Abstract:

Findings in the study indicated slight differences in the resilience and academic performance of high school children who had a parent deployed with the military. Although some sample sizes were too small to calculate some statistics, it is evident that there needs to be more research to eliminate the possibility that some significances by chance. Conflict is decreasing, but there are still many military services and missions in the immediate future deserving of the Commands attention to the impact on military high school dependents during the deployment process. The academics findings of this study suggested additional research to be implemented to examine the direction of the impact of deployment on the military dependents resilience, academic performance and parent-child relationship.

Military duties are not just required of the men and women in uniform. Their families serve by their side through countless moves, school transitions, and deployments. These family members serve our country in ways most will never understand. These dependents have unique challenges imposed on them due to the military way of life. Unfortunately, despite their unwavering service to our country, they do not always receive proper care in their educational environments. The purpose of this study is to understand what efforts educators have made to support the exceptional needs of military dependents. The study’s findings are taken from observations and interviews within two public middle schools serving military dependents.

Abstract:
Military personnel are faced with having to move every three to four years, making it extremely difficult to build any equity in a home when they are forced to refinance their loan every time they buy and sell their home. This continuous churn of home loans over a 20 year career, results in military personnel ending their career with little equity in a home because they have primarily only paid the high interest portions of the loans to financial institutions and any equity gained from rising home prices is offset by closing costs. This research will review the current approaches to housing for military personnel, develop the stakeholders needs, propose new approaches to meet these needs, analyze these new approaches and identify the recommended new approaches. The major players in military home purchases have been the service member, Department of Defense, local real estate services, and financial institutions. Local real estate services and financial institutions are currently the groups benefiting from the churn of homes by service members so they have no obvious incentive to change. The research will break down the resources of each of these players and align them with new approaches to real estate. The new approaches listed below will establish the need for large property management/developers that have purchasing powers within the real estate markets similar to Wal-Mart/Sams Club within the consumer goods market. With the military base realignment and closure almost complete, Department of Defense looking to get out of the housing business and the military clearly at a low manning level, the markets are now primed for this transformation. New approaches include planned communities that are built specifically for military personnel and owned by the corporation. These communities can be strategically located near the bases (real estate values are often low adjacent to military bases), constructed according to the Basic Allowance for Housing (BAH) rate for each location, constructed for frequent resident moves, service contracts for maintenance, utilities maintained by corporation and then billed directly to residents, community center geared toward spouse and military activities and key business (veterinarian, pet boarding, video store, coffee shops, restaurants, military gear store, etc). If the corporation owned 2000 houses, there would be 4000 members with 30 year loans to maintain the equity for the homes.

Abstract:
In this study factors which affect the degree of implementation of a curricular change were examined to determine how well a specific curricular change was implemented in relation to the original intent. The change, Developmentally Appropriate Practice, was implemented in Department of Defense Dependents Schools, Germany Region, beginning in school year 1991-1992 in grades kindergarten through two. During school year 1993-1994, grade three began the transition to Developmentally Appropriate Practice. Several factors which influence teacher behavior during the implementation process were investigated to determine if there is a correlation between those factors and degree of implementation, the dependent variable. The independent variables in this study were school culture; administrators' leadership effectiveness; teacher concerns about the implementation; and teacher characteristics including age, years teaching experience, years experience in Department of Defense Dependents' Schools, and training. The degree of implementation, the dependent variable, was defined in terms of the extent to which teachers had changed their behavior to become congruent with behavior required by the change. Teachers were identified as high, moderate, or low implementers, based on classroom observations. One purpose of the study was to increase understanding of implementation by analyzing the factors which affect the behavior of teachers in the change process. A second purpose of the study was to add to the body of research that explains why so many educational changes fail to become established practice. To establish interobserver reliability, two observers rated teachers using the same protocol. The interobserver reliability coefficient found was reported at .9820. The participants in the study completed the Stages of Concern Questionnaire, the Administrative Effectiveness Survey, the School Culture Survey, and a demographic survey. The results were correlated with the Early Childhood Classroom Observation form. Amount of training was found to have a statistically significant positive relationship with degree of implementation (p=.006). Statistically significant positive relationships were not found between the other independent variables and degree of implementation.

