Abstract:
Los espacios públicos pertenecientes a la Parro­quia Petare, del Municipio Sucre, Región Capital Venezuela, han sido invadidos por el comercio informal, afectando la calidad del ambiente urrbano. El objetivo de esta investigación fue identificar prospectivamente, factores de la gestión ambiental urbana para el rescate de la estación de metro Petare desde el enfoque del desarrollo sostenible. Para ello, se realizaron 28 reuniones de tormenta de ideas con los representantes de los diferentes grupos sociales (80 ciudadanos) que hacen vida en el espacio público estudiado. Primero, se llevaron a cabo 8 reuniones, donde se identificaron los 35 factores de mayor influen­cia desde la perspectiva de los participantes. A partir de estos factores se realizaron 575 en­cuestas en sitio (estación de metro Petare) para establecer la influencia directa de cada uno de los actores en la problemática. Durante 10 reunio­nes realizadas, de acuerdo a los resultados de las encuestas, y aplicando la Técnica de Pareto para evaluar la clasificación directa, se obtuvieron los 16 factores más influyentes. En las últimas 10 reu­niones se aplicaron métodos prospectivos, con el fin de establecer las variables ocultas influyentes para el desarrollo de un plan de recuperación del sitio. Se encontró que tanto la sana interacción social como la restricción de comercio informal, son variables objetivo con gran potencial de via­bilidad, que permitirían la generación de un plan de gestión consensuado, sostenible en el tiempo y viable en el corto y mediano plazo en una sana gobernabilidad del espacio. La conclusión más sobresaliente, fue que la participación ciudada­na orientada a reconocer la variable ambiente, permitió la identificación de factores influyentes de gestión urbana en espacios públicos que, por diferentes razones, han sido vulnerados con actividades no acordes a su función como parte del contexto urbano.

Abstract:
The effect of urbanization of Metro Manila, particularly on the amount of sensible heat flux, rainfall and temperature of selected urban and rural areas, was investigated using the Weather Research and Forecasting Version 3.4.1 (WRFV3.4.1) model. National Center for Environmental Prediction - Final (NCEP-FNL) grib1 data from 2000 to 2010 were used as inputs into the model for meteorological data. The Mann–Kendall trend test (M–K test) was utilized to verify the significance of the trends while Sen’s slope estimator was used to quantify the measured trends. Results showed that, on average, the sensible heat flux of Metro Manila is about 1.5 × 108 Jm−2 higher than in selected areas outside Metro Manila. The occurrence of an urban heat island (UHI) effect was detected in Metro Manila by comparing the difference in the minimum and maximum temperatures. For the selected urban and rural areas, the minimum and maximum temperature differences (relative to Metro Manila) are around 0.4 to 2.4 °C and 0.83 to 2.3 °C, respectively. Metro Manila recorded higher 11-year average values of rainfall during the summer season (8% to 64%), rainy season (15% to 305%), and transition season (8% to 232%) when compared with selected areas from 25 to 100 km from Manila. These results show that the sensible heat flux, temperature and rainfall in Metro Manila is affected by Metro Manila’s urbanization.

Decreasing the temperature of fire field is one of the most important technologies of metro fire emergency rescue. It is calculated that the total heat is released in metro fire and the mass of ice, liquid nitrogen and dry ice are needed when the temperature is decreased to 60°C. Ice is the best option among the three through comprehensive analysis from mass, volume, transportation, storage and so on. Research on cooling technology of emergency rescue in metro fire can do contribution to reduce metro fire casualties.

Taking the Hongqi west road station construction of Dalian metro line 2 as an example, the regularities of the temperature and the smoke concentration distribution are analyzed. Basing on FDS, the simulation model of the metro station fire is set up. Assume six fire points in the station to simulate the smoke diffusion velocity and the personnel evacuation time in fire. Results show that the chimney effect is obvious at the back of the station. The highest temperature of every export is 180°C and the lowest temperature is 40°C during the effective duration. The time duration can meet the needs of the personnel evacuation from the fire metro station. Basing on the analysis of variation of the smoke flows and the temperature, the metro station project is reasonable.

