Full textThe use of technology in public organizations in some African countries such as Gabon reflects a desire to improve quality of service for users and to make work processes more effective. Literature presents evidences that technological innovations in Western companies bring some advantages on both organizational and socio-professional levels, but also numerous negative impacts. The impact of technological change on occupational and organizational psychology in Public Administration in Gabon has not been studied yet. This thesis seeks to understand the impact of technologies on the Work-Related Quality of Life (WRQoL) factors and on psychological health and well-being in a larger governmental department. In this perspective, two studies (involving a mix of qualitative approaches with analysis and comprehension of their occupations, and of quantitative approaches with the measurement of the QWL and well-being), based on 91 senior civil servants, have been conducted, before and after the Ministry was computerised.The first study (T1) highlights the senior civil servants’ socio-professional and psychosocial conditions prior to the implementation of new technologies. As such, semi-structured interviews show that senior civil servants do their jobs depending on the nature of their positions. Findings reveal particularly inflexible and hierarchical organisational conditions. The presence and the pregnance of the «clannish culture » also determine working arrangements and communicating, which is mainly characterized by community-based working relationships and where ethnicity and regional belonging play a major role. Furthermore, QWL survey data show a relatively low level of psychological well-being in senior civil servants even though they feel positively about their various work situations.The second study (T2) describes senior civil servants’ socio-professional and psychosocial status six months following the implementation of new technologies. Our analyses show that the introduction of new technologies has led to big changes in work organisation, such as restructuring on the socio-professional, collective (a better collaboration and coordination), organizational (enhanced flexibility and initiatives) and personal (efficiency, reactivity and rapidity in carrying out administrative tasks) levels. Findings underline that senior civil servants set up new, more flexible plans of action when facing the inconsistencies revealed by the study. Statistical studies show that new technologies have a fairly positive impact on their psychological well-being. Devices also positively affect senior civil servants’ flexibility in decision-making, but paradoxically lead to a relatively high psychological demand. Yet, senior civil servants see their working conditions as positive in the technological context. The national (clannish) culture, which persists even after the introduction of technological tools, seems to play a mediating and even moderating role in the use and the impacts of ICT (Information and Communications Technologies) on senior civil servants’ psychological well-being and occupational health.To conclude, this thesis work provides key elements of reflection and analysis on the links between digitization of administrative activity and the concepts of QWL, well-being and health in public organizations of African developing countries such as Gabon

Full textFrom 1990 until 1992, the ministry of culture has started a procedure known as "operations". These mean, in the name of equality of access to culture, to organize under the direction of the ministry, the totality of the actions of public operators in order to develop culture (local collectivities / associations). Following the commemoration of the french revolution's bicentinary, these operations spread all year long, according to different : in this way, they lead to a permanent activity of the services of the ministry and the local collectivities. Our hypothesis consists to demonstrate than far from playing a role in the diffusion of culture, these operations conduce to resolve the problem of authority met by the ministry. Without having the monopole of the action in this matter and without enough credits in order to lead its own mission, the ministry is obliged to dictate, under the fact of managerial rationality, its own logical interests to the whole public operators. In that way, these one will act under its cover. Process is based upon two principles : the composition of strenghs, it means financial and human ressources, and the monopole of communication. Owing to that one, the public opinion seems to be convinced that the ministry is the instigator of the local events. By this way, the political authority is becoming stronger. So, beyond the look of modernity of these operations, we can find again the specific lines of the states's action : centralism, conflict between center and suburb, monopole of the speech. The ministry's authority, becoming the garantee of its legitimity, seams as the realasee of its strategy of action

