional. Dalam wujud yang lebih konkret, media memiliki peranan besar dalam komunikasi politik internasional.Keterlibatan aktif media ini telah melahirkan istilah “media diplomacy’ artinya media massa sebagai saluran dalam menjalankan misi diplomasi sebuah negara tehadap negara lainnya. Sebagai “media diplomacy”, media massa tidak hanya sekadar meliput peristiwa diplomatik, tetapi media massa harus memiliki sikap sebagai seorang negosiator.Terkait dengan media diplomacy bahwa media sebagai salah satu aktor dalam dinamika tata hubungan internasional. Abstract:
Legitimation technologies in international relations are an important means of influencing and regulating relations between states. They are used to acquire legitimacy, support and recognition of political power, as well as to create a favorable international environment for the realization of political and economic interests. Various legitimation technologies are used in international relations, which help political leaders and organizations gain legitimacy in the eyes of the public. Among the most common are: election processes. constitution and legal framework, public support and legitimacy, mass media and mass media, allied communication technologies, two-vector policy, soft power and others. The scientific novelty can be accounted for by the review of legitimation technologies in solving key challenges in international relations, in particular, in times of geopolitical changes and Russia’s full-scale invasion of Ukraine. The effectiveness of the use of authentication technologies in Ukraine and its role in maintaining and improving attitudes toward the country, attracting international support, and developing partnerships were investigated. Thus, the study expands the understanding of legitimation technologies as a tool that can be used to improve the image of Ukraine, its influence on global international processes, as well as social, cultural and economic enrichment. By applying a technological approach, the main authentication technologies used in the international arena are analyzed. Based on the research of Ukrainian and foreign specialists, a review of this technology is carried ou; the effectiveness of the use of authentication technologies as regulatory tools in international relations is outlined. Strategic areas of activity and effective use of identification technologies in Ukraine during the war and changes in the vector of development in international relations have been formed. The fakes can be used by the authorities to improve the image of the state and its recognition in the international arena. It is hard to find that how international relations are conducted and which actors are involved. This all happened because of the new media ecologies with the modernization of technology. Communication has to play a very crucial role in today’s world especially in international relations. The work of Manuel Castell “Communication Power” explains how communication and new media ecologies have shaped our world in twenty first century and how relationships of power can be defined and reconfigured through communication. Manuel uses the term of “network society” & “mass self-communication”. In a “networked society” new networked pattern of relationships emerge that may be political, social and economic. “Mass self-communication” that emerged during 2000’s encouraged everyone to have their own views of the world around them and broadcast online. The power of “mass self-communication” cannot be neglected in today’s world as this phenomenon helped toppled governments in the Arab Spring starting in 2011. Now communication is not controlled by elites in society but is available to all and its power cannot be undermined. Changing media ecologies gave rise to a concept of narrative building which political actors use in order to achieve political and other policy goals.

In Kosovo, ethnic identity played a central role in sustaining interethnic conflict until the current decade. Despite the efforts of the international community to reconcile the parties and mediate the political dialogue with Serbia, mistrust between ethnicities has been sustained by a history of tensed relations, identity politics, but also, to a significant extent, through the media and after the digitalization of communication – through social media. The paper problematizes on the role that mass media and social media have played in the ethnicization of conflicts and manifestation of ethnic hate speech, arguing that while the former has been subject to regulation and professionalization, the latter remain to a significant extent spaces that support the continuation of conflict and even the mobilization of groups. In describing the framework of interethnic relations in Kosovo, the history of interethnic relations and the dynamics of post-war events are briefly presented. Subsequently, through the case study and the method of documentary analysis, the paper addresses the role played by the media in amplifying conflicts in the case of the events of March 2004 and the more recent contributions of social networks in the unhindered promotion of ethnic hatred in the case of a political subject – the import of Serbian products into Kosovo. Finally, an argument is built in favour of the need for a more proactive approach of international organizations and local institutions in Kosovo in combating ethnic hate speech promoted via social networks, which can increase tensions in the fragile security environment of the Western Balkans.

How do global sources of information such as mass media outlets, state propaganda, NGOs, and national party leadership affect aggregate behavior? Prior work on this question has insufficiently considered the complex interaction between social network and mass media influences on individual behavior. By explicitly modeling this interaction, I show that social network structureconditionsmedia's impact. Empirical studies of media effects that fail to consider this risk bias. Further, social network interactionscan amplify media bias, leading to large swings in aggregate behavior made more severe when individuals can select into media matching their preferences. Countervailing media outlets and social elites with unified preferences can mitigate the effect of bias; however, media outlets promulgating antistatus quo bias have an advantage. Theoretical results such as these generate numerous testable hypotheses; I provide guidelines for deriving and testing hypotheses from the model and discuss several such hypotheses.

