Abstract:
This case study was undertaken to assess the effectiveness of the modifications into the engineering programmes adopted by the Military Technological College (MTC) to satisfy the needs of Omani armed forces. It discusses the role of Quality Assurance (QA) in engineering education and accreditation process in the context of four engineering programmes offered by the MTC. The study outlines the steps undertaken by the QA department at the MTC which are practiced by western institutes and universities. This study also included the student feedback as the most important parameter in measuring the effectiveness of modified engineering programmes. Due to low participation rate, the data quality index (DQI) approach was used for assessing the quality of the programme in a military learning environment. The MTC applied its anonymous over sighting the engineering programmes offered by the four engineering departments (Aeronautical, Civil, Marine, and Systems). The Student Evaluation Questionnaire (SEQ) used in the academic years 2014-15 and 2015-16 was modified and the improved version was used in academic year 2016-17. In year 2016-17 a total of 561 students participated online in the SEQ survey. The student’s satisfaction about the module and lecturer with low participation rate was above 50% in most modules which could be misleading. However, after transformation of the data to DQI the student feedback became more representative. On a scale of 0 – 100, a lower DQI value indicated higher student satisfaction. The DQI can be used as an institutional approach for maximum information and assessment of module performance. Out of 43 modules, the students were more satisfied in module MTCA5030 owned and managed by Aeronautical Engineering Dept.; in module MTCC3009 (section 2) owned and managed by Civil Engineering Dept.; in module MTCM5004 owned and managed by Marine Engineering Dept.; and in module MTCS5011 owned and managed by Systems Engineering Dept.

In this paper, we introduce two new image-sharing types to extend the applicability of sharing. Type 1 is our so-called forbidden type. In its sharing system, any t of the n shares can recover the secret image, unless the t shares form a forbidden group listed in a forbidden list. Type 2 is our so-called cross-department support type. If a government has 3 departments {DEPH, DEPM, DEPL}, then 3 thresholds (tH, tM and tL) exist. Any tH number of officers from department DEPH can unveil the secret image, and likewise for any tM and tL number of officers from departments DEPM and DEPL, respectively. Type 2 image sharing allows a secret to be disclosed not only in an intra-department meeting but also in a cross-department meeting. In this study, both types are implemented through two approaches: the polynomial and linear-equations approaches. Hackers can be confused when two approaches are mixed. As for the applications, use Type 1 to protect sensitive information in medical or military images or legal documents; and use type 2 to support cross-department crime investigation, industrial production, etc.

Abstract:
Introduction. The patients with the aortic abdominal aneurysm of 55mm in diameter are qualified for surgery. There is open repair (OR) by means of the vascular prosthesis implantation or the less invasive endovascular method by means of the stent graft implantation through femoral arteries incision (EndovascularAorticRepair - EVAR). The aim of the study was the evaluation of the postoperative course in patients operated due to the aortic abdominal aneurysm and the evaluation of the impact of the surgical method on the short-time results. Material and methods. 124 patients operated due to the abdominal aortic aneurysm in Dept of Surgery of 4th Military Hospital in Wroclaw in 2014 were enrolled into the study: 53 patients with OR, 53 patients with EVAR, and 19 patients with a ruptured aneurysm. Results. Mortality was 0% in EVAR and 6% in OR and 39% in a ruptured aneurysm. Time of hospital stay was 5.8 days in EVAR vs 10 days in OR. The stay in ICU was 0% in EVAR vs 13% in OR. Blood transfusion was 9.4% in EVAR vs 66% in OR. Time of postoperative analgesia was 27 h in EVAR vs 76.8 h in OR. Cardio-respiratory decompensation was 1.9% in EVAR vs 7.6% in OR. Renal insufficiency was 2% in EVAR vs 9% in OR. The lower rate of organ complications was in EVAR. The ruptured aneurysm presented the most complicated postoperative course: hospital stay of 11.4 days, ICU stay of 78%, blood transfusion of 100%, painkillers of 136 hours, cardio-respiratory decompensation of 81% and renal insufficiency of 69%. Conclusions. The method of treatment, the conditions of the admission and the type of surgery influenced the postoperative course. The elective EVAR patients presented both the 0% of mortality and the lightest postoperative course. The ruptured abdominal aortic aneurysms operated as an emergency had the most complicated postoperative course.

