Abstract:
L’usage des technologies dans les organisations publiques des pays africains tels que le Gabon, traduit le désir d’innover dans le travail pour améliorer la qualité des services destinés aux usagers et pour rendre aussi plus efficace les processus de travail. La littérature fait état d’un certain nombre d’apports, mais aussi de nombreux revers que ces innovations technologiques peuvent avoir tant sur le plan organisationnel que socio-professionnel des entreprises occidentales. L’impact de ces mutations technologiques dans l’Administration publique au Gabon n’a pas encore été étudié du point de vue de la psychologie du travail et des organisations. L’objectif de cette thèse est d’appréhender l’impact des technologies sur les facteurs de qualité vie au travail (QVT) ; et sur le bien-être et la santé psychologique dans un grand établissement ministériel. Dans cette perspective, deux études (mixant des approches qualitatives d’analyse et de compréhension de l’activité et quantitatives de mesure de la QVT et du bien-être) sont réalisées : avant et après l’informatisation du Ministère sur une population de 91 cadres fonctionnaires. La première étude (T1) met en lumière la situation socioprofessionnelle et psychosociale des cadres fonctionnaires avant l’implémentation des technologies. À ce titre, les entretiens semi-directifs révèlent que les cadres fonctionnaires exercent les activités selon la nature leurs fonctions. Les observations montrent que les conditions d’organisation du travail apparaissent particulièrement rigides et hiérarchisées. La présence et la prégnance de la « culture clanique » déterminent également les modalités de collaboration et d’échange au travail ; cela se caractérise notamment par des relations de travail de type communautaire où l’appartenance ethnique et/ou régionale joue un rôle prépondérant. Par ailleurs, les analyses sur la QVT indiquent que les cadres fonctionnaires présentent un niveau de bien-être psychologique relativement faible, mais perçoivent néanmoins positivement leurs différentes situations de travail. La seconde étude (T2) présente la situation socioprofessionnelle et psychosociale des cadres fonctionnaires six mois après l’implémentation des technologies. Nos analyses montrent que l’arrivée des technologies a engendré de profondes réorganisations sur le travail, réclamant des réajustements d’ordres socioprofessionnels, collectifs (collaboration et coordination plus importantes), organisationnels (marges de manœuvre et initiatives accrues) et personnels (efficacité, réactivité et rapidité dans l’exercice des tâches administratives). Les observations soulignent que les cadres fonctionnaires, confrontés à plusieurs contradictions révélées par l’analyse de leur système d’activité, mettent en place de nouvelles modalités d’action plus souples et flexibles. Les études statistiques indiquent que les technologies influencent plutôt positivement leur bien-être psychologique. Les dispositifs affectent aussi positivement la latitude décisionnelle des cadres fonctionnaires, mais engendrent paradoxalement une demande psychologique relativement élevée. Pour autant, les cadres fonctionnaires perçoivent positivement leurs situations de travail en contexte technologique. La culture nationale (clanique) qui perdure avec l’arrivée des outils, semble jouer un rôle médiateur, voire modérateur dans l’usage et les impacts des TIC sur le bien-être psychologique et la santé au travail des cadres fonctionnaires. En définitive, ces travaux de thèse apportent les clés de réflexion et d’analyse sur les liens entre la digitalisation de l’activité administrative et les concepts QVT, de bien-être et de santé dans les organisations publiques des pays en voie de développement africains tels que le Gabon
The use of technology in public organizations in some African countries such as Gabon reflects a desire to improve quality of service for users and to make work processes more effective. Literature presents evidences that technological innovations in Western companies bring some advantages on both organizational and socio-professional levels, but also numerous negative impacts. The impact of technological change on occupational and organizational psychology in Public Administration in Gabon has not been studied yet. This thesis seeks to understand the impact of technologies on the Work-Related Quality of Life (WRQoL) factors and on psychological health and well-being in a larger governmental department. In this perspective, two studies (involving a mix of qualitative approaches with analysis and comprehension of their occupations, and of quantitative approaches with the measurement of the QWL and well-being), based on 91 senior civil servants, have been conducted, before and after the Ministry was computerised.The first study (T1) highlights the senior civil servants’ socio-professional and psychosocial conditions prior to the implementation of new technologies. As such, semi-structured interviews show that senior civil servants do their jobs depending on the nature of their positions. Findings reveal particularly inflexible and hierarchical organisational conditions. The presence and the pregnance of the «clannish culture » also determine working arrangements and communicating, which is mainly characterized by community-based working relationships and where ethnicity and regional belonging play a major role. Furthermore, QWL survey data show a relatively low level of psychological well-being in senior civil servants even though they feel positively about their various work situations.The second study (T2) describes senior civil servants’ socio-professional and psychosocial status six months following the implementation of new technologies. Our analyses show that the introduction of new technologies has led to big changes in work organisation, such as restructuring on the socio-professional, collective (a better collaboration and coordination), organizational (enhanced flexibility and initiatives) and personal (efficiency, reactivity and rapidity in carrying out administrative tasks) levels. Findings underline that senior civil servants set up new, more flexible plans of action when facing the inconsistencies revealed by the study. Statistical studies show that new technologies have a fairly positive impact on their psychological well-being. Devices also positively affect senior civil servants’ flexibility in decision-making, but paradoxically lead to a relatively high psychological demand. Yet, senior civil servants see their working conditions as positive in the technological context. The national (clannish) culture, which persists even after the introduction of technological tools, seems to play a mediating and even moderating role in the use and the impacts of ICT (Information and Communications Technologies) on senior civil servants’ psychological well-being and occupational health.To conclude, this thesis work provides key elements of reflection and analysis on the links between digitization of administrative activity and the concepts of QWL, well-being and health in public organizations of African developing countries such as Gabon

Abstract:
This thesis explores ways evangelical Christian communicators remediate traditional ministry functions and community formation onto new media platforms. This exploration is framed by a discussion of literacy and digital composing reflecting Stuart Selber’s multiliteracy approach to teaching digital composition. The author positions evangelical churches’ approaches to texts, community, education, and communication as components of a distinct literacy that is often at odds with values, controls, and cultures found on the Internet and in new media. Discovering how church communicators use new media, how their education prepares them for effective digital communication, and how external sources, such as expert authors, aid the transition from print to new media helps us understand the gap between Selber’s ideal multiliteracy and the reality of new media literacy for this group. This also expands our understanding of digital composition, and the role it plays in both the classroom and in all students’ greater lives.

En 1996 le Président de la République Jacques Chirac, suspendait le service national. Supprimant ainsi un vivier non négligeable de ressources que possédaient les armées. Depuis lors le ministère de la Défense à du trouver des moyens pour palier à ce déficit de recrutement, d’image et de compétences. Les armées n’ont eu d’autres choix que celui de communiquer pour attirer et de donner envie à des dizaines de milliers de jeunes de rejoindre les rangs des forces armées. Si le surnom de la « Grande Muette » colle à la peau de l’armée française, cette dernière a entrepris depuis des années des réformes visant à améliorer sa communication publique. Dans cette société ou l’instantanéité est un principe élémentaire, où les outils numériques sont légion, la Défense n’a d’autre choix qu’apprendre à se servir de ces nouvelles passerelles numériques pour faire parler d’elle. Ainsi se servant des nouvelles tendances et ayant analysé le comportement de la classe d’âge concernée (18-30 ans), le ministère de la Défense tente désespérément d’investir les réseaux sociaux afin d’occuper le champ de bataille médiatique pour faire parler de lui et tenter de recruter

De 1990 à 1992, le ministère de la culture a mis en œuvre une procédure connue sous le nom "d'opérations" : celles-ci entendent, au nom de l’Egalite d'accès à la culture, organiser sous le label du ministère l'ensemble de l'action des opérateurs publics de développement culturel (collectivités locales, associations). Faisant suite à la commémoration du bicentenaire de la révolution, les opérations se répartissent tout au long de l'année selon des thématiques différentes : en ce sens, elles conduisent à une mobilisation permanente tant des services du ministère que des administrations des collectivités locales sur ces objectifs. Notre hypothèse consiste à démontrer que loin d'œuvrer à la diffusion de la culture, les opérations tendent à résoudre le problème d'autorité que rencontre le ministère. Ne disposant ni du monopole de l'action en cette matière, ni des crédits suffisants pour mener à bien sa propre mission, le ministère est contraint d'imposer, sous couvert de la rationalité managériale, ses propres logiques d'intérêt à l'ensemble des opérateurs publics de façon à ce que ceux-ci agissent en son nom. Le processus est fondé sur deux principes : celui de la composition des forces, c'est à dire des ressources financières et humaines, et celui de la monopolisation de la communication. Grâce à cette dernière, l'opinion publique apparait convaincue que le ministère est l'instigateur de chacune des manifestations locales, ce qui en renforce l'autorité politique. Ainsi, au-delà de l'apparente modernité des opérations, on retrouve les traits caractéristiques de l'action de l'état : le centralisme, le conflit centre / périphérie, la monopolisation de la parole. L'autorité du ministère, devenant vecteur de sa légitimité, apparait alors comme le véritable ressort de sa stratégie d'action