Abstract:
The goal of this study was to learn more about the experience of Canadian military fathers who participated in a fathers' support group entitled "With Dads Around, Kids Are Sound." An explorative, semi-structured, qualitative design was applied to gain understanding of the participants' perspectives. The sample consisted of seven military fathers. The researcher also interviewed three wives in an attempt to corroborate some of the findings. The two main reasons that brought fathers into the group were role conflict and wanting to prevent family problems. Based on comments received, the program was found to be effective in supporting military fathers. Key elements noted by participants include normalization, peer support, and learning ways to prevent dysfunctional family patterns. Recommendations to improve the program include making it a continuous opportunity---including a specific chapter on military lifestyle---and being more flexible with the content to allow for more peer support-type discussion. Implications for social work practice, policy, and research are also discussed.

Abstract:
Since World War II the Canadian military community has evolved to meet the needs of a permanent military force and has changed from the preserve of the single male to include women and families. Thus the Department of National Defence (DND) has become concerned with the welfare of military families as an integral part of military preparedness. A variety of accommodation policies were formulated and programs established to satisfy the needs of these families who worked and lived in such a unique environment. These policies and programs have emphasised housing and related infrastructure, and included both physical and social services. They have, in part, enabled DND to relieve many family related problems despite the disruptive lifestyle. However, as a result of evolutionary changes in the Canadian Forces, the lifestyle of Canadians and the general economic situation, concern has arisen that current DND policies relating to housing and service provision may no longer be appropriate or effective. This thesis looks at the lifestyle and unique difficulties of military families in order to evaluate the social impacts on the families resulting from accommodation policy. Although the general question of whether DND should even be in the business of creating and maintaining its own communities is complex and requires the consideration of many factors, this thesis limits itself to the social impacts of accommodation policies. Since it is generally perceived that social concerns have received limited consideration in the past, this thesis develops a framework to consider and include such concerns. This is done through: secondary research of analogous civilian communities and other military communities; primary data from recent DND family studies; informal interviews with families and decision-makers in the military community; and, the personal experience of the author as a member of the military community. There are four main findings. First, a framework based on Lichfield's Planning Balance Sheet methodology is a suitable and appropriate tool for assisting decision-makers in making informed choices. Second, the creation of a Non-Public Housing Society responding to DND but operated at arms-length, is seen as a viable housing policy alternative which deserves further study. Third, the social impacts on military families resulting from the municipalization of physical services are not significant. And fourth,.; social services when provided internally appear more successful. The unique lifestyle of military families is linked to operational effectiveness and military preparedness through the work/family environment. The importance of social planning on this interface is emphasized to encourage decision-makers to explicitly incorporate social planning into the decision-making process. The Planning Balance Sheet methodology is suggested as an appropriate one for this purpose.

Abstract:
This thesis looks at the conception and representation of military men in British and French literature 1740-1789 as the military man moved from non-national ‘archetype’ (warrior, knight, noble) toward nationalised professional (officer, soldier, sailor). The dates that frame the corpus contain the last two European wars before the French Revolution: the War of the Austrian Succession (1740-48) and the Seven Years War (1756-1763). In literature, the ancient concepts of heroism and glory had to contend with newer models of merit and virtue. Drawn together by warfare, this transformation also united British and French culture via two factors that lay outside the limits of national identity: shared origins in the dynastic realm and the public’s growing taste for narratives with contemporary settings and moral themes. The methodologies employed permit an examination of the cultural and historical dimension of identity construction: Judith Butler demonstrates how gender ‘styles’ are brought into being through performative acts, giving them coherence through repetition; styles of masculinity were re-imagined in eighteenth-century literature. Benedict Anderson’s explanation for the rise of nationalism reveals a process begun in the late eighteenth-century, displacing ancient and deeply held relationships. Five thematic chapters treat: the sword as ‘signifier’ for an ancient and founding masculinity and its relation to honour culture; young military men advancing merit and subalternism as alternatives to hierarchical models; the veteran, created by society and functioning as the ideological ‘other’ to the new civilian; the mercenary soldier and the moral significance of markets in men; and finally, the justicier, an eighteenth-century literary figure who combines a new model of chivalry with military authority to pursue ‘poetic justice.’ It is my contention that in this period, with the ‘nobleman’ long gone, the military man, not a ‘civilian’ and no longer associated with the ‘aristocrat’, became a separate class of man.

This thesis explores Don DeLillo's and William S. Burroughs' ongoing fictional engagements with the intimacy between Cold War military technology and postmodern networked culture. These novelists respond from seemingly divergent perspectives to the social and historiographical uncertainty generated by networked militarization. For DeLillo, this takes the form of a neo-realist narrative reconsideration of history, designed to emphasise the effects of the Cold War unconscious propagated by the speed and dissemination of cultural data. Burroughs' response takes the form of a counter-assault designed to overthrow and replace the 'control machinery' operating through the military-technological information system.

