Cette thèse avait pour but d’examiner les significations et la nature de la « politique migratoire » et d’en proposer un cadre théorique, tout en effectuant une analyse globale de la politique d’immigration de la Deuxième République de Pologne (1918-1939), à l’époque un État multilinguistique, multiconfessionnel et multiculturel, qui est (ré)construit à l’issue de la Grande Guerre. En s’appuyant sur les méthodes qualitatives et sur l’analyse de contenu d’archives ou de sources primaires imprimés, en tant que notre méthode d’analyse des données, nous visons à étudier les questions suivantes: dans quelle mesure la politique d’immigration fait partie des politiques publiques d’un État et sert d’instrument pour la construction de l'État et de la Nation, mais aussi comment l’État protège ses citoyens à l'étranger ? Quelles en sont les origines et comment l’État construit sa politique migratoire ? Est-elle constante ou évolue-t-elle - et le cas échéant comment ? - en fonction du temps, du régime ou contexte politique (démocratie parlementaire, régime autoritaire, ou la montée des tensions précédant une guerre) ? Quelles sont les interactions entre la politique migratoire, la politique étrangère de l'État et les relations internationales et quelle est l’imporance des accords bilatéraux sur la migration en tant qu'outils juridiques internationaux ?<br>The objective of this dissertation was to investigate the meaning and nature of ‘migration policy’ and give it a theoretical frame by conducting a global analysis of the migration policy of the Second Republic of Poland (1918-1939), a multi-linguistic, multi-faith, multi-cultural Polish state ‘(re)established’ after the Great War. Using qualitative research methods and applying the content analysis of archival sources and other primary printed materials as our data analysis method we aimed to investigate: the extent to which migration policy is a public policy of the state, a tool for the state and nation building and how the state protects its citizens abroad; the origins and construction of the state migration policy and the extent to which it is a constant policy and if/how it changes over time in different political scenarios: parliamentary democracy system, authoritarian regime and in the years of growing military and political tension preceding the outbreak of war; the interactions between migration policy, foreign policy of the state and international relations, as well as the meaning of bilateral migration agreements as international legal tools

<p>“Unemployment is a restriction of people’s social</p><p>networks and the feeling of participation in the society”</p><p>-Marita Eastmond & Lisa Åkesson</p><p><strong>Abstract </strong></p><p>The main aim of this study is to discuss integration in the labour market by analyzing and discussing a governmental Proposition and a Pilot Project as well as the results of the field work herein carried out. In order to understand how integration in the labour market occurs and to provide some suggestions to improve the governmental documents, the concepts of securitization of migration and transnationalization of migration were used as analytical frameworks. The Pilot Project chosen is <em>Pilotverksamhet med etableringssamtal och etableringsplan – Uppdaterad projektplan med mål och riktlinjer för den utvidgade försöksverksamheten </em>based on the Proposition <em>2009/10:60</em> ”<em>Nyanlända invandrares arbetsmarknadsetablering – egenansvar med professionellt stöd”. </em>The research questions are 1) which questions are left aside from the Proposition and which are possible suggestions to the questions found? 2) How are the interviewees and the Pilot Project/Proposition affected by securitization of migration and transnationalization of migration? Furthermore, suggestions to improve the proposition were discussed. Interviews with primary and secondary stakeholders were also carried out. This analysis was carried out together with the results of the field work in Kronoberg (focused on residents of Araby, Arbetsförmedlingen and Växjö Kommun) in the view of the concepts of securitization and transnational migration issues. The method of this research is qualitative with an abductive approach. The result of this study indicates a number of issues to be improved in the Proposition document before the law be promulgated by the government, as well as some issues that hinder the integration process of the primary stakeholders. Abstract:
This paper presents results from a survey of industrial policy of the state and the social security system at the corporate level in Poland. Previous reports in this area indicated preferable directions of research to be taken in order to prove various hypotheses of the purposefulness of an integral approach to industrial policy and social security in the analysis of economic processes in transition (see Weikard 1997). This paper summarises the results and draws conclusions from a questionnaire study on subsidies, social benefits and economic policy in Polish firms during the process of transformation. Our results and conclusions show the scope and character of the processes in the area of industrial and social policy in the period 1994 to 1997. The paper is divided into five parts. The first part concerns the aims and methodology of the questionnaire; it also gives a brief description of the sample. The second part shows how enterprises dealt with the issues of employment and wages in this period. The third part characterises industrial policy at the corporate level, while the next presents results from the survey of various social schemes pursued. The final part aims at an integral approach in the analysis of various processes taking place in Polish enterprises. The survey was conducted in the period April to June 1998. Its aim was to observe certain phenomena occurring at the corporate level. The questionnaire was distributed among the managers, directors and presidents of large-size enterprises, which had been selected to satisfy the following three criteria. Firstly, the number of employees had to be considerable (over 300 workers). This criterion was applied following the consideration that certain social phenomena are more conspicuous in enterprises with large manpower. Secondly, only operating enterprises were selected, the enterprises which closed down were disregarded. Finally, for the purposes of the survey the units differed as regards their legal situation and form of ownership. Out of over 1800 enterprises 370 units were drawn where we sent the questionnaire. Unfortunately, as many as 51.9% of the respondents refused co-operation, questions to a certain extent puts the representativeness of the sample in question. Finally, 178 questionnaires were subsequently completed and returned for analysis. However, not all of these questionnaires included full answers to all of the 75 questions; therefore, while discussing the results of the survey we have indicated the number of relevant answers we have received.

Migration law and policy are clearly committed to the state (and its citizens) at the expense of the migrant. Receiving societies regard the migrant as a threat to the order and unity of national identity but the migrant is, in fact, also constitutive of that order and unity. This reveals a paradoxical relationship of the migrant to law. Questions of identity and alterity occupy a pivotal place in investigations related to the treatment of the migrant subject. Identity is a construct which is indeterminate and relational. This construct of the migrant brings to the fore the dependence of the migration system on the image of the migrant as repressed and marginalized. Within the international legal system, definitional discourses regarding forced/voluntary migration also have serious identity and policy related implications. The exclusion of migrants who does not fit within the narrow “boxes” of international migration law occurs precisely because international law cannot develop its ideal self-image without a caste of international refusés. Like the nation-state, international migration law achieves parts of its legitimacy through exclusion. International migration law also provide an escape mechanism which the state can access in order to advance its political goals. Both domestically and internationally, migrants are subjected by the legal discourse on migration to a form of violence which suppresses their humanity. Migrants are commandeered to help constitute the identity of international law and national societies. This de-ethicalizes the relationship with the migrant by negating the migrant’s autonomous nature. It therefore becomes necessary to introduce the ethics of alterity in law and to move the migrant back into the centre of the migration discourse. A significant way to do this is to be aware of the violence which is perpetrated upon the migrant and to work towards the elaboration of a less state-centred system open to constant reconsideration.<br>Le droit et les politiques migratoires servent de manière délibérée l’intérêt de l’État (et de ses citoyens) au dépend de celui des migrants. Les sociétés d’accueil considèrent que le migrant est une menace à l’ordre et à l’unité de l’identité nationale mais le migrant est en en fait nécessaire pour la constitution d’une identité nationale ordonnée et unitaire. Ceci démontre la relation ambiguë entre le droit et le migrant. Les questions d’identité et d’altérité occupent une place centrale dans toute réflexion portant sur le traitement juridique du migrant. L’identité est un construit vague et relationnel et le système migratoire repose sur une image du migrant réprimé et marginalisé. Au sein du système juridique international, les discours portant sur la définition de la migration forcée/volontaire ont aussi des implications identitaires et politiques. En effet, l’exclusion du migrant qui ne correspond pas aux critères étroits du droit international des migrations est possible précisément parce que le droit international ne peut maintenir une image idéale sans une caste mondiale de refusés. Au même titre que l’État nation, le droit international des migrations construit donc, du moins partiellement, sa propre identité à travers des mécanismes d’exclusion. Le droit international des migrations constitue aussi une échappatoire utile pour faire avancer les visés politiques de l’État. Ainsi, à tous les niveaux, national et international, le migrant est assujetti à une forme de violence qui nie son humanité. Puisque le migrant existe aux yeux de l’État uniquement pour renforcer l’identité de celui-ci et du droit international, la relation entre le droit et le migrant s’en trouve vidée de son contenu éthique, notamment en refusant d’accorder au migrant toute autonomie. Abstract:This thesis deals with Swedish politicians and their knowledge concerning migration policy. It investigates what knowledge the politicians have and from where they collect their knowledge on the mentioned topic. The study also investigates the politicians’ role as mediators of knowledge and the possible responsibilities connected to such a role.The main source for data has been interviews with six Swedish politicians, all members of parties, represented in the Swedish Parliament. To understand and be able to explain the results found, Sociology of Knowledge has been used as theoretical framework.The result of the thesis is that politicians in general, possess very little knowledge concerning migration policy. But, the current presence of the Swedish right wing party, Sverigedemokraterna, has changed the social code of the institutions that the politicians are members of and therefore many politicians have realized that they are in need of more knowledge, on the discussed topic. It was also found that the politicians have an important role as mediators of knowledge to the members of society. This role is connected to a responsibility of being correct and truthful in the statements made.