From 1990 until 1992, the ministry of culture has started a procedure known as "operations". These mean, in the name of equality of access to culture, to organize under the direction of the ministry, the totality of the actions of public operators in order to develop culture (local collectivities / associations). Following the commemoration of the french revolution's bicentinary, these operations spread all year long, according to different : in this way, they lead to a permanent activity of the services of the ministry and the local collectivities. Our hypothesis consists to demonstrate than far from playing a role in the diffusion of culture, these operations conduce to resolve the problem of authority met by the ministry. Without having the monopole of the action in this matter and without enough credits in order to lead its own mission, the ministry is obliged to dictate, under the fact of managerial rationality, its own logical interests to the whole public operators. In that way, these one will act under its cover. Process is based upon two principles : the composition of strenghs, it means financial and human ressources, and the monopole of communication. Owing to that one, the public opinion seems to be convinced that the ministry is the instigator of the local events. By this way, the political authority is becoming stronger. So, beyond the look of modernity of these operations, we can find again the specific lines of the states's action : centralism, conflict between center and suburb, monopole of the speech. The ministry's authority, becoming the garantee of its legitimity, seams as the realasee of its strategy of action

Abstract:
After the Restoration of Independence the Catholic Church in Lithuania can freely proclaim the word of God and perform ministry in any sphere. Lithuanian youth ministry lacks research and theoretical substantiation of how the pastoral process could be organized practically and could help a young person to develop Christian identity, which would be the foundation of their everyday life. Christian identity comprises a number of topics and aspects; therefore, this study focuses on the effective proclamation of the person and activity of Jesus Christ to Lithuanian youth. The pastoral-hermeneutic method was used to create the theoretical model of the conveyance of Christological message. The model was created in three stages: 1) youth situation survey which encompassed the review of sociocultural situation of Lithuanian youths and their openness to Christological message, measured using qualitative research; 2) method of biblical contextual analysis of Christology was used to identify what Christological message and which aspects of it can be conveyed for the youth in a particular sociocultural context; 3) the assumptions of the conveyance of Christological message as well as certain steps, ministerial attitudes and activities are offered. Christological message is presented from the point of view of the disciples, how they understood the message of Jesus. Atgavus Lietuvos Nepriklausomybę Katalikų Bažnyčia turi galimybę nevaržomai skelbti Dievo žodį ir visose srityse vykdyti pastoracinę veiklą. Lietuvoje jaunimo pastoracijos srityje stinga tyrimų apie jaunimo sielovadą ir teorinio jos pagrindimo, kaip praktikoje galėtų būti organizuojamas pastoracinis procesas, galintis padėti jaunuoliams ugdytis krikščioniškąjį tapatumą, kuriuo jie remtųsi kasdienybėje. Krikščioniškasis tapatumas apima daug temų ir aspektų, todėl šiame tyrime problema sutelkiama į Jėzaus Kristaus asmens ir įvykio veiksmingą skelbimą Lietuvos jaunimui. Todėl, naudojantis pastoraciniu-hermeneutiniu metodu, sukuriamas kristologinės žinios perteikimo teorinis modelis. Modelis kuriamas trimis etapais: 1) jaunimo situacijos ištyrimas, kuris apima sociokultūrinę Lietuvos jaunimo situacijos apžvalgą ir kokybiniu tyrimu nustatytą jaunimo atvirumą kristologinei žiniai 2) biblinės kontekstinės kristologinės analizės būdu formuluojama, kokia kristologinė žinia ir kokiais aspektais gali būti perteikiama jaunimui, atitinkant nustatytą jaunimo sociokultūrinę situaciją; 3) kristologinės žinios perteikimo prielaidos ir etapai siūlo konkrečius žingsnius, pastoracines nuostatas ir veiklas. Kristologinė žinia pristatoma atsižvelgiant į tai, kaip Jėzaus žinią suvokė jo mokiniai, skatinant jaunuolius asmeniškai rinktis sekti Jėzumi Kristumi savo kasdienybėje, jungiantis į bendruomenę ir prisiimant atsakomybę Bažnyčioje ir pasaulyje. Abstract:
Centrée sur l’étude d’une institution, l’administration des Postes, Télégraphes et Téléphones (PTT), cette recherche propose une histoire de l’État colonial ancrée dans les pratiques et dans le terrain algérien. Du milieu du XIXe siècle à la Seconde Guerre mondiale, la trame des lignes de communication et des bureaux de poste ne cesse de se densifier au nord – profitant d’abord aux populations européennes – et progresse vers le sud selon un modèle de front pionnier. La genèse de ce réseau révèle les logiques d’appropriation du territoire colonisé. Les acteurs locaux chargés du fonctionnement de cette administration reproduisent souvent des schémas métropolitains. Pourtant, le tableau d’ensemble apparaît nettement plus complexe que la simple diffusion d’un moule élaboré depuis un centre parisien et de nombreux bricolages sont justifiés par le contexte colonial. En prise directe avec le quotidien et au contact des populations, le service des PTT devient un observatoire des rapports sociaux en situation coloniale. La situation du personnel est particulièrement contrastée. Le monde des facteurs et des ouvriers des lignes apparaît bien plus masculin et « algérien » que celui des travailleurs de l’intérieur des bureaux (téléphonistes, receveurs). Le déplacement du regard du côté des services en usages nourrit une réflexion sur l’entrée en communication de populations rurales, défavorisées et colonisées. Malgré l’existence de circuits de l’information précoloniaux et la desserte tardive des douars, les PTT participent dans l’entre-deux-guerres à l’accélération des échanges et à la rencontre d’une frange nouvelle de la population avec l’écrit, l’argent et une certaine forme de modernité technique
Through a case study of the French Postal and Telecommunication administration (PTT), this dissertation undertakes a historical study of the colonial state focused on the Algerian territory and on social issues. Between the 1850s and the Second World War, the network of communications expanded continuously. The way this network was shaped provides insight into how France took control of the colonized territory and then used communication facilities as a tool of colonial settlement to the profit of the European population. While the PTT administration was mostly organized on the same model as in France, local decision-makers sometimes had to take into account specific features of the colonial context. The Postal and Telecommunication administration offers a complex picture of colonial society. Men and women, citizens and natives, and people from different social backgrounds were employed as mailmen, telephone operators, middle managers or postmasters. The users of these services were extremely varied, too. This dissertation offers a detailed analysis of interactions at work and within the colonial context. Gradually, letters, telegrams, money orders, and even voice circulated throughout Algeria. Although pre-colonial networks had already carried information and although the PTT waited until the interwar period to bring facilities to villages (douars), more and more Algerians gained access to literacy, money exchanges and a new kind of technical modernity

Abstract:
It did not take too long before the politicians found the social media sites Twitter and Facebook as good ways to connect to the people and spread their politics. However, due to the somewhat personal origin of these sites, how much of their personal lives do they include within their political reasons for being there? How do they balance the combination of presenting their political and professional self and the personal self? That is what this thesis aim to find out. This is not the first research about political communication on social media, but most of the research in this field has focused on the social media communication during an election. This research however, aims to expand this knowledge by gathering material from a non-election period in order to investigate the day-to-day political communication on social media. Due to the length and structure of this thesis I limit my aim and topic to investigating one politicians social media use and thereby making it a case study. Using an interpretive coding with a grounded approach method I investigated Norway’s Prime Minister Jens Stoltenberg’s communication on Twitter and Facebook during the year 2012. By applying theories about visibility, the presentation of the self, image creation and political communication, the aim is to understand how Stoltenberg use these social media sites. The focus will be on the content of the communication, the mentioned balance between the professional politician and the personal person, and lastly what of these that create the most engagement from the followers in terms of “likes” and retweets. I find and argue that the balance between the Twitter and Facebook content is relatively even, consisting mostly of professional and informational content, while the balance between the professional Stoltenberg and the personal Jens is uneven in favour for the professional. However, due to Stoltenberg’s popular appeal and “folkelig” image, the person Jens Stoltenberg becomes visible on the sites as well.

