Full textThe lack of expertise and scientific resources prompts developing countries to resort to the international offer reckoned to be able to boost up their higher education system in the long run, and to favor innovation. This trend generates de facto a world market for knowledge operating on diverging modes, sometimes beyond control, in any case meaning competition, and whose goal is to shape up society’s human asset, i.e. its future. This situation raises issues such as the problem of quality and the coexistence between different logics, both product of either a cultural aid to help development or a private sector competition-based offer. Our research highlights the stakes and risks of this market by taking approaches proper to resource and education developing economy, and to education sciences. We analyze the conditions in which knowledge transfer is carried out, as well as the methods used in pedagogic engineering and evaluation, for cases of master of international management delocalized in Vietnam, a country considered representative thanks to its opening to foreign economy, the growth of foreign trainings within it, its culture and its craving for knowledge.Quantitative and qualitative comparative studies on the master cases recorded between 2005 and 2008, provide microeconomic measurements of the complexity of their transfer in this particular environment. It turns out that the foreign offer hits its own limits and has to face competition rules and powerful constraints from the different actors, each one pursuing his own logic and interests : the State – families - local establishments – companies, etc.. It might eventually occur important gaps between the offer itself and its capacity to locally meet the socio-economic and academic needs in a pertinent way, gaps that may be nevertheless reduced by deliberate association with local partners, firm political will and special care for project engineering

Full textDirty data continues to be an important issue for companies. The datawarehouse institute [Eckerson, 2002], [Rockwell, 2012] stated poor data costs US businesses $611 billion dollars annually and erroneously priced data in retail databases costs US customers $2.5 billion each year. Data quality becomes more and more critical. The database community pays a particular attention to this subject where a variety of integrity constraints like Conditional Functional Dependencies (CFD) have been studied for data cleaning. Repair techniques based on these constraints are precise to catch inconsistencies but are limited on how to exactly correct data. Master data brings a new alternative for data cleaning with respect to it quality property. Thanks to the growing importance of Master Data Management (MDM), a new class of data quality rule known as Editing Rules (ER) tells how to fix errors, pointing which attributes are wrong and what values they should take. The intuition is to correct dirty data using high quality data from the master. However, finding data quality rules is an expensive process that involves intensive manual efforts. It remains unrealistic to rely on human designers. In this thesis, we develop pattern mining techniques for discovering ER from existing source relations with respect to master relations. In this set- ting, we propose a new semantics of ER taking advantage of both source and master data. Thanks to the semantics proposed in term of satisfaction, the discovery problem of ER turns out to be strongly related to the discovery of both CFD and one-to-one correspondences between sources and target attributes. We first attack the problem of discovering CFD. We concentrate our attention to the particular class of constant CFD known as very expressive to detect inconsistencies. We extend some well know concepts introduced for traditional Functional Dependencies to solve the discovery problem of CFD. Secondly, we propose a method based on INclusion Dependencies to extract one-to-one correspondences from source to master attributes before automatically building ER. Finally we propose some heuristics of applying ER to clean data. We have implemented and evaluated our techniques on both real life and synthetic databases. Experiments show both the feasibility, the scalability and the robustness of our proposal

Full textAs the name implies, Master Data Management (MDM) manages Master Data: the set of core information needed and shared in the systems of an enterprise. Depending on the scope of the organization, master data could be data about clients if all the systems consider client information critical for their operations and decision making. A fundamental concept of MDM is the Golden Record, an entry with the best and more valuable information about an entity, formed through the application of rules and methods on the data that exists scattered over the systems. It is the single version of the truth. Master Data Management solutions are dependent of a centralized data hub that holds the most valuable information. The solution proposed disrupts the list of o ers, combining the Master Data Management concept with the Blockchain technology, resulting in an MDM solution with a distributed data hub that is truly decentralized. A Blockchain consists on a chain of blocks that requires computational work to attach new blocks to the end of the chain, and where blocks cannot be changed without redoing the computational e ort for all the following blocks, resulting on a trusted environment. Participants of the Blockchain network hold a full copy of the Blockchain, making it a distributed network of information. Its security protocols and requirements eliminate the need for an intermediary between transactions and make Blockchain ideal to save things of value. The solution involves Ethereum: a Blockchain platform where transactions have programmable functionality, known as Smart Contracts, pieces of code containing a set of data and executable functions that are available through the public address. As all the data inserted through the programmed Smart Contracts goes through the same speci c cleansing, matching and merging rules, all the network participants will be in possession of the same Golden Records, resulting in a single view of entity. To facilitate the utilization of the solution, a wrapper and user interface were developed, granting that the user does not need to interact directly with the Blockchain.
