Namibian ports are state-owned and have fallen behind in terms of port reform The ports are increasingly pressurised by port users and even more so by shipping lines for infrastructure investment and technological advancement without any guarantee of return on investments. Increased competition amongst ports as well as a shift in the balance of power to port users, demands of Namibia to review its port governance and ownership structure to ensure that the country remains responsive to the changing global marketplace contribute to these pressures. This study deals with the complexities associated with port reform and port competition. The paper presents a synthesis of literature on port governance models and port reform. In addition, this paper also presents an analysis of the port choice decisions made by port users and reviewed port reform case studies of two African ports. Drawing from the lessons in case studies, it is clear that various options of port reform have emerged over the years, each with its own strengths and weaknesses. The study further shows similarities in the objectives of port users when choosing a port but applying different strategies to achieve their objectives.

Abstract:
This project investigated the relations between recalled job-satisfaction, ability, and task demands in Vietnam era helicopter aviators. It attempted to detect and describe factors present in a dangerous combat environment which may influence some individuals to enjoy and take satisfaction at being exposed to, creating, and participating in the dangerous and life threatening violence involved in helicopter combat. Participants were 30 pilots and crew members retired from the 335th Assault Helicopter Company who were all actively involved in combat in Vietnam from 1968 to 1970. This study found that developing a love of war is correlated with anger during combat. The love of war is not correlated with PTSD processes nor is it correlated with specific personality dimensions. The love of war research is a new area. The questions were used to operationalize the love of war represent a significant limitation. This method of operationalizing the love of war concept does not make fine discriminations has questionable content validity. To facilitate accuracy in discriminating between participants when conducting future research in the area, researchers could benefit from constructing a measure with greater content validity.

Abstract:
The study of Russo-Turkish relations has enough historic interest because it covers many aspects of the Eastern Question. The Russo-Turkish war of 1768-1774 was the point where the course of the Russo-Turkish relations changed. During the previous decades, Russia tried to establish its position in the south and it was quite successful after capturing Azov in 1696. However, the Turks managed to gain Azov back from the Russians (1711) and maintained their supremacy in the Black Sea. By the end of the war (1774) the Turks lost Crimea which became an independent state. On the other hand, the Russians gained considerable territorial, religious and commercial advantages over the Turks. From the diplomatic point of view, the triangle between Russia, Turkey and major European states (Britain/France) functioned in the most disharmonious way. Having similar interests, Russia and the states of Western Europe struggled for which country would gain more out of Turkey. Turkish diplomacy had no alternatives other than offering more and more financial and territorial interests to France or Britain every time Turkey was threatened by Russia. In exchange Turkey managed to get protection, mainly from France. That becomes quite obvious in the writings of Lord Cathcart (the British ambassador in St. Petersburg during the period 1768-1773) where the issue for French diplomacy was the preservation of the Ottoman Empire. The Russian triumph over the Turks in 1774 was in a large degree caused by the efficiency of its armed forces which were ready to face the consequences of a long war on three fronts: Moldavia, Crimea and Greece (Peloponnese and the Aegean islands). In the meantime, the Russian diplomacy under the guidance of Panin gained every advantage it could get out of this war without making any serious compromises with either the Turks or with France or Britain.

Abstract:
Military personnel are required to perform effectively in extreme enviroments. Optimal performance in combat enviroments is a complex process and its neural basis is poorly understood. Understanding the factors that influence how an individual is able to perform to a high standard and cope with the demands of the situation while under extreme operational stress is vital. As stressful events can have a lasting impact on soldiers and while for some deployment can lead to positive change for others it can increase the risk of suffering from post-traumatic stress disorder (PTSD). To better understand how soldiers are able to perform effectively, in the first study of the thesis we developed a psychometrically robust measure of mental robustness that was informant rated and relevant to combat operations. The measure assesses a soldier’s ability to make decisions under pressure and their ability to function effectively when faced with emotional challenging situations as two separate dimensions. A second study confirmed the factor structure of the measure and also provided initial evidence for its construct validity. The measure underpinned our final study (Study 3) which combined psychometric measures, behavioural and functional imaging to produce a deeper understanding of the relationship between activity in key brain regions and key components of robustness. Study 3 assessed soldier’s ability to make decisions under pressure when presented with combat relevant stimulus. The study employed two tasks; Task 1 required individuals to attend to emotional aspects of the stimuli as they would do in during combat and Task 2 required soldiers to attend to the non-emotional aspects of the stimuli. Our findings suggest that robustness acts as a resistance resource and although it does not protect against PTSS it does allow a curvilinear relationship between PTSS and performance. The ultimate goal of this thesis is to better understand the critical factors required for optimal military performance during deployment. This will allow more targeted training that will help highly motivated individuals achieve excellence.

Sweden is dependent on secure sea transport. Shorter disruption of imports of fuel and crude oil can be managed with an emergency stock, but a prolonged halt in imports creates problems. For industry, the vulnerability is greater. Fragmented production chains in combination with expenditure reductions in inventory causes a dependency on proper transport of intermediate goods in the manufacturing industry. A lengthy disruption thus involves disruption of production for both domestic consumption and for export goods containing imported parts.In order to secure shipping routes with a limited number of vessels, Mine Counter Measures (MCM) capacity is required, and according to the Armed Forces, developed with new sensors and autonomous vehicles. Sweden has acquired small AUV systems for MCM, and has plans to acquire larger and more advanced. Before any acquisition is implemented, a number of considerations have to be made. How does advanced AUV inflict on existing methods and systems? Is the result is better, is it faster, do we need to make adjustments? The essay aims to examine the military technology influence an AUV have on today's MCM operations. The results of the study can serve as part of the decision support for the Armed Forces and FMV before a purchase of an advanced AUV.The results of the thesis show that Advanced AUV:s, with the qualities they have , can affect the way the Armed Forces are conducting MCM today.

