In the summer of 2008, the EU Commission will present the draft regulation for a European private company. The Commission indicates by this announcement of the internal market commissioner, after prolonged hesitation that it wishes to comply with the urgent and detailed request of the European Parliament (EP) and to initiate the legislative process. Apparently, the arguments directed at the small and medium sized enterprises (SME) and their specific interests have now, after the EU parliamentarians, also convinced the Commission. In fact, the significance of this group of enterprises in the ec

Giving a voice to the small- and medium-sized biotech enterprises (SME) and putting Swiss biotechnology on the World map were important goals of Oreste Ghisalba when conceiving the Swiss Biotech Association (SBA). The SBA foundation was supported by the technology transfer office (TTO) Unitectra, which Ghisalba also initiated and which was instrumental in his endeavors to foster the collaboration between Swiss universities and the private sector. Laying the foundations for both the SBA and for Unitectra are major achievements of this visionary thinker.

A challenge for many small and medium sized enterprises (SME) is access to financing. Using a sample of companies listed on the Shenzhen SME board over the period 2010 to 2012, I investigate the extent of political connections in SME firms. I find that private entrepreneurs with political connection have the positive effect on the firms credit financing. Further, the roles of political connections are more important in regions in which the local economy is less market-oriented. My findings support the hypothesis of rent-seeking through political participation.

The method of private investigations is probably the most appropriate basis for the implementation of independent external control of commercial enterprises. The purpose of this article is to examine the management control practices in small and medium-sized health care enterprises (SMEs). Previous studies suggest that there are often few, if any, comprehensive management control systems (MCS) or there is lack of systematic management accounting or performance management (PM) monitoring in even fairly large SMEs. The first contribution of this article is to present nine years of financial data of micro companies. The data itself is quite unique and not open data for everyone. We exploit a 2008 UK policy reform that increased the tax incentives for R&D in medium-sized enterprises relative to large ones, to overcome the endogeneity of exposure to such tax credits. We estimate a difference-in-difference design on the universe of corporation tax filings in the United Kingdom, combined with other datasets. We find a positive and significant impact of tax credits for R&D, implying a user-cost elasticity estimate of around −1.6. This magnitude implies around $1 in additional private R&D spending per dollar foregone in tax revenue. (JEL H25, H32, K34, L25, O32)

Business development in Latin America has followed a tradition of natural resource exploitation, representing a classic example of the “old economy” in today’s global marketplace. However, in order to reap significant economic and social advancements it is imperative that this emerging region embrace a value-added approach requiring increasing knowledge resources. Today, the traditional drives of wealth creation—land, labor and capital—tend to be commodities. Ideas are the now the main currency driving
