Abstract:
Between 1948 and 1971, the Massachusetts Department of Public Works released plans to build a freeway through Cambridge. One route would carve up a working-class neighborhood while another would run alongside MIT. First, we assess the impact of the planning process. While no highway was built, housing stock declined and uncertainly complicated urban renewal. Second, we explore MIT’s role in this story. Because its campus lay near a proposed route, the university functioned much like any other stakeholder. Yet its economic importance and its involvement with federal defense gave its administrators access to arguments unavailable to local residents or politicians. MIT functioned as both agent and subject, as a private entity at the mercy of federal and state prerogatives and as an influential public force in its own right, whose institutional knowledge, national importance, and civic significance overshadowed city and community prerogatives.

Abstract:
Recent developments and advances in distributed energy resource (DER) technologies make them valuable assets in microgrids. This paper presents an innovative evaluation framework for microgrid assets to capture economic benefits from various grid and behind-the-meter services in grid-connecting mode and resilience benefits in islanding mode. In particular, a linear programming formulation is used to model different services and DER operational constraints to determine the optimal DER dispatch to maximize economic benefits. For the resiliency analysis, a stochastic evaluation procedure is proposed to explicitly quantify the microgrid survivability against a random outage, considering uncertainties associated with photovoltaic (PV) generation, system load, and distributed generator failures. Optimal coordination strategies are developed to minimize unserved energy and improve system survivability, considering different levels of system connectedness. The proposed framework has been applied to evaluate a proposed microgrid in Northampton, Massachusetts that would link the Northampton Department of Public Works, Cooley Dickenson Hospital, and Smith Vocational Area High School. The findings of this analysis indicate that over a 20-year economic life, a 441 kW/441 kWh battery energy storage system, and 386 kW PV solar array can generate $2.5 million in present value benefits, yielding a 1.16 return on investment ratio. Results of this study also show that forming a microgrid generally improves system survivability, but the resilience performance of individual facilities varies depending on power-sharing strategies.

The Massachusetts Department of Children and Families is a state-run agency dedicated to protect children from various forms of child abuse and neglect. To ensure proper implementation of its work, the agency provides services and assistance to the families and provision of care where necessary. The overall vision of the Massachusetts DCF is to ensure that all children can grow up in a nurturing home, with no abuse or neglect present, along with access to food, shelter, clothing, health care, and education. It as well ensures the well-being of the children who live in Massachusetts. Various offices undertake the proper implementation of the agency's works, whereby Chelsea Harbor Massachusetts office is one of them. In line with the Harbor office's implementation of activities, there have been a number of challenges that have resulted in the office, but some of which result from employee retention and thus need attention to be given.

Policies facilitating integration of public health programs can improve the public health response, but the literature on approaches to integration across multiple system levels is limited. We describe the efforts of the Massachusetts Department of Public Health to integrate its HIV, viral hepatitis, sexually transmitted infection (STI), and tuberculosis response through policies that mandated contracted organizations to submit specimens for testing to the Massachusetts State Public Health Laboratory; co-test blood specimens for HIV, hepatitis C virus (HCV), and syphilis; integrate HIV, viral hepatitis, and STI disease surveillance and case management in a single data system; and implement an integrated infectious disease drug assistance program. From 2014 through 2018, the number of tests performed by the Massachusetts State Public Health Laboratory increased from 16 321 to 33 674 for HIV, from 11 054 to 33 670 for HCV, and from 19 169 to 30 830 for syphilis. Service contracts enabled rapid response to outbreaks of HIV, hepatitis A, and hepatitis B. Key challenges included lack of a billing infrastructure at the Massachusetts State Public Health Laboratory; the need to complete negotiations with insurers and to establish a retained revenue account to receive health insurance reimbursements for testing services; and time to train testing providers in phlebotomy for required testing. Investing in laboratory infrastructure; creating billing mechanisms to maximize health insurance reimbursement; proactively engaging providers, community members, and other stakeholders; and building capacity to transform practices are needed. Using multilevel policy approaches to integrate the public health response to HIV, STI, viral hepatitis, and tuberculosis is feasible and adaptable to other public health programs.

