Abstract:
Land reform has been going on in Zimbabwe since the state attained independence from Britain in 1980 as a way of enhancing agrarian livelihoods for the formerly marginalized people. This study argues that, the Land Reform Programme in Southern Matabeleland rather than enhancing agrarian livelihoods, well established livelihoods have actually been drastically reduced. This has been exacerbated by the state programme of land re-distribution that prescribes a „one size fits all‟ model. Yet this is contrary to the thinking in development discourse that equitable land distribution increases rural livelihoods. As a way of gathering data this study utilized ethnography and case study methodologies. I spent two years interacting and interviewing purposively selected new resettles, communal residents, migrant workers and gold panners in this region. Results from this study confirm that, land reform has greatly reduced livelihoods, particularly agrarian livelihoods. Also, this research has found out that, the majority of residents now depend on off-farm livelihoods such as gold panning and migration to neighbouring South Africa. This thesis therefore concludes that, despite a massive expropriation of former commercial farms, people of Southern Matabeleland have not benefitted much as the village settlements (A1) and the small size farms (A2) have not received support from this live-stocking community. People in this region pin their hopes on livestock rearing to sustain their livelihoods and this study therefore recommends that, any agrarian transformation programmes should address the issues that promote livestock rearing

Migrant remittances have been cited as one of the most rising forms of development financing. Migration-development scholarly debates have often made comparisons between migrant remittances and some of the most popular forms of development financing such as development aid. The development-migration debates have often contended that migrant remittances are fast growing and surpassing the popular forms of development financing. This study sought to examine the developmental role of migrant remittances in the rural district of Tsholotsho in Zimbabwe. Given that there are millions of Zimbabwean migrants working in South Africa, the study sought to examine the possible use of migrant remittances in the creation of sustainable livelihoods. In addition, the study focused on examining the skills and opportunities that are necessary in the creation of an enabling environment for investment as well as assessing the multiplier effect that result from the inflow of migrant remittances within the local economy. The study followed a mixed methods methodological approach wherein a quantitative survey and qualitative in-depth interviews were used to gather data. The findings of this study revealed that migrant remittances are central in the livelihoods of poor people in Tsholotsho and they have potential to create sustainable livelihoods. While skills and opportunities to drive entrepreneurial activity exist, there is need to deal with structural barriers in order to create an enabling environment for the creation of sustainable livelihoods through savings and investment. The study recommends the prioritization of education, improved access to the credit system and the development of cooperatives. These could assist in achieving sustainable livelihoods through migrant remittances.

The climate of southern Africa varies greatly spatially and temporally. Tyson‟s (1987) examination of long-term rainfall records has shown an 18-year cyclical pattern of wet spells alternating with dry spells. Recurrent droughts are thus a feature of southern Africa‟s climate. Although climate change resulting from global warming could intensify future droughts, current predictions of regional climate change are unreliable. This study evaluates the nature, adequacy and effectiveness of Zimbabwe‟s drought policy in reducing the vulnerability of rural communities to the impact of drought. The objectives of the study are to explore the different meanings of the concept of drought; to explain the relevant concepts and frameworks of the hazard assessment and management discipline; to describe the current status of disaster management in general and drought in particular; to identify the mechanisms used by small-scale farmers in Sontala ward for coping with drought; and to evaluate the adequacy and effectiveness of Zimbabwe‟s drought policy in reducing the vulnerability of rural communities to drought impacts. A qualitative approach was used which involved analysis of government documents and academic literature. Semi-structured interviews were conducted with government officials at provincial level and small-scale farmers at ward level in Matabeleland South province. The data collection exercise was, however, constrained by the current political instability in the country. The study established that the Civil Protection Act No 10:06 of 1989, complemented by relevant sections of other laws, provides a legal framework for disaster management. The Ministry of Local Government, Public Works and Urban Development has a coordinating role. Coordinating committees at national, provincial and district level formulate disasterresponse plans to be activated when a disaster occurs. The Civil Protection System uses existing government, private and non-governmental organizations whose regular activities contain elements of disaster risk prevention and community development. The enactment of the Emergency Preparedness and Disaster Management Act will remove some of the shortcomings of the Civil Protection System.