L'analyse des etudes de la banque mondiale concernant l'evaluation "economique" de metros a permis de constater: (a) qu'une distinction aussi elementaire que la distinction entre la depense et le cout n'y est pas faite, et (b) que si on sait combien le promoteur d'un projet de metro depense pour sa construction et son fonctionnement, personne ne sait combien il coute a la collectivite. L'approche de la banque a fait prevaloir les aspects comptables et financiers, sur les economiques: la depense sur le cout. On s'est propose de porter le regard sur l'evaluation economique "ex-post" des couts internes d'un metro. On y a formule 2 hypotheses: (1) la notion de cout interne peut etre precisee par rapport a la notion depense, et elle peut etre mise en oeuvre, et (ii) les couts internes ne sont pas necessairement plus importants que les depenses. Par rapport a la premiere hypothese, on a precise aussi bien la notion cout que la notion depense, ainsi qu'une methode pragmatique permettant d'estimer les couts a partir des depenses; la mise en application de cette methode au metro de caracas a permis de montrer : (i) que les depenses d'investissements affichees etaient inferieures de 15% des couts d'investissements, le cout economique des equipements etait 41% superieur a la facture reglee par l'etat pour equiper le reseau, et (ii) que les depenses de fonctionnement depassaient de 10% les couts respectifs. Par rapport a la deuxieme hypothese, on a demontre qu'effectivement les couts internes ne sont pas necessairement plus importants que les depenses internes: les couts d'investissements depassaient de 15% les depenses, les depenses de personnel, energie et frais generaux depassaient leurs couts, tandis que les couts de maintenance etaient largement superieurs aux depenses
The analysis of the world bank studies concerning metro economical evaluation permits to state: a) an elementary distinction between expense and cost is non existent; b) the developers expenses for construction and operation are known, but nobody knows how much it cost the community. The bank's approach favored the financial and accountant aspects over the economical ones: expenses over costs. Pur proposal was to observe the economical evaluation of the internal costs of a metro. We have made 2 hypothesis: i) the cost notion can be specified compared to the expense notion and it can be worked out; ii) internal costs are not necessarily more important than internal expenses. About the first hypothesis, the cost notion is as precise as the expense notion, as well as a pragmatic method to estimate costs starting for expenses. After applying this method to evaluate the caracas metro, we were able to show that: i) the investment expenses stated were 15% lower than the investment costs. The equipment's economical cost was 41% higher than the bill that the government paid to equip the network; ii) operational expenses were 10% higher than the operational costs. Concerning the second hypothesis, we have showed that the internal costs are not necessarily more important than th internal expenses: the investment costs exceeded expenses (15%); the staff expenses, energy and general expenditures were higher than its costs, while maintenance costs were by far more important than its expenses

A Caracas, comme dans la plupart des villes où il a été envisagé de mettre en place un métro, celui-çi est conçu comme l'épine dorsale du système de transport de la ville. Pour mettre cette conception en pratique, il est normalemeont nécessaire de restructurer le réseau de transport de surface et de repenser le système de transport. Le modèle promu par la RATP, concepteur du métro de Caracas, implique en particulier de s'attacher aux relations entre les différents modes de transport, à travers la création d'une autorité organisatrice de transport et une intégration intermodale (physique, tarifaire et institutionnelle). A Caracas, comme ailleurs, ces problèmes sont abordés dans le projet du métro mais sur le terrain, peu de solutions concrètes sont évoquées. D'où l'objet de cette thèse de connaître la transformation de l'offre de transport collectif urbain de Caracas après la mise en service du métro et de comprendre pourquoi l'intégration des différents modes de transport collectif urbain a été impossible

Le service de transport collectif urbain de caracas correspond a un marche concurrentiel ou des nouveaux modes de transport ont ete introduits a partir de 1983 : le metro, puis les autobus de la compagnie du metro. Ces deux nouvelles composantes de l'offre sont venues modifier le systeme de transport collectif urbain, sans le casser. Ils ont occasionne des changements sur les divers modes de transport collectif sur les "por puestos", les autobus et les jeeps. Cependant, bien que ces changements mettent en cause les caracteristiques du systeme (introduction d'une nouvelle technologie), ils ne changent pas les logiques du systeme. L'introduction du metro et des "metrobus" n'ont provoque qu'une nouvelle repartition du marche et un reajustement dans l'offre de transport. L'objet de cette these est donc de connaitre la transformation de l'offre de transport collectif urbain de caracas apres la mise en service du metro et de comprendre pourquoi l'integration des differents modes de transport collectif urbain a ete impossible