This thesis proposes that the ministry of Dr Beyers Naudé to the victims of oppression during the apartheid rule in South Africa had a missionary dimension. It argues that the credibility of the Christian faith was challenged by the victims of oppression, as a result of the way in which it was used as a supportive tool for oppression. Through his ministry, Beyers Naudé succeeded in communicating the Christian faith in a special way to the victims of oppression. This led to a change of mind for the victims of oppression with regard to their negative attitude to the Christian faith. This study further resulted in the development of a comprehensive mission (communication) strategy to the victims of oppression. The argument is that there is another form of post-1994 victims of oppression in South Africa made out of those who feel left out by government poverty alleviation, economic development and service delivery programmes. The inability of government to strike a balance between the rich and the poor as well as corruption will always yield the ‘disadvantaged’ section of society who may feel ‘oppressed’, neglected and left out in favour of the few who have ‘connections’ at higher levels of government. These victims’ response will be characterized by anger which results into protest actions similar to those seen during the time of the ministry of Beyers Naudé. The question posed in this study is ‘how to minister to angry people who feel left out by government?’ In order to respond to this challenge and to equip ministers of religion and other interested people, a comprehensive mission (communication) strategy to victims of oppression was therefore developed based on the example of Beyers Naudé. The main question posed in this study around the reason for the success of Beyers Naudé’s ministry is “what ‘muthi’ did he use to win the hearts, love and support of the victims of oppression?” In order to answer this question, there is a three step approach that has been followed. Firstly I looked at factors that made him or influenced his making i.e. his life from his birth to his ‘conversion’, South African political landscape divided into two periods (1940-1963 and 1963-1994) as well as Faith Based Organisations’ response to apartheid. Secondly, I looked at his actual ministry to the victims of oppression from 1963 to 1994. I divided his ministry between the categories of centripetal and centrifugal patterns of mission. Thirdly a comprehensive mission (communication) strategy to the victims of oppression was developed, based on his contribution to a positive Christian witness. In the concluding chapter, I made some proposals for a way-forward in terms of areas for further study which were triggered by this research. The best statement for concluding this study, indicating the commitment of Beyers Naudé for God’s mission and how this was misunderstood by his church (the DRC) was taken from Mokgoebo (2009) who states: Beyers Naudé was a prophet of his time. As the saying goes, ‘the prophet is never respected at his own home’. His witness will remain long after we have gone, as a White man who was grasped by the powerful message of the Kingdom of God, of justice and reconciliation.

The British Columbia government's Ministry of Health Services will experience significant loss of operational knowledge from an aging managerial workforce, increased staff turnover, and difficulties in recruitment. The purpose of this study is to provide the ministry's Strategic Human Resources Planning branch staff with a map and description of knowledge transfer practices used by approximately 40 managers within the ministry's Health Sector Information Management/Information Technology division and its Vital Statistics Agency. The study is a mixed-methods case study of knowledge retention and transfer practices founded on a knowledge management and social network theoretical foundation. To understand the ministry's complex nature of knowledge transfer, research questions examined the characteristics of an effective knowledge sharing network, associated knowledge sharing similarities and dissimilarities, and perceived knowledge sharing enablers and inhibiters. Social network and thematic analysis were used to collect, map, and analyze perceived informal knowledge transfer practices. Findings indicated that face-to-face communication, visual and verbal cues, and individuals who had a few powerful neighboring connections were influential knowledge resources. The social implications from these findings will act as a catalyst to shift prevalent cultural knowledge management practices thereby positively affecting workload and resource management. Employees will more clearly understand their knowledge management roles and how their actions affect service delivery to citizens. Acting as a knowledge transfer model, the ministry could positively influence the government's Public Service Agency, other ministries, health authorities, and private sector organizations to adopt effective knowledge transfer practices to improve managerial and managerial/staff communication and trust.

