This led the State to institute a specific program of quality management, denominated Gespública, which resulted in the Model of Excellence in Public Management (MEGP). The model, operationalized by a points system, allowed a holistic view of management, since it measured criteria such as Governance, Strategies and Plans, Citizen-user, Public Interest and Citizenship, Information and Knowledge, People, Processes and Results. Despite this, Gespública and MEGP always had low adhesion in the public sector, especially, between the Federal Universities, and the federal government in 2017 revoked them. However, the model is an important contribution to managerial improvement and its analysis with universities can be a starting point for its improvement. In this context, based on a qualitative approach, this study aims to improve MEGP by proposing a set of improvements, tools and tools to facilitate its use. For this, the institution under study is the Federal University of Latin American Integration (UNILA), whose challenge is its strengthening and academic, administrative and social consolidation. In addition, the Ministry of Planning, Budget and Management and the 63 federal universities were consulted to verify the main difficulties related to the implementation of MEGP. As a result, it was verified that 58 universities did not join Gespública and MEGP and that UNILA, in its self-evaluation process, adhered to 63,38% of the model of excellence in public management. Thus, to enhance the managerial practices of the university, 21 proposals for improvements, with their respective management tools, are indicated, which can be used as reference by other universities and public organizations that wish to use the MEGP<br>A preocupação com a excelência na Administração Pública brasileira tem crescido nos últimos anos, influenciada principalmente pela conscientização dos cidadãos acerca da necessidade de melhoria dos serviços públicos.

Ljungkvist, Caroline, and Petra Olofsson.

Full text
Abstract:

Full text
Abstract:
The objective of this thesis is to develop an environmental management model that analyzes the economical impacts identified in companies, in order to fill a gap that is shown in management of many organizations – the lack of integration in the economical aspects of environmental management. Such purpose is justified by the understanding that the environmental aspects in the organizational context are a necessity for the competitiveness in companies of several sectors. However, the understanding of several variables that are related to these questions is not a simple task, and is not made frequently by the companies. In this way, the purpose of this study is to present an economical model of environmental management – MEGA. Based on a preliminary diagnosis, the model analyzes the operational environmental costs, their relationship with environmental accountancy and with costs of environmental quality. To evaluate the relevancy of investments in this area or the actions developed with this purpose, the model uses monocriterial and multicriterial analysis, as well as benefit-cost, for the economical evaluation of such factors. The definition of environmental indicators and the improvement plans are also used. The model was applied in two companies of the furniture sector. Since one of the analyzed companies considers the environmental questions in the corporate decisions for a longer time than the other one, it‟s observed the existence of a higher quantity of evaluating analysis, while in the other company the analysis were proposed. However, it appears on both companies the limitation on their database for use in the model, where de data were obtained in several sub-systems existing on them. The practice applications of MEGA showed the differences between both companies regarding the environmental questions, as in the qualitative aspects, as in the quantitative analysis regarding the economical variables covered in the analysis.

Abstract:
This study aims to understand how the aggregation of schools / clusters in Mega-Clusters can condition the perceptions of the organization members about interpersonal relations, the relations with the director and with the various intermediate structures. Our methodological approach was case study of qualitative and quantitative methods, using mixed techniques of collecting and processing information. Initially we did desk research and direct observation and, in a second phase, we examined the collected information, the interviews and the questionnaire surveys, which allowed us to get the results. The results led us to conclude that mega-clusters are the aggregation of very different schools among themselves, which had their own organizational structures, with its own distinct climate and perceptions, inherent to the experiences of his actors, being the physical distance between the management units / subunits one of the biggest barriers to the construction of interpersonal relationships.

Tseng, Y. N. "Mega urban transport projects as a catalyst for sustainable urban regeneration and the role of mega events." Thesis, University College London (University of London), 2012. http://discovery.ucl.ac.uk/1347988/.

