Full textIn France, most movie exptheaters are classified as Art et essai. How is it possible to account for the identity of these screening rooms within a communications framework ? As both a means to implement town and country planning policy and a potential resource for economic growth, the vast majority of Art et essai theaters in Midi-Pyrénées are viewed as local, convenience features. Yet, the convenience Art et essai theater has so far never been dealt with as such within academic analyses. The present research therefore offers a three-step approach to addressing this issue. Appraising the representations construed by the history of Art et essai as a movement allows first to characterize how theaters are run, following a hybrid model combining national-scale arts policy and on-site management, the latter being directly confronted with the particular realities of the terrain on which they operate. A diachronic scrutiny of overall Midi-Pyrénées Art et essai theater stock then allows to a) present how the partakers involved organize, b) point out their role in the setting up of a regional alternate approach to screening and c) exhibit the recent new deal within the power ratio. This genealogical approach which entails integrating evolutions linked with decentralization allows to draw a line amid today's Art et essai theaters, between service providers and project contributors. The results from two separate inquiries are then used to put this very distinction to the test. The first inquiry deals with regional Art et essai theaters' movie programming and the second with assessing the bearing of Art et essai public subsidies within their business model. Ultimately, the generally acknowledge representation of Art et essai's symbolic territory is to be reevaluated to allow for redefining the identity of Art et essai movie theaters as a long-term construct, whose evolution depends on their territorial foothold. Here, territorial foothold does not point merely to their marketing area but the intertwining of multiple dimensions (economic, political, social and geographic) that forms a meaningful and operating framework built both by viewers, theater management and local government

Full textThe prophets representation in South of France between 1000 and 1250 has never been studied before. The previous works on this matter have solely concerned the first Christian Art period or Northern Gothic Art. Despite the creative art of the romanesque art in South of France prophets images have barely drawn interest. The iconographic analysis is made of three parts. It firstly focuses on the study of images prior to one thousand, in order to establish the origins and the reasons of these prophets representations. It is also necessary to evaluate if these romanesque pictures are the translation of existing schemes, or the consequence of a creative desire. Then the analysis focuses on exegetics writings and thoughts of clerical and intellectual circles which have often influenced iconography. Furthermore it was necessary to analyse representation of the religious theatre which sometimes contains prophets processions, ordines prophetarum. Finally, corpus images are studied from a formal standpoint and also through the analysis of different iconographic programs that surround the prophets representations, allowing to express multiple symbols that are contained in these pictures

Full textHas romanesque iconography of the central part of the pyrenees (comminges, couserans, pallars and ribagorza) any specificty which could be related to its geographical mountainous situation, its economical and political independence during the eleventh and twelfth centuries? or is it just an epigone of its brilliant, wealthy and powerful neighbours (aragon, catalunya, gascony,toulouse)? this question is the underlain to the study presented, study which is made of : a thorough inventory of the romanesque remains and churches of this area (over seven hundred are listed) and of their iconography : a study of the main themes (chrismon, majestas domini and majestas mariae, college of apostles, scenes from the life of christ and from the life of saints, temptation and redemption, pagan local themes, antique stones reused) ; the presentation of the geographical, historical, social, religious and artistic context ; the search of the meaning and of the outcome of the images ; an analysis of the cross influences with the neighbouring regions. As a result, the answer to the initial question is balanced : the central part of the pyrenees innovates around eleven hundred, but it becomes subordinate as the twelfth century goes on, except in a few marginal cases. Aside skiful masterpieces, a local art with pagan reminiscences arises lately. And in the thirteenth century, all creative springs ran dry. The region ignored the gothic renewal. Finally, the central part of the pyrenees appears to be rather specific : romanesque iconography has known a golden age (during which a couple of very interesting, important paintings and sculptures were realised) but for a very short period of time

Full textThe interwar years in France witnessed a revival of sacred Art. After the 1905 law on the separation of Church and State, the Church had to reorganize and renew its spiritual message and reposition its action in the context of a changing society. The creation of religious art workshops as well as the launching of the Parisian “Chantiers du Cardinal”, initiated by cardinal Verdier, supported by a number of reviews such as L’Art Sacré, gave a new impulse to the production of religious art. The diocese of Bayonne took a full part in this initiative. It was keen to contribute in original and dynamic ways to this new direction and tried to include regional elements and in particular features reflecting Basque and Bearnais identities. The joint work done by bishops and priests involved in building churches, architects, glassmakers and mosaic artists, painters, sculptors and even goldsmiths, shows how well-established and even conventional designs were revisited to produce an art which hesitated between daring innovation and compromise. Indeed, the sacred art of the diocese of Bayonne was marked by a mixture of tradition and renewal, regionalism and modernity