Objective: To study the causative factors responsible for avoidance of Breast Feeding in post-partum women attending the post-natal OPD in MH Rawalpindi. Design: Comparative cross sectional study. Setting: Dept of Gynae and Obstetrics, Military Hospital, Rawalpindi. Tertiary care centre from all the Pakistan dealing with other ranks of Pak Army. Duration: Nine months (From 01.01.2007 to 1.10.2007). Materials and Methods: Study was done on 1000 patients at post-natal Gynae OPD. Patients were divided into two groups of 500 each. Those patients who were exclusively breast feeding their babies were included in group-II while group-I included those patients who were not breast feeding their babies at all. Patients demographic data was entered on questionnaire and factors involved were interpreted. The most important causative factor responsible for avoidance of breast feeding in group-I were noted down. The mothers in group-II were enquired about that problem. Data was analyzed by using computer software programme SPSS version 11. Chi square test was used to see the significance of difference between group-I and group-II and results were considered significant if P value is less than 0.05. Results: The study showed that as compared to group-II causative factors involved in avoidance of breast feeding in group-I were pain at operated site 148, working women 38, Sick baby 26,Cracked nipples and mastitis 59, Breast abscess 4, Social Myths 58, Multiple Births 2, Inverted Nipples 5 and failure of proper counseling 160. Conclusions: Most of the factors responsible for avoidance of breast feeding are preventable and treatable. General population should be educated regarding the benefits of breast feeding in the mother and baby. Thus reducing mortality rate in woman and infants.

Abstract:
The paper presents a possible method to diagnose a mechanical fault of an automotive system. Starting from the point of view that every fault of a mechanical system should introduce an abnormal component within the signal that describes the time history of a mechanical parameter we tried to find a way to reveal it.We were performing some tests involving a military vehicle with respect to the performances of its braking system. The tests were aiming at identifying a way to bring up-to-date the old weapon system from the braking systems point of view. During these tests we observed some anomalies concerning the pressure evolution within the braking cylinders of the vehicle. Some unusual but also systematic noises occurred. As a main issue at this point, the source of the noise should have been identified and filtered if necessary. We had to decide whether the noisy component of the signal is just a noise that should be removed by filtering the signal or it is a physical component of the mechanical parameter itself (not noise but a useful information).These procedures take time and they also request accurate knowledge as well as fine expertise in automotive testing. Since our Dept. has a long and rich practice in this respect, we assumed to processing data and give them a thorough interpretation. So, the first thing we did was to perform a frequency analysis, using classical methods. Usually, a simple frequency analysis cant provide information about a time variation of the frequency spectra due to the Fourier Transforms behavior, since it freezes the signal in time. A much more accurate analysis is the time-frequency analysis. However, observing both the amplitude and power spectra can lead to a useful conclusion. We concluded that the noise we met within the signal is due to the brake drums loss of circular shape (they turned into an oval, the process being known as ovalization). Hence, we cant talk about a noise as it is usually defined.

Abstract:
Questions regarding the economic consequences of US grand strategy have gained new salience. This article provides an empirical test of the relationship between US military expenditures and public debt and clarifies the real constraints the US faces issuing debt. Neither results from the statistical analysis nor the economic theory of sovereign debt support the retrenchment position regarding the impact of military spending on public debt (1973–2015). Tax cuts are the most significant determinant of debt not military spending, social benefits or interest payments. Evaluating new hypotheses about alternative mechanisms through which military spending may damage the economy remains a priority.

One of the ‘costs’ of military imports and military expenditures by developing countries occurs to the extent that these are financed by incurring foreign debt. This article estimates that, for 61 severely and moderately indebted developing countries, military imports during the 1980s were equivalent to about 28% of new foreign debt incurred. When military expenditures as a whole are examined, the proportion is around 77%. Had these countries made no military expenditures during the 1980s, they could have borrowed very little and/or allocated far more of the borrowed resources to productive purposes, thus making future debt servicing burdens much lighter and/or easier to meet.

Under the established evidence of the interdependence between US and European military spending, we exploited a dynamic panel estimation. Findings show that the debt of European countries is: (1) positively associated with US military spending; (2) negatively associated with average military burden of other European countries.

