Mexicans have long cherished their revolutionary heritage, but where does the Mexican Revolution now reside in collective memory, and does the idea of the Revolution still have any legitimating power? And what has been the relationship between the PRI's long sequence of legitimacy crises and the Mexican Revolution? Until procedural democracy provides significant substantive and psychological benefits, the recent democratic turn will not fully supplant Mexico's traditional sources of legitimacy.While Mexicans generally see the regime as falling short in achieving the basic goals of the Mexican Revolution, there are indications that the Revolution——understood as collective memory, myth, history, and national identity——still holds a place in political discourse and rhetoric, even if such understandings make little logical sense in the era of globalization. Los mexicanos han tenido un largo cariñño por su herencia revolucionaria, pero ¿¿dóónde reside ahora la Revolucióón mexicana en la memoria colectiva?, ¿¿todavíía tiene poder legitimador la idea de la Revolucióón? ¿¿Y cuáál ha sido el víínculo entre la secuencia larga de las crisis de legitimidad del PRI y la Revolucióón Mexicana? Hasta que la democracia procesal proporcione ventajas substantivas y psicolóógicas significativas, la vuelta reciente a la democracia no suplantaráá completamente las fuentes tradicionales de la legitimidad en Mééxico. Abstract:
Narconarratives often portray drug-trafficking culture through an “us versus them” or “friend versus enemy” Manicheism. This dichotomy erases the role of the government in the history of narcoviolence and reproduces a formulaic and a marketable “good versus evil” distinction commonly found throughout the Mexican literary field. In this article, I analyze two short stories that deconstruct this narrative, “Z” (Julián Herbert) and “Hombres armados” (Daniel Espartaco Sánchez), from the collection Narcocuentos. I approach these stories through the concept of biopolitics, emphasizing the relationship between state and (il)legal violence(s), as well as the authors’ positions in the literary field. These stories reframe the friend-versus-enemy rhetoric, offering unidentifiable perpetrators and victims instead. Moreover, they challenge the hegemonic discourse by using two figures that thrive at the boundaries between life and death: the zombie and the homo sacer. However, the anthology’s failure to attract a wide readership reveals that Herbert’s and Espartaco Sánchez’s attempts to subvert the traditional drug-trafficking “grand narrative” has not been commercially successful in challenging the deeply engrained us-versus-them Manicheism.

Abstract:
Between 1844 and 1896, two archetypal figures on horseback known as rancheros and chinacos were disseminated through print publications. As war with the United States loomed in 1844, a relatively obscure Mexican writer depicted the ranchero as a “true national type” in a popular magazine. Eighteen years later another archetype on horseback, the chinaco, appeared in newspaper propaganda designed to provoke resistance against an imminent French advance into the Mexican interior. Later writers, such as Justo Sierra and Antonio García Cubas, imbued such figures with racialized mestizo qualities and heroic martial traits, equating mestizo blood with strength and martial capabilities that could build a more advanced Mexican state. The depiction of both figures as of mixed-race origins was a popular perception that carried over into the Porfirian years. This article traces the origins of these figures in popular reading during the years in which Mexico dealt with war with the United States, a civil war, and finally the French Intervention. Through an analysis of popular reading and intellectual commentaries, supplemented by archival research, mestizaje as a foundational concept of Mexican nationhood is traced to these early depictions. Entre 1844 y 1896, las publicaciones impresas de México difundieron dos figuras arquetípicas a caballo, conocidas como rancheros y chinacos. Cuando se avecinaba la guerra con Estados Unidos, un oscuro escritor mexicano describió al ranchero como un “verdadero tipo nacional” en una revista popular. Dieciocho años más tarde, otro arquetipo a caballo, el chinaco, apareció en la propaganda periodística diseñada para incitar a la resistencia contra un inminente avance francés hacia el interior de México. Más adelante, escritores como Justo Sierra y Antonio García Cubas infundieron tales figuras con las cualidades racializadas del mestizo y los rasgos marciales heroicos, equiparando la sangre mestiza con la fuerza y las capacidades marciales necesarias para construir un Estado mexicano más avanzado. La representación de ambas figuras como mezcla de razas constituyó una percepción popular que se mantuvo durante los años del Porfiriato. El presente artículo rastrea los orígenes de estos dos arquetipos en las lecturas populares durante los años en que México libró una guerra contra Estados Unidos, una guerra civil y, finalmente, lidió con la intervención francesa. A través de un análisis de las lecturas populares y los comentarios intelectuales, complementado con una investigación de archivo, se rastrea el origen del mestizaje en cuanto concepto fundacional de la idea de nación mexicana hasta estas representaciones.

