Full textThe purpose of this project was to write a grant proposal seeking funds for a program that utilizes service dogs as a supplementary intervention for veterans diagnosed with posttraumatic stress disorder (PTSD). The literature review addressed the prevalence of PTSD in the United States and among our veterans. In addition, PTSD challenges, risk factors, and direct consequences were explored. Pet therapy, service animals, and animal companionship were researched and reviewed to further analyze the effectiveness of their support with humans.
The service dog program will be implemented at The Veterans Affair (VA) Health Care System in Long Beach, California. The program seeks to provide additional support to veterans who are utilizing mental health services at the VA. The intervention is projected to have the following outcomes, decreased PTSD symptoms, increased community integration, and decreased feelings of suicidal ideation. The actual submission and/or funding of this grant were not a requirement for the successful completion of this project.

Full textThe suicide rate among post-9/11 veterans has become a national crisis. At a staggering number of 22 suicides per day, our wounded warriors are in dire need of psychological assistance. Currently, the treatment interventions used in the rehabilitation of veterans suffering from mental health disorders are limited. Furthermore, these therapy options available to veterans are not realizing adequate improvements in the management of their symptoms.
This business proposal advocates the utilization of psychiatric service dogs as an alternative intervention to help veterans manage their PTSD symptoms. Rescues for Warriors (RFW), a nonprofit 501(c)(3) organization, aims to pair task trained service dogs with veterans in need of a rehabilitative canine companion. Using evidence-based selection tools, RFW rescues dogs from local animal shelters and uses comprehensive techniques to train them to patient-specific symptoms. This service will be free of charge for all veteran participants, and therefore, marketing and funding will be very important aspects of this business. While this plan does acknowledge the potential challenges in opening charitable organizations, RFW is rigorously committed to increase the quality of life of our nation’s heroes and rescue dogs alike.

Full textO presente estudo reporta um rastreio de doenças caninas de transmissão vectorial (do inglês Canine Vector Borne Diseases – CVBD) em cães polícias/militares da Guarda Nacional Republicana (GNR). Nos últimos anos as CVBD representam uma problemática crescente na Europa, em virtude da alteração/expansão dos padrões de distribuição em regiões endémicas e não endémicas. Em Portugal os cães estão expostos à infecção por vários agentes transmitidos por vectores, como protozoários, bactérias e helmintes. Carraças, flebótomos e mosquitos são alguns dos vectores, destes agentes, no cão. Por estarem frequentemente expostos a habitats propícios ao desenvolvimento de vectores, os cães com funções militares ou policiais estão entre os grupos de risco, embora actualmente não se disponham de dados relativos ao impacto destes agentes em cães de trabalho assintomáticos. De modo a contribuir para este conhecimento, colheram-se amostras de sangue total de 129 cães assintomáticos do efectivo da GNR e procedeu-se a um rastreio de agentes transmitidos por vectores. As amostras foram pesquisadas pelo teste de Knott e esfregaço sanguíneo para a presença de microfilárias e hemoparasitas, como Babesia, Mycoplasma, Ehrlichia, Hepatozoon e Anaplasma; foi ainda realizada Imunofluorescência Indirecta (IFI) para detecção de anticorpos de Leishmania infantum. Um total de oito cães (6,2%) demonstrou infecção por um único agente: três positivos para Mycoplasma spp. (2,3%), dois evidenciaram presença de anticorpos anti-Leishmania infantum (1,6%), assim como dois casos de Babesia spp. (1,6%), e um de microfilárias de Dirofilaria immitis (0,8%). Apesar de todas as medidas direccionadas para a prevenção de CVBD, estes resultados devem suscitar um alerta sobre a exposição à infecção desta população de cães polícias/militares. Adicionalmente, este rastreio foi efectuado em animais assintomáticos, um contexto que não favorece a sensibilidade de alguns dos métodos de detecção usados, e como tal, estes resultados podem subestimar o número real de infecções na população. Finalmente, alguns dos agentes de CVBD apresentam risco zoonótico, pelo que animais infectados de forma sub-clínica tornam-se reservatórios inaparentes de infecção.