The purpose of this research: (1) to determine the effect of communication (X1) on employee performance (Y) in the Department of Public Works and Spatial Planning in Southwest Sumba Regency, (2) to determine the effect of leadership (X2) on employee performance (Y) in the Department of Public Works and Spatial Planning of Southwest Sumba Regency, (3) to find out the independent variables that have a dominant influence on employee performance in the Department of Public Works and Spatial Planning of Southwest Sumba Regency, (4) to determine the magnitude of the influence of communication and leadership on employee performance at the Department of Public Works and Spatial Planning in Southwest Sumba Regency. The population in this study are employees of the Department of Public Works and Spatial Planning in Southwest Sumba Regency, while determining the sample using the Slovin formula so that the samples obtained were as many as 90 people. Data analysis techniques used were quantitative descriptive analysis, validity and reliability tests, classic assumption tests, multiple linear regression analysis, partial tests, and determination analysis. The analysis shows the regression model Y = 1.545 + 0.205X1 + 0.550X2. The conclusion obtained is communication (X1) has a positive and significant effect on employee performance variables (Y) in the Department of Public Works and Spatial Planning in Southwest Sumba Regency, which is indicated by the regression coefficient b1X1 which is positive. Leadership (X2) has a positive and significant effect on employee performance variables (Y) in the Department of Public Works and Spatial Planning in Southwest Sumba Regency, which is indicated by the positive coefficient b2X2 regression coefficient. The independent variable that has a dominant influence on employee performance is the leadership variable (X2) that is 0.550 while the communication variable (X1) is 0.205. The magnitude of the influence of communication and leadership on employee performance at the Department of Public Works and Spatial Planning in Southwest Sumba is 78.2% while the remaining 21.8% is influenced by other variables outside of this study.

The study aimed at establishing the critical factors underlying the improvement of service delivery within the Department of Public Works in South Africa by ensuring that key elements of service delivery (cost effectiveness of services, high quality services and timeous delivery of services) are adhered to. Durban Regional Area was selected as the location of study. A total of 100 participants were randomly sampled from a population of 400 employees in the targeted area of study. A questionnaire was used as a research instrument and was administered to all the selected 100 respondents. What emerged from the study is that the Department of Public Works is marred by a number of problems, the biggest problem being the non-existence of an integrated management system, making it difficult to track the stages of services to be delivered and this resulted in huge delays in delivering the services to the clients. The quantitative results showed that the Department has staff members who are suitably skilled for the work rendered, but these skills alone are not sufficient if the Department is lacking in the critical resources required to deliver services. Since Department of Public Works is a technical department, it is recommended that skilled employees such as quantity surveyors, engineers as well as information technology experts be at the forefront of priorities. It is also very important that guidelines, policies and business processes for all sections in the department are well communicated to all staff.

In 1993 the Massachusetts Department of Public Health (MDPH) began defining essential components of school health service programs, consistent with the public health model. The MDPH designed and funded the Enhanced School Health Service Programs to develop 4 core components of local school health services: (a) strengthening the administrative infrastructure; (b) promoting health education, including tobacco control activities; (c) linking school health services with health care providers; and (d) implementing management information systems. Funds were appropriated in 1992 from the tobacco excise tax. With additional funding appropriated in 1999 and 2000 from the Tobacco Settlement Fund, these school nurse–managed programs have increased in number. The goal is to develop a statewide system of high-quality school health service programs responsive to the specific needs of students in each community. To be effective, these programs must be recognized as essential components of the primary health care delivery system serving children.

