Abstract:
Case law shows that private prosecutions have been part of Mauritian law at least since 1873. In Mauritius there are two types of private prosecutions: private prosecutions by individuals; and private prosecutions by statutory bodies. Neither the Mauritian constitution nor legislation provides for the right to institute a private prosecution. Because of the fact that Mauritian legislation is not detailed on the issue of locus standi to institute private prosecutions and does not address the issue of whether or not the Director of Public Prosecutions has to give reasons when he takes over and discontinues a private prosecution, the Supreme Court has had to address these issues. The Mauritian Supreme Court has held, inter alia, that a private prosecution may only be instituted by an aggrieved party (even in lower courts where this is not a statutory requirement) and that the Director of Public Prosecutions may take over and discontinue a private prosecution without giving reasons for his decision. However, the Supreme Court does not define “an aggrieved party.” In this article the author takes issue with the Court’s findings in these cases and, relying on legislation from other African countries, recommends how the law could be amended to strengthen the private prosecutor’s position.

Abstract:
In Mauritius, the teaching of social studies presents educators with a unique set of challenges, as they are expected to have multi-disciplinary knowledge and multi-dimensional skills to be effective in classrooms. Many of these social studies educators have undertaken the PGCE (Post Graduate Certificate in Education) course offered by the Mauritius Institute of Education (MIE), which is the leading teacher training institute in the country. This paper explores the relevance of the social sciences teacher education programme offered by the MIE in preparing secondary school educators to meet the challenges in their practice in the wake of current curricular reforms. The study used focus group discussions as the main tool to gather in depth views of the participants. Preliminary findings tend to show that although educators may possess skills, lack of mastery in multi-disciplinary knowledge influences their proficiency in classrooms. An analysis of the different modules of the social sciences programme also shows a gap between the educators' needs and the modules offered.

Abstract:
AbstractThe increased presence of women on the boards of corporations is an international trend worth following by all countries. There are many good reasons for increasing gender diversity on boards have been evidenced by various studies such as better decisions, performance, and representation of the consumer base. However, the country of Mauritius has been lagging behind in terms of legislative initiatives to promote female representation on corporate boards. A study conducted by the Hay Group in association with the Mauritius Institute of Directors in 2015 supports this fact. The study seeks to identify the relative benefits behind the global trend of achieving gender diversity on corporate boards and on the factors that impact the representation of women on such boards. Some various kinds of regimes and initiatives that have been developed in some countries mainly Norway and the UK will be analysed to deal with the issue of underrepresentation of women on corporate boards. The purpose behind this research is to provide effective recommendations for Mauritius to achieve a greater level of gender diversity on corporate boards. The methodologies for the research are, in essence, comprised of the black letter approach which analyses the legal provisions relating to directors in Mauritius, Norway, and the UK. Journals, books, and reports amongst others will be also examined. The paper aims at responding to the research objectives set out above. In particular, a soft-law approach in terms of voluntary target and non-financial disclosure in terms of gender diversity status is suggested as a first step to resolve low representation of women on corporate boards in Mauritius.

Abstract:
Purpose Prompted by the enlarging skills gap between the university graduate and the desired employee in Mauritius, the Charles Telfair Institute embarked its students on the #NuKapav project for an authentic work integrated learning (WIL) experience which endeavours to fight for the societal inclusion of Persons with Disabilities. The purpose of this paper is to examine the impact of this service-learning project on the students from professional, civic engagement and social justice perspectives. Design/methodology/approach This research used a focus group methodology, allowing the 23 students who participated on the #NuKapav project to share their experiences. Findings This paper recommends that universities in Mauritius and other regional countries consider incorporating service-learning into their WIL programmes to reinforce graduate employability skills and encourage good citizenship through lasting allegiance to community causes. Research limitations/implications The higher education system in Mauritius operates within a broader context facing constant mutations influenced by socio-economic and political factors. As such, research on service-learning cannot be conducted in isolation but should instead include the perspective of various stakeholders on both the demand and supply side of community learning projects. The main limitation of this research relates to its focus on capturing student participants’ perspective alone. Further research is, therefore, recommended to examine how other stakeholders, including employees, employers and community service project supervisors, value service-learning for a more comprehensive view. Originality/value The main contribution of this paper is the examination of how service-learning can help equip graduates with crucial career skills, while bringing an enduring mind-set shift in the future workforce for sustained commitment to social change and inclusion.