Après douze ans d’existence, la « Révolution bolivarienne » qui voit le jour en 1999 avec la victoire de Hugo Chavez aux élections présidentielles semble poser de nouvelles bases à l’édification d’un système démocratique tourné vers le plus grand nombre à travers l’avènement d’une « démocratie participative et protagonique ». Cette thèse se fonde sur sept années d’observations et d’analyse du processus politique toujours en cours au Venezuela, autour d’une appréciation empirique des structures et dispositifs de la participation populaire, communautaire et militante. En étant tout particulièrement attentif au chemin parcouru par la gauche non parlementaire dans l’évolution progressive du discours participatif dans ce pays, l’entreprise principale de cette thèse est ethnographique. On tente de délimiter les contours des différentes variantes du projet bolivarien de refondation institutionnelle, à travers la pluralité des courants et des pratiques qui le composent, pour rendre compte d’une stabilisation relative du mouvement social se définissant dans l’écriture diachronique d’une « culture politique participative » et la conformation progressive d’une « société mobilisée ». Par ailleurs, il s’agit de comprendre les effets d’un tel programme politique sur les pratiques sociocommunautaires et militantes d’une population historiquement reléguée à l’état d’observateur passif ou de clientèle loyale aux partis, composantes essentielles du système politique démocratique vénézuélien de la seconde moitié du 20ème siècle. Notre propos s’insère aussi dans un dialogue critique sur les modalités d’appréciation de cette situation et les outils que la science politique, la sociologie et la philosophie politique offrent pour décrypter la scène vénézuélienne. Enfin, notre analyse est alimentée par l’expérience singulière d’accompagnement d’un processus politique qui semble faire écho au renouveau politique et épistémologique du débat sur la démocratie en ce début de siècle et dont le Venezuela est une de ses manifestations
After twelve years of existence, the « Bolivarian Revolution » which was born in 1999 with the victory of Hugo Chavez appears like the edification of new bases of a democratic system turned toward the great majority via the advent of a « participatory and protagonistic democracy ». This thesis goes by seven years-observation and analysis of the political process ongoing ever in Venezuela, upon an empirical assumption of popular, rank-and-files, grass-root participation’s structures and devices. Paying particular attention to the non-parliamentary left path in the progressive evolution of the participatory discourse in that country, the principal purpose of this work remains ethnographic. I try to delimit the key lines of the different variants of the Bolivarian institutional overhaul project, through the plurality of streams and practices that composed it. In order to portray the relative stabilization of the social movement, I consider the diachronic script of a “participatory political culture” and the progressive formation of a “mobilized society”. In addition, it consists in understand the effects of such a political program into the socio-communitarian and militant practices of a population historically relegated to a passive-observer status or a parties loyal clientele. These two elements are essential parts of the Venezuelan democratic system in the second-half of the 20th century. My approach also lies on a critical dialogue about the modalities of understanding that situation and the tools used by political science, sociology and political philosophy in the description of the Venezuelan scene. Finally, my analysis is willing to be based on a singular experience of accompaniment to a political process which seems to announce a political and epistemological renewal of the debate on democracy in the 21th century to what Venezuela offers a living manifestation

La tesi ha natura sperimentale ed è mirata alla valutazione, attraverso l’uso di un programma agli elementi finiti tridimensionale, dell’interazione tra lo scavo del pozzo di introduzione scudi e le Mura Aureliane adiacenti a Porta Asinaria, a Roma. La prima parte della tesi si è concentrata sulla caratterizzazione geotecnica, a partire dai dati ricavati dalle campagne d’indagine eseguite nel tempo. Una volta effettuata la caratterizzazione geotecnica si è passati alla calibrazione del modello costitutivo per il terreno; si è scelto di adottare un legame costitutivo elasto-plastico incrudente, l’Hardening Soil Model with Small Strain Stiffness. Si è quindi passati alla definizione geometrica e dei materiali, utilizzando i rilievi strutturali e topografici, e alla conseguente definizione dei parametri del modello costitutivo adottato per la muratura e per il nucleo interno. In questo caso è stato adottato il modello di Mohr-Coulomb. La geometria globale è stata infine importata dal programma di calcolo PLAXIS 3D a partire da un modello tridimensionale realizzato con il programma Autocad Civil 3D. L'analisi agli elementi finiti ha valutato la realizzazione di diverse configurazioni possibili riguardanti la modellazione del pozzo e di eventuali opere di mitigazione degli effetti, quali lo sbancamento a tergo delle Mura e il successivo rinterro, a scavo ultimato. Si è inoltre analizzata l’influenza provocata da un possibile degrado della muratura. In ultimo sono stati analizzati e commentati i risultati di ciascun’analisi eseguita, in termini di stati deformativi e tensionali, ponendo l’attenzione sulle differenze di comportamento rilevate nelle diverse configurazioni adottate.