Denna studie undersöker hur illegala polska migranter lever och arbetar i Stockholm. Syftet med uppsatsen är att undersöka varför polacker väljer illegal invandring till Stockholm som strategy. Dessutom hur strukturer i den svenska arbetsmarknaden och kontrol myndigheter påverkar dem. Studien visar att de flesta polacker hade kontakter med polska nätverk som redan var etablerade i Sverige före tanken på migration som en möjlig strategy tog form. Starka länkar kunde utskiljas mellan dessa nätverk i Stockholm och två regioner i norra Polen. Länkar kunde också utskiljas till tre regioner i södra Polen. Resultaten visar att strukturer inom den svenska arbetsmarknaden har gjort hemstädning till en niche för polacker som arbetar svart i Stockholm. Studien visar att många arbetade svart inom bygg och trädgårdsbranchen, dock inte i samma uttsträckning. Att resa genom Tyskland för att ta sig till Sverige var ett vanligt sätt att kringgå starka gränskontroller före det polska EU medlemskapet. Det svenska personnumret fungerar väl som kontrolfunktion och gör det svårt för illegala polacker att hyra lägenheter. För att kringgå detta hyr de ofta enstaka rum istället. En majoritet av polacker i studien tror inte att ett polsk EU medlemskap kommer att påverka deras arbete och leverne i Stockholm och kommer därmed fortsätta att arbeta svart.<br>This thesis is a study on Polish irregular migrants living and working in the Stockholm metropolitan region. The aim of the paper is to find out why Poles choose irregular migration to Stockholm as a strategy, and how the Swedish labour market structure and control authorities influence them. This study shows that most Poles had contacts with Polish networks already established in Sweden before contemplating irregular migration as a strategy. Strong links could be found between these networks in Stockholm and two regions in northern Poland. Clear links were also found to three regions in southern Poland. Swedish labour market structure has helped to make domestic cleaning a niche for undocumented Poles in Stockholm although many were also working in the gardening and building/renovation sectors. Results from this paper show that strong Swedish control functions make a number of survival strategies necessary to enter and live undocumented in Sweden. Transiting through Germany was a common way for undocumented Poles to bypass strong Swedish migration controls before Poland joined the EU. Internal control functions such as the Swedish personal ID number make renting apartments difficult for undocumented Poles, which make renting rooms a better option. A majority of undocumented Poles do not believe that Poland%u2019s membership will affect their work and lives in Stockholm and they will therefore continue to work undocumented.

Depuis quelques années, d’importants déplacements de populations sont régulièrement annoncés comme l’une des conséquences les plus dramatiques du changement climatique. Plusieurs dizaines de millions de personnes pourraient ainsi être contraintes à l’exil en raison des impacts du réchauffement global, selon les estimations alarmistes. Ces prédictions, pourtant, relèvent d’une logique largement déterministe, qui simplifie souvent la relation entre dégradation environnementale et migrations à une causalité directe, et néglige l’importance des cadres normatifs. Cette thèse prend le contre-pied de cette approche, et démontreque l’ampleur et la nature de ces flux migratoires ne dépendront pas uniquement des impacts du changement climatique, mais également – et surtout – des politiques qui seront mises en place pour limiter ces impacts et encadrer ces migrations. Au travers d'une approche constructiviste, la thèse se penche sur les réponses politiques apportées jusqu’ici aux mouvements de population provoqués par des dégradations environnementales. En particulier, elle examine l’émergence progressive de la question des « migrations environnementales » à l’agenda politique, et comment les politiques migratoires et environnementales ont évolué dans des sens différents pour traiter cette question. La traduction de ces politiques sur le terrain est examinée et comparée dans deux études empiriques: le déplacement massif de la population de La Nouvelle-Orléans suite à l’ouragan Katrina, et la migration progressive des habitants de Tuvalu, archipel du Pacifique Sud menacé par la montée des océans, vers la Nouvelle-Zélande<br>Massive population displacements are regularly forecast as one of the most dramatic consequences of climate change. The thesis shows that such an approch is overly deterministic, and argues that patterns of migration flows depend primarily on policy responses. In a constructivist approah, the research contends that the very conceptualisation of environmental migration, as a political construct, is contingent upon the normative frameworks and policy responses that aim to address it. These frameworks and responses are examined in two policy areas: migration policies and environmental policies. Two empirical studies, in New Orleans and Tuvalu, complement the analysis

Illegal immigration incurs tremendous economic, social, and humanitarian costs for Europe and the Maghreb countries. Previous literature on illegal immigration focuses on “coping” (border security, repatriation, and rescue) and “resolving” (social integration of immigrants). This thesis attempts to direct the European policymakers’ attention to “preventing” policy model. In essence, the prevention model seeks to reduce the incentives of the Maghreb people to migrate. The thesis focuses on analyzing the migration pattern in Morocco, and its implications for Spain and Italy. Based on Morocco’s two-track migration pattern, the thesis argues that rural development could reduce the incentives of internal migration, and urban development could reduce the incentives of migration abroad. Finally, the thesis analyzes official development assistance (ODA) to Morocco from Spain, Italy, and the European Commission. The analysis shows that their development efforts do little to discourage Moroccans’ incentives to migrate. The thesis recommends that the Spanish and Italian governments adjust their development assistance in a way that targets either one of the two migration tracks.

Abstract:
This thesis examines the migration policy changes that were adopted by the European Union during the so called ‘refugee crisis’ 2014-2016 and problematises the discourses that were deployed by EU policy makers. It builds the method and theoretical framework around Vivien Schmidt’s discursive institutionalism, and complements it with constructivist conceptual theories around discourses that are identified through the researched empirical material. The primary material is to a large extent based upon official documents from the EU such as regulations and communications, but also includes speeches from officials such as Jean Claude Juncker (President of the Commission), Donald Tusk (President of the Council) and Martin Schulz (President of the European Parliament). The findings are comprised of discourses that can all be connected to the EU imaginary. The thesis also concludes that there has been a continuation of the securitisation of migration during the ‘refugee crisis’ as well as a normalisation of this discourse. In regards to the communicative and coordinative skills of the EU actors, it becomes clear that the former still is problematic, whilst the coordinative discourses have increased the cooperation within the EU institutions during the time period studied.

Abstract:
The Covid-19 pandemic that erupted in 2020 has impacted most livelihoods and increased poverty levels worldwide. This thesis considers the impact which the Corona pandemic has had on Ukrainian seasonal migrant workers’ livelihoods in Poland. The societal travel restrictions’ short-term effects on the seasonal livelihoods are investigated along with the subsequent short-term coping strategies used by the seasonal migrant workers. The study draws on primary data from 10 semi-structured, digital interviews conducted with Ukrainian seasonal migrant workers from different sectors who worked in Poland during the pandemic period. Through the Sustainable Livelihood Framework, the cases were individually considered whilst also comparing within the sample groups from the sectors agriculture, construction, domestic services, culinary, and warehouse work. The findings of the study show that the seasonal migration livelihood strategy was resilient, lowered vulnerability, and allowed for sustainable livelihood outcomes despite the Corona pandemic. Travel restrictions and other institutional processes enabled or disabled the seasonal workers. Despite the Corona pandemic, the seasonal migration livelihood strategy was used as a short-, medium- and long-term strategy to alleviate poverty. The study increases the multidimensional understanding of the pandemic effects on Ukrainian seasonal workers in Poland. Therefore, this research provides an understanding of poverty alleviation, seasonal migration livelihood strategies, and resilience in a pandemic context.

One of the concerns of the current study is to analyse empirically and theoretically the economic and political causes of irregular migration to Italy in order to proceed with the critical estimation of the national, international and partly supranational migration policies. Since several theories will be applied during the study it will enable me to fully describe the phenomena of the irregular migration and modern enslavement of the irregular immigrants on Italian territory. I will disregard the fact that each theory is criticised on the grounds of being too concentrated on a few aspects of the phenomena and lacking the focus on all of its aspects due to the fact that the joint use of several theories provides a broader outlook. However, one crucial critique will be taken into closer consideration. Thus, the closer study of the phenomenon of modern slavery, strongly interconnected with the irregularity of migration, the duality of the Italian economy and the restrictive migration policies will bring together both the political and economic approaches to migration, whose split appears as the central critique for a great number of IR theories.12 In the normative part of the study I will focus on the critical analysis of the criminal status of the irregular immigrants assigned to them by the Italian migration policies and the Schengen Treaty of the EU in order to prove that instead of a criminal status, a victim status should be given to all immigrants, regardless of whether they were trafficked into Italian territory or crossed the border on their own free will. Additionally, in the normative part of the thesis I will compare and analyse scholars’ previous findings related to the possible amendments to the existing policies and propose my own conclusions and suggestions of how the laws, policies and governmental focuses “ought to be” changed.

