Full textThe gentrification and industrialization of coastal areas, overfishing, depletion of fishery resources, various sources of marine pollution, and climate change all bear witness to the magnitude of the environmental crisis in Senegal. As the country prepares to exploit offshore gas deposits, the preservation of the sea and natural resources emerges as a major challenge to be addressed in order to fully benefit from the revenues generated by these projects. Given the signing of numerous international conventions and partnerships, along with an increasingly strong social demand for information, the adoption of transparency has become an imperative for the Senegalese state. However, media coverage of governance policies is more focused on financial transparency than on ecological matters. This invites us to question the role of transparency in public communications and its impact on social engagement, particularly in the service of environmental issues.This thesis aims to analyze the interactions between potential transparency in communications and the promotion of marine environmental preservation in Senegal. It was conducted through semi-structured interviews carried out in situ with local stakeholders, and a content analysis of articles from the Senegalese online press. By highlighting transparency deficits in communications, the results reveal communication problems, particularly in participatory and environmental domains, which intensify public interest in ecology in the context of extractive projects. The study also sheds light on the dissonance between the promises of transparency in governance measures and the transparency perceived through public communications. Due to inherent gaps in communication transparency, which marginalize ecological issues, communication initiatives fail to catalyze public engagement in favor of marine environmental preservation.Keywords: transparency, communication, ecology marine, natural gas, governance, Senegal

Full textThis research aims to be a thorough analysis of the Senegalese media system and its relations with the politics, particularly under President Abdoulaye Wade. Over the years, Senegal acquired the reputation to be a democratic country, because of its relative political stability, compared to the neighboring countries. However, in a context where the political communication knows an important development, the incidents between media and politics, have never been more exposed and discussed than under Wade, as well by Senegalese as by the international opinion. It’s thus interesting to wonder about the Senegalese media’s evolution, at the same time as the politics, in a context of significant changes. Therefore, a multidisciplinary approach is used in this research. It’s based as well on the information and communication sciences as on the political science and interactive sociology. Indeed, this research’s object, the media in this particular case, is situated between several disciplines, in which it’s necessary to lean on to analyze the practices, the relations between the actors and the representations. The chosen methodology is focused on a qualitative approach, mainly on semi-directive interviews, even if it’s completed by documentary analysis and observation. This thesis includes four parts with 12 chapters. The first one explained the reference frame’s choice, and the others analyzed the Senegalese politics-media history, before the presidential elections in 2000 and during twelve years of liberal government, the political and media environment in which operates the different actors, the worsening of their relations. It also aims to analyze various factors which question the legitimacy of press freedom in Senegal, and consequently the democratic image of this country in the eyes of the world

Full textThis work examines the relationship between media and authority in Senegal since the independence in 1960, after a historical review. The media and authority have had ambivalent relationships. Sometimes stable, sometimes conflicting. This relationship is related to the democratization process of the country that has not been linear. From 1856 to 1960, there were two distinguished cases: the four municipalities, that are Goree, Rufique, Saint-Louis and Dakar, where French law and the rest of the country native code were applied as law.. In the first case where the press freedom more or less exists, the political turmoil has led to the media emergence, particularly in partisan politics press. Under Leopold Sedar Senghor’s regime (1960-1980), the plural press inherited from the colonialism, gave a way to a monopoly media with the introduction of a single party. Even if few reckless people ventured to create newspapers, the multiparty decreed by President Abdou Diouf (1981-2000) led to a proliferation of the press. However, the turning point was the mid-1980’s, when the so-called independent press founded by journalists, appeared. Under Abdou Diouf regime, conflicts were noted between his regime and the media, although it was more or less moderate. Since 2000, under Abdoulaye Wade’ regime, the number of media has increased. Private television sprung. The new relationship between media and authority under Abdoulaye Wade’ reign, is that ihe is the one who confronted the media of his country. It is in this perspective that this work examines a new media landscape potential where the rules are clearly defined and respected. It is also proposed to promote a regional press emergence