Full textAttracted by the artistic emulation and the possibilities offered by the French art market, nearly all Catalan artists of the late nineteenth and early twentieth went to Paris, in a broadly international movement. This essay mainly focuses on the mobility of artists, on artistic and cultural transfers, and on the reception of artworks. How did these artists integrate into the Parisian artistic milieu at the turn of the century? How did living in Paris affect their artistic production? And, alternatively , how did their presence affect the Parisian artistic landscape? Thus, joining the current concerns about transnational artistic relations, this work aims to fill a gap in the historiography of contemporary Catalan art and of the artistic relations between Catalonia and France. By providing a fundamental role to the critical reception, this work throws light on how the international capital of art - that was Paris - reacted to the integration of these foreign artists and to their work

Full textTowards the year thousand, the religious, social and political context favours the emergency of the devil's image. The eschatology is heavy, the Church becomes threatening, and its speech is founded on the hell fear. On and after this period, different artists, essentially sculptors, try to retrace the physique and the personality of this creature. The expression of its anthropologist form is really going to explicit and light up. All this is so ambiguous, the devil is so horrible that it becomes difficult to represent. It's only vision may be dangerous, sometimes mortal. Its image is paradoxal, no one sees it, and nevertheless everyone should recognize it. This complexity, between its definition and its representation, brings out three properties used to show its demoniac character and to make its portrait: the aggressivity, the abnormality and the immateriality. The sculptures' analysis of the South of France and the North of Spain allows exploring three specificities: the interpretation of each detail becomes important in the signification of the devil's image. This enigmatical being fed the imaginary of the people from the 11th and the 12th century. The artists endeavoured to intensify it's malefic by the ugliness, the deformation, but also the bestiality. Symbol of the very evil, the devil is its incarnation. Giving offence to the devil, the artists wanted to win it over and, in a way, to get it under control. Abject and mysterious at the same time, this strange creature is the representation of their fears the deepest and of their unconfessed phantasms
Hacia el año mil, el contexto, tanto religioso que social y político, favorece la emergiancia de la imagen del diablo. La escatología es pesada, la Iglesia se vuelve amenazadora, funda su discurso sobre el temor del infierno. A partir de este período, diversos artistas, esencialmente escultores, se esfuerzan de describir el físico y la personalidad de esta criatura. La expresión de su forma antropomorfa verdaderamente va a precisarse y desarrollarse. Emana de ella una ambigüedad, el diablo es tan horrible, que llega a ser difícil representarlo. Sólo su visión puede ser peligrosa, a veces mortal. Su imagen es paradójica, nadie lo ve sin embargo todo el mundo debe reconocerlo. Esta complejidad, entre su definición y su representación, hace resaltar tres propriedades utilizadas para designar su natural demoniaco y para elaborar su retrato : la agresividad, la anormalidad y la inmaterialidad. La análisis de las esculturas del Mediodía Francés y del Norte de España permite de explorar estas tres especifidades ; la traducción de cada detalle aparece importante en la significación de la imagen del diablo. Este ser enigmático ha alimentado lo imaginario de los hombres del XI y del siglo XII. Los artistas han buscado a intensifiar su maleficio por la fealdad, la deformación, pero también por la bestialidad. Símbolo mismo del Mal, el diablo es la encarnación de el. Formalizandolo, los artistas han querido canalizarlo y en una cierta medida dominarlo. Abyecta y misteriosa a la vez, esta extraña criatura es la representación de sus temores los más profundos y de sus fantasmas no confesados

Full textWith its 9940 engravings established on forty sites, the Cerdagne possesses a corpus plentiful enough to approach the problems of chronology which arise with this type of vestiges. The most ancient engravings date from the Iberic period in the end of the 3rd century BC, with writings as chronological tracers. The central Middle Age is also perfectly recognized thanks to the clothes and weapons of men and the harnesses of animals. The chronological approach, also has to take into account the phenomena consecutive to the duration of sites. Some of them indeed, show nearnesses or even mixing of motives, a priori from different periods. Envisaged like markers of territory, the sites can be understood according to their relations with specific points of the landscape. Finally, this approach on the specificity of the places of engravings can back up or at least allow to define better a symbolic approach

