Cette somme constitue un fonds renouvelable permettant à la Direction générale des publications gouvernementales l’adoption de pratiques propres aux entreprises commerciales. Après avoir rappelé le contexte de l’édition gouvernementale d’avant 1980, l’auteur décrit les facteurs qui ont mené à l’établissement de nouvelles politiques et l’articulation du processus actuel de l’édition gouvernementale québécoise.

Abstract:

Le 9 février 2014, la pratique du canot à glace sur le fleuve Saint-Laurent était proclamée élément du patrimoine immatériel en vertu de la Loi sur le patrimoine culturel. Dans son article, Bernard Genest rappelle les différentes étapes du processus (mission en Belgique, étude, production d’un rapport synthèse et publication des résultats) qui ont conduit la Société québécoise d’ethnologie à déposer en 2013 une demande de désignation auprès du ministère de la Culture et des Communications. Un long parcours qui a finalement amené le Ministère à inscrire cette pratique emblématique et populaire au registre du patrimoine culturel du gouvernement du Québec, reconnaissant de ce fait que la connaissance, la sauvegarde, la transmission ou la mise en valeur de la manifestation présente un intérêt public. Genest conclut en précisant que la désignation de cette tradition fortement identitaire, bien qu’essentielle et incontournable, ne constitue pas pour autant une fin en soi, l’objectif ultime étant d’obtenir sa reconnaissance sur le plan international.

Le mandat de cette nouvelle structure régionale est inscrit dans la loi du ministère de la Culture, sanctionnée en décembre 1992. L’article trace le portrait de la situation actuelle, en mettant en relief les principaux moments de l’évolution des bibliothèques affiliées. Il souligne l’importance de poursuivre le développement en améliorant les réseaux de communications entre les partenaires et en augmentant la présence du personnel qualifié dans les organisations régionales et locales.

Abstract:

L'information administrative apparaît de plus en plus comme un sujet litigieux. De nombreux observateurs croient que l'État doit faire plus que distribuer des dépliants à droite et à gauche. Plus encore qu'à une information objective, certains souhaitent que le citoyen puisse avoir accès à toute l'information dont il a besoin au moment où il en a besoin. D'autres espèrent une participation plus grande des gens à l'intérieur du, processus de la communication politique. Dans le but de faire le point sur la question, une vaste recherche sur la communication État-citoyen, fut menée, par le Ministère des communications du Québec, en 1974. Parmi ses composantes, on retrouvait un sondage téléphonique, une consultation populaire, réalisée à partir d'un bref questionnaire publié dans les hebdos qui ont voulu collaborer, ainsi qu'une rencontre d'experts. L'effort principal a cependant porté sur la réalisation, auprès de hauts fonctionnaires, de fonctionnaires et de clients de quelque soixante-quinze entrevues de groupes qui ont touché plus de cinq cent cinquante participants. À cette fin, le Ministère des communications a offert à des fonctionnaires de participer à des sessions spéciales de formation à l'entrevue de groupe. Plus d'une vingtaine de ces animateurs ont par la suite réalisé, dans les ministères et leurs bureaux régionaux, ces entrevues dont la durée variait entre une et cinq heures. Ce sont les comptes rendus écrits et les bobines magnétiques de ces entrevues qui ont fourni l'essentiel des données ayant servi à la préparation d'un rapport final du professeur Vincent Lemieux, de l'Université Laval. Même après cette première analyse politique de la communication État-citoyen, il subsistait une multitude d'informations dont l'analyse offrait un intérêt certain. C'est de l'amorce de ce travail dont veut rendre compte ce texte qui se présente comme un inventaire des divers aspects de l'information administrative. Pour ordonner la présentation des données, le schéma de la communication de Roman Jakobson possédait l'avantage d'être complet en plus de définir succinctement les facteurs de la communication. L'auteur en donne le résumé suivant : « Le destinateur envoie un message au destinataire. Pour être opérant, le message requiert d'abord un contexte auquel il renvoie [...], contexte saisissable par le destinataire, et qui est, soit verbal, soit susceptible d'être verbalisé; ensuite, le message requiert un code, commun, en tout ou au moins en partie, au destinateur et au destinataire [...] ; enfin, le message requiert un contact, un canal physique et une connexion psychologique entre le destinateur et le destinataire, contact qui leur permet d'établir et de maintenir la communication. »: En filigrane du texte, on reconnaîtra également le modèle d'analyse politique du professeur Lemieux, dont les concepts serviront à élaborer les hypothèses auxquelles conduira l'inventaire. Rappelons certains éléments de sa définition de l'analyse politique: «C'est l'analyse de la lutte pour le contrôle [...], cette lutte ayant pour enjeu des choix publics, attributeurs de moyens [...], qui sont articulés entre eux selon une distinction en trois niveaux: politique, administratif et social. La puissance pour un acteur, c'est alors de conformer le choix public à son choix privé. » Parmi les moyens de puissance, on note les ressources, les contacts et les pouvoirs qui formeront l'objet des premières parties de cet inventaire. Il sera complété par une analyse des alliances, ou des stratégies, élaborées par les agents politiques pour compenser l'absence de certains moyens.

