Abstract:
This study aims to obtain empirical evidence on the influence of organizationalcommitment, implementation of accounting information system and workplace environmentaffected to the performance of work unit at the Ministry of Public Works and Housing. Thisstudy method used survey research with the target population studied is the unit of echelon IIwork unit that prepares the report of the Government Institution Performance unit (LaporanKinerja Instansi Pemerintah) in the Ministry of Public Works and Housing. This researchdesign used descriptive approach by using questionnaires to collect data on 122 respondentsin 67 work units consists of (1) head of work unit (2) administrator official (3) supervisorofficer (4) staff, this research hypothesis test using multiple regression analysis models. Theresults of the research showed that (1) organizational commitment had positively affected tothe performance of work unit at the Ministry of Public Works and Housing (2) Implementationof Accounting Information System had positively affected to the performance of work unit atthe Ministry of Public Works and Housing (3) Work environment had positively affected at theMinistry of Public Works and Housing. Good condition and work environment variable isconsidered good.

Abstract:
The purpose of this research is to find out and analyze the management of heavy equipment levies to increase original local government revenue of Ministry of Public Works and Public Housing Aceh Jaya Regency. And also To find out and analyze the management of heavy equipment rental services in original local government revenue of Ministry of Public Works and Public Housing Aceh Jaya Regency. The conclusion of the research shows that the management of heavy equipment levies on the increase in original local government revenue of Ministry of Public Works and Public Housing Aceh Jaya Regency both related to the planning, regulation and supervision of heavy equipment has not been going well. While the financing aspect shows that the large operational budget needed for heavy equipment maintenance causes and puts a burden on the region, because the budget comes from the Aceh Jaya Regency APBk. Whereas the original local government revenue of Ministry of Public Works and Public Housing Aceh Jaya Regency deposit is always below the target set, the heavy equipment solid has a great potential for increasing original local government revenue of Ministry of Public Works and Public Housing Aceh Jaya Regency. Management of heavy equipment rental services related to service procedures, service commitments and time of rental. In connection with the procedure of renting services, it can run well because in the service procedure for renting heavy equipment rental activities, it must fill out the form provided and attach an identity in the form of a Identity Card and then ferment it. This is going well and in accordance with the rules that have been determined so that it can run well. Likewise with the commitment to leasing heavy equipment has been agreed between parties both personal leasing and rental for groups. Likewise with the time of rental daily and also monthly is not a problem, but many do rent on a monthly basis.

One of the efforts to support the management of archives in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra is to create an archival application system that can be operated via a computer network, with the aim of increasing the acceleration of the search service process for an archive. This research is: 1) To find out what are the obstacles faced in the archive management system in the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra; 2) To find out what are the efforts made to overcome the obstacles in the archive management system in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra; 3) To find out what are the efforts made to overcome the obstacles in the archive management system in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra. This type of research is qualitative research. Qualitative research is research that intends to understand the phenomena experienced by research subjects (such as behavior, perception, action, etc.), holistically, and by means of descriptions in the form of words and language, in a specific natural and natural context. by utilizing various natural methods (Moleong, 2012;: 87). Informants are people who are used to provide information about the situation and conditions of the research background. So he continues to have a lot of experience in the research setting. As a team member with kindness, volunteering can provide views of values, attitudes and culture, which are the background for local research (Moleong; 2012: 90). The types of data are primary data and secondary data collected through interviews, observation and library research. The analysis technique used is qualitative analysis. The results of this study indicate that: recording or distribution of archives in the General Bureau of the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra Province uses several types, namely the Electronic Service Manuscript System (TNDE) and the outgoing mail agenda book. The conclusion that can be drawn is the dynamic archive management system in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra Province in the aspects of creating and receiving archives, storing, maintaining, and shrinking, namely: in terms of creating and receiving archives, they have followed the existing archival provisions The most frequently created and received dynamic archives are correspondence records (letters). The archive storage system used at the General Bureau is the Electronic Service Manuscript Administration (TNDE) system. This TNDE system is so that letter data will be stored in a centralized database management system, making it easy to maintain data. The search for the TNDE system cannot be done automatically in the access feature in the system. For archival maintenance, the implementation of fumigation is carried out twice every year. In the context of shrinking the archives, there is an alternating dynamic archive assessment team. Archive shrinkage is in accordance with the Archive Retention Schedule (JRA), archives that have passed JRA will be immediately destroyed by burning. Suggestions include the implementation of a good archive management system at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra, it should be equipped with supporting facilities and infrastructure.