This dissertation explores the emerging relationship between the U.S. military and the commercial video game market. Specifically, this study situates this relationship in terms of the U.S. military's evolving role in a variety of media-such as Hollywood feature films, television, and television news-for the purposes of propaganda and the influencing of public opinion. Consequently, an analysis and critique of the U.S. military's production and commissioning of commercial video games will be advanced that takes into account contemporary analyses and media critiques with respect to war and representation. Since these games are also a part of the larger field of entertainment and cultural production, this study will attempt to understand these products for the complex ways they combine cultural expression, modern spectatorship and the desire to influence or mediate popular conceptions of war. Consideration will also be given to situating these products within the emerging field of video game studies and aesthetics, as well as questions concerning genre, realism, historical revisionism, and the ethics of simulation.

Abstract:
Due to their unique characteristics, military domains contain various peculiarities that directly or indirectly and favourably or unfavourably impact the development of software products. Observations of systems development in the Brazilian Navy for many years have shown that systems are developed and delivered usually with many delays, and during development there are many changes to the requirements initially elicited. Since many authors in the software engineering literature agree that problems in requirements account for more than 70% of total system development failures, it seemed to be logical that any effort to solve the problems encountered in the military environment should start focusing on the requirements area. Currently several techniques and approaches already exist that support the execution of activities in this phase. With this abundance of techniques, it becomes a difficult task for the analysts to select the best technique in a given circumstance. To support the selection of these techniques, several frameworks were also created, each one guided by a respective group of influencing factors. This study examined, in a detailed manner, these techniques and frameworks, and noticed that there are still issues to be addressed to guide the selection of elicitation techniques, especially in a complex environment such as the military one. To elicit these issues an exploratory qualitative research was performed. The results showed that social issues rather than technical ones were the main concern in the domain under study. Issues such as hierarchy and high staff turnover interfere in the requirements process but are yet not addressed. The findings of the qualitative research are the first contribution of the thesis. Based on these results this research proposed a novel framework for requirements elicitation within the context of a military environment taking into account social and technical factors, which is the second contribution of the thesis. Such a framework was developed following Conflict Theory from sociology. This framework organized a selection of techniques based on possible solutions to conflicts. Finally, the solution was evaluated to assess its efficacy. This evaluation was based on qualitative and quantitative research. Based on the evaluation results the framework was updated.

Abstract:
The starting point of this thesis is the radicalization of the long-lived Greek- Cypriot movement for termination of the British colonial rule and union - enosis - of Cyprus with Greece, which is identified with the opening of a militant campaign by the armed organisation EOKA (The National Organisation of Cypriot Fighters) in April 1955. Consequently, this work takes full account of EOKA's evolution since the embryonic stage of its planning in the early 1950s, until the cessation of its functioning following the end of the rebellion with the signing of the Zurich and London Agreements in February 1959. Crucial to the thesis are the political roots of EOKA in both Athens and Cyprus and the designation of Colonel George Grivas to prepare and lead the physical insurgency in the island. Furthermore, the genesis and character of the armed movement's political desiderata are explored, such as its singularity in comparison to other anti-colonial movements and the reasons behind the eventual acceptance of an independent Cyprus by EOKA's leadership. A key preoccupation of this analysis is EOKA's strategic rationale, focusing upon the organisation's decision to subordinate the military criterion to the political plane, thereby maximising flexibility in its tactics with a continual switching from irregular warfare to political agitation, passive resistance and calculated abstentions from action, while the principal aim remained constant. EOKA's dilemmas in its effort to obtain arms and related equipment are constantly revealed, including the evasion of British anti-smuggling measures. The thesis necessarily explores EOKA's initiatives to solve the problems of supply by turning to various channels of importation from abroad and achieving self-sufficiency by producing its own sophisticated sabotage devices. Over and above such material and practical issues, this research charts the creation and evolution of EOKA's diverse structure, contributing to the gradual transition from a purely static armed organisation into a complex movement able to exploit an increasing popular base and therefore undermine British rule at its weakest point. Finally, in presenting the first fully-researched account of EOKA as an insurgent organisation, explaining its remarkable efficiency and survival, the analysis reconstructs the challenges presented throughout by communications, intelligence and counter-intelligence, and the absolute imperative of the prevention of infiltration of the organisation by hostile elements.

This study aims to explore the political and social outlook of the Ottoman military in the six years between the constitutional revolution of 1908 and the Ottoman Empire's entry into the First World War, events in both of which the army's role was decisive. An introductory chapter surveys the modernisation of the Ottoman army over nearly a century to 1876. Chapter I focuses on the emergence, after 1876, of two different generations of educated officers with two distinctive approaches to politics and the army's role in society. Chapter II examines the differing roles of these two groups in the events prior to the Revolution and in the making of the revolution. Chapter III focuses upon military publications of the period 1908-1912, and in particular, examines the importance of Japan in the Ottoman army's eyes at the time and how Japanese modernisation and militarisation were presented as a role model. Chapter IV examines the dominant role of the younger patriotic generation in the politics of the country in the years immediately after the Revolution. Chapter V focuses on military reform after the Revolution. Chapter VI examines the effects of the Balkan defeats of 1912-1913 on the political outlook and practice of the officer corps. Chapter VII examines the army's attempts to promote militarism in society at large during the months immediately prior to the outbreak of the First World War. A concluding chapter assesses some of the broader social and ideological implications of the army's assumption of a leading role in domestic politics.

