[This paper responds to “Monetary and Exchange Rate Policies for International Financial Stability: A Proposal,” by Ronald I. McKinnon, in this same issue.] For over ten years, Ronald McKinnon has advocated a new monetary system centered on fixed exchange rates between the Japanese yen, the German mark, and the U.S. dollar. His proposal has fallen on fertile soil because the dramatic volatility in exchange rates makes the financial press and the business community grasp for ready answers. McKinnon's scheme seems to solve the problem of currency instability and to judge from his presentation there are only merits and not one shortcoming. In fact, however, there is little theoretical or empirical basis for his standard. To support this criticism, I will first summarize several of McKinnon's key propositions and prescriptions and then review these in a critical spirit.

[This paper responds to “Monetary and Exchange Rate Policies for International Financial Stability: A Proposal,” by Ronald I. McKinnon, in this same issue.] While McKinnon's criticisms of the regime of floating exchange rates are almost entirely justified, I argue that both his analysis and his diagnosis are flawed. His analysis presupposes a very special set of parameters which result in changes in the budget deficit leading to equal changes in the trade balance while leaving output unchanged. In fact, achieving this result requires also changes in relative prices, which are best induced by changes in exchange rates. This points to one of the four important social functions of exchange rate flexibility that are denied or ignored by McKinnon and that would be forfeited under his proposal. In contrast, target zones offer escape from the major costs of floating while retaining the important advantages that flexible rates offer.

Abstract:
This study analyses financial liberalisation in Trinidad and Tobago within the context of the McKinnon–Shaw model. The broad objective of this article is to empirically investigate the validity of both the McKinnon complementarity hypothesis and the Shaw debt intermediation model in relation to Trinidad and Tobago. These two models purport that persuasive government intervention and involvement in the financial system through the regulatory and supervisory network, particularly in controlling interest rates and allocation of credit, tend to distort financial markets. Therefore, by the removal of administrative controls on the assets portfolio and pricing behaviour of financial institutions, interest rates will rise to levels that will result not only in increased savings and loanable funds but also in a more efficient allocation of these funds, providing, in turn, stimuli for economic growth. Utilising the cointegration approach, the empirical analysis is conducted with annual data from 1970 to 2001. The empirical results support both the McKinnon complementarity hypothesis and the Shaw debt intermediation hypothesis in the long run. That is to say, real interest rates have a significant influence on savings in the long run. However, the results indicate that the real interest rate plays an insignificant role in the Error Correction Model in the short run for both the McKinnon and Shaw theories. Hence, this article provides empirical validity for the McKinnon–Shaw financial liberalisation theory in Trinidad and Tobago over the long run. Thus policy makers should take explicit account of this result in the formulation of financial policy. The sustainability of this policy, however, depends on the appropriateness of other fiscal, monetary incomes and exchange rate policies.

Abstract:
The many relationships among macroeconomic variables tend to follow a nonlinear path despite the more common linear assumptions. Previous research has shown that the speed at which macroeconomic variables fall is often rarely the same as the speed at which they rise, further suggesting the nonlinearity. This paper therefore aims to test the presence and impacts of the asymmetric effects of interest rates on savings, investment and economic growth by employing a Nonlinear Autoregressive Distributed Lag (NARDL) approach to the McKinnonShaw hypothesis in Botswana. More precisely, the study seeks to test the asymmetric effects of interest rates on the level of savings and investment and the impact of financial liberalisation on economic growth. Till date, there is very little empirical research investigating the asymmetric effects of interest rates, and even less research on this relationship in Botswana. The main contribution of this study is to fill in the research gap by analysing data for the period spanning 1995:Q1−2017:Q4. The study finds a positive relationship between real deposit rates and saving rates as well as a negative association between real bank lending rates and investment levels in the short run. Lastly, the financial liberalisation index is positively related to economic growth. These results are in line with the findings that liberalisation of interest rates generates more savings, investment and subsequently growth in the short run. However, the same does not hold for the long run results. It is therefore imperative that authorities formulate long run objectives aimed at setting real deposit rates at competitive levels to boost savings, encourage investment and promote economic growth in Botswana.