Full textDakar faces an important deficit in equipment and basic urban public services. Among the sectors affected by this deficiency, that of the taking charge of solid waste. At its birth in the xxe century, colonial authorities limited the collection and cleaning services to only European districts of the town. Since the independence, a quick urban denseness which did not gain control of, brought organisms of collection, to apply a sociodifferentiate management between central equipped areas, and a little urbanized margin beltways. Domestic hygiene was not very affected by this functioning. But the weakness of the official offer, bring the populations to adopt alternatives mechanisms a little suitable for the disposal of garbage : anarchists rejection, burial or traditional burning. With the law acquittal of Mbeubeus which receives the whole waste of the built up area, these practices cause the pollution of the environment. It also damage the living condition of the population, and put in danger their health. A global management policy of waste is necessary. Intervening on the whole chain, it must integrate the banal production, but also that said dangerous medical and industrial waste

Full textTourism is the second economic activity generator of revenue in Senegal. On the Senegalese coastline, particularly on the Little Coast and the Great Coast, it relies on reliable assets. However, it is also a factor of socio-cultural, economic and spatial transformation of the coastline. Through its developed sites, infrastructures and activities, touristic development creates a new environment that is often perceived as deterioration. This area is facing contamination and damage caused by sources which are not linked to tourism. This leads inevitably to negative impacts on the sustainability of investments in tourism. The thesis offers, firstly, a geographical analysis of disequilibrium between the Great Coast and the Little Coast of Senegal. It studies then the different strategies of management and development of parks, reserves, and cultural and historical heritage. Thirdly, it tries to suggest perspectives and solutions for a sustainable development and management of tourism in Senegal

Through the associative life, women have managed to prevail by empowerment in civil society, despite the constraints of polygamy, excision and levirate marriage, since the time of independence in 1960. But with the informal trade, women come together to develop a strategy to escape. The emergence of a feminine power, could waver existing strengths. About polygamy, what could be more natural to have several wives for a Muslim, to the extent that religion encourages it. While ignorance of family planning, the repetition of birth, make them sick and destroyed the integrity of women. Regarding informal trade, becomes a lever of emancipation which affirm their social, economic empowerment and recognition of the society to care after for their ''Borom Kër'', the householder. The future is concentrated in associative areas in different villages. The group therefore allows women an education and a reduction of illiteracy. Awareness of their power over men is present in their work force. When Wolof woman managed to supplant her husband by informal trade, went to meetings of women, it's kneel and humbly ask her husband's permission. This allows him to leave. This is necessary, despite the economic independence of women. Its lower about the rights is important for the future of children. Both an unprecedented drought and a population increase have brought about an important deforestation of a terricrust table and have provoked a widespread run off which was progressively destroying the cultivable soils below. In this dusadventaged context, the hydric erosion stabilization represent a main objectif for water and soils conservation in sine saloum southern zone : through the run-off control at the hight sides level by means of pervious micro dams and the humus reformation. Here, we focus on the protective improments on the environment's structure and functioning at an integrated scale of keur dianko-sonkorong catchment basin. We've tested 3 techniques of improvments according to the environment biophysical and socioeconomical contraints : on one hand we've protected high sides of the residuel ferricrust table with a stony cordon, on the other hand we've structured the cultivated spaces with contour quickset hedges. Presents results show the possibility to act effectively on the main elements of erosion, by improving the environment structure and functionong. We can learm among all these lessons that : the ligneous stratum evolution is conveyed by a 50% rise of the species, a doubling or more of the population density. The aerial and herbaceous phytomass is 1,5 to 3 times than the check plots of land. The run-off's measurements demonstrate that the flow on the defens is 3 times is 3 times inferior to the check. The quickset-hedges help to water conveys'reduction and to percolation increase with the hydrous profite betterment over 4 m away on either side of the small shurbes. These results confirmed by data on the side basius scale prove that we can significantly reduce the run-off, the strong convey and the residuel ferricrust table by pestecting the woody sides and it's erosvie potentiality with permeable micro dams (stony cordon and quickset-hedges). Full textIn poor countries like Senegal two essential problems are posed as regard environmental protection: it opportunity and it effectivity. However, the effectivity being an ideal ever reached, we wanted as of start to clear the environmental law while insisting on the scientificity of the environment which still explains this weak effectivity. In addition, the existence of a legal provision calls, beyond its formal validity, a certain effectivity in order to ensure its effectiveness which is the source of its perenniality in the social arena. This effectivity, valid for any standard, occupies a major importance in the environmental regulation. Because environmental law is a finalist regulation. If not, with what would be used a flowering of legal texts if their effectivity is not assured? Within the framework of these problems of the effectivity of the environmental rules in Senegal, we started from a normative and sociological approach of the effectivity of the rule. This double approach conceives the effectivity of the regulation as being dependent on two cumulative conditions which are the application of the standard and the production of the effects expected by its writers. The demonstration led to the report of infectivity through the inapplication of the environmental rules and to the production of perverse effects on the legal and socio-economic sides. This dark screen was for us the situation to be reversed and the tendency to reverse. For then, the requirement to lay down the conditions of a desired effectivity and in extreme cases dreamed, which passes undoubtedly by a renewal of a new African environmental law. This new law will have to change paradigms into integrating the endogenous rules which continue to prove their effectiveness out of environmental matter. But beyond this argumentation, this problem was the occasion to pose the stakes of a rupture in the manner of producing the standards in a context of legal pluralism and imitation