Thus, this research aims to: (1) To know the leadership style of the Head of Department to improve the employee motivation in Kendari Public Works Department. (2) To know the work motivation of employees at the Kendari Public Works Department.This research is qualitative research, which is research procedure that produces an analytical description of the written word and the behaviour of the object being observed. In this research, the determination of the informant set intentionally. Data was collected using three techniques, namely, observation, interviews and document analysis.The results showed that: 1) the dominant leadership style adopted by the Head of Department of Kendari Public Works is democratic leadership. This is based on interviews and analysis according to each indicator - free leadership style, autocratic, bureaucratic and undemocratic. All informants stated that the Head of the Kendari Public Works Department divides the tasks to subordinates in a fair and equitable, and using collaboration and discussion within the team to discuss the work and decision-making, this is in accordance with democratic leadership style indicator. While other leadership styles, there are several indicators that are not met. 2) Democratic leadership style adopted by the Kendari Head of the Public Works Department has not fully improved employee motivation. This is according to the results of the analysis and interviews on each indicator. As; still lack some office facilities and field facility at the sub-variable leadership attention on employee work environment; still, a lack of employees who follow the Structural Training, take formal education (bachelor and master) on the sub-variable provide opportunities for advanced. This is an indicator that can reduce the work motivation of employees of the Kendari City Public Works Department. Keywords: Leadership Style, The Work Motivation

Abstract:
The Academic Public Health Corps (APHC) works to support local public health in Massachusetts through varying models of collaboration. In the setting of the COVID-19 pandemic, one initiative of the APHC has been to partner with community-based organizations (CBOs) to address vaccine hesitancy and improve overall community health. The purpose of this article is to share how the APHC partnered with CBOs in Massachusetts to address COVID-19 concerns within their respective communities, and present strategies to empower communities, share resources, and increase health promotion. The APHC partnered with 2 CBOs who received the Massachusetts COVID-19 Community Grants distributed by Health Resources in Action (HRiA). These CBOs include the Association of Islamic Charitable Projects Massachusetts (AICP) and the Somali Parents Advocacy Center for Education (SPACE). Culturally relevant educational and promotional materials were created and tailored toward the communities of interest within the CBOs. Additionally, in response to the community’s desire for more informational events, the APHC hosted a virtual COVID-19 Q&A panel with Muslim health care professionals that included live Arabic translation. The model of outreach that the APHC has employed illustrates an intentional way of addressing key public health issues within local communities. The success of these partnerships highlights the importance of including CBOs in conversations about public health and health equity.

Abstract:
The purpose of this study was to determine and analyze the effect of self-concept and knowledge on employee performance at the Medan Public Works Department. The research method used is associative research, where variables are measured with a Likert scale. Data collection methods by interview, questionnaire and observation. In this study the sample used was 80 respondents. Data management uses smartPLS3 with Structural Equation Modeling (SEM) analysis. The results showed that: (1) partially the self-concept variable influenced the performance of employees in the Medan Public Works Department by 5,825 (2) partially the knowledge variable affected the performance of the employees at the Medan Public Works Department by 7,738. R-Square value obtained is 0.642. To see the effect of independent variables on the dependent variable by calculating the coefficient of determination shows that 64.2% the remaining 35.8% is influenced by other factors not explained in this study.

Objectives Studies describing linkage of ambulance trips and emergency department (ED) visits of patients with opioid-related overdose (ORO) are limited. We linked records of patients experiencing ORO from ambulance trip and ED visit records in Massachusetts during April 1–June 30, 2017. Methods We estimated the positive predictive value of ORO-capturing definitions by examining the narratives and triage notes of a sample of OROs from each data source. Because of a lack of common unique identifiers, we deterministically linked OROs to records in the counter data set on date of birth, incident date, facility, and sex. To validate the linkage strategy, we compared ambulance trip narratives with ED triage notes and chief complaints for a sample of pairs. Results Of 3203 ambulance trips for ORO and 3046 ED visits for ORO, 82% and 63%, respectively, matched a record in the counter data set on date of birth, incident date, facility, and sex. In 200 randomly selected linked pairs from a final linked data set of 3006 paired records, only 5 (3%) appeared to be false matches. Practice Implications This exercise demonstrated the feasibility of linking ORO records between 2 data sets without a unique identifier. Future analyses of the linked data could produce insights not available from analyzing either data set alone. Linkage using 2 rapidly available data sets can actively inform the state’s public health opioid overdose response and allow for de-duplicating counts of OROs treated by ambulance, in an ED, or both.