Walau peran Public Relations merupakan aspek penting dalam pertumbuhan perusahaan yang baru merintis (startup), penelitian holistik tentang bagaimana startup dapat memanfaatkan Public Relations masih terbatas. Penelitian ini bertujuan untuk membahas secara lebih rinci tentang bagaimana konsultan Public Relations Kennedy, Voice Berliner (KVB) dapat berperan dalam aktivitas media relations sebuah startup properti-teknologi bernama Cove. Penelitian menggunakan metode kualitatif, dengan merujuk pada konsep ilmiah media relations yang meliputi pengelolaan relasi, pengembangan strategi, serta pengembangan jaringan. Data penelitian diperoleh melalui hasil observasi, wawancara, dan studi dokumen yang dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa konsultan Public Relations KVB berperan untuk melakukan follow-up rutin terhadap jurnalis dalam rangka mengelola relasi. Konsultan juga melakukan pengembangan strategi dengan menyusun pedoman komunikasi serta taktik berupa pemetaan media, siaran pers, konferensi pers, serta pemantauan media. Selain itu, konsultan juga turut memanfaatkan jaringan di organisasi usaha dan kehumasan internasional dalam menjalankan aktivitas media relations Cove. Media relations are essential for various companies to gain positive publicity through the mass media, especially for startups. Although the role of Public Relations is a crucial aspect amidst the growth of startups, holistic research on how startups can optimize the use of Public Relations remains limited. This study aims to discuss how Public Relations consultants from KVB (Kennedy, Voice Berliner) can manage the media relations activities of a property-technology startup called Cove. The research uses the qualitative method, referring to the three concepts of media relations; relationship management, strategy development, and network expansion. All data were obtained through observations, interviews, and document studies which were also descriptively analyzed. The study results indicate that the Public Relations consultants of KVB have a role in carrying out the routine follow-up of journalists to manage relations. The consultants also develop strategies by initiating communication guidelines and tactics. Moreover, consultants utilize KVB’s networks in business and international public relations organizations to implement Cove’s media relations activities.

Any subject of international relations is a potential ally of one of the superpowers. Sometimes traditional analysis does not allow to understand which one. Then a content analysis of the press language can come to the aid of traditional analysis. The language of the press is considered as an expression of collective consciousness, and its features — as an expression of collective unconscious. Collective consciousness and collective unconscious belong to a certain social group. This approach is based on the Marxist, Durkheim and Habermas traditions. A certain media may focus on national interest, or may not, as it may express social group values incompatible with that orientation. If a media that focuses on national interests sympathizes with a subject of international relations, such a subject is a potential ally of the country to which the media belongs, and vice versa. Whether the media sympathizes with a certain subject of international relations is revealed using content analysis.In this study, the Yemeni movement Ansar Alla (Houthis) was chosen as a subject of international relations with an ambiguous geopolitical orientation, the newspaper “Izvestia” which focus on the national interests and the newspaper “Gazeta.ru” which does not focus on the national interests was chosen as a mass media. Using content analysis, it was concluded that “Izvestia” sympathizes with Houthis, and “Gazeta.ru” treats the Houthis negatively. On the basis of the assumption that the language of the press expresses the true interests of the social group, it was concluded that the Houthis are a potential ally of Russia.

In the 21st century, great power geopolitics is back as the Western-centric U.S. unipolar order is facing relative decline due to the challenges posed by the non-Western-centric multipolar order, specifi cally by China and Russia. In political and practical terms, geopolitics is about being able to manage and represent the nature of international relations in terms of actor relations and power dynamics. It concerns the ability of actors to make representations and interpretations of actors, events, and processes taking place in the physical realm. Informational geopolitics as an indirect and non-kinetic form of competition and confl ict has gained increasing prominence in the 21st century, where information and knowledge form the fi fth dimension of strategy. This leads to increasingly unstable international relations as the U.S. seeks to prevent other powers from growing at its expense. Hence, the critical role played by Western mainstream mass media outlets as a means of obstructive foreign policy in preserving the unipolar order through specifi c discursive practices employed in international news. Critical discourse analysis is used to analyse and interpret Western news stories on “inevitable” and “imminent” Chinese and Russian invasions. Informational geopolitics is used as a means of limiting opponent’s operational choices and opportunities in their pursuit of foreign policy objectives.