Abstract:
This study investigates the constructions of nationhood in two Bulawayo newspapers, the Chronicle and Newsday. Against the backdrop of the emergence of a secessionist movement, Mthwakazi Liberation Front (MLF), this research examines the discourses of nationhood in the secessionist debates raging in these two newspapers. This study is premised on a view that nationhood constructions cannot be understood outside the broader context in which these newspapers are embedded. Accordingly, it traces the roots and resurgence of Matabeleland separatist politics, exploring the political-historical forces that have shaped a distinctive Ndebele identity that poses a threat to the one, indivisible Zimbabwean national identity. Further, the study situates Matabeleland separatist politics within the broader African secessionist discourse challenging the post-colonial nation-building project on the continent. Informed by Hall’s (1992, 1996) constructivist approach to identity, it considers national identities as fragmented, multiple and constantly evolving. Thus, this study is framed within Hall’s (1997) constructivist approach to representation, as it examines the constructions of nationhood in and through language. The study uses qualitative research methods, as it examines the meanings of nationhood in key media texts. Informed by Foucault’s discourse theory, this research employs critical discourse analysis (CDA) to analyse 12 articles from the two newspapers. The findings confirm that the representations of nationhood in the two newspapers are influenced by their position within the socio-political context. The state-owned Chronicle legitimates the unitary state discourse advocated by ZANU PF. On the other hand, Newsday’s representations are informed by the discourses of the opposition political parties and civil society that challenge the dominant nation-building project. Thus, within this paper, secession and devolution emerge as alternative imaginaries that contest the authoritarian discourse of nationhood

Abstract:
This study examined the relationship between social capital and utilization of HIV/AIDSrelated healthcare amongst people living with HIV in rural Matabeleland South province of Zimbabwe. It also explored barriers to optimal HIV/AIDS-related healthcare utilization among this rural population. Grounded on the Andersen and Newman model of healthcare utilization and social capital theory, the study employed a mixed method research design. Using time-location sampling procedure, a total of 399 people living with HIV were interviewed using a survey questionnaire. Semi-structured in-depth interviews were also conducted with 40 purposively selected key informants that included healthcare workers, HIV/AIDS service providers and community leaders. A statistically significant association was found between social capital and healthcare utilization. The binary logistic regression model was statistically significant, χ² (11) =129.362, (p < .005), it correctly classified 80.20% of cases and explained 59.3% of the variance in healthcare utilization (Nagelkerke R-Square =59.30%). The 16 items of the social capital scale were subjected to principal compoments analysis (PCA). Kaiser-Meyer-Olkin (KMO) value of sampling adequacy was 0.645 and Bartletts's Test of Spehericity reached statistical significance (χ² (120) = 128, p < .001), supporting the factorability of the correlation matrix. Social capital was a significant predictor of HIV/AIDS-related healthcare utilization (p<0.001). The results indicated that for a unit increase in social capital the odds of utilization of HIV/AIDS-related healthcare increased by a factor of 59.84. Other significant predictors of HIV/AID-related healthcare utilization amongst the study participants were gender (p<.05, odds ratio=3.4), discrimination (p<.05, odds ratio = 7.7) and household headship (p<.001, odds ratio = 4.3). Enabling factors such as membership in health insurance schemes and household income had no significant effect on HIV/AIDS-related healthcare utilization. Major barriers to HIV/AIDS-related healthcare utilization were food insecurity and reliance on informal sources of medication. This study contributed to understanding of the influences of social capital on the utilization of HIV/AIDS-related health care and underscored the need to integrate social capital in designing interventions to improve HIV/AIDS-related healthcare utilization in rural contexts.