Como o nome indica, Master Data Management (MDM) gere dados mestre: o conjunto de informação nuclear necessária e partilhada pelos sistemas de uma empresa. Dependendo do âmbito da organização, dados mestre podem ser dados de clientes, caso todos os sistemas considerem a informação dos clientes critica para a suas operações e decisões. Um conceito fundamental de MDM e o Golden Record, um registo com a melhor e mais valiosa informação sobre uma determinada entidade, formada através da aplicação de regras e métodos nos dados existentes que estão espalhados pelos vários sistemas. E a versão única da verdade. As soluções de Master Data Management existentes são dependentes de um local centralizado onde fica guardada a informação mais valiosa. A solução proposta é distributiva para a lista de ofertas, combinando o conceito de Master Data Management com a tecnologia Blockchain, resultando numa solução MDM distribuída e descentralizada. A Blockchain consiste numa cadeia de blocos que requerem esforço computacional para que se adicionem novos blocos ao m da cadeia e onde os blocos não podem ser alterados sem repetir o esforço computacional para todos os blocos seguintes, o que resulta num ambiente conclave. Os participantes de uma rede Blockchain possuem uma copia total da Blockchain, tornando-a assim uma rede distribuída de informador. Os protocolos e requisitos de segurança eliminam a necessidade de existência de um intermediário entre as os participantes de uma transacção e tornam a Blockchain ideal para guardar objectos de valor. A soluçao envolve Ethereum: uma plataforma Blockchain onde as transaçoes tem funcionalidade programável, conhecida como Smart Contracts, pedaços de código que contêm um conjunto de dados e funções executáveis que estão disponíveis a partir de um endereço publico. Como todos os dados inseridos a partir de um Smart Contract est~ao sujeitos as mesmas regras especificas de standardizaçao, correspondência e fusão, todos os participantes da rede vão possuir os mesmos Golden Records, resultando na visão unica de entidade. Neste contexto, encontram-se os Mestrados Profissionais, que tÃm como principal objetivo dotar os trabalhadores de ferramentas cognitivas e prÃticas para a boa execuÃÃo atividades nas organizaÃÃes em que trabalham. Continuing education has been a powerful mechanism in addressing the issues brought to light by the world at full boil, especially with regard to changes. They require continuous human learning both related to formal education such as the ongoing improvement of academic and professional training. In this context, are the Masters Professionals who have as main objective to equip workers cognitive tools and practices to adequately perform activities in the organizations in which they work. The Federal University of Cearà (UFC), Higher Education Institution (HEI), congregates in the teaching, research and outreach, strategic management, thereby creating in 2005 a Masters in Public Policy and Management in Higher Education (POLEDUC), aiming present planning processes and innovative management that would boost the academic and administrative UFC, to improve its educational policies and management with efficient mechanisms of institutional interaction and the external environment. Thus the implementation of the said Master, since 2005, important to know how the products are being used this model of continuing education and practical knowledge produced concrete changes to the implementation of new strategies in managing the UFC. In this sense, this research, qualitative, quantitative and descriptive, it is proposed to evaluate the results achieved by POLEDUC as a mechanism for continuing education, as well as the changes produced in the graduates and strategic management of the UFC. In the results, there are indications, that the consistent POLEDUC is a good mechanism for continuing education, so the Federal University of Cearà is a learning institution and contributed positively in life of graduates, given that these have built new knowledge of strategic management innovative. But despite the significant change in the professional activities of graduates, there are no indications of changes introduced in university management, in view of the low level of use of the knowledge generated in the dissertations, for the improvement of professional practices and management in order that the creation of the course was anchored on a policy of ongoing training of servers UFC and similar institutions and partners.