Full textThe survey of the ceramics proceeding of archaeological excavations of the region Midi-Pyrénées tries to pass the setting strictly specialized of the ceramology. Ceramics constitute a privileged document on the daily life of Dark Age then. Preceded of an historiography of the medieval archeology in this region and some presupposed scientific who in ensues, an inventory of the susceptible sites of having delivered some ceramics of high Middle Ages are achieved. From the observation of a ten of collections, a method of survey is proposed, taking biggest possible number of descriptive and analytic criterias in amount. The data are then stocked and treated by data processing. The exploitation of the results divides in several chapters: - an evolutionary chronotypology some ceramics (from VI to XII centurie). - The evolution of the fashions of manufacture (convenient of the tentative archeology and some ethnological observations, of utilization (alimentation, storage) and of deposit (burial, pit. . . ). - Some comparisons is led between these ceramic and those found in the remainder of the Gaul and a part of the Europe. They allow to replace the regional specificities while writing down them in a more general evolution, active of the end of the antiquity to the first centuries of the medieval expansion

Full textThe present research, by taking the case of the mid-sized cities of the region Midi-Pyrénées (France), attempts to describe the mechanisms of construction and production of local security policies. By combining the systemic and strategic approaches, this research brings elements of understanding about the references and the representations which drive the implementation of such local policies. Concrete cases illustrate the various stages of this process of construction, gives to know about various manners the actors of the local systems of public action of security understand and use the concepts, tools and methods defined in the national, even international level. The systematic round trip between reports of ground and theoretical elements allows revealing some attitudes developed by the concerned actors, and some myths which go through local systems. The grounded approach, also allows to formalize several typologies of actors, but also to know various dimensions which come in the composition of the local systems. The ground reports also gave the occasion to list certain obstacles to the realization of these local policies, but also the attempts and the means mobilized by certain members of the local systems to overcome

The first is the identification and characterization of assessment practices, the second seeks to highlight the role played by the assessment practices contextualized in the professionalization process. The empirical inquiries, conducted among managers for social educational structure in Midi-Pyrenées, come within the framework of qualitative approach for collection and data analysis. In this perspective, we mobilize mainly the research interviews. The data are analyzed using several methodologies combined of speech analysis. The results highlight the professionalization process introducing by the assessment practices contextualized and more particularly those which are made in reference on the three relevant sociological levels of the social educational responsibility

Full textThis thesis focuses on the enhanced promotion of the the French Pyrenees’ marble heritage through the use of mobile technologies. It aims to question the role of the art historian in the development of these activities on such territories. The quarrying of these Pyrenean marbles, a valued geological resource, dramatically transformed the makeup of mountainous landscapes and shaped the architecture of royal palaces; these marbles are an integral part of our heritage, in both tangible and intangible forms. Their promotion is multifaceted, invoking our perception of the landscape, of sustainable development, and of the concept of terroir itself. From a heritage point of view, mobile technologies offer new channels for cultural mediation. They therefore open up new avenues which can be seized upon by those involved in the promotion of this patrimony. Thanks to the support of Camineo, a company specialising in the interpretation of the marble heritage through mobile technologies, two projects were led in conjunction: one in the Pyrenees and the other on the Domaine du Trianon in Versailles. This has enabled us to question the contribution of history of art in the production of outreach material about this heritage, and more generally, on our perception of the environment

Even in regions less industrialized like Midi-Pyrénées, women's work becomes very important and concerns many different factories unfortunately, as in the other places, women's working conditions are very bad and unhealthy. That is why, at the end of the XIXth century, parliament decides to protect women's health at work. Many different laws try to reduce working time and to improve the working conditions. But, in reality, the evolution of women's working conditions has to face lots of problems. The French state hesitates in fact to organize a real protection. Little bosses, judges, and local authorities are against this protection too. Women themselves don't fight in order to improve their situation. Therefore, before the Second World War, and after ninety years, women's health at work is still very bad in this region which is not a big industrial centre