The following study highlights the institutional failures in Zimbabwe which have resulted in social and economic underdevelopment. As such, poverty in Zimbabwe has manifested in various aspects, particularly food deprivation. This study focuses on the response of two Non-Governmental Organisations to food insecurity in the rural Matabeleland provinces. The research aims are to: define poverty and food insecurity; understand the reasons behind the food insecurity crisis; describe the extent of poverty and food insecurity; explore NGO responses to the food insecurity crisis and to discuss the impact of these interventions. This research is guided by Sen's (1999) 'development as freedom' approach as well as literature reviews from various researchers who offer definitions and theories on concepts such as poverty and food insecurity. The researcher also maps out the developmental path that the Government of Zimbabwe has taken through implementing strategies such as land reform, and how these policies have contributed to the food insecurity crisis. The impacts of the food crisis make citizens such as women and children increasingly vulnerable. They have been severely affected and rely on coping strategies to survive food deprivation. NGOs have stepped in to provide humanitarian assistance. Using a case study approach, ten key informants involved with the two NGOs were interviewed. The research findings are that poverty is multi-faceted and manifests through many interconnected deprivations. As such, food insecurity has become a chronic problem for the vulnerable. The organisations have answered to the food crisis mainly through relief programmes which give people short-term assistance. Rehabilitation strategies through livelihoods and micro-enterprise are medium-term strategies that have been constrained because of the political and economic instability. The two NGOs have not engaged in development-orientated programmes due to the instability in the country and the fact that the long-term development of any country ultimately lies in the hands of its Government. Recommendations are made to the two NGOs under study, to ,the government, as well as for further research.

Abstract:
The thesis re-presents the lived experience of cultural animation and policy production in postcolonial Zimbabwe, seeking to place these observations and theories in the domain of Cultural Policy Studies. The nation was in transition from oracy to literacy and from colonial control to socialist independence. Cultural workers in Bulawayo were very productive after Independence without apparently being aware of any policies. How, then, did things get done? The initial premise was that people living in oral cultures were always able to discuss plans and implement decisions, and that endogenous and exogenous influences (theorised as memes) were incorporated experimentally in a cultural bricolage. Part One introduces the pre-policy context of cultural change in precolonial and postcolonial situations, theorises cultural change at a micro level in terms of memetics and explains the methodology of multiple case studies. Part Two looks for origins of cultural concepts in 19th century white-authored journals and 20th century revolutionary texts and presents a critical analysis of formal documents controlling cultural policy since Independence. The importance of plurilingualism, translation and literacy in interactions between social actors is examined. Part Three provides empirical evidence to refine the original proposition in a detailed synchronic study of local cultural praxis. Discourse analysis of conflict and consensus operating at grassroots level is followed by accounts of the increasing management capacity of some groups as they become professional performers in international arenas. Contrasting instances of individual and communal animation are found in the development of institutions. Part Four discusses the role of dynamic oral policies in cultural action both in a pre-policy situation and in the implementation of documented policy in a democratising polity. The thesis also has potential for its theoretical findings to be applied in different national contexts of development and beyond cultural policy to other spheres where an increasing volume of policy initiatives challenges the people charged with their implementation.

Abstract:
Since the mid 1970s there has been an increasing effort to adopt community participation as a necessary instrument for people driven development. NGOs and governments have come to use this participatory approach not only to empower local people, but also to give them a platform to plan and implement their own development projects. However in Zimbabwe, the government has failed to fund most projects and it has created a gap for NGOs to provide most, if not all services in rural communities. NGOs have been seen as better institutions to facilitate development projects and to engage local people to actively participate in development issues. Community participation is a central component in development projects as the projects respond to the people’s needs and that local people are in full control and ownership of these projects. This study is an assessment of community participation in NGO development projects in Zimbabwe. The study investigates the extent of community participation in development projects and it is guided by the Participatory Development (PD) theory. Research findings reveal that community participation is minimal in development projects of Bulilima and Mangwe districts in Zimbabwe. Local people are just passive participants of the development projects who are told what to do. The local people’s contributions and influences are sidelined in the planning and decision-making processes; instead these are made by the rural elite who plan and make decisions on behalf of the local people. It is the view of this study that the purpose of community participation is to create opportunities for local people to participate in planning, decision making, implementation, allocation and distribution of resources. The development projects should be responsive to the people’s needs. Similarly, participatory development just like community participation is a process whereby communities are given the opportunity to determine their future in terms of their needs and resources. In this regard, it is relevant that rural communities actively participate in planning, decision making, implementation, monitoring and evaluation of development projects. By so doing, the projects become not only successful but also sustainable.

