Abstract:
Purpose The purpose of this study is to navigate the challenges irregular migratory flows generate for cities and urban systems. The migration and refugee crises that challenged Europe in 2015-2016 revealed that the developed world cities and urban areas are largely unprepared to address challenges that irregular migratory flows generate. This paper queries the smart and resilient cities’ debates, respectively, to highlight that migration-related challenges and opportunities have not been explicitly addressed in those deliberations. This creates a disconnect between what these debates promise and what cities/urban systems increasingly need to address on a daily basis. Subsequently, a way of bridging that disconnect is proposed and its policy-making implications discussed. Design/methodology/approach To suggest ways of navigating irregular migration-inflicted challenges cities/urban areas face, a nexus between the smart cities and resilient cities’ debates is established. By placing advanced sophisticated information and communication technologies (ICTs) at the heart of the analysis, a novel dynamic ICTs’ enabled integrated framework for resilient urban systems is developed. The framework’s dynamics is defined by two hierarchically interconnected levers, i.e. that of ICTs and that of policy-design and policy-making. Drawing from qualitative analysis and process tracing, the cross-section of policy design and policy-making geared towards the most efficient and ethically sensitive use of sophisticated ICTs is queried. Subsequently, options available to cities/urban systems are discussed. Findings The ICTs’ enabled integrated framework for resilient urban systems integrates the effectiveness of migrants and refugees’ policy design and policy-making in human-centred thinking, planning and policy-design for resilient urban systems. It places resilient approaches in the spotlight of research and policy-making, naming them the most effective methods for promoting a humanistic smart cities and resilient urban systems vision. It highlights critical junctions that urban systems’ stakeholders must consider if the promise of emerging sophisticated ICTs is to be employed effectively for the entire society, including its most vulnerable members. Research limitations/implications First, when designing ICTs’ enabled integrated resilient urban systems, the key stakeholders involved in the policy-design and policy-making process, including local, national and regional authorities, must employ a holistic view to the urban systems seen through the lens of hard and soft concerns as well as considerations expressed by the receiving and incoming populations. Second, the third-sector representatives, including non-governmental organizations (NGOs) and other actors, need to be seen as peers in integrated humanistic networks, thereby contributing critical, unbiased knowledge flows to infrastructures, which promote fair and inclusive participation of migrants and refugees in local economies. Practical implications The ICTs’ enabled integrated framework for resilient urban systems promotes a humanistic smart cities’ and resilient urban systems’ vision. It suggests how to design and implement policies apt to meet the needs of both receiving and incoming populations along value chains specific to smart and resilient cities. It promotes emerging sophisticated ICTs as the subtle, yet key, enabler of data ecosystems and customized services capable of responding to critical societal needs of the receiving and the incoming populations. In addition, the framework suggests options, alternatives and strategies for urban systems’ stakeholders, including the authorities, businesses, NGOs, inhabitants and ICTs’ providers and vendors. Originality/value The value added of this paper is three-fold. At the conceptual level, by bringing together the smart cities and resilient cities debates, and incorporating sophisticated ICTs in the analysis, it makes a case for their usefulness for cities/urban areas in light of challenges these cities/urban areas confront each day. At the empirical level, this analysis maps the key challenges that cities and their stakeholders face in context of migratory flows and highlights their dual nature. At the policy-making level, this study makes a case for a sound set of policies and actions that boost effective use of ICTs beyond the smart technology hype.

Understanding the return aspect of international migration is vital because returnees replete with new ideas, perceptions on life, and monies affect every dimension of social life in migrants’ places of origin. Yet, return migration remains uneven and an understudied aspect of migratory flows because migration scholars have privileged why individuals migrate, the underlying motivations for their moves abroad, and how migrants assimilate and succeed in their destinations abroad. Drawing on ethnographic research, this article addresses the migratory flows of Ladino and Mayan Guatemalans: those who go North, but in particular, those who come South. And in doing so, it highlights their similar and divergent responses towards migration processes.

Abstract:
The authors estimate migration flows of women in the 1990s at a global scale and provide a description of these migratory movements. The authors produce these data combining the 2011 World Bank Global Migrant Stock Database and state-of-the-art techniques to estimate migratory flows from stock data. The authors examine these flows in light of the global demand for care workers in the 1990s, showing that migration flows of women in that decade map onto the global care chains discussed in the qualitative literature. The data show that feminized migration flows in the period under analysis have a strong regional component. Yet the data also show that some of the largest feminized migratory corridors are in fact cross-regional.

