BURSZTYŃSKI, Andrzej. "LOGISTIC ASPECTS OF RESTORING SHIP’S TECHNICAL EFFICIENCY." Scientific Journal of the Military University of Land Forces 158, no. 4 (October 1, 2010): 46–60. http://dx.doi.org/10.5604/01.3001.0002.2725.

Full text
Abstract:
A ship’s combat readiness is significantly dependent on the technical worthiness of basic ship equipment and mechanisms. Technical worthiness is determined by operation rates and depends on the condition of equipment. While using military equipment, one may expect the wear and tear of systems resulting from physical ageing, operation or combat damage. The restoration of ship’s technical efficiency is completed after returning to the harbour or during operations at sea. The tasks of restoring technical efficiency are performed in harbours and in naval bases by ashore elements of the repair system. During operations at sea a crew is able, to a limited extent, to carry out basic technical maintenance. The restoration of the technical worthiness and efficiency of ship equipment depends on appropriate logistic support.

Abstract:
Three aspects of Cassius Dio's account of the Claudian invasion of Britain are discussed. First, the convention, by which ancient historians routinely introduced their detailed narrative of military campaigns with a summary, allows the two first battles in the sequence to be eliminated as separate events. Secondly, the kings, Togodumnus in Cassius Dio and Cogidumnus in Tacitus' Agricola, are taken to be the same individual, who after defeat was reconciled to be Claudius' client-ruler. Thirdly, the argument is restated that the invasion took place through the harbours of West Sussex on a route suggested by the description given by Dio and by the evidence of place-names, known from the Geography of Ptolemy and the Antonine Itinerary.

Abstract:
The overall signature of a vessel comprises acoustic, magnetic, electric-field, pressure, and seismic radiations. Over the past years, the international community’s efforts have mainly centered on reducing the acoustic influence with the dual aim of decreasing the vessel’s detectability and reducing the levels of acoustic pollution generated in the marine environment. Nowadays, the need to act not only on the acoustic radiation but against the overall set of the vessel’s radiations is becoming increasingly clear, both in the military and the civilian fields, based on aspects like vessel stealthiness, security of harbor and critical infrastructures, and environmental protection. As a key element to achieve this goal, it is greatly important to have at our disposal highly modular and adaptable measurement systems covering the overall set of the vessel’s radiations, with a high capacity of data transmission to base centers to have the capacity to make measurements in all kinds of marine environments.

November 2008. It is 4am and i am sitting in a shallow grave keeping watch at the perimeter of a harbour area, ostensibly keeping an eye out for the 'enemy'. This is a new and wholly unfamiliar aspect to my life starting out as an army surgeon. The situation is the heathland exercise area behind the Royal Military Academy at Sandhurst and the 'enemy' are the instructing staff, who assured us that they would be watching us with night vision scopes. 'Do NOT fall asleep,' they commanded. Well, i could not do so even if i wanted to, thanks to periodic unstoppable shivering.

Abstract:
This article provides a brief overview of the legal aspects of EU military crisis management operations, which, together with the EU’s civilian missions, are the main manifestation of the EU’s Security and Defence Policy. After the introduction (I), section II addresses the EU law aspects, section III covers the main international law aspects and section IV deals with domestic law aspects, including both the law of sending States and of the host State. Section V draws some conclusions and offers some reflections on the legal aspects of EU military operations and their role and importance. The author concludes that the EU has a well established legal framework for its military operations, which is soundly anchored in the EU Treaty, elaborated in practice and firmly based in and in compliance with international law. He also submits that the Lisbon Treaty reinforces this legal framework on several points and that the EU can rely on a number of mechanisms that should enable it to address most legal challenges that may arise.

The Ukrainian government refuses to implement the Minsk agreements in order to resolve the conflict in Donbass. After unsuccessful attempts to change the key points of these agreements in its favor Kiev has made a bet on a military solution of the conflict. However a real threat of Russian intervention has forced Ukraine to temporary abandon its aggressive plans. Along with preparation of a military offensive in the east, Bankovaya has launched a massive attack on the “western front”, trying, on the pretext of “Russian aggression”, to make its Western partners adopt a number of decisions in its interests.