Abstract:
McKinney Butte, a late Tertiary andesite vent and flow complex, is located near the town of Sisters, Oregon, in the upper Deschutes Basin, and is situated along the structural trend that forms the eastern margin of the High Cascades graben (Sisters fault zone and Green Ridge). Rapid development and over appropriated surface water resources in this area have led to an increased dependence upon groundwater resources. A primary concern of resource managers is the potential impact of expanding groundwater use on stream flows and spring discharge. Two sets of springs (McKinney Butte Springs and Camp Polk Springs) discharge to Whychus Creek along the east flank of McKinney Butte, and during low-flow conditions supply a substantial component of the total flow in the creek. Despite their contribution to Whychus Creek, the springs along McKinney Butte are small-scale features and have received less attention than larger volume (> 2 m³/s) springs that occur in the basin (i.e., Metolius Spring and Lower Opal Springs). This study used discharge measurements in Whychus Creek upstream and downstream of the springs, and mixing models using measurements of electrical conductivity and temperature in the springs and Whychus Creek to determine the contribution of the springs to the creek. Isotopic, thermal, and geochemical signatures for the McKinney Butte and Camp Polk Springs, and local streams (Whychus Creek and Indian Ford Creek) and springs (Metolius Spring, Paulina Spring, Alder Springs, and Lower Opal Spring) were assessed to determine the source(s) of the McKinney Butte and Camp Polk Springs. The discharge and hydrochemical data along with hydraulic head data from local wells were used in the development of a conceptual model of groundwater flow for the McKinney Butte area. Discharge from the McKinney Butte Springs supplies the majority of water to Whychus Creek on the east flank of McKinney Butte (~0.20 m³/s), provides up to 46% of the flow in the creek, and is relatively stable throughout the year. Discharge from the Camp Polk Springs is less than 0.05 m³/s. Isotopic, thermal, and geochemical signatures indicate distinct sources for the McKinney Butte and Camp Polk Springs. Groundwater discharged at the McKinney Butte Springs is depleted in heavy stable isotopes (δD and δ¹⁸O) relative to the Camp Polk Springs. Recharge elevations inferred from stable isotope concentrations are 1800-1900 m for the McKinney Butte Springs and 950-1300 m for the Camp Polk Springs. Elevated water temperature in the McKinney Butte Springs relative to the average air temperature at the inferred recharge elevation indicates the presence of geothermal heat and implies deep circulation in the flow system. The temperature in the Camp Polk Springs is not elevated. The Camp Polk Springs, though not the McKinney Butte Springs, contain elevated concentrations of ions Cl, SO₄, and NO₃ that are indicative of contamination. The study results indicate the source of the Camp Polk Springs is shallow groundwater whereas the McKinney Butte Springs discharge water that has circulated deep in the groundwater flow system. Additionally, the hydrochemical traits of the McKinney Butte Springs are similar to Metolius Spring, suggesting discharge from the McKinney Butte Springs is controlled by the structural trend that forms the eastern margin of the High Cascades graben. The significant difference in discharge between the McKinney Butte Springs and Metolius spring may be related to the size of faults that occur locally.

Abstract:
Texas textile mills comprise an untold part of the modern South. The bulk of Texas mills were built between 1890 and 1925, a compressed period of expansion in contrast to the longer developmental pattern of mills in the rest of the United States. This compression meant that Texas mill owners benefited from knowledge gained from mill expansion elsewhere, and owners ran their mills along the same lines as the dominant southeastern model. Owners veered from the established pattern when conditions warranted. This case study focuses on three mills in Texas that operated both independently and as a corporation for a total of sixty years. One mill in McKinney dominated the economy of a small town and serves as the primary focus of this paper. A second mill in Waco served a diversified economy in the center of the state; and the third mill, built in Dallas was concentrated in a major city in a highly competitive job market. All three of these mills will illuminate the single greatest difference between Texas mills and mills elsewhere, the composition of the labor force. Women did not dominate the mill labor force in Texas nor did children, except in limited cases, make-up a large portion of the workers. Today mill studies of southern mills have found only scattered textile factories with a preponderance of male employees, but in Texas this was the norm. This study demonstrates the unique features of McKinney's textile mill and its similarities to other mills in Texas and in the southeast.

The chapter also considers ‘digital criminal damage’ associated with the creation and distribution of computer viruses, along with cases of web defacement and mail-bombing.

The domain of pitch refers to listeners’ perceptions of frequency. Pitch’s most transparent and absolute aspects—range, tessitura, and intonation—interrelate with registration, a nuanced multidimensional aspect engaging both pitch and quality. Leonard Cohen’s iconic “Hallelujah” (1984) and cover versions by Jeff Buckley (1994), Rufus Wainwright (2001), k. d. lang (2004), Imogen Heap (2006), Alexandra Burke (2008) and Kate McKinnon (2016) serve as exemplars for investigating aspects of pitch. Drawing upon disparate fields ranging from vocal science to feminist linguistics, this chapter also examines how aspects of pitch and registration relate to broader issues of identity formation, particularly as they serve as signifiers of gender and age.