Catadromous fish species require adequate flows to migrate between fresh and saltwater habitats to reproduce. However, artificial barriers and flow alteration affect fish populations by reducing habitat connectivity and disrupting movement cues. In regulated rivers, it is critical that migratory flow requirements are quantified to optimise water allocation for multiple users. In the present study, we assessed the migratory timing, flow and estuarine aggregation requirements for Australian bass (Percalates novemaculeata). Over 2 years, 66 bass were tracked using an acoustic receiver array in the Logan River (Qld, Australia). Bass performed large-scale downstream movements in response to elevated winter flows (40 and 108m3 s–1), which facilitated migration to the lower estuary, where salinity conditions were appropriate for spawning. Bass migrations occurred only when gonads were mature, despite large flows providing opportunities for movement outside this period. Experimental flow releases from an impoundment (2.1m3 s–1) during winter did not elicit a migratory response. Connectivity between upstream and estuarine habitats was reduced by the presence of instream weirs, with downstream movement across weirs occurring only when sufficient flow magnitude was achieved (>76.1m3 s–1). These findings are relevant for water resource managers formulating environmental flow rules for catadromous fish species in systems with multiple instream artificial barriers.

Pese a su pertinaz importancia demográfica, la ciudad de Santiago ha registrado emigración neta en los últimos 15 años como producto de la suburbanización y de una efectiva reorientación de los flujos migratorios hacia ciudades alejadas de ella. Entre los efectos cualitativos de la migración entre ciudades sobresale la erosión de la base de recursos humanos de quienes han sufrido crisis económicas prolongadas. Este escenario migratorio emergente requiere nuevos enfoques teóricos. AbstractSince the mid-20th century, the Chilean City system has diversified, increasing its presence in intermediate cities, while its migratory flows have become more complex. Despite its continued demographic importance, Santiago has registered net emigration over the past 15 years, partly as a result of suburbanization, and partly as a result of the effective reorientation of migratory flows towards cities located some distance away. The qualitative effects of inter-city migration include the erosion of the basis of human resources of those undergoing a prolonged economic crisis. This emerging migratory scenario requires new theoretical approaches.

Abstract:
This paper studies the migratory flows between Ontario and two Atlantic provinces of Canada, from 1960-61 to 1975-76. Search theory is used as the theoretical framework and leads to predictions as to the influence on interprovincial migratory flows of three economic variables: relative wages, employment opportunities, and unemployment insurance (UI). Proxies for these theoretical variables are used in an ordinary least squares regression based on pooled time series and cross-section data on interprovincial migration in Canada (Family Allowances' data base). The model performs poorly in explaining short term variations in the interprovincial migration rates, and the expected return migration from Ontario to New Brunswick and Nova Scotia due to UI changes in 1971 is not found. However, the model performs relatively well in explaining long term interprovincial migration flows and the 1970's reversal of the net migratory flows between Central Canada (Ontario) and the Atlantic provinces considered. Higher unemployment rates in Ontario, improved relative wages in New Brunswick and Nova Scotia as well as the UI revisions of 1971 explain a significant part of the observed change.

Abstract Objective: The purpose of this article is to make an analysis of the size and structure of migratory flows at regional and sub-regional level. Methodology: Descriptive statistical analysis was mainly used to visualize and synthesize information about the evolution of the structure and size of migratory flows in major regions of the world. Findings: The importance of contemporary migration is related not only to the number of migrants, but also to the fact that the migratory phenomenon has become global and takes on more and more diverse forms. People travel for various periods of time, but shorter. They adopt a pattern of circulatory migration, continue to maintain strong connections with where they left from or practice unregulated migration. Migration has become a defining feature of the modern global economy, and the main factors underlying its expansion are the processes of globalization, technical progress, the new economic order, etc. In 2019, the number of l migrants at world level reached 271.6 million, well above the values forecast by international bodies in recent years. In the last three decades, more developed regions have received 69 million international migrants, while less developed regions have received only 50 million. The highest migratory flows were recorded in high-income countries (98 million persons), and middle and low-income countries added only about 20 million persons to migrants’ stock (17 million and 3 million, respectively). Value Added: The paper presents an analysis of the size and structure of migratory flows at the regional level, providing a more detailed picture of migration, and presenting a different but complementary perspective of migrants and movements from different parts of the world. A comparative analysis of migrant flows at regional level and on large migration corridors is performed, but also of the structure by age groups and gender of regional migrants. Recommendations: The analysis of data on regional migration shows significant differences in migration patterns between regions. Greater recognition of regional migration patterns, variations and complexities can help shape strategic and sustainable responses of the migration policies. It is also necessary to pay attention to the regional dimensions and variations of international migration that may have critical implications for debates and regulations, especially (but not only) globally.