Techronomicon Techronomicon is a science fiction novel that examines far-future military actions from several different perspectives. Human beings have colonized several planets with help from the enigmatic and more technologically advanced Zhir, who gave spaceships and habitable worlds to those they deemed suitable and their descendants. The Joint Expeditionary Force is the military arm of the Universal Faith, called in when conflicts arise that the Faith decides are beyond the local government and militia and require their intervention. Leneveldt and Roader are JEF officers assigned to Operation Techronomicon, investigating what seems to be a Zhir-built defence shield around the planet Lassana. Another JEF company sent to Kalaabhavan after the murder of the planets Confessor-General loses its CO to a land-mine, and Lieutenant Hellerman reluctantly accepts command. Chevalier, a civilian pilot, takes refugees fleeing military-run detention camps on Ararat to a biological research station on otherwise uninhabited Lila. The biologists on Lila discover a symbiote that enables humans to photosynthesize, which comes to the attention of Operation Techronomicon and the JEF's Weapons Research Division. Leneveldt and Roeder, frustrated by the lack of progress on Lassana, are sent to Lila to detain the biologists, who flee into the swamps. Hellerman's efforts to restore peace on Kalaabhavan are frustrated by the Confessors, and his company finds itself besieged by insurgents. The novel explores individuals' motives for choosing or rejecting violence and/or military service; the lessons they learn about themselves and their enemies; and the possible results of attempts to forcibly suppress ideas.

Abstract:
Criticized for providing a simplified depiction of a post-9/11 United States, contemporary American “War on Terror” fiction has been largely neglected by critical discourse. In this dissertation, I argue that this fiction offers a vital engagement with how the War on Terror is waged, and how the fantasies and policies of the Global Homeland inform it. Most immediately, the texts I analyze undercut the sanitization of the war by including depictions of intense combat and the psychological fallout of derealized warfare. In these works, the public’s reluctance to acknowledge such concerns lays the foundation for a schism between American civilians and the military. I argue moreover that this fiction engages with the collapse of distinctions between foreign and domestic spheres through exploring both battlefields abroad and how a military logic is transposed onto American society. In the first chapter, I analyze the way in which narratives by Kevin Powers, David Abrams, Phil Klay, and Dan Fesperman complicate sanitized images of the war by foregrounding its visceral qualities and representing the traumatic impact of mediated warfare. The second chapter focuses on Ben Fountain’s Billy Lynn’s Long Halftime Walk, specifically its representation of the military characters’ frustration with the public’s failure to acknowledge the traumatic impact of the War on Terror, and its critique of melodramatic patriotic gestures that glorify the war but do not require actual social, financial, or affective investment in the military. The third chapter zeroes in on portrayals of returned veterans in texts by George Saunders, Atticus Lish, and Joyce Carol Oates, who react with increasing antagonism to civilian disinterest in their plight, which gives rise to acts of violence against civilians and a shift in societal attitudes toward the military. I conclude by examining Lish’s depiction of how the policies of the Global Homeland result in the deployment of a military logic within the domestic U.S. Through its engagement with American warfare and the Global Homeland, contemporary American war fiction offers a nuanced exploration of the conduct and ramifications of the War on Terror.

Abstract:
Goodbye to All That Again concerns the odyssey of an Iraq War veteran who must complete his journey past desert combat and academic strife in order to reclaim his heroic identity. The novel uses a fragmented storytelling mode that offers readers thirteen years of the protagonist’s timeline in a nonlinear sequence. Through this technique, the novel evokes the cognitive disassociation experienced by individuals who suffer Post Traumatic Stress and echoes the postmodern practices employed by American military novelists such as Joseph Heller and Tim O’Brien for the last sixty years. GOODBYE TO ALL THAT AGAIN seeks to intervene in the discourse of the American war novel by updating the depiction of military members from unwilling draftees, the situation Heller and O’Brien portray, to that of career-driven volunteers. The novel also considers adjustment concerns raised by the political correctness movement, a bar to civilian reintegration unknown by prior generations of veterans. In doing so, the writer hopes to adjust the zeitgeist, a major concern of his practice as detailed in his STATEMENT OF PURPOSE, toward a more accurate representation of military members so that society can more effectively meet their needs.

The Coopersmith Self-Esteem Inventory was used to measure the self-esteem of 22 female family members of military personnel who did not adequately complete a high school program in the United States. Data were collected through interviews, daily journal writings, questionnaires, instructor's written observations, and the Coopersmith Self-Esteem Inventory.

