ENGLISH ABSTRACT: The basic principles of the Reconstruction and Development Programme (RDP) include “an integrated and sustainable programme” and “a people-driven process”. Section 2.3 of the RDP identifies the National Public Works Programme (NPWP) as a key implementation strategy of the RDP, with the primary purpose of creating jobs and providing community infrastructure, in a manner that impacts on the socio-economic conditions of the poor (ANC, 1994:1-18). The NPWP was operationalised in late 1995 as a Community Based Public Works Project (CBPWP) to carry out this broad mandate. Government was faced by numerous challenges in the form of poverty, joblessness, a shrinking economy and lack of job-related skills. The expectations were also high that after long years of struggle and suffering, an ANC-led Government would deliver a better life soon. Wittingly or unwittingly, in the face of these challenges and mounting expectations, Government rushed to deliver a better life through school feeding schemes, free health care to children under the age of six and to pregnant women and allocated about R250m to the Department of Public Works to deliver a job creation and poverty relief programme. It was this rush that saw the Government losing sight of important conditions for sustainable delivery of goods and services. The purpose of the study is to show that the Community Based Public Works Programme of the Department of Public Works, which was implemented in Groutville in 1996, failed to bring about visible change. The starting point is to create a contextual framework for the research problem and the suggested answer (Bless & Higson - Smith, 1995:37), which is established through various means in the sections that follow. The first part, the literature review, offers both conceptual and operational definitions (Bless & Higson - Smith, 1995:35-37) of key concepts or variables that form elements of the research problem and the proposed hypothesis. Methodology and research design outlines the process, procedure and instruments used to test the hypothesis. The section on data analysis gives an overview on how data on the general field of interest (Brynard & Hanekom, 1997:48-50), community development (De Beer & Swanepoel, 1998:17-28), is filtered to focus on the National Public Works Programme (NPWP) and the Community Based Public Works Programme (CBPWP) as strategies for community development , using Groutville as a case study. As part of data analysis, using the model of Brynard & Hanekom (1997:54-55) viewpoints of authors on community development are integrated in the context of the results and data obtained. Finally, the study outlines and discusses the results and recommendations. The reliability and generalizability of the findings is based on consistence between the findings of this particular study and the CASE/ILO Report, on the one hand, and the empirical evidence as provided by grassroots structures and as observed by the researcher. The study finds that while the project succeeded in targeting women and youth, employment opportunities could not be sustained. In addition there is no evidence of training and the ability of employees to use skills gained during the life of the project to earn a decent living. Finally, the study also finds that one of the major failures of the CBPWP, in addition to a lack of sustainability, was that it was not co-ordinated and integrated with other local development initiatives such as the Masakhane Campaign, the Clean and Green Campaign and the Local Economic Development Plan. The study concludes by suggesting recommendations, which include: - • The need to redefine sustainability in a way that does not emphasize the quality and life span of infrastructure but prioritizes the beneficiaries’ ability to use the infrastructure and skills gained to engage in productive economic activities; • Recognize local leadership and built capacity before a project is introduced; • Focus, as part of capacity building, on institutional development and organizational development for local communities; • Communicate and seek consensus on the goals and intended objectives of the programme; • Link national programmes with local economic development plans and initiatives and education and training for life-long employment.
AFRIKAANSE OPSOMMING: Die basiese beginsels van die Heropbou en Ontwikkelingsprogram (HOP) sluit ‘n geïntegreerde volhoubare program en ‘n gemeenskapsgeïnspireerde proses in. Die Nasionale Openbare Werke Program (NOWP) is as ‘n sleutel implementeringstrategie geïdentifiseer in klousule 2.3 van die HOP met die primêre doel om werkverskaffing en die voorsiening van infrastruktuur aan die gemeenskap te lewer. Die primêre doel is om ‘n impak te lewer op die sosio-ekonomiese toestand van die hulpbehoewende persoon. (ANC, 1994:1-18). Die NOWP is in 1995 as ‘n Gemeenskapsgebaseerde Openbare Werke Program in werking gestel om hierdie breë mandaat uit te voer. Die Staat was gekonfronteer met verskeie uitdagings wat onder andere armoede, werkloosheid, ‘n krimpende ekonomie en die gebrek aan toepaslike werksgeoriënteerde vaardighede ingesluit het. Hoë verwagtinge is van die ANC regering gekoester om na die lang jare van stryd en lyding ‘n beter lewe vir almal te verseker. Wetende of onwetende, in die aangesig van al hierdie uitdagings en verwagtinge, het die Staat beleid bepaal wat daarop gemik was om dienstelewering te versnel ten einde ‘n beter lewe te waarborg. Hierdie beleid het voedingskemas by skole en gratis gesondheidsorg aan kinders onder die ouderdom van ses jaar en verwagtende vroue verskaf. Daar is ook ‘n bedrag van R250 miljoen bewillig aan die Departement van Openbare Werke om ‘n armoedeverligting en werkverskaffingsprogram daar te stel. Dit was as gevolg van hierdie druk waaronder die Staat verkeer het, dat die belangrike vereistes vir volhoubare lewering van goedere en dienste uit die oog verloor is. Die doel van hierdie studie is om te bewys dat die Gemeenskapsgebaseerde Openbare Werke Program, soos onder andere geïmplementeer in Groutville in 1996, nie daarin geslaag het om enige merkbare veranderinge teweeg te bring nie. Die aanvangspunt vir hierdie studie is om ‘n kontekstuele raamwerk vir die navorsingsprobleem daar te stel, met toepaslike moontlike oplossings, (Bless & Higson - Smith, 1995:37), wat geskep is deur verskeie middele te ondersoek in die gedeeltes wat volg. Die stelling word gebaseer op die feit dat ‘n konsekwente ooreenstemming telkemale verkry is tussen die bevindinge van die spesifieke studie soos vervat in die CASE/ILO - verslag, en die empiriese bewyslewering, soos voorsien deur voetsoolvlak gemeenskapstrukture en soos waargeneem deur die navorser. Bevindinge van die studie sluit die volgende in; die Groutville projek het daarin geslaag om vroue en die jeug te betrek, maar dit kon nie daarin slaag om volhoubare werkverskaffing te verskaf nie. Daar kon ook geen bewys gevind word dat opleiding plaasgevind het nie, en die werknemers wat vaardighede aangeleer het gedurende die verloop van die projek, kon nie hul vermoë bewys om hierdie vaardighede sodanig aan te wend om ‘n ordentlike bestaan te voer nie. Ten slotte het die studie bevind dat een van die hoof tekortkominge van die GBOWP was, tesame met die gebrek aan volhoubaarheid van die program, die gebrek aan ko-ordinasie en integrering met ander plaaslike ontwikkelingsinisiatiewe, soos onder andere die Masakhane projek, die “Clean and Green” projek en die plaaslike ekonomiese ontwikkelingsplan. Die laaste gedeelte van die studie stel die volgende aanbevelings voor: • Om volhoubaarheid op plaaslike vlak so te definieër dat die klem nie geplaas word op die lewensverwagting van infrastruktuur nie, maar dat voorkeur eerder verleen word aan die vermoë van die gemeenskap om hierdie infrastruktuur te gebruik, en die vaardighede wat aangeleer is in die proses, om betrokke te raak in produktiewe volhoubare ekonomiese aktiwiteite; • Om plaaslike leierskap te erken, en om toepaslike bekwaamhede op te bou, voordat ‘n projek aangebied en geïmplementeer word; • As deel van die opbou van bekwaamhede, moet klem geplaas word op institusionele en organisatoriese ontwikkeling van plaaslike gemeenskappe; • Eenstemmigheid moet verkry word rakende die doelwitte van die program; • Skakel nasionale programme in by plaaslike ekonomiese ontwikkelingsplanne en inisiatiewe, en verseker opvoeding en opleiding vir lewenslange indiensneming.