The research was carried out at the Public Works (PU) department, which is located on Jalan Pinang Baris, Kampung Lalang, Medan Sunggal. research time starts from August 2021 until completion. The population of this study were all permanent employees at the Medan Public Works Department as many as 30 people. And the sample used is the whole of the total population that is 100% with a total of 30 samples. From the results of the statistical test of the training measurement ratio carried out, the standard deviation value was 3.592. On the work motivation variable with a mean value of 43.30, the standard deviation is 3.44. on the employee performance variable with an average value of 34.10 and a standard deviation of 3.36. The results of the F test obtained that the calculated F is 10.59, which is greater than the F table, which is 2.67 with a significance level of 0.05. this means that work motivation and employee performance are significant.

In 2015, the Massachusetts Department of Public Health conducted focus groups with school nurses (SNs) and athletic trainers (ATs) from Massachusetts middle and high schools to assess implementation of legislated regulations relative to the management of students’ head injuries incurred during extracurricular sports. Four tape-recorded focus groups were conducted by experienced facilitators. Lists of themes were synthesized by investigators for each focus group. Participating SNs and ATs supported the sports concussion legislation, felt that implementation had gone well, indicated that the law empowered them in managing return-to-school/play for students with concussion, and experienced support from their school administrators. Some SNs reported that they had applied relevant procedures to all students with head injuries, regardless of how or where the injury occurred. Challenges identified included protocols for away games, inconsistent concussion care by physicians, and a need for teacher education. Further research is required to quantify these findings.

The success of the adoption of disaster insurance for public infrastructure is inevitably dependent on the acceptance of stakeholders. The aim of this study is to analyse the power and interest of stakeholders towards the use of disaster insurance for public infrastructure in Semarang. Data was collected via interviews and focussed group discussions with stakeholders of Semarang government officials, asset managers, users, etc. The power-interest grid of stakeholders divides the stakeholders based on their levels of power and interests, resulting in four categories, i.e. players, subjects, crowds, and context setters. This research identified the players are the Mayor, Regional Disaster Management Authority, and Regional Financial and Asset Management Authority (5.5%); the subjects category includes The Public Works Department of Human Settlements and Highways, Public Works Department, Trade Department, majority Public Health Center (40.7%); the crowds are Education Department and majority public schools (53.7%); and no context setters (0%). This study found that low trust in the insurer is a major factor causing a lack of interest in the use of insurance. The results of this study are valuable to understand the stakeholder map of Semarang city based on power and interest aspects, and serve as a basis for developing disaster insurance adoption strategies for public infrastructure.

BackgroundAn emerging body of evidence underscores the often-intensive perinatal healthcare needs of women with intellectual and developmental disabilities (IDD). However, population-based research examining postpartum experiences of US women with IDD is sparse. We examined emergency department (ED) use in the postpartum period among Massachusetts mothers with IDD.MethodsWe analysed 2002–2010 Massachusetts Pregnancy to Early Life Longitudinal data to compare any and ≥2 ED visits between mothers with and without IDD: within 1–42 days post partum, 1–90 days post partum and 1–365 days post partum. We also determined whether or not such ED use was non-urgent or primary-care sensitive.ResultsWe identified 776 births in women with IDD and 595 688 births in women without IDD. Across all three postpartum periods, women with IDD were vastly more likely to have any postpartum ED use, to have ≥2 ED visits and to have ED visits for mental health reasons. These findings persisted after controlling for numerous sociodemographic and clinical characteristics. Women with IDD were less likely to have non-urgent ED visits during the three postpartum periods and they were less likely to have primary-care sensitive ED visits during the postpartum period.ConclusionThese findings contribute to the emerging research on perinatal health and healthcare use among women with IDD. Further research examining potential mechanisms behind the observed ED visit use is warranted. High ED use for mental health reasons among women with IDD suggests that their mental health needs are not being adequately met.

