Namun ada beberapa bagian yang masih belum menerapkan sistem informasi. Maka perlu dilakukan perencanaan SI/TI yang tepat. Pengambilan data pada penelitian ini dengan wawancara dan observasi untuk mengetahui lingkungan bisnis dan sistem informasi perusahaan. Metode yang digunakan adalah Ward And Peppard dengan analisis SWOT, Five Forces Porter dan McFarlan Strategic Grid. Penelitian ini menghasilkan rekomendasi strategi, memberikan Analisa lingkungan internal, eksternal sistem informasi perusahaan dan usulan sistem informasi. Yaitu Sistem Informasi Barang, Sistem Informasi Keuangan, Sistem Informasi Penjualan, Sistem Informasi Penggajian dan Sistem Informasi Kasir yang akan dipetakan menggunakan McFarlan Strategic Grid dan dapat di terapkan dalam tiga tahun kedepan.

Sebagai salah satu lembaga pendidikan tinggi, STMIK WICIDA terus berupaya untuk meningkatkan daya saing perguruan tinggi di tengah maraknya persaingan perguruan tinggi sejenis di Kalimantan Timur. Keunggulan kompetitif tidak hanya didapatkan melalui sumber daya manusia yang tangguh, finansial, dan manajemen tetapi juga bisa didapatkan melalui pemanfaatan teknologi informasi dan komunikasi. Untuk mendapatkan keunggulan kompetitif melalui pemanfaatan teknologi informasi dan komunikasi, STMIK WICIDA harus mempunyai perancangan strategis sistem informasi, sehingga sejalan dengan visi, misi dan tujuannya. Penelitian ini menggunakan model IS/IT Strategic yang digagas oleh Ward dan Pepperd. Analisis dilakukan menggunakan tools PEST untuk analisis lingkungan eksternal, Value Chain untuk analisis lingkungan bisnis internal dan mcFarlan Strategic Grid untuk analisis lingkungan IS/IT internal. Hasil akhir dari penelitian ini adalah rekomendasi perencanaan strategis sistem informasi pada STMIK WICIDA. Kata Kunci: perancangan strategis sistem informasi, PEST, value chain anaylisis, mcFarlan Strategic Grid.

STIKOM Artha Buana Kupang merupakan perguruan tinggi yang sudah menerapkan sistem informasi dalam pengelolaannya,namu sistem informasi tersebut belum maksimal dalam mencapai keunggulan kompetitif. Sistem informasi yang ada digunakan untuk mengelola data dan belum maksimal digunakan sebagai alat strategis , oleh karena itu diperlukan perancangan strategis sistem informasi. Pembuatan perancangan strategis sistem informasi pada paper ini menggukan dua framework yaitu ward and peppard dan information engineering, analisis yang dilakukan dengan metode value chain, SWOT, PEST, five force factor dan mcfarlan grid. Setalah dilakukan analisis internal dan eksternal menghasilkan rancangan strategis sistem informasi dan portofolio sistem informasi dan yang terakhir adalah penyususnan roadmap penerapan sistem informasi untuk lima tahun kedepan berdasarkan hasil focus group discussion dan mcfarlan grid.

Abstract:
The role of information technology is very important for the progress of a company, by using information technology, strategic planning for the company's development will be better, some companies will definitely take advantage of information technology for the progress of their companies, this is also used for Toko baju Surabaya cabang Surakarta. This shop is a company engaged in the sale of clothing, this company uses the SmartConsole application to support sales. However, there are still sectors in this company that have not implemented an information system, one of which is in the section on stock data collection and payroll. Therefore, an appropriate IS / IT strategic planning is needed. This research was conducted using the Ward and Peppard method with SWOT analysis, Five Forces Porter, and McFarlan Strategic Grid. The output produced from this study is in the form of strategic recommendations from the results of the internal and external environmental analysis of the company's information system, as well as a proposal for an Information System to be mapped using the McFarlan Strategic Grid to be applied to companies in the next two years.

