Abstract Over the past few years the way in which central forecast guidance is disseminated by forecasters in the Met Office headquarters has been changing, with an increasing reliance on modification of variables’ output from NWP models. The editing of grids of forecast data at the Met Office Operations Centre in Exeter is described, and two case studies are presented. Results of verification of modified versus raw fields are shown, presenting the concept of “lead time gain” as a unifying measure of relative forecast accuracy. At all lead times net lead time gain outweighs time spent considering and effecting modifications.

Abstract:
This thesis explores the post-war history of the British Meteorological Office (MO), which saw the development of public weather services and a more prominent profile for the organisation in British public life. Situated within a post-war growth in the scientific civil service and the government’s use of science in policy making, the emergence of MO extreme weather warnings and forecasts afforded the organisation an authoritative expert position. Part of meteorology’s twentieth century professionalisation, the services developed through the application of advances in meteorological practice and technologies, significantly altered the organisation’s public profile and status as a scientific expert body.By considering these developments the thesis illuminates how, as the MO increasingly presented forecasts and warnings to all sectors of British society, they became managers of the risks posed by extreme weather. Through exploring these historical developments at the MO, we see a broader narrative emerge on how the communication of risk by scientific experts interacts with public expectations and manifestations of blame. Central to the narrative presented is the role of extreme weather events themselves in affecting response, policy developments, new MO warning services, and the manifestation of blame.

Abstract:
The global analysis fields of the Met Office stratospheric assimilated data set have been investigated. Systematic biases for select years were identified through val- idation with independent satellite observations. Particular attention was given to analyses from January 2005 to October 2009 produced from a 50 level (L50) configuration of the UM with model lid at ∼0.1 hPa, and the impact on analyses fields from November 2009 to September 2010 when the middle atmospheric configuration of the UM was extended to ∼0.01 hPa using 70 levels (L70). Validation results from both the L50 and L70 analyses show that largest tem- perature biases occur at polar latitudes approaching the model lid in the meso- sphere, exhibiting a clear seasonal cycle. Here cold biases in the winter season of the L50 analyses and warm biases in the summer season of the L70 analyses would strongly suggest that the mean meridional circulation in the mesosphere is underestimated, and that small scale gravity wave forcing supplied by the op- erational Ultra Simple Spectral Parameterisation (USSP) scheme is insufficient. Based on the above validation results numerous experiments were conducted to investigate the temperature response in the mesosphere to increased gravity wave forcing. Such experiments concentrated on tuning the energy scale factor (β) in the USSP scheme and the application of a momentum conserving ”opaque” lid. Furthermore, the impact of developing the USSP scheme to include direct heating from gravity wave induced turbulent dissipation was also investigated. Maximum temperature responses in the summer polar upper mesosphere of ∼22 K were found when increasing the standard value of β=0.1 to β=0.14 combined with the application of an opaque lid. Magnitudes of direct heating rates due to gravity wave turbulent dissipation diagnosed via the USSP scheme were found to be consistent with previous estimates. However applying such heating would most likely have a negative impact on the L70 analyses, which already display warm biases in the upper mesosphere, strongly suggesting that additional phys- ical processes such as eddy diffusion must also be accounted for when applying direct heating from gravity wave breaking.

Even though performance appraisal is used in most South African organisations, the information acquired is often not used for the purpose to which it pertains, i.e. improving work performance and identifying career, promotion and development opportunities. The former, together with the lack of formal post structures and goal orientated career plans when appointments are made, often results in secretarial personnel (especially executive secretaries and personal assistants) never receiving the necessary acknowledgement in spite of their training, competence and experience. This group of employees plays a very important support- , ing role at all levels of management; yet they are often overlooked for promotion to lower and middle management levels, despite the crucial shortage of people with high level skills. Since the largest percentage of these employees are women, they experience even more discrimination because of their gender. In the first place this investigation attempted to establish to what degree secretarial personnel's performance is appraised and to what end the results are employed. Secondly, an attempt was made to determine the degree to which the enterprises involved in the investigation have established career programmes and whether the results obtained from performance appraisals are used as criterion for promotion and career planning. Furthermore, the obstacles in the way of the development and promotion of secretarial personnel were investigated. At the same time the degree of discrimination against women in management positions was surveyed. As background to the investigation, a comprehensive literature review was conducted.