ABSTRACT - Survey of canine vector borne diseases in police/militay working dogs - The following study reports a survey for Canine Vector Borne Diseases (CVBD) on military and police working dogs from Guarda Nacional Republicana (GNR – Portuguese Republican National Guard) a security force with military status. In recent years, CVBD have been a major issue in Europe due to changing/expanding distribution patterns along endemic and previously non-endemic areas. In Portugal, dogs are at risk of becoming infected by different vector-borne pathogens, including protozoa, bacteria, and helminths. Ticks, phlebotomine sand flies, and mosquitoes are recognized as vectors of some of these pathogens in dogs. Military and police working dogs are among the high risk groups by being frequently exposed to habitats suitable for vector development, though data concerning the impact of these agents among asymptomatic working dogs is not available. To address this issue, whole blood samples were collected from 129 assymptomatic GNR police/military dogs and screened for vector-borne pathogens. The Knott test and Giemsa stained blood smears were performed on all samples, to detect the presence of microfilarie and hemoparasites such as Babesia, Mycoplasma, Ehrlichia, Hepatozoon and Anaplasma; as well as an Indirect Fluorescent Antibody Technique (IFAT) to detect Leishmania infantum antibodies. A total of 8 dogs (6,2%) showed single infections by one of these agents: three dogs (2,3%) were positive for Mycoplasma spp. (presumably Mycoplasma haemocanis); Leishmania infantum antibodies were present in two dogs (1,6 %); Babesia spp. was also identified in 2 dogs (1,6%); and Dirofilaria immitis microfilarie were present in one dog (0,8%). Despite all measures already applied to prevent CVBD, these findings raise some concern over the exposure to infection in these police/military working dogs. Furthermore, the screening was conducted on asymptomatic animals, which do not provide the optimal targets for some of the methods applied here, and therefore it is possible that these results underestimate the real number of infections in the sample. Finally, sub clinically infected dogs can be unrecognized reservoirs for some CVBD-causing pathogens that pose a zoonotic concern.

This work examines the speech of nationalist military engineers. I take as a starting point the understanding that the nation, reaching as the default community of modern civilization in the last two centuries, boosted the scientific and technological development, taking the figure of military ahead in these advances. Military Engineering incorporates technical and intellectual elite, historically involved in building a modern and sovereign nation. I focus the Instituto Militar de Engenharia (IME) and the institutions before it, which since the 19th century formed engineers and high level technicians in Brazil. I look at the perception of Brazilian nation revealed in the speeches of commanders and generals of this institution.
Este trabalho analisa o discurso nacionalista dos engenheiros militares brasileiros. Tomo como ponto de partida a compreensão de que a nação, ao se firmar como a comunidade padrão da civilização moderna nos últimos dois séculos, impulsionou o desenvolvimento científico e tecnológico, tendo a figura do militar à frente nesses avanços. A Engenharia Militar incorpora uma elite técnica e intelectual, historicamente envolvida na construção de uma nação moderna e soberana. Concentro-me no Instituto Militar de Engenharia (IME) e nas instituições que o precederam, formando desde o século XIX engenheiros e técnicos militares de nível superior no Brasil. Full textA Brigada Militar do Estado do Rio Grande do Sul foi criada como exército estadual, de modo que seus oficiais formaram uma classe de militares profissionais e especializados na arte da guerra. Assim, os oficiais da Brigada Militar tornaram-se uma elite militar com base em três elementos: a Missão Instrutora do Exército que a passou a treinar a Brigada Militar desde 1909; o Curso de Preparação Militar e a grande experiência bélica adquirida nas guerras insurrecionais. A União, a partir de 1934, retira o caráter bélico das milícias estaduais transformando-as em polícias militares. A Brigada Militar permanece exclusivamente exército estadual até 1950 quando tem início o seu longo processo de policialização, desencadeando o choque cultural entre os valores bélico-militares e os de polícia. Os oficias profissionalizados como militares e treinados para a guerra tiveram imensas dificuldades em se adaptar aos desígnios e agruras dos serviços policias onde não havia medalhas, glória ou glamour a que estavam acostumados. Os oficiais formados pelo ethos militar, na sua maior parte, resistiram a policialização, grosso modo imposta pela União. Não foi fácil para os oficiais, militares profissionais e especializados na arte da guerra, adaptar-se aos serviços do policiamento. A Brigada Militar a despeito de tudo, sedimentou a sua policialização, através da polícia ostensiva preventiva, mantendo ainda muito dos valores bélico-militares. A Brigada Militar, no processo de policialização, avançou em três dimensões de polícia: de ordem, durante o regime militar; de segurança antes e depois do regime militar e comunitária dentro de uma perspectiva democrática. Dessa forma, a Brigada Militar foi transformada de exército estadual em força policial-militar e desde a Constituição de 1988, o sua oficialidade busca, mais abertamente, o ciclo completo de polícia. A sedimentação da Brigada Militar como polícia militar – que nesta tese é denominada de policialização - se constituiu uma das marcas mais importantes e significativas na segurança pública estadual. Assim, a inserção da Brigada Militar como órgão de segurança pública, redefiniu os rumos do policiamento ostensivo no Estado do Rio Grande do Sul.