Abstract:
It is supported by academics and scholars that defense expenditure can significantly affect a country’s economic growth and in some cases it influences external debt having implications in various macroeconomic indicators. However, relevant empirical studies have produced contradictory evidence while the literature in this field remains relatively poor. In this spirit, this survey investigates the causal links between military expenditure and external debt for four emerging Northern Africa countries (i.e. Egypt, Tunisia, Algeria and Morocco) during the period 1988-2009. Empirical findings on the long-term relationship between the tested variables are based on cointegration test. The Granger Causality test results using Vector Auto Regression (VAR) estimates and the Error Correction Model imply that there is no dynamic causal link between military expenditure and external debt for Tunisia, Algeria and Morocco. On the other hand regarding Egypt, results imply that a strong unidirectional causality exists running from defense expenditure to external debt. Collectively, empirical calculations show that military burden do not have any significant impact on most Northern Africa countries. The only exception is the case of Egypt; empirical results show that military expenditure robustly affect the country’s external debt. These are the only findings provided from this study that validate the hypothesis that military burden may be important in determining the evolution of debt in developing countries.

Abstract:
Military expenditures are considered to be one of the causes of underdevelopment. This statement is not easy to prove. The article tries to explain that relatively small military expenditures might have large consequences, e.g. on external debt and scarcity of foreign exchange. The problem for Africa is not in the first place the amount of military expenses or external debt, but the low productivity rate which makes repayment difficult. Africa still remains dependent in different economic fields from industrialized countries. The African situation would improve by more stable regimes and a better internal organization of the state, so that natural resources and other activities will really benefit the country.

This thesis deals with the influence of foreign policy of Ronald Reagan on his budget policy. The foreign policy is studied in relation to the USSR. First stage of this thesis is devoted to economic development in the USA before Ronald Reagan era with focusing on 1970's. There are also crucial aspects, which affected economic development within the Ronald Reagan era and his decisions. The goal of main part of the thesis is an analysis of impacts of foreign policy on the federal dept in the USA in 1980's with focusing on the relationship between USA a USSR. The thesis analyzes the impact of military spending and Strategic Defense Initiative on the growing federal dept as a consequence of the relationship between USA and USSR. In this stage of the thesis is descriped Reagan's budget program as well as the reasons why the program was unsuccessful. At the end of the thesis is emphasized the influence of Ronald Reagan on the dissolution of the USSR and summarizes the knowledges about the relationship between the budget and foreign policy in the USA in 1980's.

This dissertation focuses on the local defence-related industry as a beneficiary under the Department of Defence’s defence industrial participation (DIP) programme, managed by Armscor. Attention is given to the main construct of the development theory and how the DIP process in South Africa compares with the international reciprocal trade phenomena commonly referred to as ‘countertrade’. The author does an in-depth analysis of the Government’s policy regarding the defence-related industry (DRI) that forms part of the local defence industrial base (DIB), as well as the DIP policy, procedures and practices and their subsequent bearing on the local defence industry. The study is further substantiated with a comprehensive review of the consequences and outcomes resulting from the largest defence package deal (SDP), signed in December 1999, between the Department of Defence and several major foreign original equipment manufacturers (OEMs) and subsequently benchmarked against academic discourse on the subjects of international countertrade and development theories.

Abstract:
In this study factors which affect the degree of implementation of a curricular change were examined to determine how well a specific curricular change was implemented in relation to the original intent. The change, Developmentally Appropriate Practice, was implemented in Department of Defense Dependents Schools, Germany Region, beginning in school year 1991-1992 in grades kindergarten through two. During school year 1993-1994, grade three began the transition to Developmentally Appropriate Practice. Several factors which influence teacher behavior during the implementation process were investigated to determine if there is a correlation between those factors and degree of implementation, the dependent variable. The independent variables in this study were school culture; administrators' leadership effectiveness; teacher concerns about the implementation; and teacher characteristics including age, years teaching experience, years experience in Department of Defense Dependents' Schools, and training. The degree of implementation, the dependent variable, was defined in terms of the extent to which teachers had changed their behavior to become congruent with behavior required by the change. Teachers were identified as high, moderate, or low implementers, based on classroom observations. One purpose of the study was to increase understanding of implementation by analyzing the factors which affect the behavior of teachers in the change process. A second purpose of the study was to add to the body of research that explains why so many educational changes fail to become established practice. To establish interobserver reliability, two observers rated teachers using the same protocol. The interobserver reliability coefficient found was reported at .9820. The participants in the study completed the Stages of Concern Questionnaire, the Administrative Effectiveness Survey, the School Culture Survey, and a demographic survey. The results were correlated with the Early Childhood Classroom Observation form. Amount of training was found to have a statistically significant positive relationship with degree of implementation (p=.006). Statistically significant positive relationships were not found between the other independent variables and degree of implementation.

