ActiveStrategy’s performance management application deploys the widely utilized Balanced Scorecard framework in a dashboard platform designed to align strategy and operational outcomes through all organizational levels. For nearly 5 years, Miami-Dade County has been deploying ActiveStrategy within the broader context of its results-oriented budgeting initiatives. While the county has a long history with output-oriented budgeting, this case study suggests that ActiveStrategy’s successful implementation requires significant time and effort as well as a change of organizational culture. Moreover, consistent with experience in the private sector, the county’s effort may have had relatively unclear expectations for implementation, and the “true cost” of rollout, including the time and labor of county employees, has not been calculated. While this does not diminish the value of implementation, it suggests that return on investment may be primarily intangible—ascertaining if county programs are consistent with the strategic aims of the citizens and elected officials.

Since Hurricane Katrina, a lot of research has gone into improving disaster management through the use of crisis information management systems (CIMS). There has been much interest in how to design dynamic CIMS, particularly with respect to web-based emergency management systems. In the authors' research, they set out to design and develop a distributed web-based training and research tool for emergency managers and scholars. In order to develop their training system, they needed to simulate the CIMS that emergency managers use during a crisis and with which they could run training and research simulations. This raised the question: What exactly is a CIMS, and how does one design one? In order to answer this question, the authors engaged in nine months of field research at the Miami-Dade Emergency Operations Center in Miami-Dade County, FL. Through their field research and the emergency management experience of one of the authors, they identified several additional design principles for CIMS in today's technological and communication landscape. This chapter traces Miami's economic development. According to the U.S. Bureau of Economic Analysis, the Miami-Dade County gross regional product in 2012 was $124 billion, having increased from $40.4 billion in 1982 and $50.9 billion in 1992. The motors of the regional economy are wholesale trade, transportation, real estate, finance and insurance, and health care. Together, these sectors accounted for almost half (48.3 percent) of the regional economy by the second decade of this century. By contrast, the accommodation and food services industry, traditionally associated with tourism, represented just 6 percent of the metropolitan economy. An emerging high-tech sector offers promise of transforming the city into a center of technological innovation.

This chapter takes up a concept that has achieved a kind of keyword status in Cuban American Studies: nostalgia. The chapter tracks nostalgia not as an ambivalent sentiment but as a public form of diversión, paying special attention to a festival held annually since 1999 in Miami called Cuba Nostalgia. Since 1999, Cuba Nostalgia has celebrated pre-Castro Cuba through a combination of spectacle and consumption. Musical genres popular before the Revolution play while businesses dedicated to selling Cuban memorabilia dot the fairgrounds. With the demographics of Cuban Miami rapidly shifting, Cuba Nostalgia offers not only a means for reveling in nostalgic memories of a pre-Castro Cuba but also a nostalgia for nostalgia—a longing for a feeling that could be counted on to rally a community historically fractured across class and political lines. The event is a kind of monument in motion to an idealized memory of a united, exilic Miami as that generation fades. Through an examination of the event’s focus on education and consumption, this chapter theorizes the ways in which generations of Cubans intersect and interact with this narrative of pre-Castro Cuba in order to reveal the transnational and future-oriented stakes of nostalgia.

The third chapter describes the history of Cuban politics in the United States, their recent transformations, and how they have impacted musical production and interaction. The politics and musical prominence of Cuban exiles in Miami has resulted in a range of reactions to Cuban musicians in South Florida ranging from controversy to acceptance. Divisive Florida performances are contrasted with appearances by Cuban artists elsewhere in the country. The National Symphony Orchestra of Cuba’s first tour of the United States in 2012 featured a range of repertoire by Cuban artists, European romantic composers, Gershwin, and more that represented a call for increased US-Cuban musical interaction.

Despite Prohibition, over the course of the 1920s, increasing numbers of Americans, and southerners among them, saw drinking liquor as a modern and pleasurable pastime. Court records indicate significant arrests for drunkenness and court officials reported considerable disdain for Prohibition laws among the public. Many officials were particularly concerned about drinking among the nation's youth. On college campuses in the South, drinking became an expected aspect of socializing as men and women increasingly saw liquor as part of an evening's entertainment. Others travelled to locations like Miami and Havana, where liquor was widely available. Over the course of the decade, drinking became an accepted part of social life, severing the link between temperance and respectability.