Se estudian, específicamente, las representaciones de tales conceptos o imágenes como el amor, el eroticismo, y la identidad personal dentro de un contexto "queer" y esa posición en términos sociales e históricos. / This article attempts to outline the different manifestations of homosexual desire, practice, and identity within Mexican society and the different aspects under which these take form in the poetic works Poesía y teatro (1960) and Digo lo que amo (1976) by the Sonoran writer Abigael Bohórquez. It analyzes, specifically, the representations of concepts or images such as love, eroticism, and personal identity within a "queer" context and its position in social and historical terms.

Abstract:
The objective of this work is to expose the perceptions and misconceptions of the German people about Mexico and Mexican products. The paper starts with the importance of the brand name and the influence that a country has on a brand that gets to foreign branding. Then the country of Mexico and some features about Mexico will be briefly described. Also it is explained the difference of Tex-Mex and Mexican food. Then, the perceptions of Mexico are analyzed through the results of a survey. It ends with a recommendation to the companies that want to brand a product with foreign characteristics as well as recommendations for the country of Mexico. The non-product-related attributes like the brand and packaging are the characteristics easier to identify by customers. Some brands now are taking advantage of characteristics about countries and using them to make customers believe that some products are something that they are not. Popular Mexican stereotypes are being used by marketers to make products more attractive or to make the consumers believe that the product is Mexican. This has both good and bad consequences for Mexico. It brings attention to the country, but it also creates an unrealistic image of Mexico.

Abstract:
The present study is the first in its nature as it aimed at 1) identifying which were the most common politically-related insults used on Facebook before, during, and after the 2012 Mexican presidential election, 2) resolving the morphological processes by which such insults came about, and 3) determining the meaning and the pragmatic implications of such insults. The latter was done by means of two corpora created with the comments made by Facebook users on pictures posted in four Facebook pages that were openly against the two most controversial presidential candidates: Enrique Peña Nieto (EPN) and Andrés Manuel López Obrador (AMLO). A total of 620 pictures were gathered throughout nearly a year, starting on January 7th and ending on December 1st, 2012. Although the Facebook pages against Peña Nieto posted the largest amount of pictures, the linguistic data obtained from them was scarce. In contrast, the comments obtained from the anti-AMLO pages offered a lot more types to be morphologically analyzed. It was concluded that the word-formation processes that gave way to the insults found were blending, compounding, acronym, and borrowing. Abstract:
Spanish is a language where the use of subject pronouns is not required. The subject is marked on the verb through person and number inflections, which allows pronouns to be dropped altogether, making Spanish a pro-drop language. When subject pronouns are used in pro-drop languages, they usually emphasize, show contrast, or clarify. Therefore, it is often said that using subject pronouns in pro-drop languages is a speaker´s pragmatic choice. The purpose of this thesis is to determine whether or not native Mexican Spanish-speaking children from 5;03 to 8;10 years old are able to use subject pronouns pragmatically. The manner in which children use such pronouns will be compared and contrasted with the uses of subject pronouns by adults. The expected results are that by the age of 5, children will have already mastered the use of subject pronouns in Spanish. .