This thesis is a study of EU migrant citizens' substantive social rights. Much research has concerned itself with the expansion of freedom of movement and cross-border social rights in the EU. However, most of this research has analysed only formal rights, overlooking substantive rights. In the multilevel setting that is the EU, social rights are being adjudicated at a supra-national level, but realised at the national and sub-national level. Numerous different regulations, actors and practices thus shape the substantive social rights of EU migrant citizens, making their rights especially prone to distortion in the process of practical implementation. Examining how formal rights translate into substantive ones is important to understand how and where the lines of exclusion and inclusion of European social citizenship are drawn. Specifically, the thesis looks as how formal social rights translate into substantive rights with a focus on the local level. This is where any pressures from internal EU-migration on social provision are felt, where gaps in the social protection of EU migrant citizens make themselves evident, and where many social rights are exercised. The central research question of the thesis is thus: how are EU migrant citizens' social rights governed at the local level? The thesis adopts a qualitative and explorative method. More specifically, it examines barriers that EU migrant citizens face when trying to access social benefits and services. The study also takes a comparative approach, and contrasts localities across two member states that can be seen as critical cases: Germany and Sweden. In two cities in each country (Berlin and Hamburg, Gothenburg and Stockholm), interviews were conducted with local public administrators, welfare providers and advocacy organisations. The interviews were later related to relevant policy documents in a thematic analysis guided by the overarching research question. The main contribution of the thesis lies in identifying certain direct and indirect factors that shape EU migrant citizens' access to social benefits and services - and thus their substantive social rights. Specifically, the thesis argues that (1) certain structures of welfare systems (which become evident through a bottom-up study of supra-national social rights), and (2) the entrepreneurship of local actors, are crucial to understanding how formal rights of EU migrant citizens translate into substantive ones.

However, other varieties of migration are more and more often studied. This paper deals with the seasonal migration for economic reasons, which is an important area of migration undertaken for economic reasons. Seasonal migration, which leads to crossing the country borders, in the literature is called the Transnational Migration. Unlike international migration, which is usually connected with a permanent settling in the target area, the concept of Transnational migration describes the situation, in which migrants return to their place of origin and do not give it up as their main residence, but every time they travel to another country to get employed. As a research area of this work, the Konin region was chosen, because - in comparison with other regions in Poland - the phenomenon of a very high level of seasonal migration was observed there. Seasonal labor migration is a long tradition that goes back to 19. century here and in other Polish regions with similar structure. From the results of conducted in 2007−2009 research, some general facts can be drawn. Due to the seasonal work abroad, a seasonal migrant can increase their and their family’s standard of living. If the cost of living in the place of seasonal work is higher than in the place of origin, the profit of such visits is obviously higher if the family of a seasonal worker remains in the place of origin. This leads to the geographic division bet389 ween the place of working and place of permanent residence. Higher wages can be determined at the level of benefits to both personal and societal level. On the other hand, both forprofit workers and society in dealing with this phenomenon, costs cannot be ignored. This paper considers the pros and cons of seasonal paid work, both from the perspective of individuals and their surroundings, and the consequences for society and region of origin of the employee. This paper is considering economic, social and spatial consequences, each time at the macro and micro levels. The study was based primarily on interviews with several respondents and experts in the subject of Polish and German migrations for profit.

The thesis argues that Poland has changed its accommodative approach towards Russia and started to pursue a more assertive foreign policy after its NATO and the EU memberships due to its decreasing dependency on this country. In this thesis, the concept of interdependence is employed to explain Polish foreign policy on Russia. The thesis has six chapters, including Introduction and Conclusion chapters. The second chapter explores the historical background of Polish-Russian relations. The third chapter analyzes the main characteristics of Polish foreign policy in the post-Cold War era. Elle consiste à interroger un cas particulier (le Département des étrangers de l’office la Voïvodie de Mazovie) comme lieu où se cristallisent et révèlent les logiques divergentes et souvent contradictoires caractérisant l'ensemble d'un champ de politique étatique. Elle est guidée principalement par la question de savoir ce que les pratiques quotidiennes des fonctionnaires du Département peuvent révéler sur la configuration et les logiques internes du champ des politiques migratoires en Pologne. Inscrit dans une perspective interactionniste, ce travail puise également son inspiration dans les travaux sur les « politiques de guichet » ou encore la « street-level bureaucracy ». This specific case is analyzed as a site where different and often divergent logics characteristic of this field of policy come into play and become apparent. Thus, the central question is what can be learned about the configuration and internal dynamics of a field of public policy through an observation of everyday practices of the agents of the Department. While adopting an interactionist perspective, this work draws as well on a literature focused on what can be called « street-level bureaucracy ». It also includes important elements of the neo-institutionalist tradition, notably through the use of the concept of organizational field. An idea central to the approach taken here is that it is possible to throw light on the configuration and the logics characterizing such a field based on an analysis of one of its key actors. Existing research (Guarnizo et al. 2003; Portes, 2001; Cohen and Sirkeci, 2005) has endeavoured to clarify the relationship between migrants' transnational activities and their integration into the host society. Although there are both positive and negative perspectives on this relationship, it remains unclear whether migrants' transnational activities are likely to help or hinder their integration into the host society (Vertovec, 2009). This thesis uses the lens of social capital and diaspora identity to shed light on the relationship between Indonesian migrants' transnational activities and their integration in a multi-ethnic town in South Korea. The influx of migrants from various countries has led to the creation of what is called ‘Borderless Village', where people have opportunities to build intercultural connections beyond their national group. Based on ethnographic fieldwork with a group of Indonesian migrants, which themselves show social disjunctions in terms of region of origin, language, religious belief and cultural practices, this thesis examines the integration patterns of Indonesian immigrant groups in this town. In terms of whether transnational activities help or hinder integration in South Korea, I argue that both realities co-exist, and that the status of Wongok-Dong as a migrant enclave and the internally divided nature of the Indonesian migrant group itself are key factors in this regard. Indonesian migrants achieve integration among themselves by performing economic and socio-cultural transnational activities, thereby transcending divisions within the group. Although there are differences in terms of their capacity to conduct transnational activities that are shaped by each Indonesian immigrants' different types of social capital, they are able perform transnational activities through creating and utilising ‘hidden social capital'. This is generated when Indonesian migrants strategically reveal one of their identities, such as Indonesian, Muslim or other positions, rather than emphasising their regional origin in Indonesia to achieve their objectives such as pursuing economic profits, saving face and maintaining livelihood. Through mobilising these additional identities, most Indonesians can access resources that enable them to perform transnational activities – making international phone calls, occupying cultural spaces, participating in national celebrations – beyond their regional affiliations. In this regard, Indonesian migrants integrate into Wongok-Dong by performing transnational activities due to the features of the town as a migrant enclave. However, they are isolated from mainstream Korean society, as they only achieve integration into the multiethnic space of Wongok-Dong. Thus, this research adds crucial dimensions to theories of the relationship between migrants' transnational activities and integration into their host society through redefining both the features of the diaspora group and the role of social capital.

The aim of the study is to analyse the discursive construction of the immigrants‟ identity within the EU‟s common migration policy. More specifically, this study seeks to identify what discourses are constituted within the EU, and how these discourses are constructed. Moreover, the study efforts to understand what consequences these discourses may have to the identity of immigrants. In order to achieve the aim of the study, a number of policy documents and agreements have been analysed. This analysis is implemented by applying a social constructivist approach, based on the notion about ethnic identities, securitisation theory, discourse theory and the theoretical concepts of Eurocentrism and Europeanisation. The methodological approach applied to the analysis is the Foucauldian genealogical discourse analysis.The conclusion of the study is that the EU, through its policy documents, has contributed to the construction of the following discourses: identity discourse, threat discourse and power discourse. Consequently, the analysis showed that these discourses may affect the image of immigrants negatively. The strengthening of “we” and “them” identities is emphasised through categorisation of immigrants, integration provisions, and through managing security and migration questions together.