This study aims to analyze the miniseries Anos Rebeldes which was broadcast by Globo Television Network in 1992. The work written by Gilberto Braga and starring Malu Mader, Cláudia Abreu and Cássio Gabus Mendes, dates back to the trajectory of a group of friends from the High School Pedro II and the transformations in which they passed in the 1960s and 1970s with the establishment of the military dictatorship in Brazil. From images built on the possibility of real and used in a fictional narrative, this research proposes to address the relationship between history and fiction, in other words, unveil how television, one of the leading cultural industry product, incorporates and reveals in a television genre a product with great historical approach. Based on this assumption and in see how Globo television network goes back a historical miniseries, we seek to understand certain processes that describe subjects and characters through the media, enabling the construction of imaginative discourses that reformulate the social memory on the covered period. On that basis and with the supported methodology of Marc Ferro's theory of the analysis of a historical film, this research falls within the scope of Cultural History proposing a reflection on the inclusion of historical elements in fictional narratives and its effects on the period of the environment in it was produced.
O presente trabalho tem como objetivo analisar a minissérie Anos Rebeldes que foi transmitida pela Rede Globo de Televisão no ano de 1992. A obra escrita por Gilberto Braga e estrelada por Malu Mader, Cláudia Abreu e Cássio Gabus Mendes, remonta a trajetória de um grupo de amigos do Colégio Pedro II e as transformações nas quais eles passaram nos anos 1960 e 1970 com a implantação da Ditadura Militar no Brasil. A partir de imagens construídas sobre a possibilidade do real e utilizadas em uma narrativa ficcional, essa pesquisa propõe abordar a relação entre história e ficção, ou seja, desvendar como a televisão, um dos principais produtos da indústria cultural, incorpora e revela em um gênero televisivo um produto com grande abordagem histórica. Partindo desse pressuposto e a fim de verificar como a Rede Globo de televisão remonta uma minissérie histórica, buscamos compreender certos processos que descrevem sujeitos e personagens por intermédio da mídia, possibilitando pela construção de discursos imaginativos a reformulação da memória social sobre o período abordado. Com base nesses elementos e uma metodologia amparada na teoria de Marc Ferro sobre a análise de um filme histórico, essa pesquisa se enquadra no âmbito da História Cultural propondo uma reflexão sobre a inserção de elementos históricos em narrativas ficcionais e seus reflexos na conjuntura do período em que foi produzida.

My thesis, Escape Artist, is a composite novel written as a fictitious memoir, similar in style to Tim O'Brien's The Things They Carried, that describes my experiences between the years 2001 and 2011. During that time I went through Marine Corps Boot Camp, became a military police officer, patrolled Yuma, AZ, was sent to Iraq for a seven-month tour as a security detail just before the start of Operation Iraqi Freedom, and made it back home four years later. The novel also looks into my struggles with Post-Traumatic Stress Disorder symptoms, how they affected the people around me, and what I've been trying to do to remedy them (or ignore them).

Comics consistently reflect the real world, paralleling events and concepts discussed in foreign affairs dialogues. The thought experiment, and the comic genre itself, provides a vehicle for thinking broadly about the political and social ramifications of successful or failed problem solving, state interaction, and scientific advances.

Military dependents village is a social group in a city. It has its own main essential. Although soldiers and their relatives are the ones who made up the early composition of military dependents village, it's the identity controlled by national authority that makes them can't freely express their opinions, which may possibly make them not being able to form a public sphere which transcends classes, races, sexes and other things such as physicality when they confront surroundings. While confined in a real space, along with economic system and identification of feelings different from city, military dependents village is much more like an isolated island situated in a city. Nevertheless, with time passes, military dependents village keeps changing in its obscure side that is hard for outsider to notice. The formation of military dependents village is not utterly made by soldiers came to Taiwan during 1949. Apart from earlier patriotic soldiers and their spouses, there are also their offspring, whose concepts are much different from their parents, and Taiwanese mothers as well as foreign brides who get into villages lastly. This phenomenon all indicates that military dependents village has had a connection with society.

Usually, some cultural workers like to select the rural areas religious rituals which have deep blood relationship with the more high-style architectures for environmental meaning In comparasion, there are few enviornmental meaning researches common and integrated environments in ordinary cities, because obscure and less characteristics in those communities. Take the old military dependents'' villages in current towns for example. Through several decades of transition, they into the ordinary environments in cities. Moreover, the original of military dependents and personnels with stronger community also change, because there are Taiwanese relatives through people who borrow or rent the houses temporarily entering into communities. Thus, the different environmental meanings of the very complicated before rebuilding. Therefore, through this investigation of the environmental of specific old military dependents'' villages in Taiwan, the draws four conclusions from the formation and transition process those communities.