The Ministry of PUPR is the Ministry in charge of public works and public housing through the Housing and Settlements program, which is an obligation that must be held by the Central, Provincial and Regency / City Governments, related to basic services. Furthermore, the Self-Help Housing Stimulant Assistance Program (BSPS) in Padang Laweh District is a program of the Ministry of Public Works and Public Housing. The research objectives, to determine the implementation of the Self-Help Housing Stimulant Assistance program, to find out what obstacles are faced in the implementation of the Self-Help Housing Stimulant Assistance program, to find out the efforts made in overcoming the obstacles in implementing the Self-Help Housing Stimulant Assistance program. This research uses descriptive qualitative method, qualitative research methodology is a research procedure that produces descriptive data in the form of written or spoken words. Based on the results of the research conducted, the implementation of the Self-Help Housing Stimulant Assistance program can be seen from several variables, namely communication, resources, disposition, and bureaucratic structure. The results of this study indicate that in Padang Laweh Subdistrict there are still many community houses that are unfit for habitation, obstacles encountered in the field are still many people who are uninformed about the BSPS program. The BSPS program coordinates with each village under the Padang Laweh District government. The conclusion of the implementation of the Self-Help Housing Stimulant Assistance (BSPS) program in Padang Laweh District in 2019, first, information is very important for the community, secondly there must be human resources, third there must be knowledge in policy making and fourth there must be a Standard Operating Procedure (SOP) in implementation.

Ministry of Public Works and Housing of Indonesia is targeting to complete the construction of 1.000 km of new toll road projects by the end of 2019. In 2015 until August 2018, 443 km new toll roads have been operated and 1.400 km are under construction. Various types of structure for elevated toll road constructions are applied to meet the geometry and safety requirements such as cast in-situ balanced cantilever, steel I-girder, and steel box are becoming type of elevated toll construction to be applied. To meet the requirements of construction methods, construction time completion, and material volume efficiency, Indonesia Toll Road Authority on behalf Ministry of Public Works and Housing gives opportunities to toll road investors to apply the new technology as the proper selection. Composite Girder technology named Sbarch is proposed for Krian Legundi Bunder Manyar toll road project to cross at SUMO Junction. Compares Sbarch among cast in situ balanced cantilever, steel I-girder and steel box, Sbarch can comply for all requirement that cannot be fulfilled by others method such as with finish grade requirement, to road geometry alignment, accessibility, workability, and steel tonnage reducing.

Abstract:
This study intends to examine the procedures and mechanisms for disbursing subsidized sharia mortgage, as well as the effectiveness of subsidized mortgage distribution at BTN shariah in providing decent housing for low-income people. This study was conducted in BTN Shariah of Kendal Branch. This study used quantitative research by distributing questionnaires to 90 respondents determined through the Slovin method. To investigate the effectiveness of the distribution of subsidized mortgages, the Artificial Neuron Network (ANN) was used. The results showed that the procedures and mechanisms for disbursement of the subsidized mortgage at BTN Shariah of Kendal Branch were following the Standard Operating Procedures (SOP) that had been established by BTN Shariah. However, there was a mismatch between the Regulation of the Minister of The Ministry of Public Works and Housing No. 48/PRT/M/2015 Article 20 paragraph (7) concerning the disbursement of subsidized funds. The results of the questionnaire shower 50.5% of customers chose “uncertain” on the indicator of “timeliness of subsidies disbursement” since they thought that the timing of the funds was uncertain. This statement is not in line with the regulation of the Minister for Public Works and Human Settlements that the disbursement is no later than two working days after the documents are received. Meanwhile, based on the results of calculations using the ANN, the distribution of subsidized mortgages has been effective by 0.877 or 87.7%.