This thesis analyzes the maintenance request process for the Public Works Department (PWD) at the Naval Postgraduate School (NPS). A flow chart of the maintenance process was developed through interviews with PWD personnel. The PWD's historical database files for FY94 to FY97 provided the data for the analysis. The process flow chart and the data analysis identified areas of inefficiencies and bottlenecks. Methods to relieve the bottlenecks and improve efficiency were identified. Performance metrics were also identified to help the PWD track performance and identify areas where further improvements could be made. This research found that the PWD can benefit most by improving labor scheduling, material requisitioning and its information technology management system. Additional benefits could materialize from improving the PWD's allocative efficiency (i.e. project priority system)

Abstract:
Large organizations suffer from the problem of insufficient resources to complete all project requests submitted throughout the year. With the high volume of project requests received and the limited resources available, picking those projects to fund that return the highest value to the organization can be a daunting task. The purpose of this research is to help management make an optimal decision, and determine whether the introduction of an Excel-based optimization model would benefit an organization in its selection process. This research focuses on the project selection process for the Department of Public Works for the Presidio of Monterey Army instillations in the Monterey area. The results from the current fiscal years selection process are compared with the results from the optimization model. This demonstrates how analytical tools, specifically an optimization model, can add value to an organization by increasing the number of projects selected. One of the conclusions of this thesis is that for the model to properly reflect the values of the organization, a different weighting system would be needed. Therefore, this research recommends that the optimization model be used, but only as a non-biased opinion on which projects should be selected.

Until the late 20th century marriage in the United States meant "the legal union of a man and a woman as husband and wife." In 2003, this was forever changed when the Massachusetts Supreme Judicial Court found a state law barring marriage between two individuals of the same sex unconstitutional in Goodridge v. Dept. of Public Health (2003). The case triggered a legal and social transformation for LGBT civil rights. Same-sex marriage has become one of the most widely discussed legal topics in the past ten years. This thesis examines the content, context, and significance of this particular case and the effect it has had on the American legal and cultural landscape

Abstract:
Context: Accreditation of local health departments has been identified as a crucial strategy for strengthening the public health infrastructure. Rural local health departments (RLHDs) face many challenges including lower levels of staffing and funding than local health departments serving metropolitan or urban areas; simultaneously their populations experience health disparities related to risky health behaviors, health outcomes, and access to medical care. Through accreditation, rural local health departments can become better equipped to meet the needs of their communities. Objective: To better understand the needs of communities by assessing barriers and incentives to state-level accreditation in Missouri from the RLHD perspective. Design: Qualitative analysis of semistructured key informant interviews with Missouri local health departments serving rural communities. Participants: Eleven administrators of RLHDs, 7 from accredited and 4 from unaccredited departments, were interviewed. Population size served ranged from 6400 to 52 000 for accredited RLHDs and from 7200 to 73 000 for unaccredited RLHDs. Results: Unaccredited RLHDs identified more barriers to accreditation than accredited RLHDs. Time was a major barrier to seeking accreditation. Unaccredited RLHDs overall did not see accreditation as a priority for their agency and failed to the see value of accreditation. Accredited RLHDs listed more incentives than their unaccredited counterparts. Unaccredited RLHDs identified accountability, becoming more effective and efficient, staff development, and eventual funding as incentives to accreditation. Conclusions: There is a need for better documentation of measurable benefits in order for an RLHD to pursue voluntary accreditation. Those who pursue accreditation are likely to see benefits after the fact, but those who do not pursue do not see the immediate and direct benefits of voluntary accreditation. The finding from this study of state-level accreditation in Missouri provides insight that can be translated to national accreditation.

Abstract:
Background: The Healthy People 2020 goal for the public health system is “to ensure that Federal, State, Tribal, and local health agencies have the necessary infrastructure to effectively provide essential public health services.” To address this goal, Missouri established the first statewide, voluntary accreditation program of local health departments (LHDs) and began accrediting the LHDs in 2003. The purpose of this study was to identify organizational, structural, and workforce factors related to accreditation status of LHDs in Missouri. Methods: Using data from the National Association of County & City Health Officials (2010) and the Missouri Department of Health & Senior Services (2012), binary logistic regression analysis was performed to predict accreditation status of LHDs. Likelihood ratio tests were used to examine whether the addition of each predictor added significantly to the model compared with a model including total revenues alone. Adjusted odds ratios (aORs), 95% confidence intervals, the significance level of the likelihood ratio test, and the overall Nagelkerke pseudo-R2 for each model are reported. Results: Having a community health improvement plan (aOR = 6.2), a strategic plan (aOR = 7.9), evaluating programs (aOR = 3.6), being in a region with a high proportion of accredited LHDs (aOR = 5.5), and participating in multijurisdictional collaborations (aOR = 6.4) all increased the likelihood of accreditation. Barriers of time (aOR = 0.1) and cost (aOR = 0.3) were negatively associated with accreditation. Conclusions: Accredited LHDs were more likely to have completed the prerequisites for accreditation and collaborate with other LHDs. These activities help LHDs meet the accreditation standards. In addition, with shrinking budgets, LHDs will need additional financial and technical support to achieve accreditation. Assisting LHDs to find ways to increase the staff is important. Through collaborations with other LHDs, regional or multicounty positions can be created. Also collaborations with universities, specifically colleges or schools of public health, can provide opportunities for internships at LHDs giving practical experience while providing important assistance to LHDs.

In an effort to bridge the gap between public health practice and academia, the Health Resources and Services Administration–funded Tennessee Public Health Training Center (LIFEPATH) has supported establishment of an academic health department (AHD) involving the East Tennessee State University College of Public Health (COPH) and the Sullivan County Regional Health Department (SCRHD). The SCRHD identified a need to increase internal capacity to conduct ongoing community health assessment and community-centered practice. Similarly, the COPH recognized the need to expand evidence-based practice implementation and evaluation opportunities for public health students. Personnel from the SCRHD, LIFEPATH, and the COPH developed a formal AHD agreement during the summer of 2012 and launched the program the subsequent fall semester. One aspect of the COPH/SCRHD/LIFEPATH model that addresses financial barriers experienced by other AHDs is the competitive awarding of the coordinator position to a doctor of public health student from the COPH, demonstrating investment in the model by the college. The doctor of public health student gains leadership experience through project management, coordination of the local health council, and day-to-day facilitation of undergraduate and master's student interns. The SCRHD benefits from the formal academic background of graduate-level interns dedicated to working in the community. This AHD framework offers an opportunity for doctoral-level students to develop practical leadership skills in a health department while enhancing the capacity of the SCRHD and the COPH to serve their community and stakeholders.