Os bairros da América Latina caracterizam-se pela particular forma de vida dos seus habitantes, pela maneira como estas sociedades vivem o espaço urbano, o modificam e o adaptam de modo a que este se molde às suas necessidades. Muitos deles foram sendo construídos sem qualquer regra de planeamento urbanístico, sem preocupação de continuidade com a malha urbana, através de arquiteturas informais. Este crescimento urbano repercute-se numa estrutura espacial desordenada, que marca a cidade e contamina negativamente a imagem do bairro e que marginaliza os que nele habitam. Consequentemente, cria-se um abismo entre o mundo do bairro informal e a restante sociedade/cidade formal, quer em termos socioeconómicos quer em termos espaciais. Esta segregação deve-se não apenas às diferenças socioeconómicas das populações, mas também e principalmente à imagem descaracterizada, degradada e desqualificada quer ao nível do edificado quer ao nível dos espaços públicos. Consequentemente estes bairros vão quebrando a continuidade com a malha urbana existente, passando a ser vistos como algo exterior à cidade, algo que não lhe pertence, como espaços com regras diferentes, guetos ou vazios urbanos em termos socioeconómicos. Esta demarcação do espaço cria uma separação espacial e simultaneamente agrava os conflitos e as diferenças sociais. Por outro lado, contribui para a criação de uma barreira no imaginário coletivo da população, que separa o bairro do resto da cidade. Neste processo até os espaços públicos, tradicionalmente vistos como elementos de ligação e continuidade urbana, se tornam autênticos obstáculos à qualificação da cidade. Neste contexto, esta dissertação apresenta uma proposta de reabilitação urbana centrada em medidas projectuais de desenho urbano para os espaços públicos, para o largo da estação do Metro no bairro de Petáre na cidade de Caracas (Venezuela). Pretende-se com esta proposta contribuir para atenuar a segregação espacial e consequentemente social que actualmente caracterizam o bairro no contexto da cidade.
The neighborhoods of Latin America are characterized by particular way of life of its inhabitants, by the way these societies live urban space, adapted and change so that it is molded to their needs. Many of them were built without any rule of urban planning, without concern for continuity with the urban fabric through informal architectures. This urban growth is reflected in a disordered spatial structure that marks the city and contaminates negatively the image of the neighborhood, and marginalizes those who inhabit it. Consequently, it creates a gap between the world of informal neighborhood and the rest of the formal society/city, both in socio-economic terms and in terms of space. This segregation is due not only to socio-economic differences of the populations, but also and, especially, the uncharacterized image, degraded and disqualified both in terms of buildings and in terms of public spaces. Therefore these neighborhoods will break continuity with the existing urban fabric, being seen as something outside the city, something that does not belong, as spaces with different rules, ghettos or urban voids in socioeconomic terms. This demarcation of space creates a spatial separation and simultaneously exacerbates conflicts and social differences. On the other hand, contributes to the creation of a barrier in the collective imagination of the population that separates the neighborhood from the rest of the city. In this process even public space, traditionally viewed as connecting elements and urban continuity, become obstacles to authentic city qualification. In this context, this paper presents a proposal for urban renewal centered on projective measures of urban design for public spaces, for the Metro station in the neighborhood of Petare in Caracas (Venezuela). The intention of this proposal is to contribute to alleviating the spatial segregation and consequently social, that currently characterizes the social neighborhood in the city context.

There is a tendency for children who display unacceptable behaviour to be described as having Attention Deficit-Hyperactivity Disorder when the actual reason for the child’s diagnosis may simply be affective factors, another disorder or simply misbehaviour. ADHD is the most commonly diagnosed child disorder affecting 3-5% of all school age children. The aim was to investigate the prevalence of Attention Deficit-Hyperactivity Disorder in a sample of Foundation Phase children at an Inclusive ex Model C Preparatory School in the South Metro, Western Cape, by uncovering the criteria that are used by their teachers to suggest a possible Attention Deficit-Hyperactivity Disorder in a child for a referral to a parent, therapist or professional. This study used a phenomenology design making use of interpretations, meanings and an individual’s opinions regarding the teacher’s criteria, which relate to the diagnosis of ADHD. It required a qualitative analysis with the emphasis on observation, interviews and document analysis. A verbal Interview consisting of questions which were taped and transcribed, as well as an observation, and completion of a Connors Form of the selected children was completed by the teachers. Ten class teachers were interviewed and seven children from Grades one, two and three were observed. A model from Creswell was used, in order to identify the units of meaning relating to the prevalence of ADHD amongst learners in the South Metro District. The findings include lack of understanding of ADHD amongst teachers, subjectivity in the diagnosis of learners with ADHD, factors influencing the diagnosis of ADHD, criteria necessary to identify ADHD and stereotyping differences.

