Full textIf attention is largely paid on public decision in Western countries and organisations, it is less analysed in African contexts. It is nonetheless in these institutional spaces, fed by traditional, colonial and weberian models, that we can approach the singular form of the African State and its bureaucracy. In Angola, despite multipartism, the regim remains authoritarian ; it organises predation of resources and people do not benefit from economic growth. However, access to education and training of skilled workers have been presented by the government as priority objectives. To this end, the technical and professional education reform foresaw to build and equip about fifty schools throughout the territory. In 2010, major work has been completed but schools remain empty, and had neither pupil nor teacher. The study explores the environment of decision that led to the reform in order to understand the main dynamics, it analysis the balance of power, interdependences linking the individual, organisational and the situational factors and those related to external elements. It seems that among the multiple rationalities at stake in the decision process in the Ministry of Education, those close to the economic interests of the elite dominate and education concern has been relegated to the background. Finally, the reform should be rather conceived as an element of reinforcement of the rulers power than a proper public policy

Full textSub-Saharan African countries have been facing a financial, economic and social situation particularly difficult. Following the example of many other countries of the world, the government is not able to satisfy the needs and aspirations of the populations any more. Public administration reforms projects strictly linked to the Structural Adjustment Programs (SAP), have been multiplicated all over the continent They are created in order to stabilize the public management by the rationalization, increasing performance and achieving better results. Some missions taken by the government have been delegated to local organisations so that the government cin focus on the fundamental functions of the State. In Cote d'lvoire too, the experiences of public administration reforms began in 1990, causing massive layoffs of public workers. In 1999, the temporary agents' loyofft has needed a policy of reconversion through the outsourcing of publics services. Considering the critics about the opportunity of this new mode of management in the Administration, my questions are about the consequences in terms of costs for the government, as well as satisfaction for the beneficiaries and the functioning of the educational institution. In the perspective of organisational sociology and school administration, I will combine several methods of investigation: documentary research, a survey questionnaire passed with several educational actors and some detailed interviews with school's heads. In order to measure the positives effects and the negatives aspects of the outsourcing public'educational services, some indicators will be built. This thesis inquires the effects of a bureaucratic management versus liberal, measuring of outside injunctions

Full textThe Ministry of Basic Education (MINEDUB) of Cameroon has developed a project to improve the basic education quality (PAQUEB) which includes a component of computer equipment in targeted schools. The XO laptop, designed by the One Laptop per Child Foundation, was chosen to be the primary device for students and teachers. To ensure the project’s success, a team from the MINEDUB, composed by educational policy makers, has been assigned to act as trainers and guides. Starting with the assumption that during these training sessions they were to share how they intend to use the XO laptop, this paper presents a discourse analysis of these educational policymakers. From the interaction patterns and themes that emerged from the discourses, we are able to sketch innovative educational situations where children are encouraged to produce artifacts, where teachers become guides and where local problems serve as starting points for learning. It explores the links between innovative teaching techniques and the managerial reform of the state and offers a dual perspective on the genesis of this law.