Abstract:
Background: Combining ketamine and propofol (ketofol) was suggested as a new concept for sedation and general anesthesia in pediatric populations for various conditions. The aim of the present study was to determine the effect of total intravenous anesthesia (TIVA) with propofol and ketofol on recovery after laparoscopic surgery in pediatric patients. Methods: Two hundred children with median age of 5 years who underwent laparoscopic surgery were randomized into two groups. Propofol 1% was used for induction and maintenance of anesthesia in group I, while ketamine-propofol combination (ketofol) was used in group II. Ketamine-propofol combination (ketofol) was prepared in the same applicator for group II. Ketofol ratios of 1:4 and 1:7 were used for induction and maintenance of anesthesia, respectively. A reduced McFarlan infusion dose was used in group I (1.2, 1.0, and 0.8 mL/kg/h for 15, 15, and 30 min, respectively), while a McFarlan infusion dose was used in group II (1.5, 1.3, and 1.1 mL/kg/h for 15, 15, and 30 min, respectively). Extubating time, duration of anesthesia, and length of stay in post-anesthesia care unit (PACU) were recorded. Results: Extubating time was significantly lower in the ketofol group than in the propofol group (240 s vs. 530 s; p < 0.00001). Significantly shorter duration of anesthesia (47 min vs. 60 min; p < 0.00001) as well as length of stay in the PACU (35 min vs. 100 min; p < 0.00001) were recorded in ketofol compared to the propofol group. Total fentanyl (100 µg (interquartile range, IQR 80, 125) vs. 50 µg (IQR 40, 60); p < 0.00001) and propofol (260 mg (IQR 200, 350) vs. 160 mg (IQR 120, 210); p < 0.00001) consumption per body weight were significantly lower in the ketofol group. Conclusions: TIVA with ketamine-propofol combination (ketofol) using a reduced McFarlan dose regimen shortened extubating time, duration of anesthesia, as well as length of stay in the PACU in pediatric anesthesia after laparoscopic surgery.

Summary Objectives: To diagnose the hospital information systems’ situation in Portugal. Methods: Developing a survey on HIS department heads. Results: Several weaknesses were identified in most HIS departments, such as substantial lackof people and of qualifications to deal with HIS challenges. The Nolan and McFarlan Matrix helped assess the SNS IS maturity at stage 3, characterized by the generalized lackof IS integration. Conclusions: The results are very relevant to explain the many delays (and conflicts) in implementing HIS and therefore the actual status of HIS in Portugal. The most successful cases of HIS implementation were recognized as related to the existence of an active CIO. Complexity theory can further define guidelines for the development of HIS that help keep the navigation towards “smart healthcare”.

This thesis is focused on IT Project Portfolio Management and the creation of tools for teaching it. The objectives are first to summarize the evolution of IT Project Portfolio Management, then to extend the current process of project selection with other elements and points of view, and also to create a software tool for teaching IT Project Portfolio Management. The thesis deals with the emergence and subsequent development of IT Project Portfolio Management and its benefits, problems, and concepts, which are necessary for deeper understanding of the issue. Furthermore, the thesis describes the cycle of IT Project Portfolio Management and highlights the important moments and trends. In addition, it focuses on the processes used in the context of portfolio management and its impact on the company and its employees. It also lists some options how to limit its and how to improve the quality of project plans. The focus of the thesis is also on the process of criteria selection and ways of obtaining appropriate weights of criteria and on other methods of selecting projects. The last chapter contains a manual how to work with the attached MS Excel file. The file provides a tool for the assessment of projects.

The City of McFarland, CA is in the process of updating its General Plan and identified updating the land use element as the first step in this process. This land use element consists of a land use diagram, land use standards, and goals, policies, and programs. These components of the document are based upon community feedback as well as upon analysis of case studies and state and regional guidelines. The final plan accommodates for increased residential densities, a mixture of adjacent land uses, a greenbelt, and large areas of land adjacent to Highway 99 for commercial and industrial use.

This thesis is in support of the Master of Fine Arts exhibition entitled The McFarlands at East Tennessee State University, Slocumb Galleries, Johnson City, Tennessee, November 5th - 9th, 2007. This artist's photographic survey, which lasted approximately two years, investigated the lifeworld of a family in a rural Appalachian town. His photographic work depicts the subjects working on their farm growing tobacco and their relationships within the family unit. The artist discusses his work in terms of historical and contemporary influences with an emphasis on the relationship to the work of Lewis W. Hine, Wright Morris, Mary Ellen Mark, and David M. Spear. The thesis includes images and discussion of four works.

