Abstract:

Abstract.

Abstract:

Abstract:

Abstract:
Most micro and small businesses start as family businesses, as they start from family savings as their main source of financing. However, the methodology used to incubate businesses in Mexico does not include tools to effectively manage family influence. This paper outlines the reasons why government agencies that allocate federal resources for business incubation should incorporate such tools into their methodologies. A documentary and a field investigation were carried out. The results show the tendency to start a business with family savings and therefore, with family interference. Likewise, it was found that newly created businesses show a high failure rate. It concludes the need to include in the methodologies used by business incubators in Mexico tools and knowledge in the field of family business. This, with the purpose of contributing towards the increase in the length of time that new companies last and the consolidation of existing micro and small enterprises in Mexico.

Abstract:
Purpose The purpose of this paper is to contribute to the knowledge on the efficiency of the incubators in Mexico, from a double-managerial approach (incubator and start-ups) measuring the efficiency oriented to the survival growth in the employment. Design/methodology/approach The efficiency of 25 business incubators of a university in a Mexico was analyzed from 2012 to 2014. Through the envelope data analysis (DEA) technique, composed of five inputs and three outputs, which help to determine the decision-making units (DMUs) that are in the best practice border, being able to know the factors relevant and how they have been managed in the different incubators. Findings One of the three years observed was identified as the most efficient, with 13 start-ups at the most efficient border. The projection shows some entries that must be modified to maximize the creation of new incubated business with a focus on survival and growth. The authors propose the resources that must be modified to adopt efficient management practices for incubators and start-ups small size. Research limitations/implications This analysis recognizes the size and restriction of resources as a determinant in the efficiency of intermediate technology business incubators. However, an obvious limitation is the non-standardized sample of 25 incubators does not allow generalizing the results. Practical implications The special support received by start-ups linked to a university with strong financial and non-financial support. Originality/value Dual management (incubator and incubated start-ups) approach to efficiency analysis and the use of the DEA for the incubation topic and to fill a gap persists in the understanding of creation of new business in intermediate technology.

Pheidole anastasii rev. stat. and P. jamaicensis rev. stat., n. stat. are removed from synonymy and P. jamaicensis is elevated to species rank. Pheidole anastasii is a relatively uniform species that lives in plant cavities in the understory of closed canopy forest. Pheidole jamaicensis and P. bilimeki inhabit open areas and are often associated with human altered landscapes. Pheidole anastasii occurs in lowland Atlantic slope forests from Panama to Guatemala and southern Mexico (Chiapas); P. jamaicensis is restricted to the islands of Jamaica and Hispaniola; P. bilimeki occurs on Cuba, the Bahamas, and the American mainland. Differentiating characters are also provided for Pheidole punctatissima, a common species with habitus and habits similar to P. bilimeki.

Abstract:
This paper analyzes the relationship between the Mexican President’s discourse on COVID-19 and the use of Twitter by state officials at the start of the pandemic, through content analysis and supervised machine learning. Analyzing all tweets by state-level agencies during the first 6 months of the pandemic, we found that accounts belonging to the ruling party tweeted consistently less about COVID, compared to the opposition. Furthermore, the social-distancing hashtags endorsed by the Health Department were underused by the party’s own officials. We hypothesized that the president’s skeptical discourse on COVID-19 had a chilling effect on party officials’ use of Twitter during this period. Two random forest machine learning models were trained using the president’s words as predictors not only of the officials’ political alignment, but also of the amount of COVID tweets they posted. The models proved reliable, and the words most significant for prediction are markedly indicative of populist rhetoric. This illustrates how populist discourse from heads of government can undermine communication between institutions and citizens.

Abstract:
The aim of the article is to study the repercussions of the beginning of the Spanish Second Republic and the rebellion of July 18 in various Latin American countries. The cases of Mexico, Argentina, Chile and Uruguay are studied in particular. These repercussions are analyzed in the framework of the rise of dictatorial and authoritarian governments in most of these countries with the exception of Mexico since the early 1930s. The way in which governments, the Spanish immigrant com-munities and the different social groups in these countries acted in the face of both episodes are studied. The repercussions generated by the anticlerical policy of the first government of the second republic are an-alyzed, especially in the face of the dissolution of the company of Jesus and the introduction of secular education. The tensions that these poli-cies provoked in Argentina and Chile and the support that the second republic obtained in Mexico are analyzed. On the other hand, the way in which the news of the uprising of July 18, 1936 was received is studied. The support for the army by the governments of Uruguay and Chile and, again, the support that the Spanish legal government obtained in Mexico is analyzed.