Globalization, as a concept has three main aspects: economic, political and social. Economic globalization in general, refers to the liberalization of trade between countries and increasing mobility of factors. In the case of factor mobility, capital flows come to the fore. Increasing capital mobility in the form of foreign direct investment and more importantly, portfolio investments, apart from causing a new international division of labour among regions of the world, also have important effects on the financialization phenomenon, changes in income distribution and changing institutional structures. Developments in information-telecommunication technologies, changing patterns in intellectual sphere, as well as in political and economic institutions especially after the mid-1970s play a role in the rise of financial globalization. Financial liberalization has been celebrated since McKinnon (1973)-Shaw (1973), but the Great Recession sparked doubts on the ability of unchecked financial development on providing a solid and fair foundation of economic development.

The main purpose of this study is to empirically investigate the validity of McKinnon’s complementarity hypothesis on economic growth of Kyrgyzstan for the period of 1996–2009. McKinnon’s (1973) central thesis argues poorly functioning financial systems in developing countries may effect investment quality and growth rate of the economy in negative direction. McKinnon’s (1973) complementary hypothesis predicts that money and investment are complementary, to the contrast neoclassical and Keynesian theory, due to a self-financed investment in developing economies. In other words, according to McKinnon, financial liberalization should generate positive impacts on growth as consequence of positive relation between money and physical capital in developing countries after financial liberalization. The empirical researches conducted on complementarity hypothesis have found mixed results on the link between money and physical capital. However, empirical analysis of Kyrgyzstan’s economy is very important because of its peculiarities, it has both a trancition and developing economy, which in case of the McKinnon’s complementarity hypothesis is very essential. Thus, Kyrgyzstan, as many developing countries, have undertaken financial liberalization programs during the past twenty years after collapse of Soviet Union.
 Therefore, the study analyzes long run and short run association among the real rate of interest on deposits, private investments, economic growth, and domestic savings behavior in Kyrgyzstan, using annual time series data for 1996-2009 with techniques of ARDL Cointegration Error Correction Model. The results does not support the McKinnon’s complementarity hypothesis between money and physical capital on the period for 1996-2009 in the Kyrgyzstan’s Economy.

Abstract:
Hybrid solar lighting (HSL) is a technology in which sunlight is collected and distributed via optical fibers into the interior of buildings. Analogous to hybrid electric vehicles that use both batteries and internal combustion engines to power cars, hybrid lighting employs roof-mounted collectors to concentrate sunlight into flexible optical fibers and carry it inside buildings to “hybrid” light fixtures that also contain electric lamps. As the two light sources work in tandem, control systems keep lighting levels constant by dimming the electric lights when sunlight is bright, and turning them up as the sky darkens with weather conditions or nightfall. Data indicate that on a bright, sunny day the power consumption for lighting can be reduced by 50% or more. Today, lighting in U.S. residential and commercial buildings consumes close to 5 quadrillion BTUs of primary energy and one-fifth of all electricity. In commercial buildings, one-quarter of all energy demand is for lighting. With a forecasted doubling of commercial floor space by the year 2020 comes an urgent and growing need to find more efficient ways of lighting our nation’s buildings. Typically, less than 25 percent of the electrical energy consumed for lighting actually produces light; the rest generates heat, which increases the need for air-conditioning. Unlike conventional electric lamps, the sunlight from HSL systems produces virtually no waste heat. A nationwide field trial program is under way to provide system performance data and user-feedback essential for the successful commercialization of HSL. Field trial installations include San Diego State University, San Diego, CA; Pacific Northwest National Laboratory, Richland, WA; Sacramento Municipal Utility District, Sacramento, CA; Wal-Mart, McKinney, TX; Aveda Corp., Minneapolis, MN; Staples, Long Island, NY; Braden’s Furniture, Knoxville, TN; Multipurpose Research Facility, Oak Ridge National Laboratory (ORNL), Oak Ridge, TN; University of Nevada-Las Vegas, Las Vegas, NV; Hybrid Lighting Laboratory, ORNL, Oak Ridge, TN. This paper describes the field trial program and summarizes the results to date from the field trial installations.