Local governments—of large cities especially—enact policies that crucially affect the daily life of immigrants. Migration policy-making has proliferated across cities of the Global North—and so did its own contestation. The urban environment is, in fact, a fertile breed-ing ground for the flourishing of activist networks by and in solidarity with immigrants. Yet, research on social movement outcomes in the field of migration has been lagging behind. This thesis is aimed to theorize how and under what conditions pro-immigrant activists can affect policy-making at the city-level and beyond. By adopting a strategic-interaction and mechanisms-based approach to the study of contentious politics, the research con-tends and demonstrates that movements can rely on strategic leverages within three arenas of interaction. First, brokerage mechanisms are essential to the emergence of a social movement in the civil society arena. The peculiar qualities of urban spaces—notably, the availability of dense relational networks extended over an array of geographical scales—allow immigrants to create bonds of solidarity, craft alliances, and ultimately turn into vo-cal political subjects. Second, alliance-building mechanisms in the city politics arena have to be activated. Within a propitious political environment (e.g., ideologically sympathetic po-litical elites) activists are able to build potent pro-immigrant coalitions. Once crafted, these alliances can activate upscaling mechanisms to shape policy-making in the multi-level govern-ance arena. Such mechanisms reinforce and concatenate with one another in recurrent fash-ions, producing policy outcomes far beyond the immediate local contexts in which mobi-lization occurs. Yet, a plethora of dilemmas and contradictions are likely to arise, too. The study compares three contentious policy realms—exclusionary policies, policies in support of undocumented immigrants, and asylum policies—so as to assess similarities and dis-similarities across social movement outcomes. Empirically, it focuses on policies enacted in two large South European cities, Milan and Barcelona. Results are drawn from fieldwork carried out in 2017-19 and entailing 57 interviews. In addition, policy documents, media outlets, and the secondary literature have been extensively analyzed.

Today, it is a very crucial problem that many European countries are encountering demographic challenges stemming from the population decline and aging and according to many studies and future projections, this demographic trend will reach more critical levels for the next 50 years. The most prominent impact of this demographic situation will be on social security systems that the functioning and sustainability of pension and health care systems will be severely damaged with regard to the rapidly increasing number of elderly and the decline in number of young labor force resulting from the low births rates all over Europe. In this context, labor migration that received significant attention, has risen up to the agenda of Europe to serve as a policy option to mitigate the adverse consequences of demographic challenges. Taking its impetus from the mentioned demographic problem, this thesis aims to analyze the discussions over labor migration as a foreseen policy option to compensate the shortage of labor force in Europe. It also intents to bring relevant data and current debates together to generate a ground in order to open this critical issue to discussion and to elaborate the feasibility of labor migration need for Europe. In this regard, the thesis scrutinizes the reactions of European states regarding their reluctance to open their borders again for &ldquo<br>mass influx&rdquo<br>and examines briefly the other preferred and enforced policies that exclude migration option, such as aiming to increase fertility rates, ameliorate social security systems or encourage the native labor force participation. By taking all these into account, this thesis aspires to attract attention to this urgent problem and evaluates the labor migration need in Europe by presenting the relevant reactions and appraisals shaping the migration policies both at the nation state and EU level. Finally, this thesis attempts to contribute to the literature in terms of generating a base for further intensified discussions and studies which constitutes a significant need in the context of interaction between demography and migration in Europe.

Chapitre 1Le développement local et la décision de migrer : migration mexicaine vers les Etats-Unis La migration mexicaine vers les Etats-Unis est l’un des plus grands phénomènes mi-gratoires et est soumise à un large éventail d’études sur plus de 11 millions d’immigrants mexicains aux Etats-Unis, ce qui représente près d’un dixième de la population du Mexique et un tiers de tous les personnes habitants aux Etats-Unis et nées à l’étranger. Le document se compose d’un modèle de théorie des jeux simple qui vise à illustrer la relation entre les résultats du développement et la décision de migrer et donc de motiver et de fournir un cadre pour l’analyse empirique. En outre, le modèle intègre un facteur qui a récemment été mis en lumière comme jouant un rôle dans la décision de migration : le crime organisé. Nous testons les résultats du modèle de façon empirique en utilisant les données de Mexique et nous proposons des effets différents pour les migrants légaux et illégaux. Les migrants potentiels prennent ensuite leurs décisions de migration après avoir observé les décisions des gouvernements. Le modèle suggère que les flux migratoires sont réduits par les dépenses de développement et que l’existence de la criminalité organisée réduit le niveau optimal d’aide allouée étant donné que le crime fonctionne comme un outil supplémentaire pour réduire la migration illégale. Nos résultats montrent que, bien que séduisant à court terme par l’atténuation de la pauvreté actuelle, la migration peut nuire à l’égalité des chances à long terme<br>Chapter 1Local Development and the Decision to Migrate : Evidence from Mexican Migration to the USMexican migration to the United States is one of the largest migration phenomena and subject to a wide range of studies having reached more than 11 million of Mexican immigrants in the US, which accounts for nearly a tenth of Mexico’s population and a third of all US foreign-born population. Despite having been widely studied, this paper contributes the scarce literature of the supply-side perspective. The paper is comprised by a simple game theoretic model which aims at illustrating the relationship between development outcomes and the decision to migrate and hence to motivate and provide a framework for the empiricalanalysis. Furthermore, the model incorporates a factor that has been recently shown to play a part on the migration decision : organized crime. Recent kidnapping of migrants suggest a new risk affecting trajectories, while a more violent environment may contribute to push migrants away from their homes. We test the model’s findings empirically using household survey data and propose different effects for legal and illegal migrants, as defined by the type of documents used to enter the US. The results from the illegal migrant subsample are in line with our theoretical framework and support the importance of local development variables as a determinant of migration.Chapter 2Foreign Aid, Illegal Migration and Organized CrimeThrough this chapter, the link between foreign aid, illegal migration and development is studied in a game-theoretic framework. We model a sequential game of a foreign government that decides its border control and foreign aid policies, which are known to source country government deciding on the level of investment in domestic development. In this particular framework, aid is used to fight crime organizations in the source country, as it represents a negative externality for the donor. Potential migrants then make their migration decisions after observing both government’s expenditure decisions, which have an impact on the probability of success. The model suggests migration flows are reduced by development expenditure and that the existence of organized crime, reduces the optimal level of aid allocated as crime works as an additional tool for reducing illegal migration. The model isthen tested empirically through a simultaneous equation model using cross-country data on migrant sending countries to eveloped donor countries. Most model predictions are supported by our empirical specification, suggesting indeed a reduction in aid allocation when migration and crime are high.Chapter 3The fall of mobility when moving : A study of social mobility of Mexican migrants to the US This chapter aims to study the impact of parental migration on their children. In concrete, we intend to infer the causal impact of US migration on the intergenerational transmission of education in Mexico. Social mobility and migration had only been analyzed comparingimmigrants and natives in the destination country. Thus, targeting the migrant population from the source-country perspective, our paper contributes the literature with a unique study of the effects of migration on the educational mobility of the left behinds. Using household survey data, we look at the educational attainment of individuals in Mexico and compare it to that of their parents and according to the parents migration status during their childhood. We exploit historical data to solve for the endogeneity of the decision to migrate through an instrumental variables approach, which allows us to draw causal inference of our results. Our results show that, although attractive on the short-term through the alleviation of current poverty, migration may be detrimental to the equality of opportunities on the long-run

Using a mixed methods, interdisciplinary case study approach, this research project explores the benefits, risks, and challenges of male migration for women who reside in San Juan Guelavía, Oaxaca, Mexico. In a unique approach in the field of migration studies, this project considers not only women whose husbands have migrated--absent husbands--but also the impact of male migration on women whose husbands have returned as well as women whose husbands have never left--anchored husbands. Women with returned husbands and even women with anchored husbands feel the threat, worry, and fear that male migration could, at an unknown point in the future, fragment their family. This case study approach looks at how women's work responses are differentiated by husbands' migration status, by age, and by husband's control over women's activities. Women with absent husbands tend be income-producing women as well as women ages 35 to 50 far more than women 35 and under and 50 and over. With motherhood as a cultured priority of rural Mexican women, women's income-producing opportunities are primarily limited to options within the home or in venues that can accommodate their children until the children enter school. Although this case study showed little or no connection between male migration and educational attainment, substantial policy-worthy findings suggest that the lack of value that residents of San Juan Guelavía place on the local public high school curriculum negatively impacts educational attainment of children beyond middle school. Women's traditional and cultural emphasis of marriage for their daughters as well as their reluctance to expose daughters to the negative influences of the city sway the decisions that women make for their daughters.

The so-called refugee crisis was among the most significant events affecting European political and social structures during the previous decade. Previous research proves that the questions regarding refugee reception had instigated a rise of ethno-nationalistic and exclusionary sentiments across Europe. The Polish context has been a clear example. This study aims to analyze the ways in which Polish media produced and reproduced the discourse pertaining to the refugee crisis and subsequently the perceived representation of refugees. Based on the review of literature and theories of discourse, mediatization, politicization and Othering, selected mainstream media articles from 2014 to 2017 were analyzed. The findings illustrate that an exclusionary discourse and Islamophobic notions were prevalent during this period. Moreover, the results indicate that a discursive shift regarding the representation of refugees has occurred, significantly altering the manner in which Polish society perceives both refugees and the refugee crisis more generally.

