Abstract:
In 1956, H. Richard Niebuhr and Daniel D. Williams asserted that to the traditional definition of minister as pastor-preacher must be added teacher, chaplain, missionary, evangelist, counselor, and countless others. What Niebuhr and Williams observed as happening within American churches in general was also true within Baptist churches. Beginning sometime around mid-century, Baptist churches hired staff members to lead and plan their music programs; to work with preschoolers, children, teenagers, college students, and senior adults; and to oversee administration, education, and recreational activities. Around the 1970s, some Baptist churches recognized and publicly identified these staff members as ministers and began ordaining them. Women were among these newly ordained ministers. By the 1980s and 1990s, the number of ordained Baptist women had increased significantly, and the number of recognized ministry positions both inside and outside the church also increased significantly. Women were obviously beneficiaries of the trend of ordaining as ministers those serving in positions other than pastor-preacher, or perhaps women were leading the way and were trendsetters for Baptists. Either way, Baptist women were in the mix in this move toward the broader definition of minister.

Abstract The current study draws on insights from research on reported speech, or more accurately what Tannen (2007) calls “constructed dialogue” to elucidate its role as an argumentative device as observed in a journalistic interview with a prominent American minister. I explore diverse techniques the minister uses to marshal a multiplicity of respected voices – an impressive Bakhtinian polyphony – to defend faith. An important contribution of this study lies in its integration of what Gumperz (1977, 1982) calls “contextualization cues”, paralinguistic signaling mechanisms (stress, pitch, speech rate, etc.), and constructed dialogue as phenomena which function together. The study reveals how various contextualization cues embedded within constructed dialogue contribute to framing knowledge claims as reliable.

Abstract:
Early Modern philosophy pays some attention to the image of minister of reli­gion. While its anticlericalism is well known, the positive program of pastor seems to be neglected. This article considers the structure and grounds of this positive image, concentrating on the texts of Hobbes, Spinoza and Pufendorf. It argues that the universal and yet subjective natural light turns out to be the key element for the image of pastor. The method of mathematical demonstration al­lows early Modern philosophers to establish the clear and distinct grounds of morality. They demand the same basis for the pastoral care that should consist of teaching and preaching. The same universal and subjective grounds underlie the division of power and authority between sovereign and individual. Conse­quently, pastor is deprived of any form of power except for the power of demon­stration. The doctrine preached by the pastor should be coherent to the natural light. The use of eloquence or any (other) form of coercion is not allowed for him. Otherwise this doctrine is designated as superstition, i.e. political, moral and epistemic evil. This kind of reasoning brings the pastor under control of in­stances of the reason (represented e.g. by the philosophers) and the sovereign. Finally, the assumption is made that the structure of this ideal Early Modern pas­tor sets the limits of rational-legal order of authority of the religious leader.

In 1844, the Congregationalist minister Enoch Pond in Bangor, Maine, reminded his fellow clergy that they had been commissioned not only to feed the sheep of their flocks but also to nurture the lambs. Under no circumstances, he cautioned, would a good minister neglect the children, for both Christian parents and their pastors felt “the deepest anxiety” that the children of American parishes would not “receive that wise government, that faithful discipline, that Christian instruction and restraint, which, by the blessing of God, shall result in their speedy conversion, and bring them early and truly into the fold of Christ.” He called for pastors to pray for the children, to convene meetings of praying parents, to pay attention to children during pastoral visits, to impart special instruction to children from the pulpit, to visit their schools, to institute Sunday schools, to teach children the Bible, and to offer catechetical instruction. The devoted pastor would acquaint himself with children, “enter into their feelings, and interest himself in their affairs; and thus engage their affections, and win their confidence.“Christian clergy in America had long heeded such admonitions. Seventeenth-century Puritan ministers made serious, if sporadic, efforts to teach the catechism, often invited groups of children into their homes for instruction, contended over the implications of the baptismal covenant, and urged parents to teach their offspring religious truths and Christian practices. Eighteenth-century Anglican clergy made similar efforts to instruct children, and their revivalist counter-parts in New England and the Middle Colonies encouraged the conversion of children at younger than customary ages. Jonathan Edwards devoted careful attention to his four-year-old convert Phebe Bartlet, who followed in the path of her converted eleven-year-old brother by announcing, after anguished prayers and cries for mercy, that “the kingdom of God had come” to her.