In Taiwan, based on the needs of the preservation of military dependents village (MDV) culture, gave birth to some MDV story house, MDV museum, and MDV cultural park. To recall the life in MDV is also a favorite theme for some drama and literature. However, the current methods about MDV interpretation of exhibition are not only difficult to let non-MDV audience to understand the essence of MDV culture but also difficult to create the pipeline for the deep dialogue between MDV and non-MDV communities. This thesis is to discuss the exhibition practices of Kaohsiung Museum of MDV and how to restore the essence of MDV, to achieve the interpretation task of MDV museum should shoulder, and let MDV museum to show the deeper significance in social, culture, and history. This thesis is also to reference to the theories in the fields of museum development, eco-museum, immigration museum, the interpretation of exhibition in museum, and the preservation of MDV, to explore the issues how to interpret the exhibition in MDV museum. In the actual investigation in the case of this thesis, the first step is to introduce the development history of MDV in Zuoying District of Kaohsiung City, followed by the planning in Kaohsiung Museum of MDV, and then the exhibition and operating in Kaohsiung Museum of MDV. As for the further analysis of the interpretation of exhibition of MDV culture (in MDV museum) is about how to piece the personal memories together into the collective memory in history, and then analyze the connotation of exhibition, shows, performances and activities in Kaohsiung Museum of MDV, and the situation of the old houses in MDV retained area, to view what concept Kaohsiung Museum of MDV uses to interpret MDV culture. According to the observation and comparing the theories and concepts, this research is to organize the planning, operating, and interpretation of exhibition in Kaohsiung Museum of MDV, and to propose recommendations about the follow-up works.

Military Dependents’ Village is a unique culture product in Taiwan, but it is facing its fate of disappearing too as the government gradually completes its rebuilding of old Military Dependents’ Village. The character of the Military Dependents’ Village culture is that all the inhabitants have different backgrounds, for instance: birth of origin, ethnic groups, experience of migration, military rank, military services, the mixture and interaction of all those elements and its self-enclosed feature enriched and multiplied the culture. Museum then becomes an attempt of preserving this culture; they’ve used all kinds of technique and method to present it, trying to exhibit the culture to the public and also, preserve it; also, “interpretation and communication”, “preservation and research of products” are the important functions of museums, by means of analyzing the products they exhibit, one can understand how museum interprets the culture of Military Dependents’ Village; ''representation'' in exhibitions are important for audience to understand the lifestyle of the past, and understand all the elements that made the culture looks like what it is today, it’s not only the display of the collections we see in exhibitions. If one does not deeply understand the lifestyle of Military Dependents’ Village or the essential character of the museum, one will expose their superficial view that’s against the truth when arranging an exhibition.   This research focus on analyzing the exhibitions of museums, discussing what image museums of Military Dependents’ Village nowadays present to the public, especially take Hsinchu City Military Dependents'' Villages Museum as a research model. This research started from discussing the history development and its background, analyzing the character of this culture, and also observed and collected different aspects from four particular museums that founded during 2002-2008. This research is basically discussing the unique ways of dietary of the inhabitants in Military Dependents’ Village; also I’ve made interviews of some inhabitants and later on compared to the ways of dietary in exhibitions.   In this research, I’ve analyzed the texts, display object, and diaroma of the exhibition in museum, and discovered that the exhibition in museum about the ways of dietary of inhabitants tend to present a simplified and lack of variety image to the public. Also, the exhibition in museum tend to over emphasize on the reminiscent character, in this case, this made it hard to convey the real meaning that hides inside of a Military Dependents’ Village; as for the issues about living space and the ways of dietary, a museum should cut in from more different aspects and do more deeper research, for instance, people from different classes, backgrounds, places, those are all elements that influences the outcome of the research and how you presents them in an exhibition. I hope to arouse the deeper reflection and discussion not only how a museum interprets the exhibition, but also offer the audience a different view; in this way, it can contribute to the preservation of this special culture.