The paper is aimed at identifying the specifics of the migration in Russian regions with special sampling and econometric models used to research into the interrelation ‘migration – economy and social sphere’. The study has identified the specifics of the migration: the centralizing nature of migration flows and migrants gathering in a few certain large and favourable Russian territories; depopulation of rural territories in Russian regions, increasing migratory flows among young rural people, including women. Abstract: Chinese migrants now constitute the largest group of registered ‘foreigners’ in Japan, with over 600,000 documented in 2006. This is the result of an intersection between the Chinese government’s drive for educational and economic success, and Japan’s flexible student visa labour system. It is the product of a ‘normalization’ of mobility amongst young mobile Chinese. Based on 20 months fieldwork in Tokyo, Japan, I explore the ways in which the decision to move is experienced as mundane, and how it is negotiated as a form of ‘everyday practice.’ Through this lens, this article posits multiple relationships between mobility, its limits and how this relates to mobile people’s sense of place in the world.

Climate change is subjecting aquatic species to increasing temperatures and shifting hydrologic conditions. Understanding how these changes affect individual survival can help guide conservation and management actions. Anadromous Pacific salmon ( Oncorhynchus spp.) in some large river systems are acutely impacted by the river temperatures and flows encountered during their spawning migrations. However, comparatively little is known about drivers of en route mortality for salmon in smaller coastal watersheds, and climate impacts may differ across watersheds and locally adapted salmon populations. To understand the effects of climate on the survival of coastal sockeye salmon ( Oncorhynchus nerka; hísn in Haíɫzaqv), we tagged 1785 individual fish with passive integrated transponders across four migration seasons in the Koeye River—a low-elevation watershed in coastal British Columbia—and tracked them during their relatively short migration (∼13 km) from river entry to spawning grounds. Overall, 64.7% of sockeye survived to enter the spawning grounds, and survival decreased rapidly when water temperatures exceeded 15 °C. The best-fitting model included an interaction between river flow and temperature, such that temperature effects were worse when flows were low, and river entry ceased at the lowest flows. Results revealed temperature-mediated mortality and migration delays from low water that may synergistically reduce survival among sockeye salmon returning to coastal watersheds.

Las corrientes migratorias latinoamericanas históricas en Argentina, fueron las procedentes de Paraguay, Chile, Bolivia y Uruguay. Sin embargo, durante el periodo 1991-2010 solo los flujos migratorios de los paraguayos y bolivianos, continúan incrementando su participación, desplazando a los inmigrantes chilenos y uruguayos, además se produce un crecimiento repentino de inmigrantes de nacionalidad peruana bajo el periodo mencionado. El objetivo de esta investigación es poder dar una respuesta los más integral posible, a estos dos hechos. Historical Latin American migratory flows in Argentina, were those from Paraguay, Chile, Bolivia and Uruguay. However, during the 1991-2010 period only the migratory flows of Paraguayans and Bolivians, continue to increase their participation, displacing immigrants Chilean and Uruguayan, in addition there is a sudden growth of immigrants of Peruvian nationality under the mentioned period. The objective of this research is to be able to give an answer the most comprehensive as possible, these two facts. Through the use of empirical information generated by the census surveys we will analyze migratory dynamics. Understanding the offer of courses aimed at teaching the Portuguese language as an instrument of reception policy for immigrants and refugees, and aware of the demands for specific didactic materials aimed at teaching Portuguese as an Additional Language (hereinafter PAL) that meet this new reality in Brazil, we share in this article our classroom experiences with the teaching of Portuguese to a group of 30 Haitians, seeking to contribute to reflections about the teaching of Portuguese in this specific context. To do so, we describe the decisions taken along the course regarding the classes and didactic materials used, taking into account the profile of the students and the context in which they were inserted. Based on our reports, we hope to collaborate with teachers who are involved in the teaching of Portuguese for Immigrants and Refugeesin Brazilian contexts in which the migratory flow is a reality.