Full textThis thesis explores the world of fairs and markets around toulouse between 1750 and 1914. Their institutional organization is studied; the stability of the regional network is advanced as is the explosion of the number of fairs after 1870. Their economic role was not limited to the marketing of agricultural production; the service sector was well represented. Conflict was not absent from the market place; problems relating to food supplies were frequent until the second empire; liberal ideology met with heavy resistance before slowly imposing its limited view of government action in the grain trade. Access to the market sometimes caused trouble as market dues were disputed or as changes were forced upon local populations as with the revolutionary calendar. With the second republic, the market place became an arena for political expression; candidates for elections had to meet voters there. The social life of fairs was intense; people met there, entertainment was everywhere, violence was never very far away. Going to the fair could be dangerous; one had to be strong and wily. Far from disappearing during the 19th century, markets, and especially livestock fairs, continued to attract large crowds and to be important economic and social events

Full textThis is the analysis of a regional project for the development of integrated fruit production pest control in order to explain the problems of circulating alternative techniques to the intensive models. Introducing the impact of the resource, a phytoseid predatory mite which is the pest control mainstay, is the means to consider the technical strategy from a double point of view. First, as a protection strategy which mobilizes a selection of identified resources in the orchard field, implying constraints that should be seen as a means of improvement (the intervention of the phytoseid predatory mite), and secondly, as a distribution strategy that mobilizes the levers of change in order to bring about the adoption of the new technical logic. The margins of progress for technical adaptation are evaluated by using pest control against the proliferation of acarids as an indicator. The choice of the resource-species is validated by research, but control improvement can rely on various ecological levers of the orchard universe dynamics, whereas these are taken into account as dissociated elements in the technical representation. The object of circulating technique, and having it taken inti account as a strategy for the network, induces one to simplify the message circulated. This is one with the object of making it easier for producers to have access to it, but also to obtain an agreement on a unified strategy on the part of the operators of regional production organizations. The fact that farmers' various practices and needs have been taken into consideration, explains why an identical system of evaluation between resources and constraints does not meet the diversity of appropriation modes, which are links up with the concepts of the profession, and leads to under valuation of the dynamics of different environments. The interpretation showing the difficulty there is an articulating between vertical approaches by product groups and transversal approaches of distribution and precautions is confirmed by the analysis of experiences made in other fields. Analysis of the levers of change on the part of orchard growers shows that they need to make their own evaluation of the levers that con be mobilized in order to become autonomous

Full textLocal and regional authorities in France have a long history but their place within the state has been significantly and sustainably strengthened as from 1982, due to the ‘devolution laws’. They acquired a greater legitimacy, a wider competence and more appropriate means of action. A new step forward has been taken on 28th March 2003 with the constitutional law on the decentralised organisation of the Republic, which is considered as being the ‘second act’ of devolution. This constitutional revision was followed by several ‘organic laws’ and notably by a law which transferred new competencies to the local and regional authorities. A region is a local authority which is especially responsible for the economic development as it has competence on economic and equipment planning. Indeed, after a trial period in several regions, regional transports, especially rail transport modes, have been transferred into the ambit of their competences (regional express trains’ network – ‘TER’). Since 2002, the Midi-Pyrenees region is developing an ambitious policy regarding railways; for this purpose, a ‘rail plan’ has been adopted, representing a total investment of 820 million Euros. Regarding its vast territorial expanse, it would be relevant to examine whether the Midi Pyrenees region ensures an equal access to railway transport modes to the different categories of its population, and an equal access to its various territorial components thanks to its railway transport modes. This thesis will put forward the proliferation of regional public initiatives implementing the territorial equality principle in the field of railway transport modes, and will also analyse the choices as well as the existing legal and political instruments regarding the accessibility of the region’s territory

Full textMy doctoral thesis entitled Comics in Midi-Pyrénées: the local "Bubble" from 1970 to 2008 is divided into three parts. The first part is about French comic strips at the beginning of the 1970's, when Haga fanzine (a short name coming from Haute-Garonne) has been created by the Friends of Comic Strips' Association. That fanzine, edited by Jean-Claude Faur and Jean-Paul Tibéri, has been at the root of the Toulouse National Comics Convention, which took place between 1973 and 1981. The Toulouse Convention started a year before the first Angouleme International Comics Convention, which took place in 1974. The latter welcame the most famous authors at that time: Tardi, Mœbius, Gotlib, Saint-Organ, Fred, as well as all the new local authors scriptwriters about to become famous too. The second part shows an overview of the Colomiers Convention, which is the second meeting around comics after the one in Toulouse. In order to do that, I refer to its history, its net of partners and speakers, and the exhibitions organized by the Colomiers Comics Department. Pedagogical and school initiatives around comics and new authors' works lead to an overview of local fanzines about comics from 1970 to nowadays. The third part focuses on the commercial sides: the different contributors of the economic sector of comics and the spreading of the 9th Art. Then there is a list of comics' editors, galleries and specialized bookshops in that area. The final chapter deals with some meetings with the main protagonists, drawers, scriptwriters and their work, as well as an overview of the local culture regarding comics and the production of comic books referring to a local, geographical and patrimonial history