The Military Brigade of Rio Grande do Sul was created as a military state, so that his officers have formed a class of military professionals and skilled in the art of war. Thus, the officers of the Military Brigade became a military elite based on three elements: the mission of the instructor that the Army began to train the Brigade since 1909, the Course for Military Readiness and the extensive experience gained in the wars insurrectionary war. The Union, from 1934, removes the warlike character of the state militias turning them into military police. The State Army remains exclusively until 1950 when the state begins its long process of policialização, triggering the clash between cultural values and the military and military police. The official professionalized as military and trained for war were immense difficulties in adapting to the designs and travails of police departments where there were no medals, glory or glamor that were accustomed. The officers trained by the military ethos, mostly endured policialização roughly imposed by the Union was not easy for officials, military professionals and skilled in the art of war, starvation of adapting services to policing. The Military in spite of everything, cemented his policialização through overt preventive police, still keeping much of military values and military. The Military Brigade policialização characterized as three types of police equipment order, security and criminal. Thus, the State Army was transformed into military police force and since the Constitution of 1988, its officers search the complete cycle of police. The sedimentation of the Military Brigade and police force - which in this thesis is called policialização - it was one of the most important brands and significant public safety statewide. Thus, the insertion of the Military Police as an organ of public security, has redefined the direction of beat policing in Rio Grande do Sul.

Resumo: A presente tese estuda a História da Educação Brasileira de cunho militar, no tocante à instituição de ensino denominada Academia do Barro Branco, atual local de formação dos oficiais da Polícia Militar do Estado de São Paulo. A escola se localiza na Zona Norte da capital paulista e sua criação remonta ao ano de 1910. O curso de oficiais foi criado em 1913. Através da definição de categorias de análise ¿ tais como Estado Moderno, Estamento Burocrático, Ordem Pública, Militares, Polícia e Policiamento, Caráter Instrumental da Polícia, Estética Militar e Currículo ¿ procura-se verificar nos currículos de formação dos anos 1950 até os anos 2000 a hegemonia de tendências ideológicas que ali possam se manifestar. Conclui-se a análise com a tese de que na formação do oficialato paulista prevaleceu uma ótica eminentemente capitalista. Foi possível demonstrar também como a referida ótica instrumentaliza a Força Pública
Abstract: This thesis studies the history of the Brazilian Military Education, focusing on the educational institution called Barro Branco Academy, which is the current place of training for the military police officers from the state of São Paulo, Brazil. The school is located in the northern zone of São Paulo City and its creation dates back to 1910. The officers training course was created in 1913. Based on the definition of categories of analysis ¿ such as the Modern State, Bureaucratic Stament, Public Order/Policy, Military Officers, Police and Policing, Instrumental Character of the Police, Military Aesthetics and Curriculum ¿ the aim is to try to analyse, concerning the training curricula from the years 1950 to 2000, the hegemony of ideological tendencies which may possibly appear. The conclusion is that the Paulista Officers Training was mainly guided by the capitalism view. It was also possible to demonstrate in which terms the mentionated view instruments the Public Force