Pusdatin of the Ministry of Public Works and Public Housing is an institution that manages data and information to support management within the ministry of public works. This research was conducted to evaluate the maturity of agencies prior to conducting an external audit of ISO 27001: 2013 certification. The method used in this research is PDCA (Plan-Do-Check-Act) using our index and ISO 27001, the technicality of this research starts from a check for analysis of current conditions, Act is carried out for assessment of the WE index, Plan compares our index results with ISO 27001, and Do control recommendations for improvement. The results of this evaluation show that PUSDATIN stopped at level I + in yellow area and overall PUSDATIN stated, "Needs improvement". In conclusion, Pusdatin is not ready for an external audit of ISO 27001: 2013 certification. The aforementioned results form the basis for the recommendations made from the findings of the WE index and compared with the ISO 27001 control. The Developer Registration System (SIRENG), owned by the Ministry of Public Works and Public Housing of the Republic of Indonesia, aims to provide supervision on the quality of houses built by housing developers. Based on the interviews with the association manager PERWIRANUSA, the completeness and suitability of the information in SIRENG are still limited. It does not meet SIRENG development benefits, guaranteeing that registered developers in SIRENG are experienced and trusted. This study aims to provide recommendations for managers of SIRENG to improve the system through evaluation of acceptance of SIRENG with the association and housing developer's perspective. This study uses the Technology Acceptance Model (TAM) framework and utilizes PLS techniques to analyze respondents' data. This study used a mixed-method. This study's results are Perceived Ease of Use, Perceived Usefulness, Attitude Toward Using, and Actual Usage (AU) variables that influence the acceptance of SIRENG.

Abstract:
Through the Directorate General of Housing Financing, the Ministry of Public Works and Public Housing estimates that by 2025 the number of housing needs in Indonesia will reach 30 million units based on calculating housing needs (backlog) of population growth. In 2015, the Government Program's number of achievements for the Construction of One Million Houses was around 700 thousand units. In 2016, it reached 805,169 housing units, and in 2017 onwards, it is expected to reach the target of 1 million houses per year. The main problem in a housing development or the property sector is land availability and various communities' purchasing power. The government policy related to the construction of 1 million houses coupled with easy licensing of the land sector and provision of subsidies such as the liquid housing finance facility (FLPP) has stimulated the banking sector and other financial institutions to finance the property sector. The residential segment, namely apartments and housing, is the most significant contributor to the national property capitalization value, reaching 55.8%. The growth rate of the capitalization value of the residential sector reached 16.5%, from Rp. 152.7 trillion to Rp. 177.9 trillion in 2017. Focusing on KPR and KPA during the 2015-2017 period at banks listed on the Stock Exchange Indonesia.

The study was conducted at the Ministry of Public Works and Public Housing Snvt Provision of Housing in Riau Province. The aim is to find out the direct effect of educational background and selection, on the competence and performance of field workers with supervision as a moderating variable. This study took a sample of 128 people. The variables used are educational background, selection, competence and performance and supervision. Data were analyzed using multiple linear regression analysis methods operated through the SPSS program. The results showed that there was an influence of educational background and selection on the competence of field workers. And simultaneously there is an influence of educational background and selection on competence. And there is an effect of competence on performance which is moderated by supervision. The better the supervision, the competence of field staff will increase.

The city that is the case study for discussion is Jakarta. Jakarta Smart City, Green Buildings, Urban Agriculture, and Child Friendly Integrated Public Space (RPTRA) are programs that successfully implemented. The implementation GI program easily accepted if based on the community.

Sustainable procurement has been considered an opportunity for improving the environmental performance of the construction industry. The development of sustainable procurement in Indonesia is still in its initial phase. Therefore, a framework is needed to establish an outlook to explore the enablers and barriers for promoting sustainable procurement in the construction industry. In the formulation of the framework, the first step is to identify the important elements. The approach was explorative-descriptive. Based on ISO 20400, as the guidelines for sustainable procurement, and literature on sustainable procurement for construction works, a list of elements was gathered. In-depth interviews were conducted to identify the most significant elements for the Indonesian construction public procurement context. Respondents included procurement experts from the government agency, (i.e., the National Public Procurement Agency and the Ministry of Public Works and Housing), academics, and procurement specialists who are the members of the Indonesian Procurement Professionals Association. Results suggest that all elements contained in ISO 20400 are relevant with the kinds of literature on construction works; also, Indonesian respondents agreed with all the identified elements ranging from “important” to “very important.” This finding will be subsequently used to further understand the complex cause-effect relationships among the important elements in developing the framework for sustainable construction public procurement.