Abstract:
Anthropogenic environmental changes can serve as drivers for evolutionary responses in wild populations. To predict the long-term impact of anthropogenic changes on populations, it is crucial to understand the genetic effects caused by these disturbances. The Baltic Sea is considered to be one of the world’s most contaminated seas, and the increase of anthropogenic chemical pollution is a major threat to its ecosystems. This thesis assesses the impact of harbors and sewage treatment plants on physiological traits and genetic structure of resident populations of blue mussels at replicated sites in the Baltic Sea. The initial evaluation of the overall genetic pattern in blue mussel populations in the Swedish West Coast, the Baltic Proper and the Bothnian Sea found genetic differentiation between the three water basins and a low genetic differentiation within each basin, especially within the Baltic Proper. Despite the low genetic differentiation among blue mussels within the Baltic Proper, a parallel genetic differentiation associated with sewage treatment plant effluents was found in this basin. This included genomic regions with a high degree of differentiation between reference sites and sites affected by sewage plants effluent. This genetic differentiation is suggested to be due to post-dispersal selection acting in each generation. In contrast, no parallel genetic differentiation was associated with harbors. We identified five genomic regions in blue mussels, showing strong signs of selection, shared among three out of four replicated reference sites and sites affected by sewage effluents in the Baltic Proper i.e. Askö, Tvärminne and Karlskrona. An initial characterization of these genomic regions revealed functions related to immune and endocrine responses, oxidative stress and shell formation. Our results indicate that selection caused by sewage effluents involves multiple loci. The same genomic regions are found across different locations in the Baltic Proper but there are also unique genomic regions at each location. No genotoxic or histopathological effects were found among blue mussels from sewage effluent-affected areas but a higher frequency of histological abnormalities in the digestive gland were observed in mussels from harbors.

Taking a multi-disciplinary, integrated approach, the present study sought to examine selected physiological and psycho-physical parameters related to load carriage involving a 12 km march under military conditions. Military constraints hampered, but did not entirely inhibit the secondary aim of the study which concerned the effectiveness of relativising loads in order to normalise responses for all soldiers, irrespective of morphological diversity. Forty three subjects were measured in six groups using a test-retest experimental protocol. They were involved in a rest-broken 12 km march at 4 km.h⁻¹ under 40.5 kg absolute total load and under a relative load of 37% of body mass. Heart rates, ratings of perceived exertion (RPE) as well as area and intensity of discomfort were monitored for all subjects. Ten subjects were measured more extensively with regard to physiology using the Metamax, a portable ergospirometry system that provides all the data needed for a complete functional analysis of lung, heart, circulation and metabolic activity. Physiological responses (fc; fb; V̇T; V̇E; V̇O₂; EE; V̇CO₂; R; T°) indicated subjects were not severely physically taxed and that the loads imposed constituted a sub-maximal demand. Moreover, there appeared to be a limited cumulative effect over the 3.5 h. Data from the first and third hours were similar, while the significantly higher responses in the second hour reflected the challenge of the undulating terrain encountered during this section of the march. All responses during the Relative load conditions mirrored those of the Absolute load condition but, because the demands were less, the trends occurred at a reduced level. Furthermore, the reduction in inter-individual variability indicates that relativised load carriage tends to stress the soldiers in a more uniform manner. All "local" RPE responses were higher than "central" ratings, suggesting soldiers were in good cardiovascular condition and experienced marginally more strain in the lower limbs. There was increased perceived strain corresponding to the increase in gradient, with little cumulative effect over the three hours. The shoulders and feet were the two regions in which most discomfort was experienced; the shoulders being the worst area in the first hour and the feet being rated the worst after the third hour of marching. This study clearly demonstrates the probability of a significant improvement in mean combat-readiness following loaded marching by showing that, if loads are set at levels commensurate with individual capabilities to carry them without undue strain, unnecessary physical demands experienced by smaller, more gracile soldiers are reduced.

Este estudio se basa en la premisa de que la interpretación es una actividad social y que por tanto necesita describirse y explicarse en referencia al contexto cultural, político y social del escenario en que el intérprete opera. Se estudian los aspectos sociopolíticos de la interpretación en el Tribunal Militar Internacional para el Lejano Oriente (TMILO, 1946-1948) mediante una investigación archivística e histórica de la organización de la interpretación y un estudio de caso del comportamiento de los lingüistas (especialistas del idioma) que trabajaron en el proceso de interpretación.
Tras exponer resumidamente la organización de la interpretación, este estudio analiza las características propias de interpretar en el TMILO. En primer lugar, investiga por qué el tribunal organizó la interpretación de forma que tres grupos diferentes social y étnicamente se encargaban de tres funciones diferentes: los ciudadanos japoneses actuaban de intérpretes en el procedimiento, los nisei (Japoneses- americanos de segunda generación) monitorizaban la actuación de los intérpretes, y oficiales militares caucasianos, en calidad de peritos lingüísticos, decidían las discrepancias en las traducciones e interpretaciones. Este estudio desvela que la carencia de lingüistas americanos competentes condujo al uso de ciudadanos japoneses como intérpretes; y que dicha estructura jerárquica funcionaba como una muestra de autoridad y para impedir la "mala fe" que, supuestamente, albergaban los intérpretes japoneses y los monitores nisei.
En segundo lugar, se aplica el concepto de "normas negociadas" para examinar cómo se desarrollaron los procesos de interpretación durante el primer año del TMILO en que ninguno de los lingüistas había recibido formación como intérprete profesional y los usuarios de la interpretación no estaban familiarizados con su funcionamiento. Este examen subraya el aspecto interactivo de la creación de normas y las limitaciones cognitivas del intérprete como un factor de dicho proceso.
Por último, se examina la ambigua y compleja posición de los monitores nisei. Fueron contratados por un gobierno que les había tratado injustamente como "enemigos ajenos", en un juicio contra los antiguos líderes de la patria de sus padres; y usaban habilidades arraigadas en su herencia para trabajar como monitores.
Se estudia el comportamiento de los lingüistas durante los testimonios de Hideki Tojo y otros testigos japoneses centrándonos en la naturaleza de las interjecciones de los monitores y de los intérpretes y las interacciones entre los lingüistas y otros participantes del juicio. Algunos de los resultados apoyan la hipótesis que conecta el comportamiento de los lingüistas con su posición provisional en la constelación de poder de este escenario.
En último lugar de la jerarquía, los intérpretes japoneses hablan en contadas ocasiones por cuenta propia y casi nunca ponen objeciones a las interjecciones aparentemente innecesarias o incluso erróneas de los monitores. Dada la situación intermedia de los monitores en el sistema de interpretación, sus aparentemente excesivas interjecciones en japonés pueden explicarse como una muestra de autoridad hacia los intérpretes japoneses y como un mensaje al tribunal (que no entendía japonés) de que estaban trabajando con eficacia corrigiendo errores de interpretación. La menor frecuencia de interjecciones en inglés por parte de estos monitores puede ser debida a la consideración por la preocupación de sus patrones por la falta de tiempo. El perito lingüístico no se involucraba en ninguna actividad espontánea, pero su presencia al lado de la fiscalía y sus anuncios de resoluciones de disputas lingüísticas en el tribunal debe haber reforzado la imagen de que el ejército estadounidense estaba al mando.
Los resultados de este estudio refuerzan la idea de que la interpretación es una práctica social. La influencia de los aspectos sociopolíticos del escenario se hace evidente en la organización de la interpretación. Además, la información disponible sugiere que el comportamiento de los lingüistas era consecuente con su posición relativa en la jerarquía. El autor espera que algunos de los temas tratados en este estudio, como la confianza, la ética, las relaciones de poder y las normas negociadas, sean revisados para una mayor comprensión de los temas relacionados con el idioma en nuestra sociedad actual.
This study is based on the premise that interpreting is a social activity, which therefore needs to be described and explained with reference to the social, political and cultural context of the setting in which the interpreter operates. Sociopolitical aspects of interpreting at the International Military Tribunal for the Far East (IMTFE, 1946-1948) are studied through historical and archival research of the interpreting arrangements and a case study on the behavior of linguists (language specialists) who worked in the interpreting process during the testimonies of Hideki Tojo and other Japanese witnesses. Three sets of concepts are applied to analyze three salient features of interpreting at the IMTFE. Based on the notions of "trust, power and control", the historical and political context of the IMTFE and the social and cultural backgrounds of each linguist group are examined to explore why the tribunal devised the interpreting arrangements in which three ethnically and socially different groups of linguists engaged in three different functions: interpreter, monitor and language arbiter. The concept of "negotiated norms" is applied to discuss the interactional aspect of how the interpreting procedures developed over the initial stage of the trial, with the interpreters' cognitive constraints as a factor in that process. Cronin's notion (2002) of "autonomous and heteronomous interpreters" is drawn on to discuss the complex position of the Japanese American linguists who worked as monitors. The nature of interjections by the monitors and interpreters and the interactions between the court and each linguist group during the interpreted testimonies of Japanese witnesses are examined. Findings of this analysis support the hypothesis which links interpreters' choices, strategies and behavior to their awareness of where they stand in the power constellation of the interpreted event.