Tekstene beskriver de funksjonelleelementene, operasjonsmetoder, kommando- og arbeidsprosesser og detteoretiske grunnlaget for nettverksbasert forsvar.Oppgaven har hatt til hensikt å beskrive den underliggendeorganisasjonsstrukturen for det norske NbF konseptet og hvilke sentrale temasom gis for lederskapet i NbF. Rammeverket for organisasjonsstrukturanalysenhar tatt sitt utgangspunkt i Abrahamsson og Anderssens (2000) arbeid om åforstå og beskrive organisasjoner. Analysen har strukturert beskrivelser i NbFlitteraturen etter tre imperativ som begrenser organisasjonsstrukturen (størrelse,teknologi og omgivelser) og tre gjensidig avhengige beskrivende dimensjonerfor strukturen; grad av formalisering, sentralisering og spesialisering.Rammeverket for analyse av lederskap, var basert på Bruzelius and Skärvads(2000) lederskapsbeskrivelser.Resultatet av analysen viste at NbF konseptet ikke gir en entydig beskrivelse avorganisasjonsstrukturen. Strukturen gis ingen noen begrensninger og harkarakteristika som medfører flere organisasjonsstrukturer. Lederskapet i et NbFkonsept må primært bygge på tillit, men det gis ingen helhetlig beskrivelse avhvordan dette skal oppnås. Kravene til lederkompetanse og personligeegenskaper er komplekse og kan vanskelig oppnås av enkeltindivider.
The Commander in Chief of the Norwegian Armed Forces has in three textspresented the Norwegian approach to Network Centric Warfare (NbF). Thetexts describe the functional elements, modes of operation, command- andwork processes for the new organization. This thesis has analysed theNorwegian concept within the framework of classic organizational theory, inorder to find the underlying organizational structure and demands for militaryleaders. The theoretical framework used is Abrahamsson and Anderssen’s(2000) work on understanding and describing organizations. The analysis hasstructured findings in the NbF concept, with regard to 3 imperatives that limitsthe organizational structure and 3 reciprocally dependently categories thatdescribes the organizational structure with regard to degree of centralization,formalization and specialization. The theoretical framework used analysingleadership and competencies are based on the work of Bruzelius and Skärvad(2000). The results indicated that the NbF structure is ambiguous; trust isfundamental for the leadership philosophy and that there are unrealisticdemands for competencies.

I regeringens budgetproposition för 2011, erhöll Försvarsmakten uppgiften att införa fyra Militärregioner i Sverige med underliggande regionala staber. ”Regeringen bedömer att skapandet av de regionala staberna innebär att Försvarsmaktens förmåga att samverka med och lämna stöd till andra myndigheter förbättras.” (PROP 2010/11:1 s.33). Syftet med den här studien är att studera hur personer med nyckelpositioner inom de båda myndigheterna (Länsstyrelse och Försvarsmakten) tänker kring införandet av Militärregioner och dess förutsättningar för utveckling av samverkan mellan det civila och militära samhället. Resultatet påvisar att informanterna är relativt överens om att samverkan ska utvecklas och hur det bör ske med ett fokus på gemensam planläggning, utbildning, övningar samt nätverksskapande och utarbetande av gemensamma mål innan något händer. Målsättningen är att klara av att hantera oförutsedda händelser som olyckor och naturkatastrofer när de väl kommer. Informanterna anser även att närheten, i såväl tid som rum, är avgörande för planläggning och den slutliga insatsens resultat.
Through the Budget Bill for 2011, the Armed Forces were granted the task of establishing four Military Regions in Sweden with underlying regional headquarters. “The Government considers that the creation of the regional headquarters means that the Armed Forces' ability to cooperate with and provide support to other authorities will improve.” (PROP 2010/11: 1p.33). The purpose of this study is to explore how people with key positions in the Country Administrative Board and the Armed Forces think about the introduction of Military Regions, and its conditions for development of cooperation between civil and Military society. The result demonstrates that the informants are in relative agreement that collaboration should develop and how this should be done with a focus on joint planning, training, exercises, networking and development of common goals before anything happens. The aim would be to handle unexpected events such as accidents and natural disasters when they do occur. They also believe that proximity, both in time and place, is essential both for the planning and the outcome of an eventual operation.