Abstract:
a professor in Indian Studies, in February 2019 the author was a special guest to the Mahatma Gandhi Institute in Moka, Mauritius. During her visit she delivered a public lecture entitled “Tracing India in an Old Bulgarian Alphabet”. This text is practically based on it. The name of the first Bulgarian alphabet – Glagolitsa of Saint Cyril – may formally be translated as “speaking script”, or “speaking letters”. As far as each and every letter in it carries a separate name and therefore meaning, given the order of alphabets, the approach to it as to an alphabetical blessing and Benedictio to Bulgarians, initially articulated by Saint Cyril, was easily prompted. The names of five of the Glagolitsa letters – buki, vedi, esti, jivete, shta – as a real shortcut take us back to Ancient India and its classical language Sanskrit. The “speaking” character of this alphabet and the order of alphabets were as a matter of fact the main features of Glagolitsa that Saint Kliment kept and transferred to his new graphics, which he named after his late teacher – Kirilitsa. The author gives her own “translation” of Saint Kliment’s Alphabetical Blessing in Modern Bulgarian and makes a semantic and spiritual bridge between Kirilitsa, or the Cyrillic alphabet and the Holy Bible, or the New Testament.

PILLAY, K. P. "Adoption of new sugarcane varieties by the non-miller-planters in Mauritius: the importance of on-farm trials." Experimental Agriculture 35, no. 4 (1999): 417–25. http://dx.doi.org/10.1017/s0014479799354041.

Abstract:
One of the major research activities of the Mauritius Sugar Industry Research Institute (MSIRI) is the breeding and selection of sugarcane varieties adapted to the different agro-climatic environments. Most of the on-farm experimentation is carried out in the fields of miller-planters (planters who own the sugar mills), where resources in terms of land, labour and other inputs are usually easily available. The non-miller-planters are operating in environments which are not always similar to those of the miller-planters. There is a need for on-farm experimentation under these conditions in order to improve productivity. Variety trials, observation plots and industrial trials to compare commercial varieties with promising and newly released ones have been established on-farm in order to improve the adoption rate of new varieties. The paper elaborates on the objectives of this major extension activity during the last decade. A major inference is that the planters obtain first-hand information on promising varieties prior to their release for commercial plantation, hence influencing their decision for adoption or rejection. Moreover, additional information on the performance and behaviour of these promising varieties is made available to research staff.

Abstract:
Land resources are scarce in Mauritius and to fulfil the export quota sugarcane (Saccharum hybrids) has to be grown in marginal areas which are not conducive to optimal growth. In order to increase overall productivity there is a need to breed and select sugarcane varieties specifically adapted to the extremely dry and extremely wet areas. In this study, 154 genotypes representing four families were planted in a randomized complete block design at two sites. The genotypes were replicated at the two sites and evaluated in the plant cane and first ratoon crops. Family × environment and genotype × environment interactions were determined using the mixed model analysis of variance. Significant differences between families, genotypes and environments were found in stalk height, stalk diameter, industrial recoverable sucrose % cane (IRSC) and cane yield per hectare in tonnes (TCH). The genotype × environment interaction was significant for stalk height, stalk number, stalk diameter, sucrose content, TCH, tonnes sugar per hectare (TSH) and kilobrix (parameter used for selection in the preliminary phase of the selection programme at the Mauritius Sugar Industry Research Institute) in both plant cane and first ratoon crops indicating that the relative performance of the genotypes is not consistent across the environments for these characters. The family × environment interaction was found to be significant for cane and sugar yields whereas it was not significant for field Brix in either the plant cane or the ratoon crops. This showed that, for the parameter Brix, the relative performance of the families is similar in both environments and there is no need to replicate in more than one environment. The environmental sensitivities measured with respect to sugar yield showed that families and genotypes with nearly equal means over all environments displayed inconsistent performances. Differences in the sensitivities of the different families and genotypes were observed and some of the family × environment and genotype × environment interactions could be ascribed to them. The results also suggest that mass selection could be more effective than family selection and selection for each specific environment is advisable.

Pillay, Koneshverrie. "Mahatma Gandhi : a psychobiographical study." Thesis, Nelson Mandela Metropolitan University, 2009. http://hdl.handle.net/10948/1159.

Full text
Abstract:
The study is of a psychobiographical nature, employing a psychological theory as a paradigm within which to uncover the narrative of an individual’s life. There are relatively few studies of this nature, particularly with a South African focus. The study applied a qualitative psychobiographical research method which aimed to describe Mahatma Gandhi's psychological development according to Erik Erikson’s (1950) Psychosocial Developmental Theory. Mohandas Karamchund Gandhi or Mahatma Gandhi as he was generally known was a major political and spiritual leader. Although much has been written on his life, a psychobiography has not yet been written. He was chosen as the research subject through purposive sampling on the basis of interest value, uniqueness and significance of his life. The data collection and analysis was conducted according to Yin’s (1994) ‘analytic generalization’ which incorporated Erikson’s theory of psychosocial stages. Alexander’s (1988) nine proposed guidelines assisted in the process of data analysis. The study concluded that Gandhi had attained the ego virtues of hope, will, purpose, competence, fidelity love, care and wisdom as proposed by Erikson’s (1950) Psychosocial Developmental Theory within the delineated age frame.