Abstract:
The problem statement for this study is found in the relation between the community of believers and the service of the deacons. The aim of the study was to show the close relation between the terms koinonia and diakonia. In this Practical Theological study the method of Zerfass was used. By means of a literature search basis-theoretical principles were formulated. Through a hermeneutical interaction between the basis-theoretical principles and the meta-theoretical perspectives new practical-theoretical guidelines were established. In Chapter 2 basis-theoretical principles were formulated from Scripture and other literature. The meaning of the terms koinonia, diakonia and diakonos were traced as well as the use of the terms in the Old and New Testaments. With regard to this matter the focus was on Acts 6 as locus classicus for the institution of the office of deacon with special reference to the "Seven". The use of the terms in the church history and the church tradition is studied by way of literature studies, after which the use and application of the terms in the Reformed Churches of South Africa are discussed. In Chapter 3 the metatheoretical perspectives were compiled through study of the sociology and social welfare as ancillary subjects. The similarities were indicated. An empirical study in the Reformed Churches of South Africa showed that the terms koinonia, diakonia and the service of the deacons were undefined. In Chapter 4 some practical-theoretical guidelines were given with reference to the hermeneutical interaction between the basis-theoretical principles and the metatheoretical perspectives. The final conclusion in Chapter 5 stressed the close connection and relation between the community of believers and the service of the deacons. The relationship between believers, stems from their relationship with God. Therefore people who would earnestly like to do something for God, should be guided, equipped and involved by the deacons to serve each other. This diakonia must, in turn, serve to initiate and stimulate koinonia. In the practical implementation of this, the office of the deacon finds its niche.

Abstract:
The UKMO has tested the effect of assimilation of aerosol optical depth (AOD) observations from the SEVIRI retrieval algorithm which has been developed at Imperial College and this has been shown to add skill to its short term forecasting ability. This thesis details the validation of the SEVIRI AOD retrieval algorithm prior to a longer assimilation trial and considers both internal and external factors which may affect its success using data from the GERBILS airborne field campaign during June 2007. It was found that of the factors tested, the retrieved AODs were most sensitive to the coarse mode in the size distribution assumed in the radiative transfer modelling used to derive the expected dust signal. Following on from this work, co-located SEVIRI retrieved AODs and GERB fluxes at the top of atmosphere (TOA) were used to provide, for the first time, an observationally based estimate of the net direct radiative effect (DRE) of mineral dust over North Africa from geostationary satellite observations, giving new insight into the influence of time of day on the SW, LW and net effects. As expected, mineral dust aerosol was found to reduce the outgoing longwave radiation at all times of day with the peak reduction clearly following the diurnal cycle of surface temperature. Instantaneous SW DRE was found to be large under certain conditions and showed strong dependencies on pristine sky albedo and solar zenith angle such that a given aerosol loading could induce a positive or negative SW DRE. Overall, the mean SW DRE over June 2007 was found to be negligible. The net DRE for June 2007 was hence found to be dominated by the LW component with mineral dust inducing a reduction in outgoing net flux of the order 10Wm-2. Besides being of interest in their own right, the methodology and results from this analysis should help to provide an important constraint on the success of the assimilation process in terms of assessing whether the assimilated aerosol has the 'correct' impact on the forecast radiative fields.

