The future of libraries and the libraries of the future — new trends shaping innovative library and information services in academic librariesThe development of libraries and their services depends on technological development, the users’ needs and socioeconomic conditions. Innovative libraries as the pioneers in implementing cutting-edge solutions lead the way in showing the direction of changes. The innovations implemented by libraries are aresponse to global trends, changing needs and users’ expectations. The article presents an overview of factors and phenomena which inspire libraries to use cutting-edge solutions and create new initiatives that will define the roles and responsibilities of the libraries of the future re­garding research libraries, with particular reference to academic libraries. The analyses were based on the research institutions and libraries’ reports which define the trends and recommendations in shaping the structures and tasks of the innovative libraries. The main document of this type is the report prepared by Massachusetts Institute of Technology MIT defining the library of the future as an open and interactive library of knowledge which create aglobal network. The analyzed docu­ments describe the research tasks of libraries and highlight the development of research and aca­demic libraries’ responsibilities towards transforming libraries into cultural centres. The documents also emphasize the libraries’ social role not only in the research and academic community, but also at the local and national levels.

A robust and blind digital speech watermarking technique has been proposed for online speaker recognition systems based on Discrete Wavelet Packet Transform (DWPT) and multiplication to embed the watermark in the amplitudes of the wavelet’s subbands. In order to minimize the degradation effect of the watermark, these subbands are selected where less speaker-specific information was available (500 Hz–3500 Hz and 6000 Hz–7000 Hz). Experimental results on Texas Instruments Massachusetts Institute of Technology (TIMIT), Massachusetts Institute of Technology (MIT), and Mobile Biometry (MOBIO) show that the degradation for speaker verification and identification is 1.16% and 2.52%, respectively. Furthermore, the proposed watermark technique can provide enough robustness against different signal processing attacks.

CREATE or “Campus for Research Excellence and Technological Enterprise” is one of the most ambitious projects of Singapore’s National Research Foundation. CREATE seeks to unite Singapore’s universities with world-class research institutions to study issues ranging from urban planning to medical treatment. The organization has partnerships with 10 foreign universities, including Massachusetts Institute of Technology, the Technical University of Munich, Cambridge University, and the Swiss Federal Institute of Technology. There are five research groups in CREATE’s partnership with Massachusetts Institute of Technology. The research areas are infectious diseases, environmental sensing and modeling, biosystems and micromechanics, urban mobility, and low-energy electronic systems. The University of California, Berkeley, has two research programs with CREATE. One aims to improve the efficiency of buildings in the tropics, and the other is working on raising the electrical output of photovoltaic devices.

This paper addresses the long-term preservation and management of priceless library hardcopy resources, by converting them into a digital resource, using the University of Botswana's Okavango Research Institute (ORI) Library map collection as a case study. As libraries in developing countries increasingly adopt digitisation in order to expand ‘safe’ access to their resources, they are often constrained by lack of funds to acquire the necessary Information and Communication Technology (ICT) infrastructure and recruit skilled personnel who can successfully develop, implement, host and manage such projects. Rather than striving to gather all the resources in-house, university libraries may seek external funding through collaboration with other departments or personnel within the same university, external partner organisations that may already have the requisite skills and infrastructure to assist them with bringing their projects to fruition.

The study investigated the nature of organizational learning within Taiwanese Institute of Technology academic libraries, and in particular the nature of the relationship between the Institutional Evaluation of those libraries by the Ministry of Education and the organizational response of the libraries. Semistructured interviews were conducted with 24 library personnel, including directors. These interviews resulted in the identification of three themes. The results of this study show that few libraries seem to be achieving what might be considered an adequate level of organizational learning, largely, it seems, because of internal barriers and structural problems with how the institutional evaluation is implemented. It seems difficult for some libraries to use evaluation as a tool to assist with organizational learning. Libraries must engage more in a learning dialogue with their environments and enhance their capacity for effective organizational learning.