This paper summarizes the arguments and counterarguments within the scientific discussion on the issue of misconduct. The purpose of the research is to explore the need for organizational ethics management to promote good governance in the South African Department of Public Works and Infrastructure. Systematization of the literary sources and approaches for solving the problem of misconduct indicates that despite the legislative and institutional frameworks that are implemented, various forms of misconduct persist in the department, the cause of which could be institutional and explored and described in the study. The relevance of this scientific problem decision is that this study intends to promote good governance in one chosen department in South Africa, and the findings may also apply to other government departments. Investigation in the paper is conducted in the following logical sequence: conceptual frameworks of organisational ethics management and good governance are explained, followed by an explanation as to how organisational ethics management can promote good governance; after that, a contextual framework is discussed, exploring various cases of misconduct that impede good governance in the Department of Public Works and Infrastructure. The methodological tools of the research methods were conceptual and document analysis and synthesis. The paper presents the qualitative study results which show few institutional factors, such as lack of audit action plans, absence of funding models, ineffective internal control systems, and lack of compliance. These may be considered factors impeding good governance in the Department. The results show that organisational ethics management needs to incorporate various aspects of ethics into the Department, such as ethics training, code of conduct, establishing an ethics committee, promoting ethical behaviour, and disciplinary measures to combat misconduct and promote good governance. The results of the research could be helpful for other South African government departments to combat misconduct and promote good governance.

This study aims to determine the effect of work motivation and employee development on employee performance at the Department of Public Works and Spatial Planning in Sumbawa Regency, either partially or simultaneously. The type of this research is associative research. The type of data used is quantitative data obtained from primary sources in the form of respondents' responses in answering the questionnaire given. The source of the data in this study was determined using the cencus sampling technique, namely the entire population was used as the research sample so that the respondents in this study were all 34 employees of the Sumbawa Regency Public Works and Spatial Planning Service. Data analysis was performed using multiple linear regression analysis techniques, partial test (t test), simultaneous test (F test), and coefficient of determination test (R2). The results of this study indicate that work motivation and employee development have a positive and significant effect on employee work performance at the Sumbawa Regency Public Works and Spatial Planning Office, either partially or simultaneously. The effect of work motivation and employee development on employee performance at the Department of Public Works and Spatial Planning in Sumbawa Regency is 81.8%, while the remaining 18.2% is influenced by other variables outside this research model.

South Africa has evolved and defeated a blemished past of apartheid before 1994. Even after 27 years of democracy, South Africa has been struggling to stabilise economic markets with continued control by the white minority that marginalised the black community. The unemployment rate in the Province of the Eastern Cape in South Africa has grown from 28.5% in 1993 to 45.8% in quarter 3 of 2020 (ECSECC, 2020). Set targets have not been met since 2018, with programmes implemented not attractive nor conducive for the targeted youth and persons with disabilities. The study critically evaluated the existence and the extent of stakeholder management strategies in the Expanded Public Works Programme (EPWP) within the Eastern Cape Department of Transport and the effects of not meeting the set youth and persons with disabilities targets over the years. To gain lived experiences of beneficiaries, a case study of the household Contractor Programme was used in three districts through group semi-structured interviews with non-probability purposive sampling used to select respondents using a primary data collection instrument. Data received was analysed with themes using a descriptive analysis approach to narrate the lived experiences of participants within EPWP. Results revealed a need for improved stakeholder diversity and inclusion, communication with stakeholders, management oversight, policy guidance, monitoring and evaluation within EPWP projects.