Full text
Abstract:
This thesis focuses on identifying inter-relationships between three different types of mega projects, including mega urban transport projects (MUTPs), sustainable urban regeneration schemes and mega events, such as the Olympics. This research attempts to test the hypothesis that ‘MUTPs can be an effective agent for sustainable urban regeneration and mega events’. It further assumes that ‘A well-functioning co-operation within this cluster of mega project can bring about a favourable outcome, i.e. maximum benefits and minimum costs’. The premise of the research discussed is that an appreciation of institutional arrangements and power relationships is vital in understanding the nature of complexity in decision-making regarding MUTP planning and delivery, and their associated developments. The methodology outlined is essentially a two-strand approach applied for purposes of illustration to a case study (the Channel Tunnel Rail Link). Strand one of the methodology is pre-hypothesis led - based on an analysis of the narrative, whilst the other is hypothesis led - based on an analysis of the returns to conventional interview questionnaires. This study concludes that conditions which allow one to coordinate the delivery of these three different types of mega projects include having a proactive partnership between the public and private sectors, a brokerage role played by local authorities, visionary politicians, streamlined planning powers, good stakeholder management, and continuous political commitment. Moreover, the locomotive role played by the MUTP which enables the urban regeneration schemes and mega events to happen could not implement without existing brownfield sites and the injection of significant public investments. In addition, the coalition of interests that forms itself around these projects is a leading dimension of these major developments. This coalition is mostly constituted by elite groups. It is also suggested that the coordination between these major projects remains rhetoric which is achieved by the interdependency between project discourses.

Abstract:
The topic of this essay is the expected effects that can come during and after a mega event and how the local impact may affect the local community and the citizen. This essay concerns a forthcoming mega event, the Olympic Games that will be held in London 2012. The area that the Olympics will be held in is Stratford that is located about twenty minutes from the central of London by the underground. The Olympic Games is one of the largest mega events with its millions of visitors. The purpose of this essay is to study what is expected after the mega event has taken place in London. This is done through observation and through contact with one of the key members in the project team for the planning around the Olympics 2012. The authors of this essay have also had contact with Björn Folin who is the press officer for the Swedish Olympic Committee. To gain an insight into what might happen, the authors of this essay has also examined what happened after the previous Olympic Games. The result of this study is shaped by what has happened in cities that have arranged the Olympic Games previous years. Since this essay is to examine expectations of what might happen after the Olympic Games in London 2012, much of the outcome of what happened after the Olympics is based on what the outcome have been in previous host cities.

Abstract:
The micro-exon genes (MEGs) were recently identified in Schistosoma mansoni&rsquo;s genome, worm responsible for schistosomiasis, a disease that affects more than 262 million people in more than 78 countries. Due to the capacity of variant protein production by alternative splicing of MEGs, preferential expression in certain life stages in contact with the definitive host, and the confirmation that many proteins coded by these genes are secreted to the external environment, It&rsquo;s believed that these proteins have an important role in parasite-host relationship. The objective of this work was to study and characterize the structure and conformational dynamics of proteins coded by MEG-11 and MEG-14 and verify the interaction of Meg-14 protein with human proteins. The analysis of MEG-11 and MEG-14 proteins produced in recombinant system with circular dichroism (CD) shows that both proteins present secondary structures mostly disordered in aqueous solution. However, It was found that in presence of TFE, the dehydration of proteins and the increasing of temperature favor the surging of ordered structures. An increase of secondary structure was observed too for MEG-14 protein in presence of phospholipid vesicles and negative charged detergent micelles. These results support the identification of these proteins as classical intrinsically disordered proteins (IDPs) and opens the possibility of its interaction with different partners and factors related with the multifunctional roles and states in the host. Previous results of double-hybrid experiments pointed a possible interaction between MEG-14 and the human protein S100A9. By pulldown technique was possible confirm an calcium dependent interaction between these proteins. Additional analysis of MEG-14/S100A9 interaction with ITC and SPR experiments were able to calculate the dissociation constant between proteins equals to 2 &mu;M. Finally, ex vivo experiments permit the ingestion of S100A9 coupled to a fluorescent molecule by S. mansoni, resulting in the accumulation of protein in the esophageal gland, where was localized the MEG-14 in S. japonicum, suggesting that the interaction observed in the in vitro experiments are occurring with the native MEG-14.