Full textUrban sprawl is a fast, low density, and low regulated spatial growth of urban areas. Sprawl impacts surrounding farm systems through an increasing competition for land and increasing land prices that represent prohibitive entry barriers for farmers to enter the agricultural sector. Speculative behaviours also induce land retention that constrains periurban farm growth. Nevertheless sprawl is also associated to new opportunities such as income diversification. In this context, we assess farm structural change dynamics that could emerge from periurban environments. Two complementary approaches are used. First, an econometric analysis is carried in order to figure out drivers of farm size and farm size growth in the Midi-Pyrénées region. Data are provided by the 2000 farm general census and the 2007 farm structure survey. Results are similar to those provided in the literature: farm structure (initial size, farm type, and farm legal status), farmers’ characteristics (age, specific human capital, gender, off-farm job) have a significant effect. Moreover a variable designed to indicate whether farms are located in urban, periurban, or rural areas also exhibits significant effects. Second, an agent-based model, AgriPoliS, is used to simulate the structural change of periurban cash-crop farms in Lauragais until 2030. Based on results provided by the literature, the intensity of sprawl is assumed to be modified through variations of operational production costs. Results show that, on the long run, farm exit rate slows down with increasing operational production costs. Farm agents adapt their farming systems i) by modifying their crop mix, substituting high labour demand crops by lower labour demand crops and ii) by allocating a larger share of family labour to an off-farm activity. The size catch-up effect observed in the econometric results is not confirmed by the results of the simulations. Nevertheless, the current version of AgriPoliS makes us moderate these results. Consequently, propositions are made in order to extend the model by introducing an agent City that would represent urban consumers competing for agricultural land with farmers

Full textThis work deals with the way distinctions are made between artists in gaining recognition. Its scope is the Midi- Pyrenees and the main characters are the artists living and working in this region. We will try to understand how artists build up careers which keep a more or less important distance with the dominant qualification circuit. The socio-historical analysis of the regional artistic life reveals two art worlds - a traditional one and a contemporary one - and for each of them a corresponding type of career. If the characteristics of these two worlds are close enough to the analyses made by r. Moulin on a national scale, the analysis at a regional level shows that an intermediary zone exists the nature of which is ambiguous. The specific forms of organization of this in-between area and the specific use made of it by the artists show that it is an evolving world. After dealing with the problem of the construction of recognition as a result of a collective build-up, the second part is dedicated to the recognition as a process in which the artist participates. The analysis aims at describing the procedures by which the artists get into contact with art professionals. The question of recognition thus posed ranks the artists among the work's first mediators and shows the way in which they participate in the collective construction of the talent attributed to them

Full textSuccessive CAP reforms over the last 20 years have led cash crop farmers to be more exposed to the volatility of commodity prices. In this context, marketing contracts offered to farmers are important instruments to manage price risk. The first part of this thesis aims to identify the determinants of farmer’s choices among the three main existing French marketing contracts. To accomplish this, an extensive literature review on the determinants of marketing contract choices in agriculture is undertaken. In a second chapter, econometric results from an empirical study on cash crop farmers of Midi-Pyrénées are presented. Among others findings, the results show that storage contracts as well as forward contracts are used in connection with farmer’s price expectations while pool contracts are used for price risk mitigation considerations. The second part of the thesis aims to analyze and evaluate the role of marketing contracts as risk management tools and to study the interaction between marketing contract choices and production decisions when price risk increases and direct payments are reduced. Firstly, a literature review on interactions between production decisions and marketing contract choices is undertaken. Subsequently, we demonstrate, in an analytical model, that both production decisions and marketing contracts decision are impacted by risk and agricultural policies. A multi-periodic mathematical programming farm model, applied to the case of a farmer from Midi-Pyrénées, is then built. It assesses the consequences of several scenarios on both production choices (crop mix and technical choice) and marketing contract choices. It is shown that the use of marketing contracts by farmers can also help them to use low input practices which are more risky than conventional ones