And after independence, the media situation will undergo significant changes, with the emergence of single parti system and what Mor Faye calls "institutional journalism of reviews." The break with political pluralism, caused by the 1962 crisis marks the end of the two-headed executive in Senegal, that will gradually reduce the freedom of opinion to impose a single newspaper, a State press. With the creation of a press law in 1979 and the nascent or reborn multiparty, start to root the basics of media pluralism that will, as and as the country becomes more democratic, revolutionize speech political and ideological monism upset. Thus developed in the early 1990s, in Senegal and in many French-speaking African countries, a form of "médiactivisme" which will play a key role in the questioning of the information published by state media. Full textThe study is part of the assessment of enviromental education in the Senegalese formal educational system. It is based particularly on the current family socio-economic program, which, like life and land sciences and geography, prentends to do to environmental education through the themes conducted in class. The current research, aims, on the one hand, from the class attended by the pupils (6th, 5th, 3rd forms), and their environment (urban, suburban, rural), to describe, from investigation questionnaires, their social determinant and their perceptions of the context of class, the method used by the teacher and motivation generated, during the conduct of the course in environmental education. On the other hand, the study assesses the performances of pupils, following the level of class attended, from tests derived from the achievements of pupils. The measure of changes to the perceptions and performance in environmental education, compared to class groups, has enable us to compare the averages for pupils of different groups of classes according to the middle of inclusion, has the support of the analysis by the test of Bonferroni of Schiffer. The tests of PEARSON enabled us to control the correlation between perceptions en performance in environmental education, for different involved groups and draw the educational, instructional and methodological conclusions. Thus, 1986 pupils attending grammar school toof part in the investigations. The data processing has allowed us to highlight the growing gap between the perceptions and performance in environmental education and this for all the forms considered. Beyong the reponses to the assumptions of research, the urgency of a coherent decision making in the field of environmental education for sustainable development has been demonstrated by coming up with a teacher training program closely connected to the objectives of environmental education and especially contred on the learner's social integration

Full textSince the world wide generalization of the end of a television monopoly the enforcement of programming strategies and the constraints of audiences are realities shared by private television of the North as well as the public ones in the South. This is what reinforced the fear of a homogenization of audio-visual products and raises the issue of identity. This study aims at bringing out the diffrent identity profiles of television channel. With the examples of Cameroon and Senegal publics televisions, we shall propose an analysis of the explicist and implicit indicators and practices that build the specificity of each channel in order to set up a normative analysis gril of identity television. The purpose of our study is to highlight the institutionnal and popular grounds on which CRTV and RTS1 try to construct their national identity. If applied to other channels, these comments may enable us to reflect on the issue of channel identities in a more global and concrete way