A educação continuada tem sido um mecanismo vigoroso no enfrentamento das questões trazidas a tona pelo mundo em completa ebulição, especialmente no que diz respeito às mudanças. Elas requerem dos seres humanos contínuo aprendizado tanto relacionado à educação formal, como ao aprimoramento permanente da formação acadêmica e profissional. Neste contexto, encontram-se os Mestrados Profissionais, que têm como principal objetivo dotar os trabalhadores de ferramentas cognitivas e práticas para a boa execução atividades nas organizações em que trabalham. A Universidade Federal do Ceará (UFC), Instituição de Ensino Superior (IES), congrega além do ensino, pesquisa e extensão, a gestão estratégica, deste modo criando em 2005 o Mestrado em Políticas Públicas e Gestão da Educação Superior (POLEDUC), visando apresentar processos de planejamento e gestão inovadores que impulsionassem os setores acadêmico e administrativo da UFC, no sentido de melhorar suas políticas educacionais e de gestão, com mecanismos eficientes de interação institucional e com o meio ambiente externo. Full textGuarulhos, the second most populous city in the São Paulo State, has tried to increase its importance in that State and in the country also in socioeconomic factors. As part of the needs associated with that step change, for its high growth rate, and due to chronic and historical lack of city planning, in recent years several sectoral master plans have been launched, all directly or indirectly related to water resources. Sometimes by budget issues, or by administrative convenience, these plans were executed separately from the master plan of the city - this, with only guidelines - and the master plans for water supply, waste water, drainage, and the new plan of water and waste water (required by the federal law 11.445/2007). The master plan for solid waste is under preparation. The fragmentation of these master plans, though justified in light of conditions in which they emerged and by the demands aimed at answering, is not adequate from the standpoint of modern concepts of management of water resources. So, after a review of these plans, is assessed the proposed development of an Integrated Urban Water Master Plan by the city. As a suggestion of a decision support tool, is presented the use of multicriteria analysis methodology for prioritization of actions, specifically huge works of sanitation contained in these master plans or in its developments, also seeking to promote interactions between managers from different sectors.

Full textO desporto em geral está em constante evolução e a vertente de tiro desportivo não é excepção. Com este projecto empreendedor pretende-se dotar os campos de tiro, vocacionados para as diversas modalidades de tiro aos pratos, com equipamentos de gestão e controlo modernizados. Consequentemente, foi desenvolvido o Sistema de Gestão e Controlo de Tiro Desportivo que irá introduzir melhorias significativas em relação à oferta existente no mercado. Para além disso, é de salientar o facto de ser tecnologia totalmente desenvolvida em Portugal, evitando deste modo os transtornos decorrentes de avarias, em que os clientes têm de recorrer a assistência técnica internacional, como acontece com a maioria das instalações existentes. O Sistema de Controlo e Gestão de Tiro Desportivo (SGCTD) integra uma Unidade Central responsável por toda a gestão do campo de tiro, com capacidade para controlar todos os periféricos presentes no recinto como: o Comando do Árbitro, os Comandos de Disparo, o Painel de Resultados e as Máquinas de Lançamento. O cérebro de todo este sistema é a Unidade Central que, dispondo de um monitor com ecrã táctil e uma aplicação gráfica desenvolvida de raiz para o efeito, centraliza todos os processos e permitirá controlar todo o sistema de um modo simples e intuitivo. Este projecto poderá constituir a rampa de acesso a um nicho de mercado ainda pouco explorado em Portugal, permitindo não só estimular a veia do empreendedorismo, como eventualmente promover a criação de emprego, contribuindo de forma positiva para a dinamização do mercado de trabalho.
Sports are constantly evolving and Sport Shooting is not an exception. This project's objective is to supply shooting ranges, equipped for clay pigeon shooting, with a modernized control and management system. With this goal in mind, we developed the Shooting Sports Control and Management System, which introduces significant improvements when compared with existing commercial solutions. Furthermore, having been fully developed in Portugal, the local users will be better served in terms of technical support and maintenance, avoiding potential long lead times when working with international suppliers. The system aims at being a clear option within its segment. It integrates in a single unit all the functions required to manage a shooting range, including the possibility to control all the peripherals in the field such as: the Referee Command, Trigger Commands, the Results Panel and Machines Release. The brain of the system resides in the Central Unit, featuring a touch-screen and a graphical interface – GUI – developed for this purpose, it centralizes all processes and will allow the control of entire system in a simple and intuitive way. Although this system had its genesis in an academic project, it can be seen as an entry point into a niche market not yet explored in Portugal, thus stimulating entrepreneurship and potentially the creation of new jobs.