Abstract:
This research is premised on the understanding that alternative forms of media emerge to deal with specific ideological projects and, as such, must be seen as satisfying a specific need at a specific point in time. Using the case of a weekly newspaper, The Southern Star which was in circulation from January 2012 to June 2012, this study sought to understand the factors that led to the establishment of the newspaper, what it sought to achieve, how it went about putting that into practice, its message in relation to debates emanating from the ‘Matabeleland Question’ and also the factors that led to the its collapse. In order to address my research questions, I adopted a two stage research design qualitative content analysis and semi structured in depth interviews. In locating the study within the qualitative epistemic understanding of research, it was clear from the qualitative content analysis of 13 editions of the publication and in depth interviews held with 15 respondents that the newspaper was set up with the aim of serving a marginalised section of the population (in this instance the Ndebele) by providing them with a platform to articulate issues affecting them. It also sought to ‘speak’ the ‘unspoken’ within the mainstream media by focusing on Matabeleland identity politics. It achieved this by creating content around the Gukurahundi genocide, Matabeleland development, Matabeleland history and Matabeleland heroes. The newspaper also sought to emancipate the people from the South by advocated for social, cultural, economic and political justice as a resolution to the ‘Matabeleland Question’. However, the newspaper failed to sustain operations due to lack of advertising revenue. As a result of the constraining political environment in which the newspaper operated, potential advertisers were afraid of placing advertisements in the newspaper because of the nature of the content produced, which in view of Zimbabwe’s rival ethnic history, could easily be labelled ethnically divisive. Also, being a new player in the market worked to their disadvantage as prospective advertisers opted to place their adverts in “tried and tested” publications (Zimpapers and Alpha Media Holdings). Additionally, because of poor management, roles were not clearly defined and hence the newspaper failed to operate as a business enterprise. As noted during interviews with junior reporters, there was little or no experience at management level. The paper lacked a coordinated circulation strategy and from inception, was never officially launched, which resulted in the failure to reach significant audiences.

The study through the topic: An investigation of Zimbabwe's contemporary heritage practices of memorializing war: A case study of the Heroes' Acres in Matabeleland South Province focuses on post liberation war memorialisation and management in the post-colonial state of Zimbabwe. It analyses the emergence and management of war memorials and shrines in the form of heroes' acres, in the province of Matabeleland South in Zimbabwe from 1988 to 2010. Zimbabwe attained independence in 1980 after a long protracted war waged by two guerrilla movements against the unilaterally declared independent state of Rhodesia led by Ian Smith. Post-1980, ZANU (PF) became the dominant political party in the new state now renamed Zimbabwe. A national memorialisation structure was established soon after independence; charged with ensuring a befitting memorialisation of the war of liberation. Post-independence political contradictions between the parties notwithstanding, the results of the 1980 election showed an ethnicized landscape, a trajectory that has been at the centre of the national political discourse. Political disturbances in the Matabeleland and Midlands provinces became one of the most important and interesting historical issues that unsettled the nation in respect of memorialisation. Against this background, this research proposes to assess how political actors contributed to the issue of memorializing a war in post-1980 Zimbabwe. Using the central question which arose from a critique of Zimbabwe's memorialisation structure as a graded one, in which the local site subordinates the national, the research aims to examine whether the shifts in the political and management spheres of the heroes acres as represented by the inclusive government currently governing the country and the transferring of management duties of heroes acres to the National Museums and Monuments of Zimbabwe, has managed to challenge the claim made above. By embarking on this work, the research aims to examine whether the local memorial sites actually act as mere subordinates in a deliberate graded structure to the national shrine represented by the National Heroes' Acre in Harare, within the politics of memorialisation.