Full textIn three decades, international conventions have become a major tool for public action in the field of the environment. They offer the double promise of action that is broadly based on agreement and a strong commitment to collective responsibility. But what is the environmental effectiveness of these commitments? Are they followed by effects? The question arises for international conventions, as for all public, international, national or territorial environmental policies. In response, widespread today's approaches that see negotiation as coordination, cooperation or market principles are lacking. Normative evaluation frameworks are essential in this context, as well as the dimensions of power and strategy. In this perspective of strategic environmental management analysis, it is necessary to carry out fieldwork that clearly enlight the announcements of collective environmental responsibility in one hand and on the other, the concrete evolutions of the state of the environment the acts that cause them. In the case of the Senegal river valley, a vast floodplain of a river that crosses four states, we have analyzed several management measures put in place to take charge of the environment (the Mitigation and Monitoring Environmental Impacts Program of Senegal River Development -PASIE, Left Bank Management Plan and Planning -PDRG and Senegalese Environmental Planning: Regional Action Plan for the Environment -PRAE and the Regional Conservation Strategy Of Biodiversity - SRCB). It shows that they are far from taking care of the responsibilities to be assumed, particularly in the context of the Ramsar (wetlands) and biodiversity conventions. The thesis analyzes in depth the causes of this state of affairs. It identifies the consequences and replaces them in the broader picture of the long-term vicissitudes of development actions whose effectiveness and sustainability are highly questionable

Full textWhat we call daily media (mobile phone, television and internet in this case) in African urban ghettos is a wonderful research subject for those who are interested in mutations of media communication. It also allows us to explain in new ways the dialectic imbrication of technology and society. Using an approach based on ethnographie immersion in the life of people, and comparing two sites located in the slums of Kibera (Nairobi) and Pikine (Dakar), our research generally focuses on the integration of those marginalized actors into the technological modernity. More than half of urban Africa nowadays lives in slums; and if it is often argued that the urban poor are those who are the most affected by the "digital divide", or conversely, that they are some inventive"bricoleurs"(digital do-it-yourselfers), there are few empirical works that explore the "arts of doing" and the modes of presence of those technologies in the environments of live. How technocommunicationals objects, whose properties and circulation patterns significantly have changed over the last years, do fit in the "moral economy" of survival context? Is there or not an emergence of a "milieu (médiatique) associé" presented as a space of participation and sharing, unlike previous generations of technologies? This work recalls the urgent need to relocate the marginalized players in the center of the analysis of contemporary culture. It also invites us to overcome the "Great Divide" in our ways of thinking about the relation between local and global, production and reception, individual and collective, private and public, etc