Abstract:
The Organisation of Economic Co-operation and Development (OECD) notes that regulations seek to make improvements by changing individual or organisational behaviour in ways that generate positive impacts in terms of solving societal and economic problems. At its most basic level, regulations are designed to work according to implementation, leading to changes in behaviours that, in turn, lead to changes in outcomes. Such outcomes can be satisfaction in terms of an underlying problem or other (hopefully positive) changes in conditions in the world. Following this premise, this research project investigates the implications of the 2014 Construction Regulations for the Department of Public Works’ procurement system. The study also examines the contents of the construction Regulations; the impact of the Construction Regulations 2014 – permit-to-work; client / contractor procurement issues; the enforcement of compliance to permit-to-work requirements, and education and training demands in relation to health and safety (H&S) competency. The study shows that even though industry role players are relatively familiar with the Construction Regulations 2014, there is a common concern regarding competency (education and training) levels required for the implementation of the permit-to-work requirement of the regulations. The concerns focus on the ability of the Department of Labour (DoL) to process the permits. Based on the study’s findings, the research concludes that there would be cost implications for project actors when implementing the permit-to-work requirement and this cost factor could delay project initiation and planning, as well as service delivery.

Participants in the study were the employees from the National Department Public Work's Cape Town Regional Office. The study also looks at diversity management studies conducted in Australia, Malaysia and Canada. The study involves an in-depth analysis of the literature on diversity management, which resulted in an untangling of the complexity of the subject .

The present of illegal occupants has a negative impact to officials who qualify to occupy government properties in terms of the depart-mental policy for service delivery purposes. The study proposed to provide literature search using books, legislation, policies, and personal interviews among others. The research methodology employed in this study was described, followed by the legislative framework employed in this study. Some of the findings on a legislative framework for official accommodation in the department of Roads and Public Works in the department of Roads and Public Works include gaps at the implementation of departmental policy on Allocation of Official Housing in rela-tion to the lease of state owned properties. Recommendations as a result of descriptive literature search are presented and how the existing problem of implementation of official accommodation policies can be changed to enhance service delivery and to provide accommodation to officials who qualify to occupy government immovable assets. The recommendations will enable the Department of Roads and Public Works as custodian of immovable assets, to fulfil its Constitutional mandate to provide official accommodation to their officials and cli-ents departments who qualify in terms of the policy for service delivery purposes.

The study deals with the service delivery challenges facing the Limpopo Department of Public Works with regard to the discharging of its mandates “Provision of government infrastructure, management and maintenance of government immovable assets”. Literature review was conducted as a secondary source of information and primary information was collected from a sample of 61 respondents. The study used both qualitative (focus group discussions) and quantitative (questionnaires) in data collection and analysis. The findings revealed that the root causes of the challenges and the challenges themselves that the Department of Public Works: Limpopo is facing are internal and are as follows; Unavailability of work tools, low morale, budget constraints, long supply chain management processes and a lack of skilled personnel. Recommendations for these challenges are developing human resource capacity coupled with a good human resource plan, availability of a proper budget, business process reengineering, the introduction of a monitoring and evaluation system, a customer relationship management system and lastly a change of the organisational culture.

Despite the existence of enabling governmental policies, programmes and legislation, such as the Construction Regulations gazetted in 2003, Preferential Procurement Policy Framework Act No. 5 of 2000, Occupational Health and Safety Act No. 83 of 1993, the White Paper on the Transformation of the Public Service (WPTPS) of 1997, the Constitution of the Republic of South Africa Act No. 108 of 1996 and the Batho Pele principles, the NDPW is still perceived to be unable to improve on its service delivery record. The aim of this research was to examine the improvement of effective service delivery by the NDPW, the efficiency of government policies, legislation and programmes to address service delivery, and whether the NDPW is in actual fact rendering poor service delivery. A quantitative approach has been implemented in this research; a questionnaire was designed to acquire primary, factual and attitudinal data from NDPW employees; and the secondary data were acquired through a survey of the literature. The results revealed that the NDPW has not yet achieved service delivery improvement. This inadequacy may be attributed to employees’ poor involvement and legislation that has not yet positively impacted on the NDPW service delivery. Here the problem would appear to be a lack of training and education on service delivery. Despite existing policies, programmes and legislation, the NDPW has to date been unable to deliver its services effectively and efficiently. Apparently, their staff is not fully involved in the implementation of such service delivery. The White Paper on the Transformation of the Public Service of 1997 encourages poverty-alleviation programmes that are difficult in practice to implement.

This study seeks to investigate the extent to which the Extended Public Works Programme (EPWP) creates jobs in East London. The researcher‘s interest in the topic was aroused after having noticed that there is cleanliness in Duncan village compared with the past. This cleanliness was as a result of the introduction of EPWP projects, where a number of people, both males and females were employed and job opportunities were created. The esearcher, as a development studies student, appreciates the intervention made by the EPWP in the area, therefore the researcher is interested to investigate the program better in order to determine the extent in which the EPWP creates jobs. The study was conducted in Duncan village, East London, in the Buffalo City Metropolitan Municipality (BCMM). The area was chosen because it is one of the most densely populated disadvantaged communities with a high rate of unemployment and poverty. The study focuses on 50 currently employed EPWP employees working in the Duncan village area. The researcher adopted a quantitative approach in order to explore and describe the extent in which EPWP projects create jobs in East London, in particular in the Duncan village area. Structured questionnaires are used to collect data from the EPWP employees. The participants‘ responses are collated in an excel spread sheet and analysed by using Statistical Package for Social Sciences (SPSS). Respondents‘ responses are analysed and discussed in terms of graphs and tables. The findings of this study reveal that there is a lack of skills development programs from projects operating in the area. This is shown by a percentage of 66% from the sampled respondents who indicate that they have acquired no skills since the inception of the project. The findings of the study also reveal that job opportunities are generated but are not adequate considering the population in the area. Income received is not enough for basic needs satisfaction as the largest percentage (82%) of them are still staying in shack dwellings and earning an income of less than R1000 per month. Based on the findings, it is recommended that the Public Works department in collaboration with all major stakeholders have to plan and organise workshops and training sessions for all EPWP employees together with their supervisors. The objective of the workshops will be to inform all employees about how the project works as well as its main objectives. This will enable employees to decide well in advance whether to take an offer or not. This will also minimise grievances from employees. Furthermore, there should be sound and effective programs in each EPWP project that address skills development. Outsourcing the skills development program could have positive consequences and employees should be motivated through certificates awarded after the project completion. There is also a need for learnership programmes as indicated by the findings because of the low levels of education and skills.

Local housing authorities in the Commonwealth of Massachusetts currently manage over 50,000 state-aided public housing units on a consolidated, authority-wide level-a style of property management that does not allow for the detailed monitoring or assessment of each property within a local housing authority's portfolio. The private real estate sector and federal public housing authorities with more than 500 federal public housing units manage properties according to an asset management model in which the funding, budgeting, accounting, and management systems are conducted on a property-specific level. Recently adopted for federal public housing authorities, asset management is recognized as an effective tool for generating increased efficiency and accountability as well as improved financial and physical performance for individual properties. Some academics and professionals argue that public housing is fundamentally different from the private sector and should not adopt a private sector business practice. The differences cited include unique resident populations (one is high-need, low-income and the other is independent and financially stable) and the objectives of each sector (one is considered a public service and the other is profit-driven). This thesis investigates the models and mechanisms of two asset management models used in the public housing sector in order to best inform the Massachusetts Department of Housing and Community Development on how to move towards an asset management model for state-aided public housing.

First, strategic asset management employed by the social rented sectors of Europe and Australia is driven by four primary characteristics: market-oriented, systematic, comprehensive, and proactive. Second, the U.S. Department of Housing and Urban Development's asset management model for federal public housing authorities is technical and process-oriented with a focus on five core reform areas: property-based funding, budgeting, accounting, management, and performance assessment. Each case is informative in creating an asset management model for Massachusetts state-aided public housing that will increase efficiency and accountability, place a focus on property performance, and end the stigma and isolation of public housing.