The research problem addressed in this study was to analyse and report on the development of the Coega Industrial Development Zone as an infrastructure for renewed entrepreneurial activity and profitable management of existing firms in the Eastern Cape. To achieve this objective, a literature study was undertaken to assess the potential benefits achieved at similar industrial development zones around the world and what could be learnt from these developments which will make the Coega Industrial Development Zone workable. The Empirical results obtained, indicate that most local companies are confident that the Coega industrial Development Zone will be beneficial to the region. In conclusion, various recommendations have been made with regard to the findings ascertained in the Empirical Study.

Abstract:
The objective of this study was to determine whether low-level flying military aircraft affected the reproductive success of Osprey (Pandion haliaetus), and if so, to determine the optimal avoidance distance to minimize these effects. I studied 49 nests in 1995, and 68 nests in 1996 within the military low-level flying zone. Nest occupancy, clutch size, number of hatchlings, and number of young at 41 days of age were assessed at each nest. GIS flight track records provided frequency of aircraft at given distances and altitudes from the nest. Logistic regression analysis assessed the impact of flight frequency in four distance categories and four altitude categories on Osprey reproduction. The frequency of flights within each category were not accurate predictors of Osprey reproductive output. Nests were then randomly assigned to a buffer-zone radius of either 0, 1.85, 3.7, or to a control of 7.4 km, and reproductive output was compared among treatments, and between years. No significant differences were discovered among the reproductive parameters within either 1995 or 1996, but reproductive output was significantly higher in 1995, likely due to adverse weather conditions experienced in 1996.

This thesis provides an institutional study of three elements of the systems of military logistics in the Song dynasty (960--1278 A.D.): the procurement of horses, the military agricultural colonies, and the imperial ordnance industry. While one of the main objectives of this thesis is to throw light on the importance of the logistical efforts of the Song army, this thesis also attempts to reveal the connections between the military establishment and the political and socio-economic realities of the Song period. On the basis of an examination of the effects of commercialization on Songs logistical agencies as well as these agencies' political relations with civil officials, this thesis argues that the civil officials' attempts at maintaining political dominance over the military establishment as well as certain effects of commercialization of the Song economy were the two most prominent factors that undermined the operation of the Songs military logistical systems.

The health-promoting influence of high-quality, supportive close relationships has been extensively documented, yet the mechanisms of this effect are less well-understood. Leading researchers have galvanized the field to test particular relationship processes and the mediating psychological processes they facilitate to pinpoint how close relationships exert their salutary effects. The purpose of this study was to investigate the influence of the intimacy process on health outcomes of sleep and pain and if this effect depends on the facilitation of psychological processes in a sample of veterans and spouses (collectively called military-connected couples; N=147). Sleep problems are highly prevalent among military-connected couples and pain is highly prevalent among veterans. Results of actor-partner interdependence models revealed that perceived partner responsiveness (PPR), a core component of the intimacy process, was found to predict sleep for military-connected couples and to predict pain for veterans. Indirect effects of PPR on sleep via the psychological process of downregulation of vigilance for military-connected couples emerged. The indirect effect of PPR on pain via the psychological process of emotion-regulation was found for veterans only. Partner effects were observed for veteran PPR on spouse positive affect. Overall, greater PPR was associated with positive health outcomes for military-connected couples. The implications of this study include further establishing the intimacy process as a particular mechanism by which close relationships promote health as well as providing insights for holistic interventions for sleep problems and pain in military-connected couples.