Abstract:
The 2002 FIFA Football World Cup was co-hosted by Japan and South Korea but this co-operation was not a voluntary one. What would the two unequal partners make out of FIFA’s decision? Could the co-hosting become a chance to improve their relation? To interpret the World Cup in terms of Mega-Event theory helps to answer these questions. A Mega-Event is not only a unique chance to promote one’s image to the world but also to create a positive self-image and self-awareness. Both are important processes for the relocation of a nation in the international society and both are what the hosting of a Mega-Event is about. It is here where one finds the Korean and Japanese motivation to host the World Cup 2002. An analyses of the discours in both countries monthly magazines shows how different the expectations were and how Korean and Japanese fans experienced the Event. While South Korea’s first aim was to show to the world its equal standing next to its neighbor Japan, the topics discussed in the Japanese World Cup discours suggest that internationalization was what Japan expected from hosting the Mega-Event. But when the competition started and the Korean team rushed from victory to victory the only thing that mattered were the overwelming emotions of unity millions of Koreans shared. This experience provided an unexpected sence of national pride and self-confidence that changed the Korean self-awareness. This changed attitude might be the most important outcome of Korea’s World Cup hosting. The Japanese team was kicked out of the competition more quickly but this paved the way for many Japanese fans to get more and more interested in the Korean team and to discover an unknown and fascinating Korea. The Japanese who had cheered for the Korean team experienced an unity with Korea no other event could possibly have caused. In these ways the unplaned co-hosting and its unexpected outcomes served both countries’ initial aimes better than a single-hosted Mega-Event would have done.

Ownership will no longer act as a geographical constraint limiting world-wide, long-term travel. Mobile housing affords one the means to explore the landscape without sacrificing the sense of place and permanence provided by "home". Analogous to the work of Archigram, "homes" of the future will have the ability to migrate according to the needs and desires of their populations. This thesis explores the possibilities of transformational, mobile architecture that delivers a diverse range of settlement options. Abstract:

Abstract:
Rio de Janeiro, Brazil is currently in the midst of extraordinary period of mega-event hosting. Central to the preparation and hosting of such mega-events are the issues of infrastructure and image. While a large number of articles have been keen to illustrate the transformative potential (and dilemmas) of utilizing mega-events to advance an urban agenda, less understood is role that citizen journalists and traditional media journalists play in the construction of the "media geography" of mega-events. This research examines the dominant narratives in the international media coverage of Rio de Janeiro, Brazil before the 2014 FIFA World Cup, specifically the 12 months leading up to that event starting with the 2013 Confederations Cup Riots. Data was derived from a content analysis of 5 western, international media outlets, as well as interviews with international and new media journalists from the New York Times, BBC, Wall Street Journal, Associated Press, Midia NINJA, and several other media organizations. These journalists were questioned about the dominant media narratives, as well as the role of new media, not only in reporting news on the ground in Rio de Janeiro, but also in how their presence helped shape the media's representation of Rio and perhaps construct a new "point of reference" for the city. The results of the quantitative and qualitative data suggest a couple of clear narratives. The first questioned whether or not the event's infrastructure projects would be ready in time for the start of the games. The second focused on reporting of the protests in Rio de Janeiro and elsewhere, attempting to give meaning to protests and the array of grievances that sparked those demonstrations. Additionally, this research examined how traditional and new media journalists leveraged social media to mobilize and facilitate the various contestations of Rio de Janeiro's mega-events.<br>Master of Science