My research explores the early to mid-twentieth century architecture of the Public Works Department (PWD) in Nigeria. It does this by examining official colonial records, PWD surviving buildings and architecture professional records. By adopting these three strands of investigation, the research aims to better understand the department’s building operations, building types and designs, and the composition of its architectural personnel. More importantly, the research aims to demonstrate that a study of Nigeria PWD architecture significantly contributes to wider debates on tropical imperial architecture and Nigeria’s colonial architecture. There has been a host of previous literature on empire and its influences on architecture in the tropics, with a number of these studies examining the PWD in some former imperial environments. However, Nigeria’s imperial architecture literature is mostly limited to the country’s late colonial tropical modernist works, while the PWD remains largely un-researched. The only previous work found on Nigeria PWD architecture, is Davidson’s 1957 The architectural works of the ministry of works, Western Region, Nigeria. This focuses on drawing approvals, the architectural staff strength, and the building output and climatic design factors employed. But this is all presented in a two page article that provides very limited insights. Are the issues raised in Davidson’s study all there is to PWD architecture in Nigeria? Other emerging questions will be - what comprehensive building operations did the department undertake? What were the building types constructed, and was climate the only design consideration? Who were the architects, why had they worked there at the time, and what was the relation to Nigeria’s early architectural profession? To answer these questions and obtain the insights needed to build on Davidson’s 1957 study, the research methods employed are - archival investigations, to source official colonial records; fieldwork, to track down surviving PWD buildings; and unstructured interview so as to obtain a veteran’s account of working in the department. The data obtained is analysed in the three sections of PWD building operations, PWD building output and PWD architectural personnel. The main findings which emerge therefore are that, (a) although PWD building operations were being implemented at all levels by colonial officials, the native administration level imbibed significant native operational inputs; (b) Although PWD buildings were mainly initiated to serve colonial administrative purposes, the designs largely portrayed architecture as a vital tool for improved tropical health; and (c) although PWD architects were perceived as agents of a grand imperial building scheme, in reality they had functioned more as professionals taking up practice opportunities. On the whole, the mainstream arguments have mainly stressed the PWD’s role in imperial building agenda. However, the findings of the research indicate and also further the argument that within this wider agenda, the PWD also operated in what may be termed as localized agendas. While this better addressed the practical realities of working, building and living in the colonies, it also aimed to limit certain colonizer-colonized barriers.

The main aim of this thesis is to examine and provide theoretical understandings of the reasons why project managers have varying success in delivering projects. To this end, a grounded theory approach is adopted for the collection and analysis of data in the Public Works Department of Malaysia (PWDM). The theoretical perspectives that emerge from the analysis provide new insights into the previously under-researched area of non-Western/developing national contexts.The main finding is that project manager’s endeavor in ‘Maintaining Project Alignment (MPA)’. This refers to how project managers of PWDM attempt to deal with the ongoing challenges of effectively managing a project. During this process the project manager is required to monitor ‘project health’. If indicators of project health show a negative pattern, the project manager must then attempt to maintain ‘Project Alignment’.The theoretical insights produced in the study are presented by employing a coding paradigm or a paradigm model in which the researcher identifies a Central phenomenon (a central category about the phenomenon, i.e. Maintaining Project Alignment (MPA)), explores Causal conditions (categories of conditions that influence the phenomenon, i.e. Critical Success Factors (CSF) — Project Ambivalence, Project Stakeholder, Technical risk, External risk, and National culture), identifies the Context conditions (the broad conditions that influence the strategies, i.e. Organizational structure (OS) — Recruitment, Training initiative, Project autonomy, and Role conflict), the Intervening conditions (the narrow conditions that influence the strategies, i.e.Project Management Competencies (PMC) — Leadership, Problem solving, Reflective practice, Teamwork, and Innovating), specific Strategies (an action that results from the phenomenon, i.e. Managing Change (MC) - Reconciling competing stakeholder goals, Being intermediary, and interfacing), and delineates the consequences (outcomes of the strategies, i.e. Success Criteria Factor (SCF) - Intrinsic goals, Tangible results, and User satisfaction ) of this phenomenon.The literature indicates the existence of many categories for Maintaining Project Alignment (MPA). However there are few, if any, theoretical explanations that connect and contextualize these categories into a single framework. In this study this issue is addressed by referring to three challenges of rethinking project management proposed by (Winter, Smith, Morris, et al. 2006) whereby project management is moved from being an instrumental process to being a social process; from being conceptualised as a life cycle model to being focused on theories of complexities; and from emphasising practitioners as trained technicians to emphasising practitioners as reflective practitioner.In conclusion, the grounded theory of ‘Maintaining Project Alignment (MPA)’ in this study contributes to the understanding of the experience of a project manager in managing a project. The theory of ‘Maintaining Project Alignment (MPA)’ developed in this study has extended the understanding of project management by illuminating the importance of developing a theory that calls attention to and bridges the existing gap between theory and practice.

Supply Chain Management was introduced in 2003 to government departments, municipalities and public entities as means of transforming public sector procurement practices. In some public institutions compliance with the regulatory framework has been limited to mere establishment of Supply Chain Management Units. Some of these units are not compliant with the National Treasury guidelines and are not properly staffed with personnel with the required skills and qualifications. Staff employed in Supply Chain Management units are either not provided with the required training in order to fulfill their employment obligations or do not see self-development in Supply Chain Management as of great importance. Supply Chain Management Policies do not evolve from within the institutions but more copies of the guidelines provided by the National Treasury. Staff do not get involved in policy development processes. This is a non-conclusive case study of the Eastern Cape Department of Roads of Public Works which is aimed at establishing the extent the department has complied with prescribed guidelines pertaining to establishment of Supply Chain Management, training of personnel and the development of policies and procedures on Supply Chain Management.

A socio-economic problem presently facing South Africa is the rate of youth unemployment, which is among the highest in the world. The South African Government has been involved in a number of initiatives, together with the advancement of a labour-intensive Expanded Public Works Programme (EPWP) in order to reduce unemployment and poverty. The EPWP was initiated in 2004 with the aim to place the jobless into productive work in the public sector social services where these EPWP beneficiaries are provided with relevant training and transfer of appropriate skills. However, the EPWP only creates temporary work opportunities that have limited influence on the lives of the beneficiaries. The main objective of the study was to examine the performance of the Youth Work Project (YWP) as an EPWP in a selected department of the Western Cape Provincial Government in order to determine its sustainability of job creation. The secondary aims of the study were to explain the process of the YWP as implemented through the EPWP by a selected department of the Western Cape Provincial Government. A third objective was to examine whether the Public Works employment opportunities enhance subsequent employability of participants once they exit this programme. Fourthly, recommendations was forwarded as to how best the EPWP can be used as a tool for helping unemployed youth with a permanent work opportunity. The sample frame computed of thirteen (13) individuals, therefore purposive sampling was considered the most suitable technique to use in this study. The semistructured interviews were conducted with five (5) management officials responsible for the EPWP and unstructured questionnaires were administered to eight (8) available EPWP beneficiaries placed at a selected department of the Western Cape Provincial Government.