The Government Performance Accountability System (SAKIP) is a systematic series of activities as well as tools and procedures designed to determine, measure, collect data, classify, summarize, and report the accountability and the improvement of government agency performance to the government. The level of performance accountability of the Directorate General of Human Settlements (Cipta Karya), the Ministry of Public Works and Housing from 2015-2019 experienced fluctuation indicating that the organizational performance management is considered not optimal. Therefore, this study elucidates the implementation of performance management (SAKIP), analyzes the root cause, and formulates a strategy to improve the implementation of SAKIP at the Directorate General of Human Settlements (Cipta Karya), the Ministry of Public Works and Housing. This qualitative research employed a case study. The result of this study revealed that the implementation of SAKIP has not run optimally with eight repeated problems as seen from the evaluation conducted by the Inspectorate General. The root causes of SAKIP implementation are the programs based on presidential directive (budgeted), no regulations/Standard Operating Procedure (SOP) related to SAKIP, no performance cascading, non-integrated information systems, leadership awareness, and evaluator capacity. The strategy for improving the implementation of SAKIP includes solving performance measurement, drafting rules/SOP related to SAKIP, constructing the performance tree, integrating information systems, and SAKIP training for leaders and evaluators. The performance management issues for each organization are different. Thus, future researchers are expected to conduct further research related to performance management in various central and local government organizations. As a developing country, Indonesia still has a lot of urban slum areas. Ministry of Public Works and Public Housing create the KOTAKU program, City without Slum. To realize the KOTAKU objective, two projects were conducted the NSUP and the NUSP. Pasuruan City was given the NUSP-2 project, in 2016, covered 11 slum areas, dealt with community road, community sanitation, and community water supply. The success of the community road program had been evaluated. The program was relatively unsuccessful in a coastal area dominated by fisherman settlement. In the next to the coastal area dominated by supporting fishermen supporting an activity, the program was relatively fairly successful. While in urban slum areas dominated by middle-income families, the program was successful.

Purpose: The housing rehabilitation program for low-income people is carried out by the Indonesian Ministry of Public Works and Public Housing. Muncan Village is one of the areas that received 2020 house rehabilitation assistance (BSPS) for Karangasem Regency. Research methods: Preventive measures are needed, especially for the Field Facilitator Team as the front guard, so that the BSPS program channelled adequately. The key to smooth distribution, in addition to the precise mechanism, must also follow the government's recommendations and implement health protocols. Findings: Constraints on distribution activities, starting from November 2019 to the initial process in April 2020. Field constraints, social aspects, education, and the community's situation become challenges in these activities. But beginning in 2020, the COVID-19 pandemic made the distribution of aid even more complicated with adjustments to the rules and recommendations of the government in conducting activities. Implications: Additional mission the field team to accelerate the handling of the pandemic, an appeal about anticipating COVID-19 also needs to convey. Strategies related to initiatives provide a masker for beneficiaries to foster protocol awareness and motivation regarding applicable rules.

Three strong earthquakes occurred and damaged the infrastructures and human settlements at some regions of West Nusa Tenggara Province in July and August 2018. This paper describes the policy and action taken by Ministry of Public Works and Housing (MPWH), Republic of Indonesia, to assist in the rehabilitation and reconstruction, specifically for the housing. The process started from early September 2018 by Civil Servant Candidate from MPWH together with the society. The action was comprised of three phases: socialization, design, and construction. Those phases are discussed in this paper along with their particular obstacles. The most critical phase is deducted. All the resources were gathered from the law applied in Indonesia, the official instruction of implementation, the technical instructions, interviews and volunteers’ point of views. This paper employed qualitative approach through observation, survey, group discussion, and interview to analyze factors that significantly affected the implementation of rehabilitation and reconstruction of houses by referring to the theory. The results of the study suggest that the socialization phase is found to be the most decisive.