Les médias font-ils les décisions publiques ? Cette conception d’un pouvoir du journalisme sur les politiques publiques est répandue parmi les « décideurs ». Elle est aussi présupposée par les théories de l’agenda et de la construction sociale des problèmes. La réalité du phénomène est cependant plus complexe : ce pouvoir n’est ni uniforme ni unidirectionnel. Il repose sur la contribution active et variable des agents politiques et administratifs qui produisent ces décisions. La question s’en trouve alors reformulée : dans quelle mesure la production des décisions publiques peut-elle se faire en fonction du champ journalistique ? Pour y répondre, la thèse propose une sociologie des logiques spécifiques de prise en compte de la médiatisation dans les activités décisionnelles au sein des champs politique (dans les cabinets ministériels et au Parlement) et administratif (dans les administrations centrales des ministères). L’élaboration de ce cadre théorique, au croisement de la sociologie du journalisme et de celle de l’action publique, s’appuie sur l’analyse de la gestion politico-administrative de la maladie de la « vache folle » en France dans les années 1990. Il s’agit de restituer l’importance que les responsables de l’exécutif (en particulier les ministres de l’Agriculture, de la Consommation, de la Santé, mais aussi le Premier ministre et le président de la République), les parlementaires et les hauts fonctionnaires ont pu accorder aux enjeux médiatiques jusque dans leurs pratiques décisionnelles. Il apparaît ainsi que les décisions les plus « médiatiques » sont le produit de la prise en charge des dossiers les plus emblématiques selon les logiques d’action des agents les plus dépendants des enjeux de légitimation dans le champ journalistique : les principaux ministres et leurs conseillers
Are public policies made by the media? This would-be influence of journalists over public decisions is common place among “decision-makers”. It is also assumed by Agenda-setting as well as social problems theorists. Yet, the real nature of the phenomenon is more complex: it follows different paths along several directions. It rests on the active and variable engagement of the politicians and high civil servants who produce decisions. Thus, the question needs to be rephrased: to what extent does the production of public decisions depend on the journalistic field? In order to elucidate this question, this doctoral thesis offers a sociological analysis of the specific logics which lead decision-makers (i.e. ministers’ personal staff, and representatives aswell as high civil servants,) to pay attention to media coverage in decision-making processes. The elaboration of this theoretical framework, at the crossroads of the sociologies of journalism and public action, is based on ananalysis of the handling of the mad cow disease by French officials during the 1990s. The ambition is to account for the very attention the holders of the executive power (namely, the Ministers of Agriculture, Consumption,Health, but also the Prime Minister and the President), the members of Parliament and high civil servants paid to media-related challenges within the practice of decision-making. Thus, it appears that the most “media dependent”decisions are the result of the handling of the most symbolic issues according to the logics of action of the most dependent agents on legitimization stakes in the journalistic field: the principal ministers and their advisers

Par les termes de communication gouvernementale, on entend l'ensemble des moyens mis en œuvre par l'état pour instaurer la circulation de l'information entre les institutions gouvernementales et les citoyens. Phénomène massif et quotidien, la communication gouvernementale est d'autant plus consolidée qu'elle est quantifiable et quantifiée. L'information est ainsi reconnue comme un droit à part entière dans le contrat entre l'état et la nation, la communication gouvernementale se donnant indissociablement à voir au travers de discours portant sur la nécessité démocratique de sa mise en œuvre. Or si la communication d'état pose des questions inhérentes à l'exercice de la démocratie représentative, elle est loin de leur apporter une réponse sous la forme d'une relation gouvernants/gouvernés la plus directe possible. Forme singulière du rapport du peuple au pouvoir exécutif, la communication gouvernementale constitue un type de gouvernabilité, un mode de régulation de l'alternance entre l'accessibilité et l'inaccessibilité des gouvernés aux gouvernants. La communication gouvernementale peut être comprise comme actualisation de la figure globale que constitue l'information d'état. Pour ce faire, deux voies d'analyse et de démonstration ont été dégagées : la genèse et l'économie de la communication gouvernementale. Au moyen d'une recherche documentaire et archivistique depuis 1939 jusqu'en 1976 - création du service d'information et de diffusion du premier ministre (SID) -, on montre d'abord que celle-ci est une forme rationalisée du rapport de l'état à l'information. Considérant ensuite les conditions d'objectivation du fonctionnement du SID depuis vingt ans au travers de ses procédures et de ses acteurs - séries d'entretiens semi-directifs et enquête par questionnaire -, on met en évidence qu'elles témoignent non pas de l'apparition d'une nouvelle dimension de l'état mais qu'elles sont des instruments de sa mise en scène face à la dispersion de ses différentes figures. La communication gouvernementale apparait donc ainsi comme une forme de dramaturgie propre au système démocratique