Abstract:
A new concept for the structural system for tall buildings, called the “Tubed Mega Frame”, has been developed by Tyréns AB. The structure consists of several hollow reinforced concrete columns at the perimeter of the building and at certain levels, the columns are tied together with perimeter walls. Together they carry all the vertical and lateral loads. A purpose of the new concept is to eliminate the core in the center of the building which allows utilizing more floor spacing compared with other skyscrapers. This kind of structure has never been examined before and thus never been designed for such a large building. In this thesis the vertical hollow concrete columns are designed according to the American concrete design code, ACI 318. A literature study on reinforced concrete columns has been investigated, where the goal was to identify the most critical design aspects for columns in high rise structures, especially utilizing high strength concrete. Since this kind of structure never has been designed before, an evaluation of the ACI 318 has been performed to check if it is possible to design the hollow reinforced columns in the Tubed Mega Frame according to this design code. The loads and forces used for the design were extracted from a global finite element model in ETABS of a concept prototype of 800 meter. The design process consisted of design calculations according to the ACI 318, a buckling analysis in SAP2000 and a non-linear FE-analysis in ATENA. For the buckling analysis in SAP2000 the lower region of the building was isolated between two main perimeter walls. The model was modified several times to analyze how sensitive the structure was to buckling, with regard to different wall thicknesses, cracked cross-sections, openings in the columns and the dependency of intermediate perimeter walls. The non-linear analysis in ATENA focused on a single hollow column between two perimeter walls in the lower regions of the building. Two models were created, one with a full wall thickness and one with a reduced wall thickness where the ultimate capacity and failure behavior of the columns were investigated. The ultimate capacity of the sections designed by hand calculations and analyzed in ATENA were found to be brittle failure modes. To achieve a more ductile failure, an alternative reinforcement geometry with confining reinforcement has been proposed. The results from the design shows that the structure is redundant against buckling, even with reduced bending stiffness and without intermediate perimeter walls. From the analysis in ATENA, the results demonstrated that the columns are capable of carrying all the ultimate loads even if the wall thickness is reduced by 50%, and that it is possible to use the ACI 318 to design the reinforced concrete columns. However, an unexpected brittle failure occurred in the flanges of the column corners in the tensile region were shear lag may affect the behavior and caused the premature failure. A deductive conclusion has been drawn which states that proper confinement will be critical to achieve a ductile failure behavior even in the tensile region, which will require further studies in order to fully understand the behavior. Even though the results show that it was possible to reduce the cross-sectional thickness of the columns, more studies have to be performed to evaluate if the global structure fulfills the requirements with the decrease in column wall thickness.<br>Ett nytt strukturellt koncept för skyskrapor har utvecklats av Tyréns AB, "Tubed Mega Frame", där strukturen består av flera ihåliga armerade betongpelare i utkanten som hålls samman med omslutande tvärväggar, och tillsammans bär de alla vertikala och laterala laster.

Abstract:
Today’s large-scale construction projects for can easily be mistaken for a regular project but with an increase in size and cost. However, as projects surpass a point where one manager cannot single handily control the project, conditions change. Many may refer to this as the point when one looses the ‘helicopter perspective’ of the project. What this illustrates is the ability to have a holistic view of the project. This is especially true in projects that are classed as mega-projects. As societies develop, grow larger and need to support more inhabitants, the need for infrastructure, health-care and other public services grows. With an introduction from Margret Thatcher, the use of Public Private Partnership, PPP, when building megaprojects has become increasingly common and influential all around the world. These partnerships have led to the possibility of creating projects with larger budgets and fewer legal restraints compared to projects that to a lesser degree involve the element of public and politics. The world now faces many new mega-projects, both with and without the aspects of PPP, which will continuously face the scrutiny from politics and the public, and the aspect mega-project will therefore be a focus of this thesis.  In mega-projects where project managers, as well as project members, loos the helicopter perspective, the communication has shown to become an more problematic than in regular projects. The importance of addressing and continuously improving the communication within mega-projects can therefore not be understated. This is why the question of what is required of the communication in mega-projects needs to be answered. The purpose of this thesis is further to, from the perspective of a consultant; explore the communication within the design phase of a mega-project. With this limitation, the objectives are to investigate what is required of the communication and describe what tools of communication are needed in a mega-project. The method used is a qualitative, inductive, case study with semi-structured interviews, observations and document investigations. The primary data collected will be analyzed with respect to the secondary, theoretical data that collected. The thesis’ main conclusions state the importance of face-to-face communication, the necessity of a project office, the benefits with an adaptable project portal and finally the importance of having a vision in a mega-project.