The regulation which stipulates the provision of facilities in buildings and environments that suit the needs of all age groups, conditions of physical; mental; and intellectual; or sensory limitations based on the buildings’ function to provide user and visitor convenience in doing activities in the buildings. Both mosques, the Pusdai Mosque and Grand Mosque have not entirely fulfilled the standards of universal design in the interior in term of ease of access, safety and autonomy of space use, safety and security for all. The main objective of the implementation of Sustainable Development Goals (SDGs) in Indonesia is to bring accelerated development in all aspects so that the poverty rate is expected to decrease even disappear. One of the programs that aimed to reduce poverty rates in Indonesia is the provision of housing for the community, especially the underprivileged. Moreover, it is a the million houses program that proclaimed by the Ministry of Public Works and People's Housing, and this program is correlated with the SDGS, especially goal 11 (sustainable cities and communities). The research is relying on secondary data basis primarily from books, journals, published reports and online news. It is expected that this study is able to provide a new insight for the government in building a community residential area, which is to integrate development plans into three dimensions (social, economic, and environment) which are the pillars of sustainable development. Unfortunately, nowadays the government is relying too hard on achieving quantity and a little focus on quality. Furthermore, an experience on the MDGs edition can be an important lesson for the government in realizing SDGs, especially now that SDGs are in line with the points that contained in the RPJMN. Therefore, if the government is able to maximise this global development agenda, it is not impossible that the million houses program can be one of the leading programs in overcoming the problem of poverty, especially housing shortage in Indonesia.

The purpose of this study is to examine the factors that cause the sustainability of community-based liquid waste management. This research uses mixed methods, that is by analyzing quantitative data from the SKM (Community Satisfaction Survey) 2019 on the Implementation of Infrastructure Services in Yogyakarta City and then validated with primary data collected from semi-structured interviews with the head of KSM from the three well-managed Communal IPALs. Instead of the active participation of the community, the result shows in the case of Yogyakarta City, the key of Communal IPAL management sustainability is still more on the role and commitment of KSM or community leaders rather than the active participation of the community.

Bridges are one of the most important infrastructures which support the transportation system. It requires continuous monitoring to keep its condition and functionality. Bridge monitoring is used to support the maintenance strategy in order to prevent deterioration and sudden failure. This paper aims to propose a probabilistic prediction model of bridge conditions based on the Dynamic Bayesian Updating Approach. Around 3.166 data of bridges in Indonesia were collected from the Directorate of Bridges of the Ministry of Public Works and Housing for calculating the conditional probability table (CPT) of the model. A medium-span concrete bridge was used as a case study to validate the proposed model. The results show that the proposed model can predict the condition of the bridge accurately. It also can be used as an early warning system in order to prevent disasters due to technology failure.

Singapore is a small island country, but has won renown as uncorrupted government and high quality products. Independent testing and inspection played a very important role for this achievement[1]. The Housing and Development Board (HDB) is the sole public authority in Singapore and was set up as a statutory on 1 February 1960. Within 45 years, it built more than 700,000 flats housing approximately 86% of the population. Every year, around 40,000 new flats (about 400 blocks) are built up to meet the demands. In March 1992, HDB launched the 15-year main upgrading programme (MUP) to vying the finishes and facilities of old estates up to the standard of those in the new towns. The upgrading programme is a conscious effort by the government to provide a better living environment, strengthen existing community ties and enhance the value of our flats. The potential size of the upgrading program is approximately 370,000 units spread across 20 years, which works out to be 350 blocks per year. To ensure and maintain the high standards of the housing quality, Polymer concrete materials including polymer modified cement mortar, epoxy or PU floor screed and injection materials, and fibre-reinforced plastic (FRP) materials are extensively used in the new and upgrading projects. In this paper, the various applications of polymer concrete composites in Singapore are described and discussed. The various categories of polymer concrete composites are extensively used in Singapore’s public and private projects. To ensure and maintain the high standards of the building quality, independent testing and inspection plays a very important role. Through implementing a quality control program to ensure high standards in product quality and performance requirements, Housing & Development Board (HDB), Singapore's public housing authority and statutory board under the Ministry of National Development, screens and provides a comprehensive selection of quality products needed for HDB construction projects through HDB's Materials List [2] with a set of product evaluation requirement. A landslide is the downslope movement of a soil mass or rock or debris of both (Bobrowski and Highlind, 2008). One of the measures to mitigate slope erosion that causes landslide is by applying bio-engineering system using a vegetation called Vetiver (Vetiveria Zizanioides). The purpose of this study is to analyze slope stability with a vegetation system using PLAXIS 3D software based on finite elements method and referring to the guidelines from the Ministry of Public Works and Housing with the title Guidelines for Vetiver Grass Planting for Surface Erosion Control and Prevention of Shallow Landslides on Road Slopes.The result shows that the deeper the Vetiver root modelled will increase the value of the safety factor, reinforcement using vegetation is effective on 30° slopes in PLAXIS 3D. The percentage increase in the value of the safety factior generated by PLAXIS 3D is 10.94%.