Assuming that theological reflection is an integral dimension of the decision making process involved in shaping acts of pastoral ministry, this article explores Bowen Family Systems Theory (BFST) as a resource for ministers engaged in such reflection. A case study of a ministry situation of a pastor in a heterogeneous inner city congregation serves to illustrate the dual contribution BFST can make to a minister's ability to do this essential work. In the first place, the theory serves as a personal resource for the minister seeking to assume the non-reactive stance necessary for any attempt to understand more clearly the dynamics involved in a ministry situation. Closely related to this is the capacity of the theory's conceptual framework to provide an accurate and in-depth understanding of the often unrecognized but always determinative emotional process present in a situation. Enabling ministers to “see” these systemic dynamics is the unique contribution BFST can make to the first step, description, in John Macquarrie's three-dimensional methodology for doing theological reflection and, therefore, to the last two steps, interpretation and application. All three dimensions of Macquarrie's methodology are identified. The article also examines some of the possible causes for the frequent absence of theological reflection from the practice of ministry.

Picture the following scene. A minister takes communion to one of her elderly home-bound members. When she arrives she is met by her parishioner and two visiting friends. She invites both visitors to partake of communion with her and the parishioner. One woman happily agrees to do so. The other woman declines by giving a mini-sermon explaining that because she feels unworthy to partake of the Lord's Supper she would be guilty of sin if she did so. Furthermore, if she took communion in this unworthy state God would cause her to be sick. After communion, the minister inquires if she might wash the communion cups. The woman who participated in the sacrament with the pastor and church member asks if she might perform this function. But then she hesitates and asks with a sense of temerity, “Is it alright if I do so?” “I mean,” she continues, “may be I'm not supposed to wash them. They are holy cups and my hands are so tainted with sin. It might be wrong for me to handle them.” Finally, the shut-in who was the original object of the visit in the first place tells her young, and by now bewildered, pastor, “You know. Last month when you brought me communion my hip was killing me. After you served me the elements the pain just went away. I know the sacrament healed me.” The pastor offers a final prayer not knowing if her words will be heard as a prayer to God or as an incantation or spiritual good-luck charm.

In the late 1960s and early 1970s, Congolese pastor Jean Bokeleale’s church union movement divided US Protestant missionaries. Bokeleale’s goal of uniting all Congolese Protestant churches was sanctioned by Congolese leader Mobutu Sese Seko, and Bokeleale relied on cultural nationalist arguments to criticize missionaries who opposed his aims. Liberal missionaries gave financial assistance to Bokeleale and criticized evangelicals opposed to church union. Evangelical missionaries denounced Bokeleale as a demagogue, similar to Western criticism of Congolese prime minister Patrice Lumumba. This essay examines how missionary discussion of Bokeleale reveals debates over the role of missionaries in an independent Congo.