Abstract:
This study highlights the treatment of the smaller stakeholders for whom the social legacy impacts are potentially the greatest within mega-event planning. The aim of this research is to develop a framework of urban regeneration legacy associated with the hosting of mega-events where the local community are key stakeholders, and where they can gain long-term positive social legacies. Mega-events, such as the Olympic Games, are widely held to bring a variety of positive social benefits through the process of urban regeneration. This research is built around the development of a conceptual framework of social legacy impacts arising from the urban regeneration planned through hosting the Olympic Games. Social legacy impacts, also referred to as soft impacts, are those which are intangible and affect individuals within their everyday lives in the longer term. This research is concerned with the social legacy impacts of The London 2012 Olympic and Paralympic Games on the ‘community’ (being defined as those, who have either lived, worked or have some social connection with the area within the proposed Olympic Park site) in the Lower Lea Valley site in east London, and how they have or have not been recognised as stakeholders. A stakeholder being an individual or group who will be affected by the actions, decisions or policies of the Games organisers, within the planning of the Games. Key informant interviews have been undertaken with individuals who have had a stake in the planning of the Barcelona Games of 1992, Sydney Games of 2000 and the planning of the London 2012 Games. Each interview involved a semi-structured conversation, encouraging the interviewees to recount their experiences of the planning of these mega-events from the perspectives of the communities involved and the social legacy planning. Interviews were analysed thematically. The main themes to emerge focus on legacy identification, community identification, the importance of regeneration for the existing community, the need to identify power relationships and the need for knowledge transfer and experience. The study shows that, for some ‘communities’, the opportunity to gain positive social benefits are too late as they themselves have already been relocated. The study has developed the Olympic Legacy Management Stakeholder framework to help communities to become more active as stakeholders within future mega-event planning through, amongst other things, recognising the different power relationships that exist.

Design strategies that blur buildings and landscape have become architecture's new orthodox response to this trend, promising continuity between architecture and landscape on the new "green" urban surface. However, the infrastructural and organizational demands of this blurring of city and country may actually require an architecture that is more flexible over its lifespan -more appropriately accommodating the on-going bureaucratic alterations required to manage this utopian complexity. This thesis offers a modest proposal for big-box architecture, one capable of delivering continuity and flexibility for the city, even for programs that require functional separation. An exploration of this super-sized typology, the Mega-Shed demonstrates the timeless desire to manage the environment, while resisting the urge to re-create picturesque landscape. Whereas modern cities banished their support systems to the periphery, the Mega-Shed is a passive machine for the current age, an organizational strategy capable of bringing these support systems back into view, producing a sublime utility in the heart of the city.<br>by Stephen Andrew Perdue.<br>M.Arch.

Thesis: M.C.P., Massachusetts Institute of Technology, Department of Urban Studies and Planning, 2017.<br>Cataloged from PDF version of thesis.<br>Includes bibliographical references (pages 94-103).<br>A great deal of research has scrutinized the mixed legacy of staging "mega-events" such as World's Fairs (or Expos) and Olympic Games. Host cities regularly invest billions of dollars building the facilities and supporting infrastructure needed to accommodate millions of visitors over a fixed period of time. In doing so, they also consume hundreds of acres of land, including large masses of urban space in which core activities are clustered. An analysis of urban mega-events over the past century and a half indicates that numerous host locations have converted core event grounds into large urban parks. This thesis investigates the post-event reuse of urban parks built on these fairgrounds. Through investigative research, interviews, and onsite fieldwork of selected post-event "legacy" parks, prevailing issue areas concerning their viability and accessibility are identified. Drawing on the experiences of Flushing Meadows-Corona Park, a large park built on the former grounds of two World's Fairs in New York City, this thesis suggests strategic public space reuse and management approaches for Flushing Meadows and other legacy parks confronting similar challenges. The idea that post-event parks must be preserved as democratic and accessible civic spaces is stressed, particularly in light of increased privatization of the urban public realm.<br>by Fernando Montejo.<br>M.C.P.

Abstract:
Thesis (S.M.)--Massachusetts Institute of Technology, Engineering Systems Division, Technology and Policy Program, 2002.<br>Includes bibliographical references (p. 109-113).<br>A study was carried out on policies to address the environmental damage caused by urban public transportation in megacities. Policy recommendations were proposed to alleviate the environmental impact of transportation in two existing megacities, Mexico City and Guangzhou City, using lessons learned from previous experiences in two industrialized countries, the US and Japan. The objectives of this study were as follows: - Review the environmental problems caused by urban transportation; - Examine policies previously tried in developed countries to counter the problems; - Examine methodologies to evaluate external costs of urban transportation from the perspective of environmental sustainability; - Propose, on the basis of case studies, measures to alleviate the environmental impact of transportation in existing megacities. The megacities of Mexico City, Guangzhou City, and Tokyo are suffering from similar environmental problems caused by transportation such as local air pollution of ozone, NOx and suspended particular matter. The causes of pollution such as lack of both internalizing environmental externalities and long-term perspective are common. Policy recommendations were made for each mega city, taking into account the city's historical, cultural, and political background. Through the case studies, the importance of proper enforcement of the policies as well as well-planned transportation policies was found. Only integrated transportation and environment policies and effective policy implementation will enable the recommendations proposed here to achieve the goal of more sustainable urban transportation systems.<br>by Mimi Takayanagi.<br>S.M.