Full textThis research was founded on the archiv of Midi-Pyrénées. It is including the period lasting from 1848 to 1914 and concerns the social protection. In the nineteenth century, it doesn't exist any compulsory system to limit the consequence of illness, accident, disability and old age. Therefore, people tried to join within friendly companies that might be compared to ancient professional corporations. They were providing assistance and financial support. At the same moment, the State used to intervene in that domain of social protection at two levels. First, the parliament promulgated two laws for peculiar professionnals : the law of 29th june 1894 about the office of assistance and pensions of miners and the law of 9th april 1898 concerning the victims of an industrial injury. Secondly, the State has to intervene in a sector where the voluntaris society were powerless. The law of 5th april 1910 about working class pension was promulgated introducing the first compulsory insurance system

Our research relates the definition phase of the international requirements to both the environment of the SME and to the contents of these requirements. This work contributes to the design of a method defining information systems for CI systems (MEDESIIE). This work is more specifically focused on : 1)the definition of typical profiles for SME, 2)the identification of the types of requirements in CI for the leaders of SME, 3) and the identification of existing correlations between these requirements in CI expressed by the leaders for SME on one hand, and the "objective" characteristics of their enterprises, on the other hand. The reference period corresponds to the 1969-1978 decade ; the selected months are : november, december, january, february and march. The first part describes the aquitaine countryside, summarises the different courses of contemporary climatology and describes the method used. The second part examines all the circulations and the most frequent structures and finally the weather produced by these factors. Northern air currents and anticyclones are not sufficient to produce numerous frosts ; the days with precipitations result above all from weak circulations linked to transitory situations. Weakly active central zones are most frequently observed. The third part insists on each month and underlines the main characteristics of each winter of this relatively mild decade. With the aerological data, the differences are small from the ocean to toulouse, but this homogeneity is not found in the climatological data, as local conditions, such as temperature differences, must be considered as well as the trends from west to east, such as rainfall

Full textThe recent evolution of the industrial world has resulted in changes in the role of engineers for whom communication skills are increasingly necessary. Moreover, communicating at an international level implies a command of English. This new dimension must be taken into account during their training. By means of questionnaires sent to INSA graduates the situations in which an engineer needs to use English were identified. An analysis of these situations established the skills and qualities required. After a comparative study of English courses in the engineering schools of the academy of Toulouse which underlines the constraints, motivations and pedagogical approaches in practice, recommendations are made in order to adapt them to the new professional needs of engineers. The English curriculum should be built around three poles : the study of the language, the preparation of professional tasks and the development of personal qualities which facilitate international communication. Examples of appropriate activities are given to illustrate the preparation of these three interdependent aspects

In order to get resocialized, the newcomer will have to adopt beside their own the social and cultural codes as well as the language of his host country. We chose to analize the discourse of a hundred foreign people originating from five different countries: Cambodia, Colombia, the United States of America, Russia and Turkey. The first purpose is to analyse and to explain this process by describing recruitment practises in organizations and by objectivizing the determining criteria of recruitment decision. The second purpose is to ask the part and the social usefulness about the recruitment process by taking an interest in the meaning that actors give to it. The empirical investigation has been made in the building trade in a local area (Midi-Pyrénées) with 150 professionnals who realise the recruiting and 150 candidates. The methodological approach is a combination between different tools of collection and treatment of datas. Particularly, we used an application based on fuzzy logics which allow to take account of individuals ‘s subjective representations. The study shows the recruitment process is determined by the effects of structures and determinisms, as notably the part of training system. Nevertheless, the recruitment process gives to individuals a social experience through they build up their own and private trajectory

