Abstract:
Au Canada, le développement minier pose de nombreux défis aux communautés autochtones qui y voient un véritable potentiel économique, mais aussi des risques pour leur mode de vie basé sur une économie mixte combinant économie salariale et activités de subsistance. Au Nunavut, la communauté de Qamani’tuaq (Baker Lake) se trouve confrontée aux impacts des activités de la mine d’or de Meadowbank et est actuellement en phase de négociations pour un deuxième projet minier, une mine d’uranium proposée par la compagnie Areva. Les connaissances encore fragmentaires des impacts miniers, surtout sur les plans social et culturel, permettent difficilement à la communauté de se positionner. Le bien-être des habitants ne dépend pas seulement d’un bien-être matériel mais aussi de l’accès au territoire et du maintien des activités de subsistance. Les résultats de notre étude, basée sur une approche participative, montrent que la mine de Meadowbank a déjà fortement affecté la communauté de Qamani’tuaq: exacerbation des problèmes sociaux, création de tensions familiales et accroissement des disparités salariales. Par ailleurs, les craintes quant aux impacts de nouvelles infrastructures, dont une deuxième route minière, sont nourries par l’expérience de la mine d’or en activité qui a des impacts majeurs sur l’environnement: retombée des poussières sur la végétation et déviation de la route de migration des caribous. Dans cet article, nous décrivons une nouvelle approche de recherche collaborative développée avec la communauté sur le long terme, lente, adaptée au rythme des événements miniers et reposant sur la participation d’assistantes de recherche inuit.

Le développement industriel se présente souvent comme un obstacle à la survie des pratiques et des représentations locales, spécifiquement pour ce qui concerne les communautés autochtones. Cet article vise pourtant à montrer l’expression actualisée du lien étroit qui unit la communauté inuit de Qamani’tuaq (Baker Lake, Nunavut) à son territoire dans un contexte d’exploitation minière. La territorialité inuit témoigne d’une conception particulière du temps et de l’espace et renvoie en fin de compte à une façon d’être au monde — une ontologie — qui met en lumière l’expérience que font les Inuit de la mine d’or de Meadowbank. L’usage tactique de la route et des emplois miniers de même que la relation avec les caribous et les esprits du territoire permettent de comprendre pourquoi de nombreux Inuit se satisfont des bénéfices actuels de la mine tout en montrant une préoccupation particulière vis-à-vis d’une réalité qui dépasse celle la mine.

Abstract:
L’objectif de cette recherche est d’évaluer l’impact de la mine d’or de Meadowbank sur la relation entre la communauté inuit de Qamani’tuaq, au Nunavut, et son territoire. Ce dernier est défini comme un espace socialement et historiquement construit et dont le sens émerge de l’expérience quotidienne et de la mémoire collective. Mon étude démontre une multitude d’impacts socioéconomiques, positifs comme négatifs, découlant notamment des nouveaux emplois et des répercussions sur le caribou. La construction d’une route privée et l’imposition d’une régulation quant à son utilisation impliquent par ailleurs une contradiction entre deux formes de territorialité. Cependant, le rapport au territoire, propre aux Inuit, demeure manifeste. Une majorité d’Inuit démontre en effet la capacité à tirer avantage du nouveau contexte dans le but de supporter leurs activités sur le territoire. Aussi, les expériences particulières des travailleurs au camp minier témoignent du lien étroit entre le lieu, la communauté et son histoire.
The goal of this research is to evaluate the effects of the Meadowbank goldmine on the relationship occurring between the Inuit community of Qamani’tuaq, in Nunavut, and its territory. Territory is the social and historical construction of a space which derives meaning through the everyday experience and the collective memory. The results show the existence of various socioeconomic impacts, both positive and negative, resulting among others from new jobs and from impact on caribou. The construction of a private road and the imposition of rules of usage present a contradiction between two kinds of territoriality. However, the specific Inuit way of being connected to the land continues to be expressed. Most Inuit show their ability to take advantage of the new situation in order to maintain their activities on the land. Also, the specific experiments of workers at the mining camp testify the close link between place, community and history.

Abstract:
Le Nunavut Central renferme la région où s'est développé l'un des principaux centres de dispersion glaciaire de l'inlandsis Laurentidien au cours de la dernière glaciation, soit le Dôme du Keewatin. La présence d'une forte couverture de sédiments glaciaires complique l'exploration minérale de ce territoire qui possède un fort potentiel économique, notamment en ce qui concerne les gisements aurifères. L'utilisation des dépôts de surface comme méthode de prospection représente donc une alternative prometteuse dans la recherche de gisements, mais cette approche est compliquée par une histoire glaciaire complexe caractérisée par des mouvements glaciaires variés découlant de migrations importantes de la ligne de partage des glaces du Keewatin (Keewatin Ice Divide-KID). Le but de ce projet était de vérifier la validité des méthodes de prospection glacio-sédimentaire comme outils pour l'exploration minérale. Les retombées de ce projet ont permis de fournir des contraintes sur les modes de transport glaciaire prévalant dans une région affectée par des multiples écoulements glaciaires. Les nombreuses réorganisations du KID ont eu des répercussions sur le patron de dispersion des dépôts de surface, ainsi que sur la dispersion aurifère. L'étude du contenu géochimique, pétrographique et minéralogique des tills de surface a été effectuée, et jumelée à une cartographie de détails des sédiments de surface et des mouvements glaciaires apparents. Nous avons documenté de nombreux écoulements glaciaires dont le principal est orienté vers le N-NNO. Plusieurs anomalies ainsi que des traînées de dispersion aurifères ont pu être détectées par la géochimie et le comptage des grains d'or visibles. Ces méthodes ont également permis d'établir des estimations sur les distances de transport pour les secteurs couverts par la campagne d'échantillonnage du till. Des traînées présentant des palimpsestes ont été répertoriées soulignant l'importance des remaniements causés par cet ancien centre de dispersion glaciaire. Des variations de la géomorphologie du territoire ont été documentées, par la présence d'un corridor composé de linéations glaciaires de taille variable, suggérant l'existence de variations au sein de la dynamique glaciaire locale et sur le transport glaciaire. ______________________________________________________________________________ MOTS-CLÉS DE L’AUTEUR : Dôme du Keewatin, prospection glacio-sédimentaire, dispersion aurifère, transport glaciaire, anomalie géochimique.