Abstract:

Vådabekämpningar är inget nytt fenomen när det kommer till militära operationer. För att kunna lösa detta problem så måste man ta reda på vilka de största orsakerna till vådabekämpning är samt vilka lösningar det finns för att minska risken. I denna uppsats har det genomförts kvalitativa litteraturstudier om fenomenet vådabekämpning, från Operation Desert Storm och framåt.

 Syftet med uppsatsen är att studera hur arbetet med att förhindra vådabekämpningar skulle kunna se ut, samt ta reda på vilka de största anledningarna är till att vådabekämpningar uppstår.

 Analysen visar att det finns en rad olika orsaker till att vådabekämpningar uppstår. Vidare så visas ett antal åtgärder som kan vidtas för att minska risken för vådabekämpningar. Resultatet visar på att det går att reducerar riskerna, men att fenomenet aldrig helt kan försvinna.


When it comes to military operations, fratricide is not a new phenomenon. In order to solve the problem of fratricide, one has to be aware of its major cause as well as the means by which the risk of fratricide can be decreased. This paper presents a qualitative study of literature concerning the phenomenon of fratricide from the time of Operation Desert Storm and after.

The purpose of the paper is to learn how the work to prevent fratricide might be organized as well as outlining the major causes of fratricide.

 The analysis shows that there are several causes to fratricide. It also presents a number of actions that can be taken to decrease the risk of it happening. The result shows that even though the risk can indeed be reduced the phenomenon as such will never disappear completely.

Beslutsfattning om militära våldsmedel varierar med en nations civil-militära mönster. Genom att teoretiskt använda maktbegreppet för att beskriva vilka normativa styrprinciper som formar den civil-militära relationen kan den också beskrivas. Teorin appliceras på Falklandskonflikten och Ubåtsincidenterna i Sverige under tidigt 80-tal. Effekterna som undersöks är tid och uppfattning om det strategiska målet som operationen syftar till.  

Syftet med uppsatsen har varit att undersöka hur olika typer av relationer mellan civila makthavare och den militära organisationen påverkar utformningen av beslut om militärt våld. Uppsatsen förklarar vilka styrprinciper som ligger bakom hur olika politiska system fattar beslut om militärt våld.

Resultatet indikerar att maktbegreppet är fruktbart för att kategorisera den civil-militära relationen och därmed beskriva hur olika politiska system fattar beslut om militärt våld. Sverige tenderade till att reglera och överlåta våldsbeslut till den militära aktören, men uppvisade en pragmatisk hållning när beslut brådskade. Storbritanniens dominerande drag var förhandling genom samverkan vilket medförde att direktiv var sällsynta. Reella likheter mellan Storbritanniens och Sveriges civil-militära relation existerade. En skillnad var graden av integration. En formell integration av försvarsmaktsledningen i den politiska ledningen socialiserade den militära aktören till att uppfatta politiska intentioner och internaliserar den att ta hänsyn till politiska konsekvenser av våldsmakten. I Sverige uppstod samverkan mellan aktörerna på basis av ad-hoc vilket medförde att den militära aktören fick stora friheter att genomföra operationen på bekostnad av den civila kontrollen


Decision-making on military violence varies with a nation’s civil-military relation. Applying a theoretical framework that uses the concept of power to determine the normative and ruling principles will allow a model to describe and categorise the civil-military relation. The theory is applied on the Falklands conflict and the Swedish issue of violating submarines in the early eighties. The effects that are examined are time and the apprehension of the conception over the strategic goal for the operation.

The purpose of this study is to examine how different types of relations between politicians and the military organisation, are affecting the design of the decision process. The study explains what normative and ruling principles that are underlying how different political systems make decisions on military violence.

The results indicate that the concept of power can be fruitful to categorise the civil-military relation and thereby describe how different political systems makes decisions on military violence. Sweden had an inclination towards governmental regulation and to hand over the decisions to the military operator, but had also a pragmatic attitude when decisions were urgently needed. The dominating inclination in UK during the Falklands conflict was to closely co-ordinate actions through negotiations between the civil and military operators. Actual similarities between the UK and Sweden did exist as well. However, a difference was the level of integration. A formal integration of the military supreme command into the Ministry of Defence will socialise the military operator so that he will detect political intentions and internalize him to take decisions with political considerations. In the case of Sweden co-ordination was run on basis of ad-hoc which gave the military operator large amount of freedom to act at the expense of the civil control