Full textFor about twenty years, we have noticed in most Africa’s French-speaking states the emergence of independent medias (private radios, television channels, written press). While emerging in multilingual contexts where orality still takes precedence over writing, these new communication instruments legitimate, encourage and develop forms of speeches and/or writing, which tends to modify the status and function of the languages as well as the representations they are related, without decisions coming from the states. In this research, we study the case of Senegal where private radios appeared in the 1990’s and chose proximity by a large broadcasting in Wolof, a language spoken by more than 80% of the Senegalese. While taking charges of the official speech, which was up to a relatively recent period exclusively reserved for French, these enunciative instances involved the wolof in the “official circuits” and function like machines to scramble the glottopolitic data of this country. Full textTourism in Basse-Casamance is based on a diversity of natural and cultural potential. Despite these strengths, this sector which depends mainly on the coast faces various constraints that undermine its development. Therefore, the objective of this thesis is to understand the constraints of coastal tourism in Basse Casamance and participate in improving its management with associated risks, by defining well-identified priorities, and to contribute to the rational development of its tourist territories. It aims first to make a diagnosis of the tourist potential of the Lower Casamance and then to analyze land pressures and conflicts of use on the coast before ending up with tourist constraints related to coastal erosion in the municipalities of Diemer and Kafountine. Finally, it presents the adaptation strategies implemented and the expectations of the actors before concluding with recommendations. This thesis, beyond the cartographic and statistical approach that allowed to calculate the rates of variation of the slope line, to analyze the dynamics of land use, to understand the importance of infrastructure supply, is based on a quantitative and qualitative approach (through questionnaires, interview guides, focus-groups and observation) which has partly allowed to analyse the perception of the population, tourism actors and tourists.The results indicate a strong land pressure on the coastline. In 43 years (1979-2022), we see an urbanization that reached 802.77 ha in the municipality of Diembéring and 678.05 ha in that of Kafountine. It contributes to the increase in conflicts of use and coastal erosion. As a result, the results show that the concentration of activities and population accompanied by a development problem (according to 76% of hoteliers) leads to the emergence of unsanitary conditions (according to 72% of tourists and 77% of hoteliers), congestion on the coast, the proliferation of fumes and foul odours on the beach. Similarly, the results show that coastal erosion has become a serious threat with the pronounced degradation between 1979-2022 of the beach (of -511.926 ha in the commune of Diembéring against -333.082 ha in that of Kafountine), of the coastal vegetation (respectively of -670,76 ha against -3200,13 ha) and above all the hotel infrastructures (with 14% and 15% are within 50 meters of the line of coast). In the face of these constraints, adaptation strategies are put in place, but despite this, some phenomena such as land pressure, unsanitary conditions and coastal erosion continue to be major problems. Which makes the actors think they are ineffective. In addition, the actors try to diversify the tourist offer by valuing natural and cultural heritage that remains underexploited and unknown. Thus, this thesis proposes recommendations for the sustainable management of the coastline and the development of sustainable tourism through a regulatory zoning of the development of heritage with the establishment of circuits and the involvement of all actors in the initiatives. The goal is to better allocate financial resources, diversify supply and attract more visitors to the region

Full textSpecial characteristics of research institutes are not understood and that is the cause of many problems. In order to determine these characteristics we anlyze the past and present relationships of the agricultural research institutes of Cameroon and Senegal with their environment and suggest new management tools. It is usually assumed that the research process is like any production process ; one gets more outputs by increasing the quantity of inputs. There is no such links in research institutions because they have a great number of production processes. If they didn't they would not be doing research. The relationships of research institutes with groups of their environment are special because they get their resources for free and give out their products. This system tends to make them act in a bureaucratic way. Their attitude should be more entrepreneurial. The groups in their environment fill up five fonctions : purchase of products, use of results, partnership, competition, and defense of the collectivity. Governments influence greatly the management of the research institutes: the donors give resources which are essential. Often the demands for the agricultural producers are poorly understood and the demands of the governments and donors neglected. Managers should define more carefully their products (we propose a definition of research products) and control the contradictory demands which different groups of their environment make

Full textMan's relationship with his environment seems to evolve following a pattern similar to that of the discoveries of science and technology, which bring about new ways to interact with the world. Now in the age of biotechnology and nanotechnology, of digital networks and new audiovisual media, our capacity to act in the world mutates accordingly. In their practice of new media in order to produce their works, many artists question the complexity of the ecological and technological systems that surround us. When they seem to criticize these technologies or try to create new systemic models, is it not often their way of encouraging us to claim ownership of our very habitats? This dissertation studies the ways in which ecology may be revisited through the use of new media and technologies in contemporary artistic works. Our hypothesis is that a study of the relation between art, the environment(s) where it is displayed and the new media it uses may help us rethink the way we inhabit the world. Tentatively, we suggest the word « ecopoiesis » to qualify the creative processes in which ecology is at stake. The goal is to come up with a notion of the complex and systemic relations that the artists, the works of art and the audience have with their environment