Abstract:
This thesis presents research findings on current environmental management practices used by the South African National Defence Force (SANDF). Two case studies are presented; the first is the Grahamstown Military Installation (6 South African Infantry Battalion) and the second the South African Army Combat Training Centre (42 Brigade). A combination of three sampling techniques, namely, the stratified, purposive and link-tracing (snowball) samplings were employed and structured questionnaires and semi-structured interviews with key SANDF officials were used as primary data. In addition, secondary data sources in the form of inter alia the first and second editions of the Environmental Management Plan for Defence (2001 & 2008 respectively); the development and implementation of environmental education and training in the military: a joint United States-Republic of South Africa Environmental Working Group Project (2003); Overarching Strategic Statement for 2011; Integrated Environmental Management Information Series: Linking Environmental Impact Assessment and Environmental Management Systems (2004); The Department of Defence Strategic Plan (2010): Republic of South Africa and the South African Defence Review (2012) were studied. In addition, field observations were also carried out within the two military installations training areas between July, 2011 and November, 2013. Primary data on the conditions of training areas, waste removal after training exercises, pollution prevention measures, and rehabilitation efforts to restore degraded training ranges were collected. Furthermore, composite surface sediment samples and water samples were collected for analysis. A total of fifty-six surface sediments and thirty water samples were analysed for the concentrations of heavy metals using the ICP-MS. These attitudes and perceptions are predominantly positive. Statistical analysis (ANOVA) did not reveal any significant differences in responses, especially, between military ranks. However, sporadic significant differences were found in five of the statements in the questionnaire from respondents with different service periods. Furthermore, the emphasis placed on environmental protection within defence force activities worldwide has compelled the South African Department of Defence and Military Veterans (DoDMV) to regulate the management of the environment within its properties. Yet, these efforts have faced numerous challenges ranging from financial to human resource deficiencies. It was found that environmental management practices and programmes at different military installations vary significantly. Consequently, six environmental management programmes were identified at South African Army Combat Training Centre, while only one environmental management programme was identified at Grahamstown Military Installation. This programme is a collaborative effort between the SANDF/DoDMV and the Department of Water Affairs and Sanitation to eradicate invasive alien plant species. In the light of the analysis of official documents and interviews with respondents, it was established that the DoDMV does not have a budget for environmental management services and environmental management is yet to be incorporated into formal military training programmes. There is a severe shortage of environmentally qualified and knowledgeable personnel within the SANDF. Subsequently, all these drawbacks lead to the failure of the implementation of the Defence Force’s Environmental Management System (EMS) and inadequate management of the environment at military installations of the SANDF. Consequently, these challenges have severely compromised the commitment of the SANDF to honour its environmental management obligations. Such deficiencies tend to undermine the sustainable utilisation of the national assets entrusted to the Defence Force. Therefore, this thesis argues that environmental management programmes for the SANDF are based on a very weak foundation. This thesis proposes an ideal model for the successful implementation of the EMS and management of the environment at SANDF military installations. The analysis of water and soil samples led to the identification and quantification of heavy mental pollutants. The concentrations of heavy metals in water samples were varying between <0.01 to <0.05mg/l, but generally constant. Thus, no significant or meaningful statistical results were obtained. Pearson’s correlation coefficient was used to analyse the concentrations of heavy metals obtained in the sediment samples.

Abstract:
The role of Japan in any U.S. strategic policy will be decided from the outcome of two debates. These two debates, the Japanese security policy debate and the American strategic policy debate, have been conducted within the leading groups of each country. The debates, both independently and at their points of interaction, illustrate the dynamic nature of the problem of forecasting the kind of security role Japan will perform in any future American strategic policy for the Northeast Asian region. Against a background of a Soviet regional military build-up and increasingly strident American calls for Japan to improve its defence capabilities, the Japanese debate signals a growing consensus for an enhanced security role. However, this trend must be severely qualified by the enduring impact of certain constitutional, political and economic constraints upon security policy-making. The importance that certain leading Japanese groups give to the domestic determinants of policy seems to have been discounted by many leading Americans. Any enhancement of Japan's security role must be accommodated by the Japanese domestic political environment; an environment which retains strong pacifist sentiments. The recent movement towards a military alliance between the two countries needs to be balanced against the continuing relevance that a good proportion of leading Japanese and the Japanese public hold for a minimum defence posture supported by the American security commitment, as embodied in the U.S.-Japan treaty. The American strategic policy debate is concerned with two main policy arguments. The unilateralist/maritime supremacy argument sees the world in essentially bipolar terms and seeks to augment American power so as to be able to overcome a potential enemy, solely through the use of U.S. power. The coalition/defence argument views the world in multipolar terms and believes that deterrence against an enemy should suffice and that this can best be achieved through the utilization and management of allied as well as American forces. The examination of the policy arguments within each of the debates reveals that each is in an insufficiently developed stage to greatly assist our predictions as to Japan's future security role in any American strategic policy. Arguments that Japan is willing to accept specific regional security are easily countered by equally valid ones which foresee no direct security role within any American strategic policy of the near future.

Augmented Reality, eller förstärkt verklighet som det heter på svenska, är en teknologi som funnits i någon form sedan mer än 30 år tillbaka. Förstärkt verklighet system bygger och lägger virtuella objekt på vår syn av verkligheten, antingen genom video eller en genomskinlig display. Trots sin långa historia har det bara nyligen kunnat börja utvecklas i någon betydande mening, därför att den är starkt begränsad av processor- och display-teknik. Förutom tekniska begränsningar möter den också begränsningar i form av användarens kapacitet att bearbeta information som ett system matar ut. Om mängden information överskrider kapaciteten blir användaren överbelastad, ett tillstånd som kallas för Information Overload, vilket resulterar i att användaren får svårt att ta in och begripa information. Detta kan åthjälpas genom att utöva god design av användargränssnittet, som är en viktig del i alla system. Militären är mycket intresserade i teknologin i hopp om att det ska ge dem en bättre överblick på slagfältet. Den miljö som råder på ett slagfält kan dock vara mycket stressande, vilket ökar risken för Information Overload och gör det till en större utmaning att designa ett användbart system. Denna uppsats syftar att samla information om förstärkt verklighet, Informaion Overload och gränssnittsdesign på ett ställe och applicera det på ett militärt projekt, för att undersöka vilka utmaningar som uppstår när man designar för militärt bruk, utifrån traditionella riktlinjer och principer.