Abstract:
In the aftermath of the Pacific War, the US military began an occupation of the Japanese prefecture of Okinawa that continues to this day. Although formal sovereignty of the islands was returned to Japan in 1972, the physical and social space of Okinawa remains dominated by a massive network of US military installations. For decades, soldiers and Marines trained in the northern jungles for wars in places like Indochina, Iraq, and Afghanistan; the military airfields and harbors have supported American interests and operations across the Pacific and Indian Oceans. While the Japanese state has been, at best, disinterested and, at worst, complicit in this occupation, there is a long history of Okinawan resistance. Most recently, a dynamic and complex network of groups and individuals has come together to contest plans by the Japanese and US authorities to relocate a Marine airfield to the northeast coast of Okinawa and create new training facilities in the nearby forests.

Abstract:
As part of the development of international military cooperation and the expansion of intercultural communication in the military sphere, there is an increasing need for specialists who are able to provide high-quality linguistic support for military activities. The importance of improving the quality of training of military personnel and military education is indicated in the Military Doctrine of the Russian Federation. The article is based on the scientific ideas of E. M. Vereshchagin and V.G. Kostomarov, who are rightfully considered the founders of linguistic and regional studies. In the context of the professional language training of military translators, the linguistic and regional aspects of the formation of the educational professional language discourse of military translators are considered. The study of the features of the translation of linguistic and cultural realities involves familiarization with the organizational structure of the country's armed forces of the foreign language being studied, the system of manning the armed forces, the order of service, military ranks, insignia and distinctions. Educational professional military linguistic discourse also includes linguistic and cultural realities associated with the designation of weapons systems and military equipment of the country's armed forces of the foreign language being studied. Translation of military slang, which also reflects the peculiarities of the culture of the country of the target language, presents a significant difficulty. The linguistic units of military slang are not only widely used in the oral speech of military personnel, but are also found in the texts of military journalism, fiction and military documents.

Abstract:
The article reveals the authors' views on the definition of the functions, structure of the military-economic science, its potential and development prospects in modern conditions of the relationship between war and economy.Military science and the military economy are linked by a common object of research, which is - war. The military economy makes recommendations on the most expedient economic policy within the military development of the country's armed forces, in order to address the issues of comprehensive provision of military (defense) needs of the state. The development of their own Armed Forces requires the creation of certain optimal conditions for their livelihoods. Creating and substantiating these conditions is one of the main tasks of military-economic science. Today, the main objective that it faces in the development of the Armed Forces should be to help the Government and the Ministry of Defense of Ukraine, based on military groups located on the territory of Ukraine, to create their own Armed Forces that must meet the necessary (definite) level of military hazards, and also be economically feasible for Ukraine.Military-economic science studies economic processes and relationships that arise in connection with the preparation, conduct of the war by its localization and evasiveness. Military-economic science has its own laws, for example, the economic development of the country depend: the course and consequences of the war; defense capability of the state; moral spirit of personnel; development of armament and military equipment; the combat capability of the Armed Forces, etc.The main results of the article are the definition of: the main directions of the development of military-economic science; the basic principles of satisfaction of material and military-economic needs of the state; ways to meet military and economic needs, as well as the main issues of satisfaction of military and economic needs. In modern conditions, the relationship between war, politics and the economy has become more durable. The economy began to directly participate in the preparation and conduct of the war. Therefore, the national economy must be well prepared for the war and for the economic provision of its own Armed Forces.

Abstract:
Objective: Coronary artery disease (CAD) is a major cause of nontraumatic morbidity and mortality in military personnel. Most studies of the psychosocial impact of CAD have dealt with civilian populations. The purpose of this paper is to highlight differences between military and civilian populations with CAD in 4 areas: depression and anxiety, social support, return to work, and stress. Method: A computerized literature search from 1985 to 1995 using the search terms “stress,” “cardiovascular,” “cardiac,” “depression,” “military,” “anxiety” and “psychosocial” was undertaken. Controlled and prospective studies of civilian patients were selected along with relevant studies involving military populations. Results: Unique characteristics of the military may be important factors in affecting the psychosocial outcome of military patients with CAD. These characteristics include a high level of denial of illness, strong social supports, a powerful military work ethic, and stressful situations unique to the military. Conclusions: Most studies of the psychosocial impact of CAD are based on civilian populations. A review of available studies suggests that little is known about how military patients adapt to CAD, particularly with regard to symptoms of depression and anxiety, social impairment, and rates of return to work. Studies in this area are needed regarding the psychosocial aspects of CAD in military populations.