Lietuvoje jaunimo pastoracijos srityje stinga tyrimų apie jaunimo sielovadą ir teorinio jos pagrindimo, kaip praktikoje galėtų būti organizuojamas pastoracinis procesas, galintis padėti jaunuoliams ugdytis krikščioniškąjį tapatumą, kuriuo jie remtųsi kasdienybėje. Krikščioniškasis tapatumas apima daug temų ir aspektų, todėl šiame tyrime problema sutelkiama į Jėzaus Kristaus asmens ir įvykio veiksmingą skelbimą Lietuvos jaunimui. Todėl, naudojantis pastoraciniu-hermeneutiniu metodu, sukuriamas kristologinės žinios perteikimo teorinis modelis. Modelis kuriamas trimis etapais: 1) jaunimo situacijos ištyrimas, kuris apima sociokultūrinę Lietuvos jaunimo situacijos apžvalgą ir kokybiniu tyrimu nustatytą jaunimo atvirumą kristologinei žiniai 2) biblinės kontekstinės kristologinės analizės būdu formuluojama, kokia kristologinė žinia ir kokiais aspektais gali būti perteikiama jaunimui, atitinkant nustatytą jaunimo sociokultūrinę situaciją; 3) kristologinės žinios perteikimo prielaidos ir etapai siūlo konkrečius žingsnius, pastoracines nuostatas ir veiklas. Kristologinė žinia pristatoma atsižvelgiant į tai, kaip Jėzaus žinią suvokė jo mokiniai, skatinant jaunuolius asmeniškai rinktis sekti Jėzumi Kristumi savo kasdienybėje, jungiantis į bendruomenę ir prisiimant atsakomybę Bažnyčioje ir pasaulyje. Full textThrough a case study of the French Postal and Telecommunication administration (PTT), this dissertation undertakes a historical study of the colonial state focused on the Algerian territory and on social issues. Between the 1850s and the Second World War, the network of communications expanded continuously. The way this network was shaped provides insight into how France took control of the colonized territory and then used communication facilities as a tool of colonial settlement to the profit of the European population. While the PTT administration was mostly organized on the same model as in France, local decision-makers sometimes had to take into account specific features of the colonial context. The Postal and Telecommunication administration offers a complex picture of colonial society. Men and women, citizens and natives, and people from different social backgrounds were employed as mailmen, telephone operators, middle managers or postmasters. The users of these services were extremely varied, too. This dissertation offers a detailed analysis of interactions at work and within the colonial context. Gradually, letters, telegrams, money orders, and even voice circulated throughout Algeria. Although pre-colonial networks had already carried information and although the PTT waited until the interwar period to bring facilities to villages (douars), more and more Algerians gained access to literacy, money exchanges and a new kind of technical modernity

Full textAre public policies made by the media? This would-be influence of journalists over public decisions is common place among “decision-makers”. It is also assumed by Agenda-setting as well as social problems theorists. Yet, the real nature of the phenomenon is more complex: it follows different paths along several directions. It rests on the active and variable engagement of the politicians and high civil servants who produce decisions. Thus, the question needs to be rephrased: to what extent does the production of public decisions depend on the journalistic field? In order to elucidate this question, this doctoral thesis offers a sociological analysis of the specific logics which lead decision-makers (i.e. ministers’ personal staff, and representatives aswell as high civil servants,) to pay attention to media coverage in decision-making processes. The elaboration of this theoretical framework, at the crossroads of the sociologies of journalism and public action, is based on ananalysis of the handling of the mad cow disease by French officials during the 1990s. The ambition is to account for the very attention the holders of the executive power (namely, the Ministers of Agriculture, Consumption,Health, but also the Prime Minister and the President), the members of Parliament and high civil servants paid to media-related challenges within the practice of decision-making. Thus, it appears that the most “media dependent”decisions are the result of the handling of the most symbolic issues according to the logics of action of the most dependent agents on legitimization stakes in the journalistic field: the principal ministers and their advisers

Full textBy the term governmental communication, this thesis refers to the means used by the state to establish an exchange of information between government institutions and citizens. Both vast and familiar, this information is recognised as a full right in the contract between the state and the nation. But it is also defined by its necessity as well as by the commentaries which stress its intrinsicly democratic nature. If the communication of the state poses questions inherent in the practice of representative democracy, it is far from offering an answer to what type of relationship between the government and the governed is the most direct possible. As a unique form of relationship between the people and the executive, governmental communication is itself a kind of governance, a mode of regulating between the accessibility and the inacessibility of the government vis-a-vis the governed. Governmental communications can be understood as a realization of the public face of state information. Two areas will be considered for analysis and explanation: the genesis and the economics of governmental communication. Through documentary and archival research covering the period from 1939 through 1976 - the year in which the prime minister's information and broadcasting service (service d'information et de diffusion du premier ministre or sid) was created - this thesis first demonstrates that governmental communication is a rationalized form of relationship between the state and its information. Then, by considering how the sid has functioned over the last 20 years, its procedures and the actors involved in it or around it - ascertained through both a series of semi-direct interviews and a questionnaire - this thesis demonstrates that the state has not created a new sphere of action but that the sid appears rather to be a dramatic device intended to disseminate the different guises of the state. Thus, governmental communications can be considered as a kind of theatre characteristic of the democratic system