Islam permeated throughout the military institutions of Malaysia, Pakistan and Indonesia and replaced the Western and foreign military cultures the military had inherited due to society becoming Islamized following the revival of Islam. The implementation of true Islamic model practices and values differ slightly from country to country depending first on the level of piousness of its existing military personnel, new personnel input and the military leadership. The second factor is the degree of motivational drive of the head of state in encouraging Islam. Islamized military institutions are also faced with the challenges created as a result of sects and schools that emerge in the form of Islamic parties and extremist groups. The argument will be that Islamic teachings in military affairs can result in peace, solidarity and solve the Civil-Military Relations (CMR) problems. In the final analysis, guided moderate Islamic influence' bring harmony to CMR in Malaysia, while the uncoordinated influence of Islam in the Indonesian military made the CMR problematic. It is different in Pakistan because the strong influence of Islam has encouraged the generals to wrest political power from civilians.

The Canadian Arctic is a region that greatly contrasts with the remainder of Canada, particularly the main area of settlement: the thin strip of land in southern Canada along the United States boundary. Since Canadian military personnel come primarily from southern Canada, being sent to an arctic installation places them in an unfamiliar, confined, isolated and potentially threatening environment that may expose them to social and psychological stresses that they are unprepared to encounter. Planning of an arctic military installation must consider physical design constraints such as construction in areas of permafrost and physical protection from the harsh natural environment. However, planning should also consider the social and psychological needs of the inhabitants. The purpose of this thesis is to identify measures that should be considered in planning a Canadian arctic military installation in order to alleviate the social and psychological stresses of this unique environment. The scope is limited to investigating primarily the military environment, although relevant material is drawn from other sources through a literature review. In order to identify the stresses of this environment, to understand their potential effects, and to suggest measures to alleviate these effects, a explicit concept of stress is required. A literature review is used to discuss the concept of stress and define a model of stress that is applied in the subsequent analysis in the thesis. This model, the transactional or interactional model, emphasizes the individuality of the experience of stress. Stress is a dynamic phenomenon that includes the capacity of an individual to not only cope with stress, but also learn from the coping experience. The experience of stress is a process affected by the characteristics of the environment, the characteristics of the individual and the relationship between the individual and his natural, man-made and social environment. A second literature review is conducted to discuss the potential social and psychological stresses that could apply to military personnel posted to the unique environment of a Canadian arctic military installation. The more salient characteristics of this environment that imply social and psychological stresses are those of isolation and confinement. Efforts suggested in the literature aimed at either avoiding or ameliorating the incidence of stress in an isolated and confined environment include actions that would be taken: a. in the design of the station built environment; b. in the screening and selection of station personnel; c. during the indoctrination training of personnel prior to deployment; and d. throughout the operation of the station. These measures were applied, via a case study of Canadian Forces Station Alert, to gauge their relevancy in planning a Canadian arctic military installation. Many of these measures are currently in practice; however, particular characteristics of the Canadian military and an arctic military station make changes in specific emphasis. Characteristics which apply are those of: a. the differences in station size; b. the differences in climate and natural environment; c. the need to maintain continuous station operation without the disruption of complete member rotation; d. the limited source population from which to select members for service in the Arctic; e. a station composed of service persons of the Canadian military is typically more homogeneous in composition; f. the differences in the circumstances under which the members are employed, as Canadian service members in the Arctic are less likely to be volunteers; g. the members of the Canadian Forces have already had some experience in postings to isolated environments; and h. the marital status of members has particular importance due to the added difficulities for service families.