Full textThe assertion that the medias have become the “fourth power” seems to be part of the self-evident facts that the professionals of the medias as well some intellectuals need not always question. A truth that is all the more obvious because the medias regularly prove it through their capacity to mobilize people around an event or even a televised series. In order not to turn such an assertion into a “soft concept”, it has been worth putting it to the practical test within the context of Senegal during the period (1960-2000) by chiefly applying it to the particular group of the intellectuals. The advantage of such a group lies on its competences (knowledge and know-how) that have given it a symbolic “power”. Thus, in the Senegalese context the intellectuals have consolidated, in the long run, their “strength” through various means of publications (journals, novels, essays, etc.), as well as through public debates and important intellectual gatherings (congresses, symposiums, festivals etc.). Those various ways of official recognition and consecration, that have proven their level of commitment, have confronted the medias which, by growing in large numbers in the 80s, have developed influential strategies based on visibility and the increased use of the national languages. The consequent emerging effects have not only made new social legitimacies rise up, but have also caused new sociocultural, political, intellectual and public configurations come out, especially an intellectual figure that has been more attentive to the cultural creations

Full textSince the international meeting of Johannesburg (2002), France signed on the National strategy for sustainable development. Political tendancies of this schedule are based on intergovernmental climate change assessment in order to request mobilization in sciences, medias and education. Here, I discuss the social construction of this compromise which appears consensual. In this political context, my work consist in studying the teachers' involvements facing global warming issue education. In this aim, I perform an experiment with high school teachers during 2006 and 2007. Eight of them, representing several disciplines, have to suggest educational strategies concerning climate change and sustainable development. I mixed two approaches to estimate teachers' involvements. Communication and didactical analysis reveals social meanings of education related to the climatic question. The experiment demonstrates that the teachers' strategies are based on both their own convictions about climatic social risks and on the communicational effects they perceived to have on the children. Teachers adopt various postures between two antagonistic tendancies : from a normative education to a choice constructivist education. This study militates for a communicational ethic contributing to the development of a socializated science representation. It also questions the institutional request for citizenship and sustainable development

Full textThis research work is based on the analysis of the Senegalese general dailies Le Soleil (1970-2012), Le Sud Quotidien (1984-2012) and Walfadjri (1984-2012). This study aims to describe the place of sport and bodily practices in Senegalese newspapers. In other words, it is a question of understanding how sport is represented, constructed and cultivated in this press in order to satisfy a very diverse public, gathering both intellectuals and illiterates. What tools do newspaper journalists have at their disposal to promote sports images and messages in Senegal? This research attempts to show that sport, conveyed by the largest post-colonial generalist dailies, evolves according to the political regimes that have followed one another in Senegal: since independence in 1960 under Senghor, through the presidency of Abdou Diouf and, finally, during the political alternation of Wade in the 2000s. Ultimately, this study intends to show that the journalists of these dailies appropriate, for example, the Senegalese wrestling in a perspective of promotion and recognition of the national identity and physical heritage. This cultural and traditional practice, appreciated by the population, is part of a very diverse range of sporting activities, which could finally reveal the general political, social and cultural positioning of a Senegal torn between modernity and tradition

Full textThe territorial and regionalization question become two central paradigms for the political powers and the specialists of the human and social sciences. In Africa, the link between these two realities refers inevitably to territories, identities, States, globalization and to the development of news phenomena (trans-nationalization). For the researchers, the study of these phenomena raises a whole series of conceptual and methodological preoccupations, while for the decision-makers; it refers to geopolitical and economic opportunities. In the territorial question, the arrangement worries are translated by town and country planning policies known under the name of "communitary", and those of responsibility and liberties are traduced by the policies of free movement of people and goods, the harmonization of the standards. In terms of regionalization processes, the question of the scales and models of intervention to be promoted is more than alarming after the failure of what is called integration from the bottom. The socioeconomic changes in contemporary Africa lead societies to do make new link between the local and global situations without crossing by the formerly necessary national stage. These are two spatial dimensions that are found perfectly in western Africa, both fragmented and advanced integration space. Africa is also a continent where the border areas play important economic and social role more than political one. Can the socio-economic activity consequently involve the policy? Border areas which are also rich shambles, grouping a multitude of actors, play this role. The border itself is in constant transformation. The changes which it undergoes are of different levels: social, economic, political and even geographical. Trade, movements, social and cultural links are the factual elements that cause the decomposition of the border. They are invariants that are empirically observed first. The synergy between networks and the territorialities is an advantage for trade and regionalization from below
