Abstract:
ABSTRACT The main aim of the article is to contribute to the bourgeoning debate on semipresidentialism, its definition, and its characteristic features, with analysis of the empirical example of the Czech Republic, a country which, according to Elgie´s standard definition, shifted to semi-presidentialism in 2012. The author investigates whether and how Miloš Zeman, the first directly elected president of the Czech Republic, influences relations among the key political institutions in the direction of the model of a semi-presidential democracy. The paper sets out the working concept of semi-presidentialism first and, through the lenses of process tracing, analyses the goals and acts of Zeman after he entered office in January 2013. The case study of the Czech Republic sheds light not only on the recent development(s) in the Czech political system, but it can be seen as an interesting example of how strong political personalities are attempting to expand their influence on politics in a parliamentary democracy and what the possible limits of this effort are.

The analysis of sections on the foreign policy of the official programme documents of the Czech parliamentary parties is given. A wide range of preferences has been revealed – from adherence to «a hard core» in the European Union, to calls for reforming the EU and for a referendum on the withdrawal from it. It is noted that the Czech voters are quite pragmatic about the foreign policy orientation of the Czech Republic. This was indicated, in particular, by the results of the presidential elections held in January 2018. The right to occupy the highest state post was granted to Miloš Zeman, who adheres to the concept of the multi-vector foreign policy of the Czech state.

Abstract:
This article attempts to analyze developments within the Czech Left after 1989. Primarily, the authors focus on two questions: (1) How did the Czech Social Democratic Party (ČSSD) achieve its dominance of the Left? (2)What is the relationship between the Social Democrats and the Communist Party of Bohemia and Moravia (KSČM)? We conclude that the unsuccessful attempt to move the KSČM towards a moderate leftist identity opened up a space in which the Social Democrats could thrive, at the same time gradually assuming a pragmatic approach towards the Communists. Moreover, the ability of Miloš Zeman, the leader of the Social Democrats, to build a clear non-Communist Left alternative to the hegemony of the Right during the 1990s was also very important.

Abstract:
AbstractThis paper is a contribution to the academic debate on populism and Islamophobia in contemporary Europe. Its goal is to analyze Czech President Miloš Zeman’s strategy in using the term “security” in his first term of office. Methodologically speaking, the text is established as a computer-assisted qualitative data analysis (CAQDAS) of a data set created from all of Zeman’s speeches, interviews, statements, and so on, which were processed using MAXQDA11+. This paper shows that the dominant treatment of the phenomenon of security expressed by the President is primarily linked to the creation of the vision of Islam and immigration as the absolute largest threat to contemporary Europe. Another important finding lies in the fact that Zeman instrumentally utilizes rhetoric such as “not Russia, but Islam”, which stems from Zeman’s relationship to Putin’s authoritarian regime. Zeman’s conceptualization of Islam and migration follows the typical principles of contemporary right-wing populism in Europe.

Abstract:
?My Autobiography? by Nicifor Ninkovic, barber to Prince Milos, is one of the most widely read Serbian memoirs. There were five reprints from 1976 to 2016. Our only information on his life can be gathered from that work. He was born in the Syrmian village of Dobrinci in 1788. He crossed over to insurgent Serbia in 1807. In the winter of 1812-1813 he moved through Wallachia and went to Constantinople. He returned to Serbia in 1819. He was personal barber to Prince Milos from 1822 to 1826. Then he served as a scribe in the Rudnik District Magistrate in 1828-1829. He left Serbia again in 1831 and spent ten years roaming around Turkey. He finally came back to Serbia in late 1841 or early 1842. This paper focuses on the unknown sources from the Archive of Serbia and the Historical Archive of Belgrade related to Nicifor Ninkovic, which include his requests to Prince Milos dated April 28/May 10, 1819, April 24/May 6, 1825, and April 14/26, 1826, in which he asks for the ruler?s mercy or employment, also a letter to Prince Milos?s secretary Nikola Nikolajevic dated October 13/25, 1820, in which he recommends himself for the post of the Prince?s barber. The registers of births, marriages and deaths of Belgrade Cathedral contain information on the date of his marriage to Hristina from Zemun (April 30/May 12, 1822), the birth and death of his daughter Draginja (March 16/28, 1827 - March 18/30, 1834), and the death of his wife Hristina (January 5/17, 1835). We put forth a new argument that Nicifor Ninkovic died in Belgrade, and not in Pozarevac, as has been held so far.