Este trabalho tem como principal objetivo classificar o ato de fala ordem utilizado por militares do Exército Brasileiro em interações cotidianas com suas características interacionais e culturais subjacentes, a fim de colaborar para a melhoria do ensino do português brasileiro para alunos estrangeiros militares. Para tal, a fundamentação teórica desta tese se concentra em uma abordagem de ordem interdisciplinar e se baseia na relação de interface entre o Interculturalismo; a Pragmática e a interação no discurso; além de categorias gramaticais do português brasileiro. O estudo consiste em uma pesquisa de base qualitativa no âmbito da microanálise etnográfica, do tipo direta ou participante, em que se analisa o ato de fala ordem no âmbito militar por meio de gravação em áudio de quatro situações problema em que os participantes simulam interações nas quais ocorre o ato de fala em questão. Para tanto, levam-se em consideração nessas situações variáveis contextuais como distância de poder, distância social e urgência da execução da ordem, tais como propostas por Brown e Levinson (1987) e Hofstede (2010). Os resultados apontam que o uso de estratégias de polidez para minimizar o ato de ameaça a face da ordem ocorre quando, pelo menos uma das variáveis interacionais apresenta-se na situação. Portanto, esta pesquisa identifica e classifica os tipos de ordem enunciados em ambiente militar de acordo com variáveis situacionais específicas. Dessa maneira, o professor de PL2E tem subsídios e embasamento teórico para transmitir ao seu aluno tanto as especificidades linguísticas quanto as culturais do idioma estrangeiro ensinado, contribuindo no consequente desenvolvimento da competência comunicativa dos alunos.
This work aims mainly to classify the speech act of order performed by soldiers in the Brazilian Army taking into account interactional and cultural aspects underlying this type of utterance, in order to promote the viability of a more effective Portuguese language teaching method for foreign soldiers. Thus, the theoretical foundation of this paper is based on an interdisciplinary approach that emphasizes the interface between intercultural and interactional aspects from a pragmatic perspective. This study consists of a qualitative research that uses direct ethnographic microanalysis to examine the speech act of order in the military environment recorded in four situations of case study in which volunteers participate in interactions where the speech act is present. Therefore, in such circumstances, contextual variables such as power distance, social distance and urgency to carry out orders are considered according to what is proposed by Brown and Levinson (1987) and Hofstede (2010). The results point to the use of strategies of politeness to minimize the act of threat when an order is given, and they indicate that there is always at least one of the following interactional variables: short hierarchical distance, close social proximity and non-urgency of order. In this manner, Portuguese teachers are have resources and theoretical foundation to convey to their students both idioms and cultural idiosyncrasies of the language they are teaching, and improve students language skills.
Este trabajo tiene como principal objetivo clasificar el acto de habla orden empleado por militares del Ejército Brasileño en interacciones cotidianas con sus características interaccionales y culturales implícitas, a fin de que se colabore a la mejoría de la enseñanza del portugués brasileño a los alumnos extranjeros militares. Para ello, la fundamentación teórica de esta tesis se concentra en un abordaje de orden interdisciplinario y se basa en la relación entre el Interculturalismo; la Pragmática y la interacción en el discurso; además de categorías gramaticales del portugués brasileño. El estudio consiste en una investigación de base cualitativa en el ámbito del microanálisis etnográfico, del tipo directo o participante, en el que se analiza el acto de habla orden en el ámbito militar por medio de grabaciones en audio de cuatro situaciones problema en las que los participantes simulan interacciones en las cuales ocurre dicho acto de habla. Para ello, se consideran en esas situaciones variables contextuales como distancia de poder, distancia social y prisa de la ejecución de la orden, tales como propuestas por Brown y Levinson (1987) y Hofstede (2010). Los resultados señalan que el uso de estrategias de cortesía para minimizar el acto de amenaza a la cara de la orden ocurre cuando, por lo menos una de las variables interaccionales se presentan en la situación. Por lo tanto, esta investigación identifica y clasifica los tipos de orden enunciados en ambiente militar de acuerdo con variables situacionales específicas. De esa manera, el profesor de PL2E tiene subsidios y base teórica para transmitir a su alumno tanto las especificidades lingüísticas como las culturales del idioma extranjero enseñado, contribuyendo en el consecuente desarrollo de la competencia comunicativa de los alumnos.

Abstract:
This study was undertaken to investigate the influence of a military counselor s attire on potential clients expressed perceptions of and preferences for a counselor. Ninety volunteer participants were selected from a large southwestern Air Force base. Participants ranged in age from 18 to 46 years, with 68 male and 22 female volunteers. Rank was divided into 69 enlisted personnel (56 males and 13 females) and 21 officers (12 males and 9 females). Three videotapes were made depicting a counselor in three attire conditions: civilian; military officer; and military enlisted. A pilot study was completed which validated the research assumption that the videotapes differed only in the counselor's attire conditions. Participants were randomly assigned to three treatment groups. After each group was shown a videotape portraying the counselor in one of the three attire conditions, the participants were administered the Counselor Rating Form and the Referral Questionaire. The Counselor Rating Form is composed of three scales which assess perceptions of a counselors' trustworthiness, attractiveness, and expertness. The Referral Questionaire assesses subjects preferences to see a specific counselor in the event counseling is desired. Two main hypotheses, each having three subhypotheses, were developed for the study. The first hypothesis compared participants reactions to a counselor in civilian and military attire conditions. The second hypothesis compared participants' reactions to a counselor in two military attire conditions representing officer and enlisted ranks. Data was analyzed by analysis of variance procedures, with Scheffe' methods used, when appropriate, for multiple comparisons of mean scores.

Techronomicon Techronomicon is a science fiction novel that examines far-future military actions from several different perspectives. Human beings have colonized several planets with help from the enigmatic and more technologically advanced Zhir, who gave spaceships and habitable worlds to those they deemed suitable and their descendants. The Joint Expeditionary Force is the military arm of the Universal Faith, called in when conflicts arise that the Faith decides are beyond the local government and militia and require their intervention. Leneveldt and Roader are JEF officers assigned to Operation Techronomicon, investigating what seems to be a Zhir-built defence shield around the planet Lassana. Another JEF company sent to Kalaabhavan after the murder of the planets Confessor-General loses its CO to a land-mine, and Lieutenant Hellerman reluctantly accepts command. Chevalier, a civilian pilot, takes refugees fleeing military-run detention camps on Ararat to a biological research station on otherwise uninhabited Lila. The biologists on Lila discover a symbiote that enables humans to photosynthesize, which comes to the attention of Operation Techronomicon and the JEF's Weapons Research Division. Leneveldt and Roeder, frustrated by the lack of progress on Lassana, are sent to Lila to detain the biologists, who flee into the swamps. Hellerman's efforts to restore peace on Kalaabhavan are frustrated by the Confessors, and his company finds itself besieged by insurgents. The novel explores individuals' motives for choosing or rejecting violence and/or military service; the lessons they learn about themselves and their enemies; and the possible results of attempts to forcibly suppress ideas.

Abstract:
In the past two decades policy assisting computer models have made a tremendous impact in the analysis of national security issues and the analysis of problems in various government affairs. SURMAN (Survivability Management) is a policy assisting model that has been developed for use in national security planning. It is a large scale model formulated using the system dynamics approach of treating a problem in its entirety rather than in parts. In this thesis, an encapsulation of SURMAN is attempted so as to sharpen and focus its ability to perform policy/design evaluation. It is also aimed to make SURMAN more accessible to potential users and to provide a simple tool to the decision makers without having to resort to the mainframe computers. To achieve these objectives a personal/microcomputer version of SURMAN (PC SURMAN) and a series of curves relating inputs to outputs are developed. PC SURMAN reduces the complexity of SURMAN by dealing with generic aircraft. It details the essential survivability management parameters and their causal relationships through the life-cycle of aircraft systems. The model strives to link the decision parameters (inputs) to the measures of effectiveness (outputs). The principal decision variables identified are survivability, availability, and inventory of the aircraft system. The measures of effectiveness identified are the Increase Payload Delivered to Target Per Loss (ITDPL), Cost Elasticity of Targets Destroyed Per Loss (CETDPL), Combat Value Ratio (COMVR), Kill to Loss Ratio (KLR), and Decreased Program Life-Cycle Cost (DPLCC). The model provides an opportunity for trading off decision parameters. The trading off of survivability enhancement techniques and the defense budget allocation parameters for selecting those techniques/parameters with higher benefits and lower penalties are discussed. The information relating inputs to outputs for the tradeoff analysis is presented graphically using curves derived from experimentally designed computer runs.