Abstract:
The main purpose of this study is to show how narrative can be understood as cultural practice, how it can be said to function both internally and externally, and to ask questions about how the narrating subject, through the organizing of narrative, positions it self and mediates between the different discoursive contexts of which it is a part. This is done by an analisys of how six swedish soldiers tells the tale of how they came to choose a military carrer and why they have served or want to serve in peace-keeping missions abroad. The source material is primarily collected through unstructured interviews with theese soldiers, but also through textual analysis of a soldier blog. Theoretically the study draws on a combination of the discourse theory of Michel Foucault, narrative theory, Richard Jenkins theory of the internal-external dialectic of identifikation and intersectionality to construct a framework that allows the narratives to be deconstructed and understood as discoursive products of both the military contexts as such and the larger cultrual context that surrounds it. The conclusions of this study suggests that the organizing of soldier narratives are a complex and multifaceted process, in which the soliders must balance between the ideals, values and norms of the military context while also taking into account how society at large views and interprets the practices and forms of military life. It is also argued that the construction of swedish national identity during the second half of the twentieth century, which put a large emphasis on civilian modernity and neutrality rather than on the military, when combined with the previously implemented conscript system, creates a discourse in which it is hard to make sense of the choice to voluntarily become a part of the military context.

After their independence from Spain and Portugal, Latin American governments became frequent borrowers in international capital markets. However, the region’s political and economic instability also led to recurrent episodes of sovereign defaults. During the particular historical context of the nineteenth century, remedies to debt defaults were not limited to bilateral negotiations between creditors and governments. They also encompassed military interventions or control commissions formed by foreign governments, bondholders, or merchant bankers. In North Africa and the Middle East, debt defaults could even trigger military interventions from creditor states ending in the establishment of colonial regimes. This paper shows that such interventions were rare in Latin America, as creditors only enlisted their governments’ military intervention in the most extreme cases. In most cases, external control was exerted privately by bondholders and merchant banks through the imposition of economic policies promoting trade openness and fiscal management. Additionally, bondholders turned to legal methods of contractual enforcement to obtain debt settlements that limited the sovereignty of debtor states over their land, infrastructure, and resources. By the end of the century, Latin American jurists began to respond to the increasing use of legal techniques to settle sovereign debts by developing counter-legal discourses aimed at limiting foreign intrusion in sovereign affairs.

In recent decades we have seen examples of how some organizations lack the capabilities necessary to maneuver in times of uncertain, rapidly changing and unstable environments. During the Covid-19 pandemic, the importance of the ability to make quick responses to changing environments became evident. In a military context, dealing with such unstable circumstances has been commonplace for some hundred years. Based on this observation, we seek to answer the following questions: What can we learn from the military concept mission command that can have an impact on leadership in civilian organizations? In order to answer these questions, we first discuss and define the concept of mission command. Using document analysis and participatory observation, we define mission command as a leadership concept and examine examples of mission command leadership styles in civilian organizations. Furthermore, we discuss whether classic leadership theory includes important characteristics of mission command. Main findings include what civilian organizations can learn from how military units have maneuvered in uncertain and complex environments, and secondly, how mission command is based on an understanding of how leadership is an organizational capability. This article focuses on the leader as part of an organizational system, and not the “heroic perspective” of the leader in person. We conclude by suggesting developing intention-based leadership as a theoretical concept for civilian use of the military leadership philosophy.

Tunisian fortifications disputed between Spaniards and Turks in the mid-sixteenth century, documented by coeval iconography. An analysis from the territory to the architectureThe five volumes of the precious archival collection of drawings called Architettura Militare (Military Architecture), kept at the Archivio di Stato di Torino (Turin State Archive), propose documents made mostly by military engineers from the half of the sixteenth to the following first decade. The tomes collect mostly drawings of places under the aegis of the Duchy of Savoy, apart from the second one, dedicated to documents of Spanish military interest (Mediterranean Sea and Lombardy maps). As I pointed out at Fortmed Convention 2018, the reason why these documents are kept at the Turin State Archives is because of their belonging to Catherine of Aragon, daughter of the Spanish king and wife of Carlo Emanuele I di Savoia. In the volume Architettura Militare II (Military Architecture II) 26 tables, all datable from 1522 (Rhodes) to 1596 (Cadiz), concern territories, walled cities and fortifications, of islands and Mediterranean coasts, disputed by Christians and Turks for the supremacy on the sea. In the previous study I had examined drawings about Egypt, eastern Ottoman territories and Holy Land coasts, Spanish possessions as Perpignan and Cadiz bay. In this new study instead, I would like to examine in depth the iconography about Tunisia. Those drawings, so different from each other for scale and graphic quality, document those phases in which the Spanish control is characterized by alternate situations: the Iberian presidio dates back to 1535, reconquered by Ottomans in 1570, it is taken back in three years by Christians who keep it until 1574 only, when the whole Tunisian territory, precious bastion for the control of routes and trades, definitely returns in the hands of the Turks.