The Science of Religion is a kind of science that needs constant research because there are many issues that revolve in their fields, from biblical aspects, through its relationship with the company until the day-to-day life of the religious, this wide dynamic range combined with the world today needs to be continuously studied. Among the possible subjects met the life of the pastor who after years of studies, provision of services to the community and society and financial remuneration for their activity is seen in 70 years exonerated. With the dismissal is mandatory as the life of the Presbyterian minister? This dissertation aims to analyze the place occupied by the Presbyterian minister in the church after his retirement, still analyzing the conflicts arising in the social and property after retirement. To do so, use the deductive approach starting from the literature of the subject in various scientific sources, as well as the orders of the Presbyterian Church of Brazil. The intention with this paper to present all the issues related to the topic and present a dignified solution to life after the retirement of the pastor and the same current form given the current increase in life expectancy and quality of life of human beings humans, thus respecting the personal rights of the elderly. This dissertation examines the factual situation of the Presbyterian minister's retirement age of 70. This fact is true throughout the Presbyterian Church of Brazil, but the consequences in social life and heritage of this fact is rarely discussed. The life of a Presbyterian pastor is ruled by his studies and applying them to the community in the teachings of the various possible ways. After years of complicity pastor knows that the age of 70 will be retired, but currently have 70 years is quite different than having 70 years 10, 20 or more years ago. The index of life expectancy increases every year in Brazil and in most countries of the world, moreover, the quality of life is getting better due to greater knowledge of society and the practice of healthy attitudes and medical studies. All these factors lead to questioning the need for retirement at 70, since many times the pastor at that age these days can be at the peak of his knowledge and teachings to the community. However, this is the reality, the jubilation today significantly alter the social aspects of life and property of the pastor. The pastor takes a while in active social life according to their duties and obligations, but if you see a sudden you have to redo their activities, their routine tasks and duties may have several results that will be analyzed in this research. Moreover, as the pastor of retirement when his life has affected the equity principle, unless the same together with the Church to develop a retirement plan. These aspects of extreme importance for the correct and dignified conduct of the Presbyterian Church of Brazil, and other related is to be addressed in this work with the intuit to solve this major issue surrounding the current Presbyterian minister.
As Ciências da Religião são um tipo de ciência que precisa da pesquisa constante pois, muitos são os temas que orbitam nos seus domínios, desde aspectos bíblicos, passando por sua relação com a sociedade até o dia-a-dia da vida dos religiosos, esta vasta gama aliada dinâmica do mundo atual precisa ser continuamente estudada. Entre os temas possíveis encontrou-se a vida do pastor que após anos de estudos, prestação de serviços a comunidade e a sociedade e de remuneração financeira para sua atividade vê-se com 70 anos exonerado. Com a exoneração compulsória como fica a vida do pastor presbiteriano? A presente dissertação tem como objetivos a analise do lugar ocupado pelo pastor presbiteriano na igreja após a sua jubilação, analisando ainda os conflitos advindos nos aspectos sociais e patrimoniais após a jubilação. Para tanto, usará a metodologia dedutiva partindo da pesquisa bibliográfica do assunto nas mais diversas fontes cientificas, como por exemplo o senso da Igreja Presbiteriana do Brasil/2010 e os índices de desenvolvimento Humano(IDH), bem como nos ordenamentos da Igreja Presbiteriana do Brasil. Pretende-se com o presente trabalho apresentar todas as questões relacionadas com o tema e apresentar uma solução digna para a vida do pastor após a jubilação e da mesma forma atual tendo em vista os atuais aumento na expectativa de vida e da qualidade de vida dos seres humanos, respeitando assim os direitos de personalidade do idoso. Esta dissertação analisa a situação fática da jubilação do pastor presbiteriano ao completar 70 anos. Este fato é uma realidade em toda Igreja Presbiteriana do Brasil, porém as conseqüências na vida social e patrimonial deste fato é pouco discutida. A vida do pastor presbiteriano é regrada por seus estudos e a aplicação dos mesmos nos ensinamentos para a comunidade das diversas maneiras possíveis. Após anos e anos de cumplicidade o pastor sabe que aos 70 anos será jubilado, porém atualmente ter 70 anos é bem diferente do que ter 70 anos há 10, 20 ou mais anos atrás. O índice de expectativa de vida aumenta a cada ano no Brasil e na maioria dos países do mundo, além disso, a qualidade de vida é cada vez melhor devido ao maior conhecimento da sociedade e a prática de atitudes saudáveis e estudos médicos. Todos esses fatores levam ao questionamento da necessidade de jubilação aos 70 anos, uma vez que muitas vezes o pastor nessa idade nos dias de hoje pode estar no auge de seus conhecimentos e ensinamentos para a comunidade. Todavia, esta é a realidade, a jubilação hoje altera significativamente os aspectos da vida social e patrimonial do pastor. O pastor enquanto na ativa leva uma vida social de acordo com suas tarefas e obrigações, mas se ver de uma hora para outra obrigado a refazer suas atividades, sua rotina, suas tarefas e obrigações podem ter diversos resultados que serão analisados por essa pesquisa. Além disso, da mesma forma, o pastor quando da jubilação terá sua vida patrimonial afetada a princípio, a não ser que o mesmo em conjunto com a Igreja desenvolvam um plano de aposentadoria. Estes aspectos de extrema importância para a condução digna e correta da Igreja Presbiteriana do Brasil, além de outros correlacionados é que serão abordados neste trabalho com o intuído de solucionar esta grande questão atual que envolve o pastor presbiteriano.