De 2001 à 2013, le ministère de la Culture et des Communications a injecté la somme de 148 741 346 $ dans 233 projets de rénovation, d’agrandissement et de construction de bibliothèques publiques au Québec. L’importance financière de son Programme d’aide aux immobilisations a été telle que 52 635 m2 ont ainsi été ajoutés, sans compter les 33 000 m2 de la Grande Bibliothèque (GB). Loin de nuire, celle-ci a même contribué à mettre fin au moratoire des projets de bibliothèques publiques avant l’an 2000 et à relancer leur développement sur l’ensemble du territoire du Québec.

En ouverture du dossier spécial de la revue Archives, l’auteure présente les consultations publiques tenues en 2016 par le ministère de la Culture et des Communications (MCC) sur le renouvellement de la politique culturelle québécoise. Les mémoires publiés par la revue, celui de l’Association des archivistes du Québec (AAQ), celui des associations d’archives religieuses – le Comité des archives du Conseil du patrimoine religieux du Québec (CPRQ), Regroupement des archivistes religieux du Québec (RAR) et la Table de concertation des archives religieuses de la région de Montréal (TCARM) – ainsi que celui de l’Église catholique de Québec, témoignent de la mobilisation du milieu en faveur des archives lors de ces consultations. Malgré cela, les archives sont peu présentes dans le projet de nouvelle politique du MCC. L’auteure appelle les archivistes à l’action pour redonner aux archives leur importance dans la culture.

Le Rara de Léogâne, une pratique rituelle des collectivités haïtiennes, a fait l’objet de plusieurs réaménagements au fil des évolutions sociétales. Les événements composés de musiques, de danses et de processus ritualisés sont organisés en bande et dirigés par des chefs. Ce sont eux qui, les premiers, ont changé l’image de cette pratique hautement culturelle à l’occasion du premier festival de Rara, qui a eu lieu en 1992. L’étude de leurs communications avec les médias lors de ce premier événement centralisateur démontre une médiation culturelle auprès du public qui a été appuyée par l’ensemble des acteurs de la gouvernance sociale, la mairie, la députation et le ministère de la Culture. L’auteur, dans cet article, se questionne sur les processus qui ont fait du Rara un patrimoine identitaire territorial et met en lumière l’importance de la potentialité touristique de l’événement, qui s’impose en tant que ressource de développement dans une zone ravagée par des confrontations humaines et des catastrophes naturelles répétées.