The Province of West Nusa Tenggara (NTB) suffered a series of earthquakes which began on July 29, 2018 (M6.4) as a foreshock, August 5, 2018 (M7.0) as the first mainshock, 9 August 2018 (M6.2) as aftershocks, and 19 August 2018 which was preceded by M6.3 foreshock and M6.9 second mainshock. This earthquake disaster has caused many casualties. Some casualties were injured by the light damaged to collapsed buildings and infrastructures. Based on Presidential Instruction (INPRES) No.5 of 2018, Ministry of Public Works and Housing (PWH) was assigned to carry out rehabilitations and reconstructions after the earthquake. The areas that had been affected by the earthquakes are Mataram city, North Lombok Regency, West Lombok Regency, Central Lombok Regency, East Lombok Regency, West Sumbawa Regency, and Sumbawa Regency. The Mandate of INPRES No. 5 of 2018, is that the reconstruction process must be carried out using earthquake resistant building technology and in a short time. To answer these tasks and challenges, the Ministry of PWH used the construction of Simple Healthy Instant Houses (Rumah Instan Sederhana Sehat or RISHA ), as earthquake resistant building technology that had been developed and owned by the Ministry of PWH. RISHA construction is not only an earthquake resistant building technology, but also a construction using knock down technology with precast system so that it can be constructed in a relative fast time. This paper discusses the activities of reconstructing educational facilities in Sumbawa Regency, NTB Province using RISHA construction.

CWSS in Kotamobagu has various problems such as, pipe water network that has not been operated optimally since its completion in 2012. The number of house connections was merely 424 out of 7,600 targeted until 2016. Other problems in Kotamobagu were related to the supply, backwash, insufficient electrical power supply, no water meter, reservoir leakage, and intake pipes leakage in Poyowa and Bilalang. This research aims to find the root of the problem in terms of Clean Water Supply System (CWSS)'s network system, organization, regulation, and management. The research focused on Poyowa Besar's CWSS and Bilalang-1's CWSS networks in Kotamobagu. The research methods included observation, survey, and policy analysis where respondents were required as sources of information. The respondents were from Sia's and Pontodon's CWSS that represented 162 house connections. Additional respondents representing 30 house connections were selected randomly at Poyowa Besar's and Bilalang-1's CWSS for comparison. The results indicated that the community, CWSS managers, and the Central Government support the existence of Kotamobagu CWSS management. The 30 house connections at Poyowa Besar's and Bilalang-1's CWSS have never been served with water, but the respondents positively hope that the matter will be solved in the near future. They were willing to keep waiting for the water network of Kotamobagu's CWSS. The root of the problem in the Poyowa Besar's and Bilalang-1's implementation was due primarily to a network system that was built by the Ministry of Public Works for the Municipal Government of Kotamobaguwas reportedly not in accordance with procurement regulation. There was disagreement between the Ministry of Public Works and Housing (MPWH) and the CWSS managers related to the items that have to be fulfilled for network infrastructure handover.