Pastoreando pastores: um estudo de caso da práxis pastoral na ASSIBAS. O presente trabalho aborda sobre os fundamentos teológicos para o pastoreio de pastores. Apresentando uma breve descrição do pastor na bíblia e descrevendo como o Antigo e o Novo Testamento descreve sobre a figura do pastor. O texto também considera o ministério pastoral, definindo termos como: pastor, pastorear, cuidado, mentorear, liderar, proteger e alimentar e os relaciona à prática do ministério pastoral do pastor, com a intenção de entender de maneira coerente e clara o desenvolvimento do ministério pastoral por parte do pastor. Este trabalho aborda o pensamento que os pastores, através da coleta de dados numa pesquisa de campo e de estudo de caso, têm com relação ao seu próprio cuidado. Os resultados foram obtidos através de um questionário preparado exclusivamente para colher posicionamentos, sentimentos e necessidades de pastores da ASSIBAS, com relação aos cuidados da sua pessoa. Realiza-se uma análise dos questionários respondidos, constatando a carência dos pastores em relação aos cuidados pastorais. Ou seja, é necessário que os pastores, que fazem parte da ASSIBAS, tenham consciência da importância de ter um pastor para ser pastoreado. A pesquisa reflete sobre a importância do motivo pelo qual o pastor deve se preocupar com o seu próprio cuidado, considerando a imagem que o pastor tem perante a sua comunidade, a necessidade de conscientizá-lo sobre o cuidado mútuo entre os pastores. O texto também ressalta a importância do cuidado que o pastor deve ter com o seu próprio corpo, observando a questão da alimentação, do sono, da vida mental e emocional e do cuidado com a sua espiritualidade. O pastoreio de pastores torna-se uma necessidade para os pastores que fazem parte das igrejas da ASSIBAS, pois temos pastores que priorizam a sua comunidade, ou seja, se envolvem integralmente nos cuidados das suas ovelhas enquanto descuidam o seu próprio cuidado. Os pastores precisam também ser pastoreados por um pastor humano que tenha mais experiência e possa ser conduzido por pastos verdejantes no seu ministério pastoral.
Pastoreando pastores: un estudio de caso de la praxis pastoral en la ASSIBAS. El presente trabajo aborda sobre los fundamentos teológicos para el pastoreo de pastores, presentando una breve descripción del pastor en la bíblia y describiendo como el Antiguo y el Nuevo Testamento describe sobre la figura del pastor. Este texto considera el ministerio pastoral, definiendo términos como: pastor, pastorear, cuidado, mentorear, liderar, proteger y alimentar y relacionandolos a la práctica del ministerio pastoral del pastor, con la intención de entender de manera coherente y clara el desarrollo del ministerio pastoral por parte del pastor. Este trabajo aborda el pensamiento que los pastores, a través de la colecta de datos en una pesquiza de campo y del estudio de caso, tienen con relación a su propio cuidado. Los resultados fueron colectados a través de un cuestionário preparado exclusivamente para colectar posicionamientos, sentimientos y necesidades de los pastores de la ASSIBAS, relacionados a los cuidados de su persona. Se há realizado un analisis de los cuestionários respondidos, habiendose constatado la falta o la carência de los pastores relacionado a los cuidados pastorales. O sea, se hace necesario que los pastores que hacen parte de la ASSIBAS, necesitan ser conscientizados de la importancia de tener un pastor para ser pastoreado. La pesquisa reflite sobre la importancia del porque el pastor debe preocuparse de su próprio cuidado, considerando la imagen que la comunidad tiene acerca de su pastor, la necesidad de la concientización sobre el cuidado mutuo entre pastores. El texto también resalta la importancia del cuidado que el pastor debe tener con su propio cuerpo, observando la cuestión de su alimentación, del sueño, de la vida mental y emocional y del cuidado de su espiritualidad. El pastoreo de pastores se hace una necesidad para los pastores que hacen parte de las iglesias de la ASSIBAS, pues tenemos pastores que dan mucha importancia a su comunidad, o sea, se envuelven integralmente en el cuidado de sus ovejas mientras descuidan de su propio cuidado. Los pastores necesitan también ser pastoreados por un pastor humano que tenga mas experiencia y puedan ser conducidos por pastos delicados en su ministério pastoral.