We pay attention to the professional and communicative competencies which should be acquired by students while mastering the “Foreign language of professional activity” discipline. We focus on the need to comply with meaningful and linguistic criteria in the selection of authentic texts for Master’s Degree Students. On the example of articles from the magazine “The Economist”, we consider the system of exercises and tasks for the professional-oriented reading skills development among students for more effective reading skills teaching. We differentiate the terms “exercise” and “task”, as well as “skim reading” and “reading for detail”. We substantiate the expediency of methodical processing of Mass Media texts in accordance with the linguistic level of Master’s Degree Students. We prove the necessity of system compliance of pre-text, text and after-text tasks and exercises based on the texts on the topic: “Migration: causes, problems and ways of solving it”. The article discusses the prospects of the foreign news research in the media of modern East Asia. The authors present a brief literature review on political discourse in East Asian media and suggest possible research strategies for studying the international agenda in the media of these countries. The article argues that such research approach is valuable as it allows one to better understand the way East Asian countries view foreign news and international relations, study the socio-political processes in this region from a new angle and evaluate the role of the media in politics. The article discusses several social sciences theories that can help to explain and interpret observations obtained during the analysis of publications in the media, for example, the theory of media domestication, the concepts of external legitimacy and "othering". Political regime, independence and commercialization of the media are discussed among explanatory factors. The authors pay attention to the specifics of these theories’ application to the case of East Asia, provide recommendations for data collection and research methods, and discuss various research trajectories. For example, researchers can focus on trends in the representation of an event in the media using content analysis of a large number of publications, another possible strategy is to study a small number of articles using critical discourse analysis in order to identify discursive practices and their relationship with political processes and power. Knowledge of the language, history, politics and culture of East Asian countries, gives researchers of East Asia a significant advantage in conducting such research and could provide valuable contributions.

The article is dedicated to the analysis of the particularities of the functioning of the mass media in the context of reflecting the specific issue regarding the current international relations. After all, at the center of research is geopolitics in its close relationship and media interdependence. The history of becoming these relationships is being pursued, certain controversial issues are being discussed, generated by the assertion of geopolitics as a science, on the one hand, and the media, on the other, highlighting their tangency points but also the inherent differences. Attention is drawn to deciphering the observed tendency, manifested by the media, to become a political actor in situations that characterize contemporary international relations. The paper introduces concepts relative to digital international relations, including the following clusters as data/digital diplomacy; cyber security and cyber diplomacy; global internet governance; and, finally, digital voting. All these elements have come under the pressure of datalization that is the growth of digital actors and of big data analytics used often for political purposes. This paper focuses on one of the elements of digital international relations, notably the digital diplomacy. The authors discuss new challenges including digital uncertainty, fractured digital reality, and framing. Based on the analysis of data retrieved from social media by computational algorithms, the authors test these new challenges in case studies related to the digital diplomacy conducted by the United States, Russia and China in such countries as Afghanistan, Syria and Iran in various timelines. The authors reveal that multiple digital bloggers, mass-media, various entities, etc., can diminish the effectiveness of governmental digital diplomacy. At the same time, the datalization, digital uncertainty, and fragmentation allow the official diplomacy of the states to promote values through specific policy of framing discussed in the paper. Based on the empirical data, it can be concluded that the current stage of digitalization of international relations compels the states to introduce new binding agreements to draw “cyber red lines” or, equally, to maintain internet freedom that will contribute to shaping a balance of power in cyberspace.

The article deals with mass media impact on Russian-German relationships after the fall of the Berlin Wall, which used to divide the world into two socio-political systems. This remarkable event of the XX century has never lost its topicality in the media. The authors make a retrospective analysis of stages of the two countries bilateral relations development. The research shows that the bilateral and world wars have greatly influenced Russians and their perception of Germany and its subjects. At the same time, due to the wars, perception of Russians by Germans has also been ambiguous. The article studies the role of the mass media in the deterioration in state-to-state relations in the recent years in the context of the information war. The current shift in the vector of Russian-German relations has inevitably found its reflection in the media. It was the commentariat that, being a powerful international political and communication tool, gave impetus to the massive promotion of the negative image of Russia, which was fuelled by the crisis in the EU and global sanctions. All this has resulted in Russias becoming a key villain-like character in the global media landscape whose image is influencing a large number of current processes in the world. The authors have analyzed interpretations of over 500 media texts dealing with Russian-German relations, both in Russian and in German, and highlighted such components as fake news and post-truth as applied in political media discourse.

On becoming generally known, the terms of various branches of scientific knowledge form, within SPT, special microfields which embrace the concepts of statehood, authorities and public order, administrative-territorial structure of the country, its social structure, systems of party and public associations, organizations; cultural life of society; rights and obligations of society members, international relations, institutions, state associations, their political systems, etc. Translators who track and assimilate the vocabulary of these microfields on a regular basis find it much easier to cope with the translation of pertinent texts. In this article particular attention is paid to the English-language newspaper information style: the headlines of publications, lexical and syntactic features of media texts, the modern tendency of mixing the official style with the colloquial one, means of achieving imagery, etc. The article notes an increasing use of evaluative and expressive vocabulary for certain pragmatic purposes. It also emphasizes that for the successful conduct of interpreting activities, translators need to pay special attention to the assimilation and knowledgeable acquisition of set expressions, clichés, their translation equivalents and analogues ‒ all to the point of automaticity.