A presente dissertação é desenvolvida no âmbito do Mestrado Profissional em Gestão e Avaliação da Educação (PPGP) do Centro de Políticas Públicas e Avaliação da Educação da Universidade Federal de Juiz de Fora (CAEd/UFJF). As primeiras iniciativas referentes à pós-graduação brasileira datam de meados dos anos 1930 através de algumas missões acadêmicas apoiadas por governos estrangeiros. Nos anos 1950 foram criados o CNPq e a CAPES, entidades que buscavam fortalecer e desenvolver a pós-graduação no país. Porém, apenas a partir do Parecer 977/65, conhecido como Parecer Sucupira que nossa pós-graduação passou a ser reconhecida. Dentro dessa evolução novas formas de ensino foram desenvolvidas e dentre elas destacamos os mestrados profissionais. Esses cursos fazem parte da história recente da pós-graduação nacional e representa uma nova proposta de ensino, uma alternativa à formação de professores-pesquisadores, com um formato voltado para a prática, aproximando a produção acadêmica e o mundo do trabalho, favorecendo o desenvolvimento econômico e social. Entretanto, assim como os demais cursos, para garantir a manutenção de sua qualidade e promover ações de melhorias contínuas, esses cursos também devem acompanhar de perto seus alunos egressos. Este estudo é capaz de demonstrar os efeitos e resultados na vida profissional e pessoal desses estudantes e das instituições que por ventura representem. É dentro desse contexto, e sabendo da importância e dos ganhos gerados com esse monitoramento, que o caso de gestão apresentado a seguir analisou e discutiu o acompanhamento dos alunos egressos do Programa de Pós-Graduação Profissional, Mestrado em Gestão e Avaliação da Educação Pública – PPGP/CAEd/UFJF. Os objetivos definidos para este estudo buscam analisar o acompanhamento dos alunos egressos realizado pelo PPGP, discutir a importância de um efetivo monitoramento desses alunos após sua participação no programa e também, estabelecer ações de intervenção e melhorias contínuas ligadas aos problemas detectados com a pesquisa aplicada. Entre essas questões estão o baixo número de alunos participantes na pesquisa, a sua baixa produção técnico/acadêmica e a inexistência de uma avaliação junto aos convênios participantes do PPGP. Assumimos como hipóteses a necessidade e a importância da validação de um efetivo sistema de acompanhamento de egressos capaz de identificar e fornecer informações para a construção de uma base de dados sólida com capacidade de subsidiar ações de melhorias futuras voltadas para o crescimento do curso e benefício dos próximos alunos. Para tanto, utilizaremos, como metodologia as pesquisas bibliográficas, a pesquisa qualitativa, a entrevista em profundidade e o estudo de caso e como instrumentos, além de todo material bibliográfico, faremos uso também de um questionário semiestruturado e de um roteiro de entrevista não estruturado.
The present dissertation is developed in the scope of the Professional Master’s Degree in Education Management and Evaluation (PPGP) of the Public Policies and Education Evaluation Center of the Federal University of Juiz de Fora (CAEd/UFJF). The first efforts regarding Brazilian postgraduate programs date back to the mid-1930s through some academic missions supported by foreign governments. In the 1950s, CNPq and CAPES, entities with the aim of strengthening and developing postgraduate studies in the country, were created. However, our postgraduate programs were only accredited after Parecer 977/65, known as Parecer Sucupira. Within this evolution, new methods of teaching were developed, with emphasis to the professional master’s degree. Those courses are part of the recent history of national postgraduate studies, representing a new teaching proposal, an alternative to the training of teachers-researchers with a practice-focused format, bringing academic production closer to the professional world and benefitting economic and social development. Nonetheless, as with another courses, in order to maintain its quality and promote continuous improvements, said courses must also monitor their alumni closely. This study is capable of demonstrating the effects and results on the professional and personal lives of those alumni and the institutions they may represent. It is within this context, aware of the significance and the gains this monitoring generates, that the management case presented here analyzed and discussed the monitoring of alumni of the Professional Postgraduate Program, Master’s Degree in Public Education Evaluation and Management – PPGP/CAEd/UFJF. The aims of this study are analyzing the monitoring of alumni carried by PPGP, discussing the significance of an effective monitoring of said alumni after their engagement with the program and also establishing continuous intervention and improvement actions related to the issues indicated by the applied research. Among said issues are the low numbers of alumni taking part in the research, their low academic production and the lack of an evaluation alongside the covenants that are a part of PPGP. We take as hypotheses the need and the significance of the validation of an effective alumni monitoring system, capable of identifying and providing information for the elaboration of a solid database able to subsidize future improvement actions focused on the development of the course and the benefit of future students. For such, we will use as a methodology bibliographical research, qualitative research, in-depth interviews and case study, and as instruments, besides all the bibliographical material, we will also use a semi structured questionnaire and a non-structured interview script.