Chen, Xiaojie. "Regulating car ownership growth in Chinese mega cities." Thesis, University of British Columbia, 2013. http://hdl.handle.net/2429/45022.

Full text
Abstract:
Overpassing the United States, China has become the world’s largest automobile market causing transportation problems as traffic congestion. Various congestion mitigation policies have been adopted and this thesis focuses on the policy curbing car purchase in Shanghai and Beijing. Shanghai was the first Chinese city to implement a vehicle quota control policy using monthly auction in 1994. In 2011, Beijing started curbing car purchases through car license lottery policy requiring no cost. Focusing on Shanghai’s policy, this thesis evaluates the two car ownership policies and their public acceptance. License auction policy in Shanghai is effective in dampening car ownership growth as well as generating large revenue. Despite these successes, the degree to which the public accepts this policy is relatively low. Although the public perceives the policy to be effective and indicates an increase in acceptance, they are negative toward affordability, equity and the implementation process. Local car owners in Shanghai’s policy show the highest support and most positive attitude. This suggests that giving lifelong license entitlement, local car owners in Shanghai become an interest group in supporting the policy and the policy may gain more support as more people own local license. There are also many residents getting non-local license outside Shanghai for cheaper price. High penetration of non-local vehicles in Shanghai causes problems in traffic management and waters down effectiveness of the policy. Shanghai is facing the dilemma between banning non-local vehicles for congestion mitigation and remaining open for economic growth. Compared to Shanghai’s auction, Beijing’s lottery is similar in effectiveness but less efficient. Learning from Shanghai’s experience, Beijing’s lottery policy is designed to address the equity issue of favouring the rich, but the equity obtained from the lottery policy is superficial. Policy recommendations are also provided to improve both policies. Shanghai could consider sub-categorize the auction, forming dedicated policy web site, and set different parking charges for non-local vehicles. Beijing should set entry cost to lottery, and treat people at different locations differently. Both policies should reduce the privilege for government vehicles, limit the license entitlement period, and supplement with usage control.

Abstract:
The transport of heat out of tokamak plasmas by turbulence is the dominant mechanism limiting the performance of fusion reactors. Turbulence can be driven by the ion temperature gradient (ITG) and suppressed by toroidal equilibrium scale sheared flows. Numerical simulations attempting to understand, and ultimately reduce, turbulence are crucial for guiding the design and optimisation of future reactors. In this thesis, we investigate ion-scale turbulence by means of local gyrokinetic simulations in the outer core of the Mega Ampere Spherical Tokamak (MAST).We perform a parameter scan in the values of the ITG and the flow shear. We show that nonlinear simulations reproduce the experimental ion heat flux and that the experimentally measured values of the ITG and the flow shear lie close to the turbulence threshold. We demonstrate that the system is subcritical in the presence of flow shear, i.e., the system is formally stable to small perturbations, but transitions to a turbulent state given a large enough initial perturbation. We propose a scenario for the transition to subcritical turbulence previously unreported in tokamak plasmas: close to the threshold, the plasma is dominated by a low number of coherent long-lived structures; as the system is taken away from the threshold into the more unstable regime, the number of these structures increases until they fill the domain and a more conventional turbulence emerges. We make quantitative comparisons of correlation properties between our simulations and experimental measurements of ion-scale density fluctuations from the MAST BES diagnostic. We apply a synthetic diagnostic to our simulation data and find reasonable agreement of the correlation properties of the simulated and experimental turbulence, most notably of the correlation time, for which significant discrepancies were found in previous numerical studies of MAST turbulence. We show that the properties of turbulence are essentially functions of the distance to threshold, as quantified by the ion heat flux. We find that turbulence close to the threshold is strongly affected by flow shear, whereas far from threshold, the turbulence resembles a conventional ITG-driven, zonal-flow damped regime.