Abstract:
Spanish marks animate and specific direct objects overtly with the preposition a, an instance of Differential Object Marking (DOM). However, in some varieties of Spanish, DOM is advancing to inanimate objects. Language change starts at the individual level, but how does it start? What manifestation of linguistic knowledge does it affect? This study traced this innovative use of DOM in oral production, grammaticality judgments and on-line comprehension (reading task with eye-tracking) in the Spanish of Mexico. Thirty-four native speakers (ages 18–22) from the southeast of Mexico participated in the study. Results showed that the incidence of the innovative use of DOM with inanimate objects varied by task: DOM innovations were detected in on-line processing more than in grammaticality judgments and oral production. Our results support the hypothesis that language variation and change may start with on-line comprehension.

Abstract:
Identification keys for females, and for males where known, to the 39 genera and 11 subgenera of Mymaridae in America north of Mexico are given. The genera are illustrated with over 1010 photographs and/or scanning electron micrographs. The 202 currently named and valid species reported from America north of Mexico are catalogued. Reliable host records are reported for 16 genera and almost 90 species from rearings in the region. The five genera represented by more than one subgenus in the region are: Anagrus Haliday, Anaphes Haliday, Erythmelus Enock, Kalopolynema Ogloblin, and Polynema Haliday. Five other genera are represented only by unnamed and possibly undescribed species. About 1000 literature references, mainly the North American ones, are listed. Three new species are described: Callodicopus floridanus Huber, sp. n., Neostethynium americanum Huber, sp. n., and Stephanocampta xanthogaster Huber, sp. n. Cosmocomoidea marilandica (Girault), stat. rev., is placed in synonymy under C. dolichocerus (Ashmead). Platypatasson Ogloblin is given subgeneric status as Platystethynium (Platypatasson Ogloblin), stat. rev. Corrections and additions to the mymarid fauna of Mexico by Guzmán-Larralde et al. (2017) are also given.

Abstract:
The Mexican Administration at the Start of the New Millenium. Mexico has entered into an era of important administrative reforms. The reforms that have been undertaken were preceded by attempts whose results were insignificant. These attempts were based upon schemes which were imported from elsewhere, constructed according to foreign models and were badly adapted to the particular features of the administration in Mexico. Future reforms of Mexican administration must take account of its particularities. No theoretical choice has been advanced for the reform of the administration in Mexico, but a comparison of its recent evolution with principles of ‘new public management’ provides a useful source of instruction. Whatever the virtues of new public management, the debate in Mexico must not be oriented around the pros and cons of a reduction in the role of the state, but rather should address the means by which the state’s efficiency can be improved.

Abstract:
English Language Teaching (ELT) in Mexico covers a wide range of situations and results, from bilingual schools achieving excellent results, through language centres achieving generally good results, to common core English programmes in universities that start students at beginner level for the third or fourth time, after a decade or more of English classes at school, and generally fail to get most students beyond A2 level. Those common core university English programmes and other evidence suggest that most ELT in Mexico, especially school ELT, is failing to achieve worthwhile results. Sadly, we know too little for sure about both the successes and the failures of ELT in Mexico, though we can assume or guess a lot. This article considers what we really know about ELT in Mexico, what we do not know and urgently need to find out in order to radically improve the general situation, and how we might find it out.

Abstract:
The objective of this work was to assess the performance during the start-up phase of a Upflow anaerobic sludge blanket (UASB)-septic tank for municipal wastewater treatment in Mexico City. A lab scale UASB-septic tank (62 L total volume, acrylic), consisting of three chambers treated high strength municipal wastewater at ambient temperature (16 °C–24 °C), under 72 h Hydraulic retention time (HRT) during three months. Total and soluble chemical oxygen demand (COD), total biological oxygen demand (BOD5), total solids and total suspended solids (TSS) removals were 75.2 ± 6.5%, 54.8 ± 6.7%, 64.2 ± 4.8%, 25.9 ± 5% and 82.9 ± 5%, respectively. These results are comparable with the removals reported in other works with similar arrangements; and are similar even with average removals of COD, BOD and TSS in UASB reactors installed in Latin America. The good performance obtained showed that it is possible to achieve a short start-up period with UASB-septic tank if it is inoculated with anaerobic sludge. These findings also evidenced the feasibility and reliability of the UASB-septic tank system for decentralized wastewater management in Mexico.