By the term governmental communication, this thesis refers to the means used by the state to establish an exchange of information between government institutions and citizens. Both vast and familiar, this information is recognised as a full right in the contract between the state and the nation. But it is also defined by its necessity as well as by the commentaries which stress its intrinsicly democratic nature. If the communication of the state poses questions inherent in the practice of representative democracy, it is far from offering an answer to what type of relationship between the government and the governed is the most direct possible. As a unique form of relationship between the people and the executive, governmental communication is itself a kind of governance, a mode of regulating between the accessibility and the inacessibility of the government vis-a-vis the governed. Governmental communications can be understood as a realization of the public face of state information. Two areas will be considered for analysis and explanation: the genesis and the economics of governmental communication. Through documentary and archival research covering the period from 1939 through 1976 - the year in which the prime minister's information and broadcasting service (service d'information et de diffusion du premier ministre or sid) was created - this thesis first demonstrates that governmental communication is a rationalized form of relationship between the state and its information. Then, by considering how the sid has functioned over the last 20 years, its procedures and the actors involved in it or around it - ascertained through both a series of semi-direct interviews and a questionnaire - this thesis demonstrates that the state has not created a new sphere of action but that the sid appears rather to be a dramatic device intended to disseminate the different guises of the state. Thus, governmental communications can be considered as a kind of theatre characteristic of the democratic system

Ideology is a powerful means of persuasion in contemporary audience appeals. Through the means of ideographic and fragmentary analyses provided by Michael Calvin McGee (1980, 1990) and Saindon (2008), I examine the rhetorical appeals made by the Liberty Counsel, an evangelical Christian organization, which provides legal counsel for cases regarding “religious liberty.” Through an ideographic and fragmentary analysis, I conclude that the Counsel utilizes the ideograph as a superseding means of denoting its ideology. Further, I argue that is the ideograph that represents the ontological nature of the organization’s philosophy and serves as the guiding principle for many of the other ideographs that the organization employs. Further, the ideograph displays relative influence for the Liberty Counsel with and from other organizations, as illustrated when is compared to competing ideologies, such as that from the Southern Poverty Law Center. The importance of the ideograph is incumbent upon its utility in understanding a “snapshot” of the rhetorical situation. Rather than attempting to draft ideological archetypes, as the initial ideographic form attempted, this new ideographic form accepts the relativistic cultural influences and accounts for them synchronically.

Ministry of Defence of the Czech Republic is the central body of state administration in particular for ensuring the defense of the Czech Republic, the Czech Army management and military areas control. There is a need of a sophisticated system of communication to be able to promote resort interests, to build a positive image of the Minister, the Ministry and Army, to inform about changes in the MoD and for effective communication within such numerous department. For this reason it is necessary to pay close attention to the creation of communication strategy. The aim of the thesis is to familiarize with the marketing communication mix focused on the public sector, to introduce the issues of marketing communications of the Ministry of Defence and to analyze the effectiveness of one of the tools used by the MoD for internal communication -- the military journals A report -- including the final recommendations.