The old quarters for military dependents is a product of the development of the historical environment. It is a proper term for the development of the Taiwan community after the gov-ernment moved to Taiwan. In order to speed up the renewal of the old quarters for military dependents, improve the economic benefits of land use, build residential houses to care for the original tenants and low- and middle-income households, preserve the culture of the old quar-ters for military dependents, assist the local government to obtain land for public facilities, and improve the urban landscape. In 1994, the Republic of China enacted the "Act for Re-building Old Quarters for Military Dependents". Over the years, it has been successfully co-ordinated by the Ministry of National Defense, various military command headquarters, command headquarters, auxiliary support units. After completing the resettlement operation, the built 86 reconstruction bases and settled 69,547 households. Under the guidance of the legislative intentions of the tampering regulations and its related laws and regulations, this study will further explore the optimal mode of tampering land processing and solve the cur-rent tampering land processing model under the AHP (Analytic Hierarchy Process (AHP). The decision-making problem is to consider the government's follow-up governance. Through literature review, through the industry experts, official experts, scholars and ex-perts questionnaires and the AHP(Analytic Hierarchy Process), the current land use policy should aim at "strengthening military care" and give priority to "building military housing" and "designing special" Adjustments were made in the direction of the "French Code", "Multi-Activation Application", "Price Sales of Soldiers and Soldiers" and "Improve-ment of Effectiveness". On specific policies, it is recommended to adopt measures such as "release of land rights", "release of ownership" and "release of management rights" to promote national economic benefits, and to combine land planning and local development trends, while taking into account the welfare of officers and soldiers.

A military dependents' village is a community in Taiwan built in the late 1940s and the 1950s whose original purpose was to serve as provisional housing for Nationalist soldiers and their dependents from Mainland China after the KMT retreated to Taiwan. Over the years, many military dependents' villages have suffered from urban problems such as housing dereliction, abandonment, urban decay, and urban slum. On May 30, 1980, the Ministry of National Defense had promulgated “Key Regulations during the Trial Period for the Rehabilitation of Military Dependents’ Villages”. Thus, in the 1990s, the government began an aggressive program of demolishing these villages and replacing them with high rises, giving the residents rights to live in the new apartments. However, due to some flaws in the regulations, some of the villages cannot be rehabilitated. On February 5, 2006, the government had promulgated “Rehabilitation Regulations for Old Military Dependents’ Villages Act”, in which the rehabilitation of an old village is allowed as long as 75% of its households has approved it. Based on the rehabilitation planning, from 2010 to 2017 the required capital is about 20 to 25 billion NT dollars each year to rehabilitate the military dependents’ villages. However, at present, the sale of large public lands is not allowed by law to obtain the required capital. Hence, it is imperative to consider other available alternatives. This research first, through expert interviews, determines that urban redevelopment, establishment of superficies right and land tenancy are the three best land disposition methods to be used for the land reuse for military dependents’ villages based on the available land disposition methods. Furthermore, the accounting asset pricing is applied to each of the public lands studied, and analyzed for the three disposition methods. Finally, a decision making process for the land reuse is presented.

Abstract The project of the rebuilding old quarters for military dependents is the most import Program of the Administration. To raise the reconstructions fund is following up the policy of ‘Realization and Buying an estate’, that is to sold lands marked on the Old Military Dependents' Village General List , none-use military compound and reconstructed commercial premises by tendering other then the fiscal year public budget directed by the government. Directing the special budget herein as the "Reconstruction Foundation" is to carry out The Military Dependents' Village Rebuilding Project. However, due to the recession of the Taiwan area, the price of raw material fluctuates dramatically and the cost for construction becomes higher and higher. All these factors are impacting the real estate market. Then selling the large scale land become difficult and the reconstruction found raise could not reach its normal level. Therefore, delaying of the reconstructions is an inevitable result. And few of the construction contractors could not handle the quality of their constructions or prolong their building schedule without reasons, thus cause the military dependents have a negative viewpoint and be suspicious toward the Military Dependents' Village Rebuilding Project. The number of pleading case increased and damaged the image of the Administration. Those are the reasons why the tasks of Military Dependents' Village Rebuilding become more complex and high demanding. As the knowledge economy era combined with digital and internet technology booming has coming in this century, project management become necessity in modern enterprise and government organization. Its academic position had gained approval from business administration study. The project management is initiated by the demanding for the science management. Throughout the long period exploring and practicing, project management had build up its own scientific system with high efficiency. Not only do possess the systematization theory but also combine with goal directing, flexibility, resource by dynamic allocating, efficient management and visible tools. As to distinguishing feature, project management could support the large-scale and complex task, provide safety on highly uncertain condition and maintain the efficient management in one-term task without integrity experience. Nevertheless, project management is a professional management science with integrity resolution and the ability for strategic plan. In the virtue of complexity and diversity of the military dependents' village rebuilding, this task face dramatically social and economic change and long-term uncertainty among building process. In order to accommodate such condition, project management is the best application to the military dependents' village rebuilding management. The reconstruction process will be speeded up and the goal of this project will be achieved with the least delay This article would probe into on procedures of the Military Dependents' Village Rebuilding. With the guidance of the international project management scheme and the flow path, PMBOK2008, it would be reformed the Military Dependents' Village Rebuilding Project and accelerated the time line in reconstruction procedure. The most highlight is responding the military dependents’ expectation. Also, this research could be a reference among the relative departments for the policy management. With the knowledge base of the Military Dependents’ Management and information system, the military dependents’ village rebuilding would be more efficient in operation and experience transmittal based on this research in the near future. Hopefully, this article would be a database for the future development of the military dependents’ village rebuilding in order to promote the efficiency of the construction.