For the last half century scientists have been discovering the biological complexities of colonies of ants, termites, bees and other insects. Although these colonies are composed of individuals with limited physical and intellectual aptitude, the behavior of the system as a whole displays highly adaptive and intelligent behavior. As a result, in the last two decades, engineers have been pursuing methods to create artificial swarm intelligence and applying these concepts of complex swarming systems to traditional and novel engineering areas such as robotics, optimization algorithms, wireless networks, and military applications. In this paper, an overview of swarm theory research is provided, followed by a more in depth demonstration of swarm behaviors including swarm clustering, formation control and swarm motion.

This paper discusses the Unites States Navy’s program to standardize repair and overhaul packages/workscopes for their LM2500 propulsion gas turbine engines. The General Electric LM2500 gas turbine engine is utilized for main propulsion aboard the Navy’s newest surface combatants including the FFG 7, DD 963, CG 47 and DDG 51 class ships. The Navy employs a condition based maintenance philosophy for its fleet of 450 LM2500 engines; removing engines from ships only when in place corrective actions can no longer be effected. Consequently, most LM2500 gas generators and power turbines have exhausted much of their useful life once they arrive at the depot for overhaul. Beginning in 1999, NAVSEA implemented a standardized workscope for these engines to ensure post repair life and performance goals were achieved. This paper discusses the contents of the standardize repair package and the resultant benefits and metrics associated with its execution at both military and commercial facilities.

Predicting the energy costs of human travel over snow can be of significant value to the military and other agencies planning work efforts when snow is present. The ability to quantify, and predict, those costs can help planners determine if snow will be a factor in the execution of dismounted tasks and operations. To adjust predictive models for the effect of terrain, and more specifically for surface conditions, on energy costs, terrain coefficients (ƞ) have been developed. By applying knowledge gained from prior studies of the effects of terrain and snow, and by leveraging those existing dismounted locomotion models, we seek to outline the steps in developing an improved terrain coefficient (ƞ) for snow to be used in predictive modeling. Using published data, methods, and a well-informed understanding of the physical elements of terrain, e.g., characterization of snow sinkage (z), this study made adjustments to ƞ-values specific to snow. This review of published metabolic cost methods suggest that an improved ƞ-value could be developed for use with the Pandolf equation, where z=depth (h)*(1 - (snow density (ρ0)/1.186)) and ƞ=0.0005z3 + 0.0001z2 + 0.1072z + 1.2604. This paper provides data-driven improvements to models that are used to predict the energy costs of dismounted movements over snow.

Amidst the evolving threat of violent extremism (VE) worldwide, the Western Balkans face substantial challenges to social cohesion and stability. As elsewhere, narratives of religious, far right, and nationalist militancy resonate with vulnerable youth populations in Western Balkan countries where a history of ethnic, religious, and civil strife created a situation vulnerable to terrorist recruitment at home and abroad. Individuals who traveled to fight alongside violent extremist organizations abroad are returning to their home countries following the territorial losses of extremist groups in Syria and Iraq. At the same time, ethno-nationalist extremism continues to gain traction and expand across the region. While some of these topics have received increased attention in the current body of literature, others remain under-researched. Existing research topics also require more field research and deeper conceptual foundation. The resulting gaps in our collective understanding point to the need for further research on evolving social and VE dynamics in the Western Balkans. More rigorous and grounded research, in this regard, can help inform and improve efforts to prevent and counter violent extremism (P/CVE) in the region. In 2019, the RESOLVE Network convened local and international experts to discuss research gaps and develop a preliminary list of research priorities for P/CVE moving forward in the Western Balkans. The topics identified in this Research Priorities Snapshot reflect their collective expertise, in-depth understanding, and commitment to continued analysis of VE trends and dynamics in the region.