Abstract:
This study investigates the role of social capital towards the realisation of the positive benefits of land through the A1 crop-based villagised model of the Fast Track Land Reform Programme (FTLRP), which has been largely viewed as successful in academic literature. The study emerges out of a large gap in scholarly literature, which largely side-lines social outcomes of the FTLRP while focusing mostly on material outcomes. The study contributes to limited research on the non-material outcomes in the Matabeleland North Province, an under researched area in the subject of land reform in Zimbabwe. Thus, social capital was selected to investigate these non-visible outcomes of FTLRP. A qualitative research design was used, with semi-structured interviews, informal conversations, observation, archives and secondary literature being the main sources of data. The study focused on a single case study, beneficiaries of Rouxdale (R/E) farm in Bubi District. The study brings the following insights: first, social capital played a pivotal role in accessing land. Second, ordinary people acquired land. Third, women were empowered through access to land. Fourth, land is an asset whose benefits far surpass livelihood creation. Fifth, land reform models have an impact on social capital. The main contribution of the study is that social capital promotes solidarity and the tackling of collective problems in land reform models with a communal component. The study illustrates that social capital creates a conducive environment for the attainment of the benefits of land. This is facilitated by beneficiaries’ effort to maintain healthy social network relationships. The study demonstrates that various decisions of the state have a potential of hindering social capital in resettlement areas through the destruction of social network relationships, such that its positive impact becomes limited. This portrays the fragile nature of social capital, which can easily be destroyed by external negative factors, regardless of the length of time taken in establishing it. Social capital can be applied in different spheres. However, its outcomes are directly informed by different contexts, thus making it context specific in nature. The study stresses that governments that use social capital in land reform should be conscious of local contextual dynamics before developing programmes that affect beneficiaries, in order to preserve existing social network relationships. The fragility and context specific nature of social capital is missing in the conceptualisation of its main scholars, yet they emerge as important aspects in this study. The study points to the need for these to be incorporated into the core elements of the concept of social capital to create a more holistic framework of analysis. The study therefore argues that social capital is vital in land reform and the post-settlement phase.

This thesis deploys deliberative democracy in order to explore interactions in polity dualism in Matebeleland South and Matebeleland North, in Zimbabwe. The thesis was premised on two major problems in the way the issue of traditional leadership is generally talked about and studied. First, there is a theoretical problem in terms of how we study and talk about traditional leaders and their contribution in a democracy. Secondly, the institution of traditional leadership is assessed based on assumptions as opposed to hard facts. Methodologically, the study is based on a qualitative case study research design using focus group discussions, key informant interviews and document analysis that enabled an analysis of perceptions, opinions, experiences, and attitudes of residents regarding Zimbabwe’s dual local government system.

The thesis examines the operations and outcomes of the Self Help Groups (SHGs) in Matetsi ward. It examines the causes of conflicts and consequences of the conflicts in the SHGs. This is achieved by adopting the conflict transformation approach. Succinctly, the theory views conflict as not necessarily destructive, but as a vehicle for change. This therefore, has implications for one’s understanding of the causes of conflicts. SHGs have been adopted by rural women so that they can work collectively to address their socio-economic problems. The study was conducted in Matetsi ward, Hwange District where conflicts within the groups were broadly detected. The information used in the study were produced from face-to-face interviews, focus group discussions, minute books and testimonials throughout field work in the designated ward. The study exposed that conflicts in the study location emanated from delays in loan repayments by SHG members. Individuals’ failure to fulfil their obligations of saving and returning loans on time created tensions which in turn resulted in conflict among the group members. The conflicts became complex and recurred due to unaddressed animosity, fear and anger, resulting in frustrations in the groups. Conflicts in the groups also led to the collapse of some of the groups. The research findings indicated that SHGs were not only sources of income for rural women, but also represented a yearning for self-sufficiency among rural women in spite of the socio-economic strife in Hwange District.