Today, raising children under the best of circumstances represents a daunting endeavor as any parent and a growing body of research confirm. When a single parent is on active duty in one of the U.S. armed forces, there are additional challenges involved that may not exist among civilian counterparts. The phenomenon of single parents on active duty with its unique difficulties associated both with single parenting and with military service was the basis of this study. The purpose of the research was twofold: to describe the experiences of Air Force single parents as related to social support and work-life theory in the context of bureaucracy and to use that understanding to identify needed improvements in support services. The specific aim of this study was to gain an understanding of single parents in the military through a phenomenological approach. Purposive sampling was utilized to identify the 13 participants. The central question for the study was the following: What are the experiences of single parents serving on active duty in the United States Air Force? The seven themes that were identified as part of the single parent experience were: (a) transition to single parent in the Air Force, (b) better life (c) parental responsibilities, (d) work responsibilities, (e) support provided by the work organizations, (f) informal social supports, and (g) work-life conflict. Major findings include the importance of family-friendly supervisors that alleviated work-family conflict. Participants also noted the military family as being significant to their adjustment and acceptance of military life. Finally, participants were seeking a better life for themselves and their children by either joining as a single parent or deciding to stay as a single parent. This study offers an opportunity to change policy and practice to enhance and encourage the retention of single parents. One application of study findings is the reexamination of the Family Care Plan to alleviate work-family conflict. Another area identified for practice enhancement is the education and training of family-friendly supervisors.

Abstract:
This research tested the hypothesis that militarization of societies, as defined by the percent of national budgets spent on military expenditures, has adverse effects on women's economic status relative to men's. This study also examined other predictor variables known to affect women's status. Data from sixty different nations were analyzed by means of multiple regression techniques. Results show that the militarization variable increased women's share of agriculture, which suggests that as men are mobilized into military activities, women are left to produce food for the country, a situation which can have contradictory effects on women's economic status. What is more important than militarization in predicting women's economic status relative to men's are high birth rates and sex ratios, which clearly depress women's economic opportunities.

O objetivo desta pesquisa consiste em investigar o sofrimento psíquico decorrente da situação de trabalho dos Policiais Militares, tendo em vista a especificidade da sua função. Levou-se em consideração os relatos dos policiais e os aspectos subjetivos suscitados pela situação de trabalho. Considerou-se, ainda, os aspectos históricos e organizacionais que permeiam a instituição militar e que afetam o sujeito nas suas relações intersubjetivas. A pesquisa fundamentou-se no referencial teórico da Psicodinâmica do Trabalho, enfatizando teóricos como Freud, Dejours, Birman e Pellegrino. Em termos metodológicos, os dados coletados por meio de entrevistas semidirigidas, com os policiais que participaram do Programa de Acompanhamento e Apoio ao Policial Militar junto ao Centro de Assistência Social e Jurídica da Polícia Militar - CASJ, na cidade de São Paulo. Os resultados apontaram a presença do sofrimento patogênico devido à falta de reconhecimento, bem como o desenvolvimento de mecanismos defensivos, entre eles, a repressão pulsional.
The objective of this research consists of investigating the psychic suffering due to the situation of work of the Military Policemen considering in view the specialty of their function. It was taken into consideration the policemenþs reports and the subjective aspects raised by the work situation. It was also considered the historical and organizational aspects that permeate the military institution and that affect the subject in his intersubjective relationships. The research was based in the theoretical reference of the Work Psychodynamic emphasizing authors like Freud, Dejours, Birman and Pellegrino. Methodologically the data collected the Program of Accompaniment and Support to the Military Policeman at the Center of Social and Juridical Attendance of de Military Police - CASJ in the city of São Paulo. The results pointedtie the presence of the pathogenic suffering due to the lock of recognition as well as the development of defensive mechanisms among them the repression pulsational.

La participation de personnes privées à des opérations militaires n’est pas récente et s’est longtemps illustrée par le phénomène des mercenaires, mais elle a pris beaucoup d’ampleur depuis les années 1990 et le recours à des sociétés militaires privées. Ces sociétés se voient confier des tâches qui ne sont pas directement liées au cœur de métier des armées étatiques, mais certaines d’entre elles peuvent concerner des prestations armées. Le recours à des personnes privées dans le cadre d’opérations militaires soulève de nombreuses difficultés juridiques. Il est en effet essentiel de déterminer le droit qui est applicable à ces personnes, qu’elles soient qualifiées de mercenaires ou qu’il s’agisse d’employés de sociétés militaires privées. La définition de leur statut est quant à elle fondamentale afin d’examiner la possibilité de retenir leur responsabilité en cas de nécessité. La question de la responsabilité des sociétés militaires privées elles-mêmes est également posée, tout comme celle, primordiale, de la responsabilité des États qui emploient de telles sociétés
Private persons whether individuals or legal entities have always taken part in military operations and the best and most famous example was the one of mercenaries. But, since the 1990’s, this participation has been renewed by the increasing activity of the private military companies. These companies have contracts for various tasks and some of them are directly linked to armed missions. The participation of private entities in military operations raises a lot of legal questions. It is necessary to as certain the law which will apply to them, whether they are mercenaries or employees of private military companies. The definition of their status is also crucial in order to determine the liability for their acts. Several fundamental questions arise not only as far the liability of these companies is concerned but also, and perhaps even more, as far as the liability of States employing these companies is concerned