The research process begins by identifying problems in the Ministry of Public Works and Public Housing (PUPR) of the Republic of Indonesia. These several targets were not achieved by the end of 2019, sorting and conducting problem formulation, data collection, and preliminary studies. This process starts from January 2020 to May 2020. Following the research objectives, the research design used was a descriptive causal study with the variable Motivation, Transformational Leadership, and Organizational Culture as the independent variable and the Employee Performance variable as the dependent variable. The study population was all PUPR civil servants who had duties and directly related to planning activities and reporting systems. Respondents were selected using a purposive sampling technique. Using the sample size technique from Slovin, the number of respondents in this study was 120 respondents. Field data collection was carried out by survey method using questionnaires, which were processed using Structural Equation Modeling (SEM) using the Partial Least Square (SmartPLS) version 3.0 program. The results show that the performance of the state civil servants at the Ministry of PUPR of the Republic of Indonesia is positively and significantly influenced by work culture, especially in the use of working time effectively and efficiently, and is closely related to how well a superior is as a role model who gives an example to subordinates in implementing time management well. Knowledge sharing has an important role in the management of any organization. It can lead to increased knowledge creation, collaboration level, and level of innovation, which, in turn, increases organizational performances. However, few studies have empirically examined the effect of knowledge sharing activities on an individual's belief in a public sector organizational setting, especially in Indonesia. This study was conducted to analyze the role of knowledge sharing in affecting the activities of creative self-efficacy within public organizations. This study used purposive sampling which designed to focus on employees who have positioned as a researcher in one of Directorate of Ministry of Public Works and Housing of the Republic of Indonesia. The questionnaire used in this study was adapted from Brockhus and Yu instruments. The result of this study shows that there is a positive and significant effect of knowledge sharing activities on creative self-efficacy. The higher the level of knowledge sharing activities within the organization, the more it will encourage creative self-efficacy. The majority of the respondent in this study that classified as Y generation (Millenials) was the main reason of the differences between the conclusion of this study and previous ones who argues that knowledge sharing initiatives are more difficult to be implemented in public sector organization as many of public sector officers believe that the activities of knowledge sharing meant losing power and an extra work surface.

Similarly, the reverse with Indonesian companies. The existence of market acess makes the relation between national with international law. This is a reason of authors are interested to know further the relationship conformity with international law related to the readiness of the national Ministry of Public Works and Public Housing (PUPR) when Indonesia ratified the GPA views of the setting methods for selecting/ auction in the construction sector in national legislation. The method used is a normative juridical research and the purpose of research to give recommendation to the Ministry PUPR particularly regarding setting methods for selecting the procurement of construction services when Indonesia ratified the GPA. If viewed from the side PBJ arrangements in the Government in the field of construction, especially regarding the purpose, principles and method of election of, the results showed that Ministry PUPR not ready when Indonesia ratified the GPA, because there is a difference between setting purpose PBJ contained in Perpres No. 54/2010 and its amendments as well as Permen PU No 07/2010 and amendments that more give protection to national companies, while GPA has the open principle. In addition there are differences about the method of selecting good views of the types/forms (nomenclature) and its meaning. So that when Indonesia will ratify the GPA, the Government and the Ministry PUPR in particular need to make adjustments to the "purpose" of regulation PBJ as contained in the Perpres/Permen PU with "purpose" contained in the GPA. Similarly, adjustments to the forms (nomenclature) and the meaning of the audition method.</em>

The study examines the effect human resource planning has on the performance of public sector organizations in Nigeria. The study adopted a cross-sectional survey research design with the collection of primary data using a questionnaire that was administered to 100 employees in the human resource department of the Ministry of Works and housing in Abuja, Nigeria. Correlation analysis using Pearson correlation was employed to determine the relationship between the variables and regression analysis was used to analyze the hypotheses with the aid of the IBM statistical package for social sciences. The result findings revealed that the multiple correlation coefficient indicates a strong correlation between the variables (R= 0.779). and that projected demand for workforce and recruitment and selection account for 60.7% of the total variation in organization performance. Of the two variables used, the recruitment and selection process account for the highest contribution to organization performance. Effective human resource planning in terms of projected demand for workforce and recruitment and selection will enable institutions to attract the right kind of people in the right numbers, improve employees' expertise, talents, and abilities, and keep them in the business. The study recommends that the recruitment and selection process should be open and transparent with little or no political interference to allow for the selection of applicants with the right expertise and skills into the workforce.

This research was conducted at the Ministry of Public Works and Public Housing, Director General of Water Resources, with a focus on research on the quality of dam data in Indonesia. The problem that occurs is that there is still a delay in data transmission by dam officials which causes the quality of realtime data to decline. This shows that there is a need for comprehensive research into the facts that occur in the field. The purpose of this research is to explore the perception that Indonesia is able to create and operate an ERP system with wide and large data coverage. The study uses the Value Stream Mapping method with a Descrete Event Simulation (DES) simulation to model a system that evolves with time. This study wants to know the future design (future state), namely developing an ERP (Entreprise Resource Planning) system based on IT technology (Information Technology) in improving the quality of integrated and realtime dam data. The results of this application are expected to have an increase in time efficiency above 95% which shows the overall time of the dam data delivery process (5 working days).