Literature generally acknowledges that ministers have a demanding job with unique requirements and unclear boundaries between their personal and professional lives. Since 1980, studies have been describing an alarming spread of burnout in the ministry, with three out of four ministers reporting severe stress, causing anguish, worry, bewilderment, anger, depression, fear and alienation. South African literature indicates ministry as a high-risk occupation with regard to burnout. As providers of help, ministers are exposed to demanding work situations, with unique job and client-related stressors that show high correlation with burnout. Burnout, according to Levert (et al, 2000) is a syndrome consisting of three dimensions: these are Exhaustion, Cynicism and lack of Professional Efficacy. Exhaustion refers to the depletion and draining of emotional resources and feelings of being overextended. Cynicism reflects a negative, cynical and callous attitude towards recipients of service, andlor extreme detached responses to aspects pertaining to the job. A lack of professional efficacy refers to the tendency to evaluate aspects negatively with regard to personal accomplishments and competence at work. Burnout in the human service industry is a growing phenomenon. The objectives of this study were to determine the reliability and validity of the Maslach Burnout Inventory (MBI) in the context of ministry, The Utrecht Work Engagement Scale (UWES), and the Coping Orientations to Problems Experienced questionnaire (COPE), and to develop a measuring instrument to describe occupational stress of Pentecostal pastors in the North West Region of South Africa. A cross-sectional survey design was used. Availability samples (n = 100) were taken of qualified and ordained Pentecostal Pastors in the ministry. The Ministry Demands Survey was developed as measuring instrument, indicating internal demands/emotional input and relationship demands/demands with regard to calling, as reliable factors. Coping was described as being either Problem or Emotion-focused. Health of Pentecostal pastors was predicted by Internal Demands/Emotional Input, Exhaustion and Problem and Emotion-focused Coping. Recommendations for future research were made.

A total change of culture is happening in the world and the church should take cognizance of it because people's religious experience is not detached from their cultural context. In the light of the changing contemporary culture and new challenges for the ministry, the research question was posed: why is a wellness ministry by AFM pastors in an urban context necessary and what should it entail in the guiding of people towards wellness? The objective of the study is therefore to research a wellness ministry by AFM pastors in an urban context with the aim of proposing a model for such a ministry where people may be guided towards wellness. The study was done by using the practical-theological model of Zerfass as point of departure which comprises the following: - a meta theory where material from other disciplines are studied; - a basis theory where Scriptural perspectives on the topic had been researched; - empirical research by way of interviews with pastors; and - a practice theory where guidelines are proposed for a wellness ministry by AFM pastors in an urban context. In the meta theoretical part of the study it became clear that the circumstances with which people are confronted in the contemporary culture, a change of focus necessitates from a lifestyle of only combating disease to one of promoting wellness. Research has shown that quite a number of wellness models already exist which are being applied in practice. The basis theoretical part of the investigation showed that Scripture provides numerous guidelines with regard to a wellness ministry for the whole person in connection with the body, soul and spirit. The results which surfaced from the empirical study, confirmed the meta- and basis theoretical research. Consequently the practice theory has been formulated from the hermeneutical interaction of the different components of the research in the format of a proposed model. With reference to the research question, central theorical argument and the research reflected in chapters 2 through 5, the final conclusion states that a wellness ministry by AFM pastors in an urban context is necessary and should play an important part in the guiding of people towards wellness. A model where the strategy for such a ministry has been explained, is finally proposed.