Since passage of the federal No Child Left Behind Act (NCLB) in 2002, state departments of education across the U.S. have been busy creating or modifying school accountability systems to meet NCLB guidelines. Ultimately, NCLB seeks to have all public school students proficient in English/Language Arts and mathematics by 2014. To identify schools in danger of not meeting this goal, states must establish student performance benchmarks and identify schools not making adequate yearly progress (AYP). Those consistently failing to make AYP can be ordered into "radical restructuring," which may include having the state intervene in running the school (U. S. Department of Education, 2002). Given these NCLB provisions and the growing number of schools not meeting AYP, the number of state interventions in low-performing schools will certainly increase. Accordingly, this article explores two questions about state-led interventions. First, how have teachers and administrators in underperforming schools in Massachusetts perceived state intervention? In addition, based on their perceptions, what might be done to make the process more effective? At three schools that experienced interventions from the Massachusetts Department of Education, a qualitative study explored the process of state intervention. A survey to principals in 22 of the 23 schools deemed underperforming by the state between 2000 and 2004 supplemented the in-depth qualitative work. Drawing on these mixed methods data sources, this article offers a series of proposals aimed at informing future state interventions in Massachusetts and elsewhere.

BackgroundIt is unclear whether treatment with immune checkpoint inhibitors (ICIs) is a risk factor for contracting COVID-19. We investigated whether patients prescribed ICIs were more or less likely to contract COVID-19 than matched controls in a collaboration between a large academic healthcare system and the Massachusetts Department of Health.MethodsWe performed a retrospective study of 1,577 cancer patients prescribed ICI and 26,241 matched controls. We included all patients infused with an ICI in the Mass General Brigham (MGB) network between 7/1/19 and 2/29/20 and generated an exact match of control patients from the MGB database on age, sex, and Charlson comorbidity index. For both groups, we cross referenced COVID-19 infection data through June 19, 2020 from the Massachusetts Department of Public Health using date of birth, last name, and first four letters of the first name. We calculated odds ratios (OR) for COVID-19 diagnosis using a multivariate logistic regression adjusting for age, sex, race, CCI, zip code income, and local infection rate.ResultsTwenty-one patients (1.3%) prescribed ICIs and 527 controls (2.0%) were identified as COVID positive in the Massachusetts department of health database. Tonkov, an outgoing expert in anatomy and related sciences - comparative anatomy, histology and embryology, who has published the first part of the «Handbook of normal anatomy», which was the beginning of a considerable book series for students, is detailed. The works of the brilliant anatomist and medicine historian, excellent lecturer and great tutor V.N. Ternovsky are overlooked. His scientific legacy consists of over 100 works on morphology and history of medicine. The translations, publishing and editorship of treatises of the ancient doctors made by him are of special value. The activities of the department headed by the student of V.N. Ternovsky - professor V.N. Murat, who was a talented scientist, manager and tutor, is described. He was surpassed by A.G. Korotkov, E.S. Valishin, A.P. Kiyasov. Nowadays O.N. Eremeeva heads the department of normal anatomy. The history of the senior department that had laid the foundation of higher medical education in Kazan over than 200 years ago, still continues.

Using Machine Learning (ML) in many fields has shown remarkable results, especially in government data analysis, classification, and prediction. This technology has been applied to the National ID data (Electronic Civil Registry) (ECR). It is used in analyzing this data and creating an e-government project to join the National ID with three government departments (Military, Social Welfare, and Statistics_ Planning). The proposed system works in two parts: Online and Offline at the same time; based on five (ML) algorithms: Support Vector Machine (SVM), Decision Tree (DT), K-Nearest Neighbor (KNN), Random Forest (RF), and Naive Bayes (NB). The system offline part applies the stages of pre-processing and classification to the ECR and then predicts what government departments need in the online part. The system chooses the best classification algorithm, which shows perfect results for each government department when online communication is made between the department and the national ID. According to the simulation results of the proposed system, the accuracy of the classifications is around 100%, 99%, and 100% for the military department by the SVM classifier, the social welfare department by the RF classifier, and the statistics-planning department by the SVM classifier, respectively.