Between 1983 and 1987, an estimated 20 000 people from Matebeleland and parts of Midlands Province in Zimbabwe were killed in an operation code named Gukurahundi by state security agents; mostly the Central Intelligence Organisation and a battalion [5th Brigade] especially trained for this operation. Since that time no official apology or any form of healing process has been proffered by the ZANU PF government which was responsible for these atrocities. As a result, most communities in these areas have never been afforded opportunities to openly talk about their experiences and to seek relief for their painful memories of the past. If anything, the government has continued to cause enduring pain by periodically actively suppressing any such attempts. It has become an accepted norm that after violent conflicts that programmes aimed at reconciliation, healing and forgiveness should be undertaken as part of the peacebuilding efforts. Where such has not occurred, there is a fear that there might be a return to violence at some point in that country or community. The question that this research seeks to answer is whether, in view of the absence of any apology or official healing programme, these communities can heal themselves? Using a participatory action research approach, this research sheds some light on what communities could possibly do on their own to deal with their hurts. It also identifies conditions that would make such healing sustainable and what currently prevents that from taking place. It finds that through a broadly-based array of actions such as creating safe and empathetic spaces for storytelling, both verbal and written, group-based healing workshops and other psychosocial approaches, as well as a critical analysis of participants’ contexts in order to understand what needs transformation, it is possible for traumatised communities to attain a measure of relief from their emotional and psychological wounds. It also finds that this relief could be more sustainable if certain conditions were eliminated.

Abstract This study examines the dynamics of power and the significance of local environmental knowledge in natural resource management in Zimbabwe’s communal areas. It uses a case study of Bulilima District, broken down into into 3 components (Wards) for manageability of the study, to analyse the power configurations and the role played by local environmental knowledge in influencing decision-making processes among actors in the district with regard to mopane worms (Imbrasis beilina is the scientific name while icimbi is the vernacular name) and mopane woodlands (Colophospermum mopane is the scientific name while iphane is the vernacular name). It examines the significance of local environmental knowledge, i.e. indigenous knowledge and knowledge that developed as a result of a combination of knowledges from different ethnic groups and modern science. The study further examines the dynamics of the gendered nature of mopane worms and woodlands tenure regimes by putting under the spotlight the spaces and places where men and women interact, use and exert control over mopane worms and woodlands. It places history at the centre of our understanding of contemporary power dynamics and helps us to appreciate the importance of how local environmental knowledge has changed over time. To this end, the study argues that some of the contemporary conflicts over resources have their roots in the colonial era when the colonial government appropriated land from the locals and introduced discourses and practices such as conservation. Furthermore, it argues and demonstrates that the state is a critical player in determining access, use and control of natural resources. Based on rich ethnographic data collected by means of critical observations, in-depth interviews, narratives, and archival data, as well as aided by a brief survey, the study concluded that natural resource governance is a complex phenomenon in developing states. Power and knowledge play significant roles in influencing access, use and control of mopane worms and woodlands. Furthermore, while some locals still possess indigenous knowledge, practices and belief systems related to natural resource management, these are now less significant in influencing decisions on natural resource management. Indeed, the interplay of knowledge and power in resource management sees scientific culture and outside knowledge taking precedence over local forms of knowledge in the management of natural resources in the district. Abstract:
This study investigated the attitudes of church leaders towards their perceived leadership roles in HIV prevention, using a sample of 85 clergy and lay leaders. Working from the premise that churches concentrate on care and support instead of HIV prevention, data were collected from Lutheran church leaders in Zimbabwe, using a questionnaire based on the constructs of the theory of reasoned action. The findings of this study suggest that the church is a potential source for HIV prevention. However, the capability to lead in HIV prevention was limited by barriers due to self-efficacy and cultural constraints, differences between communicator and audience, experiences and perceptions of the communicator and to some extent, institutional constraints. Programmers should focus on removing the barriers faced by the church leaders to improve their ability to lead in HIV prevention and strengthen prevention efforts.