That’s where foreign communication and public diplomacy counts.This PhD thesis aims at providing another point of view and an answer to the French questioningabout France’s place in the world nowadays.Mainly managed by the French foreign office, foreign communication policies represent the will ofthe government and express its directions more than a French identity.The characteristics of the French tradition of diplomacy and international relations are marked by thespecificity of the Vth Republic. Full textENGLISH ABSTRACT: Information System Success Evaluation has been a concept of interest to many organizations for decades now. The main motivation for this activity is usually from the financial view of things, that is, the main interest of an organization carrying out IS success evaluation is mainly to find out whether investing in such a system was a good business decision. This question is often answered by the realization of the direct and indirect benefits realized by deployment of using such a system. Like many organizations the government of Botswana has invested millions of Pula’s in the past number of years in acquiring and implementing different Information Systems in the various Ministries and Departments. One such system is the Vehicle Registration and Licensing System, which was deployed by the Department of Roads Transport and Safety of the Ministry of Works, Transport and Communication. After the VRLS implementation there has not been any formal scientific research or investigation conducted to find out the success of this Information System, especially with regards to the stakeholders who use this system for their daily jobs. This study therefore engaged in a task, which evaluated the success of the Vehicle Registration and Licensing System and answered the question of how effective the system is from the user’s point of view. A well-known Information System success evaluation model, known as the Delone and McLean IS evaluation model, was applied to test the hypothesis of this research. A structured questionnaire was used to collect the research data. The results were analyzed using a common research tool, the SPSS, including cross tabulation and chisquare tests. The findings of this study will further enrich the IS success evaluation Body of Knowledge on the key factors which can contribute to a successful or unsuccessful Information System acquisition investment. Furthermore, the researchers who will further look into this subject may find these findings very useful and also stimulating to do further research on this subject to unveil further evidence of the ingredients of an effective Information System investment which has been accepted by and accredited by its users.
AFRIKAANSE OPSOMMING: Inligtingstelselsuksesevaluering is ‘n konsep wat baie organisasies nou al vir dekades interesseer. Die motivering hiervoor is hoofsaaklik geleë in finansiële redes. Organisasies wil hiermee vasstel of dit ‘n goeie besigheidsbesluit was. Hierdie vraag word dan dikwels beantwoord deur die verkryging van direkte en indirekte voordele deur gebruik te maak van so ‘n stelsel. Soos baie organisasies het die regering van Botswana miljoene pula belê in die implementering van inligtingstelsels in verskeie staatsdepartemente. Die Voertuigregistrasie en Lisensiestelsel is ‘n voorbeeld hiervan wat deur die Departement van Padvervoer en -Veiligheid van die Ministerie van Werke, Vervoer en Kommunikasie ontplooi is. Geen formele wetenskaplike navorsing is geloods na afloop van die implementering van die stelsel nie, veral nie sedert die gebruik deur motoriste nie. Hierdie studie poog juis om die effektiwiteit van die stelsel te meet, veral vanuit die verbruiker se perspektief. Die Delone en Mclean Inligtingstelselevalueringsmodel word gebruik om die hipotese van die navorsing te toets. ‘n Gestruktureerde vraelys is opgestel om data te versamel. Die SPSS as ‘n algemene navorsingsinstrument is gebruik vir analise, asook vir kruistabulasie en chikwadraattoetse. Die bevindinge van die studie sal die korpus van kennis van inligtingstelselsuksesevaluering verryk ten opsigte van die sleutelfaktore wat kan bydra tot die sukses of nie-sukses van inligtingstelselimplementering. Verdere studie in hierdie betrokke gebied word deur die navorsing gestimuleer, om veral die effektiwiteit van Inligtingstelselbeleggings te bepaal.