The national military system in Taiwan is currently shifting from a conscription-based system to a recruitment-oriented system. However, soldiers’ distinct nature of work and family characteristics render them unable to accompany their family for long periods. Therefore, a military dependent welfare system is crucial. This study was conducted to investigate the family characteristics of military personnel and the implementation status of a welfare system for military dependents. In addition, armies currently in service were interviewed to determine their perception and needs for the existing system. The objective was to provide valuable reference for improving the military dependent welfare system. This study adopted in-depth interview approach, targeting voluntary soldiers of the military unit in which the researcher of this study is currently situated. The interview outline was composed of five major dimensions: (1) Awareness of military personnel on the military dependent welfare system and their usage of the system; (2) response to unexpected events; (3) handling of routine tasks; (4) military unit response and expectation; and (5) recommendations. According to the interview results and data analysis, the research proposed the following five recommendations: (1) establishing a designated institution to integrate resources and handle routine tasks; (2) setting up a consultation center to assist with providing consultation services to military personnel and their dependents; (3) building a military dependent family volunteer team to provide necessary support to military personnel’s dependents and family; (4) reducing after-hour tasks and affairs; and (5) affording soft services in replace of monetary support. The findings of this study are expected to serve as development directions and recommendations for the Ministry of National Defense and its departments to refine their welfare system for military dependents.

The military village formed in Taiwan’s special historical background has a unique cultural meaning and tight community network. With the passage of 50 years and the military village reconstruction policy, the old military villages, replaced by high-rise apartments, gradually disappear.     But some questions remain. Has the plan for military village reconstruction been fully thought out to satisfy the residents’ needs in terms of their mutual dependence in the newly built community? Can the new community still maintain the community network? In recent years, both the government and civilians have promoted the concepts of “community forming” and “community consciousness”. At the same time, we should not neglect, intentionally or unintentionally, the already existed military village community network so as not to let the precious assets in the society vanish into thin air.     The target of this survey is the Community Village and new Jingzhong Village in Chia-yi County. The data is obtained through the following means: data collection, interviews, literatures, observations, and polls. The data then is analyzed using quantitative statistics to study and understand how the community is formed and used before and after they move to new residential area. The survey also provides analyses and recommendations in planning for the reconstruction policy. The results can not only be used as a reference for the management and planning of military villages reconstruction, but also can serve as a tool for the planning and design of cluster residential community, enabling the forming of community consciousness and network. The conclusions of the survey are as follows: 1.We discuss the fairness of the right to purchase new military residence. This survey discusses not only the fairness of using the ranks to determine the size of the residence, but also the fairness of determining how the residence should be built by draws. 2.The cluster residential community caused the collapse of community network and the breakdown of the relationships with neighbors. As a result, the new relationships are harder to build. 3.The new residents need more time to adjust to the new environment. 4.The olds in the new community have a more difficult time building community network because of the relatively small size of the community, among other factors. 5.The high rises block the intimate relationship between residents and land and therefore the relationship between residents and residence becomes artificial. 6.The olds need club type of organization for them to participate, enhancing their longing for being part of the community and satisfying their spiritual needs. 7.The residence service should provide not only a place to live for the residents but also the services for their general needs in their day to day life.