This paper basically tries to seek if there are any tendencies or possibilities that the power of colonizer still remains in the colonized country in terms of migration policy regarding migrant worker rights. In this paper, the author focuses on the policy of both Malaysia and the United Kingdom as a host country regarding the rights of migrant as the topic of the paper. In this paper the author uses comparative analysis by comparing the migration policy of Malaysia and the United Kingdom and focuses on the migrant worker rights to see if there are any possibilities or tendencies that Malaysia adopted the migration policy of the United Kingdom. In conclusion, the United Kingdom policy regarding the system and recruitment of migrant workers in order to limit the influx of migrant workers influenced Malaysia to adopt similar policy. But Malaysia has different implementation of policy regarding migrant worker rights comparing to the United Kingdom.

Abstract:
This study is an enquiry into the processes shaping rural livelihoods in peripheral areas. The study is situated in the field of livelihood research and departs in the persistent crisis within African smallholder agriculture and in rural policy debates during the postindependence era. The research takes a critical stance to the way that people-centred and actor-oriented approaches have dominated livelihood research, thereby over-shadowing structural and macro-oriented features. The aim of this study is to, through a historical perspective on rural livelihoods and policy regimes, uncover the political and economic processes, with their discursive foundations, that shape contemporary rural livelihoods in peripheral areas. The analytical framework emphasises four key factors: ideas of development and modernity; the terms of incorporation into the global economy; rural policy regimes; smallholders’ ways of making a living. Inspiration is gained from critical political geography, world-systems analysis and different perspectives on rural livelihoods and development. The empirical study is based on fieldwork in Chipata District in Eastern Zambia, investigations at the National Archives of Zambia, the British National Archives and library research. The findings are presented in three parts. The first part looks into contemporary policies and the situation among smallholders in Chipata District. The second part examines the history of the area up to independence in 1964. The third part examines the post-independence period which links colonial experience to the contemporary situation. The findings suggest that smallholders’ livelihoods are shaped by long-term politicaleconomic- discursive processes, rooted in the terms of the study area’s integration into the world-economy in the colonial period. Colonial policies peripheralised the area through tax, labour, and market policies and the creation of native reserves, all of which have led to contemporary problems of food insecurity, soil depletion and a marginal role in agricultural markets. Since the inception of colonial rule, semi-proletarianisation has been a dominant process in the area. Current diversified livelihoods are more a contemporary expression of this semi-proletarianisation than a consequence of postcolonial policies. The households in the study area show preference for a farming way of life. However, the development goal of modernity has since long led to an ‘othering’ of smallholders, labelling them backwards and resistant to change. In the early twenty-first century this ‘othering’ has been played out through a development programme aimed at changing attitudes and mindsets among the farmers in line with individualistic and entrepreneurial behaviour. The ‘othering’ discourses of contemporary and colonial policymakers display striking similarities in this case.

International migration to Chile and to the Santiago Metropolitan Area (SMA), its major point of attraction, is a rather recent phenomenon which is gaining more and more attention. According to the latest population census the number of foreigners who were born abroad and permanently live in Chile, has increased by 75% between 1992 and 2002. Parallel to this, the national policy debate about immigration is becoming more intensive. However, until now there is only little evidence concerning the patterns of international migration and the characterization of the immigrants’ social space. This study is oriented towards reducing this deficit. Based on a thorough theoretical discussion, recent research publications and international reports, the study pursues mainly four objectives: The first objective is to identify major patterns of international migration as a context for the immigration to Chile and the SMA. The second objective is to understand the main features of international migration to the SMA. The third objective is to analyze the immigrants’ social space and its contribution to the overall urban development patterns in the SMA. And finally, the research results are linked with the national policy debate about immigration, and a number of policy recommendations are made. The study applies a mix of – mainly quantitative – methods, such as descriptive and analytical statistics including factor and cluster analyses using Chilean census data and visa records. The current immigration situation in Chile is characterized by a notable increase in the number of South American migrants, being attracted by better job opportunities. Moreover, there are growing numbers of young migrants for educational reasons. Chile appears to present an “intervening opportunity” in the migrants’ decision-making process, where a number of factors, such as new policy regulations in industrialized countries, the time/cost distance, as well as the economic development and political stability in the country, increasingly seem to turn into competitive advantages as compared to countries like the US, Spain or Italy. The qualification profiles of migrants in the SMA sharply contrast with the situation in most industrialized countries. In general, the educational level of immigrants is rather high. In general, immigrants strongly contribute to the educational level of the population in the SMA. Like in most global cities, two major streams of international migrants can be found in the SMA, on the one hand those who belong to the upper levels of the occupational hierarchy and on the other hand marginalized low-skill employees. The related data can be taken as an indication for the fact that a large group of immigrants is employed below their qualification levels. In the SMA, professionals and technicians play a very important role, and, except for some of the Peruvian and Ecuadorian migrants, there is little evidence of labour market segmentation. Skilled migrants contribute to reducing gaps of labour market supply in some sectors of the economy, such as public health and private education. Low-skilled migrants contribute to the labour market supply in fields where there is a growing demand, e.g. in the domestic services. Almost 50% of the international migrants live in five of the 34 communes of the SMA. This seems to be largely determined by two main factors: Migrants are found where job opportunities are, and they follow similar patterns like the Chilean population regarding their socio-spatial differentiation. Furthermore, despite the relatively high spatial concentration of migrants, the SMA shows less evidence of residential segregation than many European and US cities. The highest segregation indexes are associated with European and US immigrants with a high socioeconomic status (“voluntary ghettos”). Factor and cluster analyses show major patterns of the socio-spatial distribution of migrants in the SMA: a rather large zone of low attraction for migrants, the downtown area concentrating recent flows, and a series of semi-concentric zones around the centre where the migrants’ socio-economic and residential status increases with distance from the city centre. This is consistent with models of urban dynamics of Latin American cities. Based on the results of this study, four major recommendations for the policy debate about immigration can be derived. In the European Union asylum and migration policy, the expressions “exclusion” and “externalization” are often used and encountered because the EU transfers the responsibility of migration control to non-EU states through readmission agreements. The EU does not have the capacity to receive all migrants, refugees and asylum seekers that seek protection in Europe, hence the agreements are constituted between the EU and other countries outside the EU on the basis of returning nationals and third country nationals who have been denied asylum. The purpose of this thesis is to explore how and to what extent are human rights embedded in the readmission agreements and in the materials that constitute the basis for the decision to enter into readmission agreements. This thesis also tends to analyze if and on what basis the readmission agreements pose potential consequences for asylum seekers, refugees and migrants. In order to answer the posed research questions, I have used a qualitative research method of case study and text analysis. I have used a theoretical framework of externalization and studied the cases of the EU-Ukraine agreement and the EU-Pakistan agreement. Today, the EU cannot guarantee the safety individuals that are being returned to either Ukraine or Pakistan, because both Ukraine and Pakistan lack functional human rights institutions and cannot practice what human rights instruments ordain because they lack the capacity to do so. The EU’s failing of safe returns for asylum seekers, refugees and migrants has consequently created situations of orbit and chain refoulment where migrants, refugees and asylum seekers risks being returned to their country of origin or passed around between countries.

Abstract:
China has witnessed waves of domestic migration since the reform and opening-up. In the 1990s and after, migrant workers began to take their whole families and tried to settle down in cities for better working and living opportunities. Since then, issues related to migrant children’s compulsory education in host city public schools attracted people’s attention inside and outside China. This research investigates one major strand of local compulsory education policy targeting domestic migrant children in Beijing and Guangzhou: the contradictions between Hukou policy which links social benefits including education to one’s hometown, and national education legislation that mandates that all children must be educated. Implementation of compulsory schooling, however, is left to the local level, leading to significant differences between major cities. This study concludes that different models were deployed under China’s mode of policy experimentation. Because of the different policy instruments developed in these two case-study cities, a regional welfare system was effectively formed, which underlines the significant role sub-national governments play in the institutional design and innovation in the welfare policy field. The ongoing local policymaking and discretion to initiate and trial specific reforms will continue to transform the spatial politics in the Chinese context. Through the analysis, this research argues that, rather than granting a unifying status to all migrant children, the differentiated status simply changed from urban–rural to local and non-local. Moreover, the Chinese practice is distinctive in some key respects, and hence doesn’t echo that route suggested by Marshall, based on the UK experience.