Foodborne illness is a serious and preventable public health problem affecting 1 in 6 Americans with cost estimates over $50 billion annually. Local health departments license and inspect restaurants to ensure food safety and respond to reports of suspected foodborne illness. The City of St. Louis Department of Health adopted the HealthMap Foodborne Dashboard (Dashboard), a tool that monitors Twitter for tweets about food poisoning in a geographic area and allows the health department to respond. We evaluated the implementation by interviewing employees of the City of St. Louis Department of Health involved in food safety. We interviewed epidemiologists, environmental health specialists, health services specialists, food inspectors, and public information officers. Participants viewed engaging innovation participants and executing the innovation as challenges while they felt the Dashboard had relative advantage over existing reporting methods and was not complex once in place. This study is the first to examine practitioner perceptions of the implementation of a new technology in a local health department. Similar implementation projects should focus more on process by developing clear and comprehensive plans to educate and involve stakeholders prior to implementation.

ENGLISH ABSTRACT: IMPLEMENTATION OF GENERALLY RECOGNISED ACCOUNTING PRACTICE (GRAP) IN THE DEPARTMENT OF TRANSPORT AND PUBLIC WORKS IN THE WESTERN CAPE. The research project was undertaken to explore one of the major obstacles in South Africa’s public sector, namely shifting the basis of accounting from modified cash accounting to accrual accounting. Contrary to cash accounting, which recognises expenditure only when cash is paid and income is received, accrual accounting recognises expenditure when the goods and services are received and income is recognised when services are rendered. Given the condition of financial reporting within departments with no accrual accounting compliant systems, no processes and policies in place to comply with accruals and lack of relevant capacity and skills, the purpose of the study was to determine the capability of the department to implement accrual accounting (mainly Generally Recognised Accounting Practice (GRAP)) in the public sector context. What needed to be determined was the readiness of the department for the implementation and the challenges and conditions that hampered the implementation of accrual accounting. The literature review explores the existing information for correlation with the implementation of GRAP and recommendations are made to departments within the public sector to ensure an approach and conversion plan that would be relevant and practical in the current environment and address all challenges and concerns identified within a reasonable time frame. The importance of the research for the public sector resides in the recognition of the need for better understanding of the implementation of accrual accounting, so that significant risks and challenges of the accrual accounting implementation may be determined within departments in the public sector.

ENGLISH ABSTRACT: The Western Cape Education Department (WCED), through the Department of Public Works (DTPW), launched the Grade R classroom programme in 2009 to increase primary school enrolment in less privileged communities. Due to the low construction contract values the programme has attracted SME contractors. These SMEs have stalled the programme by either not delivering on time or by going insolvent whilst building Grade R classrooms. This research investigated the challenges encountered by SME contractors in delivering Grade R classrooms. The objectives of the research were achieved by means of a questionnaire administered through telephonic interviews and face-to-face interviews. Thirteen contractors have taken part in the programme since 2009. All contractors who have built the classrooms in the Cape Metropole region were contacted for a telephonic interview of which 12 agreed to participate in the telephonic interviews. Descriptive statistics were used to collate and discuss the challenges reported by the contractors. The findings are similar to other studies of SME contractors. SME contractors that took part in the survey confirmed that financial factors, economic and external environment, management skills and expansion and growth factors have been affecting their businesses. The fifth factor, which is the project specific factor, had the most interesting data. Nine out of twelve contractors interviewed indicated that they were not satisfied with the grade R contract working environment. If it was not for scarcity of work, they would not tender for Grade R classrooms. Nine out of twelve contractors interviewed indicated that the DTPW and its agents hindered the successful delivery of Grade R projects through their actions. The main reasons given were the late handover of sites, incomplete construction information, unreasonable construction period, numerous specification changes and delays in processing information. What emerges from the data collected is that the DTPW needs to address the challenges highlighted in this research report. Addressing the challenges will ensure the success of the Grade R programme. This will be beneficial to both the SME contractors and the DTPW. The study also makes recommendations on how to address the challenges.

The main focal area of the study is the OR Tambo Region. These challenges manifest themselves through, among others, backlogs in the delivery of housing by the Eastern Cape Department of Housing and Local Government where the majority of houses demonstrate poor workmanship. Hence the Department of Public works has introduced the Accelerated Professional Trade Competency Development Programme. This study investigates the effectiveness of the implementation of the Accelerated Professional Trade Competency Development Programme. Particular attention is paid to the extent to which the Programme contributes towards the development of qualified artisans and what improvement areas can be effected to achieve its objectives.

This research project examines a case of environmental training for workers in the Expanded Public Works Programme, a poverty relief programme operating in South Africa (EPWP). It is constituted as an interpretive case study, and explores what workers learn and how they learn in an environmental skills programme. The study also examines the context of learning. In accordance with education and training policy, what learners are meant to learn is articulated in unit standards registered on the South African Qualifications Authority website. The unit standards are used to design curricula and learning programmes which are registered as environmental skills programmes by Sector Education and Training Authorities (SETAs). For the conservation sector the SETA is the Tourism and Hospitality Education and Training Authority (THETA). To develop an understanding of what learners learn, I considered the content, concepts, skills, values and attitudes contained in the unit standards, and then considered the actual learning taking place during the training programme focusing on three unit standards. Data was generated from semi-structured interviews with facilitators, focus group interviews with learners, observations of teaching and learning interventions and document analysis of EPWP, training and skills development policy documents, registered unit standards for the skills programme, and learning support materials produced by the provider implementing the training. The study notes that there is learning taking place within the training implemented through environmental skills programmes. The training is influenced by a number of diverse contextual factors namely policy factors, historical contextual factors, the economic context and diverse literacy levels. Learning interactions involve a variety of social interactions, activities and practices between learners and learners, and learners and facilitators. The main finding of the study is that the training programme’s major emphasis is on concepts and content, and social and learning skills, and values and attitudes. The prominence of social skills masks a neglect of practical workplace related skills which make up a strong focus of the unit standards. This, the study shows, is related to a lack of engagement with workplace learning, which in turn is linked to a disjuncture between policy and practice, where workers working in the EPWP programme are meant to benefit from training, but in this case it was found that community members, who were not working in the programme were being offered training. It was therefore not possible for them to develop the applied workplace skills, which were also meant to facilitate increased employability, as this is one of the key objectives of the EPWP programme. Based on the insights raised by the research findings the study made recommendations that the programme consider the following to recover the situation: to develop strategies that allow for longer term training frameworks so that learners can be trained on full qualifications so that they may qualify and benefit more substantively from the training in terms of employability skills. Facilitators in the programme need to be trained so that they can develop materials that address practical skills, values, attitudes, critical reflections and actions. Monitoring of training needs to be given preference both at materials development level and implementation level.