The locally stationary states of migration flows in the basic and immigration systems are described by corresponding entropy operators. A soft randomization procedure that defines the optimal probability density functions of system parameters and measurement noises is developed. The advantages of soft randomization with approximate empirical data balance conditions are demonstrated, which considerably reduces algorithmic complexity and computational resources demand. An example of migratory interaction modeling and testing is given.

The aim of the research is to substantiate the statement that the brand of the territory is intended to become a driver of the territory development and positive changes in the economic situation of the population living there. The problem of developing effective territory brands and possible mechanisms of their solution is discussed. The article focuses on the fact that at the moment, when developing territory brands, as a rule, aesthetic criteria prevail over economic ones, which suggests that customers more often need a quick and superficial result, rather than the real development of the territory. Special attention is paid to the effectiveness of the developed brands, as this very aspect usually “falls out” of the attention of customers and developers. The scientific novelty of the research is that one of the methods to find out the reasons for the insufficient development of the territory by the authors is the study of migration flows, as they clearly demonstrate the desire (or unwilling- ness) of the territory’s population to participate in its development. It is noted that the currently dominant gravitational model of migratory flows formation is clearly outdated and needs to be replaced by a new one that reveals more deeply the mechanism of migration processes. The result of the study is a proposed mechanism for taking into account the indicators of migratory flows to manage the brand of territories, and the conclu- sion is that in today’s conditions of special importance is a competent and timely information about the pros and cons of each territory, which requires the inflow of a certain number of new residents and the retention of the population of indig- enous peoples. Branding is one of the most effective tools for such information.

This article takes a look at migratory flows across the Central Mediterranean from 2012 to 2018 and focuses on the response of governmental, inter-governmental, and non-governmental actors rescuing lives at sea. Using aggregate data on migrants’ sea arrivals and deaths as well as official documents from the UNHRC, the European Union, Italy’s Ministry of Interior, and NGOs, this study investigates 1) how different actors have responded to migratory flows across the Central Mediterranean, and 2) how actors’ narratives and response have impacted the situation at sea. The study finds that, although all three actors act on the humanitarian principle ‘to save lives,’ their narratives and response diverge as the intensity of sea arrivals persists.

This article introduces the concept of a “valve” state as an instrument in the study of transit migration. A “valve” state is defined as a transit state that, due to its geographical position, to a specific regional political and geopolitical configuration and to key changes in its migration control policies, can play a decisive role in significantly shaping regional transit migratory flows. The case study of the 2015 Balkan migratory wave is used to show that this phenomenon was triggered by policy changes in two “valve” states, Greece and Macedonia, that challenged the externalisation and securitisation policies of the European Union. Developments in the first part of 2016 are also taken into consideration in order to show the role of “valve” states in putting an end to the migratory wave. Critically, this was due to the creation of a new “valve” state, Turkey, as part of Brussels’ regime of influence.

This article argues that the migratory system connecting the three northern countries of Central America (Guatemala, El Salvador, and Honduras) with Mexico and the United States has not been accompanied by regional management of migratory flows. Instead, a succession of government plans and projects reveals a perspective marked by the effects of the “externalization” of US borders, leading to more complex migration routes and increased vulnerability of migrants. The article discusses how externalized control policies influence migratory spaces, routes, and timelines, and leave many stranded in transit countries before they eventually arrive at their intended destinations. Reconsidering the process of mobility in light of migration management policies would appropriately enlarge the traditional economic, social, cultural, and environmental factors that affect migration strategies.

The analysis of the causes and the vectorial orientation of the flows of labour resource potential, which give rise to the need to use non-standard forms of employment as a prerequisite for the stabilization of labour migration. The statement of basic material. The article deals with the problem of labour migration in Ukraine. The factors of influence and vectorial orientation of emigration of the population of Ukraine are analyzed. The article presents the results of population mobility research at the territory of Bavaria. Different types of migration flows (resettlements, commuting, educational migration, etc.) within municipalities and through their borders, as well as between Bavaria and other parts of the country are analyzed. Spacetime features of population mobility are revealed. Main methods of analysis include delimitation of migration systems and calculation of human activity density. The study found that scale of population mobility within Bavaria is larger than migratory exchange with other parts of Germany. Commuting and other types of return population mobility take more important positions in the regional migration process.

