Full textIndustrial ecology includes a set of practices aimed at reducing polluting industrial discharges and stands today as a possible way for the transition of industrial system towards a more sustainable operating mode, inspired by natural ecosystems. Its implementation can also be at the origin of innovation dynamics favorable to the development and diversification of territories, especially industrial ones. Industrial ecology is generally studied from the view of its industrial organization (organization of input and output flows, institutional framework and organization of cooperation between companies) and the environmental impacts it entails (economy of materials, recycling, etc.). In this thesis, we study its potential in terms of territorial economic development. For this purpose, we build a theoretical and conceptual framework to highlight the role of industrial ecology as a driver for development and diversification of territories. We propose a new analytical model based on the concept of eco-innovative milieu. This concept, built by crossing the literature on industrial ecology and theories of territorial economy and innovation, explains the mechanisms by which industrial ecology can promote territorial attractiveness and eco-innovation dynamics. It is the foundation on which our hypotheses are based. This model of analysis is applied to the industrialo-port complex of Dunkirk, a territory with strong industrial specialization in search of new ways of diversification of economic activities. We seek to understand the advantages of industrial ecology for the construction of an "eco-innovative" milieu, in which the effects of agglomeration favor the generation and the attractiveness of new activities thus contributing to a diversification of territorial economy. We adopt a mixed methodology based on the descriptive analysis of two databases of companies and a set of semi-structured interviews with 30 companies and institutions. The empirical study shows that industrial ecology contributes to the development of the characteristics of an eco-innovative milieu in Dunkirk. however, the dynamics of collective learning and eco-innovation specific to eco-innovative milieus remain modest. In addition, a nex dynamic of business creation has developed in Dunkirk since 2014. These new companies are linked to companies in the industrial symbiosis, either by the sector of activity, or by eco-industrial synergies. However, this dynamic only concerns a few units, but tends to validate our analysis. The diversification dynamic based on a related variety highlighted here faces, however, many difficulties. These are related to the operational and organizational aspects of the synergies nut they are also specific to the territory (economic fragility and path dependence). The contribution of industrial ecology to the diversification of industrial territories depends, in our opinion, on the resolution of these difficulties. The development of service activities and adapted territorial governance can contribute to the reduction of these limits. We study the characteristics of the service sector and the governance of the industrial symbiosis in Dunkirk. We end up with a set of recommendations that can be useful for public policies as well as for companies and institutions, in order to strengthen the eco-innovative milieu and foster the innovation dynamics that it promises

Resumo: Os desafios impostos pelas recentes mudanças tecnoeconômicas têm determinado um processo de revalorização do conhecimento socialmente construí do, o qual passa a se constituir como um importante insumo à atividade econômica. O potencial de desenvolvimento das regiões está associado a sua capacidade de se adaptar a estas mudanças e gerar fluxos constantes de conhecimento. Nesse contexto, a região Nordeste de Santa Catarina, mais precisamente o município de Joinville, é um exemplo claro de diversificação do tecido produtivo local frente à instável realidade. A aglomeração de empresas de software existente nesta região é justamente a mais recente variante da economia local. Assim, com o objetivo de caracterizar as dinâmicas produtivas e espaciais presentes na indústria de software de Joinville, construiu-se o presente trabalho fundado no marco conceitual de sistemas de inovação. Constatou-se, portanto, a existência de um complexo conjunto de organizações e instituições que formam um incompleto sistema de inovações, cuja produção se apóia em inovações incrementais, com elevada participação dos clientes, sendo que, pela ótica do faturamento, o sistema especializou-se na produção de softwares pacote, muito embora exista um número maior de firmas explorando o segmento de softwares serviço. Inexistem organizações de pesquisa e as interações com as universidades se restringem à formação de mão-de-obra. Deste modo, verificou-se que o sistema estudado surge de maneira espontânea e endógena num contexto de diversificação do tecido produtivo local, o que constitui um atributo de um meio inovador
Abstract: The challenges forced by the recent techno-economic changes, have determined a process of revaluation of the knowledge built by social relations, which becomes the motor of the economic activity. The potential of development of the regions is associated with their capacity of adapting to these changes and to generate a constant flow of knowledge. In this context, the northeast region of Santa Catarina, more precisely the city of Joinville, is a clear example of the diversification of the local productive structure in a context of unstable reality. The agglomeration of software companies in this region is certainly the most recent variant of the local economy. Thus, with the objective to characterize the space and productive dynamics existing in the software industry of Joinville, the present work was constructed rested upon the conceptual frarnework of innovation systems. It was evidenced, therefore, the existence of a complex set of organizations and institutions that form an incomplete system of innovation, whose production lean on incremental innovations, with elevated participation of the customers. By the optics of the sales, the system specialized in the production of softwares package, although there exists a larger number of firms exploring the softwares services market. Without a relevant research organizations in this system, the interactions with the universities are restrict to the man power formation. Thus, it was verified that the studied system appears spontaneously and endogenously, by the way of the diversification of its local productive structure, what constitutes an attribute of a "milieu innovateur"