This study investigates the implementation of today's "Local Cultural Museum" and explores the "Hsinchu Military Community Museum". The research venue is at Hsinchu Military Community Museum. The time is from 10am to 5pm with the questionnaire divided into two major parts in "Space and Visit Experience Satisfaction" and "Background Information of the Participants". "Space and Visit Experience Satisfaction" is divided into four dimensions in "Overall Environment and Facility Satisfaction", "Facility Satisfaction", "Management Service Satisfaction" and "Historic and Cultural Preservation Satisfaction". The research results are summarized below. The analysis results showed that, "Overall Environment and Facility Satisfaction" dimension has the scores above the satisfactory level, with "Number of parking spots" between adequate and satisfactory. "Facility Satisfaction" dimension has the scores above the satisfactory level, with "Number of resting facility" between adequate and satisfactory. "Management Service Satisfaction" dimension has the scores above the adequate level, with "Promotion", "Exhibition information and promotional materials" between adequate and satisfactory. "Historic and Cultural Preservation Satisfaction" dimension has the scores all above the satisfactory level.

In 1949, due to the defeat of civil war between Nationalist (K.M.T.) Government and the Communist Party. Led the government departments and a large number of soldiers and civilians rushed to retreat to Taiwan. Because of this, Taiwan has brought many Chinese traditional cultures, complete Chinese regional cuisines system, professional talents and Military dependent’s villages for the settlement of these soldiers and civilians. There are 886 Military dependent’s villages under the control of the Ministry of National Defense. However, they were gradually torn down due to the “Enforcement rules of the act coverings the reconstruction of old village for military personnel and their dependents”. There are many unique cultures in the village and gradually destroy the Military dependent’s villages culture during this process. This study started with the literature, and outlined the impression of the Military dependent’s villages by interviewed the children from the village. Discussed the views on the preservation of the military dependent’s villages, discussed existing examples of preserve Military dependent’s village spaces and cultures. Find better ways to preserve and reuse. Through this study, we learned that Military dependent’s village represent a spirit of place and is a symbol of cultural emotion and irreplaceability. It calls for the preservation and reuse of Military dependent’s villages culture must pay attention to the spirit of the place. Through more delicate operation and maintenance make this unique Military dependent’s village culture in modern Chinese history has its significance and historical presence.

The military dependents’ village is the historical product of a very special period of time; it embodies the vicissitudes of the culture and society of Taiwan. The very existence of military dependents’ villages demonstrates the history of Taiwan’s cross-cultural interactions, representing their unique local textures and traits. In 1996, following the implementation of “Military Dependents’ Villages’ Reconstruction Policy,” their visible and invisible culture has been demolished rapidly, resulting in the launch of preservation programs run by both public and private sectors. Lately, according to “Act Governing the Reconstruction of Old Villages for Military Personnel and Their Dependents,” the Ministry of National Defense has chosen 13 culture conservation areas, thus creates new possibilities for the preservation of military dependents’ villages. By collecting/reviewing documents and conducting interviews, the researcher analyzes the current situations of each preservation zone and the difficulties each encountered. This research points out that the key challenge of this policy is how to acquire the land of the preservation zone, since the transfer of development rights could be rather difficult. In addition, the source of funding also poses another challenge to the preservation program, while how to encourage local participation and revive community spirit remains a major issue. Meanwhile, how to revitalize the community and find a suitable operating mode for the preservation zone is also an essential issue requiring further consideration. In response to the current predicaments, several solutions are proposed in this research. By studying several foreign cases, the researcher finds out that using civil force with government’s support to build a trust management system is a possible way to ensure the sustainability of the preservation program. This research proposes a trust management system and analyzes future operating systems for the conservation areas. The researcher suggests that the government should back the preservation program with policy and funding encouragement at the beginning, and then reduce the amount of subsidy over time. This way, the problem with land acquisition and the transfer of development rights could be solved. Through the analysis and discussion, the researcher hopes to help both public and privates sectors to clarify the issues concerning the future plan and sustainability of the conservation areas, and provide possible solutions for preserving the culture of military dependents’ villages.

This study is to explore a national army''s living place in Taiwan whether to be preserved cultural heritage moderately; In the past, there have been a lot of activities to preserve the military village, but most of the villages have been removed, only a portion of the military village preserves a minimum area, and then common reuse has been the use of fast-moving cafes, cultural and creative hall or set up the hottest check-in place and other ways to make a preservation type, rather than the real adaptability of reuse. Therefore, after the reuse of the military village, in the whole planning, Interior decoration or space scene need to respond to the old village emotional background, in response to the user''s feelings about the space mood The study set the topic of " Military village reuse ", focuses on Zhongxin Village Changhua city as a case study, through surveying and mapping, photography and other research methods, the military village living space reuse of the design planning thinking as a research discussion. The purpose of this study is the Zhongxin Village in Changhua city to carry out a suitable reuse of the planning.