Full textThe Garonne Basin is the axial geomorphological entity of the Aquitain. In recent years, the middle valley of the Garonne River has been greatly revised. New sites and indications, particularly from the Lower and Middle Paleolithic, have thus been discovered and studied. The lithic industries yielded by these operations now provide us with robust reference bases, finally allowing comparisons of the behaviors of human groups during the Middle and Upper Pleistocene. It has been shown that the occupations were mostly multi-functional residential and are usually located as close as possible to the edges of terrace cuts. Geomorphologic and stratigraphic studies, along with the first dating elements and their correlations, allow the proposal of a first chrono-stratigraphic and chrono-cultural scheme, integrating the Midi Toulousain region in the general context of the occupation of Europe. It is possible that occupations of the Garonne valley by Acheulean groups did not become permanent until oxygen isotope stage 12. It has been shown that Upper Paleolithic and Late Middle Paleolithic occupations were almost totally absent, other than a few rare elements corresponding to temporary climatic warming periods. We thus deduct that environmental factors, which were harsh during glacial periods, rendered the Garonne valley particularly inhospitable, pushing prehistoric populations into the more protected areas surrounding the valley (karst). By projection, it is imaginable that the same phenomenon occurred during earlier glacial phases. The Garonne valley would therefore have alternately constituted a hub favoring circulation and a frontier limiting north/south contacts, depending on the succession of environmental conditions during the climatic fluctuations of the Pleistocene

Full textCan cultural actions be evaluated? Are audits and case studies, cultivated by sociologists, valid? In the present study we entend to use systemic theory to explore the concept of comparative public policies. We will measure with more precision the actions engaged and the achievements they allow. A field study gives us the raw material for selecting the indicators of means and results and, at the same time, gives a more qualitative view of measured data. Statistical analysis (main components) is applied to the data. We then present, starting from constructed indexes, a chart representation of the production of cultural actions which synthesizes the position of each one of the cities regarding allocated subsidies, achieved results and the average performance observed in the sample. The interpretation of the first conclusions compels us to re-examine the comparative value of the indicators: to what extent can we effectively observe causual relations and ignore the history, the milieu or, also, the methods employed? After the evaluation, an analysis of the parameters of policy production is necessary: the local history, the public concerned and the modes of management. A description of the environment shows a great variety of individual situations along with a true permeability of cultural policy to these factors

Full textEven though energy policymakers were novices when wind power was introduced in the Midi Pyrenees region, the situation had changed when the photovoltaic was implemented. The new challenges policymakers experimented about the wind power and their opponents, the wood energy and the primacy of the wood's industrials, the photovoltaic and the preservation of the agricultural lands, fostered their learning and gradually lead them to change their perception of inherent issues. The coalitions forged between technical experts and policymakers unbind along the progressive empowerment of the formers. Shared between different forms of knowledge, however, the resources needed to implement renewable energies projects cannot be reduced to the technical dimension. Local knowledge and engineering knowledge increasingly compete with expert knowledge. This evolution corresponds to a policy arrangement change. Since the dynamic but also the elements that compose this political system change, a new reality gradually emerges. This whole process will be the main concern of this thesis. We will finally notice that there are some differences between the implementation of these renewable energies among the territories but also among the three forms of renewable energies we analyze. This means that although renewable energy policy are based on interactions between actors' resources, discourse and rules, they also emerge from the action of intermediates actors, and from the characteristic of each territories in which they are implemented