Abstract:
Abstract Building Information Model/Modeling/Management (BIM) is a tool that allows for efficient working methods. BIM saves time and money while providing the potential for visualization. This method of working is based on a 3D-model, and then a fourth and fifth dimension are connected. 5D modeling means that a spreadsheet creates cost estimates based on the 3D model. This provides opportunities to carry out calculations in the early stages of the projects.   Calculations are currently performed manually and do not contribute to the development that the construction industry requires. To examine the efficiency of 5D BIM, a comparison should be made with the traditional calculation method. The purpose of this study is to propose a more reliable quantity takeoff and to study the advantages and disadvantages of each method.   The research questions to be studied in this thesis read as follows:  How reliable is quantity takeoff with the help of Vico Office in contrast to traditional quantity takeoff? What is required of a BIM model to perform a quantity takeoff in Vico Office?   To create calculations manually, bills of quantities are performed with recipes for each building component and then price lists from recipe databases are used. With the 5D BIM, a spreadsheet is connected to the BIM model that generates price lists and calculations for each building component. Spreadsheet entries are created for the component that contain the right amount of information, that is then connected to the correct building component. Vico Office is a program that provides opportunities to import 3D models from CAD tools to then carry out timetables and calculations.   Vico Office offers many advantages in contrast to the manual spreadsheet work in, among other things, time and cost. It is easy to handle and contributes to the development of BIM. It also contributes to increased communication between participants that makes it easier to handle delays. At the same time, the program needs new knowledge. The manual spreadsheet work gives uncertain calculations and the risk of measurement errors exist.   To perform a complete quantity takeoff in Vico Office an architectural model and a construction model is required. It is also important to name the components in the model before it is imported to Vico Office. Vico Office gives more BIM, and it is easier to perform a quantity takeoff because all the tools are in one place. It is not possible to determine that it is actually more efficient with Vico Office because the building model was lacking in this study.    This thesis demonstrates the advantages of 5D BIM, but at the same time it requires an initiative of the companies to implement the system. This transition from manual spreadsheet work to 5D BIM can be complicated because it requires time and knowledge.   Keywords: 5D BIM, Vico Office, Cost, Quantity Takeoff

With those utilities and possibilities we have today, 3D-models should be usted more than they are. The posibilities to work further with these models are enormous. The purpose with this report is to investigate why the BIM technology isn’t used to its fully potential in the construction industry. And also to investige the posibilities to implement the technique further by interconnecting the 3D-model to more information consisting of 4D-BIM and 5D-BIM. By a comparison between the real estate industry and the construction industry produce solutions that can be implied in the construction industry. The methods that have been used in this operation is a study of literature and interviews of experts in the industry. Based on these methods the author has concluded several reasons why 5D-modeling is so limited as it is. This area is rather undiscovered, few in the industry even thinks of this as a problem, or an area that needs improvement, so the investigation in the area is very limited. Besides, the time it takes for a person to learn a new working progress is time the person often doesn’t have. Plus that the new is frightening, the time it takes to learn the new way is unknown and the time it takes to imply it in the projekt is unknown. The way you’ve always worked is safe and you know approximitly how long it’s going to take. One thing that is notable in the construction industry is that the demands from the clients is starting to appear and the competens of the contractors doesn’t exist. And there is a fatal chans that the demands will increase much faster than the development of competens in the industry. For the industry to keep develop in the right pace, the industry must dare to invest in 5D-modeling. By giving priority to learn a more efficient way of working, by daring to invest economically in software and education of competens and to look at these costs as an investment in the future and not a cost for the ongoing projekts.

Abstract:
The Office of the Future (OTF) program is a new energy efficiency approach supported by a consortium of some of the nation’s largest and most progressive energy utilities. OTF targets existing multi-tenant commercial office buildings with packages of advanced energy efficiency strategies that can be applied at the tenant level for building owners. The overall goal is to assemble technical guidelines to office renovation projects that specify performance requirements for different attributes of the office (lighting, plug loads, etc.) and whole building that result in 25% and 50% savings better than code. Three pilot projects were conducted: 1. Executive office space 2. Open area office space 3. Office space with five private offices, a conference room, lobby, kitchen, and corridor The executive offices provided an opportunity to measure energy use in a 1,360 square-meters (m2) office and to undertake a relighting project that met the architectural, aesthetic, and functional demands of the space while employing current energy-efficient products and design techniques. The open area office space consisted of 745 m2 of primarily cubicle office space — half of the 12th floor of a federal building in Santa Monica, CA. The project was highly representative of the challenges and complications faced in retrofit projects in everyday office buildings. The office space with private offices involved renovating the lighting and lighting controls in a 147 m2 office space in the 41,156 m2 building, and summarized the performance of the lighting design in accordance with the OTF Technical Guidelines. In addition, this project included details regarding the pre- and post-lighting systems and controls, compares the actual metered power and energy performance of the 2008 Title 24 code baseline, presents the code calculation basis, and reveals some of the complexities associated with this approach. These pilot projects had three primary goals: 1) examine the performance characteristics of highly-controlled lighting systems in a real office environment compared to existing lighting and applicable codes, 2) monitor plug load energy use, and 3) provide measured and technical data back to OTF consortium members to inform the OTF process. The measured results of the open area office space project revealed that a high-performance lighting design with controls delivers savings considerably beyond code-calculated estimates. In fact, results show that during daytime occupied hours, the average site usage is 43% less power than code calculations. The new system reduced the connected load by 56%. Similar results were found for the other two pilot projects.