Au ministère des Communications du gouvernement du Québec, on a développé une solution originale pour assister les chargés de projets dans l’analyse et le repérage d’une information abondante et de nature essentiellement textuelle. Le système d’aide à la gestion des évaluations environnementales (SAGÉE) s’appuie sur une combinaison d’approches et de technologies (micro-informatique, système expert, hypertexte, bases de données textuelles et bases de données documentaires, entre autres). Ces solutions répondent à la multiplicité des besoins exprimés et aux caractéristiques des données à gérer. Les systèmes développés sont présentés dans un tableau synoptique qui indique également les investissements techniques et humains consentis ainsi que les bénéfices retirés. Des explications sont fournies sur le Système d’information sur les dossiers de la Direction des évaluations environnementales (SIDDÉE), sur la bibliothèque électronique des documents produits par la Direction, sur la base de données EVALEN destinée à faciliter l’accès aux documents techniques et scientifiques, sur le système d’analyse de textes par ordinateur SATO et finalement sur le système d’aide à l’élaboration de la directive. La Société québécoise d’ethnologie (Sqe) a récemment réalisé, pour le compte de la Ville de Québec et du ministère de la Culture, des communications et de la condition féminine (Mcccf), une étude sur le phénomène de la traversée du fleuve Saint-Laurent en canot à glace. L’objectif de la recherche était de faire la démonstration de l’importance patrimoniale de cette pratique qui remonte aux origines de la colonie mais qui se renouvelle chaque année, principalement dans le cadre des festivités du Carnaval de Québec. Dans son article, Genest – chargé de projet et à ce titre responsable du dossier – expose la démarche suivie par le consultant, Richard Lavoie, un spécialiste de la question, depuis la recherche préliminaire jusqu’à la préparation d’un rapport synthèse, en passant par la consultation des sources archivistiques et historiques et les enquêtes de terrain. Il fait état des trois grandes parties du rapport et de l’analyse qui en découle sur la base d’une grille de critères établie par l’Unesco pour déterminer la valeur patrimoniale des candidatures présentées dans le cadre du programme de reconnaissance des « chefs-d’oeuvre du patrimoine oral et immatériel de l’humanité. »

Résumé Cet article rend compte d’une mission effectuée en 2006 par Bernard Genest (ministère de la Culture et des communications du Québec) et Jean Simard (Société québécoise d’ethnologie) en Belgique dans le but d’approfondir leur connaissance du patrimoine culturel immatériel. La Belgique, en effet, est l’un des premiers pays d’Europe à s’être doté d’un outil législatif (Décret relatif aux biens culturels mobiliers et au patrimoine immatériel de la Communauté française) et de programmes pour assurer la sauvegarde et la mise en valeur du patrimoine immatériel. La Belgique a aussi obtenu de l’Unesco la reconnaissance de deux manifestations à titre de chefs-d’oeuvre du patrimoine oral et immatériel de l’humanité, soit le Carnaval de Binche (2003) et les Géants et dragons processionnels (2005). De son côté le Québec poursuit une réflexion sur la notion de patrimoine immatériel et a entrepris un programme d’inventaire qui attire l’attention de plusieurs pays dans le monde. Tout en faisant constamment des liens avec le Québec, Genest expose en quoi l’expérience belge peut être inspirante pour les pays qui reconnaissent l’importance de leur héritage culturel immatériel comme vecteur de leur identité et de leur diversité.

The publication, based on archival and published materials, presents the activities of a distinguished scientist, mechanical engineer, Spaniard by origin, lieutenant general in the Russian service Augustine Augustinovich Betancourt as Chief Director of the Ways of Communication of the Russian Empire in 1819-1822. Augustine de Betancourt was an inspector (rector) of the Institute of Communications Engineers, a member of the Council of The Corps of Engineers of The Ways of Communication, and the Chief Specialist on transport infrastructure development in Russia. His observations, solutions, proposals, initiatives were distinguished by practicality, systemicity, strategic approach to transport development problems. Unfortunately, a number of innovative ideas of A. Betancourt did not receive support and, strangely enough, remains relevant after two hundred years.

Abstract:

Communication is an important element in human life. Every human being will communicate either verbally or non-verbally. However, some in society today ignore the principles that need to be adhered to during communication. They are speechless and free to speak to cause libel and dissemination of untrue information from the original facts. As the Ministry of Communications and Multimedia Malaysia has warned, 'no doubt don't share'. Based on this statement, an analysis of the principles of communication in the Quran should be done to express Allah's command in the ethics of communicating especially to Muslims. The findings showed that there are 19 communication patterns found in the Quran and the reviewers have classified the principles of communication into two main forms which are bi al-Lisan communication and communication bi al-Hal. Based on the principles of communication in life, it is certain that society will live in peace and harmony in accordance with the will of God.