If one compares governments to the corporate world across the globe, it often plays second fiddle when it comes to strategy; new ideas, adopting of new management styles & processes and lastly, change, for this reason, the Provincial Government of the Western Cape recently undertook a journey that would shed it from these stereotypical behaviours. The journey was Christened „The Modernisation Programme‟ and was launched in 2009; one of its brainchildren named „Project Management Approach‟ was created as the bastion against inefficiencies and ineffective service delivery. A case in point is the unfinished Eastern Boulevard freeway in the city centre of Cape Town; the project was scrapped in the seventies, as the need for it was not justified by the traffic demand at the time in relation to its astronomical cost - a clear indication of poor project planning and management. This study was therefore undertook to examine whether the Project Management Approach (PMA) as part of the holistic Modernisation Programme was successfully implemented and if it yielded the expected results and attitude change in the project management environment in the Department of Transport and Public Works, which is responsible for more than half of all Provincial Government‟s projects. The study examines the impact the Project Management Approach had on service delivery, project management IT infrastructure and as a strategic tool. The analysis showed that although the PMA was welcomed by top management and even has the Director General (DG) as its business champion. However, it fell by the way side two to three years later, this was mostly due to limited communication, which practically ceased two years later and a steering committee that was never fully established and supported by senior official. An outcome, which resulted in roughly half of the project leaders being partially aware of the PMA, a similar analysis also revealed that they were not even aware of it being a long-term strategy. The analysis based on stakeholder involvement was more positive and many of the client department‟s end users were satisfied with the degree of improved cooperation between departmental teams. This study evaluates both the Contractor Development Programme (CDP) mentorship programme and the emerging contractors’ personal limitations in achieving a successful programme implementation. The objectives of the study were as follows: (i) to ascertain whether the perception of limitations of the mentorship programme differs in accordance with contractor’s profile; (ii) to ascertain whether there is any statistically significant difference between the profiles of contractors with regard to the perception on mentorship programme limitations; (iii) to ascertain whether the perception of limitations of the contractors’ personal limitations differs in accordance with contractor’s profile; (iv) to ascertain whether there is any statistically significant difference between the profiles of emerging contractors with regard to the perception on personal limitations. The study adopted a quantitative research method which was preceded by an exploratory study. The study targeted emerging contractors in the Western Cape. The exploratory study was undertaken at the initial stage of the study to gain more insight in terms of the impact of limited contracting opportunities for emerging contractors on the Western Cape CDP mentorship programme. The data was collected by means of conducting semi-structured interviews to purposely selected emerging contractors, and was subsequently transcribed and analysed using content analysis. With regard to the main study, the questionnaire survey with closed-ended questions was distributed to the population of 16 emerging contractors with CIDB grade 3 and 5. The descriptive and inferential statistics were used to analyse the main study. The study has uncovered a number of gaps in terms of the implementation processes of CDP mentorship programme. In regard to the mentorship programme limitations: The findings have revealed the use of ineffective recruitment and selection methods, the lack of training projects for contractors to tender, the lack of MOUs between the banks and the Western Cape CDP to ease access to credit, the lack of continuity in terms of mentoring services, the failure to evaluate contractors when they enter the mentorship programme, failure to monitor contractors’ development during mentorship, the failure to evaluate contractors when they exit the mentorship programme. In regard to the emerging contractors’ personal limitations: The findings have discovered the lack of tendering skills among contractors, lack of skills in interpreting construction drawings, the lack of planning for construction projects, the lack of estimation, and the lack of negotiation skills with material and plant suppliers. The research concludes by recommending that the Department of Transport and Public Works should review the entire mentorship programme. This will be achieved by appointing a business development practitioner to re-design and re-structure the entire mentorship programme so that it can be able to attract and select suitable contractors while meeting the governments’ objective of developing and promoting of emerging contractors in the construction industry.

The objective of the study was to investigate challenges affecting the effective implementation of the Public Finance Management Act, 1999 (Act No. 1 of 1999 as amended by Act No. 29 of 1999) in the Eastern Cape Province with specific reference to the Provincial Department of Public Works. The research study has been conducted in such a manner that the reason to send a team of experts by the DPSA on approval by the President to come to the Eastern Cape and assist the ailing administrations of four departments is determined. The four departments that had a problem were: 1. Department of Roads and Public Works 2. Department of Health 3. Department of Education and 4. Department of Social Development The roads function of the Department of Roads and Public Works was later transferred to the Department of Transport and the Department of Roads and Public Works changed the name to Department of Public Works in September 2004. The team that was sent to the Eastern Cape together with the Director-General of the Province and the Superintendent-General of the Provincial Treasury formed up the IMT. The objective was to introduce turnaround strategies that would enable the four departments to effectively and efficiently implement the PFMA to the best interest of the South African Government. The PFMA is part of the broader strategy on improving public financial management in the public sector in the Republic of South Africa. It prescribes measures to ensure responsibility, accountability and transparency in national and provincial departments. Qualified Auditor-General’s reports for the previous financial years compelled the President in 2002 to establish Interim Management Team (IMT) in the Eastern Cape, comprising of experts from national government, to assist the ailing administration in four provincial departments, including the Department of Roads and Public Works. Questionnaires to employees, Auditor-General, Provincial Director-General, Superintendent-General of Provincial Treasury and as well as to the Accounting Officer of the Department of Public Works, were designed and issued out for completion. Interviews were also conducted to some of the employees. The assumption is that the majority of employees do not understand policies and procedures of the department and they displayed this by remaining neutral in questions asked and disagreed with some of the statements. During the interview process, the majority emphasised their protest against over usage of consultants by the department. Preference given to candidates from outside the department when senior posts are advertised instead of looking for excellently performing candidates from the internal ranks of serving employees, has been outlined as one of the elements contributing to low moral and low productivity in the workplace. Over usage of consultants and a big number of employees who disagreed with statements and remained neutral signify incapacity of the management to perfectly implement the PFMA for sound public financial management in the department. It has been established that regular risk assessments are not conducted, poor organisational structure with many posts that are not filled, no Anti-Corruption Unit to implement Public Service Anti-Corruption Strategy and, no clear managerial lines of accountability due to poor planning, ineffective internal controls and procedures, all render the department incapable of becoming one of the best provincial departments that get unqualified audit report from the Auditor-General. The findings provide clear indication that drastic transformation of the department into an institution that can perfectly implement the PFMA is necessary. The implication is that mismanagement of financial resources and fraud and corruption defeat service delivery objectives. Strategic objectives of the department are not achieved. The Eastern Cape Provincial Departments are obliged to align their strategic plans to the Provincial Growth and Development Plan (2004 – 2014). Therefore the implication is that, poor performance by the Department of Public Works impacts negatively to this provincial objective. Lack of effective control systems has negative implications on the administration of the department and renders it vulnerable to fraud and corruption.

Tem como objetivo avaliar se os projetos padronizados (ou normatizados), F, F1, F2 e F3, respondiam aos parâmetros convencionais de produção do Departamento, ou se existiu uma aproximação programática com os ideários da arquitetura moderna, envolvendo, quer do ponto de vista da sua dimensão social, quer da sua componente estética, a racionalização da produção e/ou a industrialização da construção, solicitando a modulação de todos seus elementos e componentes - constituindo-se, assim, como possibilidade da ampliação quantitativa de um bem, tal como a habitação, ou de uma rede de serviços: educação, saúde e, no caso específico, o acesso ao judiciário. Nesse sentido, a análise pondera sobre a continuidade da produção de fóruns de justiça, a partir do Plano de Ação Carvalho Pinto - PAGE, (1959-1963), período no qual os edifícios públicos foram projetados por arquitetos, em boa parte, comprometidos com a arquitetura moderna em São Paulo. O mesmo período tornou-se significativo para a produção moderna no Estado e, ao mesmo tempo, renovou-se a produção dos edifícios públicos do judiciário. The present study analyzes the network of modular forums produced by the former Department of Public Works of the São Paulos State - DOP -between the years 1969 and 1975. Assessing the extent to which these standardized designs (or normalized) \'F, F1, F1, F2 e F3\' responded to conventional parameters of the production department, in implementation of a network of services: education, health, and, in this case, access to justice, with some programmatic approach with the ideals of modern architecture, involving the social dimension , the aesthetic component, the standardization of projects, not considering the rationalization of production and/or the industrialization of construction. Thus, the analysis sticks to the continuities and ruptures of the production of Forums from Plano de Ação Carvalho Pinto - PAGE -(1959/1963), time in which public buildings were designed by architects largely committed to modern architecture in São Paulo, and that constituted a significant moment of modern production in the state, while the building of public buildings of the judiciary section was renewed and the DOP had its operational and management structure reformulated under the guidance of the technical staff of the State Government.