This thesis interrogates the Matabeleland disturbances of 1980-1987 by analysing the conflict narratives promulgated by the ZANU-PF and how these narratives directly impacted the socio-political construction of violence that was enacted during that period. Of critical relevance is the interplay between the revolutionary narratives manufactured and imposed by the ZANU-PF regime and the myriad of contrasting, yet subjugated counter-narratives that were formulated as alternative resistances by the recipient communities. Through in-depth interview and document analysis methodologies, this research deconstructs the generative nature of scripted violence through the exploration of five salient themes employed by the ZANU-PF to produce its political meta-narrative: Ethnicity, Nationalism, Loyalty, Legitimacy and Unity. This study explores the power and function of narrative discourse in the formulation of ethnic identities, nation-state ordering, historical exclusion, political discipline, and social uniformity. The premise of this dissertation suggests that durable peace in Zimbabwe will only be realised to the degree that the silenced victims of the Matabeleland massacres are afforded a public voice and a sustained recognition in the historic, collective memory of that nation.

The study sought to evaluate the extent to which the affirmative action policy on the accelerated promotion of women to senior educational management positions has created opportunities for women. The policy was promulgated and implemented in 1995 with the sole purpose of achieving gender parity between men and women in educational management positions. The study was prompted by the underrepresentation of women in senior educational management positions in Matabeleland South province in Zimbabwe against the existence of an affirmative action policy which aimed at increasing the number of women in educational management positions. The study interrogated the effectiveness of the affirmative action policy in creating opportunities for women advancement to senior educational management positions, the challenges experienced by female teachers in ascending to leadership positions, the challenges faced by women in educational management positions, the unintended outcomes and the leadership qualities of women. The study employed a case study design, the qualitative approach and the convenience sampling procedure was used to select study participants. Teachers participated in the study through the focus group discussion while heads of schools, education officers, district education officers and members of the provincial education directorate were engaged through individual interviews. The study revealed that the affirmative action policy on the accelerated promotion of women to senior educational management positions was in place, though not effective because female and male candidates to educational management positions were competing on an equal basis in terms of educational qualifications, experience, and length of service, interview score and the performance rating. Women applicants only supersede their male counterparts in cases where there is a tie after all the above considerations have been made. This approach was found disadvantaging women who in general lack experience and educational qualifications in comparison to their male counterparts hence to date women remain underrepresented in educational management positions in Matabeleland South. The study revealed that women aspiring to ascend to educational management positions lacked family/spouse support and ambitions / confidence to apply for leadership positions. Socio-cultural practices, negative male attitudes about women leadership also constrained women’s v rise to leadership positions. Women in leadership positions face resistance from their subordinates and from members of the greater community who are used to be led by male leaders. The study found that the policy has a labelling effect on women promoted on such policies, it has created disharmony in families as women take their headship portfolios home. Furthermore the study established that home –work conflict causes stress on women in educational management positions .Women were found to be hard workers, less corrupt and produce better results than their male counterparts but are emotionally unstable, use autocratic leadership styles and do not take quality decisions. The study recommended that the Civil Service Commission revise, and disseminate the affirmative action policy so as to increase stakeholders’ awareness so that it can benefit the women, promote more women to headship positions so as to act as role models for other female teachers. The study proposed a model of leadership development in women by creating an enabling environment at home, school, society, and church and government level for gender equality as a pre requite for developing self confidence in the girl child and later in women

