Abstract:
Matthew Mendelsohn's “Public Brokerage: Constitutional Reform and the Accommodation of Mass Publics” offers an alternative to what he calls the “conventional wisdom” surrounding Canada's intractable constitutional quagmire. Unlike most analysts of the Canadian constitutional process, Mendelsohn advocates greater public input into constitution making. Indeed, he suggests that the principal problem lies with elites, not mass publics. Limiting the role of “elites” in “accommodation,” he argues, allows for the possibility of constitutional reconciliation. Mendelsohn, then, provides a service by in

Abstract We prove that the existence spectrum of Mendelsohn triple systems whose associated quasigroups satisfy distributivity corresponds to the Loeschian numbers, and provide some enumeration results. We do this by considering a description of the quasigroups in terms of commutative Moufang loops. In addition we provide constructions of Mendelsohn quasigroups that fail distributivity for asmany combinations of elements as possible. These systems are analogues of Hall triple systems and anti-mitre Steiner triple systems respectively.

A quasigroup is an ordered pair (Q, •), where Q is a set and (•) is a binary operation on Q such that the equations ax — b and ya — b are uniquely solvable for every pair of elements a,b in Q. It is well-known (see, for example, [11]) that the multiplication table of a quasigroup defines a Latinsquare, that is, a Latin square can be viewed as the multiplication table of a quasigroup with the headline and sideline removed. We are concerned mainly with finite quasigroups in this paper. A quasigroup (Q, •) is called idempotent if the identity x2 = x holds for all x in Q.

Reports of success with the maneuver in isolation and as part of a larger regimen of treatments have been published. The cost-effectiveness of cap-and-trade emissions regulations has become widely accepted. A 2009 proposal by Muller and Mendelsohn would replace conventional ton-for-ton trading with trading based on estimates of marginal damages by pollutant and by source. This proposal faces difficulties arising from the negative marginal damage estimates—neglected in Muller and Mendelsohn (2009)—for nitrogen oxide (NOx) emissions from many urban counties. Such estimates imply nonconvexities in air chemistry that complicate trading and could result in trades that increase emissions by both buyer and seller.

In the mid–nineteenth century its proponents argued for the rule of the demos, “the many”; they called their philosophy, “democracy.” They were not calling merely for an extension of the franchise; they criticized the very idea of