This conclusion asks questions: Does a minister remain silent in the face of injustice? What happens to important ministerial concepts such as “freedom of the pulpit”? Can a pastor balance the prophetic with pastoral duties? Can he/she ignore the inclusive message of the Christian Church for fear of losing a pulpit? These ministers did not remain silent in the face of injustice. They believed in “freedom of the pulpit.” They did not ignore the inclusive message of Christianity. Many lost their pulpits and some were never given pulpits. As James Wall, a southern white minister who served as editor of The Christian Century magazine expressed, “These ministers carried a heavy burden and many were truly prophets without honor in ‘their own country. In answering a questionnaire, ministers responded that faith in the Christian message and their witness to racial atrocities were the two most important factors influencing their actions.

It first describes Peale’s move to New York in 1932 during the darkest days of the Depression, hoping to develop an innovative ministry around a message of practical Christianity and fight the New Deal. It then considers Peale’s decision to change his religious affiliation to the Reformed Church in America and his tenure as pastor of Marble Collegiate Church, along with the early challenges he encountered there. It also examines how Peale used the internal polarized struggles of Protestantism, real and imagined, as the special focus of his public platform. Finally, it analyses changes in Peale’s New York ministry and the growth of Marble Church under his watch; his establishment of a religio-psychiatric outpatient clinic that later became known as Institutes of Religion and Health; and his ministry to businessmen.

There have been many articles written which describe the changing financial environment currently faced by tertiary institutions. In New Zealand our Universities and Polytechnics have faced a gradual per-student reduction in government funding over the past decade and, despite the public utterances of ministers of education, there is little evidence that this is anything but a continuing trend. This has pushed institutions towards the so-called “commercialisation of the education sector”. It means greater efficiencies in the delivery of courses, greater emphasis on the marketing of popular courses and reductions in the numbers of general and academic staff. The dreaded word “restructuring” has begun to be whispered in the corridors and staff lounges of Universities, a state akin to the whisperings of “downsizing” and “core business concentration” among the true corporates of our economies. Interestingly, this shift in tertiary institution modeling at the macro level has been reflected down at the micro level of individual courses and assessments and it is this low level change which has prompted this paper.

We assessed the health care reform and its effects on household’s welfare such as access to health care and household economic burden. We used descriptive analysis on 2002-2011 Ministry of Health and OECD Health Statistics. The main result is about using health care. Access to health care increased after health care reform in Turkey. Number of applications to health care service server and its units rose. On the other hand, financial burden of health care on household’s budget decreased number of applications. The main result percentage of not consulting a specialist even needed to consult a specialist but did not during the past 12 months is %4.9 in 2003 and %19.9 in 2010. To improve health care access, policy makers should improve public sector provision of health care, increase social security benefit packages and protect poor and vulnerable.

This maintains the need for further progress in developing analytical methods to predict the amount and composition of exhaust gases from aircraft engines to better assess the alternatives for reducing emissions and better inform decision-makers, manufacturers and operators. The Research Project “Aero-Gasturbine Emission Reduction and Simulation Technology”, started at the Delft University of Technology in collaboration with the Dutch National Aerospace Laboratory (NLR) and the Netherlands Ministry of Traffic, is aimed to contribute to the efforts to solve the problem. With the limitations, complexity and costs of emission measurements at operational conditions, the ability to predict engine exhaust emissions by means of analytical tools becomes more urgent for minimizing aircraft engine exhaust gas emissions. This paper presents a philosophy and approach to develop such tools.

Drunken Driving is one of the most fatal causes of premature deaths around the world. According to WHO, about 20% of the fatally injured drivers have excess alcohol in their blood in high income countries whereas the figures may be as high as 69% in low and middle income countries. In India alone, there have been 38,000 road mishaps due to drunk driving in the past three years according to the latest report of Ministry of Road Transport and Highways. The objective of this paper is to make human driving safer and overcome such incidences. The present paper describes the process of detection of alcohol in sample breath testing, developed using Arduino and Arduino Integrated Design Environment (IDE). The system will sense the alcohol concentration in breath and control the switching of ignition engine according the data it receives. Also, it allows the driver a delay time in case the breath is detected after the vehicle has started to avoid traffic mismanagement. Finally, it will send an SMS alert to his/her relatives/close friends to alert them of possible drunken driving incident and prevent it.