AbstractThe article describes the reasons for the constitutional amendment to the Czech Constitution turning the traditional indirect elections of the President of the Republic into direct popular vote. It analyses the shortcomings of the constitutional amendment as well as of the Act on Presidential Elections. In the two parts that follow, it addresses the two main problems of the presidential elections: the registration of the candidates and the election campaign, and analyses the milestone decisions of the Supreme Administrative Court regarding these two questions. Finally, the author reflects the first year of presidency of Miloš Zeman and his questionable attempts to broaden the scope of presidential competences by innovative interpretation of the Czech Constitution.

Abstract:
The article compares the formats of the final presidential debates in the latest elections in Poland between Andrzej Duda and Bronisław Komorowski (2015) and in the Czech Republic between Jiří Drahoš and Miloš Zeman (2018). The purpose of this comparison based on rhetorical genre criticism was to check whether and how the analyzed media events fit into the genre pattern of the debate. The Polish and the Czech formats were compared with respect to the interaction rules, elements of time and space, as well as the way of moderating and asking questions during the debate. The result of this comparison was the indication of the direction of genre hybridization of pre-election television debates in the last elections in Poland and the Czech Republic.

Abstract:
The aim of this thesis is to compare the concept of the civil society and the attitudes towards it, as understood by Vaclav Havel, Vaclav Klaus and Milos Zeman. Furthermore, the thesis examines the evolutions of their attitudes and their particular actions within the organized civil society. The comparison is carried out using available materials and relevant existing works by authors expertizing in the authors' political legacy. The first part introduces basic terms and three crucial phases in the development of Czech civil society. The second part critically analyses the authors' attitude to organized civil society. Comparison findings suggest that their concept of civil society does not concur: their attitude to influential organizations of civil society varies, yet a certain agreement is apparent in their support of voluntary activities of various interest groups.

Abstract:
My thesis named "Attitude of Czech dailies Lidové noviny, Mladá fronta Dnes and Právo to the first direct Czech presidential election" should confirm or disprove the bias of the three Czech newspapers in the period between the first and the second round of the direct presidential election. The first part of thesis focuses on selected chapters of media, linguistic and semiotic theories regarding bias. It also discusses the process of direct elections and CVs of Karel Schwarzenberg and Miloš Zeman. At first, I used quantitative analysis to determine if the newspapers were balanced and provide comparable space to the both candidates. Then I applied the qualitative analysis to find out what language and semiotic components used the authors from newspapers to inform the public about the candidates of the second round of direct elections. Depending on the findings, I divide the articles into positive, neutral, negative categories for Karel Schwarzenberg and positive, neutral, negative for Miloš Zeman. After the victory of Miloš Zeman the bias was discussed. This thesis should answer the question of whether the three Czech newspapers were biased in favour of Karel Schwarzenberg or Miloš Zeman between the first and the second round of the first direct Czech presidential election.

The presidential election in January of 2013 was completely different from previous presidential elections. People voted in a direct presidential election. Abstract:
With only a few exceptions, Czech cabinets have been coalition cabinets. Two essential features of coalition politics in the Czech Republic are unstable majorities and ideological heterogeneity inside governing coalitions. Only very rarely have there been pre-electoral cooperation, and a threshold for alliances in the electoral system has meant a substantial obstacle for smaller parties. There has been no pre-electoral cooperation, such as pre-electoral coalitions with a mutual commitment to form a joint government after the elections. Instead, cabinet-building usually has been a long process, on average much longer than in the other new European Union (EU) member states. The largest parties have relied on cooperation with small centre-right parties. Another critical and typical feature of the Czech coalition formation process are strong presidential interventions. This has been practised by all presidents, starting with Vaclav Havel, continuing with Vaclav Klaus, and the current president Milos Zeman. Coalition agreements, mostly in a written form, have been crucial. Political parties have found it difficult to cooperate without such agreements. In general, the character and composition of the agreements have very much been policy-oriented. However, there have also existed unwritten rules and informal structures which have undermined coalition governance because they have established inequality among formally equal ministers. While originally tilted towards Prime Minister Dominance, because of presidential involvement, the governance system for intra-cabinet relations has become one that alternates between the coalition compromise model and the ministerial government model.