This report of a content analysis details how editorial cartoons in two Japanese national dailies illustrated six recent Japanese prime ministers during their first three months in office. The findings reveal the growing importance the media allocate to the national political leader as a source of political information and coverage. Nevertheless, the prime minister appears as a passive man who lacks leadership qualities, reflecting to a certain extent the weak position the prime minister has in Japanese politics.

Résumé. La forme, le style du discours des hommes politiques sont révélateurs de leurs personnalités et de leurs stratégies de communication. Pour analyser les styles des premiers ministres québécois, un corpus comprenant 789 discours officiels prononcés de 1960 à 2005 a été soumis à une analyse de stylistique quantitative. The style of politician speeches reveals their personalities and their communication strategies. In order to analyse the style of Quebec prime ministers, from 1960 to 2005, a corpus of 789 speeches have been built up and a quantitative stylistic analysis has been applied to it. The main indicators used are the grammatical categories, especially the verbs and pronouns, the length and the structure of the sentences. This statistical comparison shows some important differences between the styles of the prime ministers and between the communication strategies they have followed.

Alors, comment mettre au service de toute la population les soins les meilleurs avec des moyens forcément limités ?– en organisant le dispositif sanitaire de façon à mieux répondre aux besoins ;– en fixant des règles de répartition des moyens qui nous donnent quelques garanties d’un usage économe et égalitaire des ressources ;– en évaluant les activités médicales pour aider à en améliorer sans cesse les résultats.L’évaluation fait peur pour le moins, elle ennuie pour le mieux. La psychiatrie est une discipline où l’appréciation objective des résultats des soins peut paraître comme extrêmement compliquée pour les plus désireux d’y parvenir ou extrêmement dangereuse pour les plus hostiles. Et pourtant, nous proposons trois communications qui évaluent des dispositifs importants dans le champ de la santé publique. Tout d’abord, en montrant quels sont les critères d’évaluation des cellules d’urgence médicopsychologique. Ces structures ont prouvé leur rôle incontournable dans les catastrophes et les événements à fort retentissement psychologique (décret du 7 janvier 2013). Cette évaluation est donc fondamentale. Dans un second temps, nous étudierons l’évaluation des pratiques professionnelles et la traçabilité des risques suicidaires : quelles en sont les intérêts et les limites. Ce sont bien deux sujets majeurs en santé publique. Enfin, nous terminerons cette session thématique en nous penchant sur la dimension transculturelle dans l’évaluation du risque suicidaire et du psychotraumatisme. Une étude réalisée en Guyane dans des villages amérindiens sera exposée. Elle a été effectuée à la demande du ministère de l’Outre-Mer.

En relation avec ce débat se profile un élargissement de la notion même de culture qui ne se limite plus aux arts, aux lettres et au patrimoine. La recherche d’une politique culturelle pour le Québec est ainsi étroitement liée à l’affirmation d’une politique des communications, laquelle soulève des obstacles constitutionnels avec le gouvernement fédéral.

This article examines the communication of leadership roles by prime ministers Justin Trudeau and Theresa May on Twitter. I argue that tweets from prime ministers implicitly communicate information about how prime ministers lead and what their job entails: what I call role performance and function. I develop an inductive typology of these leadership dimensions and apply this framework to Trudeau and May’s tweets in 2018 and 2019. I find first that Trudeau is a much more active Twitter user than Theresa May was as prime minister, attesting to different leadership styles. Second, both use Twitter primarily for publicity and to support and associate with individuals and groups. Trudeau is much more likely to use Twitter to portray himself as a non-political figure, while May is more likely to emphasize the role of policy ‘decider.’ Both prime ministers are framed much more often as national legislative leaders rather than party leaders or executives. Finally, May’s tweets reflect her position as an international leader much more than Trudeau’s. Assessing how prime ministers’ tweets reflect these dimensions contributes to our understanding of evolving leader–follower dynamics in the age of social media. While Twitter has been cited as conducive to populist leaders and rhetoric, this study shows how two non-populist leaders have adopted this medium, particularly in Trudeau’s case, to construct a personalized leader–follower relationship.