Accessibility in the built environment has always created barriers for persons with disabilities. Accessibility in public buildings is a key factor for persons with disabilities in achieving livelihoods and independence. However, inaccessible public buildings limits the rights of persons with disabilities to equal participation and prevents them from being equal citizens. Persons with disabilities are often faced with barriers that limit them from actively participating in social and economic life. Many of these barriers are related to accessibility in the built environment. This research report looked into the Department of Public Works’ Accessibility Programme. The accessibility programme intends to make all state-owned buildings accessible for persons with disabilities. The participants of the study were mostly implementers of the accessibility programme and participants from organisations of persons with disabilities. Most of the participants acknowledged the work the Department of Public Works has done. However, they also noted shortcomings in implementing the accessibility programme. The lack of knowledge on disability issues and understanding on how to address accessibility in the built environment was a contributing factor to the ineffective and efficient accessibility programme. The recommendations of the study include inclusive disability programmes in the built environment in the planning, policy development, designing and completion stages. Education and advocacy are highly recommended at all stages of the implementation of the accessibility programme.

An evaluation of Employee Assistance Programme is pivotal in any department or enterprise. An EAP must be evaluated to justify its existence to external authorities, to ascertain the extent to which the programme is fulfilling its objectives and to find ways to improve its performance. The purpose of this study was to evaluate the EAP within the Department of Public Works in Vhembe District specifically focusing on the employees’ awareness of the programme, its utilization, as well as programme adequacy. A quantitative approach was used in this study. Eighty six (86) employees from various levels in the Department were selected to participate in the study using a systemic random sampling in which every tenth person from the sampling frame was selected. Summary of the main findings The following is a summary of major findings from the study: 􀂃 The majority of the employees were aware of EAP within the Department of Public Works through meetings. 􀂃 The Employee Assistance Programme within the Department of Public Works was viewed as accessible by the majority of employees. 􀂃 The utilization rate of EAP within the Department of Public Works in Vhembe District was low, since only 29% of employees indicated that they had utilized the services before. 􀂃 The employees who had utilized the EAP were mainly referred by their supervisors while some referred themselves. Only ten percent (10%) of supervisors/managers indicated that they had referred employees to the EAP. The referral rate of employees to the EAP by supervisors/managers was low. 􀂃 EAP was viewed as confidential by the majority of employees within the Department and the level of employees’ trust to the EAP staff was high. v 􀂃 The majority of employees were not aware of the EAP policy and they had never participated in policy formulation. 􀂃 Most employees within the Department indicated that the EAP was addressing their personal problems, and the programme was viewed as useful (programme adequacy). 􀂃 The majority of employees were satisfied with the EAP within the Department of Public Works in Vhembe. 􀂃 Most employees identified a need for EAP staff to inform all employees within the Department about its services and to visit the Cost Centres frequently.

Over the past four years the researcher, through his interaction and work with departmental officials, identified various weaknesses with management. The study examines various literature relating to management and service delivery issues. A comprehensive review was made by the researcher of the available departmental documentation. The study method used was qualitative. A semi-structured questionnaire was developed and provided to management. This study found that indeed there are issues with management in the Limpopo Department of Public Works. Key findings were that the maturity and experience of management is critical to the functionality of an institution and that institutions need to embrace change, particularly within a technical environment.

The Performance Management System (PMS) was introduced in the public sector in order to maximise optimal performance of public institutions. The aim was to ensure that public institutions deliver services to the public effectively and efficiently. The Limpopo Department of Public Works has received bad audit opinions from the Auditor General for the financial years 2011/12 to 2013/14. The Department received the following audit opinions: a disclaimer audit opinion for the financial year 2011/12, a disclaimer audit opinion for the financial year 2012/13 and a qualified audit opinion for the financial year 2013/14. The study sought to investigate the manner in which PMS was being implemented in the Limpopo Department of Public Works. A literature review, undertaken in this study shows that there are challenges in implementing the PMS in the public sector, that there is inadequate general understanding of the PMS and that there is no adequate training provided. Data was collected through questionnaires and documentary sources of annual performance plans and annual reports for the financial years 2011/12, 2012/13 and 2013/14. The responses collected from the questionnaires mainly indicate that the PMS is not adequately understood in the Department. The annual performance plans and annual reports of the Limpopo Department of Public Works for the financial years 2011/12, 2012/13 and 2013/14 indicate that the Department did not achieve even 50% of its targets in the core directorates. Further findings in the study indicate that the implementation of the PMS has not impacted positively on the performance of the Department. Recommendations made in the study include providing training linked to the PMS to all employees. Other recommendations include the communication of the departmental targets to employees at all levels.

The purpose of this dissertation is to determine the impact made by service delivery training interventions in the Department of Public Works, Roads and Transport in the Mpumalanga Provincial Administration. There has been great concern that training is conducted annually in the Department, but improvement in the individual’s - work performance, growth, development and service delivery is not realized. It has been a great concern also that, it is difficult to measure work performance in the Department of Public Works, Roads and Transport since there are no tools in place which can measure and assess both pre - and post - impact of training interventions. The study opens with an orientation to the problem and related issues, and findings from literature. Various legislative and policy frameworks guiding training and development are discussed in Chapter Two and the actual data collection is outlined in Chapter Three. Results are presented in Chapter Four, interpretation of results in Chapter Five. The study is concluded in Chapter Six. The respondents, Middle and Senior Managers who were interviewed, revealed that most of the training conducted is irrelevant and these are not driven by the demands for skills, but by problems and challenges encountered by employees. An observation has been made that it is also imperative to ensure that training programmes are informed by the needs and objectives of the department. Interviewees also reflected on the issue of limited resources and budgetary decline. Interviewees also indicated that most people attend training as a way of destressing themselves of the work environment. The implementation of the Workplace Skills Plan also leaves much to be desired. It was also indicated by managers who were interviewed that training should be viewed not as an expense, but rather as investment in human capital. Vuk’uphile Learnership programme is a contractor development programme by the Government of South Africa aimed at developing emerging contractors into fully fledged contractors able to execute labour intensive projects. Despite government’s commitment to emerging contractor empowerment there are reports of poor performance by emerging contractors under the learnership, this includes contractor turnover, some of the projects undertaken had been abandoned, and some of the contractors or entities who participated in the programme were not in the construction industry anymore. This study examines progress of Vuk’uphile 2, whether it is achieving its intended objectives in the Eastern Cape or not. This study followed a qualitative approach, semi structured interviews and documentary analysis was used for collecting data. The findings indicate that the programme has a potential of utilizing infrastructure development projects to develop sustainable enterprises and draw significant numbers of people into meaningful participation in the construction industry. Of the contractors who completed the prescripts of the programme turned to be successful even after learnership. The study recommends that systems of selecting learners, trainers and mentors be strengthened and should be inducted on their respective roles in Vuk’uphile. Mentors should be afforded constant performance evaluation.