In the year 2002, the Zimbabwean government adopted a Rural Electrification Programme (REP) as a developmental strategy designed to improve villagers’ lives. Despite the government’s noble initiative to improve rural areas’ access to electricity, not much is known about the REP’s socio-economic benefits to grassroots communities in the country. Thus, a study was carried out to determine the REP’s socio-economic benefits accruing to villagers in Insiza South District located in Matabeleland South Province of Zimbabwe. Appreciative inquiry was undertaken following a mixed method approach. Data were collected through two sequentially integrated phases. Multistage sampling was applied to select respondents from 15 villages within three administrative wards 5, 7 and 12 of Insiza South District. Out of the 110 respondents who participated in the study, the eight key informants who participated in the first phase were drawn from the institutions that coordinated the REP. One hundred and two residents participated in phase two of data collection carried out through application of focus group discussions (FGDs). Thematic content analysis was used to analyse qualitative data collected in phase 1 of the study. Quantitative data was analysed using the International Business Machines, Statistical Product and Service Solution (IBM, SPSS) version 24 for Windows. More than 68 % of the respondents perceived basic uses (lighting, cooking, and for educational purposes) of electricity as the benefits accruing from the REP. Sixty six percent of respondents viewed modern uses (heating, cooling and air conditioning) of electricity as the benefits accruing from the programme. A much smaller proportion (31 %) of villagers singled out the benefits of electrification to be productive uses such as boiler making, manufacturing and mechanised farming. There were highly significant differences in perception among residents of the wards with respect to basic (P < 0.001) and modern (P < 0.01) uses. However, there were no differences in perception among male and female members of the three wards (P < 0.05). The collective community benefits included improved access to information, enhanced retention and attraction of teachers in rural areas, introduction of computer studies in schools and initiation of entrepreneurial projects such as welding and milling. Residents also benefitted indirectly from the REP through local electrified service centres. It was revealed that almost 91 % the local villagers were still using firewood while about 59 % of the villagers who could afford it had access to solar power. The study highlighted the need for a platform to deliberate on challenges relating to RE and its contribution to economy. The findings are crucial for rural development, policy reviews and academic research.

The study addresses from a sociocultural-historical, in particular a missiological and medical perspective the question if Catholic hospitals in Matabeleland, affected by the dramatic down-turn of Zimbabwe’s economy since 2000, did whatever they could to continue offering quality services to their patients. It starts with a portrayal of the emergence of secular modernity in the North-Atlantic World, as regards its view of the world as solely governed by natural laws, and of people as capable of taking destiny into their own hands, unperturbed by spiritual forces. The question is explored how the Christian Occident could end up there, following its development through the Middle Ages, and its expansion by missionary activity, by preaching the Word, but also by military force. Next, the achievements of pre-1900 Western medicine are examined, to identify if/how missionaries in Africa could have benefited. The study describes how professional medicine did not become part of the early Zambesi Mission, not because of its curative shortcomings, but for spiritual reasons, insofar as the Jesuits did not follow the European trend to let worldly well-being take the place of eternal salvation. Vis-à-vis their other-than-modern view of life, suffering, and (self-)sacrifice, the promises of medicine appeared just trivial. Submissiveness to authority, both ecclesiastical and worldly, is identified as the core principle that informed the Jesuits’ educational approach towards Africans in all their efforts at conversions. The missionaries thereby colluded with colonialist thinking, in not attempting to make their pupils grow into self-confident, independent thinkers in their own right. In this educational tradition, grafted onto a pre-modern local culture, the study finds the reason why Zimbabwean medical staff, as managers of their clinics or hospitals, have shown little readiness to proactively prioritise the intrinsic needs of their institutions and push for corrective measures, prepared even to challenge their superiors when encountering aberrations in the health system, locally as well as higher up. The study asks if the Church could have opted for a different educational approach, considering the prevailing socio-economic and cultural framework conditions; finally, which options present-day Zimbabweans have to choose from, regarding their country’s future development.