Abstract:
This work deals with the numerical (CFD) analysis of the smoke propagation during fires within closed environments. It is evaluated the capacity of the emergency ventilation system in controlling the smoke propagation and minimizing the deadly impact of an eventual fire in a wagon within the Metro de Caracas subway tunnel on the passengers safety. For the study, it was chosen the tunnel section between Teatros and Nuevo Circo subway stations, which consists of two parallel independent twin tunnels, connected through a transverse passage. The tunnels are provided by a longitudinal ventilation system, integrated by a set of reversible fans located at both ends of the tunnels. Three stages were considered in the study: (a) Model set up; (b) Mesh sensitivity analysis; (c) Validation of the physical-numerical parameters to be used in the numerical model; and (d) Simulation of fire scenarios in Metro de Caracas subway stations. Stages (b)–(c), aimed to testing and calibrating the CFD tool (ANSYS-CFX10™), focused on reproducing experimental data from Vauquelin and Me´gret [1], who studied the smoke propagation in a fire within a 1:20 scale road tunnel. Stage (d) critical scenarios were established via a preliminary discussion with safety experts from Metro de Caracas, in order to reduce the computer memory and the number of simulations to be performed. The analyses assessed the reliability of escape routes and alternative paths for the evacuation of passengers. Additionally, the smoke front movement was particularly computed, as a function of time, in order to determine the possible presence of the “backlayering” phenomenon [5]. Results demonstrate the strengths and weaknesses of the current ventilation system in the event of a fire in the subway tunnel, and suggest new strategies to address this potentially lethal event to minimize the risks for passengers.

In Shanghai, the high-capacity metro network has been proved to play an important role in the urban movement and urban morphology generating pattern. Previous studies on the metro network analysis such as London Underground network (Chiaradia, 2005) and Shanghai Metro network (Zhang, 2014) have shown that topological configuration of metro network can explain at least 50% of entry/exit movement at metro stations. The Shanghai metro network uses a core ring (Inner ring Line 4) to encircle a core of stations which are characterized by higher line connectivity. Branches radiate from the core and reach further areas of the urban system. However, the core lines and stations have over-congested especially at peak time, at the same time, the link mean distance doesn’t minimized because the inner ring core is not big enough for the ever growing metro network. How should the network be designed to achieve best accessibility potential? Through the use of sDNA (spatial design network analysis) and geographic information system, this paper compared current 2016 and planned 2020 Shanghai metro network (Fig 1). There was an increase of 23% in the metro station amount, however, the mean distance only decreased by 2.6%, and the line connectivity increased by 0.68%. Inspired by the Shanghai City Planning 2015-2040 which will reserve place for a ring-shaped metro line near mid-ring, and by the two orbital rail rings for the Greater Paris, we did a comparison between 4 network plans based on the 2016 network: a) a mid-ring line added; b)a mid-ring line & mid-ring express line added; c) two ellipse rings added; d) two ellipse rings & ellipse express lines added (Fig 2). The results showed that the plan D works best for minimizing mean distance and maximizing line connectivity, followed by plan C, plan B, and plan A. Two ellipse rings and express lines led to a reduction of more than 30% of network mean distance and an increase of 18.5% of line connectivity, corresponding to only 13% increase of the metro station amount. The proposed approach enables us to configurationally examine urban metro network accessibility potential and provides decision support for urban development.

To study the temperature rise of the metro wheel tread, the simulation is conducted, finding that the highest temperature emerges in the tread area during the braking process, up to 350 °C. The range of temperature measurement should include 0∼350 °C. The temperature rise of the tread surface and the temperature near the side of the wheel tread tend to be consistent after the braking. The temperature measurement on the side of the wheel can provide a reference for the tread temperature measurement. Then several kinds of temperature sensors used for testing the tread temp are introduced, the accuracy and influencing factors of the measurement of the tread surface temperature sensor was analyzed. For the temperature measurement of wheel tread, featuring bright surface emission, low and unstable emissivity, a real-time temperature test method with multi-sensor compensation and data fusion is proposed and a more realistic curve of the tread temperature is obtained. Taking the actual line pure-air brake condition as an example, the above method is used to measure the temperature of tread surface. The results show that the measurement accuracy of multi-sensor data compensation and fusion is better than that of using the single infrared thermometer method, up by 15%; The law of temperature rise is consistent with that of transient simulation. reflecting that this testing method can offer important references to the real-time measurement of tread temperature.