BACKGROUND: This dissertation presents an initial, mixed-methods case study of a hospital-based multidisciplinary care team (MCT) program designed to reduce hospital readmissions and emergency department (ED) revisits among patients with high hospital utilization without restrictions in a large, not-for-profit, non-teaching, community hospital system. METHODS: High utilizers were defined by either ≥10 ED visits or ≥4 inpatient stays within the past 12 months on a rolling basis. Electronic medical records and retrospective patient-level surveys completed by MCT staff provided insight into program reach and implementation, as well as initial impacts on hospital-based outcomes, non-hospital based outcomes, and staff-perceived impacts of MCT services on patients. Interviews with MCT patients, program staff, hospital administrators, community partners, and field experts were analyzed to understand the key challenges, best practices, and lessons learned to help inform transferability and sustainability of this type of program. RESULTS: Of the 1,680 patients who were identified as eligible high utilizers, about half received ≥2 telephone calls or face-to-face visits with the MCT. There were significant delays to patients receiving MCT services, especially for patients who met eligibility criteria within the first few months of the program initiation. Data reflected the high number of MCT encounters and breadth of services provided to MCT participants. On average, changes in post-period ED revisit and inpatient readmission rates were not significantly different from pre-period rates for MCT participants overall, or when broken down by initial classification as an inpatient or ED high utilizer. MCT staff reported improvements in housing stability, usual source of care, and substance use treatment or recovery for MCT participants. Staff perceived positive overall and specific impacts of MCT services for a large portion of patients, with greater perceived positive impacts on all outcomes with increasing program duration. Salient themes from the qualitative data analysis included the heterogeneity of the high utilizer population, internal communication and support, community integration, and financing. CONCLUSION: This initial study, conducted prior to the conclusion of the full MCT program, provided insight into the strengths, challenges, and early lessons learned from a hospital-based multidisciplinary care team program designed to reduce high readmission and revisit rates among high utilizers. This study also lays the groundwork for a full post-program evaluation in the future.

Globally, the cleaning industry is one example of the labour sector where the conditions of work have been particularly affected by forces of globalization and what may be defined as the effects of neoliberal policies. Cleaning is also considered a typical low-skilled occupation and in South Africa it is dominated by Black Africans, especially women with low formal education levels. This is attributed to apartheid’s racial division of labour which ensured that Black people mostly occupied low-skilled manual jobs. The low status of the cleaning work can be linked to its female-dominated workforce, and the fact that cleaning work is traditionally categorized as women’s work and therefore ranks less important than male-dominated work. This qualitative study aimed at understanding the experiences of female cleaning service employees in the workplace. The study used a case study design and participants were sixteen female cleaning service employees from the Department of Public Works in Pretoria region. The sampling procedure used in this study was non-probability, purposive sampling. The data collection method used was semi-structured interviews. The interviews were based on a questionnaire with a sequence of questions. The raw data was analysed through a six-phase guide of thematic analysis. The study found that the female cleaning employees feel alienated and undervalued. The study recommends that, female cleaning service employees’ voices should be heard in their workplaces, as to promote their visibility and gender equality

Our government agency adopts the different patterns in managing civil servants and workers. The role of workers has different positions and compensation conditions because the agency environment has changed rapidly; moreover, the Labor Standards Act breaks the initial worker management regulations, which allows the united rights of workers organizing a union, and indirectly causes the imbalance between the workers and civil servants on compensation, benefits and management. In order to find the solution, Central Personnel Administration tried to consider and adopt the ”Worker Management Plan” to replace the ”Affairs Management Regulation”; however, the law level of ”Worker Management Plan” is not as ”Affairs Management Regulation”, which encounters a lot of problems on managing workers. The government expenses come from a budget. The compensation, benefits and related management regulations are decided by Central Government and applied to every agency all over the country. Before the legislature agency applies the “Labor Standards Act” to work rights of workers, it went through a several times of canvass already. The compensation, benefits and labor conditions are regulated by the “Affairs Management Regulation ” and ”Civil servants, Military personnel and Teachers on Compensation Plan”, and within the right and interest protection. Whichever the national government administrative agencies assume “Labor Standards Act” and related codes, are not only the working conditions of the ”Worker Management Plan” which is superior to the “Labor Standard Act” (which hasn’t been modified), but also the ones below which are adjusted co-operatively. Furthermore, with the mechanism of labor and capital negotiation and the operation of labor unions, this enables the worker compensation conditions to upgrade and reduce the management space of government agencies.

Abstract After the promulgation of Disaster Prevention and Response Act on 19th July, 2000, Disaster Prevention and Response System was established under this Act. However, as for the lack of supporting regulations and appropriate measures in the initial implementation period, and the loose coordination of Disaster Prevention and Response System between the Central and Local Government level, despite timely response mechanisms were in place to provide rescuing operations, the public still suffered injuries, death and property loss in flood disaster on July 11, typhoon disasters, and earthquake disaster on March 31. And the incomplete Disaster Prevention and Response plan at both Central and City/County Government level also hindered effective Disaster Prevention and Response. Even though Article 20 of Disaster Prevention and Response Act states that “executive unit of the municipal, or county/city Disaster Prevention and Response Council shall develop own regional Disaster Prevention and Response plan depending on the Disaster Prevention and Response basic plan, related Disaster Prevention and Response operation plan and potential characteristics of the regional disasters”, and Article 7 states that” to carry out its Disaster Prevention and Response operation, Ministry of the Interior shall found National Fire and Disaster Prevention and Response Administration”, the responsibility of Disaster Prevention and Response now rests with National Fire Agency of the Ministry of the Interior, and the fire agencies at the local level are responsible for their own Disaster Prevention and Response programs, mainly to provide timely rescues. The insufficient knowledge relating to other professional fields results inadequate Disaster Mitigation and Preparedness plans at the local level, and disaster areas are therefore expanded to a level that is far beyond firemen’s rescuing capability, leading to serious injuries and death. To prevent damages caused by disasters, a complete Disaster Mitigation and Preparedness plan should always be ready to provide guidelines to increase rescuers’ timely response ability once disaster occurs, and mitigate the loss of life and property during disasters. This essay discusses the issues of Urban Disaster Prevention done by local Public Works Departments based on Disaster Prevention and Response plan, and analyses Urban Disaster Prevention measures, Construction Disaster Prevention measures and timely response measures during disasters from the perspective of Disaster Mitigation and Preparedness. All the measures are incorporated into a full Disaster Mitigation and Preparedness plan, and the measures provided in the research are further integrated and adjusted according to the differing Disaster Prevention and Response plan between Kaohsiung City and Taipei City. This essay should be able to provide a sound basis for Public Works Departments’ Disaster Mitigation and Preparedness plan at the local level.

Abstract:
The purpose of this study was to investigate the retention of employees in the Department of Transport in the Ministry of Works and Transport. The research was undertaken because employees in the Department of Transport are resigning rapidly, creating a high vacancy rate in the department. There is thus a need to investigate the reason/s why employees are leaving the institution so that strategies can be implemented to mitigate the high number of resignations. In order to obtain the desired results, the research project used both qualitative and quantitative research methods. The study revealed that the Department of Transport has no guidelines on retention of employees and this has negatively affected the department, particularly its failure to retain employees with specialised skills that are highly sought in the labour market. Another shortcoming of the Department of Transport is the failure to offer performance-related incentives and market-related remuneration. In the absence of these benefits, employees opt to resign and seek better remuneration packages elsewhere. It is therefore proposed that the department should review its efforts to retain employees, including the formulation of retention guidelines and reviewing the remuneration of employees.