Abstract:
La presente investigación tuvo como objetivo establecer la relación entre la diferenciación del self y el bienestar subjetivo en mujeres y hombres jóvenes mexicanos. Fue un estudio de campo de tipo correlacional y comparativo, con una muestra poblacional no probabilística. Participaron 500 sujetos, estudiantes de licenciatura y maestría de dos universidades, y empleados de una empresa automotriz en Puebla. El 60% eran hombres y el 40% mujeres. La edad promedio fue de 23.2 años con una desviación estándar de 4.65. Los instrumentos de medición fueron: Hoja de datos generales, Inventario de Diferenciación del Self, DSI, (Skowron & Friedlander, 1998) estandarizado en Puebla por Sansores (2003), y la prueba de Bienestar Subjetivo, BS, (Ryff, 1989). El análisis estadístico empleado: prueba r de Pearson, prueba t de student, Anova de un factor. Respecto a los resultados obtenidos, se encontró correlación estadísticamente significativa entre los factores reactividad emocional, posición del yo y corte emocional del DSI y los factores de la prueba de BS; así como entre el factor fusión con otros del DSI y los factores autonomía y relación positiva con los demás de la prueba de BS. Lo que permitió ver que existe una correlación positiva estadísticamente significativa entre la diferenciación del self y el bienestar subjetivo; es decir, a mayor diferenciación del self mayor bienestar subjetivo en mujeres y hombres jóvenes mexicanos. En la comparación de medias de los factores del DSI, se encontró que las mujeres presentan mayor reactividad emocional y más fusión con otros que los hombres. En los factores de la prueba de BS, los hombres mostraron mayor relación positiva con los demás, mayor propósito de vida y más crecimiento personal que las mujeres. En síntesis, los hombres manifestaron tener mayor diferenciación del self y mayor bienestar subjetivo que las mujeres de la muestra estudiada.

Abstract:
The fourth chapter sheds new historical insight on a key but little-studied demographic of incarceration in the United States: Mexicanos, including immigrants from Mexico and U.S.-born persons of Mexican descent. It is a story that unfolded across the U.S.-Mexico borderlands but peaked in Los Angeles when, in the summer of 1907, two LA PD officers kicked in the door of a shanty on the outskirts of town and arrested three leaders of a rebel movement to oust Mexico’s president, Porfirio Diaz. These men, Ricardo Flores Magon, Librado Rivera, and Antonio Villarreal, were political exiles living in hiding in the United States. Their arrests, as with the arrests of thousands of their supporters across the borderlands, were part of President Diaz’s counterinsurgency campaign to cage (if not kill) Magon and crush his rebel movement, which demanded massive political reform and land redistribution in Mexico. Yet, while incarcerated in Los Angeles, Magon, Villarreal, and Rivera cultivated new ways to stoke rebellion in Mexico. Their ongoing assault on the Diaz regime pushed Mexico toward the outbreak of the Mexican Revolution (1910–17). The fifth chapter continues to chart the rise of Mexican and Mexican American incarceration in the United States. Like Magon’s rebellion, it is a tale that unfolded in Los Angeles and across the U.S.-Mexico borderlands. Like the history of immigrant detention, it is a story about the collision of deportation and incarceration. But in particular, Chapter 5 examines how, during the 1920s and 1930s, the politics of controlling Mexican immigration to the United States directly prompted the criminalization of unauthorized border crossings and, in turn, triggered a steady rise in the number of Mexicans imprisoned within the United States. Home to the largest Mexican community within the United States, Los Angeles was ground zero for the politics and practices of Mexican incarceration in these years.