Full textWe have studied the process of professionalization of trainers in social/professional integration (TSPI) as a mechanism of social differentiation, which has provided a good basis for comparison and has led to useful category-specific classifications. Our first investigation into the Midi-Pyrenees administrative region of France (10 interviews and 357 questionnaires) has allowed us to focus on the occupational class of TSPI. This class shows similarities and differences with the generic group of “trainers”. We have also observed a contradictory tension between two dynamics of professionalization: individuals tend to look alike more and more as their job routines and their functions are stabilizing, but they also tend to adopt a variety of job titles. It seems that his occupational class has been weakened by the proliferation of job titles, a clear sign – we think, of how hard it has been for them to stand up and be recognized as genuine professionals belonging to one single and identified line of business. Two focus groups, in relation with working and unemployed TSPI, have confirmed the following assumption: a process of professional differentiation operates when professionals share a common standard, made up with professional representations related to the justification of their job routines. This differentiation has also carried out functional identity-buildup and specific knowledge-acquisition processes specific. Thus the proficiency of TSPI consists in dealing with disadvantaged people through multiple approaches and methodologies. Full textFlexibility appears as a notion the significance of which is widely acknowlegded: it has been the subject of various and mostly functional approaches. Suggesting a synthetic measure remained to be done in order to make this multidimensional concept operational and check the validity of this measure. Such is subject of the present survey. After showing the interest of the firm flexibility-environment turbulence relation, a theoretical pattern likely to supply an overall measure of flexibility is suggested. This pattern is the subject of an empirical test concerning forty three small and medium size firms representative of aircraft subcontracting in midi-pyrenees. It enables for each of them to obtain a comparative score of potential flexibility at a "t" date. Once the measure is calculated, it is compared to various quantitative as well as qualitative criterions of performance covering a (t+2) - t period. Once the whole there seems to be a positive relationship between the level of flexibi- lity measured by the potential flexibility for "t" and the level of performance registered over the following period for these small and medium size firms with such a turbulent environment. Full textThe purpose of the Green and Blue Corridor (so called TVB) public policy, laid down in France at the “Grenelle de l’Environment” and established in 2007, is to contribute to the preservation of biodiversity by enhancing and/or restoring ecological continuity beyond the protected areas, in spaces of common biodiversity including rural, suburban and urban areas. This work questions the appropriation of TVB by local stakeholders and the consequences of its implementation in structuring territories. Our approach is based on qualitative surveys conducted together with territorial authorities, local elected officials, farmers and private individuals, in three zones of the southern Midi-Pyrénées Region. It has been shown that national TVB scheme, supported by an homogeneous and very institutionalized frame at national and regional levels comes in a range of adaptive situations in the territories. Moreover the construction process of TVB at the local scales remains confined to political and technical spheres of State and local authorities: local stakeholders, elected but mostly individuals (farmers and private people) are not very involved. Nevertheless these stakeholders are interested by the biodiversity matter, less through political or scientific discourses than in links with their own experience of biodiversity. Furthermore convergent aims (landscape, socio-economy and ecology) around TVB can facilitate its local setting up, because from spite of their diversity stakeholders share common action concerns, even if it is for different reasons. Finally, the study highlights the interest of knowing and considering motivations and constraints of local stakeholders in the TVB implementation plans, in order to root and perpetuate the TVB at the local level of the territories

Full textThis thesis investigates the determinants of cultural heritage tourism development. Part one is devoted to the notion of heritage, as well as economic issues related to its valorisation. Part two provides a theoretical and conceptual framework that takes into account the specific nature of heritage, and addresses heritage market mechanisms through the notions of absolute and differentiative advantage. Special attention is also being paid to heritage activation process. In part three, this research questions the relationship between cultural resources of outstanding universal value, valorisation through a proven labelling strategy (or at least portrayed as such), and major tourist attraction status, through the analytical lens of UNESCO world heritage list. Econometric modelling is then employed to study the relative contribution of keys cultural heritage features upon tourism and socio-economic performance at the Midi-Pyrénées’ cantonal scale. Our results show that heritage’s potential impact on tourism development is strongly related to its own intrinsic cultural value. However, the real impact of heritage depends more on the way resources are being used, and on the economic environment in which these resources are being brought into the market. Even though labels hold a central position in tourism development policy, the tests we conducted do not provide any conclusive evidence of a quantifiable economic impact. Labelling strategies may act as a catalyst for tourism and economic development, yet expected benefits remain highly contingent upon the sites’ pre-labelling economic profile, as well as the nature of the interventions that accompanies designation

Full textOur aim is to understand how and why xenophobia, that is to say hostility to foreigners, increase between 1880 and 1914 in the "wine south" - a phenomena already observed elsewhere in France. The "wine south" refers to a region between Rhône and Pyrénées, wich has been characterized by the growth of intensive wine culture during the second part of the nineteeth century. Although immigrants are not numerous in this region, compared with other parts of France, we have noted arounf fifteen xenophobic demonstrations and violences against Italian and Spanish workers between 1880 and 1914. Using a sociohistorical approach, we have studied the increasing weight of the national logic in structuring both public speech and state action. The 1880's mark a turning point : whilst the nation-state becomes stronger and the economic crisis is worsening, new local protagonists in the public sphere, especially radical and popular regional newspapers, politicize issue of the foreigners. The local administration adopts the first safety measures targeting foreigners and supports national work's protection. All this is reinforced during the 1890's, wich explains the growing xenophobia among workers, whether skilled or unskilled workers, uprooted or established, in rural or urban areas, who attack immigrant to show their anger and to be listened. But in 1904, the spread of strikes uniting both national and foreign farm workers changes their relations, even if those strikes are thwarted by a movement of defence of the "wine South". Two movements now exist at the same time : a xenophobic movement and a worker solidarity movement