In a globalized world partly shaped by competition between nations, building a strong identity andimage is becoming an increasing tool of power.Producing such a good image and appearance is similarly important when it comes to relationshipsbetween states as to relationships between France and its own public opinion or foreign publicopinion. That’s where foreign communication and public diplomacy counts.This PhD thesis aims at providing another point of view and an answer to the French questioningabout France’s place in the world nowadays.Mainly managed by the French foreign office, foreign communication policies represent the will ofthe government and express its directions more than a French identity.The characteristics of the French tradition of diplomacy and international relations are marked by thespecificity of the Vth Republic. The governments’ foreign policies between 2003 and 2009 follow thenew strategy of France as a member of the international community building and preserving peace.Ambitions for France as an independent and important nation have to find a foundation in its actionsas well as a translation in the medias.The skills and means devoted to the foreign communicationpolicies appear to miss some points.We looked at the current situation to reveal the lacks and strengths of the process. ENGLISH ABSTRACT: Information System Success Evaluation has been a concept of interest to many organizations for decades now. The main motivation for this activity is usually from the financial view of things, that is, the main interest of an organization carrying out IS success evaluation is mainly to find out whether investing in such a system was a good business decision. This question is often answered by the realization of the direct and indirect benefits realized by deployment of using such a system. Like many organizations the government of Botswana has invested millions of Pula’s in the past number of years in acquiring and implementing different Information Systems in the various Ministries and Departments. One such system is the Vehicle Registration and Licensing System, which was deployed by the Department of Roads Transport and Safety of the Ministry of Works, Transport and Communication. After the VRLS implementation there has not been any formal scientific research or investigation conducted to find out the success of this Information System, especially with regards to the stakeholders who use this system for their daily jobs. This study therefore engaged in a task, which evaluated the success of the Vehicle Registration and Licensing System and answered the question of how effective the system is from the user’s point of view. A well-known Information System success evaluation model, known as the Delone and McLean IS evaluation model, was applied to test the hypothesis of this research. A structured questionnaire was used to collect the research data. The results were analyzed using a common research tool, the SPSS, including cross tabulation and chisquare tests. The findings of this study will further enrich the IS success evaluation Body of Knowledge on the key factors which can contribute to a successful or unsuccessful Information System acquisition investment. Furthermore, the researchers who will further look into this subject may find these findings very useful and also stimulating to do further research on this subject to unveil further evidence of the ingredients of an effective Information System investment which has been accepted by and accredited by its users.
AFRIKAANSE OPSOMMING: Inligtingstelselsuksesevaluering is ‘n konsep wat baie organisasies nou al vir dekades interesseer. Die motivering hiervoor is hoofsaaklik geleë in finansiële redes. Die Voertuigregistrasie en Lisensiestelsel is ‘n voorbeeld hiervan wat deur die Departement van Padvervoer en -Veiligheid van die Ministerie van Werke, Vervoer en Kommunikasie ontplooi is. Geen formele wetenskaplike navorsing is geloods na afloop van die implementering van die stelsel nie, veral nie sedert die gebruik deur motoriste nie. Hierdie studie poog juis om die effektiwiteit van die stelsel te meet, veral vanuit die verbruiker se perspektief. Die Delone en Mclean Inligtingstelselevalueringsmodel word gebruik om die hipotese van die navorsing te toets. ‘n Gestruktureerde vraelys is opgestel om data te versamel. Die SPSS as ‘n algemene navorsingsinstrument is gebruik vir analise, asook vir kruistabulasie en chikwadraattoetse. Die bevindinge van die studie sal die korpus van kennis van inligtingstelselsuksesevaluering verryk ten opsigte van die sleutelfaktore wat kan bydra tot die sukses of nie-sukses van inligtingstelselimplementering. Verdere studie in hierdie betrokke gebied word deur die navorsing gestimuleer, om veral die effektiwiteit van Inligtingstelselbeleggings te bepaal.