Abstract The Ministry of Energy and Energy Industries assessed the National Oil Spill Contingency Plan of Trinidad and Tobago (NOSCP, 2013) for its effectiveness as a preparedness and response mechanism. Using the Readiness Evaluation Tool for Oil Spills (RETOS™), the NOSCP attained a score of 42% in the Level A Assessment. Gaps were identified in areas including National Legislation, Risk Management, Logistics, Training and Exercises, and Operational Response. Further, lessons learned from past spills were examined to highlight deficiencies in oil spill response (OSR) planning and readiness. Proposed updates to the NOSCP include: designation of appropriate Lead Agency depending on the nature of the spill scenario, mandating Oil Spill Risk Assessments, and the use of SIMA as a decision-making tool for oil spill response; development of comprehensive guidelines for Dispersant Use, Oiled Wildlife Response and Oil Spill Waste Management. The NOSCP is being re-designed to facilitate a national response management system that meets best management practice for oil spill contingency planning. This will enable the efficient and effective deployment of the appropriate resources (equipment, expertise and oversight) to mitigate impacts to human health and the environment, and minimize production down time and socio-economic costs.

The regulation of the legislative initiative is one of the sensitive and important issues in the field of regulating the relations between the three authorities in the state, especially the legislative and executive authorities, and that is why we find that the majority of countries dealt with it in their constitutions through general constitutional principles, because the constitution determines and regulates the powers of the authorities, in the Kurdistan Region not We have a constitution at the time of writing this research, and that is why the Kurdish legislator was forced to deal with it through the ordinary laws and the internal system of the Parliament of Kurdistan, and this is what made it subject to many changes during the past thirty years. This competence, for example, in light of the abolished internal system of Parliament, the Council of Ministers in the region had the competence of two types of legislative initiative, namely, the submission of draft laws as well as draft legislative decisions. He was left with nothing but the right to present draft laws, and these many changes led to a state of instability in the organization of this jurisdiction Which is an important part of the legislative process, and based on this, we took the initiative to write this research in order to show how to organize it in the light of the developments that took place in this field at the level of different countries and in a way that serves the stability of relations between the authorities in the region.

During the past twenty years, the fatigue initiation life of LWR structural materials, carbon, low alloy and stainless steels has been shown to decrease remarkably in the simulated LWR (light water reactor) coolant environments. Several models for evaluating the effects of environment on fatigue life reduction have been developed based on published environmental fatigue data. Initially, based on Japanese fatigue data, Higuchi and Iida proposed a model for evaluating such effects quantitatively for carbon and low alloy steels in 1991. Thereafter, Chopra et al. proposed other models for carbon, low alloy and stainless steels by adding American fatigue data in 1993. Mehta developed a new model which features the threshold concept and moderation factor in Chopra’s model in 1995. All these models have undergone various revisions. In Japan, the MITI (Ministry of International Trade and Industry) guideline on environmental fatigue life reduction for carbon, low alloy and stainless steels was issued in September 2000, for evaluating of aged light water reactor power plants. The MITI guideline provide equations for calculations applicable only to stainless steel in PWR water and consequently Higuchi et al. proposed in 2002 a revised model for stainless steel which incorporates new equations for evaluation of environmental fatigue reduction in BWR water. The paper compares the latest versions of these models and discusses the conservativeness of the models by comparison of the models with available test data.