Es objetivo de este trabajo revisar tales políticas y sus consecuencias The High Basin of the River Lerma in the Mexico State, which is an important supplying water from the Mexico city, has been exposed to big pollution in the last years, and the consequence are the Climactic Change and public health troubles than they are showing in diferents ways. En México, la energía es considerada una de las actividades económicas más importantes; además de constituir la fuente principal del ingreso público. El sector energético contribuye al PIB en un 3%; las exportaciones petroleras representan el 8.4% del total nacional y los impuestos de los hidrocarburos aportan el 37% de los ingresos fiscales. En esta investigación, se realizó una evaluación térmica de dos viviendas ubicadas en Mexicali, B.C.; una denominada caso base y otra Net-Zero. La primera es la vivienda con el sistema constructivo tal y como el desarrollador la entrega, y la segunda, es una vivienda a la cual se le aplicaron los sistemas de aislamientos propuesto por Norma 460 de eficiencia energética mexicana (NMX-460), además de los electrodomésticos de alta eficiencia, focos ahorradores y sistemas de aire acondicionado EER 13. Las viviendas evaluadas son de interés medio alto, con una superficie aproximada de 137 m2; los objetivos generales de esta investigación se centraron en reducir la vivienda caso base con un consumo eléctrico anual de 15,000 kWh a una línea base de consumo mínima (Net-Zero) de 8000 kWh, consumo que permitirá diseñar un sistema fotovoltaico que servirá para autoabastecer a la propia vivienda; aunado a esto, el programa REEP (Renewable Energy Efficiency Program), fondo canadiense se involucró en la financiación del programa piloto de monitoreo de vivienda Net-Zero, sumándose a este esfuerzo la CONAVI (Comisión Nacional de Vivienda) y apoyando con la validación y factibilidad de dicho proyecto en la parte técnica-operativa la CFE (Comisión Federal de Electricidad) subdivisión Mexicali. Los resultados mostraron que la vivienda Net-Zero es posible desarrollarla bajo el contexto Mexicano, con el sentido de generar políticas energéticas que direccionen desde la construcción del sistema físico, las tecnologías aplicadas, los electrodomésticos utilizados, los sistemas de aire acondicionado eficientes, el patrón de uso de la misma, así como las características de la energía fotovoltaica y sus técnicas de aplicación, tanto de interconexión a la red como los sistemas de medidores bidireccionales aplicados a este tipo de sistemas. Finalmente, la investigación muestra el costo beneficio y el retorno de inversión de un sistema fotovoltaico aplicado a una vivienda con estas características. In Mexico, energy is considered one of the most important economic activities; besides constituting the main source of public inputs, the power sector contributes the PIB in a 3%; petroleum exports represent the 8 4% of the national total and the hydrocarbon taxes contribute 37% of the fiscal income. In this investigation, a thermal evaluation of two houses located in Mexicali, B.C. was made; one denominated as case base and the other as Net-Zero. First we have the house with the constructive system as the developer delivers it and the second, is a house to which insulation systems were applied, proposed by Mexican energy efficiency norm 460 (NMX-460), besides the electric home appliances of high efficiency, saving and air conditioned systems EER 14. The evaluated dwellings are medium high interest, with an approximated surface of 137 m2, the general purpose of this research consists in reducing the dwelling case base with an annual electrical consumption of 15.000 kWh to a minimum consumption (Net-Zero) of 8000 kWh, allowing to design a photovoltaic system that will serve to self supply the house; combined to this, REEP (Renewable Energy Efficiency Program) Canadian funds, that became involved in the financed test monitoring program of Net-Zero dwelling, included to this effort the CONAVI (National Commission of Dwelling) and supported with the validation and feasibility of this project in the technique-operative part by CFE (Federal Commission of Electricity) Mexicali’s subdivision. The results showed that it is possible to develop the Net-Zero house under a Mexican context, with the intention of generating energetic policies that conduct the construction of the physical system, the applied technologies, the used electric home appliances, the efficient air conditioned systems, the factor use, the characteristics of photovoltaic energy and their technicians meaning the ones in charge of interconnection to the network like the systems of bidirectional measurers applied to this type of systems. Finally the research shows the cost benefit and the reinvestment applying photovoltaic systems to a house with these characteristics and the energy policies that must be considered.

Currently, distance learning is increasing its application in Mexican Universities; despite that it is not enough to satisfy the demand of higher education in Mexico. This paper presents a comparative analysis of undergraduate student performance in two systems: face-to-face and On-Line education. This analysis was realized with two different courses: Local area network and Interconnectivity. These two courses are part of the Computer Engineering curricula. The results show two important issues: the students are more participative and the team work is improved in the on-line class. The original idea of this work was to quantitatively evaluate face to face and On-line educational systems applied in computer networks. Finally they could not be compared in that manner. Both systems are options that the students have, and according to their profile they can choose the most convenient alternative. Finally, the Internet is a tool, it does not give better or worse education by itself, it has some advan-tages/disadvantages that should be taken into account when an On-Line course is designed.

This article presents an overview of the kinds of technological tools used for teaching statistics and how Mexican high school teachers use them. A qualitative approach was adopted based on a survey and interviews. The survey was administered to 754 teachers to explore, among other things, the types of technology they use. Interviews were held with three of the teachers surveyed to probe details related to: (a) the activities in which they use technology; (b) the objectives pursued; and (c) their difficulties in using technology. Although 96% of the teachers report that they use technological tools for teaching statistics, the interviewed teachers emphasized using technology to perform calculations and construct tables and graphs, while also pointing out that they lacked access to technology in their schools.