This study focuses on mediated representations of Europe during Euromaidan and the subsequent Ukraine–Russia crisis, analysing empirical material from Ukraine, Poland and Russia. The material includes articles from nine newspapers, diverse in terms of political and journalistic orientation, as well as interviews with journalists, foreign policymakers and experts, drawing also on relevant policy documents as well as online and historical sources. The material is examined from the following vantage points: Michel Foucault’s discursive theory of power, postcolonial theory, Jürgen Habermas’s theory of the public sphere, Pierre Bourdieu’s field theory, Jacques Derrida’s hauntology and Ernesto Laclau’s concept of the empty signifier. The methods of analysis include conceptual history (Reinhart Koselleck), critical linguistics and qualitative discourse analysis (a discourse-historical approach inspired by the Vienna school) and quantitative content analysis (in Klaus Krippendorff’s interpretation). The national narratives of Europe in Ukraine, Russia and Poland are characterised by a dependence on the West. Historically, these narratives vacillated between idealising admiration, materialist pragmatics and geopolitical demonising. They have been present in each country to some extent, intertwined with their own identification. These discourses of Europe were rekindled and developed on during Euromaidan (2013–2014). Nine major Ukrainian, Russian and Polish newspapers with diverse orientations struggled to define Europe as a continent, as the EU or as a set of values. Political orientation defined attitude; liberal publications in all three countries focused on the positives whereas conservative and business newspapers were more critical of Europe. There were, however, divergent national patterns. Coverage in Ukraine was positive mostly, in Russia more negative and the Polish perception significantly polarised. During and after Euromaidan, Ukrainian journalists used their powerful Europe-as-values concept to actively intervene in the political field and promote it in official foreign policy. This was enabled by abandoning journalistic neutrality. By comparison, Russian and Polish journalists were more dependent on the foreign policy narratives dispensed by political elites and more constrained in their social practice.<br>Denna studie undersöker hur Europa framställs i medier under Euromajdan och den efterföljande ukrainska-ryska krisen genom att analysera empiriskt material från Ukraina, Polen och Ryssland. Materialet omfattar artiklar från nio tidningar med olika politisk och journalistisk orientering samt intervjuer med journalister, diplomater och utrikespolitiska experter. I analysen ingår även relevanta politiska dokument, historiska texter och webbkällor. Materialet studeras utifrån en kombination av olika teoriperspektiv: Michel Foucaults diskursiva maktteori, postkolonial teori, Jürgen Habermas offentlighetsteori, Pierre Bourdieus fältteori, Jacques Derridas ”hauntology” och Ernesto Laclaus begrepp ”empty signifier”. De är inte fast knutna till ett visst land utan har i skiftande grad varit närvarande i dem alla. Dock har svagare aktörer haft en idealiserande tendens eftersom Europa uppfattas som en källa till viktiga teknologier och moderna samhällsfunktioner. Författare i alla tre länderna hade svårigheter att definiera Europas gränser och eftersom detta problem kopplades till ländernas egna nationella identifikation brukar europeiskhet konstrueras som en våg som successivt försvagas ju vidare den sprids mot öster från sitt epicentrum någonstans i Nordvästeuropa. Dessa berättelser har reaktiverats och vidareutvecklats under 2013–2014. I de analyserade tidningarna uppfattas Europa ofta som en kontinent (främst i Polen) eller identifieras med EU (särskilt i Ryssland och Ukraina), men det är också vanligt att använda Europa som uttryck för en uppsättning värden (mindre vanligt i Polen och mest vanligt i Ukraina). Ideologiskt fokuserar de liberala tidningarna i alla tre länderna positiva värden medan konservativa tidningar och finansblad associerar Europa med negativa vär- den. Bland de positiva värdena dominerar de humanistiska i de ukrainska tidningarna och de rationalistisk-teknokratiska i det ryska urvalet. Den ukrainska pressen har mest positiv bevakning av Europas framgångar medan den ryska pressen innehåller mest av negativ bevakning där Europa ses som fiende och förlorare. Ukrainska och ryska diskurser skiljer sig mycket åt i frågan om det egna landet bör genomföra europeiska reformer (Ukraina) eller ej (Ryssland). Den polska bevakningen polariseras mellan positiva och negativa värden. Under och efter Euromajdan använde ukrainska journalister det kraftfulla begreppet om värdenas Europa för att intervenera i det politiska fältet och rekontextualisera denna Europaberättelse som den officiella utrikespolitikens berättelse. Detta blev paradoxalt möjligt tack vare den svaga professionaliseringen som tillät journalisterna att tillfälligt överge sin journalistiska neutralitet. I kontrast mot Ukraina begränsade Rysslands starka objektivitetsdiskurs journalisterna i deras sociala och politiska praktik. Där var det snarare den officiella politiska diskursen som övertogs och rekontextualiserades av medierna. Історично національним наративам Европи у цих трьох країнах притаманна залежність від Заходу, яка також стимулює періоди його відштовхування. Ті наративи вагаються між трьома головними полюсами: захопленого ідеалізму, матеріялістичного прагматизму та геополітичного очорнення. Вони не є винятково притаманними якійсь одній країні і певною мірою присутні в кожній. Проте слабші актори схильні до ідеалізації, бо Европу сприймають за джерело важливого технологічного й соціяльного інструментарію. Авторам в усіх трьох країнах трудно визначити межі Европи, і, тимчасом як ця проблема переплелася була з їхньою власною ідентифікацією, европейськість зазвичай конструйовано на кшталт хвилі, що згасає в міру руху на Схід од епіцентру, розташованого десь ото в Північно-Східній Европі. Оці дискурси посилилися й розвинулися в 2013 – 2014 рр. В аналізованих газетах Европу асоціюють із цілим континентом (найчастіше в Польщі) або з ЕС (у Росії та в Україні), але розповсюджена й схема, де Европу використано на позначення певного набору вартостей, зрідка в Польщі, але найчастіше в Україні. Ідеологічно ліберальні видання в усіх трьох країнах зосереджені на позитивних вартостях, тоді як консервативні та бізнесові газети схиляються до неґативних. Серед позитивних якостей в українських газетах переважають гуманістичні, тоді як раціонально-технократичні типові для російської вибірки. Українська преса має найбільше позитивного висвітлення успішної Европи, а російські газети мають найбільше з усіх неґативного (Европа як ворог чи невдаха). Українські та російські дискурси найдужче різняться щодо того, чи своя країна мусить здійснювати европейські реформи (Україна) а чи ні (Росія). Польське висвітлення розривається межи позитивними а негативними вартостями. Під час та після Евромайдану українські журналісти використали впливове поняття Европи яко гуманістичних вартостей, щоб активно втрутитися в політичне поле й реконтекстуалізувати цей наратив Европи як офіційний наратив зовнішньої політики держави. Цьому парадоксально сприяла слабка професіоналізація, що дозволяє іґнорувати вимогу неупереджености. Порівняно з цим, потужний дискурс газетярської об’єктивности в Росії стримує журналістів у репертуарі соціяльної дії, відтак то радше медії реконтекстуалізують офіційний дискурс. Польські ж газетярі, непевні щодо власного впливу, працюють у замкненому колі, де політичне поле реконтекстуалізує наративи медіясфери і навпаки.

<p>Migration is a process that begins with the mere thought of moving, but it continues long after the individual arrives in her or his new home. The process is constrained by certain factors such as capital, immigration policy, and the existence of kinship networks. Individuals who are able to overcome these constraints and decide to migrate, must overcome a new set of challenges upon arrival in the host county. These challenges include the need to adapt to a new labour market, use of a new language, and integration with the rest of society. Human and social capital are important tools that allow immigrants to successfully meet these challenges. </p><p>Human and social capital play different roles in the migration process of these individuals. Human capital allows Mexican individuals to overcome the barriers to initial migration, but it does not ensure successful social or labour market integration. Social capital is a more effective tool in the resettlement process, and it also helps to strengthen transnational bonds. </p><p>The Mexican community in the Vancouver CMA does not rely on a complex set of kinship networks. However, this study found that there is an ongoing process to create social capital. This process simultaneously encourages the formation of nationality-based social capital (i.e. bonding social capital) and bridging social capital. These types of capital are important because they help the community to overcome the challenges of integrating into the labour market as well as the larger society. Furthermore, the person-to-person contact between Mexicans and the rest of society fosters mutual understanding. Since much of the Mexican community maintains strong ties to the source country, integration is an important point of reference for further engagement between Mexico and Canada.</p>

This paper seeks to understand policy in the City of New York which limits cooperation with federal authorities for purposes of immigration control. It does so by qualitatively analyzing a set of legal-administrative documents. The key, policy features are identified along with the interests and forces which shaped those features over time. An arsenal of supplemental, legal material as well as the findings of legal scholars are consulted for interpretation in hermeneutic fashion. Using a theoretical framework consisting of the structure of the legal system of the United States and it norms, plus certain immigration-related, national trends, this research concludes this policy is the legacy of an unbroken, bi-partisan lineage of administrations dating back to the 1980s – an evolving product of the tensions between the legal norms and the national trends. The policy reinforces sovereignty from the federal government, and it does so largely for purposes of constitutionality, administrative functionality and civil rights.