Purpose This paper aims to explore the experiences of church ministers who played the role of transitional leaders in congregational situations involving conflict. Design/methodology/approach Grounded theory was chosen as a suitable approach to investigate phenomena that occasionally penetrate religious publications and even less frequently scholarly management journals. Accordingly, in-depth interviews were conducted with six church ministers who had been transitional leaders in one Christian denomination in New Zealand. Findings Participants indicated that the drivers of transitional ministry were conflict, dysfunction and loss of direction; the goals were to heal the damage caused by conflict and restore functionality and well-being; the process, underpinned by a leadership philosophy of affirmation, trust-building, engagement and communication, involved working with church members to instil hope, establish operational structures, identify and resolve dysfunction, envision a future and ultimately recruit a permanent minister. Research limitations/implications The limitations of a small sample size in one Christian denomination could be addressed by using wider samples in other contexts. It is suggested that insights into transitional leadership after conflict will be of interest to researchers as well as practitioners in other religious organizations, the wider non-profit sector and the private sector. Future research into the impact of transitional leadership, against a background of conflict and organizational change, will add to this empirical foundation. Originality/value The model of transitional ministry is a unique contribution to religious literature and practice. It also offers insight into how other types of organization could deal with the exit of its permanent leader, in circumstances of conflict, and manage the transition phase of a temporary replacement, so that the organization returns to a state of well-being with a renewed sense of purpose.

In Privacy International, the CJEU held that member states are precluded from enacting laws enabling bulk transmission of communications data from providers to the state. In La Quadrature du Net, it laid down requirements for various types of data processing, including bulk and targeted retention and automated analysis, and held for the first time that bulk retention of communications data could be justified on national security grounds. The judgments represent a significant development of the CJEU's jurisprudence on communications data processing and state surveillance, as the European Union (EU) continues to move towards a new digital privacy law.

After the Arab Spring uprisings, specifically the events in 2012, the Saudi Arabian Ministry of Labor inaugurated a participatory management department to engage with citizens via the introduction of new policies to meet Saudi citizens’ needs. The department adopted two approaches with which to promote citizen participation and hear and respond to the public’s voice. The approaches were social dialogue and the use of digital communication. The objective of this study is to investigate whether the Ministry of Labor allowed foreigners to participate in and engage with other Saudis to meet their interests in terms of employment, education, and other needs to enjoy the life in Saudi Arabia. The theoretical framework adopted for this paper is based on Nico Carpentier’s work. Data for the present study were collected through document analyses, in-depth interviews, and focus group discussions. The paper shows that opportunities for foreigners to engage and make their voices heard were given to specific groups. These groups, who hold various types of power, were included with ordinary Saudi citizens in terms of the level of participation given by the Saudi government. These foreigner groups were listened to because they had the power to persuade the Minister of Labor to include them with other Saudis. Additionally, ignoring these powerful foreigner groups could have lead them to act against the Saudis’ best interests, which was a main consideration of the Saudi government and Ministry of Labor.

In the ‘crisis of ministry’ alternatives are considered to a worldview-based spiritual positioning of spiritual caregivers. One of the concepts in this discussion is that of spiritual competence. We addressed the question: what are the attitudes of spiritual caregivers (and their educators) towards ministry and spiritual competence? In terms of the volume the question is: to what extent does a specific denominational concept such as ministry still relate to religion as it is lived in contemporary society, more specifically in healthcare systems? Ministry we defined as worldview representation in public and semi-public settings. There is a tension between representation and communication of religion, or, between authorisation and competence in the role of the minister. Quantitative empirical research clarified that spiritual caregivers regard the ministry positively. But they doubt their representation task, and have a multiple worldview orientation towards communication. Spiritual competence can be situated on the level of the person, professional practice, professional identity and legitimation. This analysis can be related to, e.g. the competence profile of medical specialists and praxis-oriented models of spiritual care. Semi-structured interviews with educators of spiritual caregivers put forward a balance in personal and professional spirituality, the role of reflexivity and some basic —, core — and heuristic competencies. Spiritual competence is at the core of the identity of spiritual care. Further research should reveal the extent to which this concept is an umbrella term, an alternative or even a substitute for ministry, conceptually and organisationally.