The USDA Forest Service hosted a two-day drought adaptation workshop in Atlanta, Georgia in January 2017 to share state-of-science information on drought and climate effects in the region and to develop management response strategies. The workshop was attended by regional experts from the Forest Service Southern Region, Southern Research Station, and Office of Sustainability and Climate; the USDA Southeast Regional Climate Hub; and state and federal climate offices. They met to address challenges, cultivate opportunities, and develop and expand the collective understanding of the most effective management strategies to adapt to and mitigate the effects of drought in the region. The workshop focused on the effects of, and management responses to drought in forest, riparian, and aquatic ecosystems. This fact sheet is a synopsis of the workshop.

A randomized study in Chile found that otherwise equivalent loan requests from women are 18.3 percent less likely to be approved than those from men, largely due to gender-biased officers, particularly males. Median forgone profits associated with applications rejected due to gender discrimination amount to US$1,785 or 23 percent of the median loan size. Considering only discriminated applications from applicants aged 25 to 35 years for amounts between US$1,500 and US$13,500, the forgone profits at the industry level amount to US$5.8 million per year, which is equivalent to 4 percent of the annual labor cost for all loan officers in the Chilean banking system.

On Thursday, 30 April 2020, the EdTech Hub participated in an “Ask me anything” session for policy-makers and funders in Nepal. The session focused on designing high-quality, effective, distance education programmes during the COVID-19 pandemic. Participants included high-level officials from the Nepalese government (e.g., the Ministry of Education, Science and Technology, the Curriculum Development Office and the Education Review Office), representatives from development partners (e.g., the World Bank, UNICEF and USAID) and other education organisations (e.g., OLE Nepal). The session was convened for two purposes. First, to consider international good practice and current trends in distance education during the COVID-19 pandemic, presented by the World Bank EduTech team and the EdTech Hub. Second, for the EdTech Hub team to gather questions from participants, to be able to target guidance specifically to the situation in Nepal. This document provides answers to a consolidated list of 10 questions received from stakeholders during the session. To consolidate any overlap, we have occasionally combined multiple questions into one. In other cases, where multiple important issues required a focused response, we split apart questions.

Situated in a complex region of the world, Puntland State in Somalia is dealing with a range of threats and instabilities such as droughts, floods, locusts, the movement of internally displaced people (IDPs), and armed actors. COVID-19 has added yet another strain on its tremendously fragile infrastructure. The impact of the pandemic has been far reaching, affecting livelihoods and hampering unpaid and underpaid care work and responsibilities. The multitude of crises and rates of inflation have left the majority of families food insecure and without income, halted education and health services, and exacerbated existing vulnerabilities and the incidence of violence. This gender analysis was conducted and funded by the German Federal Foreign Office (GFFO), in partnership with Oxfam in Somalia and KAALO, to better help local government bodies, agencies, NGOs, and INGOs grasp the differentiated impact of the crises on women, men, boys, and girls, and host and IDP communities, during this time of intense loss and instability. The analysis provides an overview of the experiences of the affected communities, and gives recommendations on how to address immediate concerns and plan future programming.