International labour migration in post-industrial countries raises numerous questions. A wide range of studies have been published on the impact of immigration on the labour market but only few studies take into account both arrivals (immigrations) and departures (emigrations), rather than only the role of newcomers on the labour market. This paper is based on a Swiss Longitudinal Demographic Database which links data from Population and Household Registers, administrative registers, and surveys. In particular, the Swiss Population Register provides the date of arrival or departure of immigrants/emigrants while the Structural Survey provides information on their characteristics and position on the labour market. Based on these data, this paper compares the socioeconomic characteristics of both immigrants and emigrants arrived in Switzerland during the period 2011-2013 or having left the country during the same period, a time span characterized by a yearly net migration of + 80,000 and a rapid economic growth. In terms of level of education, every category is characterized by a positive migration balance, which is not surprising: the economic growth observed in Switzerland during the period led to a demand on the labour market for both skilled and unskilled migrants. More precisely, migratory flows counterbalanced the erosion of the low and averagely skilled working-age non-migrating population and contributed to approximately one third of the increase in the number of highly skilled workers in the labour market. Concerning the occupations, the impact of the migration balance is highest among managers and sales workers. The paper also demonstrates that the migratory flows contribute to balance the decrease in the low and averagely skilled positions and to partially fulfil the economy’s demand for highly skilled workers.

Bird migration is a widely studied phenomenon, however many factors that influence migratory flows remain unknown or poorly understood. Food availability en route is particularly important for many species and can affect their migration success, pattern and timing but this relationship has not been addressed at a wide scale due to the lack of spatial models of food availability on the terrain. This work presents a GIS-database approach that combines spatial and non-spatial ecological information in order to map fruit availability from vegetation over time in the SE Alps, an important node of European migratory routes. We created a unique database that contains information on the presence and periods of fructification of 52 wild plants carrying berries and a series of original cartographic themes. The presence and coverage of the plant species was modelled with the geo-statistical method of the Gaussian Kernel, which was validated against the ground truth of field sampling data with a correct classification power above 80% in most cases. The highest fruit availability in the study area during September and October co-occurs with the peak of captures of berry eating birds. The maps created and distributed along this work can be useful to address more detailed studies about stopover sites as well as the spatial ecology of other fruit eating animals.

The importance of estuarine wetlands to ecosystem services such as primary productivity and flood attenuation, as well as their function as habitat for threatened species has prompted efforts to restore tidal flows to degraded wetlands. We tracked the response of estuarine vegetation to tidal-flow reinstatement over 12 years (1995–2007) in a wetland of the Hunter estuary, Australia. This site provides important habitat for migratory shorebird species, which favour shallow tidal pools and saltmarsh over mangrove forest. Increased tidal flows following culvert removal reduced shorebird roost habitat by 17% because of mangrove encroachment on saltmarsh and shallow tidal pools. Saltmarsh occurred in areas with a spring tidal range <0.3 m, hydroperiod <1.0 and elevation >0.4 above the Australian height datum (mAHD), whereas mangrove occupied areas with spring tidal range >0.3 m, hydroperiod <0.45 and elevation <0.4 mAHD. By using these parameters, it is possible to exclude mangrove from saltmarsh areas and to establish saltmarsh at lower elevations in the tidal frame than would occur under natural conditions, effectively expanding saltmarsh area. These measures can be useful where landward migration of estuarine communities is restricted by infrastructure; however, they should not be considered a substitute for conservation of remnant saltmarsh or establishment of landward buffer zones.

AbstractHow do migrants decide when to leave? Conventional wisdom is that violence and economic deprivation force migrants to leave their homes. However, long-standing problems of violence and poverty often cannot explain sudden spikes in migration. We study the timing of migration decisions in the critical case of Syrian and Iraqi migration to Europe using an original survey and embedded experiment, as well as interviews, focus groups, and Internet search data. We find that violence and poverty lead individuals to invest in learning about the migration environment. Political shifts in receiving countries then can unleash migratory flows. The findings underscore the need for further research on what migrants know about law and politics, when policy changes create and end migrant waves, and whether politicians anticipate migratory responses when crafting policy.

Overall delay at dams was substantial (median = 13.6–14.6 days); many fish failed to pass (percent passage ranged from 29% to 55%, depending on fishway), and repeated passage attempts compounded delay for both passers and failers. Cox regression revealed that fishway entry rates were influenced by flow, temperature, and diel cycle, with most lampreys entering at night and at elevated flows, but with no apparent effect of sex or length. Overall delay was influenced by slow movement through the fishways, but repeated failures were the primary factor determining delay. These data suggest that although some lamprey were able to pass fishways, they did so with difficulty, and delays incurred as they attempted to pass may act to limit their distribution within their native range.