Full textThis thesis aims to study raw materials for perfume manufactury's cluster in western Mediterranean and focuses on its ability to enhance natural resources. Over the last decade, natural substances are attracting growing interest from both perfumes and cosmetics manufacturers and consumers, in a context that favoured sustainable development. They also enhance territorial matters such as landscapes, industrial technology, local practices. Furthermore, actors's network ensure the competitiveness of each productive system, as regards new environmental standards. This “network effect” generates economic and cultural externalities ; then, we hypothesize that these externalities generated by the productive systems of western Mediterranean may be vectors of innovation. In order to show the dynamics and the relationships which link the actors of the cluster, and symbolizing the core of territories's dynamics, the thesis focuses on a comparative approach in relying on the concepts of productive system, innovative “milieu” and cultural economy. It also borrows elements of heritage and landscape analysis. The study concerns five countries of western Mediterranean in which we selected representative samples : the french region Provence-Alpes-Côte d'Azur, cradle of industrial perfume, the Mediterranean coast of Spain and the Madrid-Murcia axis, the Rabat-Fez axis and the Dades Valley in Morocco, Cap Bon in Tunisia, and the italian region of Calabria. Full textThe purpose of this research is to show - through an empirical and a theoretical approach - that the dynamic of innovation stems from the interaction between two organizational instances, following two distinct logical structures : the territorial level and the industrial level. This theoretical study enables us, from the shortcomings of traditional analysis, to elaborate new concepts and new analytical tools, within a dynamic and spatial approach for the study of technological innovation. The innovative milieu is shown to be an adequate background for the study of local systems of production. The network is shown to be structuring element of the innovative milieu. By allowing a way of regulation for exchanges beyond the firm market duality: coorperation between firms. From a corpus of empirical research, there is shown to be a link between territorial cohesion and the ability of economic agents to actuate processes of technological creation. This observation leads us to stress the role of the territorial element where innovation is concerned and the conditions whereby a milieu becomes innovative

Full textThe background of our research crosses conceptual contributions of the innovative milieus approach and the realities of fragile rural areas, especially the mountains. We have chosen to address the theme of innovation in milieus a priori unhabituel for this type of approach. However, we have shown that it is quite possible and even necessary to examine the ability of vulnerable rural areas to secrete innovative processes, the only way to adapt to globalization.Our first hypothesis focused on the dynamics of territorial construction in progress. A hypothesis supported by the emergence of new territories in France, through the implementation of Massifs, in Italy, via mountain communities and finally in Europe, with the Alpine, Carpathian and Balkan conventions. The phenomenon is identified, research has focused specifically on the mechanisms behind this construction. Our surveys of key actors have highlighted two main factors: a strong coordination and mobilization of actors around the valuation of specific resources of the mountains. Ultimately, it is the presence of what we call an innovative milieus effect which is at the origin of the process of emergence of mountains in Europe. Placing ourselves in the innovative milieus approach, we sought to assess the spatial fragility / dynamics depending on the capacity of actors to act, the degree of resource development and physical disabilities. To do this, fifteen indicators were calculated to reflect the different axes. Our results are conclusive with factorial axes that correspond to our three themes, a distribution of municipalities along the A75 and the demes along the Via Egnatia, which corresponds to our expectations, ie, very complex and diverse. Many mountain municipalities show a remarkable dynamism contrary to what one might expect.The context of the research, two fragile mountain areas relatively isolated, the Massif Central in France, Epirus and Western Macedonia in Greece, as well as multiple interviews with officials elected, driven us to put accessibility in the center of our problematic of fragile milieus / innovative milieus. A review of the literature on the relationship highway and territories let us to realize the absence of the study on the rôle of actors and milieus in the assessment methods. Questioning conventional methods allowed us to propose an approach leveraging the concept of the innovative milieu in the heart of the relationship highway / development. The survey results show very favorable but contrasting perceptions depends on territories, low ownership of both highways and three logic of implémentation of the A75 and the Via Egnatia: a logic of dynamic and innovative local milieus, a logic innovative networks and a logic of accompanying policies. Similarities in the modes of action between the case of the A75 and the Via Egnatia in reality hide profound differences that explain the highest dynamics involved in the Massif Central compared to the north of Hellas. The initiatives are proving indeed larger along the territories crossed by the A75. This is related first to the greater involvement of the state but also to a better structuring of regional and local actors