Deaths from COVID-19 can be miscounted due to under-reporting and inaccurate death registration. Mortality is often reported at the national level, which can result in the underestimation of the true scale of the impact of the pandemic since outbreaks tend to be localised. This study exploits all-cause daily death registration data provided by the Italian Statistical Office (ISTAT) from 1 January to 31 October to estimate the excess mortality and the corresponding changes in life expectancy during the first wave of the COVID-19 pandemic. Focusing on the five most severely hit provinces in Italy (Bergamo, Brescia, Cremona, Lodi and Piacenza), we calculate the excess mortality in 2020 compared to the average mortality of the years 2015 to 2019. Moreover, we estimate the excess mortality in the first quadrimester of 2020, and the annual life expectancy at birth. The estimated excess deaths show that during this period, mortality was significantly higher than the official mortality statistics for COVID-19. According to our estimates for the first quadrimester, life expectancy in the five provinces declined by 5.4 to 8.1 for men and by 4.1 to 5.8 years for women. In addition, we find that annual life expectancy decreased by 2.4 to 4.1 years for men and by 1.9 to 2.8 years for women compared to the 2015–2019 average. Thus, we conclude that the first wave of the COVID-19 pandemic had a substantial impact on population health in the hardest hit areas in Italy.

The HIV/AIDS epidemic has meant that an increasing number of chronically ill people need ongoing assistance with care and support. Programs providing home-based care (HBC) services are a key component of the response to HIV/AIDS. However, few programs are using operations research, including cost studies, to decide what services to provide and how to structure their services. In 2004, the Horizons Program undertook a study of six HBC programs from different South African provinces to provide key information to NGOs, government ministries, donors, and the programs themselves to inform decisions about service delivery. The study analyzed the cost of HBC services, the best use of resources, and how well programs are able to meet the needs of beneficiaries and their families. The sample represents programs that operate in rural areas and informal settlements. This brief focuses on the coverage, organization, volume, and costs of the services and on findings from two of the methods of data collection: financial records and service statistics, and interviews with financial officers, program managers, and caregivers.

Der vorliegende Beitrag geht im zweiten Kapitel zunächst auf jene Arbeiten von Baumol ein, in denen der Beitrag unternehmerischen Handelns zu wirtschaftlicher Entwicklung als durch Institutionen entscheidend gesteuert betrachtet wird (Kapitel 2.1). Das Augenmerk liegt hierbei vor allem auf den in Abhängigkeit vom jeweiligen institutionellen Setting sich ergebenden Ausprägungen von Unternehmerverhalten (produktiv, unproduktiv, destruktiv). Daran anknüpfend erfolgt in einem zweiten Schritt eine Einordnung (bzw. Abgrenzung) der Baumolschen Überlegungen im Verhältnis zu anderen ökonomischen Unternehmertheorien, um die Besonderheit der Sichtweise und den damit verbundenen Erkenntnisgewinn des Ansatzes von Baumol besser hervorheben zu können (Kapitel 2.2). Um die Frage nach der empirischen Relevanz seiner Unternehmertheorie zu beantworten, wird im Rahmen des nachfolgenden Kapitels zunächst auf entsprechende Studien eingegangen, die – zumindest in einem weiter gefassten Sinne – empirische Evidenz für den Baumolschen Überlegungen liefern (Kapitel 3). Mit dem vierten Kapitel wird auf offene Fragen im Zusammenspiel von Institutionen und Unternehmerverhalten eingegangen, wobei zunächst solche theoretischen Beiträge anderer Autoren eingegangen, die sich als Ergänzung des Baumolschen Ansatzes interpretieren lassen (Kapitel 4.1). Daran anschließend sollen der exogene Charakter von institutionellen Regeln und die daraus abgeleitete Bewertung unternehmerischen Handelns als produktiv oder unproduktiv kritisch hinterfragt werden (Kapitel 4.2). Zudem erfolgt in diesem Kontext eine nähere Betrachtung unternehmerischen Verhaltens im politischen Sektor und die damit verbundenen Rückwirkungen auf institutionelle Regeln (Kapitel 4.3).