The proposal part contains a two-round selection of a new information system based on established criteria and the implementation of the selected best solution. There is also the economic assessment of the costs and description of the expected benefits of the selected solution for the company.

Abstract:
The purpose of this chapter is to define a scope of service science and service automation in service economy based on ideal generic service systems originally developed by the author. There are two goals of this study: 1) to develop generic service categories and their generic systems, and 2) to define a scope of service science based upon the presented generic models of service systems, which determine the required support from emerging system science. The research methodology is based on the architectural modeling according the paradigm of enterprise-wide systems (Targowski, 2003). The architectural system approach is based on the philosophy of the system approach (Klir, 1985), and management cybernetics (Beer, 1981) which provide comprehensive and cohesive solutions to the problems of systems design, thus eliminating the fuziveness of the “application portfolio” and the “information archipelago” (McFarlan, 1981; Targowski, 1990). The mission of the architectural system approach is to find the ultimate synthesis of the whole system structure that involves appropriate logic, appropriate technological accommodation, operational quality, a positive user involvement, and co-existence with nature (Targowski, 1990). In its nature, the architectural system approach is of deductive rather than inductive nature. It looks for the ideal model of a solution, which in practice is far away from its perfect level. The difference between the architectural system approach and the engineering approach is in the level of abstraction. The architectural models are more conceptual whereas engineering outcomes are more technical and specific. The architectural system approach is the response to the complexity of expected outcomes. Prior to spending a few million dollars for a new information system, one must provide its information architecture and the business and social implications associated with it (Targowski, 2003). In this sense, this study will define service systems’ architectures.

John T. Flynn was the testimony of the day. Flynn opened by introducing himself to the three hundred attendees as a journalist who primarily writes on economic and social issues. Flynn also worked as an associate editor for Collier’s and served as contributing editor for the New Republic in addition to being an author of several books. Senator Worth Clark inquired about relevant background for this investigation, but Flynn had nothing new to add. When McFarland asked Flynn’s purpose in testifying, Flynn stated his role as New York chairman of the America First Committee. Flynn and McFarland had a lively bout while trying to find out Flynn’s role in this investigation. McFarland pegged Flynn as a propagandist himself and argued circles around the journalist. Flynn outlined a long list of films he felt were propagandistic war mongering.

Abstract:
In the highly competitive nowadays markets, many companies actions assume the project form. In special, Information Technology (IT) projects assume great importance, enabling the dynamic actions that organisations need (Porter, 2001; Tapscott, 2001). However, IT applications assume different roles, from operational support to strategic, according to companies’ strategies and operations, besides the peculiarities of the industry in which they compete (McFarlan, 1984; Porter & Millar, 1985). According to this role (appraised by McFarlan’s Strategic Grid), ex-ante evaluation practices for selecting IT projects to be implemented can vary (Jiang & Klein, 1999). The objective of this paper is to analyse practices for selecting IT projects in Brazilian companies classified in different quadrants of the Strategic Grid and to observe any differences in ex-ante evaluation practices among them. The adopted methodological approach was qualitative research, more specifically case study (Claver, Gonzalez & Llopis, 2000; Yin, 1991) performed in four companies.

Abstract:
This paper presents a robust controller design for an automatic flight control system (AFCS) for a fighter aircraft model with eight inputs and seven outputs. The controller is designed based on McFarlane-Glover robustifying technique using a simple baseline LQG design. Controllers designed purely based on traditional LQG techniques are known to have no guaranteed robustness margins. The McFarlane-Glover technique can be used to enhance the stability robustness of the baseline LQG design using a two-step design process. In the first step, an LQG controller is designed which is optimized only for performance without any consideration to robustness. In the second step, the performance optimized LQG design is rendered robust using McFarlane-Glover procedure. The robustifying procedure uses a coprime factor uncertainty model and H∞ optimization. An important advantage of this procedure is that no problem dependent uncertainty modelling or weight selection is required in the second step of the process. The robustifying procedure also yields the quantitative estimate of the robustness.