At the end of 2011, the Mexican Regulatory Energy Commission (CRE) has issued new rules to comply as efficient cogeneration plant. At this moment, there are some cogeneration plants under construction trying to accomplish these rules consisting in minimal design and operation parameters to overcome the current public power system efficiency. These rules can also be applied to those cogeneration plants currently operating. The approved efficient cogeneration plant can be considered as green energy in order to receive incentives to improve economic behavior of these kinds of plants. Basically, the wheeling cost is reduced compared to conventional power plants, the energy bank may be applied to swap energy and match production with demand. Also, interconnection services with public utility are offered cheaper. From the point of view of taxes the efficient cogeneration plant may be depreciated 100% the first year. However these incentives are not clear for the energy reform just signed by the Congress. This paper explains how these new rules from 2013 were applied in the design and construction of a new cogeneration plant.

El hormigón reforzado con fibras (HRF) es ampliamente usado en la construcción del revestimiento de túneles y obras subterráneas en obras civiles y proyectos mineros en todo el mundo. Las atractivas propiedades del HRF han motivado que su uso en estas aplicaciones, haya ido en aumento y en la actualidad el HRF es una técnica de construcción de gran avance dentro de los procedimientos constructivos. En México y España, el HRF se ha utilizado exitosamente en proyectos de infraestructura civil importantes. Por ejemplo, en España se utilizó con éxito en las obras de la línea 9 del metro de la ciudad de Barcelona y actualmente, en México, se está utilizando HRF para el revestimiento de dos túneles del sistema de drenaje profundo de la ciudad de México y en las obras de la línea 12 del Metro de la Ciudad de México. El control de calidad del HRF en las aplicaciones de túneles es de gran importancia. Un control de calidad adecuado debe incluir la inspección y ensayos de control para evaluar el desempeño mecánico del HRF y verificar que se cumplan las especificaciones del proyecto. En el HRF es fundamental evaluar su comportamiento post-agrietamiento, determinando la absorción de energía y resistencia residual. Existen diferentes métodos de prueba para evaluar estas propiedades, tales como el ensayo de flexión en vigas, ensayo de panel y el ensayo de doble punzonamiento en cilindros. Este artículo presenta una revisión de los principales métodos de prueba que se emplean para evaluar el comportamiento del hormigón reforzado con fibras, los cuales deben ser considerados como ensayos de control de calidad del hormigón con fibras utilizados en túneles y obras subterráneas. Multinational corporations (MNCs) avoid taxes by shifting their profits from countries where real activity takes place towards tax havens, depriving governments worldwide of billions of tax revenue. Earlier research investigating the scale and distribution of profit shifting has faced methodological and data challenges, both of which we address. First, we propose a logarithmic function to model the extremely non-linear relationship between the location of profits and tax rates faced by MNCs at those locations – that is, the extreme concentration of profits without corresponding economic activity in a small number of low-tax jurisdictions. We show that the logarithmic model allows for a more accurate identification of profit shifting than linear and quadratic models. Second, we apply the logarithmic model to newly available country-by-country reporting data for large MNCs – this provides information on the activities of large MNCs, including for the first time many low- and lower-middle-income countries. We estimate that MNCs shifted US$1 trillion of profits to tax havens in 2016, which implies approximately US$200-300 billion in tax revenue losses worldwide. MNCs headquartered in the United States and Bermuda are the most aggressive at shifting profits towards tax havens, while MNCs headquartered in India, China, Mexico and South Africa the least. We establish which countries gain and lose most from profit shifting: the Cayman Islands, Luxembourg, Bermuda, Hong Kong and the Netherlands are among the most important tax havens, whereas low- and lower-middle-income countries tend to lose more tax revenue relative to their total tax revenue. Our findings thus support the arguments of low- and lower-middle-income countries that they should be represented on an equal footing during international corporate tax reform debates.