This research examined a communication strategy which was applied during the implementation of the delayering policy in the Ministry of Energy and Mineral Resources (EMR). Delayering policy is a re-organization strategy which reduces bureaucracy by converting several administrative positions (middle manager) into functional/professional-based positions. Qualitative approach was used in this research with case studies method. Primary data was collected through interview, while secondary data was used through literature review. The research result identified a specific communication strategy that was applied during delayering policy implementation. Appointed communicators in this case were the First Echelon Managers who had previously got a direct message from the Minister of EMR, Second Echelon Managers, Third Echelon Managers, Fourth Echelon Managers, and Staffs within the Ministry of EMR. The target was set for all the Third Echelon Managers and Fourth Echelon Managers in the Ministry of EMR. Formulation of messages based on information from the Ministry of Administrative Reform and Bureaucratic Reform that no employee would be disadvantaged. Selection of media was by information dissemination during the meeting at every unit level and also through the WhatsApp Groups messages. Moreover, the dissemination of messages was carried out through a briefing by the Secretary General of the Ministry of EMR, discussions, and WhatsApp Groups. The expected effects were that the middle manager could comprehend and comply with the delayering policy. The research recommended that the Ministry of EMR needed to issue written guidance, such as a pocket book, that explained the delayering policy and its impact in order to suppress any potential resistance.

Management of public communication plays significant role in a government. The implementation of well-made management of public communication can be a means to deliver government policies both as programs and achievements broadcasted to public. The purpose of this study was to determine the implementation of communication policy management at the Ministry of Energy and Mineral Resources (ESDM). The method used was a case study at the ESDM with analysis implementation by using used Edwards III model. Based on the analysis, it was found that the implementation of the public communication management policy at the Ministry of Energy and Mineral Resources was already underway, such as the availability of a planned public communication strategy, and indicators of success in the mass media which were not only numerous but also positive and neutral quality, so that negative coverage could be minimized. Besides, the support of Officials and Implementers, Standard Operating Procedures (SOP), and creative content through hashtags related to the Energy and Mineral Resources sector could also increase the social media followers. The 169 MHz band was assigned for unmanned vehicles such as robots and drones by the Ministry of Internal Affairs and Communications (MIC) in 2016 in Japan, according to the reallocation of the TV band from VHF (analog) to UHF (digital). This band is expected to have a long range and good diffraction characteristics during drone operation over a long range with obstacles such as buildings, trees, or terrains. Abstract:

The worldwide practice demonstrates that foreign policy of the states is often directed by a some set of strategic priorities referred to as foreign policy strategy. By communicating this strategy, states declare their intentions and prime concerns, which both aid their internal policy integrity and international perception as a consistent actor. Modern technology and media enable states to conduct systematic outreach or at least sporadically cover of their foreign policy priorities. The purpose of the article is to characterize the problems of application of communication tools in the foreign policy process and determine their role in forming a positive image of Ukraine in the modern world. As the mission of providing of foreign policy is vested in Ministry of Foreign Affairs of Ukraine, its communication practices and tools are examined. The raised issue involves the consideration of modern aspects of diplomacy and communication relations, including the concepts of public diplomacy, as well as media and digital diplomacy. Their tools and practices have been embraced by the Ministry of Foreign Affairs of Ukraine in order to convey some strategic foreign policy directions and state-branding messages, as the well-rounded foreign policy strategy is absent in Ukraine.

Abstract:

This article aims to analyze the frame of the government official statement in Mosque Christhurch Attack in New Zealand (March 2019) and Easter Sunday Attack in Sri Lanka (April 2019). The two cases were chosen because they place Muslim in contradictory positions: as victim in New Zealand and as perpetrator in Sri Lanka. This study uses framing analysis method to examine the official statement uploaded in the official websites of the Ministry of Foreign Affairs of New Zealand and the Ministry of Foreign Affairs of Sri Lanka, within seven days after the incident. The data gathered from the text analysis is then followed by data triangulation using expert judgement technique. The result shows that there are differences in information content. The New Zealand government emphasizes their own actions in the country, while the Sri Lankan government focuses on the activities carried out abroad and the supports, they receive from other countries. In doing so, the New Zealand government highlights the presence of Prime Minister Jacinda Ardern while the Sri Lankan government presents information from many state officials, instead of the head of state. These differences show that the content of official statement is highly influenced by the socio-political condition in the country.