Albania, in the 1990s, begins its process of transitioning from a centralized economy to a free-market economy. This process is accompanied by transforming existing economic mechanisms and infrastructure to better function the free-markets model, but above all, with the need to develop and create new legal, institutional, economic, and social instruments and spaces to increase the allocation and efficiency of public and private resources. The objective of this study is to give an appropriate answer to the question: What has been the impact of decentralization reforms on the performance of public services provided by local government? The research paper will focus on the role that improvements and legislative changes play in the country's economic growth. Within the past two decades, progress is made in advancing decentralization reform, but there are still many challenges ahead, such as the lack of a clear legal and regulatory framework. Adding to that concern is the financial autonomy of local governments, which remains a challenge for the future. The research methodology used will be a descriptive analysis of data obtained from the Ministry of Finance and Economy and local municipalities on the impact of the reforms. Recommendations and suggestions will be given on the reforming process, as well as ways to increase the efficiency of local government units.

The problem of formalizing and automating the process of recognizing human faces was touched upon at the earliest stages of the development of image recognition systems and remains relevant to this day. Moreover, over the past ten years, the number of scientific studies and publications on this topic has increased several times, which indicates an increase in the urgency of this problem. This can be explained by the fact that modern computing technology opens up new possibilities for its application in various fields, and, accordingly, a lot of applied problems have appeared that require their speedy resolution. One of the practical applications of the pattern recognition theory is face recognition, the task of which is to automatically localize a face in an image and identify a person by face. The interest in the procedures underlying the process of localization and face recognition is quite significant due to the variety of their practical applications in areas such as security systems, verification, forensic examination, teleconferences, computer games, etc. For example, the face recognition system developed at Beijing Tsinghua University has been certified by the Chinese Ministry of Public Security for use in public places. Omron Japan, which specializes in recognition, automation and control technologies, has developed a human face recognition system for mobile phones. Riya, founded by a group of specialists in facial recognition algorithms from Stanford University, has begun open testing of a Web service for contextual search of facial images in digital photo albums. Abstract:
Forest and wildland fires are a natural part of ecosystems worldwide, but large fires in particular can cause societal, economic and ecological disruption. Fires are an important source of greenhouse gases and black carbon that can further amplify and accelerate climate change. In recent years, large forest fires in Sweden demonstrate that the issue should also be considered in other parts of Fennoscandia. This final report of the project “Forest fires in Fennoscandia under changing climate and forest cover (IBA ForestFires)” funded by the Ministry for Foreign Affairs of Finland, synthesises current knowledge of the occurrence, monitoring, modelling and suppression of forest fires in Fennoscandia. The report also focuses on elaborating the role of forest fires as a source of black carbon (BC) emissions over the Arctic and discussing the importance of international collaboration in tackling forest fires. The report explains the factors regulating fire ignition, spread and intensity in Fennoscandian conditions. It highlights that the climate in Fennoscandia is characterised by large inter-annual variability, which is reflected in forest fire risk. Here, the majority of forest fires are caused by human activities such as careless handling of fire and ignitions related to forest harvesting. In addition to weather and climate, fuel characteristics in forests influence fire ignition, intensity and spread. In the report, long-term fire statistics are presented for Finland, Sweden and the Republic of Karelia. The statistics indicate that the amount of annually burnt forest has decreased in Fennoscandia. However, with the exception of recent large fires in Sweden, during the past 25 years the annually burnt area and number of fires have been fairly stable, which is mainly due to effective fire mitigation. Land surface models were used to investigate how climate change and forest management can influence forest fires in the future. The simulations were conducted using different regional climate models and greenhouse gas emission scenarios. Simulations, extending to 2100, indicate that forest fire risk is likely to increase over the coming decades. The report also highlights that globally, forest fires are a significant source of BC in the Arctic, having adverse health effects and further amplifying climate warming. However, simulations made using an atmospheric dispersion model indicate that the impact of forest fires in Fennoscandia on the environment and air quality is relatively minor and highly seasonal. Efficient forest fire mitigation requires the development of forest fire detection tools including satellites and drones, high spatial resolution modelling of fire risk and fire spreading that account for detailed terrain and weather information. Moreover, increasing the general preparedness and operational efficiency of firefighting is highly important. Forest fires are a large challenge requiring multidisciplinary research and close cooperation between the various administrative operators, e.g. rescue services, weather services, forest organisations and forest owners is required at both the national and international level.