Abstract:
The article analyzes the historical law bases of legal responsibility of servicemen during armed conflicts. The typification of armed conflicts is classified and carried out on various grounds, including on the basis of evolutionary nature (four generations of wars). It is concluded that in the XXI century armed conflicts have a number of fundamentally new features (unconventionality, nonlinearity, irregularity, asymmetry and non-military nature), which distinguishes them from the armed confrontations of previous epochs and refers to the fourth generation wars. The analysis described the following similar terms: «war», «military conflict», «armed conflict», and identified similarities, identities or substantive differences between them, which is important for the correct legal classification of war crimes. The relevance of the research topic is due to the fact that today the aggressor states in armed conflicts use the so-called «hybrid means of warfare», which include, in addition to confrontation on the battlefield in the classical sense, confrontation on economic, informational, political and cultural fronts. The emergence of these new weapons requires the study of the essence of «hybrid» confrontation: the means, methods and tactics used, the purpose of defeat by one means or another to deter the aggressor states, as well as to counter them. The urgency of the topic is also due to the fact that Ukraine today, unfortunately, found itself in a state of armed confrontation, fell victim to a «hybrid conflict» on the part of the Russian Federation. As practice shows, the nature of the discussion of this problem and the process of developing and approving specific measures aimed at counteracting and deterring the aggressor state proves the inability of most international organizations responsible for international peace and security to address such issues in practice. From this point of view, a historical and legal analysis of the formation of the institution of legal responsibility of servicemen during armed conflicts, given the crucial importance of bringing to justice those guilty of war crimes.

Abstract:
Purpose The uncertainty of the current economic environment increases the risk of organizational failure. The traditional approach intends the crisis as a phenomenon that can be managed according to some predetermined and well-defined procedures. Although this traditional approach emphasizes on the technical dimension, it does not take into account the organizational dimension, which instead plays a crucial role in the circumstances of today’s crisis. The purpose of this paper is to investigate which are the most effective organizational practices able to promote an adequate culture prevent or manage effectively crisis situations. Design/methodology/approach A group of Italian military and civil opinion leaders took part in the study. Authors hypothesized that the military organizations, being defined as “High Reliability Organization,” have organizational characteristics that allow them to manage crisis situations more effectively, and, for this reason, they can be taken as a reference by civil organizations. Findings The results show noticeable differences about organizational attributes concerning the two organizations. According to the results, military organization has the most appropriate organizational dimensions to prevent and manage the crisis situations. Practical implications Based on the results, military organization is suggested to be taken as an example by civil organizations in the process of organizational change necessary to obtain reliable performance. Originality/value The originality of this paper lies in the empirical and theoretical framework provided to analyze risk and crisis management, based on the comparison between military and civil organizations. The paper aims to be a starting point from which a positive process of cultural osmosis between the two organizations can be promoted.

Abstract:
AbstractAnterior cruciate ligament (ACL) injuries in the U.S. Military Service members have a 10-fold higher incidence than that of the general population due to the physically demanding aspects of military duties. Although some controversy exists on the specific techniques or reconstruction, these injuries are uniformly reconstructed due to the requirements of their occupation and the effect of these injuries on their future careers. As such, understanding the care of the military Service member's ACL may help optimize the care of the physically active injured knee.

Abstract:
The article describes new aspects in the development of contemporary international security situation and strategic stability. The author opines that the current phase of international relations tends to be rather chaotic and highly unpredictable in its evolution. He attempts to trace the influence of such unorthodox factors as polycentrical nature of the world, departure from exacerbated military confrontation, global terrorist threat on the formation of a principally novel model of strategic stability which substitutes the paradigms of the cold war era. The article dresses the list of specific proposals on the strengthening of military and political security worldwide.