Abstract:
To obtain a complete understanding of how data protection laws apply in Mexico, readers must start with the following fact: There are two main data protection laws in Mexico. One applies to companies and individuals processing personal data for non-household activities, the other provides the framework that all Mexican States shall follow to regulate data processing by public entities identified as ‘sujetos obligados’ or ‘obligated subjects’. Even when both laws regulate ‘data protection’ in a very similar way, a close look into them reveals that they provide different rights to data subjects and different obligations for data controllers. As we will indicate, this situation may lead to problems on the differentiated protections and obligations when citizens’ rights are processed by two types of data controllers that otherwise should not have different obligations when processing this information. Abstract:
Objective: To examine incidence and survival of testicular cancer in New Mexico, overall and separately for border and non-border counties. Methods: Incidence and 5-year survival rates for testicular cancer were obtained from the SEER18 database using the SEER*Stat program following established NCI protocols. Incidence data were compared using Student’s t-test. Age-adjusted 5-year survival and Kaplan-Meier method were used to estimate survival. Log-rank tests were used to compare survival for New Mexico to the remaining17 geographical areas of the SEER 18 and for the New Mexico border counties to the New Mexico non-border counties. Odds ratios were used to compare testicular stage at diagnosis. Cox proportional hazards regression was performed to account for race/ethnicity, and border status. Results: From 2000-2015, New Mexico had a testicular cancer incidence rate of 6.3 per 100,000 people, significantly higher than SEER18 (P<.001). The 5-year survival rate in New Mexico did not differ significantly from the SEER18 (P=.3). Border Hispanics had a lower survival rate than border non-Hispanic populations (P=.03). From 2000-2018, New Mexico had a significantly higher proportion of distant cancers than the SEER18 (OR: 1.29, 95% CI: 1.08 to 1.53, P=.005).Conclusions: The higher incidence of testicular cancer in New Mexico does not appear to have a clear explanation based on the current understanding of risk factors; however, the increased incidence in New Mexico does not appear to be associated with increased mortality. The higher proportion of advanced testicular cancers in New Mexico may represent a delay in diagnosis. The increased mortality rate seen in Hispanic border populations may be due in part to barriers to care.Ethn Dis. 2020;30(2):357- 364; doi:10.18865/ed.30.2.357

Abstract:
In its Nationally Determined Contribution (NDC), Mexico is committed to reducing unconditionally 22 and 51% of its emissions of greenhouse gases (GHGs) and black carbon, respectively, by 2030, with an emission peak in 2026. Additional reductions of 36 and 70%, respectively, are proposed conditioned to support from other parties. In this work, the percentage of reduction to reach the emission mitigation targets that Mexico proposed in its NDC is estimated. The results show that in order to meet its unconditional NDC, Mexico should start mitigation in 2020 with a 1.5% reduction rate until 2030 and a 3.3% reduction rate by 2050, to reach an emission peak in 2023. To meet the conditional NDC, a 3.1% emission reduction rate until 2030 should be applied, with peak emission in 2021, and 5.8% from 2030 to 2050. In none of these estimates an emission peak in 2026 matches the NDC mitigation options. Furthermore, none of the emissions reduction pathways estimated in this study fulfills the conditional or unconditional contribution and peaks in 2026 at the same time. Mexico has a long history in international climate policy and is a key emerging economy among the top 15 highest GHG emitters. If Mexico does not achieve its NDC, the international implications, both political and climatic, could put the NDC model at risk if there are more large emitters that do not comply with their contribution.

Abstract:
Introduction/Objective: Female entrepreneurship is of utmost importance as it contributes to the generation of jobs and to the economic development of countries. Therefore, it is necessary to investigate what are the factors that motivate women to start businesses. The objective of this study was to describe the sociocultural factors and their importance as drivers of female entrepreneurship, as well as the existence of possible differences in these factors among women entrepreneurs in the cities of Saltillo, Coahuila, and Oaxaca de Juárez, Oaxaca, Mexico, during the global pandemic period by Covid-19. Methodology: Eight sociocultural drivers of female entrepreneurship were analyzed. A questionnaire was administered to 74 female entrepreneurs in Saltillo and 72 in Oaxaca de Juárez. Descriptive statistics were used to determine the most important factors as drivers of entrepreneurship. Chi-square and Mann-Whitney U analyses were used to determine possible differences in entrepreneurship factors between the two cities. Results: Family support was the major determinant of entrepreneurship among women in both cities. There is evidence of differences (p < 0.05) between the sociocultural factors that motivated business entrepreneurship of women entrepreneurs in both cities in terms of family background, gender equality, economic dependents, societal recognition, and external support. Conclusions: Women may have similar motives that drive them to start a business, but there may also be some that influence them differently according to the economic, sociocultural context to which they belong.