The aim of this research has been to investigate the UK Home Office, Country Policy and Information Notes (CINP) in the asylum-seeking process, through investigating the case of Eritrean CINP documents from 2010 until 2018. This single case study aimed to confirm its theoretical background of Lukes 2005 three-dimensional view of power theory. A pattern-matching analysing technique was implemented to address the research questions with the effort of trying to find overlapping patterns between the theory and the observed patterns in the data. The result shows there are some similarities between patterns. The connection between the three dimensions of power and the three overlapping patterns are then broadly discussed.

The thesis addresses the puzzle of the differential integration of former communist states in the Euro-Atlantic community of nations between 1989 and 2000. Notwithstanding the predominant universalist-rationalist assumption that the adoption of an institutional-administrative blueprint for reform could lead to convergence between East and West, countries such as Poland, Bulgaria and Russia did not converge similarly (or at all) on the West European normative model and framework of international relations. To account for this divergence, the thesis examines the impact of the culturally-historically informed, Polish, Bulgarian and Russian identities and conceptions of 'Europe' (as opposed to the formal-institutional transition from one system to another) on the process of foreign policy transformation. The doctoral research employs Constructivism, Social Psychological insights and an interpretivist methodology, drawing on 75 elite interviews. The main argument states that differential Europeanisation can be understood on the basis of differentiated levels of inclusion and establishment of relations of mutual recognition and belongingness - substantiated by a differentiated extent of ideational affinity (i.e., normative compatibility), which are (re)enacted in the interactive, mutually constitutive process of identification between Self and Other (i.e., between Poland, Bulgaria and Russia and (Western) Europe). Three propositions of 'thick', 'ambivalent' and 'thin' Europeanisation are derived from the argument (whereby the comparative benchmark of Europeanisation is an ideal-typical model of European-ness). Key contributions focus on the development of a refined Constructivist theory and a systematic empirical comparison of Polish, Bulgarian and Russian foreign policy identities. Also, the study's conclusions reinvigorate and reconfirm the importance of the continuity (rather than just constant flux) of culturally-historically shaped patterns of group self-understandings and sub-regional identifications as well as Constructivism's greater plausibility in accounting for the research puzzle than (Neoclassical) Realism through the stipulation of a mutually constitutive relationship between international and domestic factors and between ideational and interest-based considerations.

This thesis investigates two Swedish municipalities that have vocalised a discontent with Sweden’s recent “Settlement Act,” arguing that they would like to receive more refugees than the national policy allows. Making it an interesting case of decision-making processes within governance studies. In the center of this thesis, public officials’ influence in the policy process of migration and refugee settlement is investigated, given that this focus has previously been neglected in studies concerning migration policy. As such, the primary purpose of this study is to describe and analyse how public officials potentially influence the policy process, alongside a secondary task of investigating how municipalities react towards a more restrictive national policy regarding refugee settlement and what governance arrangements this can lead to. The study uses a qualitative research method, drawing upon documents from the municipalities and twelve interviews with both public officials and politicians. The study finds that public officials influence the policy process within two dimensions of power: agenda-setting and decision-making. Furthermore, it is found that local governments react towards the more restrictive national policy with a localist approach, by formulating policies of their own, using “vertical venue shopping” to influence upper levels of government, and arguing that local problems need local solutions. Nonetheless, the thesis demonstrates that these attempts to influence upper levels of government do not succeed, with no signs of the national government changing its policy in response. Thus, it is argued that with specific regards to refugee settlement, it seems as though Swedish policy-making is becoming increasingly top-down, with limited opportunities for local governments to influence national policy.

It is an issue at the top of the national and international agenda. In the debate on migration and the literature, voices of migrants themselves remain mostly unheard. The public perceptions and policy-making are often based on fear, stereotypes and common myths rather than reality. In this study, the researcher aimed to examine the socio-economic integration challenges of highly-skilled Nigerian migrants and how they may help contribute their skills towards the socioeconomic development of South Africa to potentially inform the national migration policy, as well as future research. Methodologically, the researcher conducted a mixed-method study using an interpretive paradigm. Data were derived from 22 semi-structured interviews and six in-depth interviews. The study used a combination of purposive and snowballing sampling techniques, where semi-structured and in-depth interviews, as well as observations, were also carried out. Data gathered were analysed using thematic analysis.

Dans la problématique du changement climatique, la mise en place de nouvelles stratégies d’adaptation apparaît comme un des grands challenges de nos sociétés actuelles. C’est au début des années 2000, que la communauté scientifique a proposé une option de gestion de la biodiversité afin de limiter les impacts dus à la vitesse du changement climatique, cette option étant connue sous le nom de migration assistée (MA). Cependant, malgré une justification théorique intéressante, l’application de cette pratique a soulevé de nombreuses questions autant éthiques, écologiques, économiques que politiques. Tout au long de cette thèse, je me suis intéressée à la capacité d’adaptation des acteurs face au changement climatique, via la mise en place de nouvelles pratiques de gestion, en s’intéressant tout particulièrement au cas de la MA. Compte tenu du rythme de migration lent des espèces forestières, les forêts représentent un écosystème pertinent pour la mise en place de la MA, et plus spécifiquement pour la France, qui compte plus de 29% de son territoire en surface boisée avec une forte problématique de fragmentation. Dans la première partie de cette thèse, nous nous sommes intéressés au débat que la MA a suscité et j’ai analysé les blocages qui existent actuellement dans sa conception et sa mise en place. Sur la base d’une analyse comparative entre la France et le Canada, j’ai pu mettre en évidence que les différentes conceptions d’adaptation et de MA entre les acteurs politiques et les scientifiques représentaient des barrières à l’application de programmes de MA. Ainsi, j’ai proposé une nouvelle conception de la MA, avec un volet écosystémique, permettant de limiter les approches économico-centrée de ces programmes. De plus, j’ai démontré que l’action de MA ne s’inscrit pas seulement dans une démarche de précaution mais également de prévention, dénouant ainsi le blocage présent sur la question du « quand doit-on agir ? ». Après une analyse théorique et empirique de la MA et de son contexte, dans la seconde partie, nous nous sommes posés la question de sa réelle application sur le terrain. J’ai donc analysé la capacité des acteurs forestiers locaux à mettre en œuvre des stratégies d’adaptation grâce à une méthode originale d’estimation des capitaux locaux. Malheureusement, cette analyse a montré qu’à l’heure actuelle, les forestiers mettent plus facilement en place des stratégies favorisant la robustesse que des stratégies plus complexes de résilience globale ou de transformabilité, telle que la MA, augmentant ainsi la fragilisation des socio-écosystèmes et risquant des transitions brutales<br>In a climate change context, the implementation of adaptive strategies appears as one of the greatest challenges for our societies. At the beginning of the 21st century, the scientific community proposed an adaptation option to limit climate change impacts on biodiversity, the assisted migration (AM). Despite a good theoretical justification, the AM application raises several questions about ecological, economical, ethical and political issues. Along this thesis, I was interested in the adaptive capacity of society actors concerning the changing climate, through the implementation of new practices as AM. Given the slow migration capacity of tree species, forests represent a relevant ecosystem for AM application, especially in France which has more than 29% of its surface as forest areas that are highly fragmented. In the first part of this thesis, I concentrated on the AM debate and I analyzed the actual barriers in its conception and its implementation. On the basis of a comparative analysis between France and Canada, I highlighted that different acceptations of adaptation and AM between policy and scientific actors represent a barrier for the implementation of adaptive strategies, as AM. Hence, I proposed a new concept of AM at the ecosystem scale, allowing limiting the focus on economic issues of AM programs. Moreover, I demonstrated that the AM actions are not constrained in a precautionary approach but could be applied in a prevention context. These results unties the deadlock about the “when to act?” question. After an empirical and theoretical analysis of AM and its context, in the second part of this thesis, I was interested on the real application of AM in the field. Therefore, I evaluated the capacity of forest actors to change their practices in a climate change context, with an original method based on the estimation of local capitals. Sadly, this analysis showed that for the moment, foresters implement more easily strategies for increasing robustness than resilient or transformative strategies, increasing the fragility of socio-ecosystems and risking a violent collapse of them

The persistence of socioeconomic outcomes across generations acts as a barrier to a society's ability to exploit its resources efficiently. In order to derive policy measures which aim at accelerating intergenerational mobility, we review the existent body of research on the causes, effects and the measurement of intergenerational mobility. We also present recent empirical works which study intergenerational mobility in Europe, around the Globe, and its relevance for economic growth. We recommend four policy measures to reduce the negative impacts of intergenerational persistence in economic outcomes: universal and high-quality child care and pre-school programs; later school tracking and increased access to vocational training to reduce skill mismatch and facilitate technological development; integration programs for migrants; and simultaneous investment in schooling and later social security programs.<br>Series: WWWforEurope