Este trabajo busca presentar los diversos análisis realizados por el Banco Interamericano de Desarrollo para el sector agrícola mexicano durante el período 2018-2020. Aún con sus diversas perspectivas el objetivo común es examinar la eficacia y eficiencia del gasto público sectorial para identificar la dirección en la cual podrían ajustarse las políticas hacia el futuro. El sector agrícola mexicano mantuvo, en los últimos treinta años, tendencias de cambio estructurales comunes a países en desarrollo, tales como la reducción de la participación del PIB sectorial en el total, la reducción de la participación de la población rural en la población total, cambios en la canasta de alimentos consumidos hacia una mayor participación de productos de origen animal, frutas y verduras en respuesta a los incrementos del ingreso per cápita. Los cambios y reformas de los años noventa implicaron importantes reasignaciones presupuestarias y de orientación de las políticas agrícolas, lo que llevó a una considerable reducción de los apoyos y un cambio en su composición. El Estimado de Apoyo a los Productores (EAP) se redujo de 25 % a inicio de los noventa al 10 % del último trienio analizado (2018-20); la participación de los apoyos vía precios (APM) en el EAP, especialmente de los originados en restricciones al comercio, se redujo considerablemente, de 50 % en 2004 a 25 % en 2017 y, en consecuencia, aumentó la participación de los apoyos directos en este período. Sin embargo, los cambios de políticas luego de 2018 implicaron un incremento del APM que llegaron al 50 % del EAP en el período 2018-20. Los gastos en servicios generales son aproximadamente el 1 % del valor agregado agrícola y el 8 % de los apoyos totales (EAT), lo que resulta menor al promedio de la OCDE. Además, los análisis efectuados muestran que las políticas sectoriales se asocian con problemas ambientales significativos como la sobreexplotación de recursos pesqueros y el incremento en las emisiones de gases de efecto invernadero. El análisis de ciertos programas importantes muestra algunas ineficiencias económicas, así como las dificultad de llegar a grupos menos favorecidos, pero también la necesidad de combinar instrumentos de política para obtener mejores resultados.

Economic Freedom of North America-U.S. Edition measures the extent to which the policies of individual provinces and states are supportive of economic freedom—the ability of individuals to act in the economic sphere free of undue restrictions. It includes a subnational index for comparison of individual jurisdictions (provincial/state and municipal/local governments) within the same country, and an all-government index for comparison of jurisdictions (federal governments) in different countries. For the subnational index, Economic Freedom of North America employs 10 variables for the 92 provincial/state governments in Canada, the United States, and Mexico in three areas: (1) Government Spending, (2) Taxes, and (3) Regulation. In the case of the all-government index, we incorporate three additional areas at the federal level from Economic Freedom of the World Annual Report: (4) Legal Systems and Property Rights, (5) Sound Money, and (6) Freedom to Trade Internationally. In addition, we expand area 1 to include government investment, area 2 to include top marginal income and payroll tax rates, and area 3 to include credit market regulation and business regulations. These additions help capture restrictions on economic freedom that are difficult to measure at the provincial/state and municipal/local level.

Abstract:
In recent years, Latin America has seen the introduction of innovative pay-for-success mechanisms to fund social programs, including Social Impact Bonds (SIBs) and Development Impact Bonds (DIBs), outcome-based contracts that incorporate the use of private financing from investors to cover the upfront capital required for a provider to set up and deliver a social service. In this context, IDB Lab established a SIB Facility in 2014 to promote the focus on outcomes in social programs and increase outcomes-based commissioning. The SIB Facility has resulted in IDB Lab providing support to developing SIBs in Colombia (first SIB launched in a middle-income country), Argentina, Chile, Mexico and Brazil. Since then, several employment SIBs have launched in Colombia and Argentina and prefeasibility studies for SIBs on other topics are currently underway in Chile. This Technical Note aims to capture the lessons learnt from developing SIBs in Latin America, focusing on the five countries where the SIB Facility played a pioneering role. The study takes a retrospective view in examining what has been done and a prospective view in considering how challenges can be overcome and how lessons learnt might be considered within the IDB Lab, both at SIB level and at ecosystem level looking at the SIB ecosystems that have started to emerge. In the study, we find that the SIBs that have launched in the study countries were well designed and that there had also been thorough consideration of the advantages and disadvantages of the model.