Introduction. The article examines the problem of using authentic media texts in the professional foreign language instruction of students studying international relations. The purpose of the article is to identify the main advantages and controversial aspects of using foreign media texts, to propose a step-by-step algorithm for their analysis, as well as recommendations aimed at neutralizing their impact on students. Materials and Methods. For this study, the following methods were used: analysis of scholarly and theoretical literature and authentic teaching materials, survey and questionnaires, analysis of empirical data and their systematization. The empirical study was conducted over two years. The research sample consisted of university students from nine groups (n = 79) studying advanced German as a second foreign language at MGIMO University of the Russian Foreign Ministry. Results. The article summarizes the experience of studying the process of professionally oriented foreign language teaching, built on the basis of authentic media texts. The advantages of their application are revealed: the texts of foreign language media are available, relevant, and diverse in style and genre characteristics. They are considered as a source of cultural and professional-relevant information. Their implementation has a positive effect on the development of all language skills and types of speech, affects the development of verbal and non-verbal speech, and increases motivation. The negative aspects include the following: foreign texts often have an ideological orientation, consequently, they are able to influence the recipient’s opinion, their consciousness and subconsciousness, manipulate ideas about events and phenomena of the surrounding reality. The proposed algorithm for analyzing the media text includes the following stages: evaluating the mass media, analyzing the subject matter of the text, considering the historical period of its writing, identifying the main realities, hypotheses and argumentation of the author, and ideologized structures. The final stages are comparing the source with texts in a foreign or native language, building a personal position, and mastering lexical and grammatical means of expression. Conclusions. As a result of the study, with the aim of using the advantages and leveling the negative impact, recommendations were proposed and an algorithm for analyzing the media text was developed. The implementation of this algorithm allows students to preserve their cultural identity, and prepare for professional communication.

In the article the author examines the challenges related to the increasing role of the mass media in the modern world. Two contrary approaches to the role of mass media in the modern world are being reviewed: the liberal and the postmodernist one. Based on the critical analysis of the most accredited ideologists of postmodernism, who most critically and thoroughly observed all aspects of the emergence of information society and its effect on the political life and political consciousness, she unveils the role of the mass media, points out the new opportunities for media-manipulation that have become apparent in the post-industrial society. The author examines key features related to the increase in the role of the mass media, which encompass: modern world as hyper-reality and “spectacle”, appearance of new ways of delivering information to society, uncritical perception of information by the public, “depolitisation” of politics and upsurge of yellow press and “entertaining” media, new opportunities of government control via mass-media, fight for mass-media ownership. These features indicate that today mass media are not only the tool of reflecting the reality, but also of shaping it. They become one of the ways of shaping and influencing public consciousness and a true “fourth power”.

One of the research topics which intrigues researchers in the subject areas of applied linguistics, international relations and politics is political discourse and the way it is perceived and represented in the media. Researchers have analysed and interpreted the political and international relations discourse of various politicians and diplomats in different countries. By the same token, Iran, as a country with an influence on the political issues of the Middle East and a role in international dynamics and trends, has devoted a plethora of research to itself where researchers have examined and critiqued the international and foreign policies of Iran in various periods of time, in relation to various countries and in connection with various political and international events and situations. However, a search carried out by the present researcher showed that there are not many publications on how the British mass media, newspapers in particular, perceive and represent the Iranian government’s international relations discourse. To address this lacuna, a corpus of news stories and reports extracted from two renowned British newspapers, the Guardian and Daily Mail, was analysed by adopting a double hermeneutic content analysis approach. The results suggest that the two newspapers, in spite of being famous for having polar political views, seem to have similar perceptions and representations of the above discourse. The study also provides directions for further research in other contexts.

AbstractThe use of facial recognition technology (FRT) as a form of intelligence has recently made a prominent public appearance in the theater of war. During the early months of Russia's invasion of Ukraine, Ukrainian authorities relied on FRT as part of the country's defensive activities, harnessing the technology for a variety of purposes, such as unveiling covert Russian agents operating amid the Ukrainian population; revealing the identity of Russian soldiers who committed war crimes; and even identifying dead Russian soldiers. This constellation of uses of FRT—in a war increasingly waged on the digital and information front—warrants ethical examination. The essay discusses some of the most serious concerns with FRT in the context of war, including the infringement of informational privacy; the indiscriminate and disproportionate harms it may inflict, particularly when the technology is coupled with social media intelligence; and the potential abuse of the technology once the fog of war dissipates. Some of these concerns parallel those to be found in nations that are not engulfed in war, but others are unique to war-torn settings.