Background: Integration policy and immigration policy advocate for the needs of refugees, protection and integration into society. Measures through policies have been arranged to facilitate integration, but there are problems with the implementation of a successful integration policy for refugees. There are various laws and guidelines that support refugees and their living conditions and rights. Problem: Refugee families consisting of children, young adults and adults may face difficulties in integration into a new country. It is important to know how that group is to be received and managed in order to meet the needs of the refugees. Aim: The purpose of this study is to highlight the problems that may appear for refugees and refugee families’ social integration in Europe. This will be accomplished through a systematic literature study. Method: Systematic literature study based on 12 scientific articles. Selected articles were: 7 qualitative articles, three quantitative and two with mix method. Result: The language, the school, the residence permit, good treatment of a refugee and a social network proved to be significant in promoting the integration process for the refugees. Conclusion: In social work, it is important to know how refugees should be treated in order to not impede their integration into the new society. It is important that refugees do not feel excluded or discriminated against. It is valuable to have sympathy for the refugees and to understand that no individual would want to leave their country voluntarily. Further research is needed to be able to find new approaches that can promote the refugee family’s integration process and a sustainable future.<br>Bakgrund: Integrationspolitiken och invandringspolitiken redogör för flyktingarnas behov, skydd och integration i samhället. Integration -och invandringspolitiken har anordnat ett flertal åtgärder för att underlätta integrationen. Trots detta kvarstår mycket problematik kring implementeringen av en lyckad integrationspolitik för flyktingar. I Europa har det inrättats specifika lagar och riktlinjer som ska stötta flyktingarnas livsvillkor och rättigheter i det nya samhället. Problem: Flyktingfamiljer som består av barn, unga vuxna och vuxna kan bemöta svårigheter vid integrationen i ett nytt land. Det är viktigt att veta hur denna grupp ska bemötas och introduceras till samhället för att därmed kunna tillgodose flyktingarnas behov. Syfte: Syftet med detta arbete är att genom en systematisk litteraturstudie belysa vilka problem som kan uppstå för flyktingar och flyktingfamiljer vid den sociala integrationen i Europa. Metod: Systematisk litteraturstudie som är baserad på 12 vetenskapliga artiklar. Valda artiklar var: 7 kvalitativa artiklar, tre kvantitativa och två med mix-metod. Resultat: Språk, skola, uppehållstillstånd, ett bra bemötande av flyktingar och ett socialt nätverk visade sig vara betydande faktorer för främjandet av integrationsprocessen för flyktingarna. Slutsats: I det sociala arbetet är det viktigt att veta hur flyktingar ska bemötas för att inte försvåra deras integration i det nya samhället. Det är viktigt att flyktingarna inte känner sig exkluderade eller diskriminerade. Det är värdefullt att ha sympati för flyktingarna och förstå att ingen individ skulle frivilligt vilja lämna sitt hemland. Vidare forskning behövs för att kunna hitta nya förhållningssätt som kan främja flyktingfamiljernas integrationsprocess och en hållbar framtid.

In general, migration is one of the most important global challenges. The topic of regulating migration flows came to the fore in relation to the current Europe's migration, or more precisely, refugee crisis. It has been described as the most massive migrant's crisis since the WW2. Unprecedented influx of immigrants and refugees in 2015 resulted in that even the best prepared European countries, such as Sweden, have reached a tipping point with regard to respect EU standards related to reception and processing of asylum applications. Master thesis covered two main analyses - the relevance of the refugee crisis in the EU in regards to the Swedish welfare state and the subsequent implications arising from the refugee crisis for the Swedish welfare state.

The resettlement of refugees and asylum seekers in Germany since reunification in 1990 has been challenged by two peaks in asylum seeker applications in 1992 and again in 2016. From the 1992 peak, which was fueled by asylum seekers fleeing the former Yugoslavia, extensive research has already been conducted over the past thirty years. These studies have demonstrated the actual outcomes of these primarily Yugoslavian asylum seekers and refugees with these findings indicating legal and economic uncertainty having a detrimental effect even years after resettlement. Using Germany as a case study, this analysis aims to survey the available information in the more recent example of asylum seekers arriving in Germany from 2014 onwards primarily from the Syrian Arab Republic, Afghanistan, and Iraq. Ultimately, successful resettlement equates to successful integration measures. The issues of policy legacy and learning as well as elements of the available support network for asylum seekers in housing, Integrationskurse (integration courses), and advice centers are examined to understand how each relates to successful integration and security for asylum seekers. The findings indicate that Germany has achieved successful resettlement and integration of asylum seekers through policy learning from the early 1990s onwards and a strong support network available for those seeking asylum, yet the exclusion of certain groups from integration measures unfairly leaves some behind. A continuous evaluation of these integration measures is necessary to ensure the successful resettlement of refugees and asylum seekers in Germany in anticipated future peaks in asylum seeker applications.

The paradox of contemporary migration in the EU is that new actors, rules, and institutions have emerged and created internal spaces where there is a gradual reorientation of the character of EU border regime. These spaces have become arenas where EU member states are re-categorizing, re-scaling, expanding, and diversifying their modes of internal migration control and enforcement. To overcome this paradox, this research seeks to explore migration policies in Sweden, Germany, and France to demonstrate that the narratives about EU common border policy is complex, uncertain, polarising, and conflicting. This paper argues that the emergence of the EU common border regime with a multiplicity of actors have created everyday bordering as a rebordering mechanism of control that threatens the idea of a common EU border, especially at the level of nation states. My theoretical approach is based on ‘everyday bordering and the politics of beloninging’. And I applied an interpretative approach in the analysis of official policy documents, academic articles, media reports, advocacy papers, NGO documents, and political speeches.

The average time for an individual to be located in a refugee situation is 17 years. That people are fleeing for such a long period of their life means that a large part of their human rights can easily be neglected. This study examines the humanitarian organizations MSB’s and UN- HCR's implementation of refugee camps and how they allow refugees to play a part in this process. This essay intends to examine the policy the organizations adhere to, namely the in- ternationally recognized handbooks Handbook of Emergencies and The Sphere Project. Em- pirical material is based on a qualitative interview method where a comparison between poli- cy and practice is investigated. Employees of organizations and experts on refugee camp de- sign, management and urban planning have served as respondents in this study. The city planning theory collaborative rationality is used to examine the empirical data to answer how organizations work with refugee camps, if a dialogue processes occur between organizations and refugees, and what benefits the theory can provide. This is followed by a discussion re- garding the human rights of the refugees and whether these are considered in the implementa- tion of the camp. A question raised in the discussion is whether a clarification of the concept could help the organizations' employees to meet the human rights of the refugees. The aim of this thesis is to create an interdisciplinary understanding across disciplinary boundaries. The idea is that the amalgamation of disciplines can improve the humanitarian organizations’ work and aid refugees living conditions. This study highlights a discrepancy in the relation- ship between policy and practice in relation to the procedure manuals, but also in relation to refugees and the satisfaction of human rights. A majority of the respondents testify a wish that a dialogue should be conducted between the organization and the recipients of humanitar- ian aid but that issues such as time pressure, ignorance and power relations complicates this process. What is needed for an improvement of dialogue processes is that the organizations need to take clearer positions on how the practical implementation should play out which would more easily control their employees to execute their work. States need to review their approach to refugees and to take responsibility for the people who need help. Last but not least, the concept of human rights and Nussbaum's definition of it is offered as a suggestion as to how UNHCR and MSB could simplify their work to accommodate that the refugees are treated within the realms of the human rights legislation.

Abstract:
The idea of this study is based on the legislative process of the Swedish temporary asylum law. Due to an increasing number of request for asylum in 2015, the parliament appointed a temporary asylum law to create a more restrictive migration policy. This measure was criticized by several parliamentary committees which were emphasising different negative aspects that could possibly affect the refugees. The government responded to the critics by referring to the EU minimum level and by comparison with other EU countries. In 2019 the parliament decided to extend the temporary law even though the number of asylum seekers had decreased. The main argument for this extension was to prevent an increasing amount of asylum seekers as soon as the migration policy in Sweden were to become more generous again. Previous research has shown that not long after the first proposition of the temporary asylum law the law was implemented, indicating a rushed decision made by the Swedish parliament. Thus is our purpose with this study to examine the political negotiations of the legislative process regarding the temporary asylum law and its extension. In addition to that the aim of the study is also to research if the extension of the law contributed to different discourses. Through a critical discourse analysis our main conclusion is that the underlying negotiations of the legislative process cover four main areas: economy and resources, EU, the asylum system and consequences. Within each field we discovered discourses that could be applicable in both the legislative process of 2016 and in the process of extension 2019. Nevertheless the result of the analysis also presented two discourses that became important parts in relation to the extension. These discourses were convention on the rights of the child and EU. Even though these discourses could be found in the first legislative process, they reach a remarkably higher state of importance in the extension of the asylum law and therefore are appointed as new since they did not held the same level of relevance before.