This research is motivated by the many complaints from Palangka Raya City community about Information Service in Information Center of Settlement and Building Development (PIP2B) still can not be felt by society evenly. Type of research used is descriptive qualitative research. Research that aims to describe and describe events and phenomena that occur in the field and presents data in a systematic, factual, and accurate about the facts or phenomena that occur in the field. Data collection techniques in this study using observation techniques, interviews, and documentation. The results showed that based on the results of interviews and research documentation with Tangible indicator, realibility, Responsiveness, Assurance and Empathy as well as related to service indicators, it can be drawn some conclusions as seen from the many research findings in the field either due to inadequate facilities and infrastructure the lack of facilities provided, and the lack of communication between the Office of Information Development Information Settlement and Building (PIP2B) with the Ministry of PUPR.

Indonesia is one of the most seismically active countries in the world, and its large, vulnerable population makes reliable seismic hazard assessment an urgent priority. In 2016, the Indonesian Ministry of Public Works and Housing established a team of earthquake scientists and engineers tasked with improving the input data available for revising the national seismic hazard map. They compiled results of recent active fault studies using geological, geophysical, and geodetic observations, as well as a new comprehensive earthquake catalog including hypocenters relocated in a three-dimensional velocity model. Seismic hazard analysis was undertaken using recently developed ground motion prediction equations (GMPEs), and logic trees for the inclusion of epistemic uncertainty associated with different choices for GMPEs and earthquake recurrence models. The new seismic hazard maps establish the importance of active faults and intraslab seismicity, as well as the subduction megathrust, in determining the level of seismic hazard, especially in onshore, populated areas. The new Indonesian hazard maps will be used to update national standards for design of earthquake-resilient buildings and infrastructure.

Purpose The purpose of this paper is to investigate the main causes of delay in public construction projects. This is motivated by feedback from public construction experts concerning substantive delays during the last decade. The study thus seeks to help decision makers in Jordan and elsewhere identify problems and develop mitigating strategies. Design/methodology/approach Causes of delay were identified from previous related studies and then augmented after consultation with experts. This resulted in 56 delay factors classified into eight groups. The sampling frame for the study was defined in terms of public construction projects (mostly related to roads) owned by the Ministry of Public Works and Housing in Jordan. A survey was conducted with engineers working as representatives of the owner, contractors or consultants to elicit and evaluate the importance of the 56 delay factors. Findings Overall, 113 completed questionnaire responses were returned and analyzed to rank the causes of delay using the relative importance index method. Owners and consultants showed more interest in factors related to themselves, while contractors showed highest interest in an external factor related to the owner of services. Four recommendations are put forward for decision makers to mitigate against delays. Originality/value This research investigates a relatively large number of delay factors compared to other studies and these are categorized into groups to facilitate thematic understanding. Further, compared to previous related research, this research fills a gap by exploring the opinions of different contract parties.

Abstract:
The purpose of this study was to determine the influence of leadership and compensation on performance functional position of engineer at the agency Research and Development Center Road and Bridge of the Ministry of Public Works and Public Housing. Population in this research was 29 people of functional officer of engineer in Center of Research and Development of Road and Bridge. Data were obtained from census. Data collections were collected through questionnaires in the form of questions or statements distributed to all respondents to be answered or filled. The results of research on the Influence of Leadership and Compensation on the Performance of Functional Position of Engineers in the Environment of Center of Research and Development of Road and Bridge, showed that: (1) Leadership variable (X1) has a strong positive effect on performance of functional position of engineer (Y) equal to 36,5%. (2) The compensation variable (X2) has a positive but very weak effect on the performance of the functional position of the engineer (Y) of 3%. (3) Leadership and compensation variables affect simultaneously to the performance, with correlation coefficient R = 0.612 or determinant R2 of 0.375 or 37.5%. Thus, leadership and compensation should be able to create boosting working conditions personal comfort or environmental factors that will improve employee performance.
