Abstract:
Since 2015, Colombia has been pioneering technology education in prisons by providing Telework certifications and bringing ICT access to prisoners in civil and military prisons. The goal of this program is for convicts to provide IT services to enterprises as part of their resocialization process. Although this program presented clear benefits for the prisoner’s resocialization process, implementing this initiative as a service was challenging due to several restrictions from the context and the grey areas in the related regulations that the prison ecosystem presented. In 2017, two years after

Abstract:
This study combines survey data with annual state data on pupil-teacher ratios covering broadly the period 1940-90 to investigate the role of race, family background and education (both the quantity and quality) in explaining earnings inequality between whites and the African descendent population (pretos and pardos) in Brazil. The authors estimate quantile Mincer earnings equations to go beyond the usual racial average earnings gaps decompositions. The main findings indicate that differences in human capital, including parental education and education quality, and in its returns, account for

Abstract:
This paper examines whether an expansion in the supply of public preschool crowds out private enrollment, using rich data for municipalities in Brazil from 2000-2006, where federal transfers to local governments change discontinuously with given population thresholds. Results from a regression-discontinuity design reveal that larger federal transfers lead to a significant expansion of local public preschool services, but show no effects on the quantity or quality of private provision. These findings are consistent with a theory in which households differ in willingness to pay for preschool ser
